On your mark, get set, DUCK Annual Cherokee Sandridge Duck Race to be held Oct. 5th after river level falls Dawg Dispatch Wheeler County Schools consider Charter System Option By MARK DAVIDSON; Superintendent Wheeler County Schools First of all, let me clear up any potential misunder- standings regarding charter schools and charter sys- tems. A charter system is very different from a charter school. Most charter schools are start-up schools, usually in larger cities, that require a student application selection process. With that, only select students may be allowed to attend. Charter systems involve ALL stu- dents in the system, and require an involvement of all stakeholders in the total decision making process. In exchange for increased achievement, charter sys- tems are allowed to waive State Board of Education rules that may create barri- ers for success. This will enable the system to make decisions that are more rel- evant to the individual sys- tem and to the system schools’ needs. Bottom line: a charter system is a solu- tion for every student, not just for select students. In 2008, lawmakers pro- vided school districts with three options for manage- ment frameworks and required systems to choose one of the options. Current law now states that by June 2015, every public school system in Georgia must decide whether it will become an IE2 (Investing in Excellence in Education) system, a charter system, or a system operating with its current status under the rules, processes and prac- tices of the Georgia Department of Education. The Wheeler County Board of Education wants this decision to be based on what is best for our stu- dents, our schools, and our communities. Board mem- bers and school staff have performed research and attended meetings over the past few years to determine the best choice. The follow- ing information is provided to inform all stakeholders of the decision-making process. Before any decision is final, school system staff will hold two public forums to gather input and sugges- tions from the community and stakeholders. The dates of these forums are yet to be determined. Status Quo Option Department of Education rules will change in 2015, and the system will no longer be able to apply for much-needed waivers that we have been granted in the past. Waivers provide more flexibility for the school sys- tem in areas such as class size. The elimination of waivers would result in reduced funding and increased operating costs. This option is not feasible. IE2 Model (Investing in Excellence in Education) Under this option, school systems would operate under a five-year perfor- mance contract with the State Board of Education based on plans developed in conjunction with the Georgia Department of Education and the Governor’s Office of Student Achievement (GOSA). The GOSA would monitor schools’ progress in achiev- ing goals (set in addition to federal requirements). If the school and students did not achieve these goals at least three consecutive years, the local school board would lose governance of the school. Charter System After exploring all choic- es, the Wheeler County Board of Education deter- mined the Charter System model best suits the needs of our school system and community. The Charter System Model would pro- vide the best opportunity to increase student achieve- ment and address the indi- vidualized needs of Wheeler County students with input and recommendations from all stakeholders. Under a Charter System, a five-year performance contract iden- tifies particular waivers from state law and requires the system to describe the specific practices that will be implemented in the sys- tem and schools. All Wheeler County Schools would be included in sys- tem-wide waivers and would be allowed to choose specif- ic waivers and apply for additional ones if needed. One of the most important elements of the charter sys- tem alternative is meaning- ful decision-making author- ity for governing bodies at the local schools. All system schools would participate (with the exception of any current charter schools), and schools could have the opportunity to fine-tune their own levels of flexibility. The consequence of poor performance would be reverting to non-charter system status. Under a charter, Wheeler County Schools’ current revenue sources and state funding practices would not be changed. However, the system would have the authority to decide how resources would be best allocated within each school. This flexibility, of course, would still have to follow specified guidelines and federal law. Benefits of becoming a charter system •Teachers, staff, and communities would work together to address stu- dents’ best interests; •Site-based management would provide more flexibil- ity to meet students’ indi- vidualized needs; •Parent and community member support would be improved; •Barriers that currently prevent common-sense solutions could be removed; Telfair- Wheeler Retired Educators hold September meeting The Telfair-Wheeler Retired Educators Association met Sept. 5 at Southern Star Grill. President June Lewis welcomed members to the start of a new year before leading members in the Pledge of Allegiance, after which members enjoyed the lunch, sponsored by Security State Bank. Tommie Ruth Bartlett provided the Inspiration. Area VII Director Dianne Clark spoke to the group about the goals set by GREA for the coming year and urged all mem- bers to participate. During the business session, President Lewis presented the GREA state project, reminding mem- bers to bring their dimes to each meeting. She thanked guest Ernie Rodgers, represent- ing Security State Bank, for their sponsorship of TWREA and then thanked Tommie Ruth Bartlett and Vergilene McDonald for the table decorations and favors, as well as Betty Allen, Emma Barnes and Dorothy Hulett for the door prizes. Winners of the door prizes were Kathy Hendricks, Rosemary Pope and Carnell Wilson. The winner of the plant was Susan Rodgers. After reminding members of the date for the next meeting, Oct. 5, President Lewis adjourned the meeting. Fire Safety Art contest held at WCES The National Fire Protection Association is holding a poster/calendar contest. The pur- pose of the contest is to teach children about fire safety. Students in grades K-5 have been creating posters to send in to the contest. National Fire Prevention Week will be October 6-12, 2013. Pictured are Brayden Murray and Molly Bridges. (Special photo) Attention anglers: time to dust off your panfishing gear Fishing, or more accurately “catching,” is about to bust wide open in south Georgia rivers, thanks to river levels dropping with- in the banks, according to personnel with the Georgia Department of Natural Resources’ Wildlife Resources Division. “Catches were already improving this past May as the water temperatures warmed, but then consistent rains pushed the rivers back into the floodplains,” said Don Harrison, fisheries biologist. “When the river is out in the floodplain, fish of all species have increased foraging opportuni- ties and their survival rate is higher as they are more spread out – so more food sources and less predation provides for bigger and more plentiful fish.” A research study on redbreast sunfish growth, conducted by fisheries staff during the previous decade, found that redbreasts grew extremely fast when the river was out in the floodplain with the largest increase in growth rate when this occurred during late spring and early summer. These are the conditions Georgia has experienced so far this spring, so fisheries personnel expect anglers to catch some of the biggest river bluegill and redbreast seen in years. The prime fishing time will come when the river level drops to well within the banks. Fishing tips for panfish, such as red- breast sunfish and bluegill, include using crickets suspended underneath a small float and to target around shoreline cover. Those anglers that can make pinpoint accurate casts can sling artificial lures into shady haunts to pull out some true “roost- er” redbreasts. Some of the more effective artificial lures for these species include small spinnerbaits with rubber band skirts or small plastic beetle bodies, in-line spin- ners, and popping bugs. Wheeler County SchoolsFirst of all, let me clear

up any potential misunder-standings regarding charterschools and charter sys-tems. A charter system isvery different from a charterschool. December 11, 1930 inWheeler County near theCrossroads community,north of Glenwood, GA, butlived in Laurens Countysince 1953. He was valedic-torian of Glenwood HighSchool class of 1947 andattended Brewton ParkerCollege and earned an asso-ciate in arts degree with theclass of 1949. He was draft-ed into the Army and hadinfantry and combat engi-neer training at Fort Belvoir,VA, from June throughOctober of 1951. He report-ed to Fort Lewis,Washington and sailed fromSeattle in December. Hecelebrated his 21st birthdayand crossed theInternational dateline in thePacific Ocean, and landed inTokoyo-Yokohoma, Japanafter 15 days as a latrineorderly on the ship. Thiswas not pleasant due to theseasick G.I. s on board. Heserved two years active dutythat included 18 months inKorea and was dischargedat Fort Jackson, SC in Juneof 1953. He retired January1995 from Robins AFB after30 years of faithful federalservice. He was preceded indeath by his parents,Marshall C. Horne andCorine Scarborough, hisfirst wife, Rachael LaFavorand a son Alan Horne.He is survived by his wife,

Shirley M. Horne of Dublin,son, Larry (Syble) Horne ofEast Dublin, grandchildren,Joshua Horne and AmberHorne of East Dublin, 4great grandchildren, Baylie,Briggs, Ryleigh and Lauren.Emory Lake, John

Washington Republicans Declare War…On Each Other

This weekend marked the 150th anniversary of the Battle ofChickamauga. It was the first major battle of the Civil War fought inGeorgia. It marked a temporary victory for the Confederacy. It cost thelargest number of lives of any battle not named Gettysburg.

To commemorate the occasion, there have been a couple of reenact-ments. There was of course the expected one in Walker County, andthen there was the less expected replication coming from withinRepublican Circles in DC.

The battle for the heart and direction of the Republican Party begana new public chapter last week when House Republicans coalescedaround a plan to pass a Continuing Resolution which would fund thefederal government past September 30th’s fiscal year end but strippedall funding for the Affordable Care Act, more commonly known asObamacare. Georgia’s own Tom Graves – Chickamauga’s congressman– sponsored the concept in the House that was ultimately adopted bylast Friday.

Momentum for the effort pushed by Graves in the House andSenator Ted Cruz in the Senate throughout the week. On Monday, apress conference with Graves, Tom Price, and Lynn Westmoreland sig-naled various factions within the conservative wing of the House GOPwere adopting the plan. By mid-week, more center-right memberswere signing on. By week’s end, House leadership had had enough ofthe challenges from Cruz and assaults from hard right social mediathat they decided to give Cruz, Mike Lee, and the others in the Senatewhat they were asking for.

The result was a bit…unexpected. As House Republicans wereannouncing they would vote on and pass the CR defundingObamacare, Cruz and Lee held a press conference announcing itwouldn’t pass the Senate. Lee went so far as to say “Shutdowns arebad. Shutdowns are not worth it. This law is not worth shutting thegovernment down over.”

House members, particularly those in leadership who have grownaccustomed to being used as a piñata by those wishing to demonstratethey possess superior conservative principles, were not amused. Bythe time Ted Cruz made it to Fox News Sunday – traditionally a safeplace to air the talking points of the hard right – Cruz met a MikeWallace that was prepared with the help of “top Republicans” for theexchange.

Republican leaders in Washington are clearly growing frustratedwith those they feel are spending more time advancing their personalconservative principles over the advancement of a conservative agen-da. Cruz has been goading both the House and fellow RepublicanSenators for months. Ads from the Senate Conservatives Fundattacked Senate Majority leader McConnell, along with GOP SenatorsBurr, Cochran, Flake, Graham and even Georgia’s Johnny Isakson –but not a single Democrat.

Meanwhile, those in the House who trumpet their “commitment toprinciples” often point to their lack of vote for Speaker Boehner’s re-election, but slink away from microphones when asked why their prin-cipled leadership failed to offer an alternative to Boehner’s candidacy.

There is, and always will be, a market for those who wish to play aholier than thou game in Washington. The problem with these gamesis that the winners are individuals. They are lone Congressmen,Senators, Pundits – and the fundraising arms of the groups that fundthem. The winners are not the GOP, and they are certainly not theAmerican People.

At some point, those who enjoy the constant adoration of the puristsmust make a decision. Either they can use their pedestals to whichthey have perched themselves to exert actual leadership toward leg-islative action that will pass, or they can continue on the path to beingthe kings of a permanent minority party in the role of chief critic.

Republicans are now clearly on a journey that Cruz and companyare delighted to have started, despite their inability to articulate an endgame. As Senator Johnny Isakson told the Atlanta Journal-Constitution: “If you just back away from the politics and take anunvarnished look at the rules and the Constitution, unless you have abreak in political loyalties by the majority party of the Senate – which,again, is the hope right now – you don’t have the mathematics or theability to pass what you want to pass or override a veto of the presi-dent.”

Of course, too many who follow Cruz and the like would expect thatthese words of reality are grounds for being called a RINO – RepublicanIn Name Only. So perhaps they would instead prefer to hear fromsomeone like Talk Radio Personality Neal Boortz, who tweeted: “Sorryfolks. This GOP effort to defund 0bamacare is doomed for now.Concentrate on taking the Senate, then come up with better plan.”

There’s a novel thought. Win an election. But that takes strategy,tactics, and the realization that each state, and each district, isn’tmade up of voters that are just like each critic.

Time doesn’t just have wingsanymore. It’s turbo-charged,and I’m riding with my eyessqueezed shut.

This morning, Ricky hap-pened to pull from the fridge aphoto of Kate that I snapped in2010, just about this time ofyear. It was absolutely astonish-ing to see the difference threeyears has made.

I hadn’t really stopped tonotice the picture – it had liter-ally faded into the background.But as I stared at it, I wonderedwhere my baby had gone.

Then the hammer camedown.

The picture was in one ofthose magnetic sleeves, the onesthat are a plastic pocket with amagnetic back. Ricky pulled outtwo pictures that were stuckbehind it, and I gasped at one ofthem.

It was a picture I’d forgottenhad even been taken, one of me,my grandmother, and Kate.

For myself, I looked thin andyoung and had masses of hair.My grandmother looked just likeI remembered her. And therewas Kate … standing up andcoming barely to my elbow.

If you have seen Kate and metogether lately, you know thatshe has zoomed past me, evenwhen I’m wearing my verytallest heels.

In the picture, she was reallyyoung, six at the most, since mygrandmother passed away in2007. Her little face was round-ed, her hair much shorter, withthose straight-across bangs thatshe absolutely hates now. Herhands were probably half thesize of mine.

Now I look at her – tall for herage, long legs, a face that looks

more the young lady she is thanthe baby girl we brought home,and I wonder … how could Ihave missed all that?

My mom used to tell me toput a brick on Kate’s head, tokeep her from growing up. I canunderstand that, but I knowKate has to grow up, needs togrow up. I mean, isn’t that theultimate test of parenting? Youknow you passed the parentingexam when you have produceda tax-paying, productive mem-ber of society?

There are still vestiges of thatlittle girl in the young lady wehave with us today … she’s stillpetrified of spiders, she still pos-sesses extraordinary powers inthe area of negotiation, and shestill is cautious about tryingnew things.

But that’s all in the inside.On the outside? My baby’s gone.

I would like to say how muchI enjoyed the city council meet-ing last week. For the first timeI can remember there was infor-mation exchanged. I found theinformation presented concern-ing the waste water treatmentplant to be of particular interest.What amazed me most was howour city took a job that wasthought to cost around 7 million

dollars, had it contracted forabout 9.8 million, then “down-sized” it to 11.3 million. Thecity attorney said it this waylikening the plan to a car deal.We originally had a Lexus butall we needed was a Chevrolet.So they got less and paid more.Not only did we pay more wepaid workers to sit for a monthand a half because the funding

was not in place before the workstarted. Now we know why thecouncil doesn’t like to shareinformation at the meetings.These are our employees, wepay their salaries with our hardearned tax money. If we madedeals like this on our jobs wewould be fired.

A what? The Kansas Woman pointed

out a television commercialhawking a family van with abuilt-in vacuum cleaner.

A built- in what? Yep, that was it, the camera

went to a tight shot of the rearcubby-hole for stowing away thehose. The mechanic in me askedthe question; “How does thatwork?”

I am not sure that a home vac-uum cleaner sucks up dirt orcreates such low air pressure ina particular spot that air rushesin to replace it.

If you think of yourself at thebottom of a swimming pool youcan imagine water pressure onall sides of you. We live at thebottom of a sea of air and asquare inch of it weighs 14.7pounds pushing all around you.

Think of it as dipping a handfull of water out of a pan, waterrushes in to take its place. Ithink that is how a vacuumcleaner works. Wall-to-wall car-peting in private homes is rela-tively new, but rugs have beenaround for centuries.

Many homes had two sets ofrugs, changed with the seasons.Sea grass rugs were warm sea-son floor coverings, not durableand had to be turned around asspots near doors quickly showedsigns of wear. For colder weatherfloors were covered by wool rugs,longer lasting and cleaned bytaking them out and beating thedirt out of them.

Every family owned a long-handled, open paddle thatlooked like a large egg beatermade of wicker, cane or steel.

Dirty rugs were taken out,

spread over the clothes line andwhacked.

Another reason for beatingrugs was to get rid of insects.Houses were wide open in warmweather, dogs wandered in drop-ping fleas, kids brought in chig-gers, other insects found theirway. Rug beaters were such goodand reliable technology that theyare still around. You can buy rugbeaters today. The beaters werereplaced by carpet sweepers witha turning roller brush. Those arestill around also.

Beating the rugs of the familyvan carries inherent problemsbut I remember one additionaluse Victorians had for rug beat-ers; warming the bottoms of kidswho kept asking; “How muchlonger?”

In a horse-drawn buggy it wasalways a long time.

Chief Smith answered“we have 4 full time and 5part time.” Chief Smith askedif that covered the questionand Mrs. Day responded byasking: why are there somany part time? Chief Smithsaid “it was a financial issue.”Mrs. Day asked if the posi-tions were advertised? ChiefSmith said “if we have one wedo, but part time are by wordof mouth and if we have a fulltime vacancy it is run in thepaper.” The Mayor confirmedthat.Mrs. Day asked about the

qualifying days and was toldthat is mandated by the stateand is the same everywhere inGeorgia.Sandra Brown asked who

sets the fee for qualifying andthat too is mandated by stat-ue. It is 3% of the pay and itis the same for city, countyand schools. Mrs. Brown saidshe noticed the differencebetween Telfair and Wheeler.Mrs. Brownley asked one

So in the endwe decided to leave this as thepolling place however due toallegations in the past elec-tion of city officials and alle-gations of impropriety I havesuggested to the Mayor thatcity hall be officially closedthat day. And that the mayorand all city employees refrainfrom coming that day. Mrs.Brownley ask: what about theearly voting? Mr. Everett said“as you can imagine we can’tstop business of the city dur-ing that, but I think you aregoing to see an effort onbehalf of local officials andcity employees to steer clearof the election processbecause I can imagine thereare going to be plenty of eyeswatching this year. Also, ournew election superintendentis a gentleman named TJHudson, probate/magistratejudge in Treutlen county andI’ve known TJ for years and Idon’t believe TJ has any priorconnection to anyone here inthe city of Alamo and I don’tbelieve he is aligned for oragainst anybody and I haveadvised TJ from the verybeginning that this needs tobe done exactly by the bookbecause there is gonna bemonitors and I am sure theSecretary of State is going tohave people here and every-thing needs to be aboveboard. report of costs and fundingfor the Waste WaterTreatment Plant. Mr. Everettsaid this project was last of afour part project and that hefelt the people of the city andthe city council didn’t knowwhere the money was comingfrom and he continued toexplain the information with-in the report.Attorney Everett’s report “I

was hired on as city attorneyabout a year ago and at thetime I was hired the city was

already in the process ofimproving their water andsewer systems and from mytake of the project it has 4components to it we have liftstation improvements, wehave a above ground watertank built and we also hadour wells and pumpsimproved and the big projectis the waste water treatmentplant on the edge of town. Tomy knowledge 3 of the 4 com-ponents have been satisfacto-rily been completed our liftstations have been upgradedour water tank has been builtour wells and pump havebeen improved what we arewaiting on now is the comple-tion of our waste water treat-ment plant. And I guess in thelast 6 to 8 months I’ve cometo an understanding that thepublic and probably the citycouncil to an extent reallydoesn’t know what is going onor where the money is comingfrom. And I figure that is alegitimate concern for anyonein the City of Alamo so what Ihave here is a informationsheet that I have prepared onthe top along with a copy of aconfirmation letter fromUSDA and a letter from ourengineer Paul Simonton datedJuly 30th of this year. And Ithink these taken togetherwill answer a lot of your ques-tions.Sandra Brown said “I

thought Hofstadter was theengineer.”Mr. Everett said

“Hofstadter was and I will getthere in just a moment.” Mr.Everett then went thru hisdocument (attached) explain-ing what the process and themoney and the funding. Mr.Everett said the original engi-neer was Hofstadter out ofMacon however, probably 2 or3 months ago the city counciland the mayor chose to termi-nate his contract for conve-nience and hire PaulSimonton of Simonton &Associate out of Hinesville tocomplete the rest of the pro-ject. Sandra Brown: well whydid you get rid of Hofstadter?Mr. Everett: a variety of rea-sons and I am not sure if themayor wants to elaborate onall of those right now. I thinkgenerally speaking the mayorwas unhappy with Hofstadterand some of their choices indesign on equipment espe-cially the Gorman pumps.Mayor: and the $800,000.00that they had been paid onthe waste treatment plant.Mr. Everett: there were also acouple of instances wherethey were less than candidabout some of the costs anddelays involved in the projectand what we found out isHofstadter and Associatesbeing a typical engineeringfirm they get paid based upona percentage; the more moneyyou spend the higher the per-centage of their fee. AndHofstadter & Associates inhindsight actually designedyou more of a waste watertreatment plant than youreally needed. And some of ithas been scaled downbecause we don’t have thebudget for what it was origi-nally what it was we had thedesign they told us it wasgoing to be able to be built for6 – 7 million dollars and all ofour bids I think our lowestbid was 10 million and wehad bids over 13 million dol-lars. At that time the mayorand the city council decidedto change engineers. PaulSimonton came in scaleddown the plans, it is stillexactly what you need butinstead of having a Lexus youare getting a Chevrolet to usea bad analogy.Mrs. Brownley said “can I

ask a question here Mr.Everett.” Mr. Everettanswered “yes ma’am.”Mrs. Brownley stated “orig-

inally with Hofstadter in posi-tion that is where we got thefunding and did that causeany problem with the fund-ing?”Mr. Everett answered “no.”

happened was we had hadour meeting with Josh Moonand we were ready to getstarted and we get this letterfrom USDA about a monthand a half ago from JohnStanek who was the leader upin Athens saying that USDAhadn’t guaranteed the loanyet and that since they hadn’tguaranteed the loan we aughtto stop work because we can’tcommence work over herewithout a promise to pay. AndI frankly think my conspiracytheory is somebody tried tosabotage us, I don’t knowwho, I have a suspect in mindand they are no one from thecity of Alamo, but I suspectsomeone tried to sabotage uswith the USDA and it took usabout 2 weeks to clear it upwith USDA and we are backon board. But we did have totell PF Moon & Company tostop work until we got ourloan guaranteed. And franklyit is going to cost us a little bitof money cause PF MoonCompany is going to chargeus some liquidated damagesfor sitting for a couple ofweeks.”Mrs. Brownley: but the

USDA has now guaranteedthe loan?Mr. Everett said “we are

good to go with the USDA infact we met our new USDArepresentative, MitsyPeterson, out of McRae andshe is a go getter and I thinkshe has been a good step inthis process. As a result ofMitsy’s efforts USDA hasguaranteed the loan andsince passed our bond resolu-tion last month at city counciland as of last Thursday I fileda bond validation action inthe Wheeler County Courtand in fact this week’s andnext week’s Wheeler CountyEagle you will see a noticenotifying the public that ahearing is set for the 25th.I’ve been thru several bondvalidation actions what it isessentially a superior courtaction where the judge looksat the referendum and looksat the underlying project andmakes sure that the city isauthorized to incur that debt.Generally I have never had aproblem with a bond valida-tion action and I certainlydon’t expect one in this case.I expect it to go forth on the25th and present my evidencein front of the Judge, thejudge then signs off on thevalidation action and then thevery next day here at city hallwith Mitsy Peterson and somerepresentatives from the Stateand we will closeout thebonds and then we will havethe funds available to startpaying Mr. Moon.Mrs. Brownley asked “what

about the special meeting onthe 26th?”Mr. Everett said “on the

26th , what is happening, weare going to close out ourUSDA loan, which is veryuneventful, but you are allwelcome to sit in…and thenthey will have a pre-confer-ence meeting which is ameeting between the engi-neers, city officials, the con-tractor and the USDA to getstarted.”This has been transcribed
