‘’अकेलापन’’ इस संसार म सबसे बड़ा दंड है।

और ‘एकांत’ इस संसार म सबसे बड़ा वरदान। यह दो समानाथ दखनेवाले

श द के अथ म आकाश-पाताल का अंतर है अकेलेपन म छटपटाहट है तो एकांत म व ाम है। अकेलेपन म घबराहट है

तो एकांत म शां त जब तक हमार ि ट बाहरक ओर है

तब तक हम अकेलापन अनुभव करते ह,

ne day workshop on “Development, implementation and monitoring of Safety Management Plan in mines” held in Auditorium,

DGMS, Dhanbad on 03.05.2018.

ne day Workshop on “Development, implementation and monitoring of Safety Management Plan in mines”

has been organized in Auditorium, DGMS, Dhanbad on 03.05.2018. About 76 officers from different mining organizations, academic institute and 46 officers from DGMS and total 122 officers have attended the workshop. Senior officers like Directors, Chief of Safety, GMs,

Agents, Managers from 16 coal and metalliferous mining companies and senior officers of DGMS like Dy. DGs, Directors and Dy. Directors from all zones and HO have attended the workshop. The workshop was having 3 sessions namely- an inaugural session, a technical session and a plenary session.

Inaugural Session The inaugural session was presided over by Shri Prasanta Kumar Sarkar, Hon’ble Director General. At the outset, Shri M Bidari, DMS(HQ) welcomed all the

participants. The workshop has been inaugurated by Director General and other dignitaries by lighting the lamp on the dais. Hon’ble Director General, in his initial remarks, mentioned that development of safety management

plan in mines has been started way back in 2002 after issuing DGMS guidelines. Recently, development and implementation of SMP in mines has become statutory requirement under CMR, 2017 and MMR, 2017. It has come to the notice from various sources that development and implementation of SMP in mines is not being done in true spirit and its concept has not penetrated to all levels. In view of the above, this workshop is being organized to know the status of implementation of SMP in mines and to take suggestions / feedback from all the concerned to formulate a strategy for better implementation of SMP in mines.

Technical Session: The technical session was Chaired by Shri B P Singh, DDG(HQ), co-chaired by Dr. A K Sinha, DDG(SEZ), Ranchi and Prof. R M Bhattacharjee, IIT(ISM).

In this session there were total 6 technical presentations, 4 presentations before lunch break and two presentations after lunch break.

Plenary Session: During plenary session, the following suggestions have been received from the participants for effective implementation of SMP in mines: Top management shall have commitment for implementation of SMP in mines Persons at all levels shall involve in preparation, implementation and monitoring of SMP. The SMP shall be finalized and approved at the level of Owner / CEO or a person authorized by him.

The SMP shall be prepared by employees of the mine itself and external person may guide. No. of teams: 1 core team and one sub-team for each hazard may be preferably formed. Controls measures to be specific and hierarchy of controls may be followed while formulating the control plan. Training – Suitable training facilities shall be developed in India on SMP. Adequate training should be given on SMP to all the team members and all the concerned persons.

Language: SMP should be prepared preferably in local language for better communication. Suitable Mechanism shall be formulated in each mine for document control . Overlapping of responsibility shall be avoided, for which. a. Assigning responsibility accounting to authority b. Specific responsibility by name with time frame shall be given.

Review – Proper mechanism for review shall be formulated, which shall include; i. Defined basis for review ii. by specified teams The reviewed SMP shall be approved by owner/CEO or person authorized by him. Audit: - Proper guidelines are needed on auditing of SMP, which shall clearly specify by whom and at what interval the audits shall be conducted. Explore the feasibility of application of Information Technology in SMP. Contractual employees shall be covered under SMP of a mine. Change management shall be incorporated in SMP

Personal risk assessment methods like ‘take 5’ shall also be implemented as a part of SMP. Simple comprehensive and structured guidelines shall be issued on development, implementation and monitoring of SMP for effective implementation of SMP in mines. Many of the participants opined that concept of the SMP has been cleared in this workshop and such workshops may be conducted at regular interval at different locations for benefit of the Industry. Concluding remarks by Director General After detailed discussions on the SMP in plenary

session, Director General has opined that there is a lack of clarity on many issues of SMP among the stakeholders. Therefore, clear cut guidelines are required to bring clarity and simplicity in this regard. A small group of experts from Industry, Academic Institutions and DGMS may be constituted to study the existing guidelines, asses the gaps in it and formulate simple, comprehensive guidelines on development, implementation and monitoring of SMP in mines. The workshop ended with vote of thanks to the chair.

pecialised training programme for key mine officials (mine managers,

Assistant managers, Safety officers, Ventilation officer etc.) was organized under Mines Safety and Health Academy (MSHA), Vikash Bhawan, DGMS, Dhanbad from 10.09.2018 to 14.09.2018 (5 days).

Thirty Two (32) participants attended the training course from M/s BCCL, CCL, ECL, WCL, MCL, SCCL and SECL. Inaugural season of the training programme was chaired by Shri Prabhat Kumar, Director(MSE), and co-chaired by Shri R N Singh, Director (Mech.). During the five days training programme, about 18 technical sessions were conducted on different technical subjects of the mines safety. Highly experienced faculty

members were invited from IIT(ISM), Dhanbad, CIMFER, Dhanbad and DGMS, Dhanabd for deliberating the technical sessions. The training programme was coordinated by Shri P Raghupathi, Dy. Director(S&T), DGMS, Dhanbad.

The training programme was concluded in the afternoon session on 14.09.2018. In the concluding session, the valedictory programme was chaired by Shri K Nageswar Rao, DDG(CZ) and co-c

haired by Shri Prabhat Kumar, Director(MSE), Dhanbad. In the valedictory session all the participant expressed their gratitude to the DGMS for conducting such a nice useful training programme and inviting them. They also requested DGMS to conduct such training programmes at regular interval for benefit of Industry.

An interactive session with CIL Chairman

n interactive session with DGMS officers, chairman of M/s CIL Shri ANIL KUMAR

JHA, CMD of M/s BCCL and senior officers of M/s CIL on ‘occupational Safety and Health issues Vis-a-Vis Coal Industry and exploring the areas of mutual co-operation’ was organized on 19th June 2018 between 4:00 PM to 5:00 PM at DGMS Auditorium. A total of 30 DGMS officers and 18 senior officers of M/s CIL were

participated in the session. A presentation on the topic was made by Shri Niraj Kumar, Director(SOMA), DGMS. The following areas of Mutual Co-operation were discussed in the meeting.

Health, Safety & Welfare of Contractual Workers. Establishment of state-of-art OHS centres. Modern & World-class SDC (Skill development & Training Centers)

Scientific Design & Real-time Monitoring of Bench & Dump Slopes Risk based safety management System

The discussion was concluded with a need for concerted & joint effort both on part of the mining industry & DGMS to achieve the targeted goal of zero harm.

A joint meeting was held with the officials of Department of Mines & Geology (DMG), Karnataka State

and DGMS at Hosapete on 08.01.2018. Shri B. Pandurang, Addl. Director, DMG, Ballari, Shri Mahaveer K. A. Dy. Director, Hosapete, Mrs P. Renuka Devi, Dy. Director, Kalburgi and other twenty officials of Koppal, Raichur, Gadag, Hosapete were present in the meeting.

During course of meeting a presentation was made in connection with recommendations of Eleventh Conference on Safety in Mines, New Delhi were discussed

and DMG officials were updated about the issues faced by DGMS in

implementation of provisions of the Mines Act, 1952 and rules and regulations made thereunder, specially in unorganized sector mines.

ilicosis Awareness Programme and Medical Examinations at Hutti Gold Mine from 22nd to 27th January 2018 for the workmen working in Raichur and Koppal Districts of

Karnataka State

A Silicosis Awareness Programme and Medical Examinations was held at Hutti Gold Mine from 22ndto 27thJanuary 2018 for the workmen working in different granite mines of Raichur and Koppal Districts of Karnataka State and for workmen

engaged in Hutti Gold Mines. During the course of medical examination the State Government Health Officials were also involved. In total about 405 persons were examined during course of medical examinations.

Inspector was conducted at Hosapete on 12th and 13th March, 2018

wherein 95 (ninety-five) o

fficials from different organized and un-

organized mining companies oftheregion participated in the

training programme. The said training programme was conducted in association with Mines Safety Association, Karnataka (MSAK). The programme was of non-

residential type and no fees were charged for attending the same. Participants from

different mining companies of Iron ore, Granite, Limestone, Dolomite and Steatite

producing from Ballari, Bagalkot, Koppal, Gulberga, Kurnool and Anantapur districts were participated in the training program.

The subjects covered during the said training programme were given below:-

A. Lifestyle & Stress Management. B. Communication Skills. C. Safety in HEMM. D. Slope Stability in Mines E. First Aid in Mines. F. Safety Management Plan. G. Occupational Health Hazards in

Mines. H. Inspection of mine workings and

emergency preparedness I. Online filing of Annual Returns with

Unified “ShramSuvidha” web Portal.

On 12th March 2018 morning, an inaugural session was held. The inaugural session was graced by Dr. Meda Venkataih, Executive Director of M/s MSPL

&Chairman, Mine Safety Association, Karnataka along with the other senior officers of the area.

Technical presentations were made by Sri Manish Murkute, Director of Mines Safety,

Ballari Region, Sri Shivayogi G Abbigeri, Management Consultant, Dr. Prabhudeo, Medical officer, M/s JK Cements, Dr. SaiPrasada Reddy, Medical officer of R. K Hospital, Ballari, Sri Vikram, Dy. Manager,

M/s ACC Ltd., Sri N. Nageshwar Rao, DDMS, Ballari Region andSri K. Thirupathi,

DDMS, Ballari Region on the above mentioned subjects. Technical bookletwas prepared and circulated to the participants containing articles and important DGMS Circulars on above mentioned subjects.

Sri Manish Murkute, Diector of Mines Safety, Ballari Region interacted with the

participants and explained them regarding

the importance of the safety to be maintained at the mine level to achieve

the zero harm status in the mines.After the completion of two days sessions, the

participants gave their valuable feedback on the topics being covered in the training

program. At the end of the training session a valedictory session was been

area participated in thevaledictory session and gave their valuable feedback from the

participants.

A joint meeting was held with the officials of Department of Mines & Geology (DMG), Petroleum & Explosive Safety Organisation (PESO) and DGMS at Ananthpur on 27.08.2018. Shri Rajababu, Dy. Director of Mines & Geology, Kurnool along with Asst. Directors, Geologists participated in the meeting from State DMG Department. Shri Sonbarse, Controller of Explosive, PESO, Visakapattanam participated from PESO. Shri Manish Murkute, DMS and Shri K. Thirupathy, DDMS, Ballari Region participated in the meeting.

of explosive were discussed in detail

Tadipatri in connection with Establishment of Mines Group Vocational Training Center at Gooty on 28.08.2018. Senior mine officials of M/s Peena Cement Ltd., M/s UltraTech Ltd., M/s Sagar Cement Ltd., and other organised sector limestone mines along with

unorganized sector mine owners and officials of Kurnool and Ananthpur District of Andhra

Pradesh State participated in the meeting. About 100 mine owners

and officials participated in the meeting.

In the beginning Shri Manish Murkute, DMS, Ballari Region delivered a power point presentation on “Issues related to Occupational Safety & Health of persons employed in mines” and explained the importance of the issue. Thereafter discussion was held in connection with establishment of mines Group Vocational Training Center for all organised and unoraganised mines of Kurnool and Ananthpur District.

Vocational Training Center, Gooty on awareness for Safety Aspects in Belowground Steatite Mines on 12.09.2018

meeting was held with the Mine Owners and officials of Belowground Steatite mines

of Kurnool & Ananthpur District of Andhra Pradesh State at Mines Group Vocational Training Center, Gooty in connection with awareness for Safety Aspects in

Belowground Steatite Mines on 12.09.2018. Mine owners and officials of belowground mines of Kurnool and Ananthpur District of Andhra Pradesh State participated in the meeting. About 45 mine owners and officials participated in the meeting.

In the beginning Shri Manish Murkute, DMS, Ballari Region

delivered a power point presentation on “Safety aspects in Belowground Steatite Mines” and explained all mine owners and officials about importance of safe drivage of mine openings for safe travel of persons working therein. He further explained about minimum safety aspects for working of belowground mines.

Further on the day a separate meeting with all officials of organised sector mines was held in connection with establishment of mines Group Vocational Training Center at Gooty.

Karnataka State at Bagalkot in connection with Establishment of Mines Group Vocational Training Center at M/s J. K. Cement Ltd., Lokapur, Bagalkot Gooty for all the

mines of Bagalkot district and later on awareness programme was held on Occupational Safety & Health of persons employed in mines specially for conduct of respirable dust survey in mines on 18.09.2018

Senior mine officials of M/s J. K. Cement Ltd. and mine owners of dolomite and limestone mines of Bagalkot district participated in the meeting. About 50 mine owners and officials participated in the meeting.

In the beginning Shri Manish Murkute, DMS, Ballari Region delivered a power point presentation on importance of training for mine workmen and supervisors working in the mines. Difficulty faced due to non establishment of Group Vocational Training Center at Bagalkot district was discussed in detailed and M/s J. K. Cement Ltd. came forward for up gradation of existing VTC into GVTC for imparting training to the workmen working in mines of Bagalkot district.

Thereafter awareness programe was held on Occupational Safety & Health of persons employed in mines specially for conduct of respirable dust survey in mines.

wo days National Seminar on “Roadmap Towards Sustainable Mining” was held

at Hotel Mallegi, Hosapete on 21st and 22nd 2018 by Mining Engineers’ Association of India (MEAI), Ballari-Hosapete Chapter. The event was held under the aegis of Directorate General of Mines Safety and supported by Department of Mines & Geology, Government of Karnataka and Mines Safety Association Karnataka (MSAK).

The inaugural session was chaired by Shri Utpal Saha, Dy. Director General of Mines Safety, Southern Zone as Chief Guest, Shri

K. Madhusudhana, Vice

President-II, MEAI & VP, M/s MSPL, Shri B. Sahoo, Chairman, MEAI, BH Chapter & ED, M/s NMDC Ltd., Dr. Meda Venkataiah, ED, M/s MSPL & Chairman MSAK were guest of honour. The event was presided over by Shri Arun Kumar Kothari, President, MEAI & Former DM&G, Rajasthan.

About 230 delegates all around mining industry covering Karnataka, Andhra Pradesh and Tamilnadu State participated in the conference.

During two days, following themes were deliberated in the conference:

The seminar was all round successful in conveying views in all technical sessions for meaningful discussions and interactions. The recommendations of the conference

will be circulated in due course of time to all stake holders including different Central/ State Government departments.
