    I am Sylvia C. Brown, Advisory Neighborhood Commissioner 7C04.

    Two of todays extension disposition resolutions are in the 7C

    Commissionthe Strand Theatre and Eastern Avenue. Minnesota-Benning

    Phase 2 impacts the entire ward.

    While each property is different in its community economic

    development scale, they are the same because they are interdependent and

    they are integral pieces to the growth, progress, and future of Ward 7.

    Unfortunately, the development teams approach, with no government

    vision and to be honest without community pressure, has been to operate as

    islands, which I think contributed to the stagnant development. Ive been

    concerned as well that developers and government choose to provide no or

    little information to residents and stakeholders for fear of riling people up.

    I think this sells the community and the projects short. I know were smart

    enough to understand financial markets, real estate development processes,

    and land use planning. The projects are catalytic and residents dont want

    their communities to suffer or fail. These projects have laid fallow when

    the development team, government, and community could be using the sites

    innovatively to create a sense of placeenlivening streetscapes, engaging

    current community members, and getting future residents and stakeholders

    excited about the developments and surrounding communities potential.

    If Im not mistaken two of the projects have community benefits

    agreementsStrand Theatre and Minnesota-Benning Phase 2. In the

    material I received, though, the agreements were not included. I was also

    disappointed that contrary to language in the resolutions reports were not

    transmitted outlining the disposition efforts and challenges.

    I am open to extending the dispositions but not without specificity

    and clarity on benchmarks and a schedule, transparency and oversight, and

    community engagement that includes placemaking.
