In the face of challenges resulting from the COVID-19 outbreak and declining oil prices due to an international price war, gov- ernment is taking the first step in implement- ing a series of energy sector initiatives aimed at enhancing immediate liquidity – and longer-term certainty – of energy com- panies. Government is helping Albertans by tak-ing immediate action to protect jobs andprovide immediate economic relief to Alber-ta’s energy sector.

In the face of challenges resulting fromthe COVID-19 outbreak and declining oilprices due to an international price war, gov-ernment is taking the first step in implement-ing a series of energy sector initiativesaimed at enhancing immediate liquidity –and longer-term certainty – of energy com-panies.

Alberta’s energy sector supports morethan 500,000 jobs across Canada. Thesejobs are currently at risk and governmentmust act to do everything it can to ensureenergy sector firms remain operating andemploying Albertans.

“In order to keep Albertans employed, ourgovernment is taking immediate action tohelp our energy sector get through thesedifficult times. By providing industry withmore options, in the short-term they areable to maintain operations and protectjobs,” states Sonya Savage, Minister ofEnergy.

The Honourable Andrew Scheer,Leader of Canada’s Conservatives and ofthe Official Opposition, March 21 issuedthe following statement calling on the fed-eral government to increase support forsmall businesses and workers affected byCOVID-19.

“Conservatives will always supportmeasures to put more money in Canadi-ans’ pockets during this unprecedentedtime and we are ready to return to Ottawanext week to pass the government’semergency legislation.

“Small businesses across the countryare being particularly hard hit by this cri-sis and need urgent support. Employersare being forced to lay off workers andhave no idea how or if they will survive.Unfortunately, the federal government’sresponse to date has fallen far short ofmeeting their needs.

“Conservatives are calling on the feder-al government to increase support forsmall businesses and workers, by:

•Significantly increasing the wage sub-sidy to protect workers;

•Refunding all GST remittances to thesmall businesses that collected them in atleast the last six months; and

•Backstopping banks that extend lowinterest loans to small businesses.

sidy to protect workers: Many small busi-nesses have already seen catastrophicdrops in revenue and are being forced tolay off staff. The 10% wage subsidy thefederal government has announced is notadequate to keep workers employed andfalls far short of what other countries likethe UK are offering.

•Refunding all GST remittances to thesmall businesses that collected them in atleast the last six months: Half a million

Canadians, or about 2.5% of the labourforce, applied for Employment Insurancethis week, smashing previous records.By returning GST to the small businessesthat have collected it, employers will havethe necessary cash flow to cover immedi-ate expenses, including wages, and stayafloat.

•Backstopping banks that extend lowinterest loans to small businesses: The$10 billion offered by EDC and BDC iswholly inadequate, given that Canada’sbanking system has $380 billion in out-

standing business loans. Hundreds ofthousands of small businesses are poten-tially facing financial distress and requiresupport. The UK has already announceda ‘Coronavirus Business Interruption LoanScheme,’ that offers attractive terms forboth businesses and lenders, by provid-ing a government-backed guarantee for80% of the facility value.

Government will begin reopeningselect licensed child care centres toprovide child care for core serviceworkers.

Children’s Services is working withchild care providers to open up to15,000 child care spaces to ensurechild care is available for those pro-viding services that Albertans rely onduring the COVID-19 pandemic.

“All Albertans are relying on thosewho are working in core service areaslike health care. That’s why we wantto make sure child care is availablefor those who need it during this cri-sis,” Rebecca Schulz, Minister of Chil-dren’s Services.

Child care centres are initially beingchosen based on proximity to health-care facilities and will be reopened ina phased approach based on areas ofneed, starting the week of March 23.

“We are ready and able to con-tribute to this important effort. We willensure our staff strictly follow thehealth guidance we’ve received andparents can rest assured that whilethey are at work, their kids are safeand cared for,” states Anil Karim,executive director, Kids U.

Access will be prioritized to health-care practitioners and critical infra-

structure workers. Additional spaceswill then be available to first respon-ders (firefighters and police officers)and others.

Parents will be notified this comingweek through their employer if theyqualify to send their children to newlyreopened centres.

Children’s Services is contacting thecentres directly. The centres will belimited to 30 people, including staff,and will have to adhere to strict saniti-zation practices based on specificinstructions from the chief medicalofficer of health and Alberta Health.Parents who qualify for subsidy willreceive it and centres will charge theirtypical rate, within reason.

All other licensed child care centresare to remain closed. As previouslystated, licensed day homes mayremain open but limited to six chil-dren, not including the operators’ ownchildren.

Finally, as we navigate this pan-demic together, the Government ofAlberta asks that all Albertans useresources judicially. Parents who areeligible should only access this childcare if it is the only way they’ll be ableto go to their work in a core servicesector.

workers on our farms and our food busi-nesses is absolutely necessary. It isnothing less than an issue of food secu-rity. We are making sure that our foodsupply chain is not compromised by theclosure of our borders, as we now needthousands of workers on the farms forthe planting season as well as the pro-cessing of foods from the land and sea.

We will work closely with employers toensure protocols are in place for workersupon their arrival in Canada, to avoidany health risks. In addition to healthscreening protocols before travel, allindividuals entering from abroad must

isolate for 14 days upon their arrival inCanada. Every measure will be taken tofollow necessary health requirements,including thorough pre-screening, super-vised isolation upon arrival, and employ-ee monitoring.

There will always be opportunitiesavailable for Canadians interested instepping forward to work on our farmsand in food processing plants. The over60,000 temporary foreign workers whocome to Canada to work in our agricul-ture and agri-food sector are crucial toour food security and our ruraleconomies.

This measure will ensure Canadianswill have continued access to healthyand affordable Canadian food when theygo to the grocery store.

I want to thank all the farmers, gro-cers, employees and food processors,as well as all those offering food servic-es to the more vulnerable. They continueto go to work every day, and help keepour food supply chain strong and ensureeveryone has the food they need duringthese difficult times.

Our government is working around theclock to respond to the health and eco-nomic impacts of the COVID-19 out-break on Canadians, and on our farmersand agri-food businesses.

The Emergency Management Amend-ment Act now allows local and provincialstates of emergency to exist at the sametime, helping communities and theprovince respond effectively to emergen-cies.

As part of the government’s actions torespond to COVID-19 and keep Alber-tans safe during this global public healthemergency, government made amend-ments to the Emergency ManagementAct.

Prior to the amendment, a provincialstate of emergency nullified a local stateof emergency, taking some powers awayfrom the local officials. Under the newact, a provincial state of emergency cannow supplement and reinforce a localauthority’s state of emergency, allowingboth levels of government to work moreclosely.

“These are truly unprecedented times,and the safety of all Albertans remainsour top priority. These changes will allowus to better support and work alongsideour communities across the province inorder to manage emergencies moreeffectively,” states Kaycee Madu, Minis-ter of Municipal Affairs.

The amendments provide clarity andimprove the coordination of local andprovincial response efforts in the eventof disasters, such as wildfires, floodsand pandemics. They also clarify emer-gency management responsibilities andensure that local authorities can remainresponsible for their communities in theevent of a provincial state of emergency.

As of March 20, there have been 25local states of emergency declared inAlberta as the number of confirmedcases of COVID-19 rise.

In order for municipalities to dealeffectively with their individual situations,they need the power as a local authorityto direct and control their own responseefforts, as well as work with theprovince. Alberta is in disaster season,and allowing individual communities torun their own state of local emergencywill ensure the province is ready andable to respond to additional emergen-cies and disasters should they arise.

The Emergency Management Act isseparate and distinct from the PublicHealth Act, under which a Public HealthEmergency has been declared in orderto deal with the health impacts of theCOVID19 pandemic.

The Emergency Management Act:•Outlines the roles and responsibilities

of the Minister of Municipal Affairs, theprovincial government and local authori-ties.

•Provides the legislative framework forlocal and provincial management ofemergencies and disasters, such aswildfires and floods.

•Provides the authority to grant addi-tional powers during a provincial state ofemergency or a state of local emer-gency.

•Governs the coming into force, expi-ration, and termination of these states ofemergency.

As afurther safety measure, third party fundrais-ers, which do not meet current recommen-dations for COVID-19 precautions, will notbe approved. All online or digital crowdsourcing campaigns may continue withoutinterruption.

New guidelines are in place as ofMarch 20 to direct how students willlearn while in-school classes are can-celled due to the provincial healthemergency.

Government has worked with theAlberta School Boards Association, theCollege of Alberta School Superinten-dents, the Alberta Teachers’ Associa-tion and the Association of Indepen-dent Schools & Colleges of Alberta toidentify how to continue teacher-direct-ed learning for students across Alberta.

This approach was developed with afocus on the safety of our staff and stu-dents, ensuring resources continue toflow to the education system and pro-viding boards with the flexibilityrequired to meet the unique needs oftheir students.

“I want to thank every Albertaninvolved in our province’s educationsystem. Everyone has come togetherto chart a path forward as part of ourCOVID-19 response – teachers, sup-port staff, superintendents, administra-tors, elected trustees, parents, educa-tion associations, the provincial gov-ernment and many others. Continuity of student learning andcontent delivery

For all kindergarten to Grade 12 stu-dents, school authorities will offer at-home learning opportunities, eitherthrough online means or through otheraccommodations, such as coursepackages and telephone check-ins.Government expects that every stu-dent, regardless of their geographiclocation or socioeconomic status, willcontinue to learn while in-school class-es across the province are cancelled.This includes students in public, sepa-rate, Francophone, charter and inde-pendent schools, and Indigenous stu-dents attending provincial schools.

To identify what content needs to bedelivered, teachers will evaluate curric-ular outcomes that have not yet beencovered, prioritize remaining outcomesbased on what is manageable for stu-dents working from home, and will planspecific tasks and projects for students.

Content delivery for each grade isbroken down as follows:

Kindergarten – Grade 3Education content will focus on lan-

guage /literacy and mathematics/numeracy outcomes of the provincialcurriculum.

Teachers will assign an average offive hours of work per student perweek, and will be expected to workwith their students and parents on thedelivery of these materials.

Grades 4-6Education content will continue to

focus on language /literacy and mathe-matics /numeracy outcomes, and therewill be opportunity to incorporate sci-ence and social studies outcomesthrough cross-curricular learning.

Teachers will assign an average offive hours of work per student perweek, and will be expected to workwith their students and parents on thedelivery of these materials.

Grades 7-9Education content will focus on core

mathematics, language/literacy, sci-ence and social studies curriculum out-comes.

Teachers will assign an average of10 hours of work per student per week,and will be expected to work with theirstudents and parents on the delivery ofthese materials.

Grades 10-12Education content will focus on

specified and core courses required forhigh school graduation requirements,including language (English, Frenchand French language arts), social stud-ies, mathematics, biology, chemistryand physics.

Content from other courses will bedelivered where possible, and accom-modations for students unable to com-plete courses are in place.

Teachers will assign an average of 3hours of work per course per week,and will be expected to work with theirstudents and parents on the delivery ofthese materials.

Grade progression and report cardsEvery student will receive final

grades and will receive a report card,appropriate to their grade level. Teach-ers will be responsible for assessing astudent’s progress and assigning afinal grade. School authorities havecommitted to ensuring parents are con-sulted and kept informed of how

assessment will bedetermined in thisunique circumstance.All students whowere on track toprogress to the nextgrade will.

Where possible,schools will workwith high school stu-dents to completetheir courses to thebest of their ability,providing a finalmark and awardingcredits. If a studentis unable to com-plete a course thatwould have allowedthem to progress tothe next grade, prin-cipals have the abili-ty to award credits toensure student pro-gression.

High school diplo-ma criteria

Students ontrack to receive100 or more credits

will still be eligible to graduate andreceive a high school diploma. Princi-pals have the ability to award up to 15credits to students in Grade 12 whoseprogram has been negatively impactedby class cancellations. For any coursesthat are started, schools will completethem with the student to the best oftheir ability, provide a final mark andaward credits.

If the student is unable to complete acourse that would have led them toachieving a high school diploma, suchas a work experience or a career andtechnology studies course, principalshave the ability to award credits toensure the student graduates.

Provincial assessmentsAll Grade 6 and 9 provincial achieve-

ment tests and Grade 12 diplomaexams are cancelled. Under specialcircumstances, students can request towrite a diploma exam. Students wish-ing to do so should speak to theirteacher and school administrator.

student learning by providing their chil-dren with additional resources. The fol-lowing provincial resources are avail-able to parents:

Annual forages are a flexible alternativefor producers who feel they may beshort of pasture forage or want to

improve land soil health.

“By seeding annual pastures, producers cangive stressed perennial pastures a rest,”explains Karin Lindquist, forage and beefspecialist at the Alberta Ag-Info Centre.

“If those pastures are rested early in thespring and following rain, they can producegood amounts of growth later in the summer.However, if used early in the spring, thosestressed pastures will be a hugedisappointment this grazing year.”

Annual forages can also be used for highquality silage or greenfeed to add to nextwinter’s feed supply.

She says that seeding annuals needs to bedone as early as possible if the goal is tograze the field. They need about 6 weeks togrow before they are ready to graze.

“We advise producers to hold off grazingannual cereals until the seed rows havefilled in to ensure the plants are wellestablished. Barley or oats will give thefastest growth and the earliest grazingreadiness. Winter cereals are slower toestablish for grazing, but they have thebenefit of growing more uniformly allsummer and fall.”

She adds that winter cereals may evenbe used next spring in some areas,depending on grazing management

and over-wintering conditions.

“You can add to this mix or replace thewinter cereal with some of the other annualsoffered — forage rape, annual legumes,warm-season grasses, turnips and radishes- for later or even fall-winter season use forsilage or grazing in dry conditions.”

efficiency than check varieties.”

Agronomically, this line is a smoothawned semi-dwarf type, with 3% highergrain and forage yields than theavailable semi-dwarf 6-row varietiesAmisk and Vivar.

The two 2-row feed and forage varietiesto be released this spring, TR18645 andTR18647, were the 2 highest yieldinglines in the 2-row pre-registrationCooperative tests in the 2018 droughtyear. TR18647 was bred specifically forfeed and has superior forage productionand quality. Over the 2 years of testingin the Cooperative trials, TR18645 andTR18647 hadabout 4% and 6%higher grain yieldthan CDCAustenson.

glycosidic nitrile(non-GN) maltingbarley in Canada.

NOTICE OF APPLICATION

In accordance with the Environmental Protection and Enhancement Act, TransCanadaEnergy Ltd. applied to Alberta Environment and Parks for a renewal of an existingapproval to continue operating the Redwater cogeneration power plant. The plantcomprises a 40 MW (nominal capacity) gas turbine generator with Heat Recovery Unit(HRU) and will provide power and process heating to the Redwater fractionation andstorage (RFS) Plant. The plant uses natural gas as main fuel and regeneration gas fromthe RFS plant as supplemental fuel. The operation is located at LSD 16 in Section 1,Township 56, Range 22 West of the 4th Meridian (approximately 5km north of the City ofFort Saskatchewan, Alberta).

A directly affected person may provide input into certain regulatory decisions, as allowedby the Environmental Protection and Enhancement Act (section 73).
