But on Wednesday the Coolbellup pensioners mustered up enough strength to protest Transperth’s “temporary” deviation of their only direct bus link to Fremantle.

Annette Victorien, a pensioner who su ers chronic spinal cord damage, returned from the US following the death of her father last year to look after her 72-year-old mother, Linda: “Even with dementia, my mum knew how to get home,” the 52-year-old Romeo Road resident told the Herald. “Changing the route has thrown her out. We’re all in chronic pain, we’re all disabled, we’re all elderly. We need to get to Fremantle instead of catching a bus to Murdoch to catch another one to Fremantle.

“We can’t get there now, we are stranded.”

FACING a rates hike of 30 per cent, Attadale retiree Dawn Davies marched to Melville council HQ Wednesday to complain personally to mayor Russell Aubrey.

Fuming at the $700 hit to her hip pocket, the retired restaurateur was referred by sta to Melville shopping centre where Mr Aubrey was campaigning for re-election in next year’s “merger” elections.

“He didn’t want to buy into it,” Ms Davies told the Herald. “He said he’ll come and see me, I didn’t think he would.”

But he did, popping in to her Burke Drive home.

“It was a short meeting because he wasn’t getting anywhere. He didn’t think rates had gone up that much.”

Ms Davies says for many seniors and retirees the rates hike will look like chicken feed if the Barnett government scraps the seniors rates discount next year.

“If they scrap it, we will have to pay the full amount.”

Ms Davies says for the extra rates she pays she expects the council to at least improve the neglected foreshore fronting her home.

“Since I have been here, nothing much has improved,” she says. “The park that used to be here is now a mosquito-ridden swamp with no path for people to use.”

Carron Road resident Suzanne Gardiner says her rates have shot up 18.4 per cent, and two of her friends have copped 14.5 per cent (Applecross) and 20 per cent (Riseley Street centre), respectively.

“This is way more than the city’s published ‘average’ increase of 4.9 per cent,” Ms Gardiner complains. Her rates since 1995 have increased 180 per cent—nearly triple the CPI’s 66 per cent.

ReputationWhile Applecross may have a

reputation as a wealthy suburb, Ms Gardiner says according to the census 49 per cent of its households earn about $100,000 a year, roughly similar to the 60 per cent in that bracket throughout the municipality.

“It’s not a big di erence,” she argues, noting her rates are nearly $2500 a year. “I am reasonably well o but I don’t feel people in a certain area should be targeted.

“Just because they live in a riverside suburb, why should they pay more than the rest of

Melville where households earn a similar amount? Why should I subsidise people elsewhere?

“I’m not near the recreation centre, our library needs refurbishment and the Heathcote lower lands have declined and haven’t been fixed.”

Applecross-Mt Pleasant ward councillor Cameron Schuster says his rates increased 16 per cent and he understands the impact the rise will have on ratepayers.

He says rates for about 30 per cent of ratepayers are lower: according to a distribution table tabled at the council’s special meeting in June, 2782 properties dropped up to 10 per cent, 26 dropped 10 to 18 per cent and six properties dropped more than 18 per cent.

Countering those decreases, some 125 properties were slugged with 30 per cent-plus hikes, 1731 went up 20 to 30 per cent, 3986 up 10 to 20 per cent and 22,111 between two and 10 per cent.

Of 27,963 ratepayers whose rates increased, just one-third (9483) fall within the council’s 4.9 per cent “average”. “A lot of people are calling me about the massive increases,” Bicton-Attadale ward councillor June Barton says. “For many, this increase bites into their retirement.”

They pounded the gallery walls

the Herald she’d returned home at

10.30pm, “with an eight-week-old

and a four year old to a mob going

berserk”.She says the students and

to return home via train from a

“The man said ‘yes we are

sorry we didn’t follow that

through’.”With the unit door broken

by police and unable to be

locked she rang the department

the next day in the vain hope it

would be secured to protect the

man’s belongings. By Thursday

afternoon she was still waiting.

No more war, no more bloodTHE last of the Australian military departed from blood-soaked Iraq and Afghanistan some eight months ago and already some are baying for yet more bloodshed in a foreign land.

he tragedy of MH1 is indeed heartbreaking but let not anger and revenge cloud our thinking about yet more inglorious military adventures.

Remember that each time we go o to kill people in other parts of the world, far too many innocent civilians and their families will su er the same fate, pain, agony and trauma as the innocent civilians on MH1 and their families.

Proud talk of military heritage in last week’s Herald brings to my mind the wartime experiences of grandfather and father. hey returned from war as damaged men and did not talk much about the nightmares they fought and lived through.

On the rare occasions they did tell of their wartime service, the horrific stories about senseless

innocent civilian deaths has instilled in me the need to question what the consequences will be when we next decide on military action.

It also convinced me that violence and war should be the very last, not the first course of action for consideration.

Fortunately my grandmother was not one of the . million civilians who died in WWI, nor was my mother one of the 2 . million civilians killed in WWII.

These numbers are so large it is di cult comprehend their meaning. So let us look at smaller numbers in a more contemporary war to bring some reality to what is actually happening.

Last week a two-and-a-half-year-old toddler was shredded with shrapnel and died instantly whilst receiving treatment in hospital during the conflict in Ga a. Five other innocents also died whilst receiving treatment in another hospital. ight more young children su ered horrible deaths when hit by missiles as they played in a refugee camp. And so it goes on. It beggars belief anyone would call for more war.

IS a redundancy payment a wage equivalent to tide you over until your next job, or is there an element of compensation for having your career cut short?

The implications of that question have had calamitous consequences for former receptionist and administrative worker Roslyn Drayton, and have perplexed the union representing public servants.

Ms Drayton, who lives in a “modest” section of Fremantle, says she’s facing homelessness because Centrelink is taking a hardline stance on her redundancy and won’t pay her a cent until the equivalent period of time in which she would have normally earned the payment has expired. That won’t be till September. As of last week she had just $500 in the bank and a looming rent bill of $480 that will keep a roof over her head for just the next couple of weeks.

Ms Drayton worked at the Potato Marketing Board for six years but lost her job when it merged with the agriculture department in 2012.

She thought she’d be sensible and pay o her student loan and a small personal debt so there’d be no interest payments to worry about till she found more work.

“I used my money in a sensible way, it’s not like I went on a lavish holiday or anything like that,” she told the Herald.

“I did go to Queensland for a four-day retreat, but that’s all.”

Paying the loans has come back to bite her, as her bank account’s now running dry. To make matters worse

A 20-YEAR-OLD Fremantle drifter who killed another man in a jealous rage has been sentenced to life behind bars.

Jarrad Anthony Angliss lured Randall Duncan into a darkened alley on Fremantle’s Collie Street and stabbed him to death with scissors after his girlfriend confessed to having sex with the victim earlier in the day.

Justice Stephen Hall described the attack as brutal and sustained, and sentenced Angliss to at least 18 years behind bars.

Mr Duncan was father to a two-year-old boy. His family had travelled from Mandurah every day to attend Angliss’s trial.

“I am virtually a number...I am not considered a person in need,” she says.

“I have enrolled myself at Tafe to study certificate 4 in community services to increase my prospects of employment but this is also under threat as I don’t have the income to support myself.”

Ms Drayton is surprised at the di culty she’s faced finding a new job, given her administrative

ualifications, but has discovered a common thread with former colleagues in the same boat.

“I turned 50 and I can’t help but think that’s played a part,” she said.

The Herald asked the public sector union whether redundancies are considered “wages” rather than a compensation payment, but no-one knew.

“I have spoken to industrial services group sta from here...they don’t have a definitive answer or position on this one,” CPSU media o cer Darren ’Dea told the Herald.

“They did say the payment was calculated on the length of service, however.”

Fairwork Australia is vague on the topic too, although it allows employers to apply to “reduce” redundancies if they find a job for an ex-employee.

Meanwhile Ms Drayton has been contacting non profit welfare agencies but is hoping a benefactor might be prepared to help her out. If anyone’s feeling altruistic, call the Herald and we’ll put you in contact.

WILLAGEE Labor MP Peter Tinley is on the political comeback trail.

Eighteen months after resigning from the shadow cabinet to deal with a family business deal that soured, he’s told leader Mark McGowan he’s ready for a portfolio.

Not that anyone on the front bench is o ering to step aside for the decorated retired SAS commander, long touted as a future Labor leader.

Mr Tinley signalled he was ready for more responsibility by getting elected as Labor state president in the party’s first rank and file ballot for the position (defeating MUA organiser and Fremantle branch member Adrian Evans).

He has also taken on the presidency of the party’s caucus and sits on its property and finance committee.

With his wife’s company in receivership after its plans to build a hotel near the Port Hedland airport fi led, he says he now has “more time and capacity to contribute”. “We’re through the majority of that and trying to claw our way back,” is all he’ll say of his a airs.

Mr Tinley says he felt honoured to run Labor’s state conference, which put the sword to factional warlords harvesting blank ballot papers to fill out themselves.

“You will no longer see delegates running along scooping up the ballots and filling them out enmasse,” he told the Herald. Mr Tinley says there’s a genuine feeling of resurgence within the party, which also adopted long-promised reforms to give branches a greater say in preselecting candidates. Previously the party’s central committee and factional and union leaders made those decisions.

“There’s a great sense of renewal. The changes are not really all that well understood because they are fairly fresh, but now is a great time to be Labor.”

Seagulls swoopOUR local councils provide a great service by having junk, e-waste and whitegoods collections during the year. We‘d hope the cost of collecting the junk would be recouped by the sale of recyclable materials and scrap metal collected, keeping rates increases to a minimum.

This seems unlikely as junk collections are now a bonanza for scavengers who remove anything with any residual value, no doubt to sell at garage sales, scrap dealers or the markets, and I wonder how many unsuspecting people have bought a useless and worthless item which appeared OK on the sale table.

The goods I put out for the Cockburn collection were all unrepairable, incomplete or damaged. I always put out the junk on the eve of the start of collection time to minimise scavenging,

KWINANA and Rockingham residents do not want Fremantle’s household wastes dumped in their backyard.

They told a waste forum on Tuesday that plans to incinerate rubbish generated by Fremantle, Melville and Cockburn was not sustainable and a threat to public health.

Anti-toxic campaigners warn the technologies used to turn waste to energy have flaws which have been identified at sites in the US and Europe.

The Alliance for a Clean Environment says plans by councils to send wastes to two incinerators will shift a serious public health threat into someone else’s backyard.

It says the preferred Phoenix energy waste to energy incinerator is a threat to sustainable waste management and development of renewable energy technologies.

The Kwinana plant is basically a mass combustion unit while the Rockingham plant is expected to take mostly industrial wastes, the latter under review by the EPA.

Campaigner Jane Bremmer says the WA Liberal Party is flogging a “dead horse” at a time when the rest of the world turns away from waste to energy incineration.

“ here is no mandate in WA to establish this dirty energy industry and the communities in Kwinana and Rockingham which already face disproportionate pollution impacts will carry the greatest environmental burden imposed by unelected and unaccountable

regional councils which want to make Kwinana and Rockingham WA’s waste dumping ground.”

Fremantle mayor Brad Pettitt says he is relatively comfortable with the air emissions issue “ winana will meet the highest EU standards for emissions.

“ he evidence I have seen has dealt with that.”

Dr Pettitt says the technology had come a long way in recent decades and o ers a better alternative to landfill.

“It is however an inferior option to recycling and composting and any

commitment by the Fremantle council to supporting our waste going to the proposed facility must be done in such a way that it does not undermine either of these higher order treatments.”

But Ms Bremmer, who was at the forum, describes as rubbish industry claims the incinerators only emit small amounts of dioxin, a persistent organic pollutant and classified carcinogen, because there is no safe level of exposure to dioxin.

She says only a robust regulatory framework can ensure public health is not compromised by emissions across residential areas of dioxin, mercury and nanoparticles (particles a millionth of a centimeter in length).

She says waste to energy incinerators are the dirtiest form of energy production and emit more carbon dioxide to the atmosphere per unit of energy than coal or gas.

“For every four tonnes of waste burnt, one tonne of toxic ash is created requiring secure landfill,” she says. “More jobs are created through composting and recycling than burning our waste in incinerators.”

She cites several overseas reports and investigations in which New Jersey-based Covanta Energy was forced to pay $355,000 into a special fund as part of a settlement with the US department of environmental protection.

The 2010 settlement was paid after the company was found to have exceeded permitted limits for dioxin emissions at a facility in Wallingford, Connecticut.

It also copped a 14,02 fine for causing air pollution in New Jersey in the same year and $7653 for failing to report other air uality violations at its Pittsfield plant in 2008.
