WA’s historians have been given a ticking off by John Dowson for not paying enough respect to old photographs.

The Fremantle historian and former deputy mayor says despite photographs providing incontrovertible evidence about life in bygone eras, the state’s most revered historians are regularly botching dates and providing incorrect attributions because they consider photos second-fi ddle to written documents.

The author of two award-winning photographic histories, Mr Dowson was horrifi ed when a local historian told him he was searching for a few old photos to “chuck” into a book he

HORSE lovers had a major win this week when Fremantle council approved the heritage listing of Hollis Park at the old South Fremantle tip site.

The decision links the 9.27ha park to the already heritage-listed South Beach horse exercise area in Cockburn via a network of paths used by trainers and riders since the early 1830s.

“It’s about time,” Daly Street stable owner Terry Patterson told the Herald, having used the area since the 1960s.

Yo u m i g h t n ’ t g e t t h a t impression given the city’s bleak critique in the author ’s latest novel, Eyrie, but the four-time Miles Franklin award-winner senses it might be limping out of its slump.

“There is a build-up of feeling in the town, with young and imaginative people making things happen,” he says.

“Freo can solve its problems and I think there is the talent here to make it happen.”

Winton says for too long the city rewarded mediocrity, which led to many becoming disengaged with decision-making and those with valuable creativity on off er feeling crushed.

“There was this feeling that consultation was pre-steered; whether that was true or not I don’t know, but that feeling infected a lot of the community.

“There was a feeling that if there were competing business and community interests, business would win,” Winton says.

W h i l e n o t s p e c i f i c a l l y referring to the current council’s consultation over changes to its planning scheme allowing high-rise development, he does think it was “over-egged”.

“People need to be taken along—I think there was a little bit of shock and awe,” he says.

He says despite the unfl attering portrayal of high-rise living in Eyrie, he’s comfortable with tall buildings—it’s the “’60s throw-ups” that depress him.

“I don’t mind high-rise, but the buildings have to add to the community and people’s quality of life, and add to the social equality.

After receiving a bollocking in the council chamber by Mr Patterson—who made staff squirm by recounting the precinct’s deep vein of heritage—staff sheepishly returned to the drawing board to conduct a more thorough examination.

Mr Patterson hopes to see the park renamed “Cockell’s paddock”, after James David Cockell, whom he regards as the father of WA country racing.

The state register acknowledges the ongoing use of Hollis Park, with the bridle path still used “into the 21st century”.

The path used by cyclists and

walkers is one of the last routes used to get to the beach where WA’s fi rst horse race took place in 1833.

Cr Andrew Sullivan says the approval elevates the importance of the area.

“ T h e a p p ro v a l g i v e s i t protection in the longer term,” he says. “It also reinforces the importance of the site to horse activity.”

Cr Sullivan says the decision does not stop eff orts to establish a community farm there, “it’s just another parameter they will have to deal with”.

The council and State Heritage Off ice wil l joint ly manage activities on the site.

He also takes a pot-shot at local landlords and says the community should take more responsibility for allowing them to leave their shops empty.

“I don’t know this to be true, but I suspect there is gouging,” he says.

“I wonder if we should put a note on the door of these empty shops about who owns the building and what rent they charge.

“Perhaps councils and the community were better at holding these people to account in the past.

“Look at the people in the ‘60s and ‘70s who saved the West End while the rest of the city was calling in the bulldozers—they took responsibility, they were committed to saving and rehabilitating the area.”

Mind you, he’s not that thrilled with the fi nal result, complaining West End buildings tend to be all painted “Notre brown”.

While he’s feeling positive about Fremantle, Winton does harbour concerns the city is turning into a coff ee monoculture.

“We risk becoming this place where all the other human enterprise has to make way for coff ee.”

He says the ci ty should promote its unique attributes, not try to pretend it’s another “big-box” shopping centre like Booragoon.

“We should be saying ‘if you want a genuine, non-repeatable experience, then come here.”

Mr Dowson will talk about the few existing early frames at the upcoming Fremantle S tudies Day run by the Fremantle History Society on Sunday October 27 at the artillery barracks in Burt Street.

Material collected during the day—including a talk on Stout and Stone by Irma Walters, the Meares camp at Cockburn Sound by Simon Meath and the first days of Fremantle settlement by Dr Steve Errington—will be collated into a book.

Mr Dowson says he might put his work towards another s tand-a lone coffee table collection.

A draining experienceAFTER reading your article about Vanessa Weigall’s unsatisfactory experiences with Fremantle city council, dealing with stormwater fl ooding of her home (Herald, October 12, 2013) I felt compelled to write about my experiences in Davies Street, Beaconsfi eld.

Late summer storms fl ooded my house and garden causing extensive damage inside and out, but I had a very diff erent ratepayer experience communicating with south ward councillor Andrew Sullivan and council staff ers.

From 2009 to 2012 Davies Street underwent rapid redevelopment with the construction of homes on formerly vacant grassy and partially vegetated land. Block-clearing, building and heavy traffi c on verges led to increased rainwater run-off and debris washing down the road into an early 20th century drainage system.

I wrote to the council about my concerns and sought advice and assistance from engineering works staff whose inspection confi rmed major work on street drainage was necessary though not immediately possible. Workers immediately delivered sandbags and shortly afterward constructed an 8cm moulded concrete barrier at the entrance to my paved driveway to mitigate further runoff into my property.

Heritage is all in a spinA FANTASTIC Thinking Allowed article from Fremantle councillor Rachel Pemberton (Herald, September 28, 2013).

The argument presented was cogent and included the following : “In Freo we place high value on heritage, our traditional streetscapes...”.

Unfortunately the article “Going...gone” about the demolition of the old foundry in Beach Street illustrates the council is doing the talk but not the walk—and the Pemberton article is exposed as more spin than substance.

By approving demolition “to a consortium which is yet to submit a proposal to council” the City of Fremantle is acting just like the City of Melville; as a consequence Freo has undermined its own qualities and position, and made itself irrelevant.

I no longer live and work in the Fremantle, but I am still concerned for the city’s amenity and I must say stewardship during Mayor Pettitt’s years is beyond comprehension. And makes voting for Mathew Hanssen seem possible.

Whatever happened to long-term Fremantle architect and resident Murray Slavin? Was his Mayoral tilt a few elections ago just a ploy to get rid of Utting? Is Slavin too busy making money to engage in public service?

Barton’s rightI FULLY support councillor June Barton’s comments (Herald, October 12, 2013).

As a former systems auditor at the City of Melville (1987—1991) I was amazed to hear the extent to which the council currently delegates its responsibilities to the CEO, and also the evident constraints under which elected councillors fi nd themselves in their endeavours to communicate with ratepayers.

Section 2.10 of the WA local government act 1995 includes, under “Role of councillors” : (a) represents the interests of electors, ratepayers and residents of the district; and (b) provides leadership and guidance to the community in the district; and (c) facilitates communication between the community and the council; and (d) participates in the local government’s decision-making processes at council and committee meetings; and (e) performs other functions as are given to a councillor by this Act or any other written law.

The fi nal comment about “the CEO, who’d been given the authority to sell assets valued up to $8 million without approval from the elected council” I fi nd, frankly, hard to believe!

This brought to mind the city’s $20 million+ gamble, some years ago, into the very doubtful investment of ratepayer reserve funds, resulting in loss—all for an alleged expected additional interest of only 0.05 per cent, compared to its usual investment strategy.

That ‘70s show all over againREBECCA AUBREY (Herald letters, October 12, 2013), why do you as an educated person still propose urban traffi c concepts from the 1970s to resolve today’s congestion?

Have a look at LA or San Diego, low-density cities similar to Perth. They built highways like mad for an ever-growing number of people and cars. The eff ect: Still bumper to bumper.

Moscow and Beijing have experienced the same since the ‘90s. Roe 8 might ease traffi c for a few years, but not help in the long run, as has been shown across the globe.

So is it worth the cost? Are roads the global drug for politicians? I use my bike to get to work in Welshpool once or twice a week. That makes 20 to 40 per cent less contribution to traffi c. Quite eff ective model I would say (well, 30km can be pretty exhausting at times).

“I ALMOST died when I saw it,” was Rod Murray’s reaction to a giant billboard promoting hunting, which has gone up in South Fremantle.

The billboard at the corner of South Terrace and Little Lefroy Lane, “electrician by day, hunter by choice” features a young man, “John”, brandishing a high-powered rifl e,with an insert portraying him in his day job as an electrician.

The Sporting Shooters’ Association of Australia makes no apologies for erecting the advertisement—the only one in WA—in the heart of hippy-green South Freo.

The SSAA is locked in a battle with the Greens, which wants semi-automatic handguns banned. SSAA publicist Rachael Andrews says the location was recommended by WA chapter president Ron Bryant, who works on the Fremantle docks. Mr Bryant did not return calls before deadline.

Ms Andrews says the poster aims to show that hunters are people we come across every day, in all walks of life.

“To show that it is not a fringe part of Australian life, but it’s everywhere.”

She acknowledges some will be upset, particularly parents, but notes movie posters depicting gun-toting heroes are more dangerous—and a concern to the association. To make the point, she notes the most recent James Bond poster showed the 007 character taking aim at an unseen adversary.

“We are talking about fi rearms in a safe environment,

a supervised environment—that is not the same as the glorifying of fi rearms in movies where it’s being aimed at people.”

Mr Murray, a former South Fremantle precinct convenor, believes the billboard contravenes advertising standards and wants it taken down.

“Are they trying to be like the NRA in America? That’s all we need—the Republican lunatic mob moving in.”

He is passionately opposed to guns, his aunt having been murdered in Broome by his uncle using a hunting rifl e. Mr Murray says the murder tore the family apart.

Ms Andrews says city people require education about hunting and its importance to country folk. She recently attended a Red Card for Red Fox hunt in Wandering in the wheatbelt, where farmers open up their properties to hunters seeking

foxes and cats, and says she’s “never been anywhere where there’s been so many hunters in one spot”.

She dismisses the Greens’ concerns about semi-automatic handguns, saying they are rigidly controlled and it can take up to two years to get a licence. Magazines are restricted to holding 10 bullets.

But local Greens MP Lynn MacLaren isn’t convinced. While she hadn’t seen the billboard and didn’t want to tread on the association’s right to free speech, she says people expressing concern is a healthy reaction.

“With the billboards it would be a concern if they were to promote a gun culture,” she says. “In terms of hunting in the wetlands, I think the wetlands are under pressure and I’d be looking at ways to protect them and create more rather than killing what’s there,” she told the Herald.

FREMANTLE potter Gigi Cosi died of a suspected heart attack on Tuesday, a day before his 51st birthday.

Mr Cosi and his wife Cate ran La Maiolica gallery in James Street, which introduced Mediterranean pottery to WA back in the 1990s. The highly decorative pottery became synonymous with Fremantle.

Ms Cosi says her husband’s death has shocked everyone: He was fi t, regularly visited the gym, ran half-marathons and was careful about what he ate.

But Ms Cosi says there had been an amazing response from the Fremantle community, many of whom have dropped by the gallery with their stories about the genial potter, who had been toying with the idea of setting up his own cafe

because of his love for coff ee.“If anyone else has great stories

about him, I would love to hear them, as he loved a good story and was often part of a good story,” Ms Cosi says.

The couple arrived in Fremantle in 1990 to attend a family wedding and instantly fell in love with the city, which reminded Mr Cosi of his close-knit village back in Italy.

“We always said there was nowhere else in Perth we would have lived,” Ms Cosi says.

They’d discovered no-one was producing Mediterranean pottery, which was perfect for Perth’s climate, so they decided to set up business.

Their big break came immediately; their very first order was to make plates for Nunzio Gumina’s popular restaurant downstairs at Old Papa’s on the cappuccino strip. The plates were so popular Mr Gumina started selling them to tourists and La Maiolica’s place in Freo folklore was set.

Myred in greed?I WAS born in Freo and have lived and loved it all my life...and as others of the same experience would say, it is the varied cross-section of people and their social groups that have created the Fremantle village appeal.

Though there have been many changes, some leaving me bereft.. others delighted, I still believe we have maintained the tapestry that sustains the charisma of Freo.

I love that “Myre” has contained within it the tactile beauty, original thought and artistry for all to adore. This kind of imagination and commitment to one’s passion was most wondrous and we appreciated it fully. However, a part of me was disappointed, though not surprised, at the very less than “admyreable” bandwagon money grab and misrepresentation at what objects are worth, attempting, I feel, to exploit customers.

The asking price for many things, possibly with the exception of the Chocolate Artisan and some art, was painfully disproportionate to actual value of products...even if they are the art of an individual.

Sadly, this is happening everywhere in WA...and though I could aff ord it, on principle I will not pay it.

Oh, and why do people think they can charge $30 for mum’s old sunglasses because the presentation is set in a groovy atmosphere out of a funky suitcase?

Stop trying to turn Fremantle into Claremont! The people won’t have it.

EnthralledMAY I congratulate you on the spread of topics, which I found so enthralling in last weekend’s paper (Herald, October 12, 2013).

We even had two Cockburn readers’ letters out of the total of eight, and the lead story was a gem. Merely change the name from Melville to Cockburn and you have the greatest story ever told.

I personally have never, in more than 40 years of watching our council’s performances, seen such an irresponsible bunch of toadies.

Our council is totally under the control of a team of overpaid, self-serving arrogant posers. However, due to the fortunate fact Cockburn is such a rapidly growing and diverse area, the total handing over of power to the CEO and his trusty men only goes to hide the inadequacies of our elected representatives’ ability to communicate with the very people who elected them.

Truly a sad state of aff airs in an alleged democratic system. Come on, electors of

herald lettersfollowing day I received a call back saying my request would be done. During that conversation I was informed the council only cleans verges if a request is forwarded. Now I understand why the area looks like a slum, because although we pay rates the council only clears its own verges if asked to do so.

So, ratepayers of Cockburn, if your verges are overgrown. remember you need to ring to ask those poor overworked people on council if they would kindly clean up.

Pettitt misses the confl ict pointBRAD PETTITT told a recent forum two confl ict-of-interest concerns regarding proposed development on the Esplanade were “immaterial” because they did not infl uence his decisions.

He missed the point that potential confl icts-of-interest need to be disclosed so the community can be confi dent they have been managed. As it was, the cost of the plaza proposal increased by $400,000, and the current location was chosen, under the extensive infl uence of the individual around whom both confl ict-of-interest concerns exist.

“Immaterial” Dr Pettitt? I am not confi dent. For the record, the confl icts-of-interest relate to Skateboarding Australia representative Ben Bowring, whose extensive advice on the plaza was followed by the council over a nine-month period. We now know Mr Bowring owns a Fremantle-branded skateboarding gear and clothing business that he is seeking to expand (he is also urging the council to hold international skate competitions on the plaza).

On Skateboarding Australia’s board is the CEO of Convic, whom the council chose to build the plaza without going to tender, and whose advice regarding siting the plaza has been followed since before community engagement processes began.

It does not appear Mr Bowring did anything wrong: His business connections are known to the council. But the council, in numerous public decisions citing his advice, never disclosed his business connections.

AFTER 50 years out in the world, the kids from Mt Pleasant primary school are meeting up.

The school’s having its 60th anniversary this year and David Swift is trying to track down classmates who graduated in 1963.

He says with the anniversary coming up, “I contacted a couple of friends and said ‘what’s happening?’

“And they said ‘what are you going to do?’ So I accidently volunteered myself to organise it.”

He says many who went to the school still live in the area and he occasionally bumps into familiar, if more weathered, faces.

Mr Swift is hoping former students will come forward to share memories about playing marbles in the schoolyard, fancy dress balls and other rites of passage.

“They used to have this rather corny Guy Fawkes night on November 5 every year,” he recalls.

“There’d be a bit of a bonfi re, which sounds tremendously dangerous. Maybe somewhere along the way it was considered too dangerous.”

Built in the middle of what was then-bush, Mt Pleasant was an unusual experimental primary school in the early days but Mr Swift was happy to be one of its guinea pigs.

“Any new teaching aids, reading programs and maths programs were

trialed on us right the way through school, which sounds horrible but it was actually great because it meant that quite regularly some amazing new scheme would turn up... which made school interesting. I never did fi nd school boring.”

A farmer-turned-anaesthetist (who enjoys a bit of hypnotherapy as a hobby), he says it’s been interesting to see friends from so long ago grow up to become big wigs in government (one’s the architect of the new hospital). More than a few have done the mid-life crisis thing and bought Harleys, he chuckles.

The 60th anniversary school fair is on Saturday October 26 from 10am to 3pm, and the year seven class of 1963 will be at the memorabilia stand at 11am.

ARJUN BHARDWAJ started at the bottom of the hospitality

industry as a student, collecting dirty glasses in a Brisbane night club.

But like cream he rose to the top, working in Japan’s Hilton, some of the best establishments in the UK and managing a resort in Tenerife.

He followed love to Western Australia and took over South Fremantle’s Crowded House, closed it, gutted it and has re-opened as Public and Co.

Bhardwaj is happy to carry on House’s tradition for fi ne food but has added a tapas menu to keep prices aff ordable (there’s nothing on the menu over $20).

The interior is uber-modern with chic, crisp lines, and cute “graffi ti” art forming cartoon-like pictures on the walls.

The Herald dropped in last week to discover superb and knowledgeable service—and fantastic food.

My lunch companion ordered pork bahn mi burger ($16), a dish enjoyed at a variety of eateries, including street carts, in Vietnam.

This was a “tamer version” (as in not full of mouth-searing chilli,) giving it a “broader appeal” to western palates, she reckones, tucking in with gusto.

It was seared scallops ($16) for me, tender morsels atop a bed of caramelised caulifl ower, drizzled with sage and hazelnut butter.

We shared all but the pork bun, including beer-battered chips, served in a cute mini deep-fryer basket. These were crisp and lightly dusted with fresh coriander and parsley.

The buratta salad ($16) was an out-of-world experience. Buratta

is an Italian soft cheese, and I can see it going viral, with its fi rm outer shell forming a parcel fi lled with soft cheese and cream.

Cut it open and the rich mix oozes langoriously out to mingle with truss tomato, watermelon, grapes and mint.

When it comes to dessert there are just two on the menu, but what a pair.

It was impossible to choose between the orange and vanilla brulee and the almond and ginger pudding ($14) so we had one of each— both superb but very diff erent.

Presentation is part of the

enjoyment at Public and Co and the brulee arrived with a generous scoop of porter (as in beer) ice cream sitting atop a sweet malt soil (made trendy by Heston Blumenthal).

A thick swirl of rich chocolate sauce had my mate nearly in tears: “Chocolate shouldn’t be allowed to compete with the other desserts,” she lamented.

“It’s like putting able-bodied athletes in the paralympics—it’s not fair.”

The pudding had a Dutch spiciness to it, was less sweet but equally delicious. As was the homemade almond ice cream on the side and the divine goji hop syrup.

A very good coff ee ($4), and a delicious earl grey tea rounded off a terrifi c dining experience.

And with dishes like buttermilk biscuit, strawberries, cream and hop honey ($10) and avocado, eggs gribbiche with citrus oil ($14), on the breakfast menu I feel an early morning date coming on.

A PENSIONER lay dead,

undiscovered in his

Homeswest unit in Hamilton

Hill for ve days, despite

neighbours’ pleas to the WA

housing department to check

on him.When police nally kicked in

his door, they found the man’s

corpse. It’s unknown how long

he’d been dead.Residents of the units in

A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.
