NRJ threatens to quit Belgiumby Marc Maes

BRUSSELS - French radio group MUclaims it could be forced to withdrawfrom the Belgian market because of"unfair competition" from CLT's net-works in the territory.

"Networks such as [CLT-owned]Radio Contact and Fun Radio havestarted an offensive to destroy NRJhere," claims Marc Laufer, head of net-work development at NRJ in Franceand managing director of NRJ Belgium.

Marc Pallain, director of NRJ inFrance, says 10 of NRJ's 18 affiliatestations in Wallonie-the French-speaking part of Belgium-haveswitched to Fun Radio during the pasttwo months, although he says thismainly affects stations in smaller cities.

Belgian radio authority the CSA-which regulates radio in the French-speaking areas of Belgium-is drawingup a frequency plan which will permit

only four commercial radio networks inthe French-speaking territories. Sevenbroadcasters-including NRJ andCLT's Radio Contact, RadioContact Gold and FunRadio-have already appliedto the CSA to operate as net-works in Wallonie, hence thesignificance of a number ofNRJ affiliates switching toCLT's rival CHR networkFun Radio.

"It shows CLT's desire todestabilise our network andtheir intention to win alicence for a national network [for Fun]which could push us out," says Pallain.'Without threatening, we want to tellthe regulators that NRJ will not be sat-isfied if we only have frequencies incities such as Brussels, Liege andNamur. If we don't receive a nationallicence, we'll pull out of Belgium."

Joint ratings confirm DR supremacyby Charles Ferro

COPENHAGEN - The domestic domi-nance of Danmarks Radio (DR) hasbeen confirmed by the first ever offi-cial ratings survey endorsed by bothDenmark's public broadcaster and thecountry's major commercial stations.

DR's three national stations-P1,P2 and P3-plus its network of localstations account for some 70.6 percentof all Danish radio listening, accord-ing to third-quarter figures compiledby Gallup. Commercial and foreignstations accounted for the remainder.

The survey shows that the averageDane listens toaround 22hours of radioper week. DRhas over 3mdaily listenersin a country ofjust over 5minhabitants-its CHR sta-tion P3 has aweekly reachof 67.8 percent.

Stations represented by sales houseand radio umbrella group NordiskRadio Reklame have a 12.3 percentshare of listening, according to Gallup.The group's stations include TheVoice/Copenhagen, Radio Viborg/Viborg, Aarhus Naerradio/ Aarhus andRadio Colombo/Aarhus.

The figures were good news forTele Danmark's national commercialAC station Radio 2, which now has a2 percent share and 139,000 daily lis-teners, compared with the 80,000 lis-teners it registered in a previous sur-vey shortly after its launch in March.

Radio 2 is only available via cableand satellite, but the new figures couldboost its campaign to win Denmark'sfourth national FM licence, a decisionon which the government recentlydecided to delay by two years.

Mega switches to pan-Scandi planby Kai R Lofthus

OSLO/COPENHAGEN - Mega Scandina-via has abandoned its strategy of devel-oping fully-fledged record companies ineach Nordic territority and is negotiat-ing a Scandinavian distribution dealwith the Dutch Arcade Music Group.

On December 1, Mega centralised itslocal A&R activities at its corporate HQin Copenhagen, eliminating the need forA&R operations in Oslo and Stockholm.The changes were followed by theannouncement of the resignation of themanaging director of Mega's Norwegian

affiliate, and termination of its distribu-tion deal with Warner Music in Norway,Sweden and Finland.

Mega-whose roster includes StellaGetz, Yaki-Da, Ace Of Base, and LeilaK-is negotiating a Scandinavian distri-bution deal with Arcade. Mega is tobecome its licensee in Denmark, whereArcade has no office.

Terje Engen, MD of Mega Records inNorway, was informed of the changesvia a press release from the Copenhagenoffice on November 29. He will leave thecompany when his contract expires onDecember 31 next year, unless an agree-ment can be reached between himselfand Mega concerning management ofthe label's artist roster in Norway.

Engen strongly disagrees with thechange in company policy, claimingthat three-quarters of Mega'sturnover is created by local artists,and that its Copenhagen headquar-

ters "doesn't know anything

about the Norwegian market." Hepredicts there will be no local Megaaffiliates in Oslo, Stockholm orHelsinki in three months' time.

Mega's MD in Sweden, Anna -LenaAhlstrom, handed in her resignationin August, and will leave the companynext February. She was unavailablefor comment at press time.

Mega Scandinavia senior VP CaiLeitner says a distribution deal withArcade could be finalised before the endof the year. Arcade would be Mega'sthird Scandinavian distributor in twoyears, following Sony and Warner.

According to Leitner, a joint venturewith Arcade would let Mega become amore creative entity. 'We want to con-centrate on A&R, leaving sales and dis-tribution to another company.International exploitation of local actshas been our core business and givenus the best results, so we've chosen toconcentrate further on that."

John Revellis a director of parent companyGinger Productions and producer ofEvans' Virgin breakfast show.

Q. Irish broadcast regulator theIRTC has approved some of yourproposed changes for RadioIreland. Are you happy with theamount of freedom the IRTC isgiving you?A. No. It makes it very difficult for usto achieve what we wanted to from dayone. So we feel constrained. I find itstrange that minute programmingchange, whether in the shape of musicor presenter, has to be approved by aquango. We wanted to give the stationa major overhaul, to streamline it[with an AC -type format], because itwas such a disparate bunch of pro-gramming. We wanted to make itsound like a radio station.

Q. What's the European strategyfor Ginger Radio?A. We believe Eastern Europe has thepotential to be the next big growtharea. We're talking quite seriously toone or two people there who want us toget involved as co -owners (of stations).

We are looking at long-term pro-jects. We are not going to be passiveinvestors-we want to use the exper-tise we have and not just sit on thesidelines. For example, we wereoffered a 15 percent stake in [Londonalternative station] Xfm-we declinedbecause we wouldn't have any control.That would be frustrating if thingsweren't being done the way we thoughtthey should, so it would be pointless toget involved.

Q. Is Ginger Radio now beingtaken seriously as a radio player?A. I don't know-I would like to thinkso. Certainly with the bid for VirginRadio, we are being taken seriously.The Virgin deal is so big and complex,Ginger would have to restructure thebusiness to accommodate that. But ifthe deal doesn't happen, radio stillplays a very important part in thebuilding of a media business; that'swhat Ginger will become.

Q. Sq what's Ginger Radio bring-ing to the party that's new?A. If we're going into stations as co -owners, then we'll take on the bulkof programming and positioning ofthose stations. Effectively, we'd dothe hiring of programming depart-ments, create formats, do relevantresearch. But if we go into a station[on a contract basis] that is under-performing, like Radio Ireland, thenwe take in our expertise and fix it.

IRMA's U.K. LABEL DEBUTSMILAN - Bologna -based indie label IRMA Records is setto release material by its first U.K.-signed act, acid jazzband Freedom Or Not, in Britain next January. IRMA-which specialises in acid -jazz, rare groove, funk, trip -hop,jungle and trance-launched its U.K. imprint, La Pazza,last July. La Pazza is distributed in the U.K. by Essentialrecords, part of the Castle Communications group.

EUROVISION RUNNERS SELECTED FOR '98GENEVA - 25 out of 30 competing countries have beenselected by the European Broadcasting Union (EBU) totake part in the 1998 Eurovision Song Contest, whichwill take place on May 9 in Birmingham, U.K. The coun-tries were chosen on the basis of points won in the lastfive editions of the contest-so in 1998, Austria, Bosnia -Herzegovina, Denmark, Iceland and Russia will all missout. However, these countries will qualify automaticallyin 1999 in accordance with a rolling system whereby allEBU member countries will take part in the final at leastonce every two years. Meanwhile, Italy has announcedthat it is withdrawing from this year's contest.

'No CRISIS' AT RADIO 2COPENHAGEN - National AC station Radio 2 has denied

it is facing a crisis following a Danishgovernment decision to delay the

award of a national FMlicence (see ratings story,

page 3). The rumoursstarted when it wasreported the cable/satel-

lite broadcaster had laid offseven employees. "What" A 1I " 2 they [the media] haven't

said is that we hired four new people for ad sales," saysGlenn Lau Rentius, managing director of Radio 2'sowner Tele Danmark Radio, which also owns local CHRstation Radio Uptown. "We no longer have an agreementwith [sales house] TV2 Reklame, which was selling air-time for the station. The simple fact was that a TVagency couldn't sell radio ads." He adds: "We cut somejobs to make the company more efficient, and avoidduplication [of resources] between Radio 2 and Uptown."

MOVING CHAIRSLONDON - EMI U.K. has a new A&R director-SasMetcalfe, formerly general creative manager (U.K.) atWarner Chappell Music Publishing. Also at EMI U.K.,Tracey Connolly has been promoted to marketingdirector, while Sarah Magraw moves up to becomemanager of business analysis for the EMI Records GroupU.K. and Ireland. At EMI subsidiary Chrysalis,Gordon Biggins is promoted to the new position of A&Rdirector/general manager.PARIS - Rodolphe Buet has been appointed sales direc-tor of BMG France, effective December 1. German radio queriesrole of Christian stations

BERLIN - While commercialChristian broadcasters inGermany say they are merelytrying to spread "The Word,"critics in the radio industry areexpressing increasing scepti-cism about their role.

At the recent radio confer-ence of Bavarian regulator theBLM, Jens Wendland, directorof radio at public broadcasterSender Freies Berlin (SFB),warned that commercially -financed Christian broadcast-ers such as Berlin's RadioParadiso could end up strain-ing the long-established rela-tionship between the churchand the country's public broad-casters, because commercialChristian broadcasters areincreasingly becoming main-stream competitors to the pub-lic stations.

Wendland accused RadioParadiso of broadcasting main-stream music programmes"decorated with a Christianmantle" in direct competitionwith SFB and Brandenburgpublic broadcaster Ost-deutscher Rundfunk (ORB).

Radio Paradiso plays a widemix of CHR, AC and MORmusic but claims it also offerslisteners advice on life, spiritu-ality and Christianity. RadioParadiso managing directorRainer Thun says: "We are pro-viding a considerable contribu-tion to the quality of commer-cial radio."

The Berlin -based broadcast-er is seeking to expand intoother federal states such asSaxony and Schleswig-Holstein.

However, the regulators in thosestates have yet to grant it oper-ating licences.

While some specialistChristian programming andreligious news is heard on mostGerman public stations, at pre-sent there are only a handful ofcommercial Christian stationsin Germany.

Richard Kocher, generalmanager of Christian stationRNE in Munich, expressed frus-tration with the difficulties heclaims Christian broadcastersface in getting new licences."Why is it that Christian radiostations have so much troublegetting a licence while erotic pro-grammes are allowed?" he asks.

Roland Bornemann, theBLM's head legal advisor,

points out that state radio reg-ulators in Germany operateunder a strict principle whichforbids ideological, politicaland religious advertising onthe air. As a result, it is oftendifficult for regulators to grantcommercial licences toChristian broadcasters.

According to Bornemann,the biggest argument againstrelaxing those controls is thefear of allowing controversialreligious sects like Jehovah'sWitnesses or Scientologistsonto the airwaves-theGerman government has longbattled against what it sees asdangerous religious fringegroups by publicly condemningthem and keeping some underfederal surveillance.

Universal forges Musidisc allianceby Emmanuel Legrand

PARIS - Universal Music hasestablished what it calls a"strategic alliance" with inde-pendent label and distributioncompany Musidisc, one of thelargest of the few remainingin France.

The link -up "will enableUniversal to acquire theMusidisc Group in the summerof 1999," according to a state-ment released by Universal.After that date, the companysays "it is envisaged that thepresent owners and managers ofMusidisc will continue to controlthe distribution facilities whichalready operate as a separateand independent entity."

The deal was negotiatedbetween London -basedUniversal Music Internationaland Musidisc's owners, broth-ers Jean and FrancoisGrandchamp. Universal dec-lined to disclose the financialterms of the transaction.

Universal, which launchedits own sales force in France inJuly 1997, will continue to bedistributed through BMGFrance and will not, as somerumours have suggested,switch to Musidisc distributionand warehousing services.Universal sources also say thatMusidisc and Universal willkeep their own separatesales forces.

Musidisc's main strengths

lie in classical music-with theAccord label-and DisquesAdes, which has a strong chil-dren's catalogue. In the pasttwo years, the company hasdeveloped a full local and inter-national catalogue with thesignings of acts such as singersJean Bart and Tony Truant,rap band Ministere Amer, androck bands Double Nelson andSpina; its most popular domes-tic act is the band Blankass.

International signingsinclude U.S. acts ElliottMurphy, The Plimsouls, andSouthside Johnny. The companyalso operates a London -basedA&R and marketing office forthe U.K market, where it is dis-tributed by Grapevine.

ATHENS - Concrete EU action againstthe Bulgarian piracy problem came astep closer this week.

Mercury artist Nana Mouskourihas used her position as one ofGreece's representatives on theEuropean Parliament to promote ajoint action plan in which EU andBulgarian authorities will worktogether to fight the huge illegaltrade in the latter country.

The International Federation of thePhonographic Industry has welcomedthe move as "the first intervention bythe European Parliament to bring anend to the massive illegal music CDpiracy industry in Bulgaria."

Mouskouri is overseeing the draftof the action plan and will submit it tothe EU-Bulgaria Joint ParliamentaryCommittee, of which she is vice-presi-dent. The draft will be written jointlyby EU and Bulgarian members of thecommittee in the context of consulta-tions over Bulgaria's eventual acces-sion to the EU.

The concept for the joint plan devel-oped from meetings between membersof the European Parliament, EuropeanCommission officials, and representa-tives of the Bulgarian government inBrussels on November 25-26.

The plan will detail the EU and

Bulgarian roles in curbing an industrywhich has an annual capacity of 45million CDs. Greece, which bordersBulgaria, is particu-larly susceptible to theproblem. Mouskouriwas a member of adelegation of seniorrecord company exec-utives-organisedunder IFPI's aus-pices-which met with Greek minis-ters on November 13-14 to expresstheir concern over the issue. Greecehas the EU's highest piracy rate -25percent of the total market.

The Bulgarian authorities havelong promised anti -piracy action, butno effective measures have beenobserved by Western companies. Thejoint plan would move anti -piracyactivities in Bulgaria to a new level,Mouskouri argues. "Up to now, wehave had discussions but there hasnever before been anything like this.We are working together for thefuture." This is a pivotal point, sheargues, because after two years oflobbying Bulgarian authorities, "wefinally have an engagement fromtheir side."

The Bulgarian government is nowfocused on tackling piracy, she states,because it believes the EU is likely toinsist on a clean market before accept-ing the country as a member.

Major raids on Belgian piratesby Marc Maes

BRUSSELS - Record industry tradebody IFPI Belgium is reporting twomajor victories in its war againstmusic pirates.

At the Disco Press CD plant in Herk-De-Stad, IFPI Belgium seized some30,000 illegal Braun MTV compilationalbums. "We estimate that over 100,000units entered the market through thismanufacturer," says IFPI Belgiumdirector Marcel Heymans. "Disco Presshas confessed and the affair will now besubject to a judicial investigation."

In a separate raid on a CD pressingplant in Heist -op -den -Berg, IFPI seized16,000 pirated CD-ROM games andcompilation albums. Heymans says thelatest arrests mean around half the

Belgian CD manufacturing businesshas now been taken to court on piracycharges. "Piracy is not just the concernof countries like Bulgaria-it happensright here and now and we want theBelgian Justice department to take thecounterfeit business seriously."

IFPI Belgium is also investigatingDureco Belgium's release of albumsby The Doors, Simon & Garfunkel, ZZTop and Linda Ronstadt. "Everybodyin the business knows these artistsare signed to major record labels, sowe cited Dureco in court because wethought the case was suspect,"explains Heymans. He adds thatDureco claims to base the releases ona contract with U.S.-based GlobalArts, but has so far failed to show offi-cial documents to prove it.

PLAN 5 FROM DISCO SPACEIt doesn't take a genius to have spotted that the discorevival has been rapidly gathering momentum, but sofar most of the protagonists have remained strictlyunderground. Such should not be the case with Plan 5,whose Constant Boogie (Sunlite/Italy) is a Chic pas-tiche complete with choppy guitar, string sweeps and amassive vocal refrain. Compared to the stormingvocoder-touting club mixes, the radio edit is a bit slug-gish, but it should still please pop/dance programmers.

NUTS AT THE END OF THE RAINBOWOn Chestnut's Pot Of Gold Revisited Pt. 1(NR/Netherlands) a sleazy male vocal declares "I'myour pot of gold" over a backing track which goes for abig, highly -polished sub -disco workout. Shades of Shaftcolliding with jazz funk here with a killer bassline andfaux -horn stabs. The absence of a radio edit is a shamebecause the track, despite being aimed at the clubs,has plenty of off -beat charm.

MUCH GUSTAH FOR A PARTYThe stark simplicity of Partision's No Me GustahPlicit/Netherlands) hides a full -on party track that-while it may never be chart material-is a well con-structed dancefloor record. The arrangement is dynamic,almost to the point of parody, with drops and fades frombeginning.to end supporting a mantric vocal and a win-ning keyboard motif.

WHY RE -START THE DANCE?The two things that made Hamilton Bohannon's Let'sStart The Dance a Billboard Top 10 hit in 1978 were asolid, funky bass line and camp vocal delivery. WhyBelgian indie NEWS would want to release a remaketitled Let's Start To Dance Again-sadly lacking in boththe bass and camp departments-remains a mystery.That the track still holds some charm is a tribute to itsposition as a club classic-but really, this is a shadow ofthe original. A wasted opportunity.

UNLIMITED ONCE MORE?One half of 2 Unlimited's production team and founder ofBYTE Records Jean -Paul de Coster is facing what heopenly admits is the biggest challenge of his life-launch-

ing the second coming of 2 Unlimited withnew singers. "I have no doubt that it'll behard, but I believe in the songs," he insists.

The 2 Unlimited project started life in1991 with an instrumental track. Whenexports took off, de Coster knew he had tomake the music more mainstream. "Afterthe experience we had with Bizz-Nizz, weknew we had to move fast," he comments."So we found Ray and Anita and made GetReady For This."

That track became 2 Unlimited's firstEuropean hit, but since the 18 million -sell-ing duo split, De Coster has concentratedon his labels BYTE and BYTE Blue whichby 1994/5 were charting Shauna Davis

and B.K.S. in the Benelux countries. "It took a long timeto shake -off the image of being merely 2 Unlimited's pro-duction company," says de Coster, "but now we're up andrunning. I think that long term survival in the pop/dancemarket is about signing fewer artists and working longerand harder on them."

Chumbawamba drinkin U.S. success

Bigger clearly works better for British "popanarchists" Chumbawamba.

Having been largely written off by thedomestic indie-oriented press, the band arecurrently enjoy world-wide charts success afterhaving switched to a major label after 15 yearson the independent circuit. Earlier this year,Chumbawamba moved to EMI's GermanElectrola label for the world except NorthAmerica, where the band is on Universal.

The first result of that move is one ofEurope's longest -airing radio singles of theyear, Tubthumping. Last week, the singletopped the Billboard Hot 100 Airplay charts forthe first time and is still the most popular radiosingle in the US. at time of going to press.

In the early 1980's, Chumbawamba-thencalled Chumbawumba-ran their own Agitproplabel and later joined One Little Indian Records(OLI). Whilst Chumbawamba were putting fin-ishing touches on their ninth studio album-Tubthumper-in February EMI presidentG/S/A Helmut Fest heard Tubthumping duringa visit to the UK He immediately invited theband to sign with EMI Electrola. According tosinger Dunstan Bruce, at that stage, OLI wasnot over -enthusiastic about Tubthumper andthe band was happy to switch labels.

Electrola subsequently made the single apromotion priority and worked it continuouslyfor four months prior to its release. "No labelworked Chumbawamba on this scale before,"claims EMI Electrola product manager OliverDallmann. "The strength of the song and mas-sive radio and TV support helpedTubthumping to break through."

Bruce addsthat, over theyears, the bandhas developed astrong brand of itsown, and is wellpositioned tomake gooduse of amajorlabel's mar-keting andpromotionmuscle. "Wehave astrong identity," says Bruce. "Our looks, musicand presentation are clearly defined-thatmakes it easier to pitch us."

Tubthumping is most people's introductionto the work of a musician's collective in whichpolitical and social issues form the main sourcefor lyrics. "We have a political agenda," saysBruce. "We see ourselves as anarchists."

Chumbawamba's move to a multinationalconcern traded on the stock exchange mightseem to contradict their anarchist stance, butthe band are unrepentant. "We get commentslike 'you've sold out' from old fans," admitsBruce. "But we want to be in there, use theindustry to get our message across. It's no usestanding on the outside and be able shareyour views with only a handful of people."

With touring and promotion commitmentsacross Europe lasting until August 1998,Chumbawamba will certainly be reaching morethan a handful of fans. A second European sin-gle, Amnesia, is due out by the end of FebruaryDrip Drip Drip to follow around March/April.

Earring aid boost for Anoukby Robbert Tilli

Holland's most successful rock export to date,veteran act Golden Earring, lent a hand to a22 year -old newcomer and struck paydirt.

Anouk-mania has hit Holland and TheHague-home to both Golden Earring andAnouk-can once again claim to be Holland's"Beat City No. 1."

Fuelled by her smash Nobody's Wife,Anouk Teeuwe's debut album TogetherAlone-released October 27 on Dutch indieDino Music-hit the top slot in the DutchMega Top 100 Albums chart after only twoweeks. The future looks brightfor the singer, with a pan-European release (excluding theU.K.) through BMG Enter-tainment in the pipeline for thenew year. The Scandinavian ter-ritories will lead the way with aDecember 4 release of TogetherAlone on RCA.

Radio broke Anouk inHolland-when Nobody's Wifewas picked up by public CHR sta-tion Radio 3FM in September, shewas off to a flying start. Evenafter 30 plays a week, Radio 3FMmusic programmer Ben Houdijksays his listeners cannot get

enough of the single. "It might be loud on thesurface, but under the skin, there's a beautifulsong. A rock song with balls is a gift to radio inthese ballad -flooded times."

"Our aim was that it shouldn't sound too pro-duced," notes Golden Earring vocalist Barry Hay,who produced the album together with fellowEarrings George Kooymans and JohnSonneveld. Hay and Kooymans also contributedtwo songs to the 11 -track set, Fluid Conductionand Mood Indigo, which was released a year agoas her debut single. American songwriter FrankCarillo provided two more songs, the funky stom-per Pictures On Your Skin and the bluesy ballad

Time Is A Jailer. The rest are origi-nals from the pen of Anouk and hercreative partner Bart van Veen.

"We didn't want it to become anEarring project anyway. She's anatural unpolished gem, which youdon't meet everyday," says Hay.

No fewer than 75 gigs are linedup for Anouk in Holland, takingher up to summer 1998, afterwhich international tours areplanned. Dino Music A&R manag-er Frits Van Swoll concludes withsome pleasure: "It has been amighty long time since an artistcame out of the live circuit insteadof the marketing department."

No tears as Gala is finallyfreed from holiday Desireby Mark Dezzani

Pop/dance star Gala might just be the artistItaly's indie dance scene has been waiting forto replace the fast burn -out of genre -led dancemusic acts of recent years.

With her third consecutive continental hitsingle, Come Into My Life, moving up Music &Media's Eurochart Hot 100 singles to 31 thisweek, Gala is also looking at asecond consecutive U.K charthit with Let A Boy Cry,released in the U.K onNovember 24. Gala's newalbum Come Into My Life,released on November 18,underlines the artist's cross-over appeal further with a popballad-Summer Eclipse-featuring the Gypsy Kings'Tonino Baliardo on guitar.

Murray Rose, head of mar-keting at U.K licensee BigLife, says that whilst theylicensed Gala at Midem '97, itwas not until holidaying club -hers had heard her hits incontinental discotheques thissummer that she began to make waves. "FreedFrom Desire caught the imagination of a lot ofpeople who heard it on holiday, and then itbegan to do well in clubland," says Rose.

He adds: "We worked it on radio well beforeits release. London CHR station Capital 95.8FM were the first to pick up on Freed FromDesire, five weeks before its commercialrelease in the U.K. Local ILR outlets thenadded it two weeks before release and BBCRadio 1 added it in the release week."

Since that first pan-European release, "Galahas sold 3 million singles across Europe, 1.3 mil-lion of those in France," says Luccio Milano, pro-motions director at Do It Yourself (DIY) recordsin Milan, which operates the Nitelite imprint onwhich Gala's records are released in Italy. Let ABoy Cry alone has sold 600,000 copies in France.

Gala had her big breakthrough after Frenchindie Scorpio Records licensed Freed From

Desire a year ago (M&M,March 15). On the back of herinitial success in the Frenchmarket, she became hotproperty at MIDEM '97 andDIY secured licensing dealsthroughout Europe includingZYX in Germany, Blancoy Negro (Spain), CombinedForce (Holland), Private Life(Benelux) and Big Life inthe U.K.

According to DIY generalmanager Max Moroldo,Gala's success is down to herpersonal appeal as an artistjust as much as to the choiceof her producers. "Gala'simage is very refined-much

of it coming from her strengths as a performerand dancer. She also writes all her songstogether with her producers Mollela (who dis-covered Gala) and Phil Jay," explains Moroldo.

Rose says they brought forward the U.K.release of the album due to demand. "We arereleasing the album earlier than anticipatedto coincide with the release of Let A Boy Cry inthe UK and to stop the sale of import copies,which are in high demand at the moment,"says Rose.

'Dance's Beefheart' flies Freak Flagby Gary Smith

It's only occasionally that albums appear whichpack genuine shock value. Such is the case withLet The Freak Flag Fly (Astralwerks/Caroline)by 29 year old Californian Mike Kandel, a.k.a.Tranquility Bass.

The album effortlessly spans genres frombluegrass through funk to psychedelica. Nowonder then, that Kandel cites CaptainBeefheart's seminal 1972 album Clear Spot asa major influence alongside soul legend DonnyHathaway. "The Donny Hathaway Live album[from 1972] is one of the most exciting records

I've ever heard," says Kandler. "It has an ener-gy that is too often lacking in electronic music."

Kandel criticises the lack of dynamics of manycontemporary releases as he explains his eclecticapproach. "When I started I used to mix folk andnew wave, then samplers got cheaper and I start-ed making country/industrial/hip-hop."

Tranquility Bass will be making occasionalforays into Europe with a handful of guestmusicians over the next few months. "I onlyrecord tracks you can play live," adds Kandel. "Imake sure the drum patterns aren't too tightand I keep my keyboard lines practical."

Let The Freak Flag Fly showcases a song -writing talent of considerable orig-inality-tracks like We All WantTo Be Free, Five Miles High andthe single La La La are genre -straddling classics. Kandel's loveof hip -hop and solid, occasionallyeccentric, tunes creates a swirl ofinterlocking melodies and tex-tures which might just conquerEuropean radio with the spankingnew radio edit of La La La.

"Shrinking the song down tothree and a half minutes was awhole new experience," commentsKandel. :Tut I'm happy with theresults. We managed to retain theoriginal buzz of the track."

And yet,with more product hitting the streets than at any timein recent history, and both media opportunities andretail shelf space at a premium, new jazz labels con-tinue to be launched and new markets conquered. Howdo these new companies manage to survive, eventhrive, in such a competitive environment?

It's about a decade since jazzbegan to receive renewed mediaand consumer interest, afterwhat had been nearly 20 years ofrelative indifference from the

music industry, and the music contin-ues to make inroads into internation-al markets.

That revival, which culminated inthe relaunch of such emblematic labelsas Blue Note, Verve and Impulse,caused virtually all the major labels tooverhaul their nearly non-existent jazzdepartments, both confirming and pro-pelling the growing popularityof the genre.

Smaller European labels,such as ECM and Enja-bothMunich -based- and Milan'sSoul Note, were instru-mental in keeping jazzalive during the rock eraprior to the launch of CD,the advent of which waslargely responsible for thejump in jazz catalogue sales inthe '80s.

Soon, a plethora of newimprints appeared-labels such asDreyfus Jazz and Alex MerckMusic-establishing the indepen-dent sector as a significant force on theredrawn jazz map. This also assured aconstant stream of new recordings, andthe further division of the already com-petitive jazz market.

Indies add to the glutIn response to the influx of indies, themajors further consolidated their jazzdepartments, which, with acquisitionsand over -optimism, had grown inmany instances into a confusinghodgepodge of imprints.

They also embarked on an almostuniversal reduction in the number ofannual releases. However, there wasstill an undeniable glut of product,made more acute by the disappearanceof many speciality shops in the wake ofrapidly expanding superstore chainssuch as Virgin and FNAC. The situationwas not helped by the lack of any realjazz -friendly radio landscape in Europe.

Not the best circumstances in whichto launch a label, one might think. Yeta number of major independents haveentered the fray recently, includingJapanese giant JVC, which opened aEuropean office in 1995, and Britain'sSilva Screen, which has launched twolabels, Hip Bop and Hip Bop Essence,since 1994. Several small labels havealso taken off in the last few years,

including Norway's Curling Legs, andHolland's Challenge Records.

In just five years, Oslo -basedCurling Legs has established itself asone of Scandinavia's leading jazzimprints. Founders Knut Vaernes,Morten Halle and Helge Westbye areparticularly interested in youngartists, principally Norwegian,although the label has recorded someinternational artists.

This year, for example, Origo fea-tured bass player Lars Danielsson withguitarist John Abercrombie and drum-mer Adam Nussbaum, while FarNorth, released in 1994, united thebassist with drummer JonChristensen, saxophonist DavidLiebman, and pianist Bobo Stenson.

Taking care of businessWith some 39 CDs in the catalogue,Curling Legs releases an average ofeight to ten albums a year.

Musicians themselves (Vaernes is aguitarist and can be heard on theintriguingly -titled CD Jacques Tati), in1993 the label inaugurated an annual

festival in Oslo featuringCurling Legs artists."Quality, originality and cre-ativity are our principal cri-teria," says Vaernes. "We try

to stick with this phi-

losophy, though we also have to makemoney so as not to go out of business."

However, apparent losses can actu-ally produce indirect benefits. "Wehave made some recordings whichdidn't make back their cost," Vaernesexplains, "but they did help expandour foreign markets, so they can beseen as long term investments."

Luckily, most recording sessionswith Norwegian musicians are sub-sidised by the government, whichallows the company to focus itsresources on promotion and market-ing. "But marketing and promotion isnot just a question of money," arguesVaernes. "The problem is to reach

through all the other informationoffered by the media, which pays solittle attention to jazz."

Though Norway accounts for about60 percent of the label's sales at present,Curling Legs' international sales, espe-cially in the Far East, are growingrapidly. They also have good distribu-tion in Europe, though Vaernes notes:"We're not competing with Enja or ECMin their home territory, but we are com-peting with them in Scandinavia; we seethat as our stronghold."

He also points out that controllingdistribution, knowing what's going onin each territory and whether or notproduct is reaching the right stores, canbe a nightmare for a small company.

Fast track growthDutch operationChallenge Recordsis among the mostambitious of therecent start-ups.

It consists ofprincipal imprintChallenge, whichfeatures animpressive rosterof mostly Dutchand Americanartists, and twosublabels: A -Records,focusing on young Dutch talent; andRetrieval, a reissue imprint.

In just over three years the compa-ny has accrued a catalogue of some 40albums, including releases by pianist

Jasper Van 'T Hof, house pro-ducer Hein Van de Geyn'sgroup Baseline, singer SoesjaCitroen, saxist Rick Margitza

and guitarist Paul Bollenback, plusalbums from the likes of Clark Terry,Nat Adderley and Bob Brookmeyer,whose Paris Suite was named bestalbum of 1995 by the FrenchAcademy Of Jazz.

In contrast to many start-uplabels, which begin modestly andslowly grow their catalogue over anumber of years, Challenge took ahigh -profile approach. "We invested alot in recording during the first threeyears," explains promotion managerColette Pannemans.

"We purposefully implemented anaccelerated production schedule inorder to expand our catalogue quickly,"she continues. 'We wanted to establishawareness of the label. You're nottaken seriously as a label unless youhave an ample number of albums. That

strategy paid off for us, and now it'stime to cut back and dedicate moremoney and resources to each release."

Retail,and short-termismA major issue facing small companiesis the changing face of retail. A new"mega -store" type of outlet oftenstocks a wide selection of jazz titles,including deep catalogue and a vari-ety of indies. By the time it's discov-ered that jazz isn't moving as well assome other sections and orders havebeen cut back, small speciality shopshave often already closed.

Says Challenge's Pannemansabout the large chains: "If you onceget in and you don't sell a certainamount of product, then you get outand you never get in again. That's dif-ficult because jazz doesn't sell largeamounts in the short term."

Of course, there are exceptions, andthe right recording coupled with a vigi-lant distributor can break down barri-ers, as is the case with flamenco -inflect-ed act El Periquin, promoted throughSpain's principal national retailer,

department store El Corte Ingles.In Germany, Challenge has worked

with an independent publicist in addi-tion to its distributor, and has seenpositive results in both exposure andsales. Asserts Pannemans: "Just tokeep pushing your product is notenough. You have to do something dif-ferent from what everybody else isdoing. Jazz has acquired a lifestyleprofile to go along with its musicalaspect," she adds, "and that attractsmore interest from both consumersand the media."

Developing in EuropeEight years after opening a new reper-toire centre in the U.S., Japan's JVCturned its interest towards Europe.'We're here to be a developing label,"says promotion manager Marc Connor.

Previously, as an import -onlylabel, JVC's releases received littlepromotion in Europe. Now, releasesare chosen carefully, manufacturedlocally and promoted widely. Withmore than 60 jazz titles currently onrelease (the label is also known for its

extensive world music catalogue),including albums by star vocalistCarmen Lundy, saxophonists SadaoWatanabe and Ernie Watts, Brazilianguitarist Oscar Castro -Neves andfusion group Special EFX, the label'scredentials are well established.

"We started operations relativelyquietly," Connor says. "Our first taskwas to review our distribution net-work, change distributor where wefelt it was necessary, strengthen rela-tions with others, and open up newterritories. We're approaching thingsin a very hands-on manner, gettingto know buyers and floor managers.It's amazing the effect personal con-tact can have. It's the only way for-ward for a niche market like jazz."

A big challenge, according toConnor, is getting product into storesoutside the major urban areas. "Evenwith broad media coverage in a giventerritory, local stores can't afford tostock our entire catalogue. So con-sumers might hear or read about aparticular CD, but won't be able tofind it in their local retailer."

Hence the importance of an artistsuch as Carmen Lundy, whoseEuropean presence has been growingthrough tours in the U.K., Italy,Germany, Holland, even Greece andSpain. "We make sure not only jour-nalists but store managers get to meether. Everything from airplay to shelfspace to media interest is limited. Butour efforts are making a huge differ-ence in how our product is viewed."

Small labels, big names"Distinguished artists with recognis-

able names always serve as a goodentry into retail," maintains StephenSoutham, label manager of Hip BopRecords and Hip Bop Essence.

His labels' mix of young urbansounds such as funk and rap, mixedwith the purest bebop, and hard bop,have already featured such modernjazz icons as Herbie Hancock, KennyGarrett, Michael Brecker, GeorgeDuke, Patrice Rushen, Marcus Miller,Chick Corea and John Scofield.

Inspired by the label's principalproducer, drummer Lenny White, the16 titles released so far, includingWhite's R&B and funk infusedRenderors Of Spirit and Bopcity'ssurprising fusion of rap and acousticjazz, Hip Strut, offer a highly volatilepanorama of contemporary styles.

Hip Bop Essence focuses on slight-ly more straight -ahead projects, suchas the tributes to trumpeter FreddieHubbard, Hub Art, and to veteranalto player Jackie McClean, Jackie'sBlues Bag, which features no lessthan eight stellar saxists (includingAbraham Burton, Craig Handy, JoeLovano and Branford Marsalis). Bothmusically and graphically the albumsinvoke the soulful jazz of the '60s.

One more source the label intendsto mine is new territories. "We wantto exploit every possible territory wecan," says Southam. "Whenever weenter a new territory, it gives new lifeto the entire catalogue. With that inmind, we are supplying radio withCDs even in areas where we're notyet distributed, so when our productdoes become available, awarenesswill be high."

Dreyfus Jazz has had a particular -ly fruitful autumn, with severalmore -than -memorable releases,

Folk Songs, bassistDieter Hg's absorbingsuite based on European folk themes from AlexMerck Music, is not only one of the best albums ofthe year, but one of the most impressive and originalexcursions beyond the borders of the conventionalthat I've heard in some time. It's divided into twotrios, one featuring piano and the other guitar.Drummer Steve Arguelles contributes brilliant, tex-tured rhythms to the captivating arrangements.

Simpatico is a collection of beautiful,deeply -felt improvisations which, by not compro-mising an iota of intelligence, manages to be bothmoving and stimulating.

Backstreet's Back, and they're not the only ones.The title of their second album is particularly aptthis week, as the Backstreet Boys regain their topslot on the European Radio Top 50 chart. Theytake over from those newer kids on the block,Dario G, whose Sunchyme (Eternal/WEA) hasfaded slightly, allowing the Jive boy band's AsLong As You Love Me to slip past it.

Also returning this week is veteran Canadianpop -rocker Bryan Adams, whose Back To You(A&M) rises to number 3 on the Top 50. Strongshowings on the Major Market Airplay listings forthe U.K, G/S/A, Scandinavia, Benelux, Italy, Spainand Poland have fuelled the single's rise from lastweek's position of 18.

Adams is, however, onlyone of the familiar faces crop-ping up on this week's air-play charts. Further down onthe Top 50 we find this year'sunlikeliest Kenny Rogers im-personator, Jon Bon Jovi,with Janie, Don't Take YourLove To Town (Mercury),which climbs seven places tonumber 12, ahead of anothercouple of AC stalwarts,

namely the surviving members of Queen with NoOne But You (Parlophone) and the Sting and Prasmakeover of Roxanne (A&M). With BarbraStreisand (plus Celine Dion), Aerosmith and themassed ranks of the elegantly wasted on PerfectDay also on the rise, there's a slight feeling of déjàvu about the new Top 50.

Over on the Border Breakers pchart, one of the tracks whichDDD/BMG hopes will help boostEros Ramazzotti's international ca-reer also features a well known setof vocal chords, namely those ofTina Turner, who duets with Ra-mazzotti on Cose Della Vita, thelatest single to be taken from theEros album. The track makes anappearance this week courtesy ofprogrammers in Germany andAustria, both countries where Turner has a partic-ularly strong fanbase.

And speaking of seemingly ageless femaleswith a number of devoted followers-although, inthis case, with a slightly lower average age thanthose of Ms Turner-Aqua's Barbie Girl (Univer-sal) still tops the Border Breakers chart. The Dan-ish act have another single on that particular list-ing (at number 17), although it remains to be seenwhether Dr Jones will receive the same treatmentas its predecessor from programming practition-ers across Europe. With that promising earlyshowing, however, Universal must be fairly confi-dent that the band isn't about to fall victim to OneHit Wonder Syndrome.

latest Battle Of Britain, withToo Much (Virgin) enteringthe chart at number 29,ahead of All Saints' NeverEver (London), which clocks

in at number 42. Looking set for Top 50 statusnext week are Radiohead (No SurprisesIPar-lophone), Bell Book & Candle (Rescue Me/Ariola),Gala (Come Into My Life/Do It Yourself)and-what was that about déjà vu?-Wham! withEverything She Wants '97 (Epic).

Chrysalis nearingbreak-even pointby Mike McGeever

LONDON - Chrysalis, the U.K. TV,radio and music group, posted a pre-tax loss of £1.9 million ($ 3.2 million)on a turnover of £99 million in itsfinancial year ending August 31.

Losses were, however, greatlyreduced from 1996 (when Chrysalislost £5.4 million), and turnover was upseven percent on the same period. Theresults are consistent with a financialforecast made in August 1996.

During the last financial year, thecompany invested heavily in radio,including the £17. 6 million acquisi-tion of Faze FM Radio (the formerKiss FM dance stations in Manches-ter and Leeds). That deal, and otherinvestments, "delayed the return ofoverall profitability," according toChrysalis chairman Chris Wright.

Revenue from radio was up 53percent on last year, according to theresults, while in its music division,the group realised an increase in NetPublisher Share to a record level of£5.5 million. Chrysalis has also con-firmed U.S. licensing deals for fiveartists signed to its record label Echo.

concerns, including the future develop-ment of the commercial radio industry,levels of ownership and other aspects ofradio regulation.

Discussions between the ministerand broadcasters centred on maintain-ing the role of independent operators ina climate of ongoing consolidation ofthe industry by three or four majorradio groups.

Explains Mason: "The independentsmall to medium-sized broadcasters'main concern is: are we going to be for-ever backing up against this handful ofhuge, dominant companies which con-trol the marketplace? That is one of theissues raised with the minister."

He continues: "We explained tothe minister that we want to seemore medium-sized players in theindustry, because it operates in acapitalist system, therefore every-body-including the smaller sta-tions -needs opportunity for growth.The [consolidation] of the industry bythe major companies depressesgrowth for others because there areno suitable opportunities to expand."

Fisher's office says it has "nothingfurther to add" to Mason's remarksother than it was the beginning of adialogue between the government andthe Forum.

The Forum, which was set up lastyear, is comprised of several stations ofvarying sizes. Most are also membersof the industry's main trade body, theCommercial Radio Companies Associa-tion (CRCA), but they established theForum because they were concernedthat the views of independent opera-tors were not being considered withinthe CRCA as strongly as those of thelarge companies when it came to policyand lobbying government.

Branson takes V2 into Underworldby Christian Lorenz

LONDON - V2 has formed a long-term partnership with Steven Hall-founder and managing director ofindie label Junior Boy's Own- amove which gives Richard Branson'snew label its first major source ofcontemporary repertoire.

Hall and V2 have launched a newjointly -operated label called JBO, whichtakes over responsibility for JuniorBoy's Own's four biggest acts-Under-world, Sycamore, Dylan Rhymes andFire Island. As a result, the originalJunior Boy's Own label "will be scaleddown," according to Hall.

Junior Boy's Own will continue to

serve the club marketwith 12 -inch vinyl sin-gles, but its futureremains uncertain. "Idon't even know if Iwant to continueJunior Boy's Own,"admits Hall, who adds:"There will be no lay-offs.We are even looking to take on morestaff to run the new label."

The new JBO label will be marketedjointly in the U.K by Hall's operationand V2, which will also handle distribu-tion. In the rest of the world, JBO prod-uct is to be exclusively marketed by V2under the auspices of V2 GM DavidSteele. Hall will handle all A&R at

JBO, and will retainjoint control of all mat-ters concerning theinternational market-ing of Underworld.

The first release onJBO will be a cover version of StyleCouncil's 1984 U.K hit Shout To TheTop by Fire Island. The track featuresvocals by veteran R&B singer Loleat-ta Holloway, and is due out in Febru-ary. Meanwhile, Underworld are cur-rently working on a new album."Recordings are quite advanced atthis stage," says Hall, who expects torelease the album by the end of nextMay to coincide with the start of theband's 1998 world tour.

Blaskey was involved in the selec-tion of music for the last World Cup inthe U.S. in 1994. He also served asexecutive producer on the comediansBaddiel & Skinner's collaboration withthe Lightning Seeds, Three Lions(Epic), the official England team themetune for the European Championshipsin England last year. Voltage drops again in Paris continued from page 1

compared with 4.5 percent a year ago.Voltage recently challenged the

accuracy of Mediametrie's ratings incourt (M&M, November 1) after thestation experienced a dramatic slumpin its ratings earlier this year.

Mediametrie do not publish Parisratings figures for September andOctober because they do not cover theusual four -month survey period. How-ever, Alain Liberty, programme direc-tor of Voltage FM, says he is surprisedthat Mediametrie is prepared to deliv-er the data to radio companies.

"These figures are not reliable,"argues Liberty. "Considering the mar-gin of error, our audience could besomewhere between 1 and 5 percent."

Arnaud de Saint -Roman, directorof Mediametrie's radio division, con-tends that: "Marginal errors comewith any type of polls. With a sampleof 2,000 people, which is the case thisinterim study for the Paris metropoli-tan area, the potential for errorsvaries between 0.3 percent and 2.2

percent, according to the size of thestation's audience. Radio stationsknow that, and therefore can appreci-ate the results accordingly."

Although not satisfied with thereliability of the Mediametrie figures,Liberty admits there could be "not adrop, but a floating of Voltage's audi-ence." He blames government -imposedquotas on French -language music forthe situation. "During September, wehave been forced to play rap music [inFrench] to meet quotas, because therewas a lack of dance titles in French.Our research shows us this has affect-ed our audience."

Liberty says he wants to see quotaregulations amended for specialiststations such as Voltage. "We wouldalso like to see record companiesaddress the question of specialist sta-tions and feed them with specificremixes that fit with their format, asis done in the U.S.," he adds.

The national surge in audience forstations with a strong news content

(M&M, November 29) has alsobeen reflected in the Paris fig-ures, although not all musicoutlets have suffered. Rockstation Oui FM, recentlyacquired by Virgin Media, seta new audience record with a2.7 percent reach, whileyouth -oriented CHR/dancestation Ado FM, which plays ahefty quantity of rap andgroove, continued its moveupwards at 1.8 percent.

Revert says of Abelian: "He start-ed to go over my head to COPE boss-es whenever he wanted something.But when I explained my grievancesto COPE management, they saidAbellan brings us money in, youdon't.' For years Abelian was like ason to me, but eventually he becamemy biggest problem."

However, Pedro Diez, COPEdirector general, is insistent that:"There is only one reason why Sr.Revert has left, and it is because themanagement of COPE was dissatis-fied with the policies of the directorof Cadena 100."

"Revert leaving has nothingwhatsoever to do with me," declaresAbelian. "When I went to 100 inDecember 1993, it had an averageaudience of 390,000. Now it is closeto 1.2 million. My programme hashad more to do with the success ofCadena 100 than Sr. Revert."

What is remarkable to manyinsiders is that Revert and Abelianhave worked side -by -side for most ofthe past 21 years, first at CadenaSER's CHR network Los 40 and sub-sequently at Cadena 100. Now, itseems the two cannot even agree onwhy Abelian joined Revert at Cade-na 100 in the first place. Revertinsists: "I brought him here." Abel-ian, on the other hand, maintains hewas offered the job by seniorCOPE management.

Revert says he will bide his timeuntil next year before deciding whatto do next, "although I will definitelycontinue in music."

Revert claims the credit forbeing, in 1966, the man responsiblefor changing SER's Los 40 Princi-pales (which previously playedSpanish and classical music) into anFM station playing contemporaryU.S. and U.K. pop music. He becameLos 40 director from 1976-92, whenhe was also involved in setting upSER's domestic music networkCadena DIAL. In 1992, Revertmoved to COPE to set up Cadena100, which is now the third mostpopular music network in Spainafter Los 40 and DIAL.

With little fanfare, EMI Electrola completed itschanging of the guard in Germany last month.EMI Electrola executive VP Riidiger Fleige hasbeen appointed joint managing director of theCologne -based company; he willtake over an as -yet -unspecifiedpart of the responsibilities ofHelmut Fest, who previouslyheld the MD post alone. Festkeeps his title as EMI MusicG/S/A president and is expectedto devote more time to artist -related matters in the future.

And staying with EMI Electrola, OTR hearsthat the company has closed four divisions-includ-ing EMI Strategic Marketing, EMI Classics,EMI Label and progressive division Spin-and re-organised its internal structure into two new divi-sions, EMI and Electrola. EMI is jointly MD-ed

by former Spin MD Peter Burtzand Marco Quirini, previouslyMD at EMI Label. Quirini isresponsible for EMI's marketingactivities, while Burtz handlesall A&R affairs. Former EMIClassics MD Roman Rybnikaris now MD of the Electrola divi-sion. According to sources close

to the company, Electrola will handle cataloguemarketing, joint ventures and compilations busi-ness and the EMI division is to be firmly artist -ori-ented, with a particular focus on local A&R.

London MOR station Melody FM is expectedto be put up for sale. The broadcaster's owner andchairman, Lord Hanson, has indicated the sta-tion will be hived off as part of the divestment ofhis business empire. Since launch in 1990,Melody has grown its audience steadily at eachratings survey.

The newly elected president of French recordcompanies' body SNEP, Paul -Rene Albertini, hassuggested that the organisation should secure theservices of a top figure to lobby gov-ernment and European authoritieson behalf of the industry. The nameat the top of Albertini's list is formersocialist minister of culture JackLang, a long-term supporter ofthe music community. However,Albertini's proposal has seeminglyreceived a cold welcome from someindustry executives.

Former Topp40 editor in chief Claes Olsson,who left the Swedish trade magazine two weeksago, is to become head of information at the IFPIoffice in Stockholm, where he will apparently beinvolved in working with the domestic Grammygala, and launching an IFPI magazine/newsletter.His replacement at Topp40 is his former deputyAnders Lundquist.

According to the German branch of IFPI, mar-keting and advertising costs increased faster thanthe modest three percent growth in revenues overthe first nine months of 1997. German labels arehoping for strong Christmas business to turn asluggish year around.

Jean -Paul Baudecroux, president of Frenchradio group NRJ, is still looking to acquire musicchannel MCM Euromusique. OTR understandsthat an agreement with MCM shareholders isclose to completion, and a transaction could takeplace after Christmas.
