However, the Seven Lakes Landowners Asso- ciation [SLLA] Board of Directors was equally unanimous in their bid to move the project forward as originally proposed, starting with a few key areas that will require extensive repairs. The Rail Division of the NCDepartment of Transportation[NCDOT] has hired a consultantto conduct environmental stud-ies and produce designs for theupgrading of the rail crossingat Seven Lakes West’s frontentrance, as well as the closureof crossings in West End.

NCDOT Nancy Horne told TheTimes that former NCDOT Engi-neer Jason Field, now a staffconsultant with Moffat & NicholEngineers, will spearhead theproject.

A large firm headquartered inCalifornia, Moffat & Nichol hastwo-dozen offices and 500 engi-

neers worldwide. The firm wasfounded in 1945 to help buildports along the West Coast, butrail services is among their chiefareas of practice.

Horne told TheTimes that theSeven Lakes-West End RailSafety project is likely to involveat least one more opportunity for

public input, once Field’s researchis done and initial designs arecomplete.

It is likely, she told TheTimes,that the necessary public meet-ings will be held sometime afterthe first of the year.

Horne said she could not, atthis point, project when shov-els will actually be put in theground to upgrade the West-side crossing.

The project will make the cur-rently private crossing at Lake-

way Drive and NC Highway 211a public crossing and upgrade itwith safety gate arms.

Crossings at Mode Road andEdgewood Terrace in West Endwill be closed.The closures arenecessary so that federal railsafety funds can be used to payfor the project, reducing the needfor state funds and the potentialliability that would be associat-ed with an accident at the SevenLakes West Crossing.

Moore County Sheriff’s Officershave arrested a West End Man

on charges of obtained drugs by“doctor shopping.”

Ronnie Lawrence Brown, Sr.,age 54, of 210 Woodlawn Streetin West End was arrested onSeptember 15 and charged with25 counts of felony obtainingcontrolled substance by mis-representation to a healthcareprovider.

Detective Jerrell Seawell toldThe Times that Brown hadobtained prescriptions from sev-eral doctors both in Moore Coun-ty and elsewhere — a practice

he described as “doctor shop-ping.”

According to a press releasefrom the Sheriff ’s Office theinvestigation, which Seawellsaid stretched over a period ofweeks, found that Brown hadobtained Oxycodone, Oxycon-tin, Alprazolam, and Ampheta-mine Salt (Adderall), which areSchedule II, III, and IV con-trolled substances.

Brown was given a $10,000unsecured bond and released.

Another problem with the cul-vert has further delayed workat the Woodland Road Extensionproject, reported Tom Collins.

Addressing the Foxfire VillageCouncil on Tuesday, Septem-ber 8, Collins said uninspectedculvert materials were deliveredto the site.

“That is a big no-no.You don’tdeliver structures without approvalat the factory,” Collins explained.

In addition, the subcontrac-tor delivering the culvert mate-rial used Eagle Drive — in vio-lation of the contract.Any futureillegal hauling will be ticketedand fined.

Collins said he was waitingfor the appropriate inspectionpaperwork to arrive before pro-ceeding, however grading workwould continue.

Stonehill PinesReporting on progress at the

Stonehill Pines project, Collinssaid the developer is processingpermits.

“They have had to back upand [re]design the storm watermanagement plan. They hadhoped to do it as an overall proj-ect but it was not allowed so

they are breaking the projectinto pods, each designed withstorm water management,drainage, and sanitary,” Collinssaid.

“It will take more time andthere is no time schedule yet.”

WaterCouncilman Ed Lauer initiat-

ed a discussion of a proposed,new policy to review excessive-ly high water bills. The policy isin response to a complaintreceived last month that, despitemany tests and theories, hasconcluded with no clear answerto why a resident’s meter read souncharacteristically high.

Lauer said he personally dis-agreed with forgiving water billsbut was willing to accept theCouncil’s request to create apolicy that would allow for reviewand reconsideration.

Specific details were not dis-cussed as Lauer was waitingfor final comments from twoCouncilmen, however he saidthe final policy would be “very fairboth to the user and the corpo-rate structure.”

Lauer said the new Villagewater meters – already installedfor approximately 2/3 of cus-tomers - will detect leaks through

monitoring for constant waterflow.

Continuing the water report,Lauer called a motion to complywith a stipulation in the 2008North Carolina Drought Ordi-nance requires a permit for allnew irrigation systems.An aux-iliary meter on the main resi-dential meter is necessary.

“They are looking for enforce-ment. I can think of no otherreason they would require whenthere is no sewer,” Lauer said. “Itis obvious that North Carolina istrying to get control of the watersituation.”

Approved unanimously, thelaw applies to all new, in-groundirrigation systems.

FinanceThe General Fund cash bal-

ance is over $400,000, reportedCouncilwoman Leslie Frusco,

including $21,790 in the Stone-hill Pines fund and $26,838 inPowell Bill funding. The WaterFund stands at $180,125 in unre-stricted funds; an additional$135,000 is held in a restrictedaccount for a potential new well.

Annual loan payments of$30,000 for the Village Greenpark project and $41,000 for theWater Fund are due in July 2010.The first loan payment of $96,304for the Woodland Road Extensionproject is due April 2010.

Long Range PlanningFrusco said the Council has

identified five key areas of con-centration that will direct thenewly formed Long Range Plan-ning Committee.The eight mem-ber committee includes RickNappi, Ed Spaulding, MikeSiedler, Warren Morgan, MickM c C u e , S teve Du r h a m ,

MaryAnne Lauer, and Mark Dut-ton. An initial meeting is sched-uled for the end of September.

A more traditional look — that’swhat a committee asked to eval-uate an architect’s design forthe new Government Center tobe built in downtown Carthagerecommended, and that’s whatthe Moore County Board of Com-missioners approved during theirTuesday, September 8 meeting.

The Government Center Com-mittee, chaired by Planning Direc-tor Joey Raczkowski, had beenasked to review schematic draw-ings of the building prepared byarchitects LS3P Associatesbased on extensive interviewswith county departments.

The initial design proposedby the architects had a distinct-ly contemporary profile, with theBoard of Commissioners meet-ing room positioned on one endof the building, and massivewindows providing substantialnatural light to the building’sinterior.

The committee wanted to pre-serve the natural l ighting,Raczkowski told the Commis-sioners, but would prefer a moretraditional look for the building -- one that would be more inkeeping with the historic archi-tecture of downtown Carthage.

Other recommendations ofthe committee included:• Moving the Commissioners

meeting room to the centerof the building, with wings ofoffices on either side, creatinga more traditional, symmet-rical design.

• Utilizing the natural slope of theproperty to create a slopedfloor in the Commissioners’meeting room, creating theater-style seating.

• Utilizing the vertical space

resulting above the Commis-sioners’ meeting room to adda second floor in that part ofthe building, which could beoutfitted for use immediately orheld in reserve for later.

• Adding a full basement belowthe structure, which wouldallow for climate controlledstorage initially and could laterbe used for the expansion ofwork space. The architect’sinitial plan had called for apartial basement.The Board voted three to one

to accept the committee’s rec-ommendations, with Commis-sioner Cindy Morgan in opposi-tion. Commissioner Tim Lea wasunable to attend the meeting.

LS3P Associates will now beasked to redesign the building,County Manager Cary McSwaintold Commissioners that he had

begun the process of negotiat-ing the fee for that work, butwas unwilling to publicly discussthe cost, noting that the initial pro-posal from the architects “mayhave had a misplaced decimal.”

In a related vote, the Com-missioners also approved theMaster Plan for the develop-ment of the Grimm property,prepared by consultants Land-Design.

The plan shows the basic lay-out of the site, including thepositions of the buildings, inter-nal roadways, and parking areas.LandDesign consultant JeremyRust noted that some detailswould be adjusted in the final lay-out to reflect the redesign of theGovernment Center.

The plan was approved three-to-one, with Morgan opposed.

New wells to bedrilled in Pinehurst

The Board also approved Tues-day afternoon a $235,000 con-tract with Charles R. Under-wood, Inc., for three new wells inPinehurst. Utility OperationsManager Ben Vaughn explainedthat, even though Underwoodwas not the low-bidder on the job,the company had been suc-cessful in other cases of drillingthrough contaminated ground-water in order to tap uncontam-inated water deeper in theground.

Two of the three new wellsincluded in the contract arereplacements for existing wells— one of them closed becauseof groundwater contamination.

“The groundwater has a sig-nificant amount of radioalogicalsands and clays that we have toavoid,”Vaughn explained, notingthat Underwood has a “tradesecret” that helps them suc-cessfully deal with such chal-lenges.

“We only get one shot onthese,”Vaughn said. “The Under-woods’ track record and ourworking with them the past six-teen years has demonstratedthat they are the most capable”of the firms bidding on the con-tract.

After County Attorney MistyRaines explained that the Boardis not obligated to accept thelowest bid on a contract, the

no on Friday, September 11, toget his perspective on whatprogress the Board has made inmeeting the goals it set ninemonths ago.

The Commissioners settledon four main goals during theirJanuary retreat:• To hold down the tax rate.• To improve the county’s com-

puter systems in order to avoidduplication of effor t andimprove service to taxpayers.

• To improve the county-ownedwater and sewer system, inparticular by increasing thesupply of water available tocustomers in Pinehurst andSeven Lakes.

“It’s not been just one com-missioner that has done it,” Picer-no adds. “It’s the work of fivepeople that this county electedto represent them.”

Picerno then led The Timesthrough a review of each of theBoard’s goals and what hadbeen done towards accom-plishing them.

“I want to make it clear that Ican only speak for myself, asone Commissioner,” he noted. “Ican’t speak for the other four.But I can tell you, from my pointof view, how I went about look-ing at the issues.”

TaxesThe Board’s goal on taxes

was to keep the tax rate low,and they exceeded that objective,actually lowering the propertytax rate by 1.4 cents per hundreddollars of valuation, as well ascutting the Advanced Life Sup-port levy by a half-cent.

The fact that the commis-sioners were able to reducetaxes in FY 2009-2010 Picernoattributed in large part to theproactive role that County Man-ager Cary McSwain played inholding the line on expenses inthe last half of FY 2008-2009.

“If you go back to the retreat,the Commissioners pretty wellconveyed to the Manager that wewanted to hold the line on taxes,”Picerno said. “He implemented

cost reduction, hiring freezes,and so on, that made it possiblefor us to look at cutting taxeswhen we looked at this year’sbudget.”

Approaching the new budg-et, “my process was to ask a

lot of questions,” Picerno said.Noting that County FinanceDirector Lisa Hughes had pre-pared a very detailed briefingbook on county finances, hesaid he worked his way throughthat resource, department by

department, flagging anythingthat concerned him.

“I reviewed the numbers inthe county budget and the schoolbudget,” he explained. “I askeda lot of questions. The board of

Despite $6.9 million in cutsfrom State funding, the newschool year had an extremelysmooth start thanks to hard workand planning at every level.

“As the economy started tomake a major downturn this timelast year, we were most con-cerned about what makes a dif-

ference and that is teachers,”Superintendent Dr. Susan Purs-er reported at the Monday, Sep-tember 14 meeting of the MooreCounty Board of Education. “Welooked at what we could trimon a daily basis because everypenny saved was saving posi-tions.”

The $57.9 million State Fundcoupled with the $28.7 millionlocal Current Expense Fund rep-resents ninety percent of theschools overall budget. In addi-tion, Moore County Schoolsreceived $12 million in Federalfunding which includes nearly$5 million in stimulus moniesunder a two year program.

“I am concerned what hap-pens when the stimulus moneygoes away. We’re going to bein serious trouble,” said SchoolBoard Member Susan Black.

However both Purser and ChiefFinance Officer Mike Griffin saidthat, overall, the school systemis positioned well.

In June, the Moore CountyBoard o f Commiss ionersapproved a flat budget request– maintaining last year’s fundingrequest; at the same time, Purs-er directed $900,000 to class-rooms from the central admin-istration budget.

“The unintended byproduct[from budget cuts] was that theresponse from the communityhas been phenomenal,” Pursersaid. “It’s a tribute to our com-munity. That’s what Moore Coun-ty is – a great place.”

Ten-day Enrollment12,280 students are enrolled

for the 2009-2010 academic yearin Moore County including 528

students at West End Elemen-tary, 825 students at West PineMiddle, and 2,059 students atPinecrest High School. Half of theenrollment is served by schoolbus transportation, with 136buses covering 10,000 miles aday.

Thirteen areas in Moore Coun-ty have been identified as hav-ing less than adequate wirelesstelecommunication access —including several rural pocketsimmediately northeast and north-west of the greater Seven Lakescommunity.

Reporting to the PlanningBoard on Thursday, September10, wireless consultant GeorgeCondyles of The Atlantic Groupof Companies recommendedchanges to the Zoning Ordi-

nance to create Permitted Com-mercial Development TowerAreas [PCTDA] at these thir-teen specified locations, strictlylimiting locations of any new,freestanding wireless towerswith a height up to 195’

Currently there are forty-threewireless structures in MooreCounty, each with a capacityfor five carriers, plus there are sixadditional towers in adjacentcounties that influence cover-age.

According to Condyles, thisexisting infrastructure is capable

of meeting most future needsthrough a process termed co-location or the sharing of spaceon an existing structure. In addi-tion to the thirteen locationsidentified as PCTDAs, 80’ short-er towers – sometimes calledmini-micro towers - would beallowed in all areas of the Coun-ty.

Alternate Member HarryHuberth argued that all new,free-standing structures regard-less of height, both concealedand unconcealed, should requirea Conditional Use Permit.

“An eighty foot pole –even if itis concealed – the neighbor isgoing to know it’s there,” Huberthsaid.

However, Chair Nancy RoyFiorillo responded that permitapplications could not be deniedsimply on an opinion aboutappearance.

“We can’t take into accountneighbors saying “I don’t want thatthere” . . . I want to discouragepeople from coming to a PublicHearing [as required for a CUP]when they can’t have any effect,”said Fiorillo.

After discussion, the Boardapproved Member Kim Von-Canon’s suggestion that wouldrequire wireless carrier to conducta Community Meeting on appli-

cations for free-standing microtowers.

The proposed amendmentsto the Moore County ZoningOrdinance now move forwardto the County Commissionersfor final approval.

Parkwood rezoning deferredA request by the Planning

Department to rezone two tractslocated in Seven Lakes Westfrom Village Business to GatedCommunity-Seven Lakes wasdelayed to allow staff additionaltime to gather information. Reflecting on a lifetime wellspent, Northsider James Gowansaid he is most proud to haveserved with “some of the mostbrilliant people I ever knew,” dur-ing his career in the U.S. Army.

As a young officer, Gowanand his family spent a total of 104months of service living in occu-pied Japan, Okinawa, Korea,Thailand, and Austria, among

others. During this period, Gowanwas honored to work under Gen-eral Douglas MacArthur andGeneral Frank S. Besson, Jr.

Born in Spartanburg County,South Carolina, Gowan went towork on a dairy farm at nineyears of age. Over the years hewas awarded numerous com-mendations and retired from theArmed Forces in 1965. He saidhe then tried to lead a normal,civilian life, but just never got

the hang of it.“I was always very happy in the

service. I thought they did a lotof good things . . . I was in thebrown shoe Army,” Gowan rec-ollected.

In 1993, he and his first wifeEsther relocated to WhisperingPines and then decided to movecloser to their twin daughters,Patrice and Denise, and becameresidents of Seven Lakes.

“He went from a buck privateto a major, which is quite a feat,”said daughter Pat. “He has led aninteresting life. He is the anchorin our family.”

Gowan and Esther were mar-ried for sixty-six years and have

three children, including sonJim. Some months after Estherdied, Gowan saw a man doingyardwork around the neighbor-ing house. Thinking this mustbe his new neighbor, Gowanwent over to introduce himself.

It turned out the stranger wasFrank, the gardener, who washappy to introduce Gowan tohis new neighbor, Patricia.

“We blame Frank,” joked Patri-cia, now Gowan’s wife. Whenthey met, she had also beenrecently widowed, and the friend-ship between the neighborsquickly blossomed.

“There were sparks right awaybetween the two of them,” Pat

said. “And they are very happy.”With Patricia by his side,

Gowan’s family grew once againto include three more adult chil-dren and their families.

On September 1, surround-ed by his proud family, JimGowan celebrated his ninetiethbirthday.

When asked what was themost important lesson he haslearned over the years, withgreat humility Gowan respond-ed, “That I don’t know much.”

Seven Lakes Kiwanis wel-comed State RepresentativeJamie Boles as its guest speak-er on Tuesday, September 1.Representative Boles gave abrief review of his experience, todate, serving Moore County in theState House in Raleigh. He hasbeen appointed to four commit-tees.

Water Resources is of partic-ular interest to him because of thedesparate need for a County-wide water system and supply inMoore County. He mentionedthat, although there appears tobe movement toward receivingwater from Montgomery Coun-ty, there is still no coordinatedeffort within Moore County toimprove the supply of this essen-tial commodity.

He also serves on the Jus-tice Committee, and stated aninteresting fact about the num-ber and cost of incarceratedinmates in the State. There arecurrently 41,000 inmates in theState of NC which is costing$30,000/year/inmate to house.Although not directing his com-ments specifically to the prisonsystem, he stated that he feelsstrongly about funding the majorpriorities in the State, and notbudgeting for everything thatindviduals desire.

Representative Boles gra-ciously responded to many ques-tions from the floor after he hadmade his comments.

a prolonged illness.He was the son of the late

Walter R. and Elizabeth E. Daniel-son, he was born in McMin-nville, Tennessee. He served inthe Air Force as a pilot, flying B-17s, and later was a chartermember of the Hurr icaneHunters.

Mr. Danielson then joinedUnion Oil Company of California,retiring as manager of nationalaccounts, marketing.

In 1985, the Danielson’s movedfrom the Chicago area to maketheir home in Seven Lakes and,shortly thereafter, he embarkedon a second career with his wife,Gisela, as owner-operators ofSmall World Travel in Pinehurst.

Mr. Danielson served as Mas-ter of the Elberta Masonic LodgeNo. 654 A.F.& A.M. He alsochaired the Seven Lakes Bank-ruptcy Creditors Committee foreight years, and was active inmany fraternal and civic functions.

A memorial service was heldSaturday, September 12, at TheChapel in the Pines in SevenLakes. The Rev. Don Welch,Rev. Scott Homesley, and mem-bers of the Elberta Lodge offi-ciated.

He is survived by his wife,

Gisela; daughters, Dana Daniel-son of Scottsdale, AZ, and Mar-cia Miller of Lake Benton, MN;and son, Ronald, of Stockton, CA;seven grandchildren; and sixgreat-grandchildren. Also sur-viving is his sister, Blanche Cook,of McMinnville, TN.

She was a veteran of WW II.After graduation from nursingschool, she enlisted in the ArmyNurse Corp, served in NorthAfrica and Sicily, Italy and wenton to become a nurse at theVeteran’s Administration Hospi-tal in Atlanta.

But addiction and recoverychanged the direction of the jun-ior Moyers’ life as he noted, as fol-lows, in a commentary called“Voices for Recovery Muffledwithout Congressional Action,Presidential Support”:

“Physically exhausted, drainedemotionally and teetering on theedge of financial bankruptcy, Isomehow made it out of a NewYork City crack house in 1989and into a drug treatment cen-ter in Minnesota.After a decade

of using and abusing cocaine,alcohol and other drugs, I was introuble and needed profession-al help. Help is what I got. Andever since, I’ve learned thatopportunity comes from adver-sity. Today I hold a job, pay taxes,raise a family, vote and obeythe law.”

NAMI (National Alliance onMental Illness) of Moore Coun-ty is hosting its 4th Annual “Path-way to Awareness” Weekend onSaturday and Sunday, October3 and 4 at the Village of PinehurstAssembly Hall Complex.

All events are free and open tothe public. Beginning Saturday,October 3, from 7 -9 pm, NAMI-MC will host Patricia and JohnGallagher, authors of the recent-ly released book, “No MoreSecrets” in the Village of Pine-hurst Assembly Hall. Seating islimited.

The Gallagher family knowswhat happy times look like –they lived in a great neighbor-hood, a beautiful home, theyhad a happy marriage, and fourwonderful children. But whentheir family was ravaged bydepression, anxiety and attempt-ed suicide, they didn’t knowwhere to turn, or how to cope.Desperate to keep up appear-ances and ashamed of whathad happened, the family createda web of lies to cover up whatwas really happening to theironce idyllic life.

Now, nine years later, the Gal-lagher family has begun to telltheir story and have found heal-ing and peace in the process.Back when life was grand, the

Gallaghers were featured twiceon the Oprah Winfrey Show ona segment about Raising HappyKids OnA Reasonable Budget.Patricia had written a book by thattitle and Oprah’s team came outand filmed a segment in theirhome in PA.

After “No More Secrets” waspublished, the Gallagher Fami-ly has been featured on NPRand a variety of radio programsand featured in many newspaperpublications as they shed thelight on a family surviving aftera loved one develops a brainillness.

On Sunday, October 4, at thePinehurst Village Assembly Hallfrom 12:00 – 1:30 pm, the Gal-laghers will be on hand for abook signing and “meet andgreet” session. During that timeinside the Assembly Hall from1:00 – 3:00 pm, there will bean “Ask the Psychiatrists” Forumwith Drs. Fernando Cobos ofFirstHealth Moore Regional Hos-pital and Dr. Robert Gardella ofthe University of Virginia HealthSystem present to answer theaudience’s questions regardingbrain illnesses.

Registration begins at 12:30pm for the 1/2 to 2 mile walkstarting at 3:15 pm around thebeautiful Rassie Wicker Park

trail which surrounds the Pine-hurst Village Hall Complex. Noregistration fee is necessary,but in order to receive a com-memorative tee-shirt, a $10 con-tribution is required.

The weekend concludes at4:30 pm with the “Candles inthe Sky” Observance. This amoving and memorable experi-ence as you watch hundreds ofhelium balloons released enmasse in memory or honor ofloved ones with a brain illness,caregivers, family members orprofessionals. education, the superintendent,[MCS Finance Officer] Mike Grif-fin, were all very helpful, veryforthcoming, and very truthful. Iasked a lot of them. I might havebeen viewed as being harsh onthem. But I was trying to get toan understanding of the num-bers.”

“The end result was that reduc-ing taxes was one of our goalsand we achieved it. Going for-ward, I hope we will continueto maintain that mindset. Andthe school board has the sameposture.They look at every pennyjust like we do.”

Computer systemsTurning to the goal of upgrad-

ing the county’s computer infra-structure, Picerno noted that hehad just the day before signed acontract between the countyand Tyler Technologies for anew system that will integratethe software systems used acrosscounty departments, includingTax, Finance, Information Tech-nology, Human Resources, andPlanning.

“Now we’ll have all the depart-ments on the same platform,”Picerno told The Times. Ourdepartments will be workingwith software that can talk witheach other, instead of havingmultiple independent systems.”The result will be less rekeyingof data and more efficient coun-ty operations.

A variety of department headsserved on the committee that

assessed the county’s comput-er needs and evaluated variousopt ions in a process thatstretched over four years, Picer-no told The Times.

But when it came to holdingdown the price of the new sys-tem, Picerno praised the nego-tiating skills of CommissionerTim Lea. Noting that he had firstlooked at the proposal from Tyleras a member of the Govern-ment Efficiency Advisory Board,before he was elected to theBoard of Commissioners, Picer-no said the pricetag at that timewas over $2 million. Additionalwork and negotiations got theprice down to just under $2 mil-lion when it was presented to theCommissioners earlier this year.The final contract price was justover $1.5 million.

“By due diligence, workingwith the company, were able tosave taxpayers in excess of$400,000,” Picerno said. “Andwe met a goal.”

“And I give Tim Lea’s negoti-

ating skills a lot of the credit forthat.”

Picerno said the integratedsystem would continue to savecounty taxpayers money goingforward — as well as improv-ing customer service.

Water“We have done a very poor job

of telling people in the countywhat we have done on water— of getting the information out,”Picerno said, turning to the goalof improving the county’s publicworks infrastructure.

“Very few people know thatwe have 1.1 million gallons perday more now than we did onJanuary 1,” he explained, refer-ring to a connector that carrieswater purchased from HarnettCounty through the East MooreWater District to Pinehurst andSeven Lakes.

“In the last year we have addedover a million gallons to ourwater supply — that’s the equiv-alent of eight wells being drilled

in Pinehurst — and nobodyknows about it.”

Picerno said the county watersystem can currently supply 5.6million gallons of water per day,and noted that the highest sin-gle-day water usage ever record-ed by Public Works was 4.2 mil-lion gallons per day.

“So right now, we have excesscapacity.”

But, with a firm memory ofwater shortages that the coun-ty has suffered in the past, anumber of projects are in theworks to increase water pro-duction even further, Picernotold The Times:• The county is waiting for a

that will blend water from twowells and add another 453,000gallons per day.

• A rehabilitation of Well #10has added 72,000 gallons perday to supplies.

• The county is negotiating withboth the Town of Robbins andMontgomery County onoptions for bringing addition-al water to southern MooreCounty.On the wastewater front, the

county is moving ahead with asewer lift station project to cor-rect a serious system deficien-cy around Lake Pinehurst.

Picerno said Public Utilitiesand the county’s GIS depart-ment are working on a projectthat will provide a detailed mapof current capacity and current

usage in the county water sys-tem.

“We hope to share that with thepublic at some point in the future”he added.

“It’s not like Moore CountyPublic Utilities hasn’t been doinganything,” Picerno said. Thereare a whole variety of thingsout there that we are working on. . . . We are doing planning. Weare doing due diligence. TheMcGill Study was not thrown ina back corner.All these things arein place and being worked on.”

BuildingsWhere to put the county’s new

administration building, publicsafety complex, and jail havebeen one of the most contentiousissues the Commissioners havefaced during the past ninemonths.

When it came to the adminis-tration building, Picerno foundhimself with two Commissionerscommitted to a downtownCarthage location on the Grimmproperty, and two urging con-sideration of a site on county-owned land near the CarriageOaks Shopping Center.

“I had to sort of delay theprocess,” Picerno explained. “Ihad not seen or considered theother piece of property [Car-riage Oaks] as an alternative. Ifelt it was my duty to take a lookat that.”

Picerno told TheTimes he hadlarge format maps of the alter-native locations produced bythe GIS department, and thentalked with a range of profes-sionals about the pros and consof the two sites. In the end, he feltCarriage Oaks posed too manyproblems for the Administrationbuilding, while the downtownCarthage location “brings every-thing downtown. Everything iscentrally located.”

Noting the recent protests bysome Carthage residents overthe downtown location of thenew jail, Picerno noted that hismother lives just a few blocksover on Saunders Street.

“I just don’t ever see a 700-beddetention center in Carthage,”Picerno told The Times. “In theentire history of the county, we’vegotten to 130 inmates. I don’tsee us getting to 700 in the next50 years.”

A new modern detention cen-ter, with state-of-the art equip-

ment, will be safer than the exist-ing facility, he argued. He notedthat the new jail will be sand-wiched between the old jail andthe public safety building, givinginmates little option if they decideto try an escape.

Addressing the split votes theBoard has had on the issue ofwhere to place the buildings,Picerno told The Times, “Wemay not be united on where toput them. But it’s not because wearen’t united on needing theinfrastructure. Good people candisagree.”

“The bottom line is, each of thecommissioners was involved inthe process.They did their work,they brought their vision to themeetings. Only time will tell whichvision was right.”

“After I added everything up, Ivoted my conviction based onwhat I told the voters I was goingto do when I ran for the Board.The voters can decide, if themajority don’t agree with thedecisions we made, then thevoters have the power to say‘We think you were wrong.’”

Going forward“I’m real proud of this board,”

Picerno told TheTimes, “the waythey have helped me becomeone of the members of the Boardand do an effective job.”

“And we have been effective —the way we worked with theschools, with the architects, withthe software company. I am real-ly excited that we have beenable to accomplish these things.I am excited that I was able to beone of the people that helped getthem done.”

“What we have,” Picerno said,“is a Board of compassionatepeople who do the best theycan.”

Referring to press coverageabout split votes on variousissues, he added, “ I don’t believewe have a split Board.We are alljust doing what the voters askedus to do: bringing our own vision,our own convictions, and doingthe best we can for the peopleof Moore County.”

Kanye could have at leastblamed the cognac for his boor-ish behavior, rather than thetragic loss of his mother. As forJoe, my guess is the oxygenmust get a bit thin inside theCapitol Building.

After several weeks of presscoverage of chaotic Town Hallmelees, Jon Gosselin’s chronicfoot in mouth disease, and now

the Wilson-West-Williams tri-fecta, I’m almost inspired to dustoff my public relations credentialsand hang out a shingle, Tact forHire.

Though itwould be easier and a lot morecarbon friendly if these doltswould just adhere to what we all

announcement of 7/10/2009 thatwe are now able to “in-house” testthe waters in our several lakesfor bacterial contamination.Whileall freshwater lakes harbor col-iform bacteria, they may alsohost the more dangerous subset,E.Coli, which if present in largeenough quantities may causegastro-intestinal illness, eye, ear,nose and throat infections, res-piratory ailments and skin com-plaints.

While we do not profess tobe accredited lab technicians, thetest we perform using Coli-plate™, a defined substratetechnique, is designed for pub-lic use and is widely recognized

as being fast, user friendly andaccurate. It has become increas-ingly popular with researchers,universities, and governmentagencies at all levels and hasbeen approved by the Ameri-can Public Health Association(APHA), the Environmental Pro-tection Agency (EPA), and Envi-ronment Canada. Manufacturedby Bluewater Biosciences inToronto, Ontario, it is widelyused in the provinces by remotelakeside cottage associationswhere analytical laboratoriesare few, far between and inac-cessible.

In two short months, we havelearned a great deal; and, overtime, we will gain a far morecomplete understanding of our

lakeshore waters and how bac-terial contamination may be influ-enced by changes in climate,water temperature, depth andcirculation, wind and wave action,cloud vs. sun, time of day, geeseand other water fowl, unleasheddogs and other animals, bathingload, watershed run-off, ageingseptic systems and doubtlessother factors not yet thought of.The best way to understand andmake use of this knowledge isthrough frequent testing partic-ularly during the summer months,by a group of willing volunteers.

The Lakeshore ResidentsAssociation (LRA) is just such agroup.We wish to thank those ofyou in Seven Lakes North &West as well as in McLendon

Hills who have expressed aninterest in preserving the pristinequality of our freshwater lakes,our greatest assets, and whohave offered to assist from timeto time in monitoring thesewaters, gathering samples eitheroff their own docks or at publicswimming areas, and quantify-ing the results after the sam-ples have been incubated.

The information gained to dateis interesting and may be sum-marized as follows: Of the fiftysamples taken from our variouslakes since July 8th. the geo-metric mean (average) for TotalColiform was 434 cfu/100ml andfor the more worrisome E.Coli,11.4 cfu /100ml.While five of thefifty samples exceeded our owngoal of 126 cfu/100ml, only threeexceeded the single EPA recre-ational water guideline for E.Coli

of 235 cfu/100ml. Even moreencouraging is the knowledgethat in every instance, subse-quent re-tests were found to bewithin normal limits. E.Coli cansimply come and go overnight.

The good news is that we arenow able to order coliplates inlarger quantities and thus reduceour costs.We have been able toreduce the cost of each test to$10.00.We believe you will agreethat it is money very well spent!

September 4, reporting on theAugust 25 SLWLA meeting,noted Mr. Bob Straley’s concernfor the inability of emergencyvehicles to access the recentlyrepaired Lake Auman dam sec-tion of Longleaf Drive.

He was quoted as having said,“Seven minutes is a long time fora heart attack or drowning”.Appar-ently he feels the dam closurehas some impact on EmergencyMedical Service (EMS) responseto a 911 call in Seven Lakes

West.Two pre-hospital services are

paged by Moore County inresponse to 911 medical emer-gencies: Moore County EMS

(professional EMT Paramedics)and Seven Lakes EMS (volun-teer EMT Basics).

They both originate from theSeven Lakes EMS building onSeven Lakes Drive.

It is difficult to imagine howtheir response time to anyaddress in Seven Lakes Westwould be enhanced by openingthe dam road.

League has been overwhelmedas well as other rescue groups– in the last several months with

kittens, cats, puppies, and dogs.Not only new arrivals but peoplewho have had to give up theirbeloved pet family membersbecause of the tough econom-

ic times we are living.Sandhills Animal Rescue

League (SARL) was very grate-ful when Pat Parrish called andasked us to share in the ThriftSale at the Women’s Exchangewith The Haven. We are alsograteful to Jean Longfellow andthe board for asking SARL tooccupy the “Cabin” for the sum-mer.

Ms. Parrish also asked Sand-hills Animal Rescue League tohelp with with kittens and cats atSouthern Correction Prison inTroy. SARL helped with thatalong with 25 other cats andkittens from Montgomery Coun-ty along with six beagle pupsand their mother were also res-cued from under a shed in Can-dor.

The Thrift Sale could not havehappened without the invalu-able help from donations bypeople in Seven Lakes, Foxfire,Southern Pines and the sur-rounding area. Sandhills Animal

Rescue League would also liketo thank the great hard workingvolunteers who priced, placed,and then repacked the itemsthat were not sold to go intostorage for another sale at theFair Barn on the 22nd andthroughout the year.

Lucille Long, Jean Rumplik,Julie Andress, Mary Alice Dale,Sheila Henry, Pat Parrish, LeeBarnett, Jean Fulmer, and DebraStringer worked long and hard toget all the items attractivelyplaced to ensure they would behard to resist. Bill and DenisePrice, Nancy Paulson and a fewof the above named volunteerscame in and had the leftoverdonations packed up in no timeat the end of the sale.

Director John Goodman pre-sented a rough proposal for acommunity Hiking Trail extend-ing from around the dam, alongthe perimeter horse trail at Mor-ganwood, to the old airport prop-erty.

“Most communities of our qual-ity have trail systems that gothrough the community. This isan amenity that could be used formany purposes,” Goodman said.

As proposed, the project wouldrequire voluntary assistanceand, if possible, purchase ofland at a reasonable price oracquiring easements at differentsegments.

“There would be an addedadvantage of security, aesthet-ics, and a buffer – we lost a lotof our buffers in bankruptcies,”Goodman said.

During Public Comment, RogerBrooke spoke in favor of theproject.

“Hiking trails and the beauty ofroadsides are critical to the aes-

thetics of a community, for landvalue, and as amenities. Weneed to reinforce that thosethings are important,” said Brooke.Lake Auman Dam

ing that all committees should bechaired by Directors becausethey act on behalf of and carrythe legal authority of the Board.

Director John Goodman alsoexpressed concern, “I do notcare for the idea of long termchairmanship without an electionfor something as powerful asARC.”

Wimberly countered that the sixhour regular meetings of theSLWLA demonstrated that theBoard was taking on more thanthey should.

“We have got to look at puttingmore trust in our committees,”said Wimberly. “By having meet-ings going on as long as they dois saying to anyone gainfullyemployed, “you can’t partici-pate.”Infrastructure

Goodman reported that overtime silt and soil wash awayfrom road shoulders leaving onlysand – which will not support theroad.

“We do not have a program toaddress erosion,” said Good-man. “My question is who isresponsible?”

He said the r ight of wayextends thirty feet from roadcenter with an additional fivefoot utility easement on Associ-ation property and a fifteen footutility easement extending onprivate property.

“Some of the erosion is occur-ring from the road to lot otherfrom lot owners to the roadway:

it gets complicated,” Goodmansaid. “We need to comprehen-sively look for a solution.”

Goodman proposed selectedten to twelve targeted test areasand hiring landscape contractorsto manage one or two each.Sand would be removed, thesoil amended, and then seededor landscaped. Long term costsand maintenance required foreach could then be evaluated forthe best solution.Safety & Security

Due to cost overruns in theguard budget, Hoffmannn report-ed that security patrols had beenscaled back to two days a week.To date, the Association hasspent $2,040 to employ off-dutyMoore County Sheriff’s Deputies.

Hoffmann said he couldemploy SFI guards to provide aroving patrol at half the cost,with the Association providing thetruck and fuel, and that he wascomfortable that the backgroundchecks and personnel of SFIwere adequate.

Goodman and Wimber lyargued that security employeesand vehicles would not com-mand the same level of respector have the same high qualitytraining and certification as theSheriff’s office.

Also during the Security report,Hoffmann said that door-to-doorcommercial solicitation is pro-hibited within the community.

could not restrict a resident fromchoosing to solicit neighbors forcharitable or political purposes.

Goodman suggested that indi-vidual homeowners should havethe opportunity to place them-selves on a “Do Not Call” listthat would be held at the office.Frost responded that such a listwas possible and could be main-tained.Long Range Planning

President Ron Shepard saidthe Long Range Planning LRP]Committee was preparing a sur-vey that would not be mailedbut rather distributed at the office,electronically from the website,and through the newsletter andThe Times.

“We are trying to get an updat-ed look at the future that peoplewould like to see here at SevenLakes West and then get thatincorporated into long rangeplanning,” Shepard said.

Wimberly said such a surveywas long overdue but ques-tioned the open-ended responseformat as proposed.

“If you ask an opinion – ratherthan analytically you have to betactical: what do you want andwhat are you willing to do tomake it happen?” Wimberlyasked. “What is it wor th toyou…to have a walking trail,back gate security, new roads?”

Shepard said the open-endedquestion would provide oppor-tunities for new ideas and allowsresidents to express themselves.

“Part of this asks how wouldlike us to look in a few years.Youhave to have projects first thenyou can evaluate cost,” saidShepard.

Goodman felt compromisewas required, with Long RangePlanning outlining a plan whileinformation gathering and analy-sis was done concurrently.

Kirst agreed and said shestrongly encouraged the Boardto work in a coordinated andconstructive manner with LRP.She also praised the LakeAuman Master Planning docu-ment that was drafted severalyears ago.

Hoffmann agreed, calling theplan, “the most important doc-ument we own.”

However Director Karen Milli-

gan argued that any document,no matter the quality, was justpaper unless the Board knowsthe residents are willing to pay forthe plans.

After discussion, Wimberlyand Shepard agreed to jointlyrevise the survey and explana-tion letter.Community Activities

Information on the three com-munity management compa-nies currently under considera-tion by the Board will be availablein the SLLA office by Friday,announced Zielsdorf.

“Keep in mind that these threecompanies compete with eachother and we do not want togive out proprietary information. . . cost quotes will not be includ-ed,” Zielsdorf said.

Zielsdorf said the September30 SLLA Open Meeting willinclude a special public com-ment segment to allow residents

to provide input on the search fora community manager or man-agement company.

However, he made clear thatthe Board of Directors will not callfor a vote of the landowners onthe question of whether to hirean individual or company forfuture management.

“In a vote, only thirty percentparticipate, which is not a bigenough cross-section,” he argued.“The residents elect the Board,who represent the community. Ifresidents really feel strongly tovote, there is a way, and that isto become a municipality.”

Zielsdorf said that taking sucha step is not on his agenda butwould be for future boards andfuture residents to decide.Back Gate Security

Community Manager DaltonFulcher said the ‘suspicious per-son’ reported entering and exit-ing the fire safety gate at FiretreeLane and Holly Grove SchoolRoad was determined to be theson of a resident. He had beenusing the gate as a shortcutfrom his own residence which islocated outside of Seven Lakes.

Fulcher said keys to the gate

are maintained by the rescuesquad in case of an emergency,otherwise the gate remainslocked at all times.

Droppers recommended a lessscripted -- and less predictable-- scheduling of Roving Patrolwould improve security.

In related discussion, Fulcheralso said that residents may nolonger call in an Open Gaterequest. Guest names must becalled in to the gatehouse. Excep-tions can be made with officepreapproval if a resident isexpecting a large group or hasa special circumstance, suchas a death in the family.Greater Seven LakesCommunity Council

Zielsdorf reported that theGreater Seven Lakes Commu-nity Council [GSLCC] met withthree representatives of theMoore County Sheriff’s Officeon Tuesday, September 1.

“We got their attention . . . thisis one example of our commu-nities are willing to work togeth-er that we can pool our votes andget their attention,” Zielsdorfsaid.

The eight-member GSLCC

includes Zielsdorf and the pres-idents of the Seven Lakes WestLandowners Assoc ia t i on[SLWLA], the McLendon Hillsproperty owners association,the Seven Lakes Business Guild,and an alternate member fromeach entity.

“Sheriff Lane Carter said weare large enough to be a munic-ipality and have our own policeforce,” Zielsdorf reported. “Hesaid that, over the last few years,they have stepped up patrols inthis end of the County and willcontinue as long as there isfunding.”

He advised that there are basi-cally two ways to increase lawenforcement coverage: hire anoff-duty Sheriff’s Deputy at $30an hour, or pool resources andcollectively hire one or two offi-cers to patrol the Greater SevenLakes area.

Zielsdorf estimated a fullyloaded salary with benefits wouldrun $61,000 which does notinclude the additional cost ofequipment and a vehicle.

“This is not particularly cheap;but, if you split it up, the costs arenot that bad,” Zielsdorf said, not-

ing that the majority of the costswould be borne between SLLAand SLWLA, since they are thelargest of the four entities.

“If we spring for equipment, Iwould also suggest we look at hir-ing two officers to share thevehicle. It would be more costeffective,” Zielsdord said.

In addition, Roving Patrol wouldstill be necessary, explainedZielsdorf, since the Sheriff ’sOffice would not enforce com-munity rules and regulations.Sequoia Point Facilities

The restrooms at SequoiaPoint have been vandalized onseveral occasions over the pastfew years, prompting Zielsdorfand Kindsvatter to recommendlocking the facilities after dark.

Fulcher strongly opposed thesuggestion, stating such actionwould penalize many for thesake of a few.

“The vandalism isn’t much.The amount of vandalism inSeven Lakes is so, so low com-pared to other communities,”Fulcher argued. “We have peo-ple that walk and use those rest-rooms. We should use the facil-

The owner and developer isBob Hanson, who is also spear-heading the Dormie Club proj-ect. On Wednesday, Septem-b e r 16 , H a n s o n a n drepresentatives from Hobbs,Upchurch Associates met withthe community during a publicmeeting at West Pine MiddleSchool.

The Master Plan includes arezoning request for 1,623 acresto Planned Unit Development-Hamlet [PUD-H] with a com-bined maximum density of 890total units including hotel roomsand private residences. PineForest is broken into two indi-vidual communities that willshare amenities, design char-acteristics, and infrastructure.The first residential communityincludes the retail area andresort hotel with an eighteenand nine-hole golf courses.Thesecond residential area is locat-ed north of Nick’s Creek andfeatures a gated community and

another Championship eight-een hole golf course.

The resort includes a maxi-mum of 300 hotel rooms, and willfeature a spa, conference cen-ter, and a fitness center. In addi-tion, each golf course will haveits own clubhouse. The retailand office center is proposedat NC Highway 211 just north ofArchie Road and will offer amaximum of 120,000 squarefeet.

Water for the project will comefrom Montgomery County basedon an agreement between Mooreand Montgomery County. Thedeveloper has agreed to con-struct a connection line andanticipates an agreement withMoore County Public Works.

All wastewater will be treatedon-site at a facility built to MooreCounty standards.The plant willtake 350,000 to 500,000 gal-lons per day from the MooreCounty wastewater system for irri-gation of the golf courses, lawns,and common areas within thePine Forest Development and theDormie Club, which is locatedacross NC Highway 73.

The wastewater plant will belocated on a new public roadthat will run along the easternboundary of the property andconnect Archie Road [West PineMiddle] with NC Highway 73.

This artery will alleviate con-gestion along NC Highway 211while providing interior access tothe resort and retail area. Inaddition, the developer is work-ing with Moore County Schoolsto provide access to the newroad from West Pine Elementary,a new school that is under con-struction immediately behindand adjacent to West Pine Mid-dle.

The overall proposed densityfor the project is .54 units per acre– roughly one home for every twoacres – and includes fifty percentopen space, which significantlyexceeds the PUD-H require-ment. As presented, there will beno wetland impact, as no resi-dential lots are located on wet-lands, and all three crossings ofNick’s Creek will be bridged withthe golf courses serving as nat-ural buffers.
