PLAN
The Oklahoma Department ofTransportation develops a State-wide Long Range TransportationPlan (LRTP) every five yearsthat includes policies to guide theDepartment’s decisions about im-provements to highway, airportaccess, rural transit, waterways,rail, pedestrian and bicycle facili-ties. The LRTP also addressessafety, accessibility, mobility,transportation system perform-ance, environmental and othertopics related to transportationdecisions.
Three public meetings will beheld in early June to give all in-terested parties the opportunityto give input to the LRTP. Thesemeetings will have an open houseformat, are open to the public,and are scheduled for 6 p.m. to 8p.m. at the following dates andlocations: Tuesday, June 10th,Muskogee Civic Center, 425 Bos-ton Street; Wednesday, June 11,Moore Public Library, 225 SouthHoward Avenue; and Thursday,June 12, Frisco Center, Clinton.Content at all meetings will bethe same. The Choctaw Nation of Oklahomais requesting qualification propos-als from Architectural/ Engineer-ing firms with design capabilitiesfor the Choctaw Nation DurantClinic to be constructed at Du-rant, Oklahoma that will consistof approximately 110,000 squarefeet with an estimated construc-tion cost exceeding thirty=fivemillion dollars. A fixed price con-tract will be awarded that will re-quire architectural and engineer-ing services for studies, designsand construction contract admin-istration. The proposed construc-tion project will provide a facilityfor health care services and willinclude site work, roads, side-walks, water, sewer, electric andgas utilities. Selection of a list ofhighly qualified Architect/ Engi-neering firms will be based onthe evaluation factors listed be-low in descending order of priori-ty: (1) Past Performance oncontracts with government agen-cies (including Indian Tribes)and private industry in terms ofquality of work, compliance withperformance schedules, and coop-eration with Construction Man-agement firm (CM) efforts incost estimating, value engineer-ing, preparation of bid packagesfor bidding of subcontracts, andearly start activities, (2) Special-ized experience and technicalcompetence in the type of serv-ices required, i.e., Health Facilitydesign. (3) Volume and nature ofpresent and projected workloadas it relates to the ability to per-form the work required, (4) Ex-perience in design of facilities forNative American Cultures, (5)Location in the general geograph-ic area of the project and knowl-edge of the locality of the project.(6) Management Plan that indi-cates ability to manage and coor-dinate all members of the team,(7) Preference to Indian OwnedEnterprises. The firms deemedto be highly qualified will be es-tablished by applying a numeri-cal rating system to the criterialisted above and will be invitedfor an interview with the ChoctawNation selection committee.
