The Hon. the Colonial Secretary.
I am opposed, except as an exceptional and occasional measure, to the Police undertaking expeditions covering long distances and involving great risk and expense, against wild natives who have stolen or killed settlers' sheep.
There is too much of this fruitless and expensive campaigning. Settlers must protect their own stock as well as they can. We have neither the men nor the money to conduct these continual and costly expeditions, and Government Eesidents and Wardens and Officers of Police within telegraphic communication of Perth, are hereby directed to send no expedition or party to arrest wild natives without my previous approval, procured through the proper channels.
With regard to firing on natives escaping from Gaol, the Regulations of the Police Department, dated Sth October, 1888, have been approved by me and are to be followed by Police Constables, Warders, &c.
