Election produces significant changesin the Texas House

As Republican candidates swept statewide elections and madeunprecedented gains in the Texas House of Representatives, the resultsbode well for pro-business agendas in the upcoming legislative session. There were no surprises in statewide races, as TAA-supportedincumbent Gov. Rick Perry won re-election with 55 percent of thevote. All incumbents in statewide offices – including Lt. Gov. DavidDewhurst, Attorney General Greg Abbott and Comptroller SusanCombs, as well as TAA-supported incumbents on the Texas SupremeCourt - won re-election. In the Texas Senate, Jose Rodriguez (D- El Paso), who was backed byTAA, was elected and will be one of two new senators, along with Sen.Brian Birdwell (R-Granbury) who won a full term aft er being electedto fill an unexpired term earlier this year. While there were no major contested races in the Texas Senate, thebiggest surprise of the election season on the state level was in theTexas House, where Republican challengers defeated 21 democraticincumbents and captured an open seat previously held by democrats.Prior to the election, Republicans held a 77-73 advantage overDemocrats, but now have the largest majority in modern times, with99 Republicans and 51 Democrats – although it is likely there will bea recount requested in one race. TAA-supported candidates won 56 of 71 general election House racesin the November 2 general election. A recount is expected in HD 48 inAustin in which TAA-endorsed incumbent Rep. Donna Howard wonwith only 15 votes over her opponent.Of note, TAA member and former state representative Jim Murphy(R-Houston) defeated Rep. Kristi Thibaut (D-Houston) in HD 133 inwest Houston, while Larry Gonzalez (R-Round Rock), also endorsedby TAA, defeated one-term incumbent Diana Maldonado (D-RoundRock) in HD 52. While TAA did not make an endorsement in HD 47in Austin, Rep. Valinda Bolton (D-Austin) was defeated by PaulWorkman (R-Austin). Workman was supported by the AustinApartment Association and has strong ties to the real estatecommunity. Similarly, TAA did not take a position in HD 57 in Wacowhere Democratic caucus chairman Jim Dunnam (D-Waco) wasdefeated by Marva Beck (R-Waco).All told, there will be 35 new House members, as well as two legislatorswho were elected since the end of last session, when the session beginsin January In addition, eight committee chairmen are not returning.As a result, there will be many changes in House committee makeup. At the same time, current House Speaker Joe Straus (R-San Antonio)has announced that he has enough pledges to remain speaker, eventhough long-time legislator Rep. Warren Chisum (R-Pampa) hasannounced his intentions to challenge the speaker.
