This year’s event had a total of 10 entrants and was one of the most well-attended EEA Banquets in recent history, with over 180 people in attendance. The program aims to recognize outstanding engineering projects that demonstrate elements of innovation and ingenuity while making positive impacts to the community. Top winners from Hawai'i can also enter the ACEC National Competition, one of the most prestigious design competitions in the world. This year, the top project receiving the highly coveted Grand Conceptor Award was earned by the Umauma Stream Bridge, Hawaii Belt Road, Hakalau, Hawaii. The project was submitted by KSF, Inc. RM Towill Corporation’s Interstate Route H-1 Shoulder Work and PCC Pavement Rehabilitation, Austin, Tsutsumi & Associates, Inc.’s Iao Surface Water Treatment Plant Upgrades, KAI Hawaii’s Espacio “The Jewel of Waikiki” Kowa Waikiki Beachside Hotel Renovation, and Sam O. HIrota’s Engineering for the Future projects were each awarded Excellence Awards. Grand Conceptor Award Winner: Umauma Stream Bridge, Hawaii Belt Road, Hakalau, Hawaii Entering Firm: KSF, Inc. Client/Owner: State of Hawaii Department of Transportation Other Consultants & Contractors Involved: Hawaiian Dredging Construction Company, Inc., WSP USA Inc., Geolabs, Inc. The aged Umauma Stream Bridge, part of the Hawai‘i Belt Road on the Hāmākua Coast, Big Island, was classified as structurally deficient with insufficient roadway width. Despite the challenging environment at this 100-foot high bridge, the KSF, Inc. and Hawaiian Dredging Construction Co. team provided the Hawaii Department of Transportation with a new, cost-effective, durable, aesthetically pleasing, and low maintenance bridge. Incorporating advanced materials and components in the design also allowed for the preservation of the important historic features of the steel trestle bridge. Innovative elements included Triple Pendulum Isolators to reduce seismic forces, negative batter Mechanically Stabilized Earth to remove lateral loading on the existing abutment, precast deck panels and Ultra-High Performance Concrete to accelerate construction, and two-way post- tensioning to minimize the possibility of cracking of the concrete deck. The bridge was also designed with no expansion joints in the deck to decrease future maintenance and increase longevity. 2020 OAHU CHAPTER MATHCOUNTS COMPETITION RESULTS Hawaii Society of Professional Engineers (HSPE) Educational Foundation’s 37TH MATHCOUNTS® Oahu Chapter Competition was held on February 8, 2020 in the Kamehameha Schools Kalama Dining Hall, and with no surprises, taking first place was Washington Middle School. Speaking with Washington Coach Sung Park during the competition he mentioned this would be Washington’s tenth consecutive first place in MATHCOUNTS Oahu Chapter Competition. This dominance began in 2011. Park proudly said that no other school has accomplished this feat. In second place was Iolani followed by Kamehameha Middle School Kapalama in third, Punahou fourth, Highlands Intermediate fifth, and Mililani Middle in sixth. These six teams move on to compete in the March 14th Hawaii State MATHCOUNTS Competition also in the Kalama Dining Hall. The 7th through 10th place teams were Niu Valley Middle School, King Intermediate, Laie Elementary and Kaimuki Christian, respectively. Competing in this 37th Oahu Chapter Competition were 25 Oahu public and private middle/intermediate schools with about 240 middle school students hoping to do well to compete in the State. Each school is allowed up to ten participating students of which four are designated as the school team. Note that Laie is an elementary school which means 6th graders placed 9th among the 24 middle schools competing. After several hours of timed math tests, the test sheets scored, and the results tallied, the top ten scoring mathletes from first to tenth were Sangyuk Lee of Washington, Hyun Seo of Washington, Arthur Chesshir of Washington, Keisuke Kwong of Washington, Brandon Yoshioka of Highlands, Derek Mei of Washington, Iris Xu of Punahou, Michael Roberts of Mililani, James Be of Iolani and Justin Lu of Iolani. They competed in the exhibition, lightning-fast Countdown Round pitting the top 10 individual scorers against each other in pairs for single-elimination competition. The pairing starts with the lowest scores. The Countdown Round focuses on speed and accuracy, which always amazes the spectators. Students have a maximum of 45 seconds per problem without a calculator. In the end, Keisuke Kwong defeated Arthur Chesshir for first place and became the star of the competition. 2020 OAHU CHAPTER MATHCOUNTS COMPETITION RESULTS

Two Hawaii Society Members Named FEYAFinalists

Each year, NSPE’s Federal Engineer of theYear Award honors engineers employed at USagencies. The top 10 finalists exemplify the bestand brightest federal engineering talent. In2020, two of those finalists were members of theHawaii Society of Professional Engineers.Congratulations to Tony Lau, P.E., and LTC L.Reyn Mann, P.E.!

Tony Lau, P.E.US Department of the Navy

Naval Facilities Engineering Command (Hawaii)

Nearly 30 years of civil engineering prowesshas helped Tony Lau establish his trademark fordesign and management of Navy and MarineCorps facilities worldwide. His projects haveenabled warfighter lethality, thereby maximizingshore readiness and strengthening NAVFAC’ssystem command team in challenginglocations, including Hawaii, Guam, Japan,Singapore, and Diego Garcia. At NAVFACHawaii, he manages capital improvements andcoordinates civil technical design. Prepared forthe unpredictable, Mr. Lau guided two criticalprojects: a 42-inch emergency water line repairand a deep-water well emergency repair. Bothprojects restored the primary water source,

critical to base operations and military families,and prevented permanent damages to theNavy’s aquifers and waterline systems. Throughhis leadership, Mr. Lau also has implementedunique outside-the-box managementtechniques, keeping staff motivated to meetmission requirements. Mr. Lau was awarded theEngineer of the Year by Hawaii Society ofProfessional Engineers in 2017.

LTC L. Reyn Mann, P.E.US Department of the Army

US Army Pacific/130th Engineer Brigade

With a career spanning two decades oftactical and strategic Army experience, Ltc.Mann has commanded engineers at theplatoon, company, and battalion levels tosupport Special Operations Forces in Iraq, thePhilippines, Europe, and Africa. Her current roleis commander of the 84th Engineer Battalion inHawaii, which provides construction andcombat engineering operations throughout theIndo-Pacific region. To her credit, she hasfacilitated more than 20 full or partial designs,15 surveys, 10 horizontal construction projects,and 15 vertical construction projects. Ltc. Mannalso routinely trains, deploys, and supervisesengineers supporting security cooperationexercises in more than 15 countries. As anotherbenchmark achievement, she formerlyparticipated in a Directorate for Nuclear,Homeland Defense, and Current Operations,targeting mission assurance and energyresilience—fusing engineering strategy andpolicy for the highest levels of government.

NSPE honored the top 10 finalists and allFEYA agency winners at its ceremony inWashington, DC, on February 14. TimothySullivan, Ph.D., P.E., of the US Department ofthe Air Force, Air Force Civil Engineer Center,was named NSPE’s 2020 Federal Engineer ofthe Year Award winner.

On the State’s busiest section of freeway, theH-1 from Aiea to Waimalu Viaduct, both east-bound and west-bound directions were in verypoor condition. The freeway was repeatedlypatched with asphalt, but in need of a morepermanent fix. How could the freeway berepaired without negatively impacting the over230,000 vehicles that traverse that sectiondaily? Repaving the freeway would requireprolonged lane closures that would becatastrophic to traffic.

The R. M. Towill Corporation / KiewitInfrastructure West team was carefully selectedby State Department of Transportation andFederal Highway Administration to solve thisproblem. Under a very tight deadline andextremely complex requirements, the teamleveraged several innovative technologiesincluding: 3-D paving techniques; GroundPenetrating Radar; Pre-cast concrete panelsthat eliminated long concrete drying times; andMechanically Stabilized Earth walls. The teamworked closely together to design and constructimprovements 3 months ahead of schedule!

Excellence Award Winner: Iao SurfaceWater Treatment PlantEntering Firm: Austin, Tsutsumi & Associates, Inc.

Client/Owner: County of Maui, Department ofWater Supply

The new Iao Water Treatment Plant (WTP)uses state of the art membrane filtration units totreat surface water from the Iao-Waikapu Ditchto produce potable drinking water that meets allstate and federal requirements for safe drinkingwater. The WTP can produce an average dayflow of 3.2 million gallons per day to supplementthe County of Maui Department of Water

Supply’s (DWS’s) Central Maui system thatprovides drinking water to residences andbusinesses in Wailuku-Kahului area. The WTPis unique in that the entire flow of water from theIao-Waikapu Ditch to DWS’s Central Maui WaterSystem is by gravity. Another feature is the on-site chlorine generation system that generatessodium hypochlorite from salt, which was thefirst installation by DWS. The custom-builtSCADA system for the WTP enables theoperators to view and operate the systemanywhere, as long as they have access to asecure network.

Excellence Award Winner: Espacio “TheJewel of Waikiki” – Kowa WaikikiBeachside Hotel RenovationEntering Firm: KAI Hawaii, Inc.

Client/Owner: Kowa Waikiki LLC/KowaCompany, Ltd.

The Espacio Hotel was a complex,environmentally sustainable reuse of an existingbuilding that transformed an existing 12-story80-unit hotel into an ultra-luxury hotel and spawith 9 single floor suites. The Espacio reducedenvironmental impacts, supplies the demandfor larger luxury accommodations to visitors,contributes to our local economy through highergenerated tax revenues and employment, andenhances the overall appearance of Waikiki.

The building reuse and renovation requiredgutting the original 1966 building to its shell,removing the existing elevator core andretrofitting a new concrete core to bring thelateral seismic system up to code. This provedto be the biggest structural challenge; allwithout the original record drawings. Carefulplanning, creative solutions, and team effort ofthe engineer, architect, contractor, and owner;the project team overcame the complexity of theproject which included numerous unforeseenconditions encountered during the intricaterenovation while successfully fulfilling theowner’s vision.

Excellence Award Winner: Engineering forthe FutureEntering Firm: Sam O. Hirota, Inc.

Client/Owner: Punahou School

In 2013, Punahou School reimagined theschool’s 2-5 grade school with the new KosasaCommunity. The Community is a collaborativeeffort between the school, architects DesignPartners Inc., landscape designers PBRHawai‘i, and civil engineers Sam O. Hirota, Inc.to provide an outdoor environment that reflectsPunahou’s desire to integrate the practicalapplication of natural resource conservationand sustainability with the school’s overallinquiry-based educational mission. Specifically,to support its third-grade Hawaiian studiescurriculum with a self-sustaining environmentfilled with native plants. Built to achieve LEEDGold or above standards, the school hopes itsefforts result in a generation that cares about itsnatural and educational environment.

Excellence Award, the Completed KosasaCommunity

Honor Award Winner: Lahaina Bypass,Phase 1B-2Entering Firm: Wilson Okamoto Corporation

Client/Owner: State of Hawaii Department ofTransportation

Lahaina Bypass Phase 1B-2 is the third phaseof the overall Lahaina Bypass. The Bypass willserve as a major transportation access road inthe West Maui region providing an inlandalternative to a heavily utilized portion ofHonoapiilani Highway. Ultimately, the Bypasswill be a four lane divided highway with twotravel lanes and shoulders in both directions.For Phase 1B-2, one travel lane with a shoulderwere constructed in both directions, extendingthe Bypass approximately 2.7 miles.

A unique feature is the GeosyntheticReinforced Soil Integrated concrete bridgespanning over Punakea Loop Road. Thisstructure sets a national record for abutmentheight and width between wingwalls. At thehighest point it is approximately 28 feet from thetop of the road to the bottom of the bridge andapproximately 126 feet wide between the faceof the wingwall to the adjacent wingwall. Theproject was constructed from February 2017 toApril 2018 for approximately $38.6 million.

Honor Award Winner: Kewalo BasinHarbor ImprovementsEntering Firm: Coffman EngineersClient/Owner: Kewalo Harbor DevelopmentCompany/ Howard Hughes Corporation

Coffman Engineers, Inc.’s engineeringservices significantly transformed thishistoric and deteriorated harbor into a safe,secure, and modern facility. The project teamhelped elevate the harbor’s public image andfunctionality through this project thatupgraded facility aesthetics, improved safetyand security systems, and providedamenities like security gates, Wi-Fi, andCCTV. The project team designedimprovements to the existing slips and the 45new harbor slips.

The project met the client’s strict budgetaryrequirements, and saved money by re-usingexisting components where possible.Coffman’s designs also helped provide theclient with the potential for increased revenuethrough the added amenities and the 45 newslips.

The Coffman team delivered the projectwhile conquering the complexities of thevarious project elements. Through carefullycoordinated phasing, our team adhered tothe client’s schedule, while minimizing theproject’s impact on the marine environment,the existing tenants and the harbor’s ongoingoperations.

Honor Award, Installation ofPrecast/Prestress Concrete Slab Sectionsin Progress

Honor Award Winner: Consolidated CarRental (ConRAC) Facility, OGGEntering Firm: Bowers + Kubota Client/Owner: State of Hawaii Department ofTransportation

Kahului Airport’s roadway system is a one-way street, requiring all traffic to passthrough the Airport terminal’s frontal road,creating a congestion nightmare, particularlyduring peak travel hours. A consolidatedrental car facility was constructed to providea centralized, on-Airport facility, situatedprior to the terminal building. An electric tramreplaced petroleum-powered bus fleets,transporting passengers to and from thefacility. The ConRAC’s location and tramgreatly reduces Airport traffic. Due tostructural design inefficiencies, theconstruction manager and contractorworked together to hire a separate structuralengineering firm that later submitted a valueengineering design change to resolve theissues. This resulted in a net shared savingsof over $3.4 million, assisting the project tocome in on time and on budget.

DOT-A’s vision for Kahului Airport and theConRAC facility recreates the historic Mauiplantation feel, while still utilizing state of the

art sustainable practices and conveniences.The new LEED Silver certified consolidatedrental car facility accomplishes just that!

Honor Award, ConRAC Aerial with WaterFeature

Honor Award Winner: Ke Kilohana, WardVillageEntering Firm: Wilson Okamoto Corporation Client/Owner: Howard Hughes Corporation

Ke Kilohana is one of several towersconstructed as part of the Howard HughesCorporation’s 60-acre Ward Villageredevelopment. Ke Kilohana is a 43-storyhigh-rise condominium offering muchneeded affordable units for the community.The residential tower also includes groundfloor commercial/retail space, anchored byLongs Drugs. Wilson Okamoto Corporation(WOC) was the civil engineer. Thedesigned system provides an emergencywater supply of 75,000 gallons to sustain 5.2days of operations for domestic use.Coffman’s mechanical and electricalengineering team designed a dependable,

pressurized system that saves the clientenergy costs and reduces maintenancecosts. The project team delivered the fullyredundant system that enables the hospitalto meet the water supply standards of anemergency hospital and designed thesystem to adapt to fit a significantly tightproject site. The Coffman team met theclient’s budget and adhered to the project’sschedule. Coffman met the challengesposed in design and construction withoutinterruption in water service or to hospitaloperations.

March 20: Kase Kaneko and EricMatsumoto, Structural Engineers KSF, Inc.; willpresent their ACECH Grand Conceptor, state’stop award winning project – ‘Umauma StreamBridge, Hawaii Belt Road, Hakalau’ for HDOT.The existing bridge, an historic steel trestlestructure and concrete abutments, built in theearly 1900s, was deemed structurally deficientin 2007. The original historic steel trestle bridgewas kept in place for appearance purposesonly. Under a state DOT Design-Build ContractVECP with Hawaiian Dredging ConstructionCompany, KSF, Inc. designed a first in Hawaiitruly uniquely different bridge structure 100’high in remote location, steep terrain and underseismic demands. The project involved meldingadvanced materials, innovative elements, andcreative construction techniques not previouslyused in Hawaii.

PROFESSOR CHOU CELEBRATES 100thBIRTHDAY

Professor James Chou celebrated hiscentennial January 13, 2020. He is currently oneof three Department of Mechanical Engineering,University of Hawaii at Manoa, Emeritus Faculty.Being quite old myself I remember Dr. Chouwhen I was an ME student long ago in the late60’s. Dr. Chou retired from teaching at the ageof 68, doing the math that was back in 1988.Nowadays Dr. Chou can be seen in the PearlCity-Aiea areas, especially at the 24 HourFitness Pearl City. Advice he usually shares is,“You need to be nice to people; every actionreceives a reaction.” Happy 100th Birthday Dr.Chou!

MATHCOUNTSOn Saturday, February 8th, eleven YMF

volunteers assisted in scoring this year'sMATHCOUNTS Honolulu Chapter Competition-an island-wide math competition for 6th, 7th,and 8th graders. MATHCOUNTS, a nationalfoundation, organizes programs andcompetitions dedicated to the enrichment ofmiddle-school mathematics. YMF sendscongratulations to all of the participatingcoaches and mathletes on a great contest andwishes good luck to the winners, who will beadvancing to the State Competition in March.

Dog Day Social On Sunday, February 9th, eight YMF

members and four of their furry friends camedown to Bark Park near Diamond Head to havea fetching morning. The skies were clear butthere was a gentle breeze to make it a paw-fectweather for the dogs to run around andmembers to hang out with their friends and playwith their canine companions. It was paw-someto watch the dogs make new friends andinspired us all to be as social as them. Thankyou all the YMF members fur coming andmaking it a fun and relaxing day. It would nothave been paw-sible without you!

Hawaii MATHCOUNTS is organized by HSPEwith competition assistance from Hawaiieducators and engineers. HSPE HonoluluChapter and State MATHCOUNTS Coordinatoris Nhut Pham of Bowers & Kubota, and isassisted by Barry Nakamoto, Retired HawaiianElectric. HEI Charitable Foundation is again amajor sponsor of the 2020 MATHCOUNTSOahu Chapter and State Competitions.

As with more recent competitions over 100volunteers were needed for scoring, tallying,proctoring, scoring judges, and for therefreshments crew. The volunteers came fromHawaiian Electric Company, U.S. Army Corpsof Engineers (USACE), ASCE Young MembersForum (YMF), ASME, and the Department ofEducation. Thanks to Kevin Araki for recruitingUSACE volunteers, and to Sadielyn Arakaki andShane Sasaki who assembled the ASCE YMFvolunteers.

Helping with the awards presentation thistime were Dr. Steve Caley, Vice Principal,Kamehameha Middle School Kapalama;Joseph Manfre, Mathematics EducationalSpecialist, Department of Education; RobertIsler, Vice President Power Supply, HawaiianElectric Co., Inc.; and Sara Doi, President,HSPE. The Master of Ceremonies was again,Lou Muzzarini, retired USACE, who doubles asthe competition moderator. Rosella Motoki,Hawaiian Electric Co., assisted Muzzarini withawards presentation announcing the difficult topronounce award recipient names.

Hawaii MATHCOUNTS thanks KamehamehaSchools for again hosting the Oahu ChapterCompetition. They will also host the StateCompetition on Saturday, March 14, 2020. TheState Competition will have the six Oahuschools competing with two outer islandschools to determine the Hawaii teamcompeting in the 2020 RaytheonMATHCOUNTS National Competition on May 9-12, 2020 in Lake Buena Vista, Florida.
