Prerequisites for a Successful Faculty Development program

1. A clear framework of institutional goals, objectives and L & D plans and program
2. Fellowship and scholarship privileges3. Funds for hiring substitutes
VSU L & D Plan & Program includes:
ØProjected program offerings & Programs/Activities/Projects (PAPs)
ØNUMBER OF FACULTY/STAFF to implement the plan/program
ØCOMPETENCIES OF PEOPLE neededØWhen & where/what university to studyØWhat trainings/seminars to attendØBudgetary requirement.
VSU’s Best HR Practices in Learning and Development:
1. Staff Development Planning is Linked to Strategic HR planning & is anchored on the University Strategic Plan
Ex. To offer BS Meteorology in 20202015 - Strategic HR Staff Development Plan already in place 2016 - Positions are already available and staff already hired2017 - Staff sent on scholarships to pursue graduate degree 2019 - Staff with MS degrees already returned 2020 - Start of offering of BS Meteorology

2. Strict implementation of faculty development plan to ensure attainment of right mix of competencies needed to implement a planned program offering/PAPs: • Study only on the planned field of specialization• Only in the identified university which offers the
needed field of specialization• Attend required relevant trainings to enhance
needed competencies (knowledge, skills and other attributes)

4. Very strong and competitive faculty & staff scholarship program for graduate studies with full pay in place and operational.
Continuing scholars as of today is 126 broken down as follows:
78 pursuing PhDs (76 faculty, 2 adm. Staff)56 pursuing MS degrees (49 faculty, 7 staff)

5. Strict implementation of our POLICY AGAINST IN-BREEDING (faculty should not earn his/her degrees from BS to PhD in one university only)
Reason: to widen faculty’s perspective of his/her field of specialization and learn new best practices for global competitiveness

6. Effective monitoring and evaluation of our L & D activities:a. scholars are required to submit progress
reports to ensure continuance of salariesb. “After Travel Report” after attending
trainings/ seminars/conferences/fora is required to support liquidation of travel cash advance

supervisor after six (6) months from attending training and seminars of his/her staff (report any outcome/impact from said attendance in the form of improvement in the performance or any innovation introduced as a result of said training/seminar)

7. Strengthened in-house trainings by creating a training unit with a full time training coordinator, a staff and facilities

11. Proposed Paired and Systematic (one year) Mentoring (with contract and programmed activities) of younger administrative staff with potential to assume higher responsibilities in the future.
VSU trailblazed in the ff. L & D practices:
1. STRATEGIC HUMAN RESOURCE PLANNING.• VSU prepared a staffing pattern for a research university in 2013 and updated in 2016 in response to OBE and other learning modalities.• Said plan became the model of PASUC in preparing a revision of the obsolete staffing standards for SUCs. •DBM gave 9000 faculty positions in 2016 • Creation of admin. positions in 2019 to help solve ENDO in SUCs.
The letter of Dr. Jose L. Bacusmo to PASUC President Ricardo E. Rotoras dated June 5, 2014 officially transmitting the VSU draft Staffing Pattern for Level 4 SUCs to jumpstart the revision of trhe obsolete staffing standards for SUCs.
Letter of PASUC President Ricardo E. Rotoras to Dr. Jose L. Bacusmo, VSU President requesting the assistance of VSU HR Director in drafting the Staffing Standards for SUCs. He added that DBM is waiting for the PASUC submission by March 20, 2015 of the expected amount for the plantilla items to be incorporated in the 2016 budget.

2. Competency based HR • initially implemented last part of 2016.• fully implemented after all supervisors attended a
Competency based HR training this year who were trained how to conduct competency based interview, BI , etc.
• Assisted PASUC by facilitating a workshop among 87 SUCs on preparing their Competency Model (May 8-10, 2018)
