Ballymun is one of thirteen areas where the Government set up a Local Drugs Task Force in early 1997 in response to the worsening drugs problem. Hugh Greaves stated that when the BLTF first set up there was a pronounced issue of drug dealing and related activity in Ballymun. “The area was seen as an easy place to score and sometimes attracted drug users from all over the city when there was a shortage of drugs to buy in their own areas. “Today there is concerted, co-ordinated effort to address dealing. The Gardai are working closely with Dublin City Council, the Town Centre management and the community and there is a significant reduction in the level of street dealing, etc. “The Task Force assisted in this by facilitating the different agencies to work together and also by funding the CCTV system and supporting tenants networks. “The task force has also been very involved with the implementation of the Young People’s Facilities and Services Fund and has been an instrumental part of the establishment of the Ballymun Regional Youth Resource.” The BLDTF works through an equal partnership of local community representatives, political representa tives, local community and voluntary groups and statutory agencies. After consultation with the local community, the BLDTF set out and overseen the implementation of two Service Plans which address the drugs issue under three headings: Education and Prevention; Treatment and Rehabilitation; and Supply Reduction. “Three sub-committees were established under these headings and have overseen the implementation of 28 projects. In all over 3 million has been spent on the projects set up through the two service plans,” he stated. As well as implementing projects the task force also provides a framework for joint work between different organisations and groups. This has enabled statutory agencies to bring resources to bear on different areas that effect or are affected by the drugs issue that might otherwise have been overlooked. “On average there has always been at least over 60 people involved in the Task Force or one of its sub-commit tees. These come from a wide variety of different organisations and interests including local residents, teachers, City Council officers, Gardai, drug project workers, doctors, counsellors, youth workers, etc. “The Task Force has provided a very useful focal point for discussion, planning and response to local drugs issues,” he said. On the treatment and rehabilitation issue, Hugh claimed that when the task force was set up over 300 drug users from Ballymun were awaiting drug treatment, “Today there is no waiting list due to the provision of health board services. “To complement these medical services there is now a range of complementary programmes aimed at drug users at different stages of addressing their addictions including early treatment support, aftercare/relapse counselling, women’s rehabilitation/education programme, job/career placement, support and training, pre and post prison release support. “This range of support has led to a growing number of service users stabilising their drug use, undergoing treatment and rehab programmes, getting jobs, and getting better. This has led to a sense of hope and belief that the future can be brighter no matter what circumstances people find themselves in,” he stated. Speaking about education and prevention, Hugh said that when the BLTF first set up, there was very little support for initiatives aimed at supporting children and young people in school and out. “ Today there are a number of significant programmes in place including Early Bird Clubs, After school Clubs, Aisling Programmes, Drug awareness and education programmes, special activities for high risk young people, youth work ers, youth outreach workers, mini-bus services, family support, drug education support, adult training programmes. “We believe that this range of support and education programmes has led to far fewer children and young people falling out of the system with no one looking for them. In an exclusive interview with Ballymun Concrete News the coordinator of Ballymun Drugs Task Force Hugh Greaves states that sigshynificant progress has been achieved since the BLDTF was established

Ballymun is one of thirteen areas where the Government set up a Local Drugs Task Force in early 1997 in response to the worsening drugs problem

Hugh Greaves stated that when the BLTF first set up there was a pronounced issue of drug dealing and related activity in Ballymun ldquoThe area was seen as an easy place to score and sometimes attracted drug users from all over the city when there was a shortage of drugs to buy in their own areas

Councillor Eamon Orsquo Brien Chairperson of Dublin Northwest Area Committee (Lab) attended the second annual conference on Tuesday April 8th in Axis in support of the children

The seminars hosted by Dublin City Council Comhairle na nOacuteg are part of an election process which offers an opporshytunity for children between the ages of seven to seventeen to become involved in a decision making process for the Dublin area

Organised by the Dublin City Council over six hundred youngsters participated from schools and youth groups in each area

Issues discussed included Transport the Environment and Community facilities Groups put their views across using sketches drawings magazines and even an open letter to Dublin City Council These in turn were passed on to the Dublin City Development to form part of the Dublin City Development Plan

ldquoComhairle na nOacuteg is a great opportunity for children to get involved at an early age in decision-making for Dublin city while also offering them a chance to enjoy a fun-packed day and make friends from other Dublin schoolsrdquo said Peter Finnegan Director of the

ldquoWe were overwhelmed at the level of interest among our young Dublin citizens last year and as a result we have made Comhairle na nOacuteg an annual eventrdquo

In Ballymun five young people were elected to represent the Northwest area on Comhairle na NOacuteg some of whom will have the opportunity to be elected onto Dail na nOacuteg

The Ballymun event was organshyized and facilitated by staff from Dublin City Councilrsquos Community Development Section and the Community Arts Factory

Overall fifty Dublin children elected by their fellow workshyshop members will be elected

to Comhairle na nOacuteg which will sit at City Hall Dublin From the elected Comhairle na nOacuteg eleven are elected to Daacuteil na nOacuteg (Youth parliament) and an additional eleven to Daacuteil na bPaacuteistiacute (chilshydrenrsquos parliament) to sit later this year

This yearrsquos election process involved six large seminars in Finglas South Central Dublin Ballymun South East Dublin North Central and Central Dublin

This yearrsquos themes for the childrenrsquos workshops were transport (ldquoStop Jamming Start Movingrdquo) environment (ldquoGreen Spaces Clean Spacesrdquo) and community and playrecreation facilities (ldquoBreak Timerdquo)

One hour of pure entertainment and theatre at its best the young cast and musicians performed what

ldquoIt is the type of medium that people will read in newspaper format because theyrsquore used to this type of format I think it looks well and its being distributed to Ballymun and Finglas Drumcondra and Santry over the next few weeksrdquo

The tribute newspaper highlights a selection of Seanrsquos historical background in text and colourful photographs

It was also announced at the launch that a special Sean Orsquo Cionnaith Best Citizen award of euro2000 and a plaque will be presented each year to Ballymunrsquos best citizen to commemorate the anniversary of Seacuteans death

ldquoThe award is meant to reward people who are

activists working on behalf of the people in their area To give them real recognition while they are still alive why wait until theyrsquore dead and gone and also to encourage community activism in generalrdquo stated John Dunne

The first of these awards will be presented in February 2004 More details of this prestigious award will become available when a special comshymittee to judge the awards is formed

Funds Ballymun Local Drugs Task Force has two grant funds available to Ballymun groups clubs and organisations

These are bull Drug Education

Activities Grant

bull Youth at Risk Grant

Both grant funds can be applied to all year round THERE IS NO CLOSING DATE

They are two very different funds

Youth at Risk Grant This grant offers an INCENTIVE to groups to work with young people considered to be at serious risk of becoming involved in drug use andor of developing drug problems In other words the grant is to help your group to work with young people at HIGH RISK

1 Do you plan to work with a new set of young people (not already involved in your activities) who you have identified as being at HIGH RISK or

2Do you plan to organise an extra or new activityprogramme that aims to address HIGH RISK behaviour in current members

If you can answer yes to either of these questions then your group might qualify for a Youth at Risk grant

The grant is available to Youth Groups Schools and organisations that work with young people from Ballymun

The grant is available to support the organisation of additional activities for young Ballymunners who are at HIGH RISK of drug use

The Youth at Risk grant is about the lsquoWHOrsquoshylsquoWHOrsquo being young people at HIGH RISK

Drug Education Activities Grant This grant is available to Youth Groups Schools Local Area Fora Drug-Watches Community Projects and any other concerned group

Grants will be awarded to groups wishing to carry out drug education and prevention activities aimed at increasing knowledge understanding and awareness of the issues associated with drug use

This can mean organising guest speakers an ongoing training course going to see a play film or other event that promotes learning about the drugs issue

In the past 12 months this fund helped bull Ballymun primary schools buy materials used in drug education bull buy 250 theatre tickets for Ballymun teenagers to go and see a play about drugs bull a primary school employ a drama teacher to help children learn about drugs

With the current ongoing road construction in the Ballymun area there will continue to be disruptions and inconvenience to traffic and pedestrians While major roads realignments are being carried out it is important for local residents to take extra care when crossing the roads and only use designated crossings

As this project is being carried out in a major town with almost 20000 residents (of which 6000 are children) and existing dwellings in places this makes it difficult to carry this work out safely without the co-operation of local people

While there are a number of areas which are of concern to ourselves and local residents we are doing all we possibly can to provide the best possible safety measures in the interests of residents and our workers

It is equally important for parents to instruct their children of the dangers of playing anywhere near construction areas We are very concerned that numbers of children have been seen climbing over protective fencing and playing in dangerous areasTo this end we employed Security Personnel to keep children away from construction areas but their powers are limited

We urge all residents in Ballymun to assist us by working with us and perhaps suggesting ways that together in the interests of safety we can minimise the dangers at construction sites

We would also ask local schools to keep reminding children to be extra careful when going to and coming from school In particular to use only the designated footpaths and crossings

Deregulation

Towards the end of April the Government was recommended to rethink its handling of the families of taxi drivers affected by deregulation of the sector The Taxi hardship board - set up by the Government should be scrapped and replaced and families should be compensated or at least dealt with on a fair basis which looks at their real circumstances

These are just two of the three main points raised in a EU report published recently The setting up of a Commission or taxi regulation is another main point of the European Parliament Petitions Committee document - published after a delegation of members of the EP came to Ireland to investigate the matter just over a month ago

This visit was ldquounprecedentedrdquo according to Finglas woman Rita Fernandez who is secretary of the group representing hard hit taxi families FAIR (Families Advocate Immediate Redress)The Petitions Committee receives thousands of complaints and cases a year and can only investigate a very small number of them This is the first time they came to Irelandrdquo she said

FAIR got the European Union involved only after their lobby campaign frustratingly hit brick walls in the Irish political system ldquoWe would get a lot of sympathetshyic hearings and support but when the decisions were being made there was no sympathy thenrdquo adds Rita

Almost by accident the group discovered a pamphlet about the petitions committee of the European Parliament This one simple find would help revolutionise their crusade and help them achieve results that would be impossible otherwise

Dublin MEP Mary Banotti first helped submit their petition to the Parliament Proinsias De Rossa would also later take up their baton as Vice Chairperson of the petitions committee Lodged in October 2000 it would not be until March 2001 that they would find out if their complaint was deemed as admissib e ie accepted as a legitimate complaint

ldquoWe couldnrsquot believe it when we heard the news and we were delighted We had terrific support in Brussels from all the Irish MEPs who spoke out so well for us on our behalfrdquo says Rita

While the Government was invited to send representatives to two public hearings in Brussels none attended ldquoMr Gernelli the chairman of the committee said that if the Government would not come to us we would go to them added Rita

The input of the EU and public hearings for the women of FAIR were an empowering one remarks the group spokeswoman ldquoFor the first time the women and families elt they were being listened to

People on the street donrsquot realise that there is more to Europe than grants and funding or road building Being a member of the European Union has real benefits that affect us in our daily livesrdquo she added

While the Government has just taken delivery of the EP report FAIR are optimistic the recommendations will be put in place before Ireland takes over at the head of the EU when the Presidency starts here in January 2004

Health scare for Cannabis users Cannabis could leave 1800 users a year with health scars and Minister Noel Ahern is concerned about the serious health implications for users of the deadly drug The Minister was commenting on a recent published report in a British Medical Journal which stated that 1800 users of cannabis a year could be left with long term health scars

ldquoIf the calculations by Professor John Henry of Imperial College School of Medicine in London prove to be correct it would mean that an average of 1750 Irish cannabis users each year will face serious health problems in their lifetime

ldquoThe research highlights that the use of cannabis can increase by more that four times the chances of havshying a heart attack within four hours of smoking while the modern day drug is now 10 times stronger than it was in the lsquoflower powerrsquo generashytionrdquo claimed Minister Ahern

sentatives are supporting a camshypaign in Europe to legalise drugs such as cocaine ecstasy and cannabis

ldquoIt is difficult to understand why one would want to legalise a drug which may already have detrimental health effects for almost 1800 people every year in this countryrdquo he added

ldquoThere is a dangerous shift in the way people use cannabis making it even more imperative to continue our fight against the drug here in Ireland In a time when this Government is doing everything in its power to reduce the numbers dying from tobacco related diseases it is absurd to suggest that we legalise a drug that will in the long term have serious implications for peoplerdquo said Minister Ahern

ldquoThe report states that although cannabis cigarettes are smoked less frequently than nicotine cigarettes their mode of inhalation is very different Compared with tobacco smokers cannabis smokers take two thirds larger puff volume a third larger inhalation and hold the smoke down four times as long as cigarette smokersrdquo

Minister Ahern said it is already a well known fact that regular use of cannabis is associated with an increased incidence of mental illness notably schizophrenia and depression

ldquoWhen the risk of mental health problems is added to the potential for morbidity and sudden death from cannabis smokers the clear risk to the health of every cannabis user becomes even more apparentrdquo he concluded

There are three reasons why bookkeeping and keeping accounts are important

1You will want to know how profitable the business is and how it can be improved

2 Banks and government agencies will want to know how profitable and stable the business is if you are looking for money from them

3 The Revenue Commissioners will require them for taxation purposes - so that you can prove the limit of your tax liability

A good bookkeeping system can make all the difference between success and failure From properly kept books it is possible to find out

What property you own What capital you have (or have not) What profit or loss you have made over a given period of time and how it was made so that any necessary corrective action can be taken What you owe and to whom What you are owed and by whom

Keeping records

Every business has to keep certain minimum records right from the start It may seem a nuisance but it is absolutely essential Unless basic information is recorded systematically it will be impossible to analyse the progress of the business and track down areas where money is being lost or wasted

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

Exactly what form your records should take is a matter for you and your accountant to decide Apart from tax requirements you need to have easy access to whatever figures you will need to compare the profit margins on different products check on cost control in various areas and so on However there are some basic requirements which are common to every business bookkeeping and accounting systemThese are maintaining the following

Keeping the books straight

IrishUnsigned in conjunction with the Ballymun Concrete News is trying to create a lsquoShowcase Ballymun compilation CD featuring the bands in and around Ballymun If we can generate the finances required (around euro2000) we will do it over the coming months and have it ready by the end of the summer

If those bands in the area (and surrounding areas) want to create a Ballymun showcase CD wersquoll help What you have to do is get in touch with IrishUnsigned preferably by email (ronirishUnsignedcom) or text message (0879748263) and leave contact details etc We have arranged studio time for bands to record in a 24shytrack digital studio in the Bray Institute of Further Education studio Bray

You have to be ready to do it on any given weekWe will not piss about with idiots practicing tunes they should know by heart while in the studio so make sure you get the best three songs you have (original ones) practice until your fingers bleed then tell us you are ready We will then book you into the studio Itrsquoll take some time but itrsquoll get done

Once we have a total of 14-18 tracks (maybe two from each of 7 or 8 bands) we have to duplicate them This will cost approx euro2000 for 2000 CDs so the money will have to be raised It will be up to the bands andor local organshyisations and businesses to generate the cash (you could help by asking any conshytact you have in a local business who may be willing to sponsor it for a coushyple of hundred quid each for a logo of

theirs to appear on it) Once duplicated we will get it in shops but that wonrsquot really help What will have to be done is for the bands on it - and their friends - to sell it everywhere and to everyone they can (probably a fiver each)

Councillor Eamon Orsquo Brien Chairperson of Dublin Northwest Area Committee (Lab) attended the second annual conference on Tuesday April 8th in Axis in support of the children

The seminars hosted by Dublin City Council Comhairle na nOacuteg are part of an election process which offers an opporshytunity for children between the ages of seven to seventeen to become involved in a decision making process for the Dublin area

Organised by the Dublin City Council over six hundred youngsters participated from schools and youth groups in each area

Issues discussed included Transport the Environment and Community facilities Groups put their views across using sketches drawings magazines and even an open letter to Dublin City Council These in turn were passed on to the Dublin City Development to form part of the Dublin City Development Plan

ldquoComhairle na nOacuteg is a great opportunity for children to get involved at an early age in decision-making for Dublin city while also offering them a chance to enjoy a fun-packed day and make friends from other Dublin schoolsrdquo said Peter Finnegan Director of the

ldquoWe were overwhelmed at the level of interest among our young Dublin citizens last year and as a result we have made Comhairle na nOacuteg an annual eventrdquo

In Ballymun five young people were elected to represent the Northwest area on Comhairle na NOacuteg some of whom will have the opportunity to be elected onto Dail na nOacuteg

The Ballymun event was organshyized and facilitated by staff from Dublin City Councilrsquos Community Development Section and the Community Arts Factory

Overall fifty Dublin children elected by their fellow workshyshop members will be elected

to Comhairle na nOacuteg which will sit at City Hall Dublin From the elected Comhairle na nOacuteg eleven are elected to Daacuteil na nOacuteg (Youth parliament) and an additional eleven to Daacuteil na bPaacuteistiacute (chilshydrenrsquos parliament) to sit later this year

This yearrsquos election process involved six large seminars in Finglas South Central Dublin Ballymun South East Dublin North Central and Central Dublin

This yearrsquos themes for the childrenrsquos workshops were transport (ldquoStop Jamming Start Movingrdquo) environment (ldquoGreen Spaces Clean Spacesrdquo) and community and playrecreation facilities (ldquoBreak Timerdquo)

One hour of pure entertainment and theatre at its best the young cast and musicians performed what

must be one of the most diffishycult parts of drama to portray to perfection action in mime

The young Munch musicians throughout the performance played their percussion instruments in perfect timing to the mime and backdrop scenes

ldquoIt is the type of medium that people will read in newspaper format because theyrsquore used to this type of format I think it looks well and its being distributed to Ballymun and Finglas Drumcondra and Santry over the next few weeksrdquo

The tribute newspaper highlights a selection of Seanrsquos historical background in text and colourful photographs

Funds Ballymun Local Drugs Task Force has two grant funds available to Ballymun groups clubs and organisations

These are bull Drug Education

Activities Grant

bull Youth at Risk Grant

Both grant funds can be applied to all year round THERE IS NO CLOSING DATE

They are two very different funds

Youth at Risk Grant This grant offers an INCENTIVE to groups to work with young people considered to be at serious risk of becoming involved in drug use andor of developing drug problems In other words the grant is to help your group to work with young people at HIGH RISK

1 Do you plan to work with a new set of young people (not already involved in your activities) who you have identified as being at HIGH RISK or

2Do you plan to organise an extra or new activityprogramme that aims to address HIGH RISK behaviour in current members

If you can answer yes to either of these questions then your group might qualify for a Youth at Risk grant

The grant is available to Youth Groups Schools and organisations that work with young people from Ballymun

The grant is available to support the organisation of additional activities for young Ballymunners who are at HIGH RISK of drug use

The Youth at Risk grant is about the lsquoWHOrsquoshylsquoWHOrsquo being young people at HIGH RISK

Drug Education Activities Grant This grant is available to Youth Groups Schools Local Area Fora Drug-Watches Community Projects and any other concerned group

Grants will be awarded to groups wishing to carry out drug education and prevention activities aimed at increasing knowledge understanding and awareness of the issues associated with drug use

This can mean organising guest speakers an ongoing training course going to see a play film or other event that promotes learning about the drugs issue

Be aware think TABS (Think act and be Safe)

With the current ongoing road construction in the Ballymun area there will continue to be disruptions and inconvenience to traffic and pedestrians While major roads realignments are being carried out it is important for local residents to take extra care when crossing the roads and only use designated crossings

As this project is being carried out in a major town with almost 20000 residents (of which 6000 are children) and existing dwellings in places this makes it difficult to carry this work out safely without the co-operation of local people

While there are a number of areas which are of concern to ourselves and local residents we are doing all we possibly can to provide the best possible safety measures in the interests of residents and our workers

It is equally important for parents to instruct their children of the dangers of playing anywhere near construction areas We are very concerned that numbers of children have been seen climbing over protective fencing and playing in dangerous areasTo this end we employed Security Personnel to keep children away from construction areas but their powers are limited

Deregulation

Towards the end of April the Government was recommended to rethink its handling of the families of taxi drivers affected by deregulation of the sector The Taxi hardship board - set up by the Government should be scrapped and replaced and families should be compensated or at least dealt with on a fair basis which looks at their real circumstances

These are just two of the three main points raised in a EU report published recently The setting up of a Commission or taxi regulation is another main point of the European Parliament Petitions Committee document - published after a delegation of members of the EP came to Ireland to investigate the matter just over a month ago

This visit was ldquounprecedentedrdquo according to Finglas woman Rita Fernandez who is secretary of the group representing hard hit taxi families FAIR (Families Advocate Immediate Redress)The Petitions Committee receives thousands of complaints and cases a year and can only investigate a very small number of them This is the first time they came to Irelandrdquo she said

FAIR got the European Union involved only after their lobby campaign frustratingly hit brick walls in the Irish political system ldquoWe would get a lot of sympathetshyic hearings and support but when the decisions were being made there was no sympathy thenrdquo adds Rita

Almost by accident the group discovered a pamphlet about the petitions committee of the European Parliament This one simple find would help revolutionise their crusade and help them achieve results that would be impossible otherwise

Dublin MEP Mary Banotti first helped submit their petition to the Parliament Proinsias De Rossa would also later take up their baton as Vice Chairperson of the petitions committee Lodged in October 2000 it would not be until March 2001 that they would find out if their complaint was deemed as admissib e ie accepted as a legitimate complaint

ldquoWe couldnrsquot believe it when we heard the news and we were delighted We had terrific support in Brussels from all the Irish MEPs who spoke out so well for us on our behalfrdquo says Rita

While the Government was invited to send representatives to two public hearings in Brussels none attended ldquoMr Gernelli the chairman of the committee said that if the Government would not come to us we would go to them added Rita

The input of the EU and public hearings for the women of FAIR were an empowering one remarks the group spokeswoman ldquoFor the first time the women and families elt they were being listened to

People on the street donrsquot realise that there is more to Europe than grants and funding or road building Being a member of the European Union has real benefits that affect us in our daily livesrdquo she added

While the Government has just taken delivery of the EP report FAIR are optimistic the recommendations will be put in place before Ireland takes over at the head of the EU when the Presidency starts here in January 2004

Health scare for Cannabis users Cannabis could leave 1800 users a year with health scars and Minister Noel Ahern is concerned about the serious health implications for users of the deadly drug The Minister was commenting on a recent published report in a British Medical Journal which stated that 1800 users of cannabis a year could be left with long term health scars

ldquoIf the calculations by Professor John Henry of Imperial College School of Medicine in London prove to be correct it would mean that an average of 1750 Irish cannabis users each year will face serious health problems in their lifetime

ldquoThe research highlights that the use of cannabis can increase by more that four times the chances of havshying a heart attack within four hours of smoking while the modern day drug is now 10 times stronger than it was in the lsquoflower powerrsquo generashytionrdquo claimed Minister Ahern

ldquoThere is a dangerous shift in the way people use cannabis making it even more imperative to continue our fight against the drug here in Ireland In a time when this Government is doing everything in its power to reduce the numbers dying from tobacco related diseases it is absurd to suggest that we legalise a drug that will in the long term have serious implications for peoplerdquo said Minister Ahern

Minister Ahern said it is already a well known fact that regular use of cannabis is associated with an increased incidence of mental illness notably schizophrenia and depression

ldquoWhen the risk of mental health problems is added to the potential for morbidity and sudden death from cannabis smokers the clear risk to the health of every cannabis user becomes even more apparentrdquo he concluded

There are three reasons why bookkeeping and keeping accounts are important

1You will want to know how profitable the business is and how it can be improved

2 Banks and government agencies will want to know how profitable and stable the business is if you are looking for money from them

3 The Revenue Commissioners will require them for taxation purposes - so that you can prove the limit of your tax liability

A good bookkeeping system can make all the difference between success and failure From properly kept books it is possible to find out

What property you own What capital you have (or have not) What profit or loss you have made over a given period of time and how it was made so that any necessary corrective action can be taken What you owe and to whom What you are owed and by whom

Keeping records

Every business has to keep certain minimum records right from the start It may seem a nuisance but it is absolutely essential Unless basic information is recorded systematically it will be impossible to analyse the progress of the business and track down areas where money is being lost or wasted

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

Exactly what form your records should take is a matter for you and your accountant to decide Apart from tax requirements you need to have easy access to whatever figures you will need to compare the profit margins on different products check on cost control in various areas and so on However there are some basic requirements which are common to every business bookkeeping and accounting systemThese are maintaining the following

Keeping the books straight

IrishUnsigned in conjunction with the Ballymun Concrete News is trying to create a lsquoShowcase Ballymun compilation CD featuring the bands in and around Ballymun If we can generate the finances required (around euro2000) we will do it over the coming months and have it ready by the end of the summer

If those bands in the area (and surrounding areas) want to create a Ballymun showcase CD wersquoll help What you have to do is get in touch with IrishUnsigned preferably by email (ronirishUnsignedcom) or text message (0879748263) and leave contact details etc We have arranged studio time for bands to record in a 24shytrack digital studio in the Bray Institute of Further Education studio Bray

You have to be ready to do it on any given weekWe will not piss about with idiots practicing tunes they should know by heart while in the studio so make sure you get the best three songs you have (original ones) practice until your fingers bleed then tell us you are ready We will then book you into the studio Itrsquoll take some time but itrsquoll get done

Once we have a total of 14-18 tracks (maybe two from each of 7 or 8 bands) we have to duplicate them This will cost approx euro2000 for 2000 CDs so the money will have to be raised It will be up to the bands andor local organshyisations and businesses to generate the cash (you could help by asking any conshytact you have in a local business who may be willing to sponsor it for a coushyple of hundred quid each for a logo of

theirs to appear on it) Once duplicated we will get it in shops but that wonrsquot really help What will have to be done is for the bands on it - and their friends - to sell it everywhere and to everyone they can (probably a fiver each)

Funds Ballymun Local Drugs Task Force has two grant funds available to Ballymun groups clubs and organisations

These are bull Drug Education

Activities Grant

bull Youth at Risk Grant

Both grant funds can be applied to all year round THERE IS NO CLOSING DATE

They are two very different funds

Youth at Risk Grant This grant offers an INCENTIVE to groups to work with young people considered to be at serious risk of becoming involved in drug use andor of developing drug problems In other words the grant is to help your group to work with young people at HIGH RISK

1 Do you plan to work with a new set of young people (not already involved in your activities) who you have identified as being at HIGH RISK or

2Do you plan to organise an extra or new activityprogramme that aims to address HIGH RISK behaviour in current members

If you can answer yes to either of these questions then your group might qualify for a Youth at Risk grant

The grant is available to Youth Groups Schools and organisations that work with young people from Ballymun

The grant is available to support the organisation of additional activities for young Ballymunners who are at HIGH RISK of drug use

The Youth at Risk grant is about the lsquoWHOrsquoshylsquoWHOrsquo being young people at HIGH RISK

Drug Education Activities Grant This grant is available to Youth Groups Schools Local Area Fora Drug-Watches Community Projects and any other concerned group

Grants will be awarded to groups wishing to carry out drug education and prevention activities aimed at increasing knowledge understanding and awareness of the issues associated with drug use

This can mean organising guest speakers an ongoing training course going to see a play film or other event that promotes learning about the drugs issue

In the past 12 months this fund helped bull Ballymun primary schools buy materials used in drug education bull buy 250 theatre tickets for Ballymun teenagers to go and see a play about drugs bull a primary school employ a drama teacher to help children learn about drugs

With the current ongoing road construction in the Ballymun area there will continue to be disruptions and inconvenience to traffic and pedestrians While major roads realignments are being carried out it is important for local residents to take extra care when crossing the roads and only use designated crossings

As this project is being carried out in a major town with almost 20000 residents (of which 6000 are children) and existing dwellings in places this makes it difficult to carry this work out safely without the co-operation of local people

While there are a number of areas which are of concern to ourselves and local residents we are doing all we possibly can to provide the best possible safety measures in the interests of residents and our workers

It is equally important for parents to instruct their children of the dangers of playing anywhere near construction areas We are very concerned that numbers of children have been seen climbing over protective fencing and playing in dangerous areasTo this end we employed Security Personnel to keep children away from construction areas but their powers are limited

Towards the end of April the Government was recommended to rethink its handling of the families of taxi drivers affected by deregulation of the sector The Taxi hardship board - set up by the Government should be scrapped and replaced and families should be compensated or at least dealt with on a fair basis which looks at their real circumstances

These are just two of the three main points raised in a EU report published recently The setting up of a Commission or taxi regulation is another main point of the European Parliament Petitions Committee document - published after a delegation of members of the EP came to Ireland to investigate the matter just over a month ago

This visit was ldquounprecedentedrdquo according to Finglas woman Rita Fernandez who is secretary of the group representing hard hit taxi families FAIR (Families Advocate Immediate Redress)The Petitions Committee receives thousands of complaints and cases a year and can only investigate a very small number of them This is the first time they came to Irelandrdquo she said

FAIR got the European Union involved only after their lobby campaign frustratingly hit brick walls in the Irish political system ldquoWe would get a lot of sympathetshyic hearings and support but when the decisions were being made there was no sympathy thenrdquo adds Rita

Almost by accident the group discovered a pamphlet about the petitions committee of the European Parliament This one simple find would help revolutionise their crusade and help them achieve results that would be impossible otherwise

Dublin MEP Mary Banotti first helped submit their petition to the Parliament Proinsias De Rossa would also later take up their baton as Vice Chairperson of the petitions committee Lodged in October 2000 it would not be until March 2001 that they would find out if their complaint was deemed as admissib e ie accepted as a legitimate complaint

ldquoWe couldnrsquot believe it when we heard the news and we were delighted We had terrific support in Brussels from all the Irish MEPs who spoke out so well for us on our behalfrdquo says Rita

While the Government was invited to send representatives to two public hearings in Brussels none attended ldquoMr Gernelli the chairman of the committee said that if the Government would not come to us we would go to them added Rita

The input of the EU and public hearings for the women of FAIR were an empowering one remarks the group spokeswoman ldquoFor the first time the women and families elt they were being listened to

While the Government has just taken delivery of the EP report FAIR are optimistic the recommendations will be put in place before Ireland takes over at the head of the EU when the Presidency starts here in January 2004

Health scare for Cannabis users Cannabis could leave 1800 users a year with health scars and Minister Noel Ahern is concerned about the serious health implications for users of the deadly drug The Minister was commenting on a recent published report in a British Medical Journal which stated that 1800 users of cannabis a year could be left with long term health scars

ldquoIf the calculations by Professor John Henry of Imperial College School of Medicine in London prove to be correct it would mean that an average of 1750 Irish cannabis users each year will face serious health problems in their lifetime

ldquoThe research highlights that the use of cannabis can increase by more that four times the chances of havshying a heart attack within four hours of smoking while the modern day drug is now 10 times stronger than it was in the lsquoflower powerrsquo generashytionrdquo claimed Minister Ahern

There are three reasons why bookkeeping and keeping accounts are important

1You will want to know how profitable the business is and how it can be improved

2 Banks and government agencies will want to know how profitable and stable the business is if you are looking for money from them

3 The Revenue Commissioners will require them for taxation purposes - so that you can prove the limit of your tax liability

A good bookkeeping system can make all the difference between success and failure From properly kept books it is possible to find out

What property you own What capital you have (or have not) What profit or loss you have made over a given period of time and how it was made so that any necessary corrective action can be taken What you owe and to whom What you are owed and by whom

Keeping records

Every business has to keep certain minimum records right from the start It may seem a nuisance but it is absolutely essential Unless basic information is recorded systematically it will be impossible to analyse the progress of the business and track down areas where money is being lost or wasted

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

Exactly what form your records should take is a matter for you and your accountant to decide Apart from tax requirements you need to have easy access to whatever figures you will need to compare the profit margins on different products check on cost control in various areas and so on However there are some basic requirements which are common to every business bookkeeping and accounting systemThese are maintaining the following

Keeping the books straight

IrishUnsigned in conjunction with the Ballymun Concrete News is trying to create a lsquoShowcase Ballymun compilation CD featuring the bands in and around Ballymun If we can generate the finances required (around euro2000) we will do it over the coming months and have it ready by the end of the summer

If those bands in the area (and surrounding areas) want to create a Ballymun showcase CD wersquoll help What you have to do is get in touch with IrishUnsigned preferably by email (ronirishUnsignedcom) or text message (0879748263) and leave contact details etc We have arranged studio time for bands to record in a 24shytrack digital studio in the Bray Institute of Further Education studio Bray

You have to be ready to do it on any given weekWe will not piss about with idiots practicing tunes they should know by heart while in the studio so make sure you get the best three songs you have (original ones) practice until your fingers bleed then tell us you are ready We will then book you into the studio Itrsquoll take some time but itrsquoll get done

Once we have a total of 14-18 tracks (maybe two from each of 7 or 8 bands) we have to duplicate them This will cost approx euro2000 for 2000 CDs so the money will have to be raised It will be up to the bands andor local organshyisations and businesses to generate the cash (you could help by asking any conshytact you have in a local business who may be willing to sponsor it for a coushyple of hundred quid each for a logo of

theirs to appear on it) Once duplicated we will get it in shops but that wonrsquot really help What will have to be done is for the bands on it - and their friends - to sell it everywhere and to everyone they can (probably a fiver each)

You will note that in that last couple of paragraphs I pointed out that the majority of it is up to you Get in touch with us and leave us your contact email address or phonemobile number Wersquoll see what happens after that

IrishUnsigned is finally about to release our first compilation CD featuring bands from all over the Country (including Ballymun) Hopefully we will have it in the shops in early July (Omni Centre and Finglas)

Funds Ballymun Local Drugs Task Force has two grant funds available to Ballymun groups clubs and organisations

These are bull Drug Education

Activities Grant

bull Youth at Risk Grant

Both grant funds can be applied to all year round THERE IS NO CLOSING DATE

They are two very different funds

Youth at Risk Grant This grant offers an INCENTIVE to groups to work with young people considered to be at serious risk of becoming involved in drug use andor of developing drug problems In other words the grant is to help your group to work with young people at HIGH RISK

1 Do you plan to work with a new set of young people (not already involved in your activities) who you have identified as being at HIGH RISK or

2Do you plan to organise an extra or new activityprogramme that aims to address HIGH RISK behaviour in current members

If you can answer yes to either of these questions then your group might qualify for a Youth at Risk grant

The grant is available to Youth Groups Schools and organisations that work with young people from Ballymun

The grant is available to support the organisation of additional activities for young Ballymunners who are at HIGH RISK of drug use

The Youth at Risk grant is about the lsquoWHOrsquoshylsquoWHOrsquo being young people at HIGH RISK

Drug Education Activities Grant This grant is available to Youth Groups Schools Local Area Fora Drug-Watches Community Projects and any other concerned group

Grants will be awarded to groups wishing to carry out drug education and prevention activities aimed at increasing knowledge understanding and awareness of the issues associated with drug use

This can mean organising guest speakers an ongoing training course going to see a play film or other event that promotes learning about the drugs issue

With the current ongoing road construction in the Ballymun area there will continue to be disruptions and inconvenience to traffic and pedestrians While major roads realignments are being carried out it is important for local residents to take extra care when crossing the roads and only use designated crossings

As this project is being carried out in a major town with almost 20000 residents (of which 6000 are children) and existing dwellings in places this makes it difficult to carry this work out safely without the co-operation of local people

While there are a number of areas which are of concern to ourselves and local residents we are doing all we possibly can to provide the best possible safety measures in the interests of residents and our workers

It is equally important for parents to instruct their children of the dangers of playing anywhere near construction areas We are very concerned that numbers of children have been seen climbing over protective fencing and playing in dangerous areasTo this end we employed Security Personnel to keep children away from construction areas but their powers are limited

We urge all residents in Ballymun to assist us by working with us and perhaps suggesting ways that together in the interests of safety we can minimise the dangers at construction sites

We would also ask local schools to keep reminding children to be extra careful when going to and coming from school In particular to use only the designated footpaths and crossings

Health scare for Cannabis users Cannabis could leave 1800 users a year with health scars and Minister Noel Ahern is concerned about the serious health implications for users of the deadly drug The Minister was commenting on a recent published report in a British Medical Journal which stated that 1800 users of cannabis a year could be left with long term health scars

ldquoIf the calculations by Professor John Henry of Imperial College School of Medicine in London prove to be correct it would mean that an average of 1750 Irish cannabis users each year will face serious health problems in their lifetime

ldquoThe research highlights that the use of cannabis can increase by more that four times the chances of havshying a heart attack within four hours of smoking while the modern day drug is now 10 times stronger than it was in the lsquoflower powerrsquo generashytionrdquo claimed Minister Ahern

There are three reasons why bookkeeping and keeping accounts are important

1You will want to know how profitable the business is and how it can be improved

2 Banks and government agencies will want to know how profitable and stable the business is if you are looking for money from them

3 The Revenue Commissioners will require them for taxation purposes - so that you can prove the limit of your tax liability

A good bookkeeping system can make all the difference between success and failure From properly kept books it is possible to find out

What property you own What capital you have (or have not) What profit or loss you have made over a given period of time and how it was made so that any necessary corrective action can be taken What you owe and to whom What you are owed and by whom

Keeping records

Every business has to keep certain minimum records right from the start It may seem a nuisance but it is absolutely essential Unless basic information is recorded systematically it will be impossible to analyse the progress of the business and track down areas where money is being lost or wasted

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

IrishUnsigned in conjunction with the Ballymun Concrete News is trying to create a lsquoShowcase Ballymun compilation CD featuring the bands in and around Ballymun If we can generate the finances required (around euro2000) we will do it over the coming months and have it ready by the end of the summer

If those bands in the area (and surrounding areas) want to create a Ballymun showcase CD wersquoll help What you have to do is get in touch with IrishUnsigned preferably by email (ronirishUnsignedcom) or text message (0879748263) and leave contact details etc We have arranged studio time for bands to record in a 24shytrack digital studio in the Bray Institute of Further Education studio Bray

You have to be ready to do it on any given weekWe will not piss about with idiots practicing tunes they should know by heart while in the studio so make sure you get the best three songs you have (original ones) practice until your fingers bleed then tell us you are ready We will then book you into the studio Itrsquoll take some time but itrsquoll get done

Once we have a total of 14-18 tracks (maybe two from each of 7 or 8 bands) we have to duplicate them This will cost approx euro2000 for 2000 CDs so the money will have to be raised It will be up to the bands andor local organshyisations and businesses to generate the cash (you could help by asking any conshytact you have in a local business who may be willing to sponsor it for a coushyple of hundred quid each for a logo of

theirs to appear on it) Once duplicated we will get it in shops but that wonrsquot really help What will have to be done is for the bands on it - and their friends - to sell it everywhere and to everyone they can (probably a fiver each)

With the current ongoing road construction in the Ballymun area there will continue to be disruptions and inconvenience to traffic and pedestrians While major roads realignments are being carried out it is important for local residents to take extra care when crossing the roads and only use designated crossings

As this project is being carried out in a major town with almost 20000 residents (of which 6000 are children) and existing dwellings in places this makes it difficult to carry this work out safely without the co-operation of local people

While there are a number of areas which are of concern to ourselves and local residents we are doing all we possibly can to provide the best possible safety measures in the interests of residents and our workers

It is equally important for parents to instruct their children of the dangers of playing anywhere near construction areas We are very concerned that numbers of children have been seen climbing over protective fencing and playing in dangerous areasTo this end we employed Security Personnel to keep children away from construction areas but their powers are limited

We urge all residents in Ballymun to assist us by working with us and perhaps suggesting ways that together in the interests of safety we can minimise the dangers at construction sites

We would also ask local schools to keep reminding children to be extra careful when going to and coming from school In particular to use only the designated footpaths and crossings

Towards the end of April the Government was recommended to rethink its handling of the families of taxi drivers affected by deregulation of the sector The Taxi hardship board - set up by the Government should be scrapped and replaced and families should be compensated or at least dealt with on a fair basis which looks at their real circumstances

These are just two of the three main points raised in a EU report published recently The setting up of a Commission or taxi regulation is another main point of the European Parliament Petitions Committee document - published after a delegation of members of the EP came to Ireland to investigate the matter just over a month ago

Deregulation

Towards the end of April the Government was recommended to rethink its handling of the families of taxi drivers affected by deregulation of the sector The Taxi hardship board - set up by the Government should be scrapped and replaced and families should be compensated or at least dealt with on a fair basis which looks at their real circumstances

These are just two of the three main points raised in a EU report published recently The setting up of a Commission or taxi regulation is another main point of the European Parliament Petitions Committee document - published after a delegation of members of the EP came to Ireland to investigate the matter just over a month ago

This visit was ldquounprecedentedrdquo according to Finglas woman Rita Fernandez who is secretary of the group representing hard hit taxi families FAIR (Families Advocate Immediate Redress)The Petitions Committee receives thousands of complaints and cases a year and can only investigate a very small number of them This is the first time they came to Irelandrdquo she said

FAIR got the European Union involved only after their lobby campaign frustratingly hit brick walls in the Irish political system ldquoWe would get a lot of sympathetshyic hearings and support but when the decisions were being made there was no sympathy thenrdquo adds Rita

Almost by accident the group discovered a pamphlet about the petitions committee of the European Parliament This one simple find would help revolutionise their crusade and help them achieve results that would be impossible otherwise

Dublin MEP Mary Banotti first helped submit their petition to the Parliament Proinsias De Rossa would also later take up their baton as Vice Chairperson of the petitions committee Lodged in October 2000 it would not be until March 2001 that they would find out if their complaint was deemed as admissib e ie accepted as a legitimate complaint

ldquoWe couldnrsquot believe it when we heard the news and we were delighted We had terrific support in Brussels from all the Irish MEPs who spoke out so well for us on our behalfrdquo says Rita

While the Government was invited to send representatives to two public hearings in Brussels none attended ldquoMr Gernelli the chairman of the committee said that if the Government would not come to us we would go to them added Rita

Health scare for Cannabis users Cannabis could leave 1800 users a year with health scars and Minister Noel Ahern is concerned about the serious health implications for users of the deadly drug The Minister was commenting on a recent published report in a British Medical Journal which stated that 1800 users of cannabis a year could be left with long term health scars

ldquoIf the calculations by Professor John Henry of Imperial College School of Medicine in London prove to be correct it would mean that an average of 1750 Irish cannabis users each year will face serious health problems in their lifetime

ldquoThe research highlights that the use of cannabis can increase by more that four times the chances of havshying a heart attack within four hours of smoking while the modern day drug is now 10 times stronger than it was in the lsquoflower powerrsquo generashytionrdquo claimed Minister Ahern

ldquoThere is a dangerous shift in the way people use cannabis making it even more imperative to continue our fight against the drug here in Ireland In a time when this Government is doing everything in its power to reduce the numbers dying from tobacco related diseases it is absurd to suggest that we legalise a drug that will in the long term have serious implications for peoplerdquo said Minister Ahern

There are three reasons why bookkeeping and keeping accounts are important

1You will want to know how profitable the business is and how it can be improved

2 Banks and government agencies will want to know how profitable and stable the business is if you are looking for money from them

3 The Revenue Commissioners will require them for taxation purposes - so that you can prove the limit of your tax liability

A good bookkeeping system can make all the difference between success and failure From properly kept books it is possible to find out

What property you own What capital you have (or have not) What profit or loss you have made over a given period of time and how it was made so that any necessary corrective action can be taken What you owe and to whom What you are owed and by whom

Keeping records

Every business has to keep certain minimum records right from the start It may seem a nuisance but it is absolutely essential Unless basic information is recorded systematically it will be impossible to analyse the progress of the business and track down areas where money is being lost or wasted

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

Exactly what form your records should take is a matter for you and your accountant to decide Apart from tax requirements you need to have easy access to whatever figures you will need to compare the profit margins on different products check on cost control in various areas and so on However there are some basic requirements which are common to every business bookkeeping and accounting systemThese are maintaining the following

Written records are also needed for tax purposes Do not make the mistake of thinking that you can get away with something by not keeping records If there is not enough information there to establish your tax liability exactly the Revenue Commissioners will make an arbitrary decision on a figure usually a high amount Without proper records you will not be able to challenge their assessment

Exactly what form your records should take is a matter for you and your accountant to decide Apart from tax requirements you need to have easy access to whatever figures you will need to compare the profit margins on different products check on cost control in various areas and so on However there are some basic requirements which are common to every business bookkeeping and accounting systemThese are maintaining the following

Keeping the books straight

IrishUnsigned in conjunction with the Ballymun Concrete News is trying to create a lsquoShowcase Ballymun compilation CD featuring the bands in and around Ballymun If we can generate the finances required (around euro2000) we will do it over the coming months and have it ready by the end of the summer

If those bands in the area (and surrounding areas) want to create a Ballymun showcase CD wersquoll help What you have to do is get in touch with IrishUnsigned preferably by email (ronirishUnsignedcom) or text message (0879748263) and leave contact details etc We have arranged studio time for bands to record in a 24shytrack digital studio in the Bray Institute of Further Education studio Bray

You have to be ready to do it on any given weekWe will not piss about with idiots practicing tunes they should know by heart while in the studio so make sure you get the best three songs you have (original ones) practice until your fingers bleed then tell us you are ready We will then book you into the studio Itrsquoll take some time but itrsquoll get done

Once we have a total of 14-18 tracks (maybe two from each of 7 or 8 bands) we have to duplicate them This will cost approx euro2000 for 2000 CDs so the money will have to be raised It will be up to the bands andor local organshyisations and businesses to generate the cash (you could help by asking any conshytact you have in a local business who may be willing to sponsor it for a coushyple of hundred quid each for a logo of

theirs to appear on it) Once duplicated we will get it in shops but that wonrsquot really help What will have to be done is for the bands on it - and their friends - to sell it everywhere and to everyone they can (probably a fiver each)

IrishUnsigned is finally about to release our first compilation CD featuring bands from all over the Country (including Ballymun) Hopefully we will have it in the shops in early July (Omni Centre and Finglas)

We hope yoursquoll all buy it - if only for the remixed Dextra song ldquoFeeling Bluerdquo that will be on it Naturally we would encourage everyone to buy at least ten copies
