Patent Information Centre (PIC -Kerala),under Kerala State CouQcilfqr Science,Technology aQdEnvironment (KSCSTE) started functioningsince 2003 as a satellite centre for Technology Information Fc.>recastingand Assessme.nt Coun.etl (TIFAC).The Centre aims to increase theIntellectual Property output of the State by facilitating and guiding patenting activitieSwithinthestate.The major objectives of the Centre are

to create awareness among the people on Intellectual Property Rights (IPR,)through educational workshops, seminars, lectures, tal~s and'exhibitions, and thus nurturing research scholars, scientists,professionals,industrialists, students aQdgrass root innovators. The Centre alsoprovides technical and legalassistance for filingPatents, techrticaland .financialassistaQcefor organiZing IPRawareness programmes, facilitatesaccess to Patent related documents such as Patent laws,rules and amendments, and Patent. database search through online and CD-ROMdatabases.

ACHIEVEMENTS

Patent Information 'Centre - Kerala, so far organized 46 lPR awareness programmes, in association withGovt. Departments/ Universities/R &Dlnstitut.ions /Industry / InstitutioQs etc.Since its inception, PIC -Kerala had received SOapplications for filingPatents. Prior art Patent database search provided in these applications.Among them, 16 applications were forwarded to TIFAC for further filing procedures. Six applicati.ons were selected for filing Patents.

PIC-Kerala organized a two day Seminar on Patent Information in association with N.S.S.College of Engineering at Palakkad on 17th & 18thMarch 2006.

PIC-Kerala organized a one dayWorkshop on Protection of Geographical Indications on Pokkali Rice in association with KeralaAgriculturalUniversity at Ernakulam on 4th May 2006. Later, a follow up meeting of Protection of GI on Pokkali Rice was organizedon 25th May2006.

Mr.Vishwa Hassan,applicant of the Invention suggests that manufacturers who exploit the invention would not have to change anything in the existing design ofthecomputers or devices. - only in the external. battery or maios power units. Mr.Hassan also said that the connection between 'donor' and'recipient' machine need not be a physical wire: with techooiogies such as wireless USB COnnectors.The inventors announced that the linkcould be wireless too.

Patent Office issues draft manual on ProceduresAs the number of Patent infringement related cases increasing in all the sectors, the Controller General of Patents, Designs &Trademarks isplanning to come out with a manual of Patent Practice and Procedure. The move is to bring more transparency in the processes followed inawarding Patents. The new manual is being aimed at creating awareness about the practices and procedures followed by Patent Office forprocessing of Patent applications in the Country.

.".Record number of Patents Granted

The Indian Patent Office approved a record number of 15,262 Patents duringtne year 2007- 08.This is more than twice the number of Patentsgranted during the previous year.The number of Patents granted during 2007-2008, first year of the II th fiveyear plan compares well with thetotal number of Patents granted during the entire 10th five year plan period. The Patent filingsalso crossed the 35,000 mark during 2007-2008.The Indian Patent Office has also introduced the facilityfor e-filingof applications from July2007.

Geographical Indications Profile

Navara Rice-A hope for Cancer patientsMolecular studies conducted by a team of Scientists from the KeralaAgriculture University on 'njavara rice' have indicated the presence of agene fragment encoding a protein which is reported to have antj.carcinogenic property, e~pecially against breast cancer. This protein,christened Bowman- BirkTrypsin inhibitor protein, is also known.to possess. anti- inflammatory and anti- allergic properties in animals and isreported to be capable of imparting resistance to fungal pathogens ahqpests in crops. Even though the protein had earlier been isolated fromfew other crops, it has not been identified sofarin any other rice variety of the Country. .

Recognition for 'Palakkadan Matta' and 'Navata' dce

Two unique rice varieties ofthe Palakkad district of Ketala, 'Palakkadan Matta'and the medicinal 'Navara rice' have received the GeographicalIndications registry. This is the first time thattWo rice varieties of the State. nave received GI registry.The registration for navara rice was

obtained by the Navara Rice Farmers Society near Chittur.lwo varieties of Navara, the medicinal rice us~d in Ayurveda treatment, havesecured registration. They are black glumed and golden yellow glumed Navara rice.The popular rice variety of 'Palakkadan Matta' has alsosecured registration. Palakkadan Matta Farmers Producer Company bet has become the registered proprietor of the G.IPalakkadan matta rice.
