Vote on CC&R Changes In July, the Association sent out a large mailer to all owners on proposed changes to the WEV CC&Rs. The Board and other volunteers had worked on the revision for many months and held three meetings with owners to discuss the changes. The purpose of the changes was to removes outdated references to declarant control, to conform the CC&R’s to current provisions of state law, and to clarify use limi- tations and language throughout the document. In order to adopt the proposed changes, at least 75% of the homeowners (132 members) needed to approve of the amendments. Unfortunately, the majority of homeowners chose not to return their ballots. The Association received only 70 valid ballots back from members. Of those, 36 voted in favor of the changes and 34 voted against them. There- fore, the amendment to the CC&R’s failed. The Board will try again in the future to convince WEV members that their governing document should be in accordance with state law. We appreciate all her hard work over the past two years and wish her the best. Homeowner Darla Berge has stepped up and will assume the position of Treasurer. President’s Message by Tom Fagan

The recent road sealing process has turned out to look fantastic!

Thanks from everyone in West Eugene Village who happens to ever drive on the roads, to Laura Quaas and to her supporting cast for the great efforts. The new lines on the streets for marking the stop areas are also a great safety improvement, along with the speed limit markings. It is rewarding to drive down Terry Street, on the newly paved roadway there, and move from the brown or the overgrown areas to the green and pleasant areas around our community. It is also pleasant to see our community fence in full splendor when so many other areas have issues. We have a lot to be thankful for in what our neighbors contribute to our enjoyment of the home front.

Our new Board Treasurer, Darla Berge, is a wonderful addition to the Board of Directors of West Eugene Village. This means that we now have someone who actual ly knows what they are doing, as opposed to me, in this complex area.

One of my future goals is to meet more of you, see what your particular interests are, and plan for ways to make this community more connected and inclu-sive. If you have ideas about social events, community projects or improvements, please feel free to contact me. Email to [email protected] or drop by 5275 Bridgewater Drive to chat. Although if you come in person, you run the risk of waiting if my wife has been cooking or I am involved with my granddaughter or soon to be new grandson. Otherwise, meeting neighbors is a good activity.

ACC Report by Laura Quaas Can you believe Fall is just around the corner? The Architectural Control Committee has had a very busy Summer getting bids for improvements and repairs to WEV. New street signs have been put up throughout the community, with a few more still to be placed. A new sidewalk was poured where there was none, and some dangerous areas of sidewalks were removed and replaced. We’ve also replaced all of our street lights with new energy efficient LED lights. We recently had our streets seal-coated to ensure a longer life. The park fence along the wetlands was replaced with a taller fence and added barbed wire on the top to keep those who don’t belong in the park, out. We are in the process of staining our mail kiosks and adding gutters on two of them. Our Avalon fence will be repaired and re-strained, hopefully before the rainy season. Motion sensor lighting is being installed in all of the walkways for nighttime safety. On the agenda for next

year is our park renovation.

I would like to personally thank all of our Architectural Control Committee members for their hard work this year. We’ve definitely accomplished a lot, and they are truly appreciated. Thank you to Shon Reetz, Ed Rey-nolds, Jeff LaCava, Darla Berge, Patrice Baker, George Schweitzer, Chuck Parnell, Mary Faber, our Board liai-son, and Dave Reese our Vice President.

We need your help! The ACC has recently lost some of our committee members. If anyone is interested in join-ing the ACC please contact Laura Quaas at 541-513-5688. We need more people. We meet one time a month and each member spends about 1 – 2 hours a month getting bids, talking to residents and overseeing the Rules and Regulations.

Do you know what this is for (picture #1 above)? The pipes that are on all of the curbs throughout WEV are attached to the gutter systems of every home in WEV. The ACC encourages every homeowner to see that your pipes remain clear of debris (photo #2) or this could happen to your gutter system (photo #3). Now is a great time to check your gutters for debris and clean them out. And don’t forget the drain pipes on the curbs!

Sharing information: The West Eugene Village Board of Directors and the Architectural Control Committee would like to discourage new residents from giving their personal information to anyone that may approach you. The Association already has all required contact infor-mation that is needed from you for Association busi-ness. The ACC welcomes new residents with a binder that contains all the pertinent information they might need. In the binder is a form that new residents can fill out and return to the HOA with the attached envelope. The form asks if you would like to be on our e-mail list and if you are interested in joining a committee such as the ACC, Park Committee or perhaps the Maintenance committee. If anyone feels they were contacted inap-propriately, please contact a member of the Board of Directors or the ACC committee for information on how to report the incident. Those member’s names and contact information are in your binder and on our web-site at WEVHOA.org.

Future Board Meeting Dates

The WEV Board of Directors meets monthly. Meet-ings are held at 5275 Bridgewater St. and begin at 7:00 PM. All residents are welcome to attend. If you would like an item to be placed on the agenda for the Board to consider, please send your request via email to www.wevhoa.org. Requests must be received at least four days prior to the meeting.

Time To Treat For Crane Fly It’s that time of year again! October is a great time to treat for Crane Fly. If you don’t know what it is, here’s some helpful info on how to spot it and how to treat it. Just a reminder, the HOA requires all homeowners to treat their lawns in March and October.

What is Crane Fly?

Crane Flies are insects that can damage and even kill your lawn. New lawns are espe-cially susceptible because their root system is not yet well-developed. Crane Fly larvae feed in the root zone during winter months, which is why it is best to control Crane Fly larvae in the fall before sig-nificant root damage occurs.

Both adults and larvae are fairly easy to identify. Adult crane flies are medium to large insects that resemble large mosquitoes but are harmless. Like all fly larvae, Crane Fly larvae lack a distinct head and legs. Since they feed on plant roots they are found in soil, just below the surface, in the root zone.

Most crane flies prefer damp soil and are common around stream and lake edges. Since West Eugene Vil-lage sits along a protected wetland area, we are all sus-ceptible to Crane Fly and their larvae.

How does Crane Fly affect my yard? Crane Fly larvae feed on grass roots but a few larvae will not cause noticeable injury to healthy grass. High numbers, however, can cause so much root injury that the grass no longer can get the water and nutrients it needs and the turf dies as the weather warms in sum-mer. You'll see large, irregular patches of dead grass when this occurs.

Most turf damage occurs between late fall and the fol-lowing spring. Adults emerge during summer and lay eggs that hatch into root-feeding larvae. Young larvae that occur during the fall are also the easiest to control.

What are the treatment options?

The best treatment is with an insecticide specifically formulated for Crane Fly. Lawn insecticides that are labeled for white grub control are often approved for Crane Fly control as well. However, read product labels carefully to ensure that Crane Fly is listed.

To help save lives, the Red Cross and partners are installing free smoke alarms in homes that need them. Residents throughout Oregon and Southwest Washington can get free smoke alarms in their home by calling (503) 528-5783. Appointments may also be made online. Smoke alarms have a tamper-resistant, 10-year lithium battery and are installed free of charge to residents. In Oregon this campaign is in partnership with the Ore-gon State Fire Marshal.

DECORATING CONTEST The Wrong Sign? In July, the WEV Board was contacted by the City of Eugene regarding the community’s signage at the en-trances on Terry Street and Avalon Street. According to the City, the address on the sign: 1600 N. Terry Street, is not a valid address, and never has been. The City said that the invalid address could cause confusion and delay emergency services in responding to a call from our community. They recommended that the address signs either be removed or replaced to avoid confusion.

The signs were installed by the Association’s developer and have been in place for over twelve years. The Board is looking into an affordable solution to the problem.

Back to School and Speed Limits

The Bethel School District begins classes in September, so children will be out and about, walking to and from school. Please drive safely and remember that the speed limit in WEV is 15 MPH! There have been a lot of com-plaints about speeding around corners, especially by the park area. There are new families with younger children moving in, so be aware and be safe. Please keep it under 15 mph at all times in our neighborhood.
