The new French service; MTVf, launched on June 20 covering the francophone markets of France, Belgium and Switzerland, replacing the previous MTV European feed currently servicing the three countries. MTVf will be distributed via cable and on the TPS and Canal - Satellite satellite platforms. The twist is, however, that the new French channel channel will be in English. Brent Hansen, president/ CEO of MTV Networks Europe, says research carried out by MTV showed that English language and the inter- national dimension of MTV remained a key attraction to the channel in a market where there are already a number of French -language music channels with a strong local content. "It was a big surprise to us," Hansen admits. "We asked the audience what they want- ed and that's what they answered. Unlike in most countries, they wanted us to remain more interna- tional." MTVf will use interna- tional programming supplied by MTV's European feed with French subtitling. Hansen says the subtitles will be done in an attractive and inno- vative way. "It's a specific [French] feed but most of the programme will be similar to MTV European," says Hansen. Clive Dickens, Capital's group head of programmes, is leaving with immediate effect, although contractu- al obligations mean he won't be able to work for a rival broadcaster for at least three months. In a statement, Capital says that Dickens' decision to leave immediately "was an amicable one." Dickens says that, while he already has some firm options in mind for the future, "in three months time I'll be a free agent and obviously some very interesting conversations are going be had." MTV offensive in France, Spain, ItalyA M&M staff report

LONDON - MTV is launching newlocal channels in France and Spain-and also now has a chance of keepingits terrestrial coverage inItaly.

The new French service;MTVf, launched on June 20covering the francophonemarkets of France, Belgiumand Switzerland, replacingthe previous MTV Europeanfeed currently servicing the threecountries. MTVf will be distributedvia cable and on the TPS and Canal -Satellite satellite platforms.

So Universal Music is going mobile.The world's largest record company crosses the

Atlantic Ocean back to Europe and its content will beused for the platforms of its new parent company Viven-di Universal-not least its mobile phones.

This new deal is the confirmation that the way inwhich the music industry is operating is changing. Inthe 1980s, the model was to associate hardware withwhat was then called software (Philips/PolyGram,Sony/CBS, Matsushita/MCA). This model is now obso-lete. In the 21st century, content is in bed with digitalconduits.

The AOL Time Warner deal earlier this year came asa warning that the world was changing, and for thosewho still had doubts on where the priorities are now, theVivendi Seagram alliance will simply make it clearer-content is king, but the platforms own it!

Music will be a vital part of this new model. The com-bination of portable phone and broadband will make thelargest catalogues of music accessible anywhere by any-

one. And music will create traffic.One of the results is that artists have become com-

modities-their works are badly needed to make allthese platforms attractive. But unsurprisingly, no oneasked them how they felt about changing ownershipthree times in two years or if they had any objection inhelping Monsieur Messier promote his Vizzavi Internetportal.

The other interesting consequence of this newarrangement is that it shifts once again the centre ofgravity of the music industry towards Europe. It bringsan added cultural diversity to the ownership of majormusic companies-although it is not certain it will rad-ically change the way Universal Music operates.

Compared to the Universal/PolyGram merger twoyears ago, it is likely that the integration will besmoother. Vivendi has no musicoperations and therefore should letUniversal Music continue in itspresent shape and form.

No doubt that someone with aFrench passport, who was oncerunning the largest record compa-ny and lost his job two years ago,must savour the whole irony of thesituation.

Court ruling stuns Spanish radioby Howell Llewellyn

MADRID - Spain's High Court hassensationally reversed the Spanishgovernment's May 1994 approval ofthe take-over of the Antena 3 radiogroup by the country's biggest radiogroup, SER.

The ruling obliges SER's owner,media conglomorate Grupo Prisa, tore -separate the 137 former Atena 3Radio owned or associated stations(26 of which are music outlets) fromSER's 450 stations. Currently, bothare managed by the same holdingcompany, Union Radio.

Union Radio is to appeal against

the ruling to Spain's ConstitutionalTribunal, while the government willstudy the High Court's arguments.Secretary of state for justice,- JoseMaria Michavila, said the rulingwas "extraordinarily important forthe plurality of the media."

The legal challenge was original-ly brought by a group of formerAntena 3 journalists at the time ofthe 1994 take-over, but it has takensix years for the court to reach adecision. In essence, the verdictfinds that the government's 1994approval of the deal permitted"excessive concentration" 'in theradio sector.

Felipe Arrizubieta, a lawyer act-ing for the journalists, said the nil-ing "returns operative indepen-dence to Antena 3."

A SER/Union Radio statementsaid the verdict "clashes head-onwith the reality of the commercialradio sector in Spain," and that theexistence of major radio groupssuch as itself, COPE and OndaCero has enabled country -widecommercial radio services to beviable. The statement also pointsout that, since 1994, a further 350FM stations and 12 new nationaldigital radio services have taken tothe air.

New SNEP president wants protectionby Emmanuel Legrand

PARIS - EMI Music France presi-dent Marc Lumbroso, unanimouslyelected president of French labelsbody SNEP at its general assemblyon June 19, has put protection ofrights at the forefront of his agenda.

Lumbroso says there is a heavyagenda for the industry in the com-ing months, as France will assumethe presidency of the EU for sixmonths starting July 1. "There aresome very crucial issues, such asthe lowering of the VAT on recordsand the Copyright Directive thatwe want to push forward duringthis period," he explains.

Lumbroso, who has a reputationfor being close to artists, says theindustry could also enlist the sup-port of artists over rights protec-tion. "It seems to me that there is aconsensus between the record com-panies and the artists on the issueof defending their rights," he notes.

Lumbroso was the only presidentialcandidate and has been elected for atwo-year term. Gilles Bressand, presi-dent of indie XIII bis Records, was re-

elected as vice president. The SNEPboard also welcomed a new member,Zomba Records, represented by itsFrench MD Christophe Lameignere.

Lumbroso replaces PascalNegre, who held the post for a sixmonth interim period. Many SNEPmembers wanted Negre, who isalso president of collecting bodySCPP, to continue his presidency.But he says he made it clear thatwhen he took the job six monthsago, it would only be for a transito-ry period. "I have enough at SCPP

to keep me busy," he tells M&M,"and I don't think it is desirablethat the market leader is also incharge of the industry body.Besides, Lumbroso is a very smartprofessional, and he's going tobring a new approach to SNEP."

Lumbroso says he wasn't origi-nally candidate for the job but he"succumbed to the unanimouspressure of my colleagues. I think Ican bring the vision of someonewho is close to the ground and tothe artists."

`Dream team' lifts 538 ratingsby Robbert Tilli

HILVERSUlYI - Radio 538'srecent big -money DJ sign-ings seem to be paying offon the ratings field.

In particular, thehigh -profile move ofpopular morningshow presenterEdwin Evers (pic-tured) to 538 frompublic CHR station Radio3FM helped 538 to increaseits overall market sharefrom 7.3% (March -April) to8.1% (April -May) in the bi-monthly official Intomartratings. Evers has taken538's share of the breakfastaudience from 7.3% to10.4%, with a particularlystrong increase amongyoung males.

Over the same period,3FM saw its audience dropfrom 14.2% to 13.6%. CHR

Soft AC market leaderSky Radio has seen its audi-ence fall by 0.7% to 14.4%this survey, although this canalmost certainly be attrib-uted to the recent expansionof Intomart's survey toinclude10-13 year olds.

Power Hit comes to Estoniaby Johan Lindstrom

TALLINN - MTG Radio isbringing its SwedishCHR/Dance brand PowerHit Radio to the Estoniancapital of Tallinn. MTGalready runs AC networkStar FM (formerly EasyFM) in the country.

"Our goal is to createTallinn's hottest radio sta-tion -a station that playsthe latest hits, createstrends and is always onestep ahead of everyoneelse," says MTG Radio'sgroup programme directorChrister Modig.

Modig says there arearound 10 commercial sta-tions in Tallinn which heregards as serious competi-tors, with Sky Plus andRadio Uno leading thepack. Many of the stations,however, operate with veryloose formats and withoutstrict playlists.

MTG has undertakenmusic research both forPower Hit Radio and sisternetwork Star FM in theEstonian market. The resultis that the Estonian versionof Power Hit Radio has beengiven a more dance -orientedformat than the Swedish

stations in Stockholm andGothenburg. The researchrevealed big differences inmusic tastes between Swe-dtri and Estonia: "Some ofthe songs that test well inSweden don't work at all inEstonia," notes Modig, "andmost of the '80s songs aretotally unknown there."

Star FM was recentlygiven a hotter music format,which prompted the namechange from Easy FM. Thechange was also made tomake the station's brandingconsistent with sister MTG-owned Star FM networks inFinland and Latvia.

Haentjes defends Edel Music lossesby Gesa Birnkraut

HAMBURG - Edel Music CEOMichael Haentjes made apledge to shareholders presentat the company's AGM in Ham-burg on June 14 that 1999'sloss of DM5.3 million (euro2.71 m) would not be repeated.

"We want to be a globalplayer, but in the last year wedidn't have the appropriaterepertoire," admitted Haent-jes. "Four albums thatweren't released on timeruined our results for 1999."

The albums in questionwere from Blumchen, Sash!,Jennifer Paige and AaronCarter. "These albums wereof a quality that satisfiedneither us nor the produc-ers," explained BarbelTomas, executive assistant tothe chairman at Edel.

Last year was a strategical-ly successful one for Edel, with

the acquisitions of Play ItAgain Sam, Red Distribution,Mega Scandinavia, MegasongPublishing, K-tel Finland andEagle Rock, but its share pricehas dipped since the compa-ny's initial flotation last year.

For 2000, Haentjes saidhe expected to post profits ofeuro 50 million on revenuesof over euro 0.5 billion. He

also predicted that publish-ing revenues of euro 50 million per year would be gen-erated over the next threeyears, and that his compa-ny's investment in music TVchannel Viva should garnera "nine -digit figure" as aresult of Viva's plannedflotation later this year.

KARISRUBE - German Internet portal Web.de has pur-chased a 12.5% share in commercial radio station Radio96/Baden Baden. The move is part of Web.de's strategyof investing in traditional media to enhance the offer-ings of its own portal. IFPI faces up to online piratesby Siri Stavenes Dove

LONDON - The music industry isincreasingly concerned by theemerging threat of piracy on theInternet.

IFPI's 1999 report on the globalpirate music market, released inLondon on June 14, reveals thatthe international record industryfederation and its national associ-ates contributed to the removal ofaround 15,000 sites containingover three million illegal files dur-ing 1999. But downloading musicfrom the Internet is estimated at abillion downloads a year, accordingto figures from Forrester Research.

The great bulk of piracy, howev-er, remains in theform of illegally man-ufactured cassettesand CDs. An estimat-ed 1.9 billion units ofillegitimate soundcarriers were distrib-uted worldwide in1999, of which 1.4 bil-lion were cassettesand 450 million CDs.IFPI has estimatedthe sales of pirateCD -Rs for the firsttime in this report,which shows that an estimated 60million units were sold in 1999.

The challenge now for the IFPIis to deal with the new technolo-gies which are readily availableonline. In addition to taking actionagainst individual web sites, thefederation's response to onlinepiracy is to educate both con-sumers and service providers. Inco-operation with the US MotionPicture Association, the IFPI isdeveloping automatic Internet -searching systems which will allowthe industry to find portals that

are operating illegally.On the consumer side, senior

Destination: dance resortsIbiza's inhabitants may have reached saturation point butthe European youth's appetite for sun, sand and dancingthrough the dawn continues to grow. Meanwhile, on theother side of the Mediterranean, Ayia Napa is patentlynot becoming a second Ibiza. Gary Smith reports.

putting aside for a moment thefact that both Ibiza and AyiaNapa are touted as resortsdominated by dance music,the differences are huge.

While the Ibiza scene is dominated bytrance and hard house, Cyprus' AyiaNapa is the home of two step andgarage. The only real similarity isthat both spots cater in the broadestsense to a huge volume of people whowant to dance.

"Ayia Napa is mainly a reflectionof a scene that comes out of south eastEngland," says Dave Piccioni, MDand head of A&R at Azuli Records."With the media coverage of two stepgathering pace it could prove to behighly influential this year."

While Ayia Napa's club life is amirror image of a localised musicalphenomeon that is currently gainingpan-European momentum, Ibiza'srole in the greater scheme of things ismore complex. It is however, accord-ing to industry figures, just as, if notmore important than ever. "I don'tknow how to measure the effect Ibizahas on customers but for the industryit is important as a place to bothsource and break records," saysPiccioni.

Fully brandedOne of Ibiza's most pervasive aspectsis the way in which it has been sowidely hijacked as a brand. "Thesedays any idiot could A&R a largin' itin Ibiza' type of compilation," saysThomas Foley, director of ReactMusic, the company that originatedthe Cafe del Mar compilation series."But we choose to concentrate onmusic that appeals to a more maturetype of listener."

React's Real Ibiza series, compiledby Chris Coco and Phil Misen, is nowup to volume three. "The Real Ibizaseries is more about the quieter, post -hippy side of Ibiza which still existsalongside all the package tour club-bing," Foley says. "For us Ibiza is asmuch about putting together classyalbums from the ambient/world music

scene as it is partying."A brand it may well be with unde-

niable effects on some European mar-kets but not every country feels theIbiza backwash. "The influence ofIbiza and/or Ayia Napa on the Italiansales market is negligable in realterms," says Time Records chairmanGiacomo Maiolini. "We are however,currently finalising our own RiseParty double compilation featuringthe best house music from around theglobe mixed by Robbie Rivera andAlex Neri."

The wave effectSales may be comparatively unaffect-ed in some territories but the charts ofthe UK, Germany, Benelux and, to alesser degree, France showed plenty ofevidence of the Ibiza effect last year.

Tracks like Paul Johnson's Get GetDown (Mix Connection/US) was one ofseveral that benefitted from islanddancefloor momentum. As a result ofits popularity on the island it waslicensed all over Europe, althoughaccounting is still ongoing and no salesfigures are available. Eclipse's MakesMe Love You (Azuli/UK) was licensedto over 40 territories and has sold inexcess of 500,000 copies worldwide.

The utterly ubiquitous ATB sold1.5 million copies of 9PM (Till I Come)(Contour/Germany), Funkstar Deluxevs. Bob Marley's Sun is Shining(Edel/Denmark) went over the millionunit mark and has sold in excess of afurther three million compilationunits. Moloko's Sing It Back(Echo/UK), an early season Ibizafavorite, sold 250,000.

Meanwhile, with theUK garage scene currentlyexploding out of the under-ground at breakneck pace,the net effect of AyiaNapa's summer season onEurope's charts later thisyear is bound to rise dra-matically. A clutch oflabels like Criminal,Release The Groove,Uptown, Rhythm Division,Jumbo, Slam Jamz and Fourth Wave look set toguarantee a constantstream of bass -heavy,song -based material. "Our Tuesdaynight at Pzazz [in Aiya Napa] lastweek was rammed," says CatrioneEmerald, co -director of promotersTwice As Nice. "Considering thatTuesdays are commuting days whenthe airlines are shipping people inand out, it's busier than last year."

The drugs don't workAs for the type of person going to AiyaNapa, Emerald draws a distinction asclear as that between the preferredmusics. "Ayia Napa is based around a25 plus crowd who are up for somedrinks and a good time. Unlike Ibizait's not a drug -based culture at all.People from a wide age -range tend tocome to the clubs in Ayia Napa anddance as hard as any teenager."

One of the highest profile breakoutsfrom last year's Ayia Napa scene wasRewind by the Artful Dodger (PublicDemand/UK). Alongside that Shanks& Bigfoot's Sweet Like Chocolate(Chocolate Boy/UK) also enjoyed astint in the UK singles chart.

Near misses by DJ Luck featuringMC Neat's A Little Bit Of Luck (RedRose Recordings/UK) and BrassTooth's Celebrate Life (WarnerMusic/UK) should, at least in the caseof the latter record, be put right by are-release this summer. MeanwhileDJ Luck and MC Neat are currentlyalready spilling into mainstreamradio with their update of StevieWonder's Masterblaster.

"There has been a notableincreased in the number of recordsthat are played on shows like mine fil-tering through to mainstream radio,"says Kiss 100/London's EZ. "Theamount of tracks coming through withstrong tunes, that have obviously hada lot of thought and effort put intothem, is what is fuelling this crossover.Having said that there are still a lot ofreally average tracks being snappedup by labels at the moment."

As much a club DJ as a radio jock,EZ also has a unique take on the dif-ferences between Ibiza and AyiaNapa. "I play tougher in Ayia Napathan in Ibiza because the Ayia Napacrowd understand UK garage," hesays. "I tend to play more commer-cial sets for the Ibiza crowd !"

Disco Down"We don't do compilations because we can't competewith the majors," says Azuli Records* Dave Piccioni."Instead, our focus is on providing material forthose compilations."

Piccioni has two tracks that he hopes will repli-cate the success of Eclipse's Makes Me Love You.The first, Disco Down by House Of Glass is, headmits, "quite the most commercial thing Azulihave ever released. It's already had a number twoplacing in the Italian national chart on [producers]Bini & Martini's Ocean Tracks label," he says.

Afro Medusa's Pasilda is Azuli's other big hope.Piccioni has just licensed the track to all Europeanterritories.

Jungle BoogieMark Waring of Time Records' legal department isconvinced that his own company's summer soundsare up with the best, whether they are own -produc-tions or, as is the case with Wicked Phunker'sJungle Boogie and Robbie Rivera presents RhythmBangers Bang, licensed.

Both tracks feature the prolific talents of Miami-

based Robbie Rivera, the man responsible for some ofthe most original and energising dancefloormoments of the last two years. Alongside the Riveratracks The Love Bite's Take Your nme is a definatewinner. "It's so commercial we are not overly con-cerned about doing remixes," Waring says. "Althoughsome of our licensors have done extra mixes. So farthere's one by Vinyl Watch and one from Illicit."

HigherAmongst the pantheon of DJ/producers, few namesare bigger than David Morales. The fact that he hasteamed up with top US producer Albert Cabrera,under the name Morales & Cabrera present Moca,to produce Higher (Definity) has resulted in a trackthat is widely regarded as a monster.

Equally loaded with expectation is Infernal'sSlave To The Rhythm (Penso Positivo). The trackincludes a sample of Lionel Ritchie's pop classic AllNight Long laid over a storming batacuda rhythm.Based on a track produced by Claude Monet andAntoine Clamaran called Doctor Drum, the addi-tion of the Ritchie sample has pushed the song frombeing a dancefloor favourite into crossover territory.

Lookin' 4 LoveItalian ex -model Lucrezia has teamed up with pro-ducer Roy Malone to produce a pop/dance trackcalled Lookin' 4 Love (Logic/Germany). Already outin Italy and Germany and shaping up as a chart hit,this very Euro-inspired tune also has some superb

mixes including the exceeedingly Ibiza -friendlyZEN Fever Club Mix and Malone's own OceanExtended Mix. Both mixes plus a couple of on -the-

money radio edits should guarantee sustainedmomentum from both charts and dancefloor.

Closer Than CloseRosie Gaines in 2 step conversion shodker! After anextended absense from the charts and hearts ofEurope, Rosie Gaines is back with a version of theclassic Closer Than Close (Total Rhythm) sporting awickedly clanky 2 step production courtesy ofSOZE. It is a given that Gaines performs the songsuperbly, but alongside the 2 step treatment shegets a laidback, Shaft/Herbie Hancock inspiredDave Clark makeover on the Brooklyn 2 StepExtended. Currently widely tipped as a major crossovertrack is Crystal Clear's Live Your Life. Executiveproduced by the legendary Tony Humphreys LYL isthe product of rising Swiss label DMB Alliance. "It'sa real grower," Tallon says. "We already have it A -Listed at Los 40 Principales and the fact that Edelhave the track for several European territoriesmeans that it will be worked hard this season."

SONAR ATTRACTS RECORD CROWDSNow firmly estabished as being up there amongst thetop-flight of European festivals, Sonar this year dis-played an extraordinary level of eclecticism. Actsranged from the out-and-outabstraction of the Mego LaptopOrchestra through to theHawkwind-inspired space rock ofMute act Echoboy. In between those polar oppositeswere enough bands and DJs performing everythingfrom hard house to drum 'n' bass to rap and nu jazz todraw a record crowd of more than 48,000 attendeesover the festival's three day run.

SIZZLING DRUM 'N' BASSGerman DJ Turner of Ladomat Records turned in a setof fine, sizzling D 'n' B that was peppered with referencesto electronic pop. A combination that, at its most sophis-ticated, is best described as Bukem-esque. At other tithesTurner's set recalled some of the highpoints of '80s elec-tronic music. The evening session kicked off with a clas-sic set from Talkin Loud founder Gilles Peterson.

SHOE GAZING IN VEGASDeath In Vegas performed a set that lurched frommaterial dominated by micro -textures and soaringHammond organ from their first album through todirge -like, guitar heavy material that recalls the"shoe -gazing" bands of the mid '80s. In an altogethermore usual-by Sonar standards-vein, Funkstorungbacked up the melodic charm of their debut albumwith a set that combined thumping, hip hop -inspiredbeats with some fine MC-ing courtesy of Triple H.Stereo MC's Rob Birch then turned in a set thatechoed the duo's excellent DJ Kicks album. Tracks byKool G Rap, Kitty Bronx and the legendaryUltramagnetic MCs alongside more contemporarymaterial from Red Snapper, The Herbaliser and SofaSurfers, made for an unusual and inspirational set.

A GUY CALLED WENDY?Prior to the release of his new album Essence (StudioK7/Germany) A Guy Called Gerald performed withsingers Wendy Page and David Simpson. Based on theevidence of this show, the album is quite his best todate. By combining an R&B sensibility and somestorming tunes with beautifully arranged drum 'n'bass, Gerald has forged a sound that is at once time-less and thoroughly contemporary. DJ Maus fromMontreal Electronic Groove played a superb set ofpleasantly banging hard house. The choice of musicwas somewhat ironic as she made her name back inCanada as a D 'n' B DJ. Next up was Burnt Friedmanwho truly broke the mould by performing with fiveMini Disc players. The resulting set, similiar in toneand style to his Flanger album (Ninja Tune), was amasterpiece of lowkey mutation.

SPACE ROCK AND A REVELATIONThere was however, nothing lowkey about the spacerock of Echoboy. He started off with pleasantly twist-ed songs that combined electronica with guitar, muchlike the material on his Mute Records releases, but thesound gradually mutated into a sort of nouveauHawkwind circa Hall Of The Mountain Grill.

He was followed by the revelation of the event, theamazing voice of Alison Goldfrapp. She and her bandwere performing only their second gig and, despiteunderstandable nerves, were simply superb.Goldfrapp's voice, somewhere between Shirley Basseyand Marcy Detroit, was perfectly complimented by theband's moody, torch -like, neo-classical touch.

Dance BeatThe weekly dance chart comment by Harald Roth

The annual invasion of European clubbers in re-sorts such as Ibiza, Aiya Napa and Mallorca hasbegun and it is already starting to have an effecton the chart. This week's highest new entry, Chi -cane's Halcyon/No Ordinary Morning (Xtrav-aganza) at 15, enters the Spanish DJ chart aswell as going to number two in the UK club chart.

As expected, German duo Marc & Claude's INeed Your Lovin' (Alphabet City) enters the top40 at six, thanks to club chart debuts in bothGermany and Spain and a number one positionin the UK club chart.

Also moving into this week's top 10 is MauroPicotto's Komodo (Save A Soul)! Pegasus(BXR/Media) at eight. The track is doing particu-larly well in Germany, where Italian label MediaRecords opened an office nearly a year ago. It hasalso gained strong support in Spain and Italy. Do-minica's Gotta Let You Go (Micmac/United) shootsup from 80 to 21 this week, thanks to support inGermany and Poland.

The official theme of this year's German LoveParade, Dr. Motte & WestBam's Love Parade2000 (Low Spirit), enters at 30 this week. Thefestival will take place in Berlin starting July 7.At the same time, the UK will host its first everLove Parade in the northern city of Leeds, or-ganised by BBC Radio 1, so the track may wellbenefit from crossover into the UK.

Australian Kylie Minogue looks set to recap-ture the success she gained on previous outingswith her new single Spinning Around (Par-lophone) which enters at 41. Also new is Univer-sal Belgian -signed act Kundalini Rising, whoenter at 36 with Kayomani. The track featuresin the UK club chart at number nine, whereindie label Whoop is the licensee.

Italian DJ Gigi D'Agostino looks likely toenter next week's chart with Le Passion(BXR/Media), currently bubbling under at 68.His album L'Amour Toujours has so far pro-duced Dance Traxx hits such as The Riddle, An-other Way, and Bla Bla Bla.

Among artists hoping for a place on thechart next week are UK's Shanks & Bigfoot,Sweden's E -Type, Germany's Re -Flex, andFrance's Bob Sinclar.

I Did ItAgain (Jive) drops to number two and isreplaced by Whitney Houston & GeorgeMichael's If I Told You That (Arista). Thehappy couple's offering has taken eight weeksto reach the summit and achieves it this weekwith the help of adds on German stations suchas cutting edge CHR Orb/Fritz and CHRHR:3. French CHR station NRJ has alsoadded the record to their playlist.

Artful Dodger's Woman Trouble (ffrr) is thisweek's highest new entry, at 42. It is mainlyaired in the UK at the moment, but showspossible crossover potential by appearing onthe playlists of stations as diverse as UK'sRock FM and dance station Kiss 100, andDanish CHR station Radio ABC.

Oasis' new single Sunday Morning Call(Big Brother) enters at 43. The track, the thirdto be released from the Standing On TheShoulder Of Giants album, enjoys airplay atGerman CHR outlet WDR Eins Live, London's95.8 Capital FM and Finland's public serviceCHR station YLE Radiomafia.

Liverpool dance/alternative station Juice107.6 FM added the track to their playlist thisweek and programme manager Jo Euston

loves it. "It's reallygood! It's betterthan the otherstuff that's comeout of StandingOn The ShoulderOf Giants. You canreally feel thepresence of Noel[Gallagher] on thisone because hedoes the vocals.We were quicker

MTV's new Spanish channel is tolaunch on September 10, and will becalled MTV Espana. As in France, itwill replace the previous MTV Euro-pean feed, and will be transmitted toa potential 1.5 million homes inSpain on digital TV platforms CanalSatelite Digital (CSD) and Via Digi-tal, as well as via several regionalcable TV operators.

"One aim is to export Spanishartists from MTV Espana to othersingle -territory channels, in thesame way that Italian artists areexported from MTV Italia," saysAntonio Campo Dall'Orto, the Milan -based managing director of MTVSouthern Europe.

"This has been two years in theplanning, but we always knew itwould happen because of the greatcreativity of Spain and the impor-tance of the Spanish language," headds.

MTV Espana will face competi-tion from existing Spanish music TVchannels 40TV (on CSD) and SolMusica on the Via Digital platform.Germany's Viva also plans to launcha Spanish service by 2001.

Don't expect any changes."The division will continue to be run bycurrent chairman/CEO Doug Morris,to whom Larsen reports.

Messier and Bronfman's commentscame after Seagram's board agreed onJune 19 to sell the company to theFrench group in a deal valued at $34billion, which, according to Messier,integrates Seagram's music and filmdivisions into "a worldwide leader inthe communication business."

Messier said that the group "is theideal set up for Internet's second gen-eration," adding that broadband wouldsee "the return of the content as king."Music, said Messier, is a key to thesuccess of new digital services.

Bronfman said he was also con-vinced that the Internet would createmany new opportunities which will befully exploited through Vivendi'sassets. He admits that the recent Nap-ster case raises some concern: "WhatMP3 and Napster prove is that there isintense interest by users for music in adigital form. There are risks, but the

There were a few amusing (and revealing)moments during the Vivendi Universal pressconference in Paris on June 20 (see story, page 3).Vivendi chief executive Jean-Marie Messier stillhas to learn what he has actually acquired-at onepoint he referred to Celine Dion as an example ofan artist who could be downloaded from a Vivendiplatform, prompting his Seagram counterpartEdgar Bronfman Jr. to nudge him that "she's notone of ours." Meanwhile, Bronfman struck an emo-tional chord when asked whether-instead of amarriage-the deal looked more like the funeral ofSeagram. "Today's my father's birthday and I can'tthink of a better gift for him," replied Bronfman.

The European Commission has openedanother full competition investigation in the digi-tal music sector, this time into the proposed merg-er between AOL and Time Warner. It follows thepreviously -announced inquiry into the mergerbetween Warner Music and EMI. In its latestinvestigation the Commission will examine theeffects of an AOL-Time Warner deal on the devel-opment of music distribution over the Internet,and on the markets for Internet dial -up access andpaid -for content. The EU fears that AOL could useits position "to dictate the technical standards fordelivering music over the Internet and monopolisemusic player software."

Jacques Rigaud will be retiring from France'sleading radio station RTL on June 30, after 20years at the helm of the full -service outlet. Aged68, he says he has no plans to continue working ina corporate capacity for a broadcasting company.

Italy is poised to adopt tougher anti -piracylaws. On June 21 the Italian chamber of deputiesgave its approval to a new law containing toughersanctions against music pirates. The bill must nowpass to the senate for ratification, on a date to bedetermined in the next few days.

Peter Hanser-Strecker, chairman/CEO ofSchott Musik International, has been re-electedfor a further three-year term as president of theGerman Music Publishers' Association. Alsore-elected were VP Karl -Heinz Klempnow (man-aging director of Transcontinent Musikverlag),treasurer Michael Karnstedt (president of Peer -music Europe), and secretary Peter Ende (MDof EMI Music Publishing Germany).

Stephane Rogeon, marketing director forIpsos Music, the company which monitors radioairplay in France, is to join radio group NRJ atthe beginning of July as director of research. He'llbe replaced at Ipsos by Helene Marteau. Andalso on the move from Ipsos is head of research AliMouhoub, who joins Yacast, a new company spe-cialising in airplay monitoring.

Paris -based Net4Music, which offers down-loads of sheet music, is to be acquired by US outfitCoda Music, which sells music -notation softwareand other musicians' products. The deal should beclosed by October, after which the combined com-pany will be known as Net4Music. Net4MusicCEO Francois Duliege will retain that title atthe combined company; Coda CEO John Paulsonwill serve as president.

Finally, there was uncertainty atpresstime surrounding the future ofTrevor Dann, head of music entertain-ment at UK public broadcaster the BBC.Following the corporate restructuringprocess under the BBC's new director gen-eral Greg Dyke, Dann recently lost hisresponsibilities with regard to the corpo- Triovor Dannration's music radio stations, and sourcessay the former GLR programmer is now faced witha reduction in the scope of his TV activities.
