Among the assets to which theOrder applies are Misick’s formerresidence at Belview inProvidenciales, Turks and CaicosIslands, 10.4 acres of land in NorthCaicos, a condominium at theProvidenciales Golf Club, 1.2 acresof land on Leeward Highway whichhouses the LaRaye Cinema, 18.2acres of land in North West Point,Providenciales, .97 acres on theLeeward area of Provo, another 1.08acres in the same area, .35 acres inThe Bight, another acre in the sameBight area, .7 acres of land in BottleCreek, North Caicos, two parcels ofland totaling just over 2.5 acres in theLeeward area, a condominium in theAlexandra Resort held in the name ofWindsor West Limited, accounts atTCI Bank, British Caribbean Bank,HSBC Coral Gables, Bank ofAmerica in Los Angeles, andNatWest Law Courts in The StrandLondon, and one in the CzechRepublic.

A number of credit cards werealso frozen.

The court document said Misickmust, within 28 days of the order, fileand serve and affidavit setting outwith “full particularity, the nature andextent of all of the assets in which hehas any interest wherever they maybe situated in the world and whetherheld directly or indirectly by him andwhether held on his behalf by othersas nominees or trustees or as therecipients of tainted gifts”.

Misick must also include in thataffidavit, an account of all transfersout and receipts by him of greaterthan $10,000 in value since July 1st,2005.

IN October 2008, when the 15 member countries ofCARIFORUM (CF) individually signed a fullEconomic Partnership Agreement (EPA) with thecollective European Union (EU) of 27 countries,much was made of the promise of increased benefitsto Caribbean countries. Two-and-a-half years later,the promise remains unfulfilled.

At the time of signing, observers stressed theimportance of setting up two bodies throughout theCF countries, which are the 14 independent states ofthe Caribbean Community (Caricom) plus theDominican Republic. These two bodies were: a unitin each country to ensure implementation of themany demanding clauses of the EPA; and a unit tomonitor the delivery of the promises that the EPAproffered. It was also anticipated that the CaricomSecretariat would have established similar oversightbodies for the CF countries as a whole.

As it turned out, the Caricom Secretariatestablished an implementation unit, but not amonitoring one. Similarly, some countriesestablished implementation units, but none have setup machinery to monitor the delivery of the EPApledges.

Yet, if any CF country is to seek a review of theEPA, it will have to do so based on evidence of non-delivery based on effective monitoring and recordingof the EU's failure to deliver.

Hopefully, governments will establishmonitoring units soon, or at the very least, authorisethe setting up of such a unit by the CaricomSecretariat on behalf of all CF countries.

But it is becoming increasingly clear that, eventhough two-and-a-half years have passed, CFgovernments were not ready to implement the EPAthat they were the first to sign in the expectation thatgreat benefits would flow, not only from an earlysigning, but also from signing a "full" EPA, ratherthan one that simply complied with requirements ofthe World Trade Organisation (WTO).

The WTO-plus EPA, which was signed, wasjustified on the basis that CF countries would be ableto access the EU market for services. Among theservices touted were architects, accountants, chefs,and musicians. Access to the EU market has provento be extremely difficult for many reasons, such as:these Caribbean service providers can only accessthe EU market under Mutual RecognitionAgreements (MRA) but the structures for

recognition do not exist in many CF countries.Thus far, only five CF countries —Antigua and

Barbuda, Barbados, Dominican Republic, Grenada,and Jamaica -- have established implementationunits, but even these are said to be "constrained byinsufficient financial and personnel resources",according to a report produced by the EuropeanCentre for Development Policy Management. Thisproblem is not likely to ease anytime soon, given thefinancial constraints faced by almost all the CFstates.

At the time the EPA was signed, the CaricomSecretariat had identified hundreds of measures thatCF states would have to implement. If the EU isgenuinely interested in a "partnership", it shouldconsider making funds available, swiftly and withoutits usual bureaucratic delays, to fund the fulloperationalisation of these units in each CF state ona dedicated and accountable basis.

So far, under its Caribbean Aid-for-Tradeprogramme, Britain has helped to fund the fewimplementation units that now exist. The EU shouldalso strengthen the implementation unit in theCaricom Secretariat. After all, it has to be recalledthat this is a "partnership" between 27 giantscollectively and 15 dwarfs individually. It is only fairthat the giants should give their "partners" theassistance they need.

When the EPA was being signed, a fewcommentators — experienced in negotiations in theWTO and elsewhere— had warned against the earlysigning of the EPA and had spoken out stronglyagainst the signing of a WTO-plus agreement. Wewere described as "naysayers".

But it seems that the concerns we expressed arenow coming to pass. Among them were thatgovernments of small economies would find itextremely difficult to replace the revenues theywould lose from removing tariffs on EU-importedgoods. As the commitments of these governmentsunder the EPA kick in, this will become a hugeproblem for small states whose economies are in thedoldrums and are already burdened with hightaxation and debt.

In the event, the "naysayers" cannot be blamedfor the failure to put implementation and monitoringunits in place. Nor can they be blamed for thegovernance issues that now bedevil the CF countries,and that are now adversely affecting the process ofmanaging the EPA process. The so-called"naysayers" can also not be blamed for the failure to

mobilise the private sector in many — if not all —CF countries to take advantage of the opportunitiesthe EPA provides.

It is obvious that in many of these countries onlya very small number of companies understand theprovisions of the EPA or are able to utilise them toaccess the EU market. Here again, the EU shoulddedicate funds, in the spirit of partnership, to launchinformation, education and facilitation campaignsfor the region's private sector.

It is now generally known that the EU Aid-for-Trade facility is a big disappointment. The resourcesthat have been made available since the EPA wassigned have fallen far short of what the Caribbeanwas given to expect. In this connection, the EUshould do better, particularly as some CF countriessigned the EPA only on the basis of threats to theirbanana, rum and sugar industries by thenegotiations for the European Commission (EC).And, as it turned out, the EC reneged oncommitments in all three areas, particularly rumand measures to support the banana industry.

Clearly, CF governments need urgently tosettle their difficulties of governance and they haveto put implementation and monitoring machineryin place. But they should face up to the EuropeanCommission which pushed many Caribbeancountries into signing the EPA. It is timeCaribbean governments demand a pause in theEPA arrangements, especially in light of theadverse effects of the global financial crisis thatbroke just as the EPAwas signed.

If Caricom governments could pause theSingle Market and halt work toward a SingleEconomy amongst themselves, they should be ableto tell the EU that it is appropriate to take "time-out" from the EPA for reflection, revision and re-negotiation of many difficult aspects of it.

'TIME OUT' ON THE PROMISES OFEUROPEAN UNION PARTNERSHIP

BRITISH CARIBBEAN BANK Holdings ("BCB")previously Belize Bank has recorded a net loss of$7.3m for the year to the end of March 2011,compared with net income of $25.9m in 2010.

For the final quarter, the company reported a netloss of $27.6m (2010: loss of $17.4m) and a net lossper share of $0.28 (2010: loss of $0.17).

BCB said that due to the current economicenvironment in Belize and the Turks and CaicosIslands, non-performing loans and the associated lossof interest income increased in fiscal 2011.

Financial services reported an operating loss of$21.9m for the year after an exceptional charge of$36.4m in respect of loan provisions against a totalloan portfolio of $864m.

The company closed the current fiscal year with astrong balance sheet with shareholders' equity of$421.3m and liquid assets of $142.7m.

On May 5, 2011, BCB announced that LordAshcroft, one of the richest men in the UnitedKingdom, and a long-time financier of the DavidCameron-led Conservative Party, retired as a Non-Executive Director of the Company with immediateeffect, and that his 32-year-old son, Andrew MichaelAshcroft has been appointed as a Non-ExecutiveDirector of the Company with immediate effect.

Andrew Ashcroft joined the Belize Bank in May2002. After an initial period in the Belize Bank headoffice,Mr.Ashcroft transferred to theTurks and CaicosIslands to become the Managing Director of BritishCaribbean Bank Limited, a position he still holds. Mr.Ashcroft is a graduate in International Business andhas a Diploma in Financial Services Managementfrom an affiliate of the University of Manchester.

Andrew Ashcroft has no share interest in theCompany and is currently a director of the followingcompanies: Jarvis Holdings Limited; BritishCaribbean Bank Limited; Falcon Ventures Limited;Springwood Investment Limited; RosewoodEnterprises Limited:AMAProperties Ltd; andMWEHoldings Limited. In addition he has been a directorof the following companies in the last five years:Oren Investment Holdings Limited and DunkeldInternational Investment Limited.

BCB is one of the largest financial institutionsin Turks and Caicos Islands where it provideslending and deposit facilities together with a range ofother banking services to domestic and internationalcustomers. Its assets comprise principally assetbacked lending to the tourism and propertydevelopment sectors.

BCB has shareholder's equity of $173.9 millionwhich gives it one of the strongest balance sheetsamong the banks operating in TCI.

According to the bank’s website, BCB'scommitment to the provision of quality service andinnovative, flexible financing solutions made it thefastest growing bank in TCI where it assisted in thepromotion and the continuation of the economicexpansion of TCI over the last few years.

The website added: “Recently, however, TCI, incommon with many Caribbean tourist destinationshas experienced the effects of the global economiccrisis. Tourism, foreign ownership and the relatedcommercial development of properties are keycontributors to the TCI economy. Consequently, thecurrent global economic crisis, and in particular theUS economy, influences TCI significantly. Between

2000 and 2007, TCI experienced rapid annual doubledigit percentage growth in gross domestic product.This growth has stalled in 2008 and 2009 with visitorarrivals and resort occupancy levels down on prioryears, a trend typical of the Caribbean at the presenttime.”

According to the bank, BCB's earnings havehelped increase the US dollar component ofFinancial Services operating income to over 70percent of its total operating income. With a loanportfolio of $390.7 million at March 31, 2009 BCBis the largest lender in TCI, principally to thecommercial property sector.

“As the Company navigates its way through thedifficult market conditions, BCB will continue toremain responsive to customers' needs and willparticipate over time in new opportunities as theybecome available in TCI,” the bank added.

British Caribbean Bank Holdingsrecord net loss of $7.3m

A SUFFICIENCY HEARING for DeidreForbes, the woman charged with thedeath of her son in a fire at their FiveCays, Providenciales home on June 14,is set for August 5 later this yearfollowing her appearance in theMagistrate’s Court on Friday, June 24.Forbes, who has been described byneigbours and other individuals in FiveCays as a drug addict, who needs help,was charged with endangering the lifeof a minor. She will know on that datewhether or not she would be grantedbail.

At about minutes past 12 a.m., on

Thursday, June 14, neighboursreportedly saw fire coming from thedwelling occupied by Forbes, the Fireand Rescue Department wassummoned. Following a search of therubble after performing cooling downoperation, firefighters found thepartially charred body of the toddlernear the door. The police later tookForbes in custody and subsequentlycharged her with the baby’s death.

When Forbes appeared in courtshe was initially asked to decidewhether she wanted her case to be triedin the Supreme Court or the

Magistrate’s Court. She chose theMagistrate’s court after the penaltyscenarios of each court were presentedbefore her.

However, later on in the day, ChiefProsecutor JoAnn Meloche, whorequested that the matter be recalled,told the court that the offense forwhich Forbes was charged wasindictable and, therefore should gostraight to the Supreme Court. Sheexplained to the court that procedureswere not followed earlier hence thebungling.

Magistrate Clifton Warner theninformed the accused that the choicegiven to her earlier had been

withdrawn and her case would now betried in the High Court. She was thenremanded in custody and taken to HerMajesty’s Prison in Grand Turk whereshe will be held until the date of hersufficiency hearing.

If found guilty, Forbes could spendup to three years in jail and charged upto $10,00 or both. Before her choice ofcourt trial was revoked, Forbes chosethe Magistrate’s Court, where thepenalty is three months in jail and$2,000 fine or both.

In the meantime, Fire ChiefWilliam Jennings said his departmentwas working to determine the cause ofthe fire.

PRISONERS ATHERMajesty’s Prison inGrandTurk are being givenmore time forsocial visits.

According to a press release from theMinistry of Home Affairs and PublicSafety, social visits are currentlyfacilitated on weekends, Saturday andSunday at 10:00 am to 11:45 amand 2:30pm to 4:00 pm. This will be expanded tocoverTuesday,Wednesday andThursdayafternoons from 2:30 pm to 4:00 pm.However, it is important to note that midweek visits must be pre – booked toensure that they can be operationallyprovided on the requested day, the releasesaid.

The changes were effective onFriday, 1st July, 2011.

The release said the main focus ofthis change is to bring a more structureand responsible approach to the way the

Prison manages its core objectives. Thechangeswill support the new educationalroutine that was covered during the ‘JustThink’course and also enable the staff torecognize good behavior by prisoners.

“The routinewill support the premisethat ‘if a prisoner is willing to motivatethemselves to change, then they will besupported to do so”,” the statement added.

The ‘Just Think’program is a Prisonservice-run course that expands therehabilitation agenda at the Prison. Theintroduction of this intervention is asignificant step in the government’s

agenda to rehabilitate offenders prior theirrelease.

The course was developed byrehabilitation tutors from the UnitedKingdom. The main aims of the courseare to focus offenders on improving theirthinking skills, to look at how poorthinking

can lead to poor consequences andactions, and howa structured approach to

developing enhanced thinking skills canlead to a positive change and outcome.

The Prison is set to run the firstcourse on 4th July, It will run for twoweeks and involve two prison staff tutorsand eight offenders. The Prison is alsoplanning the next course for midSeptember. Senior officer MeshelleJennings and Officer Robert Lewis, arefacilitating this inaugural course.

Fulford, who was delivering themain address at the Primary SchoolsGSAT Awards Ceremony on Friday,June 24, at theWilliamsAuditorium inProvidenciales, said when everyone istreated as equals excellence inachievement would fall into place andtake root.

“We should promote excellence bytreating all men and women equalwithout regard for their race, colour,religion, country of origin or sexualorientation; by rewarding all who have made the criteriaand requirement for recognition. There are many ways toprovide recognition and rewards, such as formalacknowledgement, certificates, gifts, scholarships andeven parties,” Fulford pointed out.

Fulford also charged the nation tochange certain aspects of its thinkingand start to look at the bigger picture,since negative thoughts can betransformed into similar action andthereby creating a way of life.

THE ONCE AILING PATROLDivision ofthe Royal Turks and Caicos IslandsPolice Force is more than half of its fullcomplement of vehicles thanks to thepurchase of seven new vehicles recentlyand the sourcing of $18,000 worth ofspare parts by Government.

The spare parts were ordered fromOctober last year but were dispatchedin February this year due to paymentissues.Earlier this year during a newsconference at the Chalk Sound PoliceStation, new Commissioner of Police,Colin Farquhar, said there was just onevehicle serving the entire unit, which henoted was making life difficult for themembers of the force, as they could notcarry out their jobs effectively.

The SUN understands that of the15 vehicles which have been assignedto the unit, sometimes only one or two

were in working condition. Thishappened even during the period lastyear when crime skyrocketed.

To get by at the time, the policeresorted to borrowing or rentingvehicles from private citizens, whileGovernment mechanics found creativeways to patch up downed vehicles inorder to bring them to road-worthycondition.

But during an interview with thisnewspaper earlier this week, AssistantCommissioner of Police, in charge ofOperations, David Ryder, saidapproximately nine vehicles are nowactively on the road, while efforts werebeing made to fix the rest.

“So from one to two vehicles thatwe routinely had, we have raised thatlevel to eight or nine, so obviously thereis significant improvement in patrolcover,” Ryder said, pointing out that amore rigorous maintenance processwould be put in place to enable the

longevity of the fleet.He noted, too, that Government has

managed to renegotiate credit withsuppliers and body repairs outlets, whohe said are now more willing thanbefore to supply cash against thebackground that Government hasrestarted living up to its creditexpectation.

He said the force is now applyingpreventive maintenance of its fleet asopposed to corrective maintenance. TheAssistant Commissioner revealed alsothat plans are in train to procurereplacement vehicles for the now agingfleet, but that since cash is tight, hecould not say when that would becomea reality.

“It is much more efficient to dosome preventive maintenance on avehicle than wait on a mechanicalfailure. We can prevent mechanicalfailure from occurring, as we canservice them in a proper structuredmanner.

“We can have officers return themwhen they hear strange noises or beforea leak turns into a seized engine. If wehave our vehicles serviced like that, wecan have them last a bit longer,” Rydernoted.

He said the force has alsoembarked on a campaign to bring itsmarine fleet up to proper operatingstandard, so as to effectively patrol thewaters of the Turks and Caicos in orderto stem illegal activities.

THE PEOPLES DEMOCRATICMovement (PDM) was proud toannounce that the Turks and Caicosdelegation had a successful trip to theUnited Kingdom, where they metMinister Henry Bellingham and a teamof UK ministers and technocrats todiscuss certain aspects of the Turks andCaicos constitution which they wantedto see changed.

However it was later revealed thatthe negotiations did not meet their fullpotential in the eyes of DouglasParnell, leader of the PDM, who claimsthat some members of the delegationwere not as vocal and supportive asthey should have been.

Some of the delegation’snoteworthy achievements included theprevention of the implementation of aproportional voting system. They alsomanaged to have the constitution statethat the deputy governor must be aTurks and Caicos Islander (which is thenew term for citizens, replacing theantiquated phrase of Belonger), andthat rather than having all ministers,deputy premiers and premiers serve amaximum of two consecutive terms inoffice, which was intended to be in theconstitution, only the premier is subjectto this law now. Another major victorythat was achieved was making thegovernor, who in the draft constitutionwould not be subjected to the judgment

of court, able to be held accountablefor his actions in a court of law, shouldthe need arise.

Even with these successfulchanges, Parnell makes it clear that hedid not gain all of the achievementsthat he sought, due to a lack of internalsupport on certain issues. Oneparticular issue which did not get thesupport he believed it would or shouldwas the addition to the constitution,which would make it necessary for thePremiere of the Turks and Caicos to bea Turks and Caicos islander by descent,rather than grant. This meant that onlya second generation Turks and Caicosislander could run for the office.

Though Parnell expected

unanimous support from the remainderof the delegation, he only gained thesupport and approval of four of the sixfellow delegates. Though he neverdirectly accuses anyone, Parnell let thepress know, indirectly, that the two whodid not support him were DoreenQuelch Misick, a member of theadvisory council, and Lillian Missick,the Chair of the Consultative Forum.Instead of saying their names directly,he stated that Clayton Green, WendalSwann, Trevon Farrington and PastorBradley Handfield were all ‘in onestep’ with him, while he deliberatelythe names of the other two delegates.Eventually, when asked about hisopinion on the Chair’s actions, Parnellsaid:

“The comments that have come outof the position of the Chair of theConsultative Forum are veryregrettable…For me, it was verydifficult to experience that level ofbeing ‘thrown under the bus’ by twopeople that I regard as mothers of theTurks and Caicos and I was verydisappointed by that. As someone whocould be regarded as their son, that hurtme…I expected more, I expectedbetter, from a mother, from a rolemodel of the Turks and Caicos Islands;I expected more from both of them, andwe did not get it, and that was very,very disturbing.”

He went on further to add that hedid not take pleasure in speaking oftheir actions:

“I don’t take it lightly to actuallypublically, which we are doing now,say anything about them, because Ihold them in high regard; but the factis that they were wrong, and I hope thatin time, I pray that in time, they see theerror of their ways,” he said.

This was not the first time thatsome level of disagreement had beentaking place between the Chair of theConsultative Forum and the partyleaders. In a PNP press conference,which was held just before thedelegation went to the UnitedKingdom, some level of dissention wasrevealed in the delegation. Even thoughat first Clayton Greene, leader of theProgressive National Party, refused tostate specifics, when he was pressed tomake a comment on the presence of theChair of the Consultative Forum at ameeting which was held before thepress conference, which was designedto create a consensus amongst thedelegation before going to the UK,Greene said:

“You know she wasn’t there…”letting it slip in a fit of annoyance thatLillian Missick did not attend themeeting.

The SUN managed to get a hold ofMs. Missick, who stated that she wouldcomment on this matter at anothertime, though subsequent calls wentunanswered.

Even with the dissent within thedelegation, it is clear that the groupfrom the Turks and Caicos managed tomake significant changes in theconstitution, to the point where it wassomething that islanders could workwith, and the future government couldperfect. The new draft of theconstitution will be released in the nextweek.

LEADING TURKS AND Caicos Islandsattorney Beryn Duncanson, who waspart of the People’s DemocraticMovement’s (PDM) trip to the UnitedKingdom to discuss constitutional andelectoral matters, has expresseddisappointment with ProgressiveNational Party (PNP) representative ledby leader Clayton Greene, for notexercising greater participation in thetalks.

Speaking at a news Conferencecalled by the PDM onWednesday, June29, at that party’s headquartersdowntown Providenciales, Duncansonsaid while leader Doug Parnell playeda prominent role in the negotiations, hisPNP counterpart, Clayton Greene -even though he did not mention his

name directly - for the most part, hadtaken a back seat.

Duncanson said he was bracing forthe PNP leadership above any one else,during the talks, to tackle head-on theissued of the right to trial by jury, whenthat matter was raised, but said theydisappointingly faltered on that front.

“Mr. Parnell led through-out thediscussion, I might add… It wasunfortunate we didn’t hear more fromthe leadership of the opposite party. Onewould have thought that the leader ofPNP party, of all those present in theroom, would have been most vocal onthat one issue – the right to trial by jury.But when called upon, didn’t have anyrepresentation, really, to make; (Greene)said he had nothing to add to it.

Duncanson said there was littleresistance from the UK, to most of therecommendations inserted in the

proposed new Constitution byconstitutional consultant Kate Sullivanand, that the British were more open todialogue with the official delegation,which comprised Parnell, Greene,Youth Ambassador Trevon Farrington,church representative Pastor BradleyHandfield, Head of the ConsultativeForum Lillian Missick, AdvisoryCouncil Member Doreen QuelchMisick and Wendell Swann, whorepresented the All Party Commissionon Constitutional Talks.

He pointed out that a number ofprovisions in the latest draft document,that is now before the Privy Councilawaiting ratification and should beavailable to the public next month,sharply depart from initialrecommendations conjured bySullivan.

“I can earnestly say to you, most of

those provisions that caused us themost grief are gone and, those bits thatare left (that were of concern to thelocal populace) are pretty muchwatered down in some fashion or theother.

“What we are left with is acompromised position with aconstitution that, I think, is acceptable,totally workable, thanks to this teamand Mr. Parnell’s leadership. I thinkoverall we had tremendous results inkey areas. One of the most importantareas for me was the Governor’sreserve powers, and I wasn’t shy aboutletting my opinion known at the publichearing when the FCO advisors whowere down here last month,”Duncanson said.

ZANETA ADDERLEY-BURTON, a native of TheBahamas, has been appointed as the new ChiefExecutive Officer of the National Health InsuranceBoard (NHIB).

According to a press release from the TCIG,Mrs Adderley-Burton, who is the wife of Turks andCaicos Islander, Gordon Burton, started a handoveron the 30th June with the current CEO Mr BrianHogan, who left on the 31st July.

The Government release said that Mrs.Adderley-Burton brings many years of practical experience insocial security administration at the managerial level,and has previously worked with the NationalInsurance Board (NIB) of The Bahamas in seniormanagement positions.

Whilst working for the Bahamian NIB, MrsAdderley-Burton was also a senior member of thetechnical team set up tomanage the implementation of acomprehensive National Health Insurance Plan (NHIP).

Mrs Adderley-Burton’s appointment follows apublic recruitment process run by the Board of theNHIB, and has been approved by the Governor.

Her husband, Gordon Burton is currently theManaging Director CaribbeanManagement Services,which is the Corporate Services division of the lawfirm Misick & Stanbrook that is owned by

prominent Queen’s Counsel Ariel Misick.In the press release announcing Mrs. Burton’s

appointment, TCIG said it would also like to recordits thanks to Brian Hogan for the “significantcontribution he has made to the implementation andmanagement of the NHIB during his tenure, and towish him well for the future.”.

SIX LOCAL BANDS took the stage onSaturday, June 25th in Turtle CoveMarina at Islandcom’s Battle of theBands to celebrate Islandcom’s OneYear Anniversary. Proceeds from theevent were to benefit Provo Children’sHome and Ona Glinton PrimarySchool. Islandcom is elated toannounce that $8,000 was raised andboth charities will receive $4,000each!

The show kicked off with eachband performing a 20 to 25 minute setfollowed by a one song encoreperformance at the request of thejudges’. Following the encore all thebands were invited back on stage forthe crowd to select their favourites. AnApplause-O-Meter projected thecrowd reactions on a screen next to thestage. Judges’ scores were tallied withthe crowd reaction to determine theevening’s winners.

Rasta Generation and Q-BandLynx put on a great show, both leavingthe stage to roaring applause from thecrowd. While seasoned band RastaGeneration played a composed setwith ‘irie’ tunes, Rasta Generation gotthe crowd moving with great energyfrom lead singer Shaldin Delancy.

Soca and reggae outfit Lee Forbesand the Force tied for third with rockand roll group Hoozya Daddy afterimpressive scores from the judges andoverwhelming approval from theaudience. Lee and his bandmatesplayed with extraordinary energy asexpected, getting the crowd amped upand dancing to the soca beat. HoozyaDaddy also had the crowd going aslead singer Sally Greenwoodastonished the audience with herimpressive voice.

There was no question which twobands were the audience and judges’favourites. Runner Up, SmokinHoney, wowed the crowd as theyopened with an instrumental medleyof “Give it to me Baby” by RickJames and “Push it” by Salt & Peppa.They finished up their set with someCher, Stevie Wonder and Cee Lo aswell as “Layaway”, an original song

by bandmember Keno Hall. Keno,along with his brother Kaz Hall, Javonand Janardo Laporte and QuintonDean all walked away with Nokiatouchscreen smartphones with 6months of free service from Islandcomas well as a cheque for $1,000!

The title of Battle of the Bands2011 Champion went to BowenArrow. Bass player David Bowen told

Islandcom that they were on the deckat Aqua II rehearsing and listening tothe other bands play until it was theirturn to perform. They knew they hadsome tough competition and decidedto ramp up their performance! Theirset list consisted of Stevie Wonder’s“Superstition” and Cee Lo’s “ForgetYou”. Lead singer Pat Rielcommanded the stage during theirencore piece with a rendition ofRolling Stones’ “Sympathy for theDevil”, sealing their win. Eachmember of Bowen Arrow received aniPhone with one year of freeIslandcom service as well as a chequefor $3,000!

Islandcom expressed that theycould not have accomplished such asuccessful event without the supportof all of their volunteers and sponsorsas well as the community. MarketingAssociate Delphine Hartshorn stated“There are so many local businessesand volunteers who must berecognized for coming together tohelp us make this event such asuccess. We extend huge thanks toTurtle Cove Marina for providing theperfect venue. The bars were mannedsolely by volunteer staff representing

TRASH LINES THE streets of Turks andCaicos; it clutters the bushes, invisibleto the naked eye. It seems that we haveadopted a stance of ‘out of sight, out ofmind’.

It has been brought to the attentionofThe SUN that the streets and bushesare not the only victims of litter, as theocean too has become a target.

Indeed, it seems that no aspect ofour country can avoid the influence ofthe ever-present dumpster deity; thedeity promotes laziness, and rewardslitterers with peace of mind; a peace ofmind that is unjust.

You don’t need to be anenvironmental activist to see thatoceanic pollution is one of the worsttypes of pollution, especially for theTurks and Caicos Islands. Not only is itseverely devastating for marine life,but in a country that takes pride in its

crystal clear waters and vibrant coralreefs, garbage in the ocean seems likean attack and an assault against the

motto that Turks and Caicos wishes touphold.

Yet, even in the face of such anintimidating adversary, all is not lost.Once again, citizens of the Turks andCaicos are trying to take matters intotheir own hands. Kevin Bethel andLynn Robinson decided to go on ascuba diving clean-up of theProvidenciales’ waters. They startedfrom the Bight Children's park andslowly made their way to the Turks &Caicos Club and back, and over thecourse of two hours, found a vast arrayof litter on the ocean floor.

Three drinking glasses werefound on the sea floor, along with twopairs of sunglasses, two pairs ofgoggles, numerous pieces of plasticcups and other miscellaneous plastic,small plastic bags, plastic forks,spoons, knives, a toothbrush, a shoeand sole, rope, hair ties, a lighter, pens,a towel, a rubber fish fishing lure, asmall plastic fish and hammerhead,and of course, the ever presentmultitudes of beer bottles, cans, andplastic bottles.

Ms. Robinson was kind enough togive a statement and a photograph toThe SUN, saying: “We swim this routeregularly in training for the Eco SeaSwim coming up on 9th July anddecided to clean up the trash that wesee because as avid scuba divers wecare for our underwater environmentand it disheartens us that both localsand tourists can be so careless in theproper disposal of their waste.....I wasamazed at how many plastic spoonsand forks we found, along with brokenup strips of plastic cups. We urgeeveryone to please take care whenvisiting our beautiful beaches, cutdown on the use of single use plasticand help keep Turks & Caicos clean!”

Well Turks and Caicos, what arewe going to do? Do we want touriststo go back to their homes and tell theirfriends and family about how the TCIis a rotten, trash filled place that is boldenough to claim that they are beautifulby nature? Or will we continue tomake progress in cleaning up thecountry? The choice is yours.

EXCEPT FOR THE necessarily disclosed bottom-line thatTCIG is $260M in debt (and still growing at someundisclosed rate), we citizens and residents of the TCI,who will actually have to re-pay that debt, don't knowthe full nature and extent of our shared macro-economic problems. Our Brit Occupiers have notprovided any further details.

All the Brits will say is that the situation is “dire,”that it's all Mike Misick's fault; that it was nothing todo with them; that they sure are going to be nasty toMike one day real soon and that they alone are theSocialist heroes who know best how to lead us out ofthis Capitalist economic meltdown.

Citizens and residents of other alleged Rule of Lawjurisdictions are provided government financial data adnauseum. There are government websites where youcan find just about any data you want, past or present.In the US, that is true of all 50 states, 3000 countiesand most cities. It could not be any other way. Thefolks would insist upon it.

Yet absent reliable TCIslander patriot whistle-blowers, we have no effective way to discover thefactual extent of our own economic meltdown. TheBrits are keeping most of the numbers very close.

And theymust have a good grasp of those numbersby now. It is incomprehensible that after 2 fiscal cyclesof Occupation, the Brit High Command would notknow quite accurately how large are our macro-economic problems and, perhaps more importantly,what have been the rates of change of those problemsover time – at the very least during the two years sincethe Brits woke up.

Of particular value to know would be the currentsize and the prior rates of expansion over time of thepublic service payroll, which the Brits claim, “are byfar the biggest element of TCIG’s expenditure.”

The costs regarding the Health Care RationingSystem and the state of public pension funds may alsobe of some importance to folks who have a stake inthem or indeed, for those who can derive no benefitsfrom them, but continue to pay for them.

The Health Care Rationing System has been inplace long enough now that naturally there will havebeen severely excessive use of it. That happenseverywhere you offer something “free,” and the Britsknow this. Accordingly, costs will have been far inexcess of what the Brits had to estimate publicly inorder to soft-soap TCIslanders into the scheme.

Further, as this is an island Health Care RationingSystem, there are additional factors. Who knowswhether the Brits adequately considered and valuedthese? Overseas costs are beyond the control of theBrits. So as they are overseas free market costs, theyare apparently the first costs dishonestly not to be paid.In less than two years, the quality of your overseashealth care rationing has dropped from Florida toBahamas and Jamaica level. It will be revealed soonthat Cuba will be the next stop for your prematurelydying, but non-paying, loved ones.

Costs within the TCI, over which the Brits willthink they have some control, must be under immensedownward pressure from TCIG by now. It will onlybe a question of time before they default on these coststoo.

The Torch thankfully knows nothing of thestandard of doctors and nurses at the TCI hospitals andclinics, but if their prime source of income is the HealthCare Rationing System, how can they possiblycontinue to be of high standard when there is a shortageof well-paid high standard doctors and nurses at UShospitals?

The Brits cannot increase the employer oremployee portion of the Health Care Rationing Systemtaxes yet. It is just too soon.Agreat public furor wouldoccur. So the only thing the Brits can do is to raid thegeneral public treasury secretly and thereby increasethe percentage of the overall Health Care RationingSystem that all of us pay, without telling us.

That's whyTCIG electric bills aren't paid and roadsaren't fixed. There is nothing more sacred in theSocialist mantra than health care rationing. The Britscall it “essential government services,” even thoughthat is a complete misnomer.

Do we know what actual amount and whatpercentage of TCIG general revenue is now taken bythe Brits to run just the local cost portion of the HealthCare Rationing System? Of course not!

Why won't the Brits disclose such critical figures?Knowing those figures would assist our economicrecovery efforts by establishing a baseline from which

improvement can be measured. And yes, it would alsoprovide existing and potential new TCI investors withan opportunity to assess their own costs in the TCI andwhether they wish to undertake such costs. In anaccountable and transparent government, this is a no-brainer. It is also just plain fair to those consideringthe TCI.

The Brits are dangerous career liars and deceivers(that is to say “diplomats”), but they are not fools. TheTorch suggests, somewhat obviously, that the Britscannot tell us the details of our own macro- economicproblems because they are much worse than has beenportrayed through the minimal Brit disclosures.

If the actual figures are worse than the craftedperception, the Brits can't disclose them because to doso would reveal the extent of their own culpability forthose “dire” economic problems during the prioradministration. The more dire our economy now, themore constitutionally negligent were Poston, Tauwhareand their bosses then.

Additionally, if the overall public sector economicsituation is worse than the Brits have allowed us toknow, they correctly fear that if details were known,folks like The Torch might bail; new investors wouldnot arrive and many more productive TCIslanderswould also leave. The Brits recognize that any of thoseoccurrences would worsen the situation considerablyby removing evenmore productive taxpayingmembersof TCI society and leaving a higher proportion of thosewho consume services as a matter of entitlement andwithout paying for them.

The Brits' fear of disclosing the worst case scenariocould also be the reason they are so high on theotherwise absurd idea of a VAT in a Capitalist islandeconomy where almost all wealth is imported. TheBrits may already know that we are so screwed that theVAT won't matter - so they might as well drive awayour new business by announcing the VAT now so thatwe get used to the idea when they force it on us in threeyears.

So instead of full factual disclosure, we get theirsilly estimates that TCIG revenue will go up, in acompletely unexplained manner, by 35% this comingfiscal year.

And when their silly estimates are shown tobe....silly estimates, they can mumble something aboutthe prior administration, the global recession andadvise us glowingly that they have always had theVATas a fallback position and that it will no doubt save theday. The apparent theory is that when there are notenough people to pay stamp duty and customs duties,there's bound to be plenty to pay the VAT. Brilliant!

But despite all of their talk about cutting the publicpayroll, the Brits claim that TCIG expenditures willonly go down 5% this coming fiscal year, from $180Mto $171M.

As the Brits are so obviously just tossing aroundnumbers here, without any real world connection, heck,why don't we just switch their numbers around for nextyear and see what happens?

Would it not be more realistic to forecast a 5%expansion of TCIG revenue and cut publicexpenditures by 35% in one year? After all, therevenue side is much more difficult to predict than theexpenditure side. We don't know what expansion ofrevenue will occur through a de-criminalization of thecurrent revenue collection system while we're still in aserious global recession. Probably more likely 5% than35%.

Our switched around estimates would provide inFY2011/2012 an estimated revenue of $126M (insteadof the fantastic $163M) and expenditures of $117M(instead of $171M), resulting in a TCIG surplus of$9M in the first year of recovery, instead of their $8Mpredicted deficit. And if some of their 35% revenueexpansion does show up, all the better.

How to get to those numbers?: (1) A strict andimmediate right-sizing of the public payroll; (2) arollback of the Health Care Rationing System (at thesame cost to the employer/employee) to cover onlyambulance service, emergency care and catastrophicdisease care (cancer, heart, diabetes, kidney dialysisand transplant and HIV); (3) a mandated 20% acrossthe board cut in every TCIG department (independentof the payroll adjustment); and (4) a de-criminalizationof the current TCIG revenue collection system (theonly revenue measure within our definite control).

Regarding the civil service, The Torch has foundno better estimate in the public domain than his ownfrom some 7months ago in which he guesstimated thatthere were 1500 (some have now said that 1700 is morelikely) unnecessary government non-jobs at an average

TCIG cost of $1500 per month in salary, benefits,training, materials, office space, etc.

If those figures are accurate, rightsizing wouldresult in $2.25M savings per month or $27M perannum. $27M in annual payroll reductions in FY2011/2012 would represent a 15% overall reduction inTCIG expenditures year on year. That's 43% of ourtarget savings of 35% overall.

Regarding the Health Care Rationing rollback,look folks. The Torch loves you all, and he's confidentyou return the favor. But somehow you and yourfamilies can afford to pay for your maternity,diagnostics, drugs, doctors' visits, and outpatient careand day surgery. You know, like you are real peoplealive in the real world and responsible for yourselves.

If we can't obtain the other 20% of overallreductions, namely another $36M from rationalizingthe Health Care Rationing System and a flat 20%across the board cut at EVERY governmentdepartment, then The Torch will sign up for a Tijuanacolonoscopy.

The Torch doesn't know what percentage of TCIGexpenditures are spent though TCIG departments.Arguably all government expenditures should be rolledback 20%, regardless of whether they are spent throughdepartments. 20% of the current year's forecastexpenditures of $180M, less the $27M saved from civilservice payroll reductions, would be $30.6M, almostthe amount needed to reach our switched aroundforecast!

Perhaps TCIG could even afford to pay anextraordinary $500 per month for 6 months asseverance pay for each civil servant let go. That wouldreduce the above-defined expenditure reductions to thatextent.

This would be tough. Good people would be hurt,though many must have known that their jobs wereshams and that all moneys paid were unearned benefits.

By the way, The Torch has told you before that hethinks our economic problems, albeit larger than thecowardly Brits will disclose, are not that great withinthe whole world of economic hurt. We have a smalleconomy. We're talking about moving 1500 peoplefrom government non-jobs to real private sector jobs.

The Brits advise us sensationally that our $260Mpublic debt is $12,000 for every man, woman and childin the TCI. Well, that would be true if our populationis 21,666. The highest population estimate The Torchheard during the boom years was 35,000. Certainly wedon't have that number any more. But The Torch'sguess would be about 25,000. He doesn't know that, ofcourse, because the Brits didn't follow through on our2010 census. Those figures are just too dangerous forus mushrooms to know.

If we have a population of 25,000, then our publicdebt per capita is $10,400.

Were you aware that the Cayman Islands had a2010 3Q public debt of $497M, almost twice ours, andthat because their broke government followed throughon their census, we know that their per capita debt is$9036, about the same as ours, based upon their 55,000population.

Holy Orificial Smoke Blowing, Batman! The UKper capita public debt is $23,633. That means Mikewas actually a much better steward of the public pursethan Gordon Blair (sic) or this Hugh Grant characterthey've got now!

Tell The Torch again how it is that you chaps, whohave ruined your own country's economy, would bebetter to fix our economy than a panel consisting of thenext 10 people who walk into Smokey's.

Accountability, responsibility and goodgovernance are great buzz words to fend off the glazeddis-interested eyes of Parliament, the EU and the UN,but they are just downright inconvenient when it hasbecome necessary to keep us peasants ignorant.

Would that the Brit High Command could now seefit, for the legitimate economic interests of the TCI, tomake full honest no-BS disclosure of the size of thepublic payroll, its delta over time, its relationship to theoverall public sector budget and the similar figures inrelation to the Health Care boondoggle and publicpension funds.

And yeah, all of the above is conjecture, thoughThe Torch believes more rational conjecture than yourown. “Why, that The Torch chappy has no idea whathe's talking about. He's just guessing.” That's kindaThe Torch's point, you Socialist morons.

Nowwould be good, chaps. This ain't going away,and we're on the record.

TURKS AND CAICOS ISLANDSsprint ace Delano Williams is setto join Jamaica’s Racers TrackClub, home of triple OlympicGold Medalist and doubleOlympic 100m and 200m recordholder Usain Bolt.

Racers is also the home ofYohan Blake, the Jamaicanathlete who set the 100m recordat the 2007 CariftaChampionships in the Turks andCaicos Islands. Blake is nowrunning sub 10 seconds, whichmakes him a huge contender forthe 100m metre title at theWorldAthletics Championship inDaegu, South Korea in August.

Williams, who has yet tofinalise his plans, made thedisclosure on his arrival onTuesday, June 28, at theProvidenciales International Airportfrom Munroe College in Jamaicanfrom which he graduated a few daysearlier.

Former head of the Turks andCaicos Amateur Athletics Association(TCAA), Rita Gardiner disclosed onher arrival from the Carifta Track andField Championship in Jamaican inApril, that the MVPTrack Club, home

“I still have not decidedon my coach, but MVP doesnot have 200m sprinters.Racer’s Track Club has YohanBlake and Usain Bolt. Thoseguys (Racers) have 200msprinters, and 100m sprintersas well, so that is why I want togo there. MVP does not have200m sprinters, so that is why Idon’t want to go there,”Williams noted.

And while receiving a number ofoffers from several universitiesespecially in the US, Williams said hehas made his decision to remain aCaribbean-trained athlete.

“I want to go to school at UTech.I want to go to school and train at thesame time. I am still looking into it(final decision). But I will be stayingin Jamaica; I will not go to the USA,because if you go to the USA, they aregoing to burn you out – they are notgoing to make you specialize in oneevent, but if I am in Jamaica, I amgoing to specialize in the 200m,”Williams said.

There are about seven USuniversities so far that have beentrying to lure Williams withscholarship offers. Among them areFlorida State, University of Nebraskaand LSU. And while he plans to takeup the offer of visiting those schoolsto learn more about their academicand sporting activities, Williams saidit would take something very specialfor him to be lured away from theCaribbean.

ATLANTA - Evidence stronglysuggests U.N. peacekeepers fromNepalwere the source of a cholera epidemic inHaiti that has killed more than 5,500people, according to a new reportpublished by the U.S. Centers forDisease Control and Prevention.

The epidemic was one of the mostexplosive and deadly in recent history,the report said, hitting a country reelingfrom a January 2010 earthquake thatclaimed the lives of more than 300,000and shattered the capital, Port-au-Prince.

Cases of cholera first emerged incentral Haiti'sArtibonite River region inOctober and many Haitians said thedisease came from the peacekeepersfrom Nepal, where cholera is endemic.

That belief sparked anti-U.N. riotslast year in the poor Caribbean nationand it posed a serious political problemfor U.N. authorities who already had apeacekeeping force in Haiti anddeployed a massive aid effort after theearthquake.

"Our findings strongly suggest thatcontamination of theArtibonite and oneof its tributaries downstream from amilitary camp triggered the epidemic,"said the report.

"There was an exact correlation in

time and places between the arrival of aNepalese battalion from an areaexperiencing a cholera outbreak and theappearance of the first cases in Meille afew days after," the report released onTuesday said.

"The remoteness of Meille incentral Haiti and the absence of reportof other incomers (newcomers) make it

unlikely that a cholera strain might havebeen brought there another way," saidthe report, whose authors include Frenchinfectious and tropical diseases expertRenaud Piarroux.

The report was published in the Julyissue of Emerging Infectious Diseases,a journal of the CDC. It appeared on theAtlanta-based agency's website.

DNAevidence suggests the diseasewas introduced from a distant source bya single event, the report said.

The United Nations is "veryconcerned" about the outbreak ofcholera in Haiti and will study thereport's findings, said a statement fromMichel Bonnardeaux, spokesman forthe U.N. Department of Peacekeeping.

In a separate commentary, CDCscientists Scott Dowell and ChristopherBraden said the report provided"circumstantial evidence that fecalcontamination of a local stream draininginto the Artibonite River initiated theepidemic."

"We have not concluded thatNepalese peacekeepers introducedcholera to Haiti," Dowell told Reuters,adding that the study's conclusionstallied with a U.N. report in May.

That report pointed to fecalcontamination by a riverside U.N.peacekeepers' camp as a likely cause.

But the four-member U.N.-appointed panel, named by U.N.Secretary General Ban Ki-moon inJanuary, avoided apportioning any directblame or responsibility to U.N.peacekeepers, citing "a confluence ofcircumstances" behind the epidemic.

The appointment of the Hon.Arthur Williams to the Cabinet as Minister withresponsibility for the Public Service is in keepingwith the recommendation of the Public SectorTransformation Unit.

The Prime Minister has also announced theappointment of the following persons to the positionof Minister of State:

Mr. Gregory Mair -Minister of State in theMinistry of Education; Dr. St. Aubyn BartlettMinister of State in the Ministry of National Securityand Mr. Othniel Lawrence Minister of State in theMinistry of Transport & Works.

These appointments as Junior Ministers willreplace the positions previously held by Dr. RonaldRobinson, Mr. EveraldWarmington and Mr.AundreFranklin.

Mrs. Shahine Robinson, currently Minister ofState in the Office of the Prime Minister, willassume, in addition to her current duties, the

responsibility for Local Government previouslycarried out by the Hon. Robert Montaque.

A release from the Office of the Prime Ministersays the appointments will take effect from FridayJuly 1, 2011 and will coincide with the reassignmentof subjects, departments and agencies based on therecommendations of the Public Sector MasterRationalization Plan developed by the Public SectorTransformation Unit and approved by the Cabinet.

This includes the transfer of responsibility for thepublic sector from the Ministry of Finance to theCabinet Office and the redesignation of the Ministryof Water and Housing as the Ministry of Housing,Environment andWater. This Ministry will be headedby Dr. The Hon. Horace Chang.

The release notes that with the appointment to theCabinet of the Hon. Delroy Chuck, the position ofSpeaker of the House of Representatives will becomevacant. It is proposed to nominate at the next sittingof the House the Deputy Speaker, Mrs. MarissaDalrymple-Phillipbert for election as Speaker of theHouse and Mr. Tarn Peralto as Deputy Speaker.

The Hon. Dwight Nelson will assumeresponsibility as Leader of Government Business inthe Senate.

When it came to office in 2007, theIngraham administration was greetedby a recalcitrant civil service that wasso bureaucratic and inefficient in itsoperations that the new governmentfelt it was in the midst of a “hostiletakeover”, according to cablesobtained through WikiLeaks.

In several cables, the Americanshighlight concerns about unhelpfulcivil servants, bureaucraticfrustrations and inefficientoperations.

In a 2003 cable, a U.S. Embassyofficial wrote: “The Bahamian civilservice has honed sloth and delaydisguised as deliberation andconsensus-building to a fine art.”

In a 2007 cable, another officialwrote that the new Deputy PrimeMinister and Minister of ForeignAffairs Brent Symonette hadencouraged “informal back-channelcommunication” with U.S. Embassypersonnel, apparently because he hadlittle faith in civil servants.

“He explained that the new

government was effectively in themidst of a ‘hostile takeover’ of thebureaucracy and that it would taketime for them to get a handle on themachinery of government.

“He told the Charge that weshould not assume that informationprovided to ministry staff — ordiplomatic representatives abroad —would get to him.”

As a result, Symonette suggestedweekly or bi-weekly meetings withthe then Charge d’Affaires Dr. BrentHardt to review priority issues so hecould ensure necessary follow up.

“The charge welcomed thesuggestion and expressed hisappreciation for the openness andcommitment to action on key issues,”said the 2007 cable.

“The foreign minister also notedthat in his role as DPM, [PrimeMinister Hubert Ingraham] wantedhim to be a troubleshooter who coulddelve into issues that cut acrossministerial portfolios.

“In contrast to former PM (Perry)

Christie's consensus-orientedgovernment, PM Ingraham'sgovernment will be top-down, andSymonette has offered us rare accessat the top. This access and the openlines of communication suggest thatan already close bilateral relationshipwill get even better under Ingraham'sand Symonette's stewardship.”

In a cable written in 2008, a U.S.Embassy official commented onrestructuring efforts in certain publicservice departments, as well asannounced Cabinet changes.

“The reassignment of so manysenior civil servants along with theCabinet reshuffle may indicate thatthe Ingraham administration iscompleting its hostile takeover of therecalcitrant bureaucracy left overfrom the previous government,” thecable said.

Those changes came as theglobal economic crisis began to takehold and The Bahamas was startingto feel the effects in a major way.

“The greater concentration of

portfolios in the hands of the primeminister and deputy prime ministeralso indicates a firmer grip on thereins,” an embassy official wrote.

“High-profile new governmentinitiatives on sustainable energy,tourism, and education, continue toreflect the key importance of the[Government of The Bahamas’]relationship with the U.S.

“They also come in the face ofpainfully high energy prices forconsumers and a rapidly softeningtourism economy, leading toincreasing insecurity about jobs.

“Visitor arrivals have declinedeven more steeply than usual in thetraditional off-season, according tonewspaper reports and anecdotalevidence, leaving premier Bahamiantourist destinations nearly empty andhotels struggling to fill rooms.

“The fractious opposition lacks acoherent social program or aresponse to the current, unfavorableeconomic trends.

WikiLeaks cables say FNM had‘hostile takeover’ of The Bahamas civil service

BRIDGETOWN, Barbados – The Barbados government is to embark ona BDS$200 million (US$100 million) project to diversify the sugar industry,Minister in the Prime Minister’s Office, Darcy Boyce has said. He told apanel discussion that the diversification would involve bagasse, ethanol,special sugars and molasses and that when the project was firstconceptualised it was estimated at BDS$400 million (US$200 million).

"We got the project down to a size which allows it to be viable with theexisting acreage of land for sugar production and which costs half as muchmoney at $200 million. I feel that the time spent has been well worth it toreduce that bill from $400 million to $200 million.”

He told the panel discussion entitled ““High volatile price of oil, highelectricity bills, linking Bagasse Energy with sugar production…Are thereopportunities in diversifying the Sugar Industry” that the government wasalso looking at producing bagasse outside of the sugar industry.

"We recognise also that bagasse from sugar cane will not by itself beable to give us the kind of return that we want...We have actuallycommissioned workers to look at the economics of growing other biomass,river tamarind and other things we know grow in Barbados, but we actuallyhave to get some hard data.

“ What is the tonnage per acre, how much of it actually produceselectricity?...so we can actually do numbers so we know how much energycan be produced...That work has been commissioned and is going on," hesaid.

Boyce persons engaged in the sugar cane industry needed to raise theirlevel of productivity by making better use of technology to raise the numberof tonnes of cane per acre and that it did not make any sense to continue“pouring” money heavily into an industry without improving its technology.

"If we do not improve the technology, we will build up for a while andthen we will have to come back in 10 years time and have to do it all overagain.

“ So we have actually begun discussions with some of the major privatelandowners to look at ways how private landowners and Government couldcome together to figure out a way of managing these lands to ensure that weput more technology into use, raise the productivity of those lands and wecan reduce the cost of tonnes per acre," he added.

Hundreds of thousands of Britishpublic sector workers went on strikeThursday to defend their pensions,causing widespread disruption toschools and state-run services.

A third of English schools wereclosed and another third were affected,officials said, as up to 350,000teachers, lecturers and education stafftook action against plans to makethem work longer and pay more intotheir pensions.

Tax offices, museums and jobcentres were also brought to astandstill as a further 100,000 civilservants walked out on the firstnationwide day of strike action sincethe coalition government took officelast year.

However, airport operator BAAsaid feared delays at LondonHeathrow because of a walkout byimmigration and customs staff failedto materialise, and ministers said onlyhalf the civil servants who could havedowned tools actually did so.

Prime Minister David Cameronhas insisted the labour changes are fairbut inevitable, warning this week thatthe pension system is "in danger ofgoing broke" faced with an ageingpopulation.

Francis Maude, the minister whooversees the civil service, told BBCradio on Thursday: "You cannot

continue to have more and morepeople in retirement being supportedby fewer and fewer people in work.Long-term reform is needed."

But the unions say they havealready accepted pension reforms overthe past decade and accuse ministersof pushing through new changeswithout negotiation.

Thousands of strikers marchedthrough central London on Thursday,brandishing banners calling for "FairPensions forAll" and "Education CutsNever Heal", and similar protests wereheld across the country.

"I will lose £60,000, I'll pay anextra £60 a month and I'll have towork seven or eight years longer," saidRichard Jones, a 39-year-old civil

Democrat coalition has been the focalpoint of public sector anger ever sinceit announced a two-year pay freezeand 330,000 job losses by 2015 in anattempt to rein in a record budgetdeficit.

The strike was the largest publicsector strike since a million localgovernment workers walked out inMarch 2006, and some union leadershave warned it may only be thebeginning of months of industrialunrest over pensions.

In a sign of more unrest to come,doctors' trade union the BritishMedical Association also votedThursday in favour of consideringstrike action over pensions.

Ed Miliband, the leader of themain opposition Labour party whichhas historically close ties to theunions, urged both sides to resumetalks.

"These strikes are wrong at a timewhen negotiations are still going onbut parents and the public have beenlet down by both sides because thegovernment has acted in a recklessand provocative manner," he said.

WASHINGTON -- The Senate will forgo its scheduledrecess for the week of July 4 to work on legislation toraise the debt ceiling and cut the deficit, Senate MajorityLeader Harry Reid said Thursday.

"The work we're doing to cut the deficits and createjobs is too important, the obstacles too steep and thetime too short to waste even a moment," Reid said."There's still so much to do to put American back towork and cut our deficits."

A day after President Obama criticized lawmakersand urged them to cancel vacations, Reid announced theSenate will take Monday, July 4 off, but will return towork on July 5.

Lawmakers must raise the nation's $14.3 trillionlegal borrowing limit soon.

The Treasury Department says that onAug. 2 it willrun out of money to pay the nation's bills in full and ontime. That deadline is now just weeks away.

Republicans have demanded that any deal toraisethe debt ceiling include deep spending cuts, but theyhave been reluctant to consider measures favored byDemocrats that would increase revenue.

In making the announcement of no July 4th break,Reid added that failure to raise the debt ceiling, hepredicted, would plunge the economy into a "full-fledged depression."

The House is out of town, with lawmakers workingin home districts this week and on recess July 4. They'llbe back in Washington July 6.

However, Congress need not be in session to get adeal to raise the debt ceiling. A small group ofRepublican and Democratic leaders have been workingwith the White House behind closed doors. Senate aidesquietly wondered how much actual work lawmakerswould do next week, or whether the announcement is apublicity stunt.

But the pressure to look busy mounted, afterPresident Obama's criticism of lawmakers for failing todeliver a compromise to raise the debt ceiling and cutdeficits.

On Wednesday, several Senate Republicans called onReid to cancel the recess. "Our country is going bankrupt.Weshouldn't be going home on a holiday," said Ron Johnson ofWisconsin.

Minority Leader Mitch McConnell made a publicinvitation to President Obama to "come on over," to theCapitol Thursday to broker a deal, in a speech on the Senatefloor.

"He says hewants us to start working and I can't think ofa betterway than for him to comeup today," saidMcConnell,a Kentucky Republican.

Brendan Buck, spokesman for House Speaker JohnBoehner, said aSenate in sessionwas better than one in recess.

"In terms of accomplishments, there hasn't beenmuch difference this year between the Senate in sessionand the Senate in recess," Buck said. "Still, if we'regoing to put together a serious package to cut spending,any sign of life over there is a good thing."

President Barack Obama awardedretiring Secretary of Defense RobertGates the Presidential Medal ofFreedom at a farewell ceremony onThursday morning.

Obama spoke at a departureceremony outside the Pentagon. LeonPanetta has been named Gates'successor as Defense Secretary.

Gates was originally appointed byPresident GeorgeW. Bush in 2006 andretained by Obama, making him theonly defense secretary in history to beasked to remain in office by a newlyelected president, according to theDepartment of Defense.

Mike Mullen, Chairman of theJoint Chiefs of Staff, spoke first at theceremony, marked by a fife and drumcorps passing in review and militaryservice members standing information.

Saying the award was not part ofthe announced program, Obama askedGates to stand to receive the highesthonor a president can bestow to acivilian.

Federal agents have arrested a Nigerian man after he successfullyflew from NewYork to LosAngeles, and tried to fly from there toAtlanta, without having a valid boarding pass for either flight.Investigators say Olajide Noibi boarded a Virgin America flightthat left John F. Kennedy Airport last Friday.

Neither the airline nor the Transportation SecurityAdministration noticed that his ID -- a University of Michiganstudent card -- did not match the name on his boarding pass.Whilethe plane was in the air, flight attendants became suspiciousbecause Noibi was sitting in a seat that the passenger list indicatedwas empty.

Noibi handed them a boarding pass that was for a flight theday before. Investigators say he told them he hadmissed that flight.

The flight crew then realized that his name didn't match thename on the boarding pass and that he was not on the passengerlist. An FBI agent later discovered that the boarding pass Noibipresented had been printed out by a NewYork man who lost it inthe subway on his way to Kennedy Airport for that same flight.

Los Angeles FBI spokeswoman Laura Eimiller says FBIAgent Kevin R. Hogg met the flight from NewYork and detainedand questioned Noibi before letting him go. "He wasn't arrested atthat time. Beyond traveling without a ticket there was noimmediate threat," Eimiller said.

An FBI agent then arrested him onWednesday when he triedto board a Delta flight toAtlanta. The agent said Noibi had at least10 other boarding passes in one of his bags -- none of them in hisown name.

Eimiller said Noibi is in custody pending a 10:30 a.m. hearingFriday in Los Angeles. Noibi has been charged with being astowaway.

The TSA said in a statement that it could not comment on thespecifics of the case, but pointed out that the passenger had gonethrough security screening.

A law enforcement official tells NBC NewYork that the manis not believed to have ties to terrorism, and may have mentalproblems.

It was not immediately clear whether Noibi had a lawyer.His uncle in Atlanta, Tunde Noibi, told NBC New York he

was "not a bad guy" and said he did not know why his nephewhad been in New York City.

"I told him if you needed help, feel free to call me," the unclesaid.

Mukhametzyanov died from a heart attack that was prompted by waking up to see shehad been wrongly declared dead and placed in a coffin.

When she opened her eyes in her casket, the 49-year-old Russian woman could hearmourners around her praying for her soul to ascend to Heaven, reports the Daily Mail.Mukhametzyanov allegedly began to scream as she realized what was going on.

Mukhametzyanov’s heartbroken spouse Fagili was originally told his wife passed awayfrom a heart attack after she collapsed at home suffering from chest pains. After she awokeduring the memorial service, Fagili took his wife to the hospital.

“Her eyes fluttered and we immediately rushed her back to the hospital but she onlylived for another 12 minutes in intensive care before she died again, this time for good,”Fagili said.

As to be expected, Fagili is upset about his wife’s unusual fate.“I am very angry and want answers. She wasn’t dead when they said she was and they

could have saved her,” Fagili said.

As rumors about Chavez's disappearancefrom public view since the June 10 operationreached a crescendo, both governments put outvideo and photographs of him walking andchatting with revolutionary leader Fidel Castro.

"He's fine, you see?" said Eva Golinger, anAmerican-Venezuelan lawyer who is close toChavez and a vociferous fan.

The images shown on Tuesday night do notdisprove the most extreme rumor -- that Chavezhas prostate cancer -- but they give weight to theofficial line that he is simply recovering from apainful operation to remove a pelvic abscess.

"Let these images serve to bring peace to thepeople of Venezuela regarding the health ofPresident Chavez," his gleeful-looking CommunicationsMinisterAndres Izarra said, repeatedly showing the imageson Venezuelan state TV.

Officials are hoping the 56-year-old will be back forJuly 5 when Venezuela hosts regional heads of state. Thesummit on Margarita island is timed to coincide with the200th anniversary of Venezuela's independence fromSpain.

But one state media employee told Reuters coverageplans were on hold after word the president would notreturn on time.

Famous for hogging the airwaves and giving hours-long speeches, Chavez went to ground after his surgery inHavana, triggering a wave of speculation across thepolitically polarized South American nation he has ruledsince 1999.

In the images, Chavez looked thinner than usual but inbetter condition than photos released shortly after surgery.

31 Bank of America and itsCountrywide unit will pay $8.5 billionto settle claims that the lenders soldpoor-quality mortgage-backedsecurities that went sour when thehousing market collapsed.

The deal, announced Wednesday,comes after a group of 22 investorsdemanded that the Charlotte, N.C.bank repurchase $47 billion inmortgages that its Countrywide unitsold to them in the form of bonds.

The group, which includes theFederal Reserve Bank of New York,Pimco Investment Management, andBlackrock Financial Management,argued that Countrywide enricheditself at the expense of investors bycontinuing to service bad loans while

running up servicing fees.Bank of America, which bought

Countrywide in 2008 for $4 billion,has denied those claims.

Bank of America CEO BrianMoynihan said Wednesday that thesettlement would minimize "futureeconomic uncertainty" in the bankingbusiness and "clean up the mortgageissues largely stemming from ourpurchase of Countrywide."

For several months, Bank ofAmerica battled claims based onestimates "that were much differentfrom ours," Moynihan said. But at thispoint, it made more sense to settle thanto keep fighting, he said.

reasonable assessment of their claimsand it's in the best interest ofshareholders, we will settle,"Moynihan told Wall Street analysts ina conference call.

The settlement is subject to courtapproval and covers 530 trusts withoriginal principal balance of $424billion.

Citi analyst Keith Horowitz saidthe settlement, which amounts to only2 percent of the original principalbalance, removes one of the largestinvestor risks for Bank of America.

"We think this could prove to be astep forward" for Bank of America,Horowitz said. It would show investorsthat the bank can manage throughcrisis without raising additional

capital.As a result of the settlement, Bank

of America put its second-quarter lossat $8.6 billion to $9.1 billion.Excluding the settlement and othercharges, the bank expects to post aquarterly loss of $3.2 billion to $3.7billion.

Investors may now be moreconfident that they can get similarconcessions from other major U.S.banks that created markets formortgage-backed securities withquestionable pedigrees.

Bank of America in $8.5B mortgage settlement

WASHINGTON - Failure by U.S. lawmakers toagree soon on a deal to raise the government'sborrowing limit could deliver a "severe shock" toa still fragile recovery and global markets, theInternational Monetary Fund warned onWednesday.

In an annual review of U.S. economicconditions, the IMF said the key challenge thecountry faces is finding a way to stabilize its debtsby mid-decade without derailing growth, which islikely to remain modest for some time.

"And of course, the federal debt ceiling shouldbe raised expeditiously to avoid a severe shock tothe economy and world financial markets," theIMF said in a statement.

The U.S. Treasury already has hit the existing$14.3 trillion legal limit on the nation's debt andhas warned the debt ceiling needs to be raised byAugust 2 to avoid a default on the nation'sobligations.

The IMF said a failure to raise the ceiling intime could lead to a downgrade in the UnitedStates' coveted AAA debt rating and send interestrates soaring. "These risks would also havesignificant global repercussions, given the centralrole of U.S. Treasury bonds in world financialmarkets," it said.

The Obama administration and Congress arelocked in tense negotiations to try to reach a dealon budget cuts that would give lawmakerspolitical cover to raise the debt ceiling.

The IMF said the goal should be to stabilizethe nation's debt ratio -- which it said now wasunsustainable -- by mid-decade and graduallyratchet it down after that.

"We see early political agreement on acomprehensive medium-term consolidation planbased on realistic macroeconomic assumptions asa cornerstone of a credible and cyclicallyappropriate fiscal adjustment strategy," the IMFsaid.

It said the Federal Reserve's policy of keepinginterest rates near zero likely will be appropriatefor some time in view of modest U.S. growthprospects.

But it added the U.S. central bank must alsobe ready to "respond decisively" if inflationexpectations appear likely to become unhinged.

NEW YORK - A formerCitigroup Inc vice presidentcharged with embezzling $19million from the bank's accounts -- an alleged fraud that wentundiscovered for more than a yearand a half -- pleaded not guilty inBrooklyn federal court.

Gary Foster, 35, was arrestedSunday at John F. KennedyInternational Airport afterarriving from Bangkok,prosecutors said. Foster'sattorney, Isabelle Kirshner, saidhe had been in Bangkok fortravel, and that he returned whenhis family told him a warrant hadbeen issued for his arrest.

Foster, who appeared beforeMagistrate Judge Ramon Reyesin a blue buttoned shirt and khaki pants, wasreleased on $800,000 bail, which was secured inpart with his parents' house in Teaneck, NewJersey. The bail package forced Foster to surrenderhis passport and prohibits him from travelingoutside of New York and New Jersey.

Prosecutors allege that between May 2009 andDecember 2010, Foster transferred $19.2 millionfrom Citigroup debt-adjustment and interest-expense accounts to his own personal bankaccount at J.P. Morgan Chase NA.

Foster put fake contract and deal accountnumbers in the wire-transfer instructions to makethem seem like they were supporting an existingcontract, before diverting them first into the bank'scash accounts and then into his own accounts in asmany as eight separate transfers, prosecutors said.

"The defendant allegedly used his knowledgeof bank operations to commit the ultimate insidejob," said Loretta Lynch, Attorney for the EasternDistrict of New York.

The alleged fraud went unnoticed until arecent internal audit of Citigroup's treasury

department. A Citigroupinvestigator immediatelyinformed the authorities,according to an affidavitfrom Thomas D'Amico, aspecial agent with theFederal Bureau ofInvestigation.

A representative forCitigroup said the bank was"outraged" by Foster'salleged actions.

"Citi informed lawenforcement immediatelyupon discovery of thesuspicious transactions andwe are cooperating fully toensure Mr. Foster isprosecuted to the full extentof the law," the bank said in

a statement.The $19 million is not a significant portion of

the assets of a company the size of Citigroup,according to Sam Rosenfarb, a certified fraudexaminer and public accountant with the NewYork accounting firm Marcum LLP.

Still, Rosenfarb said, it is unusual for so muchmoney to have been stolen in such a short time,and for a single employee to be able to bypass theinternal systems typical at a company likeCitigroup, which require multiple individuals tosign off on large money transfers.

"I've never known an embezzlement of thismagnitude," Rosenfarb said. "It's not a largeamount of money in the scheme of payments, butfor an embezzlement case, it's one of the largestI've ever seen."

Foster, who left Citigroup in January, faces upto 30 years in prison if convicted. According to hisco-counsel, Brian Linder, he "is planning onfighting it."

No date has been set for the next hearing inthe case.

Northern Star are Beach Soccer champsNorthern Star FC are champions of the inaugural Da Conch Shack-sponsored Beach Soccer League by outscoring the Conch Shockers 7-5 in the final which was played on Grace Bay Beach in the vicinity of Flamingo Restaurant.

In the earlier game, the Stingray Strikers claimed third spot with a 6-4 win over Provo United. A Charlie D'Haiti hat-trick, two goals from Tommy Farrell and one from the hard working Fritz Evariste was enough to outscore Michael Erskine (2), Herby Magny and David Jasmine.

The game was very open with both teams playing attractive and attacking football, but it was the Strikers who had the edge on the day.

In the featured encounter, Northern Star FC, who finished the regular season in first place, knew what they had to do, and came out very purposeful against the improving Conch Shack Shockers, who midway the competition were rooted at the bottom of the points table.

Northern Star took an early 2-0 lead with

goals from Ralph Pierre and Marco Fenelus. But the Shockers clawed their way back and took a 3-2 lead courtesy of Mackinson Davilmar (2) and Nickenson Agelus (1).

Undaunted by the slip, Northern Star dug deep into their reserve sailed ahead once again, widening the lead in the process. A field goal by Fenelus and a Paul Collis penalty gave Northern Star a slender 4-3 lead after the first period.

The scoring spree continued in the second period through Fenelus (2) and a Matt Green penalty, pushing the Stars to a 7-3 lead. However, the Shockers found some resolve and registered two unanswered goals through Agelus to end the second and penultimate period 7-5 infavour of the eventual champions.

With both teams showing signs of wearing, Northern Star defended resolutely with Jon Flanagan making several important saves and James Rene dominant in defence. Green's second penalty of the game appeared to have secured the

win, but a late Agelus goal (his fouth) ensured a few tense final moments for the team in red.

The Central Storage U17 Girls league concluded last week with Five Cays crowned as champions and Blue Hills Sharks in the runners-up position. Long Bay Revolution claimed third spot ahead of the Leeward Knights.

With a lot at stake the final round of games were largely close affairs. Five Cays FC tied with the Blue Hills Sharks 0-0 and a goal from Rhian Davies gave Leeward Knights a 1-0 win over Long Bay Revolution.

In the final matches Guerline Hall's lone goal against the Knights brought the title back to Five Cays. Blue Hills Sharks secured second place with a 5-0 win against Revolution with goals coming fom Shinaydine Pluviose (2), Mykelor Michel (2) and Raquel Saunders.

Activities will include volleyball, rugby and tennis. The tennis camp will be held on all the islands from July 4 to 8. The tennis camp will be held between July 11 and 15. The Rugby camp will take place on South Caicos between July 18 and 22, and on Grand Turk, Providenciales and North Caicos from July 25 to 29.

NEWTOWN SQUARE, Pa. —TigerWoods is no longer using crutches, awalking boot or a razor. He hasn't hit afull golf shot in 47 days and has noidea when he will practice, much lessplay in another tournament.

All he could say with certaintyTuesday was that he would not returnuntil he was fully healthy.

"Usually I set a timetable when Iwant to come back and play when I'vehad injuries before," Woods said at theAT&T National, which benefits hisfoundation. "This one is different. I'mgoing to learn my lesson from what Idid at The Players and apply it this timeand come back when I'm 100 percent.I don't know when that's going to be.

"That's kind of the frustrating thingabout it right now is I don't know."

While he did not rule out theBritish Open, which starts July 14 atRoyal St. George's, he made it soundas though he would miss another majorchampionship.

"I wouldn't go over there just toshow up," he said. "I'd go over there towin the golf tournament, so I need toobviously get my body ready so I canpractice, and eventually play."

He's not doing much of anything at

the moment. Woods watched the U.S.Open and was amazed at how RoryMcIlroy matched his record bybuilding a six-shot lead after 36 holes,then continued to crush his competitionin winning by eight shots.

With shared parenting of his twokids, he has watched more cartoonsthan he ever did as a child. "What'sactually really tough to watch now allthe time is 'Dora.' That song is justbrutal," he said.

And for the first time in public, hewas sporting a full beard, thoughnothing that compares with LucasGlover.

Woods has not played since May12 when he withdrew after nine holesfrom The Players Championship. Thatwas his first tournament since "minorinjuries" to his left knee and Achillesfrom an awkward stance in the pinestraw in the third round at the Masters.

He said it was borderline whetherhe should have played at the TPCSawgrass, a decision he now regrets.Had he skipped The Players, Woodssaid he would be playing now.

So what was he doing atSawgrass?

"I've played in pain before and I'veplayed injured, and I've played throughit, and I've been very successful at it,"Woods said. "There has been a numberof years where I've been hurt more thanpeople could possibly understand, andI've played and I've won. I just felt thatit was good enough to give it a go, andI did. And I hurt myself."

Woods has gone through four kneesurgeries since his freshman year atStanford. He tore knee ligaments whilejogging in the summer of 2007, and

finished the year winning five of sixtournaments, including a major. Hewon the U.S. Open in 2008 for his 14thmajor on one good leg. And afterinjuring his right Achilles in December2008, he won seven times the nextseason.

But there was something about thisinjury — perhaps the state of his gameor the clock ticking on his career —that caused him to stop being sostubborn when it comes to his health.

He said this injury wasn't even asbad as some of the others.

"But I hurt myself again," he said."It's time to actually have a differentapproach. It's time."

Woods still believes he has time onhis side, especially when it comes tohis pursuit of Jack Nicklaus' record 18professional majors. He remains stuckon No. 14, and he can't get closer if he'snot playing.

"He won when he was 46, right?"said the 35-year-old Woods. "I've stillgot some time. I feel pretty confidentof what my future holds and veryexcited about it. I'm excited aboutcoming out here and being ready to go,instead of trying to kind of patch it,which I've been doing for awhile."

Tiger Woods not coming back until fully healthy

NEW YORK/LOS ANGELES - The LosAngeles Dodgers filed for bankruptcy protectionon Monday, blaming Major League Baseball forrejecting a television deal that would have giventhe storied baseball team an urgent injection ofcash.

The filing marks a dramatic attempt byDodgers owner Frank McCourt, who is embroiledin a bitter divorce from his ex-wife Jamie, toprevent the league and MLB Commissioner BudSelig from seizing the team, which McCourtbought in 2004.

In a court filing, the team said it had been "onthe verge of running out of cash" but that theChapter 11 filing will allow it to meet payroll, signplayers, pay vendors and continue playing baseball.

"It is becoming rather clear and likelyinevitable that Frank McCourt will end up sellingpart or all of the franchise," said David Carter, asports business professor at the University ofSouthern California. "I have to believe the back-and-forth between him and Major League Baseballleaves them where they won't be able to coexistmuch longer."

Selig responded to the bankruptcy filing with astatement blaming the Dodgers' financial woes onMcCourt's excessive debt and his diversion of clubassets to address personal needs.

"My goal from the outset has been to ensurethat the Dodgers are being operated properly nowand will be guided appropriately in the future fortheir millions of fans," the commissioner said.

"The ideas and proposals that I have beenasked to consider have not been consistent with thebest interests of Baseball. The action taken todayby Mr. McCourt does nothing but inflict furtherharm to this historic franchise."

On June 20, the league vetoed the Dodgers'proposed $3 billion, 17-year television contractwith News Corp's Fox Broadcasting Co, saying itran contrary to the best interests of the team, thegame and fans.

The deal promised an upfront payment to theDodgers of $385 million, but Selig has criticizedthe proposed use of part of that money to fundMcCourt's divorce.

McCourt has said the payment was crucial tothe team's health. According to a court filing, theDodgers need to pay or set aside more than $28million for payroll by July 1.

"We brought the commissioner a media rightsdeal that would have solved the cash flowchallenge I presented to him a year ago," McCourtsaid in a statement. "Yet he's turned his back on theDodgers, treated us differently, and forced us to thepoint we find ourselves in today."

Forbes magazine in March ranked the Dodgersas baseball's third-most valuable team, worth $800million. That is more than twice what McCourtpaid, and trails only the New York Yankees andBoston Red Sox, it said.

Monday's filing punctuates a stunning fall forone of baseball's marquee teams, whose roots dateto 1884 when it played in New York as theBrooklyn Atlantics.

The team became the Dodgers permanently in1932, and broke Major League Baseball's racialbarrier when Jackie Robinson began playing in1947. It began playing in Los Angeles in 1958 andhas called Dodger Stadium home since 1962.

This year, the team has a 35-44 record and hasseen home attendance decline sharply. The Dodgershave won six World Series championships, butnone since 1988.

LONDON - Roger Federer suffered his secondstraight Wimbledon quarter-final exit when anextraordinary comeback by Frenchman Jo-Wilfried Tsonga condemned the Swiss to a shock 3-6 6-7 6-4 6-4 6-4 defeat on Wednesday.
