It's the end of the world (of music) as we know it-or atleast, as we've known it for the past 10 years. That's theprospect facing us if current speculation on the future ofPolyGram and EMI is proven right.

Over the past decade, the music business has grown andprospered like few others in the world to become a $40 bil-lion industry. The interesting thing is that it's happenedwith so few changes in the geographical ownership of thekey players. Two major companies (Warner and Universal)are North American, one is Japanese (Sony) and theremaining three are European (BMG, PolyGram and EMI).

All this is seemingly about to change if one, perhaps two,currently European -owned companies sail across theAtlantic Ocean to fall into their new master's fold within thenext couple of days-or weeks, or months?

The first consequence-and the most unfortunate from apurely humane point of view-is the effect of the likely "con-solidation" if the Seagram/Philips deal on PolyGram goesthrough. The tricky part will be deciding who takes overwhat and where. Apart from that, there is a risk that withthis shifting of power, those companies will also experiencesome cultural changes.

What made PolyGram and EMI distinctive was their

approach to the business-although they aimed to be global,they had a definite European feel (and a specific Europeanmanagement style). Both PolyGram and EMI's strengths liein an ability to develop European local acts and give themglobal treatment. And because the decision centres in bothcases remained in Europe, both companies avoided the riskof becoming too self-centered on a single market-the U.S.

The European music industry would probably have moreto lose in terms of image through the combined effect of theacquisition of one or two major companies by NorthAmerican interests, alongside the recent nomination of anAmerican, Jay Berman, to represent the music industrythrough the IFPI. This could have a counter -productiveeffect with European policy -makers in Brussels, where thevoice of the industry could be fading-if suddenly the musicbusiness is perceived as the preserve of the Americans.

But in the end, the saddest element in all this affair issurely that not a single European company has expressedinterest in EMI or PolyGram(where are Branson, Lagardere,Kirch, Vivendi/Havas/Canal+, etal?). The loss of two of the fewremaining jewels in the Europeancrown could see the global impor-tance of this continent's musicindustry relegated to minor sta-tus. And that is certainly not themost pleasant aspect of this acqui-sition process.

Chrysalis folded into EMIby Mark Solomons,international editor, Billboard Bulletin

LONDON - The butterfly's wings havefinally been folded. This week, the EMIGroup brought its Chrysalis imprintinto the EMI Records U.K. label group.

At the same time, EMI appointedChrysalis managing director MarkCollen to head the new label group,EMI/Chrysalis. Collen replaces NeilFerris, who left on May 18 after lessthan a year as the EMI label's MD.

"Nobody's in any doubt that themarket is changing, and ifit means you have to maketough decisions, then youmake them," says an EMIRecords spokesperson.

The Chrysalis label wasfirst founded almost 30years ago by Chris Wright(who maintains a link withthe name via his ownChrysalis Group, with musicpublishing, broadcast andrecord label interests-seestory, page 6) and his business partnerTerry Ellis.

From its first hits in the late '60s andearly '70s with such acts as Jethro Tull,Procol Harum and Ten Years After,Chrysalis went on to reap substantial

rewards in the late '70s and '80s, with abroad -based Anglo-American roster. Inthe '90s, it has also enjoyed success withSinead O'Connor, Mike Scott and-most recently-Robbie Williams.

EMI bought the Chrysalis label intwo stages (1989 and 1991) fromWright. Along with Williams, its rosternow includes Catherine Wheel, Feline,World Party and Philadelphia Bluntz.

Mark Collen joined Chrysalis asdeputy managing director in 1996from Parlophone label group. He wasappointed MD last year. Ferris was

appointed EMI label MDlast June by formerEMI Records U.K. presi-dent/CEO Jean -FrancoisCecillon, who departedthe company last month(M&M May 9).

Meanwhile, EMI hasnamed Keith Wozencroft,currently A&R director atParlophone, MD of thatlabel group, which includesthe Parlophone, Food,

Capitol and Rhythm Series imprints.He succeeds Tony Wadsworth, who tookover Cecillon's position on the latter'sdeparture. Wozencroft joined EMI'ssales division in 1990.Additional reporting by Tom Ferguson

Le Ny was elected president bythe Victoires de la Musique board onMay 15, to serve a one year term.She replaces former Mercury FranceMD Yves Bigot who resigned after hewas appointed head of variety, enter-tainment and special projects atFrench public television channelFrance 2 at the end of April.

Bigot comments:"(Le Ny) has theright profile to con-tinue the workstarted last year inreshaping the eventand regaining com-mitment and confi-dence from the artists."

The Victoires organise two yearlymusic awards shows for classical,jazz and pop/variety artists whichusually take place in February. Theshows will be broadcast next year onpublic channels France 3 and France2, respectively.

Edel restructures its top levelby Wolfgang SpahrBillboard Germany bureau chief

HAMBURG - Germany's Edel group oflabels and related companies hasrevamped its top level of management.

Chief executive officer MichaelHaentjes and chief financial officerJorn Meyer are withdrawing from themanagement of Edel Records, EdelMedia & Entertainment (EME), andCD manufacturing operation OptimalMedia Produktion.

This leaves Chris Georgi as man-aging director of EME and Jorg Hahnas MD of Optimal. Jens Geisemeyer

has been appointed new joint MD atEdel Records, alongside Georgi.

The group's roots label, Edel-Contraire, will continue to be MD'edby Rolf Baehnk, who in turn willreport directly to Haentjes. Theadministrative units of the EdelGroup will report to the respectiveMDs as well as Meyer.

Says Haentjes, "With nine domes-tic and 12 international companies,we have turned into a small group,posting external revenues of overDM200 million [$356million] lastyear, and continuing to display stronggrowth potential.

"Under the new structure,"Haentjes continues, "Jorn Meyer andI will be concentrating on overallgroup management. The operatingcompanies will be managed by experi-enced executives who have provedover many years that they can actresponsibly in the group's interests."

Haentjes says that he is pleasedthat edel is able to find and nurturemanagement talent from within.

All the Edel group MDs will con-tinue to report to the group's manage-ment board, which represents theinterests of shareholders in the pub-licly -quoted company.

Regulator disqualifies U.K. licence bidderby Mike McGeeuer

LONDON - U.K regulator the RadioAuthority (RA) has disqualifiedNorthern Radio Initiative (NRI) frombidding for the north east regional com-mercial radio licence.

According to the RA, the NorthShields -based group failed to supplysufficient details about its proposedequity finance, in contravention of theRA's published application procedure.

The RA ruled that it would be

unable to form an opinionapplicant's ability to fundthe establishment of theproposed rock format ser-vice. The regulatorstated it would also beunable to meet its responsi-bilities, under current legis-lation, in determining whether NRI'sinvestors would comply with its own-ership rules.

Q: Six months after first going onair, how has the development ofRadio Flandria's programming-and business-gone?A: The whole format has become morestringent. We started with some 1,100titles, ranging from Abba to The Verve.Sometimes we had the impression thatthings weren't fitting together, and wedecided to go for the 18-35 audiencecore featuring material of 1985upwards, plus the occasional standardor classic like Summertime Blues.

[On advertising], we've openedoffices in Brussels where Saskia Taksis heading the sales force. I have theimpression that advertisers don't so

much look for new stations ratherthan for new outlets to have theircommercials on. Compared to thepublic broadcaster, we offer theadvantage of interactivity, allowingadvertisers to link up their cam-paigns with our programmes.

Q: If you're now targetting the 18-35 demographic, how do you planto cater for the older audience?A: We have applied for a secondlicence for a new station, called OldieFM. We expect approval in June andhope to go ahead before summer. Therepertoire is there, it's just a matterof [the size of the] doses.

Q: You are a music station, but witha "human -interest" programme(hosted by Edwin Ysebaert), plusthe usual traffic and weather

reports etc, is Radio Flandria nowmoving away from its format?A: Let's not forget that radio is madefor people-the essence of what we dois to supply a service. We care aboutthe people that listen, and EdwinYsebaert's programme on Thursdayevenings (21.00-23.00) has some 300callers every week.

Q: Having pioneered privatecable radio in Flanders, do youstill hope to apply for a terrestri-al frequency?A: Is the Pope catholic? We haveopened up the cable network-noweveryone wants to be on the cable.But we will use every opportunity tobroaden our audience and will beapplying for a terrestrial frequencyin Flanders.

P4 1ST QUARTER RESULTS UNVEILEDOSLO - Lillehammer-based commercial radio group P4 sawits turnover rise 23 percent during the first three months of1998 compared to the same period in 1997. However, excep-tional costs saw operating profits only increase by 2 percent.Alongside its national AC service, P4 operates two jazz sta-tions in South Africa and a London -based radio advertisingfirm; May -June will also see the launch of two classical sta-tions in Hungary. First quarter turnover increased fromNkr48.7 million ($6.5m) to Nkr59.9m ($7.9m); operating prof-its rose from Nkr13.6m ($1.7m) to Nkr13.9m ($1.8m). P4 hasconfirmed it is looking to take over stations in Poland and theCzech Republic, although no details are yet confirmed.

ROSKLILDE GOES GREENCOPENHAGEN - Denmark's Roskilde Festival promises tobe a greener affair this year. Along with bio-degradableeating utensils, healthy food and a strict recycling policy,this year's event will feature the return of grass under-foot-rain (and the effects of around 200,000 feet) turnedthe festival grounds into ankle-deep mud last year. Amongthe acts on the June 25-28 event's various stages will bethe Beastie Boys, Garbage, Portishead, Primal Scream,Pulp, The Verve, Bob Dylan, Black Sabbath, Kraftwerkand Iggy Pop. This year's festival (the 29th) is expected tobe a 90,000 capacity sell-out.

EMI AUSTRIA MERGES SALES, MARKETINGVIENNA - EMI Austria has merged its sales and marketingdepartments. The combined departments are headed byAlbert Manzinger, sales director for the company since 1995.Previously, Manzinger had worked as regional sales directorfor EMI Electrola in Germany. EMI Austria MD ErichKrapfenbacher says he made the change because Austriafaces increasing concentration in the retail sector. "The salesand marketing departments have to be more synchronizedthan in the past," Krapfenbacher comments.

NOSTALGIA FUELS TOPPOP YEAHAMSTERDAM - From 1970-1988, TopPop was to Dutch youthwhat the BBC's Top Of The Pops still is to their British coun-terparts, a weekly cornerstone of public broadcaster AVRO'smusic programming. AVRO has now begun broadcasting anew TV quiz-in a series of 21 shows-based on its TopPoparchives. For the show, dubbed TopPop Yeah, AVRO haslicensed the BBC's Never Mind The Buzzcocks music quiz for-mat, with two teams of celebrities taking part in a light-hearted competition presented by Flemish TV personalityBart Peeters. An adapted version of the quiz is to be broad-cast by Belgian public broadcaster BRT.

MADRID - Spain's second mostpopular private TV network,Telecinco, has relaunched itsin-house record label as a vehi-cle for fresh talent and estab-lished acts.

Telecinco's GET (Grupo Edi-torial Telecinco) label hasenjoyed substantial successwith compilation albumsstyled on some of the network'smost popular programmes,such as Esta Noche CruzamosEl Mississippi, a late eveningadult show that includes clas-sic rock tunes to announce adbreaks. The album based onthe show was a collection ofrock standards by acts such asLed Zeppelin and Eric Clapton,and sold 480,000 units.

Mikel Herzog, Spain's candi-date in the May 9 EurovisionSong Contest is scheduled torecord his debut album for GET.Because Eurovision candidateselection is arranged by a rivalTV station, public broadcasterRTVE, Herzog was licenced outto Barcelona label Horus for therelease of the single, which came16th in the contest.

"We are build-ing up our catalogue fromzero," comments Rodriguez.

The label's staff all havemusic industry experience.Rodriguez has worked in pro-motion at Warner, Polydor andvarious indie labels, and artis-tic director Alfonso Gonzalezlearnt his craft at Warner, RCAand Polydor.

Rodriguez also notes thatGET will have a major advan-tage when advertising its prod-uct on its Telecinco parent,which attracts around 20 per-cent of the national audienceand last year registered recordprofits of Pta9 billion ($60m)."We'll still advertise through anagency, but at a reduced rate,"he says.

$2m loss for Chrysalis Groupby Terry Heath

LONDON - Chrysalis Group plc,the UK -based radio, music andtelevision conglomerate, ann-ounced an operating loss of £1.2million ($1.96) for the sixmonths to February 28 1998.

The loss was on turnover of£59.9m, up 14 percent com-pared to the same period lastyear. However, Chrysalis'deficit is a 38 percent improve-ment on the £2m lost in the sixmonths to February 28 1997.

The group's visual entertain-ment division produced the bestperformance, quadrupling itsprofits In a statement, chair-man Chris Wright also claimed"excellent progress" for theradio division. AC -formattedHeart FM/London is now estab-lished as number 2 station inthe capital, with a 14 percentreach and a weekly audience of1.35 million adults, according torecent RAJAR figures.

"The signings of [presenters]Jonathan Coleman [ex -VirginRadio] and David Jensen [ex -Capital Radio] should continueto raise awareness of the sta-tion, allowing it to build audi-ence share further over the next12 months," Wright adds.

Compay Segundo: sex,rum and Cuban beatsby Howell Llewellyn

"Moderation in sex, rum, and cigars."That's the secret to which Compay

Segundo-the chain-smoking 90 year -old master of Cuba's hottest export,the sensuous rhythm of 'son' music-attributes his durability. Segundo'sconcerts are still frenetic parties ofmore than two hours, just as theywere (and must have sounded) back inthe 1940s.

Segundo is now putting Spanishlabel DRO/East West on the interna-tional map with his album Lo MejorDe La Vida (The Best That LifeOffers). According to DRO/East Westproduct manager Katiuska Medina,Lo Mejor is the label's most importantinternational album launch ever.

"We had never invested so much ina world music or a traditional album[before]," she declares. The album hassold over 100,000 units in Europesince its release in March-despiteall its songs being sung in CubanSpanish, Segundo's album is provingpopular outside Spain.

"[We've sold] nearly 20,000 in bothFrance and Germany," says Medina.Lo Mejor will be released later thisyear in the U.S. on Nonesuch, which,

affiliate ofWarner Music International.

Compay Segundo-or FranciscoRepilado according to his passport-isthe master of the 'son,' a danceable,older cousin of salsa which, for manypurists, is at the heart of traditionalCuban music, alongside bolero, conga,guaracha, and guajiro.

On Lo Mejor, Segundo plays hisway through most of the styles men-tioned, with guests such as singerOmara Portuondo, Nueva Trova'sSilvio Rodriguez, Pio Leyva, Spanishsinger Martirio and gypsy flamencoguitarist Raimundo Amador.

Compay Segundo achieved interna-tional acclaim with the album BuenaVista Social Club (WorldCircuit/Nonesuch), on which Americanguitarist and producer Ry Cooderbrought together several Cuban musi-cal legends such as Segundo, the 79 -year old pianist Ruben Gonzalez and70 -year old singer Ibrahim Ferrer.Buena Vista sold over 500,000 albums,entered the Billboard 200 chart andwas awarded a Grammy earlier thisyear (M&M, April 25).

Cooder's fascination with Cubanmusic certainly opened doors in theindustry for Segundo, who has seenmore hard times than high life in his76 years in the music business. Thetrade -mark cigars stuck between hislips are silent witness to that past. "Ismoke the brand Montecristo," hesays. "[They're made in] the same fac-tory where I worked for 18 yearswithout taking a single day off"

In 1927 Segundo invented the"armonico," a six-: ing guitar with adouble -strung thira thtring, to combinethe tonal quality of the traditional

Cuban "tres" and the Spanish guitar."It's the piano of the poor," he jokes,"and I'm the last man who knows howto play it."

The first breakthrough in his per-forming career came in 1942, when heformed the duo Los Compadres withLorenzo Hierrezuelo. A radio presen-ter named them Compay (Cuban for`mate') Primo and Compay Segundo.The name has stuck ever since.

The 1959 Revolution of FidelCastro and Ernesto `Che' Guevarahad more important priorities thanmusic, and Segundo subsequently fellinto what his Spanish manager LuisLazar() calls "unjustified oblivion."Asked how he feels about this,Segundo says, "I'm not political... butI say this: why did Fidel triumphwhen he started out with just sevenmen in the mountains? Think aboutit! Yes, there are one million Cubans[living] abroad, but there are 11 mil-lion who stayed here, like me."

Compay Segundo's musical resur-rection can be dated to 1994, whenCuban musicologist Danilo Orozcoarranged for him to attend a flamencofestival in the southern Spanish city ofSeville. The local gypsy musicianswere taken with the old man fromCuba who stayed up with them nightafter night playing and talking. Soonafter, he began performing in smallclubs around Spain. Word-of-mouthtravelled fast, and he ventured intoneighbouring European countrieswhere he has often proved as success-ful as in Spain.

"I play traditional music," says

Segundo, "and you can see that youngpeople want to know what happenedbefore them. In the old days, we knewhow to serenade senoritas, and theyknew how to fall in love."

Not many of the new CompaySegundo new fans-even in Cuba,where he became a household nameagain last year after his song ChanChan was chosen as the theme tune toa TV soap opera-have been aroundlong enough to remember his heydayin the 1940s and 1950s. "After ChanChan, I can't walk pass the schools anymore," says Compay. "All the kids askme to sing the song."

music is reportedly causing bad feel-ing in Cuba among the new genera-tion of salsa bands, envious of theinternational acclaim of the "oldies."However, in Europe, it's that oldergeneration which has put Cuba backon the world music map after anabsence of some 30 years.

Compaya tour through six European countriesat London's Barbican Theatre on aMay 9 show, but in August andSeptember he will return to play sev-eral European festivals. Lazar° addsthat there are plans for a July concertof the full Buena Vista Social Club line-up, featuring Segundo, in New York.

Infectious house sounds fromItaly are once again crackingM&M's Border Breakers chart,indicating that the recent dancerecords drought from this onceprolific peninsula is officially over.

Two producers at Milan -basedCHR dance network RadioDeejay-Mario Fargetta and AlexFarolfi are The Tamperer feat.Maya, whose smash hit Feel It(Time Records) picked up M&M'sRoad Runner award for thefastest moving track on theEuropean Border Breakers chartlast week.

Feel It is based on TheJacksons' 1981 disco hit Can YouFeel It (Epic), which blazed thetrail for the classic sound of MichaelJackson's 1982 solo album Thriller."Alex [Farolfi] went to Ibiza lastsummer," explains Fargetta, "andwhen a club DJ played the originalby the Jacksons' the crowd wentwild. We made a version using asample of the original and tested it

in Italian clubs." Thetrack went down astorm with Italianpunters, so Fargettaand Farolfi decidedto re-record it properly. "We re-recorded the track using an orches-tra and vocals by Maya instead of

DJ/Producer Sharp and DirtyRotten Scoundrels caught theattention of U.K DJ Pete Tong, whofeatured a different re -mix eachFriday night for six weeks on hisEssential Selection dance musicshow on CHR network BBC Radio1. The track is a prime example ofBrescia based TimeRecords' new direction indance production. "It ismore Euro-house than theclassic Italo-house music ofacts like Blackbox in the late1980," comments TimeRecords promotions directorPaolo Caputo. SMOOTH FINNISHKoneveljet's Man On The Moon (SaunaConnections/Finland) takes a down beatorbit. A smooth groove, a sprinkling ofpleasantly off-the-wall vocal samples and alazy horn riff are moulded to fit this duo'svision of progressive entertainment. Musicin the chilled style of labels like Ninja Tuneor MoWax from the Nordic region is becom-ing increasingly common-and usuallywell executed, as is the case here. Solid lounge -funk.

STERN BUT SOULFULBeat Boutique's Sternschanze (Blau/Germany) combineselements of the Stax/Volt sounds of '60s soul with wah-wahguitar and a strong lounge -core feel. Opening with grindingpercussion and dramatic orchestral punctuation, it devel-ops into a laidback deep house number with a haunting,memorable tune. A perfect ambient/beat combination for alazy summer afternoon.

FRENCH HARDSTEPDelit-K's debut for French drum'n'bass label Future Talk, ILike I Scherma, is probably best described as acid -space -funk. Minimalist with an industrial -strength breakbeatand big, sweeping synth lines, this is serious-and serious-ly strange-music. Tough enough for the hardstep commu-nity and good enough for any drum'n'bass aficionado.

TECHNO LIVESWhile the phrase "techno is dead" has re-emerged on a regu-lar basis since 1991, evidence to the contrary continues to popup every year, mainly from Germany. Fueled by the enthusi-asm of a new generation of rave kids, the genre seems to havefound a fresh boost of energy.

Marco Zaffarano's new album, Minimalism, on Berlinindie MFS is a fine example of the human face of techno. It'sno pop record, but an above average, original piece of workwhich has sold a respectable 3,000 copies in Germany in twoweeks. "This is not the sort of material we'd ever push toradio," says MFS co-founder Mark Reeder, "even though it'snot only a club record."

Something of a specialist imprint for crossover materialthanks to artists like Paul Van Dyk and Jay Ray, MFS hasfound that, with some tracks, a four minute edit can workwonders. But in Zafarano's case, the prescription is live work.So far this year, he has visited South Africa, Serbia,Scandinavia, Austria, Switzerland, Italy and the U.K.. andthere's more to come.

"We'll keep him on the road until after this summer's[Berlin dance music/street festival] Love Parade," saysReeder, "then he'll be recording new material for a single."

RIMINI CALLINGPerhaps the best of the current cropof tracks featuring the ruggedvocals of Michelle Weeks is Give MeLove, released as DJ Dado vs.Michelle Weeks (EMI/Italy). Thetrack's violins and disco basslinecreate a potential summer anthem,with a strong, sinuous, rhythm andshades of Chic in the string parts.The track has a chorus strongenough for daytime programmingand grooves phat enough for long,hot club nights.

Bring it on home: Spaniardsreclaim 'adopted Mexican'

Recognised as the world'sbest selling Spanish singerat the World Music Awardsin Monaco on May 6, MonicaNaranjo is only now becom-ing well-known in her homecountry, despite having soldnearly 800,000 units of hersecond album Palabra DeMujer (Women's Words)(Epic) there.

Until recently, the gener-al public in Spain seemed tobe under the impressionthat the singer with thepowerful voice was Mexican.This situation largely cameabout because her debut album-released fouryears ago when she was barely 19-sold onemillion units in Mexico yet flopped completelyin Spain.

Naranjo's initial support at home camefrom Spain's gay community, but her careerreceived a major mainstream boost at thePremios De La Musica awards ceremony inMadrid on April 16, where she was the onlyone of 15 acts performing live to win a stand-ing ovation. Now, after relatively little mediaexposure, she is on her first ever concert tourof Spain, covering more than 60 cities and

Epic Spain president Claudio Conde, sayshe is convinced that Naranjo's Spanish saleswill top one million albums during this tour. In

Mexico, Palabra hasalready sold 700,000copies, according to Epic.

Naranjo was born inthe Catalan town ofFigueres-also the birth-place of surrealist artistSalvador Dali-and liveson Spain's easternMediterranean coast atAlicante. Not surprisingly,she regards Mexico as hersecond home. "I didn'treally want to release thesecond album in Spainafter the first one flopped,"she said during a recentpress conference at theSpanish authors' and pub-

lishers' society SGAE in Madrid.Naranjo writes her own material, and her

album was co -produced with her husband,Cristobal Sansano, whom she married six yearsago at the age of 17. Asked to explain her suc-cess second time around, she says: "Look, Idon't believe in false modesty. I'm gorgeous, Ising like nobody else, I perform like nobodyelse, I compose like nobody else, and I producelike nobody else."

Naranjo's chutzpah and staying power arenow paying off big time in her home market.The Spanish press is already calling her thecountry's new diva and SGAE executive presi-dent Teddy Bautista has declared that she is"the most important [female] singer in theSpanish language."

Michiels finds way to the chartsby Marc Maes

After 10 years, Belgian singer/songwriterPaul Michiels has finally stepped out of theshadow of his previous act, Soulsister.

Michiels' career began back in the '60s,when he recorded his first album as part ofBelgian band Octopus. However, it wasn'tuntil the late '80s, when he teamed up withJan Leyers to form Soulsister, that real suc-cess knocked on his door for the first time.

Their biggest hit, The Way To Your Heart(EMI) even broke into the Top 40 of the U.S.airplay chart in 1989 and reached number 41on Billboard's Hot 100 singles charts. By thetime Michiels and Leyers split up, they had

sold over one million albums worldwide, large-ly on the strength of that hit.

Now Michiels is back with The InnerChild (CNR), the album he says he "alwayswanted to make." That may sound like awell-worn cliché, but coming from Michiels,it carries a certain ring of truth. "This albumreally is my inner child, because it combinesa number of different musical styles whichinfluenced my career," says Michiels."Producer Wouter Van Belle," he adds, "putthem in the right perspective."

The album, Michiels' first solo effort, wasreleased internationally through CNR Musicon April 3 and has sold 13,000 copies to date.Its release was preceeded by the single OneDay At A Time, which enjoyed "tremendous"airplay support in the Netherlands, accordingto CNR Music Belgium General ManagerPeter Vanderhallen. Arcade affiliates inNorway and Sweden will release the single inSeptember and the song is beginning to makeinroads into Spain.

"We had been aware of Paul Michiels sincehis stint with Soulsister," says SantiagoAlcanda, vice president of Spanish AC/CHRradio network M80. He adds: "His mix ofR&B, soul and pop and his clear voice areideal for our audience.

"At M80, One Day At A Time is currentlyon the 'Maximum Rotation' list, with up tofour plays a day."

The album was released on May 15, andMichiels will be promoting the album atshowcases in Barcelona on June 18 andMadrid on June 19.

On the airM&M's weekly airplay analysis column

The first effects of the latest Eurovision Song Con-test can be seen on M&M's European Radio Top 50this week.

The U.K. entry in the competition, Where AreYou by Imaani (EMI), is the first to show, appear-ing at 41. The R&B-flavoured song ended up insecond place in the competition, and is already asales hit in the U.K. The single is also performingwell at radio in the Netherlands, Switzerland andSweden as a result of her Eurovision appearance.

One advantage which Imaani enjoyed over othercompetition entries was that her single was alreadycommercially available. By contrast, the rush -re-leased winning song, Diva by Israel's Dana Interna-tional (CNR/Sony Dance Pool) is only now pickingup its first additions, although it's likely to appearin the Top 50 soon.

Sonja Celen, producer at Belgian regionalCHR-station Radio Mol, says she enjoyed watch-ing the Eurovision Song contest: "There were a lotof good songs this year. My own personal favoritewas the Norwegian entry, although I don't expectto hear much from them anymore."

Currently, Radio Mol is playing Imaani'sWhere Are You, the Dutch entry Hemel En Aardeby Edsilia Rombley (Dino) and of course the Bel-gian entry, Dis Oui by Melanie Cohl (AMC). Celencomments: "I like Imaani's song as it's timelessand reminiscent of the Motown repertoire. TheDutch entry we even playlisted long before it wasavailable over here, because it's such a sunny anduplifting tune. I expect both Edsilia and Imaanito have long careers, but Dana International is, inmy opinion, no more than a one -hit -wonder."

At the top of the airplay chart, there's a battlebeween two Warner Music acts, as Simply Red'sSay You Love Me (East West) blocks outMadonna's Ray Of Light (Maverick) for a secondweek. As the Major Market Airplay section shows,Say You Love Me is currently the most playedrecord in Italy and the G/S/Acountries. In the meantime,Ray Of Light has collected an-other 17 new adds, and La Ci-ccone's previous hit Frozen(Maverick), at number 13 inthe overall list, is still pickingup substantial airplay.

Highest new entry thisweek is My All by MariahCarey (Columbia) at 31. Aftera relatively slow start, thetrack is now appearing onplaylists across Europe, and this week picks up itsfirst adds in Italy and the Netherlands.

Further down the list, at 46, American collegerock act Marcy Playground are making a mark atmainstream radio in Denmark and Germany with

their ballad Sex &Candy (Capitol). At47, US. teenagers 4The Cause debutwith Stand By Me(RCA), their looseversion of the BenE. King standardwhich is already ahuge success in theG/S/A countries.And finally thisweek, behind those

new names War Babies (Virgin)-the second singlefrom veteran Scottish band Simple Minds' "come-back" album Neapolis-makes an appearance,mainly due to its popularity in Italy.

Titanic, Britsbrighten U.K.sales pictureby Tom Ferguson

LONDON - Pictures sell sounds.That's one of the conclusions to be

drawn from new trade delivery fig-ures from U.K. labels' body theBritish Phonographic Industrywhich show domestic sales of record-ed music up just under 8 percent invalue during the first three monthsof 1998. The BPI identifies theknock -on effect of this year's BritAwards TV show and the ongoingsuccess of the Titanic film sound-track (Sony Classical) as key con-tributors to the positive picture.

The good news for the U.K. indus-try comes despite what the BPIdescribes as "continued difficulttrading conditions brought about bythe high level of sterling." A 5 per-cent sales increase in album unitsand a rise in the average trade priceof singles lie behind the 7.8 percentrise in the music market's value.

Although cassette and vinyl albumsales continued their steady decline(to 13.6 percent and 1.2 percentrespectively of units shipped), a 6.1percent increase in CD album ship-ments at a higher unit trade price of£4.89 ($7.97). According to the BPI,mid -price CD album shipment roseby 10 percent during the period.

The nationally -televised BritAwards show in February boostedsales for several featured acts, notablyFleetwood Mac and Robbie Williams.The latter's performance (with TomJones) on a selection of songs from theFull Monty soundtrack (RCA Victor)also gave the latter album a majorsales boost. The Titanic soundtrackoutstripped The Full Monty by someway, however, finishing the quarteras the U.K's second best-sellingalbum, behind The Verve's UrbanHymns (Hut/Virgin).

The BPI says that increased tradeprices for cassette and CD singles(averaging £0.96 and £1.79 resepec-

tively) and a 6.3percent drop inunits ship-ments led to a14.5 percentrise in singlesvalue duringthe first quar-ter, in whichCeline Dion hadthe U.K's top -seller with theTitanic -extrac-ted My HeartWill Go On(Epic), which

has sold over 1.2 million units in theU.& to date.

However, the body also predictsyear -on -year figures later in 1998will show a singles slump, due to theinflation of the market in 1997 bysales of Elton John's Candle In TheWind 1997.

BMG France president oustedby Emmanuel Legrand

PARIS - BMG France has lost itspresident in the same week it scoredits biggest sales success this yearwith Garbage's Version 2.0, whichentered the French charts at No.1.

On the morning of May 14, BMGFrance president Herve Lasseigne metin his office with BMG's head ofhuman resources from New York, atwhich he was asked to leave the com-pany. It ended abruptly a controversialthree -and -a -half year regime duringwhich the company's market sharedeclined dramatically. No replacementhas yet been announced.

At 15:00 on the same day, the BMGFrance staff met London -based BMGEntertainment U.K. & Ireland chair-man and executive vice-president ofCentral Europe Richard Griffiths andStephen Nevin, VP operations Europe.They were reassured about the future ofthe company and told there would be nochanges in the teams for the time being.

Griffiths and Nevin were "quitelaid-back and cool," according to a

M 4IG-vBMG source. "There was," the sourceclaims, "a general sense of relief [afterLasseigne's departure], although weknow there might be some job losses atthe end of the road."

"It is good news for BMG," adds asenior BMG France source, sum-marising the general mood at thecompany's offices in Paris. Herve Las-seigne was not available for comment.

Griffiths and Nevin, who speaks flu-ent French, will be assuming day-to-dayduties at the company, while activelyseeking a replacement. According to

industry sources, a top level executiveis believed to have turned down anoffer to take over Lasseigne's positionin the past weeks. Other BMG insiderssay Griffiths expects to have a fullmanagement team in place by the endof June, and that he currently has ashortlist of two candidates for presi-dent. Griffiths declined to comment.

Lasseigne, 43, had no prior experi-ence in the music business before beinghired by former vice-president BMGCentral Europe Arnold Bahlmann; hejoined BMG in January 1995 fresh fromthe food industry. Under his tenureBMG France scored successes with actssuch as Carrapicho and Khadja Nin,but market share fell to 6.7 percent in1997, according to figure from industrybody SNEP. hi the early 1990s, BMG'sshare was over 10 percent.

"There is a tremendous potential inthe company, there are some good localartists and a good team," says a seniorsource at BMG. "Five or six years ago,the company had a 10-12 percent mar-ket share. There is no reason not to seethat happening again."

'Radio -friendly' Bell is moving onby Tom Ferguson

LONDON - Colin Bell, LondonRecords U.K. managing director, is toleave his post after some 15 years atthe label to head up Sir Elton John'snew management company.

John has confirmed that his repre-sentation by manager John Reid hasended amicably after some 28 years.John has set up his own managementcompany, Elton John ManagementLtd., to be headed by Bell, who willleave his post at the end of this year.

Bell, who joined London in 1983,

has been managing director of thelabel for the past six years, duringwhich it had substantial hits with East17, Ace Of Base and Shakespears Sis-ter. Most recently, he has been heavilyidentified with the label's new success-es All Saints, currently No.1 in theU.K singles chart.

He has been notably pro -active infostering closer links between theU.K.'s radio and record industries.in 1996, Bell and John workedtogether in 1996 on an unsuccessfulapplication-with a proposed "gaylifestyle"/cutting edge music station,

German execs step outfrom Sony's Dance Poolby Christian Lorenz

FRANKFURT - Sony Music Europe'sdance music imprint Dance Pool suf-fered a blow last week when two topexecutives left the German branch ofthe division on short notice to estab-lish a record company.

Dance Pool Germany label manag-er Markus Wenzel and A&R execu-tive Peter Alexander left the label onMay 15 to launch their own danceimprint in Frankfurt. The yet -to -be -named label will be marketed anddistributed by EMI's Stuttgart -basedaffiliate Intercord.

Dance Pool's search for replace-ments has already begun. MartinBrem, managing director of SonyMusic's Columbia division (to whomWenzel reported), says he is "consid-ering options." Sony Music EuropeVP Dancepool Guy Brulez adds:"Dance Pool Germany is strong enough

to get over the loss. Finding new staffmay take some time, but there is cer-tainly no need to rush decisions."

The first single from Wenzel andAlexander's new label is expected inAugust. The new label will cover a widerange of sub -genres, with local reper-toire and licensed tracks from abroad.Wenzel says the label will handle club -only releases on vinyl, with Intercord"taking over marketing and distributionof the potential chartbreakers." Headds: "We plan to work a maximum of10 `big' releases a year. That way, wecan still co-ordinate marketing and pro-motion strategies from Frankfurt."

Vinyl releases will be distributedby Discomania. Intercord will appointa new, Stuttgart -based product man-ager exclusively to Wenzel andAlexander's label. In an unrelatedmove, Markus Klinke has left Ger-man dance indie ZYX and joinedDance Pool as product manager.

Paul Chantler, group programmedirector, Essex Radio Group, says:"Colin has spearheaded the dialoguebetween-and been instrumental inidentifying the issues that areimportant to-the radio and recordindustries. He brought those issues tothe fore, without any pretence. Weneed his successor to be able to carrythat [process] on.

"Much of radio's success with Lon-don acts like All Saints can directly beattributed to Colin. He's also one of thefew record label execs who believesthat there is life in commercial radiooutside of London."

Roger Ames, president, PolyGramMusic Group, and sole executive ofthe trust which owns a controllinginterest in London, says: "WithoutColin Bell's team building, therewould have been no record company."

Bell himself says: "I love this com-pany and the tremendous team of peo-ple who've made it great, so it's a realwrench to go. This is the only job in theworld that would have tempted me."

EWSRadio's farewell to Sinatra

In France, airplay for Sinatraincreased from 25 plays in the weekbefore his death to 219 plays in theweek of May 14-20, according to airplaymonitoring company IPSOS Music. Theplays were distributed fairly unevenly,with full service station RTL leadingthe field and the country's AC networksonly airing the occasional Sinatra hit.

Anyk Minier, programmer atRTL, says: 'We were prepared forthis event. We spent a couple ofmonths copying old vinyls onto CD."The station also based some of itsregular shows around Sinatra duringthe weekend after his death.

AC station Nostalgie changed itsprogramming on May 15, playing oneSinatra title every hour, after the news."The important thing is to react quick-ly," notes Nostalgie director of musicprogramming Christian Savigny. How-ever, at AC network Europe 2, head ofmusic programming Nicolas Du Roysays: 'We didn't add Sinatra to ourplaylist at all; we feel he attracts an old-er demographic than we aim for."

In Spain, Cadena SER's oldies/ACnetwork M-80 changed its scheduleover the May 15-17 weekend toinclude special programmes on Sina-tra, and played a different Sinatra hit

every hour. M-80 director SandroD'Angeli says, "Ever since the launchof the network, Sinatra has been oneof our core artists."

On May 17, Spanish musicians suchas Manolo Tena, Greta and NachoCampillo debated the influence of Sina-tra on 20th century popular music onCHR network Los 40 Principales.

Dutch radio reacted immediatelyto the news of Sinatra's demise.Gold/oldies station Radio 10 Goldswitched to Sinatra -dominated pro-gramming within minutes. "We heardthe news around a quarter to ten inthe morning, and from 10.00-19.00 weplayed three Sinatra songs eachhour," recounts Radio 10 head ofmusic Peter Rijsenbrij.

"He's never been a core artist forus, but we regularly play New York,New York, Love And Marriage andMy Way, which were the most playedtracks on the day he died."

In the U.K., public AC/MOR net-work BBC Radio 2 played one of histracks every hour on the day of hisdeath. "We are the Sinatra station."comments R2 head of music policyGeoff Mullin. He adds: "We also sawfit for each producer and presenter toair their own tributes."

A 12 -part one hour series chroni-cling the life of Sinatra was in pro-duction for Radio 2 at the time of hisdeath and will be aired later thisyear, according to Mullin.Additional reporting by Remi Bouton, HowellLlewellyn, Robbert Tilli and Mike McGeever.

U.K. licence moratoriumbied the government for a moratoriumduring the run up to the 1990 & 1996Broadcasting Acts.

"The [current] system designed byParliament," says Stoller, "requiresthe Radio Authority to examine arange of factors when awarding alicence. [An early takeover] clearlyfrustrates some of those factors. Amoratorium is an ongoing representa-tion we are making to government."

When Capital made its initialmove for Xfm, the new station was£1.9 million indebt. As a matterof routine, the dealis subject to a "pub-lic interest" testapplied by the RA.

In the £15.9 mil-lion ($25.8 million)deal, Capital became the latest lead-ing media company to purchase anindependently owned station. Lessthan a year ago, for example, theChrysalis Radio group bought theLeeds -based regional dance serviceKiss 105 as part of a two -station,£17.5 million package fromowner/operator Faze FM.

Kiss 105 had been on the air littlemore than six months, and wasrebranded to become part of Chrysalis'quasi -network, Galaxy. In anothercase, RTL Country 1035/London hadbeen on the air less than a year afterits September 1, 1994 launch when itbecame part of CLT-UFA U.K's stable.

However, he adds: "Licencesshould not automatically go to thehighest bidder at the earliest indica-tion of dark clouds gathering. Ifthat's the case, then only big groupsneed apply. There should be time[allowed] for a broadcaster to estab-lish itself."

Jean -Paul Baudecroux, president ofFrench broadcasting giant NRJ-

which has unsuc-cessfully bid for U.Klicences-labels thepractice of quicktakeovers "immoral."

"It's better thanthe national lottery,"he says, adding: "Not

only do your losses get wiped out, butyou make lots of money. In France wecall these stations 'paper stations'.They exist only long enough to launchand quickly cash in."

However, according to Emap Radiochief executive Tim Schoonmaker, somequarters of the industry are simply fail-ing to understand that, as with any oth-er industry, "business is business."

"Everybody is in this game to makemoney," says Schoonmaker, "includ-ing the people who are arguing for amoratorium. Radio licences are valu-able public assets which are being giv-en away for almost nothing. The gov-ernment should be charging people forlicences," Schoonmaker concludes."That's the bizarre thing."

EU hits minor chord for musicimportant and useful way to increaseemployment, generate economic growthand build bridges across society. Itwould have a total budget of ECU167million, covering a broad sector, but thedraft does not mention how the fundswill be shared out among vying indus-tries from various fields of culture, orhow funded projects will be chosen.

The contents of the draft Culture2000 proposal have been circulated inEU circles. According to informationobtained by Music & Media, in themusic field, the programme wouldinclude setting up networks to pro-mote touring of European acts.

Any cultural event with a Europeantheme could potentially gain a grant,and innovations in multimedia technol-ogy would be eligible for funding. Theprogramme also outlines a frameworkfor other departments of the Commis-sion to follow in the cultural field.

Despite the new ideas included inCulture 2000, several professionalorganisations claim that Europe isstill underfunding music projects andignoring the industry's needs.

"Smaller, independent labels andmusicians stand to lose most-theprogramme is too vague to benefitanyone," claims Angelo Consoli,International Managers' Forum. "Themainstream labels can look out forthemselves, but the needs of thealternative end of the industry haveyet to be heard," he adds.

The IMF is currently co-ordinatinga campaign to have the proposals morefocused to such needs, backed by Euro-MPs Nana Mouskouri and former cul-ture Commissioner Ripo di Meana.


Jean -Francois Michel, from Brus-sels -based lobbying organisation Euro-pean Music Office (EMO), says that,based on early information he hasreceived on the new programme, thereare good ideas in Culture 2000, espe-cially in the proposed training schemesand incentives to promote cross -bordertouring for European artists.

However, Michel says he fears thatthe funding allocated to the musicaspects of the programme is insuffi-cient. In addition, he notes that theCommission has not endorsed theconcept of a guarantee fund, similarto the'one Oreja recently proposed forthe cinema industry, which wouldgive independent labels better accessto financing organisations. "There is aneed for more discussion with theCommission to make [the pro-gramme] fully acceptable for themusic community," says Michel.

Di Meana endorses those claims:"In 1990 I was approached by thefilm industry, which convinced methat it [the cinema sector] should beincluded in European legislation.Now I have been approached by themusic industry, and I would like tosee the same thing happen."

As a Member of the European Par-liament, di Meana will raise theseissues with the European Council,which U.K secretary of state for cul-ture, media and sport Chris Smith cur-rently chairs. However, It could be up toa year before the proposal becomes leg-islation. Until then, industry groupslike the IMF or EMO will be aiming toconvince Brussels to tune in to theneeds of artists and producers.

Swedish govt gives OKto licence extensionsby Keith Foster

arocialimm - Swedish commercialradio breathed a collective sigh of reliefthis week after the newly -appointedgovernment investigator into local pro-gramming pulled back from blockinglicence extensions.

A state committee had previouslyproposed reviewing licenses in the year2001, even though stations hadacquired in their frequencies in 1993with the belief that they would be auto-matically extended to the end of 2008.

However, after vociferous protestsfrom the radio community, the Ministerfor Culture scrapped the committee andappointed Nicklas Nordstrom, head ofthe governing Social Democratic Party'syouth section, to review private radio inSweden. Nordstrom will deliver hisreport to the government on December1, but last week he met stations' repre-sentatives to tell them of their reprieve.

"I was satisfied with their response,"says Nordstrom. "We had a very con-structive discussion." Although pullingback from the committee's most criti-cised proposal, Nordstrom says he isexamining the distribution of theremaining analogue and upcoming digi-tal frequencies and the amount of local

input in programme content.Christer Jungeryd, MD of the

Swedish Commercial Broadcaster Asso-ciation (SCBA), describes the licensingdecision as "positive" and praises Nord-strom for his willingness to listen.Jungeryd suggests that the automaticrenewal of licenses is necessary toensure stability in the still -youngSwedish commercial radio industry.

"It sends a positive signal toinvestors, particularly in the periodrunning up to the introduction of digi-tal broadcasting, which we estimatewill cost the private industry someSkr800 million (approx. $100 million)."

With some eight new analogue com-mercial frequencies to be distributedin the near future, Jungeryd says heunderstands the present governmenthas rejected the idea of auctioningthem off, and says the SCBA is consid-ering alternative proposals.

The main remaining bone of con-tention concerns the "local content"issue. Jungeryd says: "The govern-ment needs to be completely clear onwhat they mean by local program-ming. Do they mean local news? Dothey want the end of networks? We'reready to talk, but we must know exact-ly what they want."

Is the U.K government going to rein back theBBC? A select committee set up by the U.K'sDepartment of Culture, Media and Sportissued a report at press -time which called for a singleregulatory body for all U.K media, including thepublic broadcaster. In a move considered radical inthe media business, the committee recommendsamending existing legislation to form a newDepartment of Communications which wouldregulate all broadcasting, telecommunications andcommunications infrastructure. It would also takeresponsibility for the BBC's broadcast content,currently governed from within the corporation.The report represents something of a victory forsome quarters of commercial radio, which has beenlobbying for such a move for some time. However,trade body the CRCA says it is disappointed thatthe committee recommended a single body ratherthan media -specific regulators. The BBC immedi-ately issued a statement in which it underlined itsdetermination to "reject any move to create a singleregulator," claiming such a move would create a "mono-lith with an unwelcome concentration of power."

Sony Music Entertainment Europe seniorVP marketing Richard Ogden has been promotedto senior VP, it was announced at press -time.Ogden, an industry veteran with over 27 yearsexperience, joined Sony Music in 1993. Most recent-ly, he was instrumental in creating the World Cup'98 album project, Allez! Ola! Ole! Prior to joiningSony, Ogden was responsible for the worldwidemanagement of Paul and Linda McCartney.

One of Norway's most successful local A&R man-agers, PolyGram's Ole Evenrude-who has mostrecently been working with The Tuesdays andAce Of Base-handed in his resignation last weekafter five years with the company. Less than one month afterleaving EMI Music with a £12million ($19.5m) handshake, James Fifield hasfound a new job outside the music industry-he hasbeen appointed president/CEO of outdoor equip-ment and clothing manufacturer North Face Inc.in California. Fifield had been a member of theboard of North Face for the past two years.

U.K -based music entertainment group CapitalRadio enjoyed a seven percent hike in pretax prof-its to £18.1 million ($29.4m) during the six monthsto March 31 compared to the same period the previ-ous year. Turnover rose to £55.6m from £49.8m.
