WADAJIR PARTY CONSTITUTION
The constitution of the party which consists of 49 articles was approved during the party
foundation convention held on 28 May - 05 June, 2016. Mogadishu
SECTION 1:
Article 1
Name of the Party The name of the party is WADAJIR party. Its head office is in Mogadishu. The party
hasbranches across all the provinces, districts and towns in the countryand outside the
country too
Article 2
Flag of the Party The flag of the partyis white with the Symbol of the Party at its centre.
Article 3
Symbol of the Party The symbol of the party is yellow and blue enclosed with each other with a big letter W
in the middle, on its upper part are two hands greeting each other & the name of the
party surrounded by 18 stars which are official.

Party Headquarter The party's headquarter is Mogadishu. It is located between Jazeera Hotel and the
previous headquarter of the United Nations Development Program in Somalia (UNDP
Somalia). The party has branches in the Member States that are members of the
Federal Government

Article 5
Views
Vision, Means, Objectives and Party Principles
1. Vision Engaging in finding a Somali society free of clan identity politics, violence and religious
extremism; imbued with a sense of national identity and civic consciousness; capable of
discharging its national duties and responsibilities; upholds justice and dignity for all and
at peace with itself and its neighbors.
2. Mission To establish a modern state based on civic values of democratic principles; one
committed to upholding rule of law, basic freedoms and social justice; overcoming clan
chauvinism and deepening societal cohesion and unity; and implements a genuine
devolution of power through federal system.
3. Means To reach out the progressive political forces and forge partnerships and adopt a common agenda
and platform for reform, in which demonstrates commitment and seriousness to reforms; a will to harness our collective energies to resolve our problems; a boldness to seek innovative and inclusive approaches and solutions and a desire to restore faith, health and integrity to our
politics. 4. General Principles.
a) Protecting the sovereignty, unity and dignity of Somalia, and to restore the
national pride and majesty of the people. b) Putting effort in realizing the ambition of the Somali people.
c) Re-inventing the sense of nationalism, unity and coexistence among the Somali population.
d) Fighting nepotism, corruption, clannism, extremism, misuse of power and resources.
e) Putting more effort in reconciliation, countering extremist ideas as well as use of force to gain political power.
f) Protecting the right of citizens and preventing abuse of their human rights. the citizen and preventing human rights abuses.
5. Objectives a) Prioritising the security and stability of Somali citizens, and restoring the rule
of law.
b) Striving to establish inclusivenational army that has national character which
guards the country’s constitutional order and its sovereignty bytaking over
responsibilities from AMISOM.
c) Implementing the Federal system in accordance with the provisional
constitution by building the administration from grass root levels.
d) Reforming the political system and striving to have a political process based
on multi party system with mandate and representation.
e) Developing the economy, improving trade and opportunities for investment.
f) Fighting poverty, increasing production, and restoring the country’s
infrastructure.
g) Setting up financial policies and investment act, as well as reforming and
empowering state institutions, more so those managing finance.
h) Setting up policies and laws for taxation, so as to increase the country’s
internal revenues.
i) Implementing foreign policy framework based on national interests, regional
security and living in peace with the neighbours.
j) Facilitating humanitarian aid, resettlement of IDPs and management of grants
in order to utilise them for the needs of the people and the country
Establishing foreign policy based on the principles of national interest, regional stability and
zero problems with the neighbors g) Facilitating humanitarian relief to relocate IDPs and manage financial assistance
in a way that serves the interest of the nation and its people.
Article 6
Party Membership The party membership is a person(individual) and can not be transferred to any other
person and is open to anyone who is a Somali & meets the conditions laid down in
Article 7 of the Code of Conduct of the party.
Article 7
Membership Requirements Anyone who is a Somali and meets the following requirements can join the party:
1. One should be a Somali who believes in the Unity and Sovereignty of Somalia. 2. Oneshould not be younger than 18 years. 3. One should be mentally fit and of sound mind. He/she should be able to carry
out his/her membership duties. 4. One should accept the laws and political programs of the party. 5. One should possess good behaviours and moral characters and at the same time
capable of forming good relations with other members and the public as well. 6. Not convicted before by a court for crimes against the nation and statehood. 7. Pay the monthly membership fee as decided by the Executive Committee of the
Party. 8. Not a member of another party/political organization. 9. Disseminating the party programs and to stand for the fulfillment of the duties
and responsibilties of members.
Article 8
Rights of the Members Any member of the party shall be fully guaranteed by this law that he/she will get the
following rights:
1. That he/she can be elected and he/she can also elect, in accordance with the party's law, and likewise can be nominated for posts in the party.
2. That he/she can participate in the activities of the party and the debates on the
issues of the party, may propose recommendations that concern the activities of the party.
3. That he/she can express his/her opinion freely, and suggest recommendations or
criticisms about the party's activities.
4. He/she can freely leave the party by giving out the reason(s) why he/she left

The party but his/her money would not be refunded. 5. Every member should be a membership ID. 6. Any member who wants to resign from a post in the party
a) The member should submit a resignation letter to the department he/she was a member.
b) The party should either accept or reject the resignation of the member with
in 14 days.
7. A member who is registered for the party can not belong to two parties or
political organizations at the same time.
Article 9
Responsibilities of the Members Any member of the party is obliged:
1) To comply with the rules and decisions of the party at all levels. 2) To carry out the political program and activities of the party honestly.
3) To participate in the implementation of the party, service, community development and community mobilization.
4) Protect the confidentiality, property and reputation of the party.
5) To create or promote national unity. 6) Be aware and informed about the political and economic situation in the country. 7) To prevent any social conflicts that create discrimination and kinship. 8) To present any concerns with in the party but not take it to the outside.
Article 10
Loss of Party Membership A membership right of the party can be lost through the following ways:
1) If the person resigns from the membership of the party as specified in Article 6 of the party.
2) If death befalls on the member, the membership slot cannot be inherited. If it is
confirmed that he/she violated the rules of the party and its programs, the decisions of the party committees at all levels.
3) The decision to dismiss will be proposed by the different committees, along with a report
of its findings and there after submitted to the Disciplinary Commission. 4) If the person does not fulfill his or her duties due health status. 5) If the member is forms, join or campaigns for another political organization

SECTION 2:
Article 11
Party Structure The party structure consists of:
1. Party convention.
2. Central Committee. 3. Executive Committee. 4. Pronvincial Committee. 5. District Committee, Town/Village Committee and foreign branches.
Article 12
Party Convention The party congress is the highest authority of the party as per the law, and the
conference is made up of: a. Representatives from the regions, districts and overseas branches. b. All members of the central committee of the party. c. Members of the national council. d. The number of delegates to attend the conference is determined by the
Executive Committee.
Article 13
Formal Convention of the Party 1. The party congress will be held every four years on a regular basis from the day the
last one was closed, the date of the conference and the venue will be proposed by the executive committee, and approved by a majority vote of the central committee
three months before the end of the five years. And it will be announced sixty days before the specified date by the Executive Committee.
2. The number of delegates who are attending will be proposed by the executive committee. The number of proposed delegates should be approved by the central
committee in the official session or in an extraordinary session. 3. The delegates will be selected by district and village level committees. 4. If the meeting is not held within the time frame specified by the executive
committee two months before; it proposes to postpone no more than six months
from the date specified for the meeting. It is approved by the central committee with a vote of 2/3. The Executive Committee will publish forty five days before the date
specified for the conference. 5. The technical committee is nominated by the Chairman of the party after consulting
with the top leadership of the party.

Article 14
Informal Conference 1. If there is a reason which makes necessary to hold an extraordinary meeting, it can
be suggested by:
a) The executive committee shall submit to the Central Committee ratifying with 2/3 number of the central committee that are prsent in the session.
b) 1/3 of the central committee members submit to the central committee who will approve by 2/3
2. The central committee shall specify the time and venue of the conference and at the
same time the Executive Committee shall announce within fifteen days.
3. The delegates of the extraordinary conference are the delegates who attended
the last conference
Article 15
Conference Management Prcedures
1) The party congress can run for at least two days and at most five days. 2) The first day the meeting will be chaired by the top leadership of the party that was
elected the previous conference. They must present information regarding what the
party have achieved during their term in office. 3) On the 2nd day the conference shall elect a temporary chair who will steer the
conference which is comprised of the deputy chairperson and the secretary.
4) The chair of the conference will be proposed by the top leadership of the party and approved by 2/3 votes of the members of the conference.
5) The Congress will elect the top leadership of the party and approve it: a) Party acts b) Party Programs c) Central Committee mebers. d) Party structure.
Article 16
Powers and Responsibilities of the Conference 1) The conference shall elect the Leader, Chairman, Deputy, Secretary-General
and Deputy Secretary-General once every five years.
2) It also chooses members of the Central Committee whose position is vacant
or are new or authorize them and give those powers.
3) The Conference approves the policy and program of the political party
leadership and decisions submitted to the Central Committee and the
Executive Committee by setting up the party's general policy.
4) It discusses reports and proposals submitted to them while focusing on the
development of the party's actvities, and evaluating reports, and decides on
the issues debated on.

5. It also evaluates the implementation of the executive committee during its term, what it
has done, what has failed, why it failed and how to resolve it
Article 17
Central Committee 1) The Central Committee of the party consists of 25 members (twenty five) members
approved by the Conference and 10 (Ten) members whom the conference authorized the Leader of the party to nominate. It is the highest governing body between the two conferences.
2) A complete list of the members of the Central Committee that was elected in the conference shall be submitted to the Office of the Independent Electoral Commission at least 30 days after the end of the conference.
3) Any member of the Central Committee who faces the situations stated in article 8 of this law will fill in the quota of provincial level committee that he/she was a member for a period not exceeding 45 days upon submission to the Secretary of the Central
Committee or his/her deputies. 4) The new member will be approved by the Executive Committee of the party and the
Secretary of the Central Committee shall forward an official writing to the National
Electoral Committee Office. 5) Requirements of Central Committee Membership are:
a) To meet the requirements set out in article 5 of the party constitution
b) Come from a regional or overseas branch ratio c) Pay the membership fee that is obligatory on every member once in every month. d) Basic knowledge up to high school level
Article 18
Duties of the Central Committee Duties of the Central Committee of the Party will be:
1) They elects members of the Executive Committee with the exception of the Leader.
2) They also choose among themselves three members of the Independent Audit Commission, and can directly submit their report to the central committee.
3) They approve the party budget, and they will guide the administration of the party, the
leadership of party politics and the programs that are used to lead the politics of the party.
4) They will listen to the reports submitted to the Executive Committee and evaluate the performance of the committee and the development of the party by discussing these
issues and making decisions. 5) The Central Committee guides the party to a political strategy based on consultation
and democracy while the recommendations come from bottom to the top.
6) The central committee will oversight the party's activities and set up a modern system to manage the party's assets, lead the activities and can stop the activities of anybody who may be detrimental to the party's activity or deemed to be dishonestly conducting
the activities of the party

7. They will choose between themselves the secretary of the central committee and
sub-committees. Each sub-committee will elect a chairperson, a deputy
chairperson and a secretary.
8. The central committee will approve the agreements between the party and
another that concerns co-operation of political issues that was submitted by the
Executive Committee while approving it with 2/3 vote.
9. The Central Committee will ensure the implementation of the decisions already
approved and how the political program of the party was implemented, and it
indicate the best way to utilize the opportunities the party gets, and it also solves
any misundestanding and conflicts that arises between the top leadership of the
party.
10. They vote for the person who becomes the presidential candidate.
11. If a member of the central committee dies or loses membership as indicated in
Article 8, the member who will replace will be nominated by the organ that the
previous member belonged to, and shall be approved by the executive
committee and approved by the central committee in the first session.
Article 19
Sittings of the Central Committee 1. The regular sitting session of the central committee will be held annually,
starting from the last day of the previous session.
2. The date of the central committee meeting will be determined by the Secretary
of the Central Committee and he/she shall announce it within 10 days, and if
he/she is absent, thedeputy secretary of the Central Committee shall announce it
within the same period.
3. In the event of a circumstance that makes necessary to hold an extraordinary
meeting it is proposed by the Executive Committee who will approve it with a
single majority vote or by 1/3 of the Central Committee. The meeting will be held
within a period not exceeding twenty days.
4. The Central Committee may have unusual sessions not more than twice a year.
5. Extraordinary sessions can be held by 50+ members of the Central
Committee.Agendas of the Meeting of the Assembly will be prepared by the
Secretary of the House in consultation with the top leadership of the Party.
Article 20
Executive Committee 1) The executive committee is the highest body of the party that runs the
activities of the party and consists of 11 members who are listed in the second paragraph of this article from the Central Committe, the tenure of the
Executive Committee is four years (4) from the date the conference was held.
2) The chairman of the party, in consultation with the leadership of the party, will select members of the Executive Committee from the Central Committee and will present it to the first session of the Central Committee and approve it by a single majority vote.

Article 21
Duties of the Executive Committee 1) The executive committee is responsible for the implementation and development of the
political program and implementation of the party law. 2) Implementation of the decisions adopted by the conference and Central Committee
sessions and the running the activities of the party. 3) Preparing the budget of the party, the agenda for the session of the Central Committee
and the reports on the actual performance of the Executive Committee.
4) The Executive Committee shall approve the posts of the Committees of Provinces, Districts, Departments, Executive Committee Secretariat and Officers in consultation with the party supporters of that area.
5) The executive committee is responsible for organizing and educating the public and implementing the political goals of the party which is self-governing and sharing of ideas.
6) The Executive Committee strives to improve community services in partnership with external assistance and humanitarian agencies, while keeping the public interest and
facilitating access to local or international experts. 7) Members of the Executive Board are obliged to exercise faithfully and sincerely the task
assigned to them and to maintain the co-operation and the links between other members
and the community. 8) The Executive Committee sessions shall be held once every month Board and shall be
chaired by the Chairman of the party and if he is absent by the Vice chairperson, and if
both are absent it will be chaired by the Secretary-General.In case of an urgent issue the Chairman or more than half of the Executive Committee members will call for a meeting within 10 days.
9) They approve and determine the party members who will join national forums in consultation with the regions, districts and branches.
10) The Executive Committee shall have a permanent committee consisting of 3 members
comprising of the top leadership of the party and 2 other members selected by the executive committee.
Article 22
Requirements of Executive Committee Membership Any Somali who meets the requirements below can be a member of the Executive Committee of the party:
1. One should be a Somali who believes in the Unity and Sovereignty of Somalia. 2. Should not be less then 30 years old 3. One should be mentally fit and of sound mind. He/she should be able to carry
out his/her membership duties. 4. One should accept the laws and political programs of the party. 5. One should possess good behaviors and moral characters and at the same time
capable of forming good relations with other members and the public as well.

6. Not convicted before by a court for crimes against the nation and statehood. 7. Pay the monthly membership fee as decided by the Executive Committee of the
Party. 8. Not a member of another party/political organization. 9. Disseminating the party programs and to stand for the fulfillment of the duties
and responsibilities of members.
10. Have been a member of the party at least one (1) year.
Article 23
Rights of the Executive Committee Members of the Executive Committee shall have the following rights in accordance with
the Constitution and other party regulations to ensure that their functions are properly
executed.
1. To be elected and to elect others. 2. To present recoomendations and suggestions concerning the party. 3. Taking part in the activities of the party. 4. Political development of the member. 5. Supporting a member of the party. 6. Leaving the party 7. To get the information of the party. 8. To get salary or wages in accordance with the labour and employees act of the
party
Article 24
Posts of the Executive Committee Members The posts of the Executive Committee are:
1. Leader 2. Chairperson of executive committee. 3. Deputy Chairperson 4. Secretary General. 5. Assistant Secretary General. 6. Politcal Secretary 7. Secretaryof Internal Affairs, Federalism, and Districts. 8. Secretary of Foreign Affairs. 9. Guiding &Conselling Secretary 10. Secretary of Finance 11. Secretary of Women Affairs 12. Secretary of Youth Affairs.

Article 25
Party Leader 1. The party leader is elected by the party congress. 2. The leader is the head of the party, and he/she will chair the convention and Central
Committee sessions. 3. He/she is responsible for the preparation of a leadership initiative, the strategic plan
to expand the support base of the party from federal level, regional, districts and branches.
4. He/she seeks the psychological and material support of the party. 5. He visualizes the objectives and vision of the party. He/she also signs official
publications of the party. 6. He/she can sign through the party's name agreements between the party and the
other parties after the Executive Committee approves with a single majority vote and later on brought to the first sitting of the Central Committee.
7. He/she speaks on behalf of the party and can participate in internal and external conferences while he / she does not violate the laws and programs of the party.
Article 26
Requirements of the Party Leader
1) Any candidate for the party leadership must meet these criteria:
a. Be a member of the party and meet the membership requirements b. Not less than 30 years old.
c. That his / her qualifications meet the university level d. Have been a party member for at least two years
2) No one can be elected for more than three times to be the party leader.
3) The position of the leader can become vacant: a. if the leader dies. If one of the
conditions that he/she was elected gets dissolved and a decision reached by 2/3 members of the Central Committee. If he/she resigns and his/her resignation is accepted by 2 / 3, or expelled in accordance with this Law
Article 27
Chairperson of Executive Committee 1) The chairperson runs the party's daily work. 2) The chairperson proposes in the conference and Central Committee sessions reports,
advice on policy and planning of the activities of the party. 3) The chairperson leads the party with the policy and program that has been set up. 4) The chairperson will nominate a techical committee and the executive committee will
approve it.

Article 28
Deputy Chairpersons of the Party 1) The party shall have a deputy chairperson and shall be elected by the Central Committee. 2) The requirements of the deputy chairperson are the same as the Chairman. 3) He/she will do all the tasks assigned to him/her by the Chairperson of the Executive
Committee and assist the running of the party. 4) In his/her absence the chairperson will handover his/her activities to the deputy who will
conduct all the required activities, if he/she is absent the secretary general will take in
charge.
Article 29
Secretary General and Deputy Sec. General 1) The general secretary of the party and his deputy is elected by the Central Committee. 2) The Secretary-General is responsible for the running of the party in general. 3) He/she prepares budget reports and agendas for the discussions at the sessions of the
Executive Committee, Central Committee and the Conference. 4) The Secretary-General is responsible for overseeing the implementation of decisions
adopted and implementing political programs, in collaboration with the Secretariat in
charge of that issue. 5) The Secretary-General manages the accountant's staff and organizes and stores the
party's file, and registers and protects the party's assets.
6) The Secretary-General is the head of the other secretaries of the Executive Committee and oversees the actual implementation of the activities that they are in charge.
7) The Secretary-General takes responsibility of any other activity assigned to him/her by
the Chairperson of the party.
Article 30
Election Process / Appointing Committee Members
1. The other members of the executive committee shall be appointed by the party
leader when considering the proposal of the Chairman of the party in accordance
with the Constitution and the other party rules.
Article 31
Candidates of President and Deputy President The party leader is the party's presidential candidate. No member may be nominated as a candidate for more than two times

Article 32
MusharixiintaGolayaashaSharcidejintaiyoDeegaanka
1.Any candidate for legislative or local representation must meet the following criteria:
a) Being a member of the party who meets the membership criteria, and pays the membership fee of the party b) To meet / fulfill the requirements of the laws of the country.
c) He/she is a person who believes in the party program. d) Provide the deposit of the determined by the Executive Committee of the party.
Article 33
Party Income 1. The party's income comes from: a) The payment of the members of the party which will be paid in advance for three-month
period. b) Investments made by the party. c) Unconditional grants.
d) Alms and support of members of the party e) In other cases if the laws of the country do not contravene. 2. The party's expenditure & expenses
a) The party has an annual budget and a balanced budget. b) You will also have an annual revenue and expenditure audit 3. The general registry of the real estate property of the party
a. The party can have a mileage or real estate property. This property can come from. i. The government's equal contribution to the national parties. ii. Fees or cash paid by candidates for national competitions. iii. The contribution paid by elected MPs of the party.
iv. The details of the party's financial statements are in line with the financial regulations
Article 34
Administration, Finance & Party Assets 1. The Auditor General of the Wadajir Party is responsible of the real estate property
and other assets.
2. The Auditing Committee consists of five members of the Central Committee and
shall be independent for their duties.
3. The Commission can directly inspect all the offices of the party and the party's
assets and submit a report to the Central Committee directly.
4. The committee shall ensure all the property of the party whether its real estate or
other assets.

5. The Commission may suspend the work of any one in the party whom they see
to have misused the party's assets, informing them of the top leadership of the
party if it becomes apparent that the asset of the party's was misused and they
may submit the matter to the Central Committee who will reach a decision.
Article 35
Methods of Managing Party Property. 1) The Finance Secretary and Auditor General of the Party are responsible of the annual
audit of the party's expenditures while the secretary general will be aware of the
activities since he have to share it with the leadership of the party and their councils. 2) Reports on party accounts if requested by outside agencies it will be informed to the
party leader, chairperson of the party and the general secretary of the party and their
approval will be a go ahead.
Artcle 36
Ofiice of Labor and Employees
1) The party will have an office for the ready volunteers, employees and staff members of the party.
2) This office is directly under the Office of Labor and Welfare of the Secretary-General of
the Party.
3) Staff & ready volunteers will be prepared by the Officers of the Office, with the
permission and needs of the Office of the Secretary-General.
4) Employees and staff of the party are not limited but it depends on the level of needs.
5) Office workers and staff look forward to the role of women and people living in areas
they are a minority, and also the Civil Employees Code and other laws of the country.
6) The party's policy of recruitment and the procedure to be used will be issued by the
executive committee on a special act, which will be enforced when it is approved by the
central committee.
7) The Office Labor and Employees have the the following offices under him (Employees & Finance, Conselling, Public Relations, Registration, Coordination Office of the Provinces and Districts)

Article 37
Office of Volunteers, Employees and Personnel of the Party
1) The party will have an office for the ready volunteers, employees and staff members of the party.

SECTION 3:
Article 38
Categories of the Party 1. Each State shall have a Standing Committee composed of nine members, which shall have a chairperson and deputy chairperson, secretary and other members of the party.
2. The Secretary of State shall be a Member of the Central Bank of the Republic of Somaliland 3. The chairman, the vice chairperson and the regional secretary shall be appointed by the Chairman of the party when consulting with the Executive Committee
4. Each district shall have a permanent body of five members, chaired by a chairperson, vice chair and secretary and other members of the district party. 5. The chairperson, the vice chairperson and the secretary of the District shall be appointed by the Governor of the region when consulting with the regional committee.
6. The towns and districts shall have a permanent board consisting of three members who shall have a chairperson, a deputy chairperson and secretary. The top three officials in the village or district are designated by the district governor.
7. The external branches shall be recognized as a district or branch according to the size of the Somali community in that area, and shall be distinguished from the party supporters of the party.
8. Head of the external branches of the party are nominated by the Chairman of the party after consulting with the Executive Committee
Article 39
Activities of the Party Committees 1) Implementation of the political program of the party.
2) Registration of the members of the party. 3) Mobilization and public awareness. 4) The communication and consultation of the party offices in the towns, the external
branches, the districts, the regions and the general headquarter, while the advice from villages to the general headquarter of the party is based on a democratic system.
Article 40
Disciplinary Committee 1) Under the Fourth Section of the Political Parties Act, the Parties shall establish two-
dimensional code of ethics, appeals and resolutions in the party, which are: -
a) Ethics Committee, Appeals and Arbitral Dispute Resolution in the Party at Regional level,
b) Ethics Committee, the Appeal and the Armed Conflict Resolution.at National Level
2) The first session of the central committee and after the congress a National Ethics Committee shall be constituted.
a) The number of ethics committee should be seven members
b) Every province will have a disciplinary committee comprising of 5 members selected by the province-level committee

Article 41
Disciplinary Actions 1. Any member of the Party who violates a code of the ethics he/she be disciplined
by a National or State Ethics Committee. 2. The actions that can bring about a disciplinary steps to be taken is when
a) Violate the party laws. b) Go against the political principles which are set for the party. c) Conceal the secrets of the party. d) Embezzle and misuse the finance of the party
Article 42
Disciplinary Procedures 3. The Commission shall have the power to take disciplinary action against the
member who is found to have incurred the crimes stated under Article 35, taking into account the seriousness of the offender's violation they will take the following actions;-
a) They will submit to him/her a witten reprimand b) They will give him/her a chance to defend himself/herself c) They will notify him/her of the offense 10 days before taking any action d) They can take any of the steps below depending on the magnitude of the
offence i. Termination or dismissal of job not more than 19. ii. Cash fine ranging from $ 100 to $ 1000 iii. Expulsion or any other appropriate action
3. Any member who is not pleased with the ruling of the Provincial Disciplinary Committee, he/she can take an appeal to the National Disciplinary Committee.
4. The tenure of the National Code of Conduct Committee is four years from the
date of the election.
Article 43
Conflict Resolution Procedures
1. National Conflict Resolution Committee will issue a law on the procedures to be used for resolving conflicts of the party in a way that all the party members
agree. 2. The number of members of the National Conflict Resolution Committee members
can be from 5 to 9 members representing all state and district representations. 3. To make centres for collecting complains 4. The Committee that are listening to the case should be in good order, discipline
and ethics, and guide the Code of Conduct and the resolution of disputes
between the Parties and the Islamic Sharia.

the proposed citation. 6. The secretary of the committee is in charge of preparing the complaint letter.
7. The secretary must demonstrate in the text the offense, and the provisions of the constitution, the laws and the code of conduct that was violated.
8. The accused must be given an opportunity to receive a written complaint within
five days before the hearing.
9. The Committee shall, within 10 days, call all parties involved in the dispute after the completion of all the proceedings in accordance with the rules and
constitution of the party. 10. The following members or individuals can be present at the hearing of the case
a. Members of the panel b. Accuser c. Defendant d. Attorney e. A maximum of five witnesses from each side
11. The Chaiperson of the Disciplinary Committee should ensure a. Disciplinary hearing was conducted fairly b. The smooth proceeding of the case, he/she should issue a decision about
the case he/she is handling.
c. He/she must ensure that the accused has been notified of the charges
and asked whether he or she refuses.
Article 44
Appeal Procedure
1) The Appeals Board has the power to review the decisions made by the party's conflict resolution and discipline committees.
2) When conducting the proceedings and disagreements with the appeals panel if it
appears that members of the Disciplinary Committee have a connection or interest in the case, they will terminate this decision and remove the member of the Disciplinary Committee during the proceedings of that case.
3) The National Appeal Council has a tenure of four years from the date of election. 4) The Appeals Board must hear complaints in a timely manner within 30 days and reach a
decision before the expiration of that period.
5) If there are any complaints related to a member of the appeals panel involved in the proceedings, the chairperson of the appeals panel will dismiss the panel member from sitting in the proceedings of the case.
6) The number of members of the National Appeal Board members is 5 to 9 members, who have a chairperson, a deputy and a secretary.
7) Members of the Appeals Board should have a national outlook and representation of the
State and municipalities in which the party have centers. 8) Members of the National and State Appeals Board members cannot be members of the
executive committee of the party.

Article 45
Role of Women and Minorities
1) The party believes that women are essential to political activities, especially those activities that can't be achieved without their involvement, while putting a strong
emphasis in ensuring women take a leadership role in the politics of the country. 2) The party grants supports on every aspect to women and civil society organizations that
are led by women and working on women's development and protecting the good culture
that the Somali women possess. 3) Wadajir party believe in the principle of protection of women's organizations in Somalia
and people who live in regions that they are a minority, with special attention to be given
to them with regards to the employees and officers within the party. 4) They are allocated a quota of 30% of the staff and employees of the party and the
councils.
Article 46
Procedures of Joining another Party or Coalition with Other parties. A) The party may join a party, parties or other political party’s coalition, and may be brought by
the following circumstances: 1) The party needs a majority share in the parliament, in order to form a government.
2) The party considering the need for an alliance to develop ideas and policies that the
party can't push alone.
3) If the party does not have a sufficient number of members to become a Transitional
Party and pass to become a formal party.
4) All the provisions mentioned in word (a) of this article may be proposed by the top
leadership of the party or at least three members who hold important positions for the party
and are members of the Executive Committee.
5) All proposals of this article are approved by 2/3 of the Executive Committee, with the
decision being passed to the central committee to approve it.
Article 47
Immunity andSigned authorization of Party Officers
1. All Members of the Executive Board, the Independent Offices of the party shall
have immunity and authorization for their activities in the party 2. The Chairperson and Secretary General of the party are responsible for the
Finance and Assets of the Central Bank of the Party.
3. The Chairperson of the Party is responsible for the Financial audits and reports
of the party

4. Every nomination certificate or the election of a party member will be signed by
the Chairperson of the Party.
Article 48.
Political Documents that the Party Issues.
1. The party's political documents will have a number, reference and date. 2. Every political document must have the signature of the party leader, the
chairperson of the party and the secretary general of the party.
3. Collecting, Keeping & Preparing Political Documents that the party publishes is
the work of the Secretary General of the Party. 4. Those documents will be
a) Annual document of the Executive Committee b) Annual document of the Central Committee c) Annual financial report document of the Party d) Political Agreements Document e) Official Publications of the Party

SECTION 4:
Article 49
Dissolving of the Party and the Assets
1. Hadiixisbiga ay soowaajahdoduruufouu ku shaqaynwaayeysida a) Lack of assets, b) Reccuring disputes which couldn’t be solved c) Any other thing that poses an obstacle to the activities of the party and
makes the dissolving of the party necessary. 2. If the party is dissolved while in power, the assets of the party will be become
national assets. 3. When the party disintegrates, while not in power, the party's assets will be
transferred to Wadajir partycoalition partners.
4. When announcing the elimination of the party property it will be proposed by the
executive committee, an immediate convention will be called in order to reach an
official decision
Article 50
Elections
1) The party shall have an Independent Electoral Commission which
manages the various levels of the party.
2) The party congress sets up the Independent Electoral Commission
of the Party.
3) The Law which will be used by the Commission will be approved by
the Central Committee of the party.
4) The Election Committee shall not exceed seven members.
5) Responsibilities of the Electoral Commission include:
1) To run the elections of all the political parties of each level. 2) Regularly register voters and review the voter's papers 3) To register candidates for the elections 4) Solving election complains Facilitate monitoring, protecting and
evaluating elections. 5) Awareness of voters
1. The executive committee shall name the appellant's resolution committee..
Article 51
Procedures for amending and supplementing the Party Act 1. The amendment and provision of the party law can be made at the party
congress and the authority to approve it falls on the shoulders of the party convention.
2. If an issue arises that makes changes and a provision of a clause or article of the law it will suggested by the leadership

Party or the executive committee which will prepare and they will do the
changes and support in accordance the party acts and the laws of the nation. 3. The leadership and the executive committee shall present the proposals of
change and the support of the central committee of the party to be made or not, and vote for 1/3 of the members of the Central Committee. If the Central Committee agrees that the provision of the act is changed or supported they are obliged to submit to the organ that is legaly higher that it which is am official convention or an extraordinary conference.
4. When the conference receives the recommendation and approval of the
central committee they can approve and reject it.
Article 52
Interpretation of the Party Law(s) 1) If the party's acts are disagreed upon, the party's top leadership is obliged to
register the articles or acts whose interpretations were disagreed. 2) The senior leadership must present the points that he or she has registered in the
formal or informal central committee session.
3) The central committee of the party is obliged to listen to the arguments of the parties involved in the commentary, and then a committee comprised of the central
committee and non-party legislative committees is responsible for the interpretation. 4) The committee appointed by the panel to interpret must submit to the Secretary-
General of the Central committee who will present it in an extraordinary session to a maximum of four months from the date the decision of the commission is submitted
to the Secretary 5) If a party is not satisfied with the interpretation of the Committee, they have an
opportunity to apply to the Constitutional Court of the country by submitting the
request to the Secretary of the Central Committee or its deputies
Article 53
Sub-Laws 1. The central committee will issue acts that will not contradict the party acts.
Article 54
Implementation of the Party Act
1. This act will be implemented when it’s approved in a party convention.
