Welcome to our latest newsletter from a very new County Commissioner. It was lovely to see so many people at the handover in January celebrating not just the achievements of Girlguiding Leeds under Audrey’s leadership, but also the many years of service of the most important people – you the leaders.

I am fortunate to have two assistant commissioners, Sue Everard and Lynne Reid; between us we have been building our County Team which is almost there. Our aim is to involve as many people as possible in the planning and execution of events by having task and finish groups rather than permanent committees. This means you only have to commit to give a short period of time, you get to see how county works and we get to know many more of you.

I would like to thank everyone who paid their membership subscriptions on time, unfortunately we were propping up the league table in North East England but that means we know we can do better next year. On the cut off day we had 5465 girls and 1239 volunteers in Leeds which means we have 147 more girls and 89 more volunteers than last year so well done to everyone who has been involved in growing Guiding in Leeds.

Can you help in Leeds County?:

We are still building our county team and are looking for a Young Leader Advisor and Senior Section Adviser and a Senior Section Co-ordinator for the events and activities team, if you think you might be able to take on one of these roles please get in touch with us at [email protected] . We are happy to have job shares and teams looking after these important roles which means you can share the responsibility and time commitment. Lynne Reid has been our Join Us co-ordinator for a long time now and whilst she is not looking to give up this role we think it would be a good idea to recruit someone to work alongside her to learn the ropes and share the load. If you would like to know more please contact us on the above email address.

Do you think you could be a District or Division Commissioner or part of a team that could run a District or Division? It doesn’t have to be your own, we have a number of Districts without a Commissioner or leadership team and some Division Commissioners whose term of office is coming to an end. We would love to hear from you to have a chat about the role, the support you would be given when you take over the role and what additional support you feel you might need.

Please ask questions about these roles, enquiring is not a commitment to do the job.

Girlguiding British Youth Council Delegation Recruitment:

Girlguiding is recruiting seven new members for the Girlguiding BYC delegation from each of the following regions: Cymru, Scotland, Ulster, North West, North East, Midlands, & LaSER.

Being a delegate is a great opportunity for anyone interested in speaking out, campaigning, politics or current issues facing girls and young women. It provides a unique opportunity to represent the views of Girlguiding’s membership to help the BYC shape its campaigns.

No experience is necessary but applicants must be aged 14-24, and passionate about Girlguiding and giving girls and young women a voice.

Applications will be open 1 March – 12 April. More information and how to apply will be on the opportunities page from 1 March

Gift Aid:

The Gift Aid declaration on the “Starting” leaflets has changed in line with new Inland Revenue Guidelines. Existing declarations do not need to be updated but all new ones must be on the new form.

We have been advised that the Inland Revenue are beginning to look into smaller claims so please ensure you have all the necessary paperwork to support your claims.

Despite this it still remains a worthwhile exercise if you need any help registering and getting started with Gift Aid please speak to Jan Ali.

Skyrac Depot:

Proposed amount to assist with uniforms in the County:

This year, thanks to the continued support of its customers, old and new, plus the willing involvement of its team of volunteers, Skyrac Depot has had a ‘bumper’ year, as well as finishing 17th in the country in the league tables of depots by turnover.

Skyrac Guide Depot proposes to set aside £500, to assist with the purchase of a uniform for anyone in the County who would not otherwise be able to afford it.

The County’s grant committee will administer requests for uniform and the Depot will source the uniforms. Please email [email protected] for a grant application form.

In order that anyone was not disadvantaged by having to visit the Depot, if this was inconvenient, the funds available will cover postage and packaging.

Activities Committee:

Programme, Leadership & Training:

Question of the week:

“Why are leaders leaving it until the week of training to book their place on trainings?”

Are we getting it right? Is there too much communication? Not enough?

Girlguiding Leeds provides a training card, booklet and direct emails via GO, the County website, but we also use Facebook events and feedback through County channels via Division / District meetings.

Girlguiding Trainers provide quality / enthusing sessions for ALL leaders. These sessions include both legislative requirements such as first aid and safeguarding but also programme and other subjects which have been suggested by you.

Girlguiding Trainers are volunteers, just like you and I. Organising and planning a training session isn’t something that is done off the cuff. To offer the best experience for all participants, Trainers need accurate numbers to plan for, and like you planning meetings for the girls, sometimes Trainers need to get resources bought and prepared, and fit this around family, work and unit meetings!

As a Trainer, it is disappointing to cancel training because of low numbers, or alternatively to deliver to a small number when you expected so many more.

With this in mind, many Trainers are not willing to consider delivering these sessions to leaders without knowing the numbers of participants in good time. This is especially true when Trainers come from out of County. Unfortunately, to maintain quality of sessions, those sessions which do not have enough participants booked two weeks before will be cancelled, which obviously we would like to avoid!

Therefore, we need YOU to feedback:

What information do you need to get you to come on a training? When do you need it? If we are getting the communication wrong tell us! We can only act on feedback if it gets to us, so ask your District / Division

Commissioner or Division Training Rep to pass your thoughts back to us –

or email [email protected] directly.

TSS Spectacular: Afternoon Tea at the Civic Hall:

On Wednesday 9th March 30 members of Leeds County Senior Section gathered at the Civic Hall for tea with the Lord Mayor of Leeds, Judith Chapman. In a beautifully ornate room full of sandwiches, tea and cake, the Lord Mayor introduced herself, and mentioned just how much she enjoyed being a Brownie in Roundhay many years ago. She was very interested to hear about how we are celebrating the TSS centenary year, and gave us a really interesting insight into the life of a councillor and Lord Mayor. In Leeds, the Lord Mayor holds their post for one year, taking a break from their usual responsibilities as councillor and instead having the opportunity to represent Leeds and the council, and to choose the Lord Mayor’s charity. The Lord Mayor attends many functions and fundraising events, and has some very long working days!

She was accompanied by the Sergeant-at-Mace, John Wilson, who helps to look after the Lord Mayor’s chains of office (rather than the Lord Mayor herself!). As the Lord Mayor departed to relieve herself of the heavy chains, Mr Wilson took us through to the council chamber, and talked about its history. The chamber itself is round, and has absolutely no lights at all. The story goes that in 1933, at the grand opening of the Civic Hall, King George V commented on his dislike of the light fitting. It was immediately removed, but has never since been replaced! Instead, floodlights from outside light the room through the large, ceiling-height windows.

We were also able to try out the council leader’s chair, and the technical equipment, and we discovered that while councillors are able to come and go as they please during the very lengthy council meetings, they are given only a minute’s warning to return to the chamber for a vote on a proposal. This of course led to a lengthy debate on how quickly you could get back to the chamber if you were in the toilets, and how interesting it would be to find out which councillors regularly missed their chance to vote.

As we left the chamber, with the outdoor floodlights clunking off behind us, I turned around to find that two of the girls from my own TSS group were missing… within a few moments I heard them scuttling along the corridor behind me giggling. While collecting their coats they’d somehow managed to discover that the Lord Mayor has a secret passage leading from the fireplace in her office, and the Sergeant-at-Mace had let them through, to see how the Lord Mayor can make a quick and subtle exit. Our own exit from the building was, of course, much less subtle as we said a huge a thank you to Mr Wilson and the Lord Mayor for a very pleasant evening and an interesting glimpse into the running of Leeds City Council.

DBS Rechecks: You may have noticed that the DBS recheck process has been paused. It will be re-starting on Tuesday 5 April 2016. Throughout 2016, volunteers whose DBS was completed nine years ago or more will receive a notification. Email notifications and reminders will be sent automatically to volunteers based on the DBS information recorded on their Go! record. If a volunteer has completed their recheck but this has not been updated on their Go! record the system will still send a reminder to them. Please ask the ID Verifier to contact the Disclosures team who will be able to advise and/or update the volunteer’s Go! record. Please note: When the process is re-started on 5 April, email notifications will include those for volunteers who were due to be notified during the months the process was paused. This means that on 5 April, Commissioners will receive an email for each volunteer with their main role in their area that is due a disclosure recheck. From 5 April, volunteers and their local Commissioner (for where they hold their main role) will be notified four months prior to their last disclosure check expiry date recorded on Go!. If a disclosure recheck has not been completed (and recorded on their Go! record) two months after the date of the first notification, the volunteer and their Commissioner will receive a final reminder that they have two months left to complete their disclosure recheck before the volunteer’s role is affected. If a disclosure recheck has still not been completed (and recorded on their Go! record) on the expiry date of their last disclosure check (four months from the date of the first notification) the volunteer’s role status will be made Active-Pending and they must not be left unsupervised with young members or stay overnight at residential events. A notification will be sent to the volunteer and their local Commissioner. DBS delays - Towards the end of last year (2015) Local Police Forces, in particular the Metropolitan Police Force experienced severe delays in processing DBS checks. The majority of these applications have now been completed and Girlguiding are continuing to chase any outstanding cases with the DBS. As a reminder, an application can be at the LPF stage for up to 60 days to allow the local police force to carry out their necessary searches. This time is set by the Disclosure and Barring Service and Girlguiding is unable to chase the progress of these until this time has lapsed. These 60 days is not the total number of days since the application was submitted, but from the moment it is received by the police force. Please note that a disclosure taking this time does not imply anything about the volunteer and two applications done on the same day may take different lengths of time. Recruitment checks for residential events - Residential events should not be undertaken by any individual waiting for the completion of their recruitment checks i.e. Disclosure check certificate and two accepted references. Please ensure that the Disclosure check process is started at least twelve weeks prior to the event, allowing all recruitments checks to be completed in time for the volunteer to attend the event. To avoid volunteers being unable to attend residential events, please start the recheck process as soon as you receive notification. I’ve received a notification, what do I do? - Get in contact with your District or Division Commissioner who will be able to tell you who your local ID Verifier is (it may be the Commissioner) and organise a time and place to undertake the recheck.

Frances Render — South East Leeds Division:

Sadly Frances passed away on 24th February 2016 aged 90 years. She was always cheerful and friendly and had time for everyone she came into contact with. I originally met her at the age of seven when I joined Brownies when she was Brown Owl at St Aidan’s Church, Harehills, Leeds, a position she held for many years.

During her lifetime Frances held various roles within South East Division, including Assistant Registration Secretary, Division Secretary and Division Commissioner. After serving the Division for many years she was appointed President, a role which she cherished, supporting many events and activities both in the Division and in Leeds County. She was also presented with the Association’s silver brooch for 50 years’ service a few years ago.

Frances went on to participate in the activities held at South East Leeds Trefoil Guild and enjoyed being a member of FOGGL (Friends of Girlguiding Leeds).

Many people will miss Frances, who lived life to the full, with a cheerful smile and a caring nature, influencing many people on their own guiding journey.

35 of us made it to the Toby Inn on 2nd March, which was very good, because earlier in the morning the snow was coming down quite heavy in some areas of Leeds. Two new members joined us.

Our next meeting on 9th June is a Faith Lunch at Jenny’s. Please let her know if you are coming by the 2nd June and tell her what food you will be bringing. A reminder will be sent to all members nearer the date. Arrival time is 12 noon and we will eat about 12.30pm. Geoff will be on hand to help with the parking.

Trefoil Guild News

As you may know, our chairman, Hazel Brown, was taken ill while on holiday in January in South Africa. She was flown back to the UK, spent some time in hospital, and has now returned to her own home. However, she is not yet well enough to resume her role as chairman, and we are looking at the moment for that elusive lady - the temporary chairman. If you feel you would like to take on this role, or if you know of a suitable person to act in this capacity, please contact Jan Ali.

We held our Leeds County Annual Meeting this month, hosted by Leeds West Guild at Trinity Methodist Church in Bramley. This was an enjoyable event at an excellent venue; we had a speaker on the work of the Leprosy Mission in Nepal, and ended with a faith tea.

Notes from Girlguiding UK

Girlguiding received some brilliant news in the Budget that will benefit all our members.

The Government is giving Girlguiding a £1 million funding boost to support thousands of girls

and young women in guiding across the UK.

Girlguiding's Chief Executive Julie Bentley, said: “This support will help us further develop our

programme offer to girls and young women across the UK, equipping them with skills for

success, a safe space to develop, as well as providing more amazing opportunities for outdoor

adventure and the opportunity to make a positive difference in their communities and

beyond."

The funding is part of £15 million set aside by the Treasury to support women's charities.

It comes from the tax raised from VAT on sanitary products.
