Valediction Ceremony of 64th Batch
The month of April, 2011 marked the end of the 16
months long Induction training for the 64th Batch of the
IRS. On 16th April 2012, the Officer-Trainees belong-
ing to the 64th Batch of Indian Revenue Service passed
out of the portals of National Academy of Direct
Taxes after completing the sixteen-months Induction
Training Programme which commenced in December
2010. The valediction ceremony was held at the NADT
Auditorium.
Shri. Laxman Das, IRS, Chairman, Central Board of
Direct Taxes, New Delhi graced the occasion as the
Chief Guest. The ceremony began at 11 AM with the
rendering of the Academy Song by the NADT
Choir. Thereafter, Shri DS Saksena, Director General
(Training), NADT, delivered the welcome address by
introducing the Chief Guest and thanking the dignitaries
and guests present, including the family members of the
graduating Officer Trainees.
Conveying his best wishes to the graduating officer
trainees for a promising future, Sh Saksena impressed
upon them to do their best while discharging their profes-
sional responsibilities. Sh N Jayasankar, the Course Di-
rector of the 64th Batch presented the Course Report
summing up the activities of the event- packed 16 month
long Induction Training Programme. This was followed
by feedback by two Officer Trainees of the 64th Batch
of IRS officers, Shri Pravin Salunkhe and Ms. Adita
Singh. Sh. R.Ravichandran, Additional Director Gen-
eral-II, NADT, spoke on “Achievements & Expecta-
tions” outlining the training methodology followed in
the Induction programme. He also highlighted the im-
portance laid on improving ethics, values and morality
during the training. Thereafter he administered “Tax Ad-
ministrator‟s Prayer” to the Officer Trainees of outgoing
batch.
Academy Kriti, “ecsTAXy” in-house journals show-
casing the literary skills of the officer trainees and
bilingual version of the Newsletter “NADTree”, „were
released by the Chairman in the presence of DGIT
(Trg). The Training Calendar of NADT and DTRTIs for
FY 2012-13 was also released on this occasion. The Val-
edictory address was given by the Chief Guest Sh
Laxman Das, Chairman, Central Board of Direct Tax-
es. In his simple but powerful address, the Chairman
reminded the young officers of the challenges and
opportunities that are arising due to Globalization of
the economy and the consequent public expectations
on them. While emphasizing on the need to constantly
improve upon the knowledge and skills, he specifically
urged each officer to take care of the legitimate needs of
the Tax payers. He exhorted each one of them to incul-
cate a sense of duty, pride and commitment while dis-
charging their professional duties and be conscious of
their own image and that of the Department.
The Chairman then gave away the course completion cer-
tificates and medals to the Officer Trainees. Sh Vikram

Pagaria won the Finance Minister‟s Gold Medal for the
best all-round performance. Dr GM Doss, Additional
Director General-I proposed the vote of thanks. The
ceremony concluded with the rendering of the National
Anthem followed by the ceremonial passing out by the
outgoing officers. The 64th Batch of IRS consists of
139 officer trainees from different parts of India,
hailing from 19 different states and Union Territories
and speaking 19 different mother tongues. Uttar Pradesh
tops the list with 30 trainees belonging to it, followed
by Rajasthan (17), Maharashtra (15) and Tamil Na-
du (14). 56% have Hindi as their mother tongue.
Other major languages spoken are Marathi, Tamil and
Telugu. 74% of the trainees are men while 26% are
women. 67.50% of the trainees have urban background
and 32.50 % are from rural areas. Trainees have varied
educational qualifications with 39.50% holding their
basic degree in Humanities, 26.60% in Engineering &
Technology, 10.80 % in Medicine, 15.80% in Sci-
ence and the rest in various other disciplines. 36%
of the trainees possess Masters or higher degrees and 2
have PhDs.
The 16 month Induction Course included a rigorous
training regimen on Tax law and procedures, other Stat-
utes, Economics, Accountancy and Management. The
classroom training was interspersed with two spells of
the On-the Job Training ,Industrial attachment, Par-
liamentary attachment and attachments with other
apex training institutions like LBSNA, and apex Finan-
cial Institutions in Mumbai along with training modules
at the National Law School of India University, Banga-
lore and the Indian School of Business, Hyderabad. The
training module also included International attachments

with revenue departments of countries such as USA,
Netherlands, France, South Africa, Australia and Malay-
sia.
During the training, Departmental Examinations were
conducted and all the Officer Trainees passed both. For
the Officer Trainees, the International Attachment played
an important role in understanding and getting a first-
hand experience of the international best practices and
trends in taxation and delivery of taxpayer services and
has also exposed them to the work environment and eth-
ics in the developed countries which will go a long way
in making them a better tax administrator.

The 121st Jayanti of Bharat Ratna Dr.
Babasaheb Ambedkar was celebrated at
NADT, Nagpur. On this occasion, Shri
D S Saksena, DG, NADT paid floral
tributes by garlanding the photograph
of Dr. B R Ambedkar. In his address, Shri
D S Saksena, DG, NADT mentioned about
how Dr. B R Ambedkar dedicated his en-
tire life for the upliftment of the deprived
section of the society and has emerged as
one of the greatest social reformers. He
exhorted to draw inspiration from the
life of this great social reformer in
achieving greater heights in life by
sheer determination and hardwork in
adversities.

General-II and Dr. G M Doss, CIT (OSD), NADT were also present on the occasion and offered floral tributes to the
architect of Indian Constitution. The programme was conducted by Ms. Kranti Khobragde, officer trainee of 65th
batch and was attended in large numbers and floral tributes were paid by faculty members, officer trainees of
64th and 65th batches and staff members of NADT.

The pace of PAES!
The sun was bright, the leaves withered with the ap-
proaching summer, but the officer trainees were abuzz
about the guest of the day. When the clock stuck 10,
entered a man who looked way younger than his age
and smiling the entire time. Unfettered by the long
illustrious introduction that welcomed him, he took on
the dais. The man was none other than the tennis heart
throb Leander Paes.
What a speaker? All were awed at his oration the mo-
ment he started. More important was the “connect”
that he developed with the generation Y instantly. He
started to tell the entire story how an Indian boy from
Kolkata could become a world champion by sheer grit and attitude. He examined how failures were the biggest
teachers of one‟s life. One should not be affected by what others think or talk about him. He gave three qualities
that he believed were instrumental for his phenomenal success. These were- simplicity in task, unconditional hard
work and being what you are. What followed was a volley of questions that the guest answered with élan and all
seemed to be satisfied by the responses, mostly as they were honest and from the heart.
While Paes left the academy in a few hours, he left one indelible mark in the minds of most that were present. That
mark was of that Indian boy who through his absolute belief in himself conquered the world of lawn tennis. This is
not it. He did it for his national flag, his 1.3 billion family men and his country- India!
Seminar on Change Management
A Seminar on “Change Management” was organized at NADT, Nagpur on 17 & 18 May2012 for IRS officers of
1980 Batch. The seminar aimed at equipping the officers for facing the challenges of changing national and global
socioeconomic scenario to meet the expectations of the tax payers and other stakeholders of the department. The
commissioners of Income Tax as team leaders have an important role to play in bringing about a change in the de-
partment and they have to act as change agents. The participants were sensitized about the need to move from tradi-
tional and routine practices towards attitudinal synergies, professional leadership, scientific structures and proce-
dures and adopting best managerial practices. The seminar received warm response.

INTAX 2012
The annual sports festival of NADT, Intax began on 5th april 2012, with
the inaugural match of formidable duo of Shri D. S. Saksena, Director
General of the academy and esteemed Mr. Rajkumar Ghosh, Jt. Director
Of Income Tax, pitted against the equally skilled combine of Ashwin and
Sanyam Joshi. Both the teams played brilliantly with some awe-inspiring
smashes and the former team won the match with a score of 30-12. Bad-
minton was the star event of Intax, with participants converging towards
the badminton courts from all over the campus. The event had another at-
traction at lawn tennis grounds, where smashing shots and rocket serves
awed the spectators. Table tennis and squash saw numerous participants
and some elegant matches. The game of chess, carrom and billiards saw
some mind boggling moves with some brilliant high level matches be-
tween some players. In all these playoffs, the level of play was consistently
very high and many close fights and spectacular finishes were witnessed.
Along with individual events, team games were played with OT‟s divided
into four different houses and matches between them. While yel-
low house scored gold medals in volleyball and softball events,
red house was the champion in basketball tournament , which
has become popular sport these days, especially after the glam-
our it has earned from some Shahrukh Khan‟ s bollywood mov-
ies. The third day was marked by field events with 100 m, 200m,
400m, 800m, 1500m races and many track events like short put,
javelin, discuss throws. In most of the throws, the OT‟s gave
dazzling performances, where in some instances; it appeared as if
the throws would go all the way from Nagpur to Delhi. The
highlight of the day was the jumps comprising of long jump and
high jumps. These events were mainly dominated by our 64th
batch senior OT‟s who performed like a na-
tional player. Finally the day ended with a
relay race, which was conquered by the war-
riors of green house. One thing which was
remarkable in these events was the team spir-
it, coordination and active participation dis-
played by the fellow OT‟s and even the fac-
ulty members. Overall, INTAX would al-
ways be one of the delightful memories that
would remain in our hearts for times to
come.

Milestone: DTRTI Bangalore building
Finance Minister Pranab Mukherjee inaugurated on
8thApril the new campus of Direct Taxes Regional
Training Institute (DTRTI), the training arm of In-
come tax Department. DTRTI has its origin in 1973
in Bangalore with its jurisdiction spanning across
South India, covering Karnataka, Goa, Andhra Pra-
desh, Tamil Nadu and Kerala. However, after the
creation of a training centre in Chennai, the jurisdic-
tion is now restricted to the first three states where
its training base numbers about 4,000 departmental
personnel. Stating that the direct tax base has gone
up substantially, Mukherjee said he was happy that
at present almost 60 per cent of tax income came
from direct taxes. The DTRTI campus is built at a
cost of about Rs 30 crore; has 1.25 lakh square feet of
built up area and can provide residential facility to
110 trainees. The DTRTI will also be getting another
new campus of 20 acre, Shri Mukherjee added the
government will help the institute to progress fur-
ther with its assistance. Direct Taxes Regional
Training Institute, Bangalore (DTRTI) is the train-
ing arm of the Income-tax Department. It functions
under the aegis of National Academy of Direct Tax-
es, Nagpur. DTRTI had its humble origin in 1973 at
No 18, Crescent Road, Bangalore. Original jurisdic-
tion of DTRTI spanned across South India, covering
Karnataka, Goa, Andhra Pradesh, Tamil Nadu and
Kerala. DTRTI has so far trained nearly 60,000 offi-
cials of the Department. The Institute also caters to
the direct taxation related training needs of other
govt. departments, banks, corporates etc. A new and
increasing trend is the training of tax administrators
of other countries, especially from the developing
world. The expertise of the faculty is also sought by
other training institutes, law schools, banks and in-
dustry. Professionalism, discipline and dedication
are the hallmark of the Institute, practiced at a level
not frequently encountered in government. The post-
ing policy partly explains this work culture - every-
one who is posted here comes out of volition and fac-
ulty skills are honed through training, including for-
eign exposure.
The net result of emphasis on innovation, technology usage
and quality orientation has ensured that training at DTRTI is
serious business, With the growing stature of DTRTI and in-
creased number of trainees and courses each year the original
hired campus of the Institute was constrained in meeting the
escalating demand. In Sept 2006 the Hon’ble Minister of State
(Revenue), Ministry of Finance, Shri S.S.Palanimanickam laid
the foundation stone for the new campus at Jalahalli. The
campus is built at a cost of about Rs.30cr, has1.25 lakh square
feet of built up area and can provide residential facility for110
trainees. Latest building material with pronounced use of
steel, glass, granite and mostly bio degradable and recyclable
material make the campus truly a green one. Central air con-
ditioning of occupation areas using variable refrigerant flow
technology, maximum utilization of natural light and air and
minimization of trapped heat render the campus energy effi-
cient. In fact, no lights are switched on in the Administrative
block till about 05.30 in the evening. The campus at Jalahalli
is a model project of the Ministry of Finance in terms of tech-
nology incorporation for training, communication, security,
comfort as well as environmental sensitivity. Access control,
high resolution IP based PTZ security cameras and the hi-tech
interactive lecture halls are some of its notable features. In-
puts for technology induction were taken from the leaders in
their respective fields like Infosys, IIM(B), IIIT(B), ISB, Syra-
cuse university etc. which have benchmarked the campus to
global standards. The six hi-tech interactive lecture halls
boast of displays through high resolution LED monitors, elec-
tronic document cameras and electronic white boards. HD
video conferencing for seamless learning across the globe is
available in two lecture halls; the networked learning environ-
ment is on a high speed platform with technologies for record-
ing, archiving and web streaming of lectures. The training
and office management in the Institute is totally automated
through web based software. In short the wherewithal for
TBT or Technology based Training fully exists in this model
campus of NADT. The DTRTI campus is a three stars certified
green campus of the NADT. Every existing tree here was pro-
tected and retained by designing the construction around its
presence.

Mumbai: The “Basic Course for Newly Recruited Inspec-
tors” has started from 9th April 2012. The course was inau-
gurated by Shri N P Singh, CCIT(CCA), Mumbai. Theoreti-
cal and practical inputs were given on income tax law, pro-
cedure, accounts, investigation techniques, ITD, tally, mana-
gerial & ethical subjects etc., so that the participants can take
up their responsibility effectively. The session by the
Hon‟ble Member (P & V) CBDT, Smt Manjari Kacker on
“Image Makeover” was an added privilege for the partici-
pants.
The “Course for Retiring Inspectors” was conducted during
the month. Inputs were given on motivation and self man-
agement, investment and self management, benefits availa-
ble under CGHS to retired officials and their families, yoga
and motivation. The course was well appreciated.
The “Course for Retiring Officers Batch-II” was conducted to
sensitize the retiring officers with issues and benefits related
to their retirement and to improve their confidence during
their post-retirement life.
The “Course for Newly Promoted ITOs” has started on
16/04/2012. The course was inaugurated by Shri Swatantra
Kumar, CCIT-XII, Mumbai. This course is designed to em-
power the newly promoted ITOs with theoretical, practical
knowledge of I.T. Law, accounts, allied acts, investigation
techniques etc., so that they can do their work effectively in
the field.
