sa mariing sinabi ni PangulongBenigno “Noynoy” Aquino, III sakanyang inaugural address sanaganap na panunumpa nitobilang ika-15 pangulo ng bansasa Quirino Grandstand kahapon.

Sa nilalaman ng pananalita niPangulong Noynoy ay tinataposna nito ang paghahari-harian ngmga taong nagmamalabis sakapangyarihan na walang ginawakundi ang intindihin ang kanilangmga sariling kapakanan.

Pangungunahan din ng bagongpangulo ang pagsugpo sakatiwalian kung saan ay nagtatagpa ito ng truth commission napamumunuan ni dating chief jus-tice Hilario Davide, Jr.

Mababakas din sa mgabinitiwang salita ni PangulongNoynoy na desidido ito nawakasan na ang nagaganap nakatiwalian sa gobyerno nang sagayon ay makarating samamamayan ang tamang serbisyong kanyang gobyerno.

May mga ilang kautusan dinang bagong pangulo sa kanyang

bagong gabinete kabilang na ditoang sa Bureau of Internal Revenue(BIR), Bureau of Customs (BoC) atiba na paigtingin ang kanilangserbisyo publiko.

Hindi rin mabilang angpalakpakang ibinigay kayPangulong Noynoy ng mga taongsumaksi sa kanyang panunumpaat base pa sa talaan ng ManilaPolice District (MPD) umabot samahigit kalahating milyon angnagtungo sa Quirino Grandstandupang saksihan ang naganap naoath taking ng bagong pangulo.

Kabilang din sa mga sinabi niPangulong Noynoy na palalakasinniya ang kalidad ng edukasyonsa Pilipinas nang sa gayon ay hinditayo naiiwan ng mga kalapit natingbansa pagdating sa kaalaman angpag-uusapan.

Isa rin sa tututukan ng bagongadministrasyon ay angpagpaparami ng mga infrastruc-ture projects na magiging sandiganng bansa para sa inaasam nakaunlaran na matagal na rin natinghinihintay na maganap.

Ayon pa nga sa ilang politicalanalysts, posibleng magingistriktong pangulo si Noynoy basena rin sa mga binitiwan nitongsalita at hindi rin ito mangingimingparusahan ang mga taong lalabagat magmamalabis sa kanilangtungkulin.

Kapag naging makatuparan angmga sinabing ito ng bagongpangulo ay tiyak na bababa ito ngMalacañang pagsapit ng 2016 namay ngiti sa mga labi habangsinasabi ng mga tao na isa kangtunay na pinuno ng bansa.Mabuhay ka Pangulong Noynoy.

Halos aabot sa P300 bilyon ang deficit o ang kulangsa pera ng pamahalaan. Isa sa mga problemang itong pamahalaan ni Pangulong Benigno Simeon C.Aquino III, sabi ni Usec. Gil Beltran ng Kagawaranng Pananalapi.

Ang isa sa mga solusyon ni Beltran na pihadongigigiit niya sa magiging kalihim ng Kagawaran ngPananalapi ay pagpasa ng Kongreso ng panibagongbatas na naglalayong itaas ang buwis. Si Beltran aymatagal na sa nasabing kagawaran. Siya ay isa—kung hindi man pangunahin—sa mga taga-pagtaguyod ng teoryang dagdag-buwis nanakapuwesto sa pamahalaan.

Nitong katatapos na administrasyong Arroyo,nanguna rin siya sa pagtatanggol sa 12 % expandedvalue-added tax law. Mahalaga raw ang EVAT paratumaas ang rebenyu ng pamahalaan.

Sabi ni Beltran sa mga reporter nitong Hunyo 24,dapat itaas ang buwis ng mga produktong sigarilyo,alak, at petrolyo. Tinatayang P40 bilyon angmalilikom nitong buwis, ani Beltran.

Alam na alam ng mga ekonomista na ang teoryangdagdag-buwis ay solusyon kung lumolobo ang defi-cit ng pamahalaan. Pero hindi ito pirmes. Ibig sabihin,ang kawastuhan nitong teoryang dagdag-buwis aydepende sa sitwasyon at mga batayan.

Sa kasalukuyang sitwasyon ng Pilipinas, tambakna ang mga batas ukol sa karagdagang buwis.Malaking bahagi nga ng suweldo ng mganagtatrabaho ay napupunta sa buwis (sa sweldo atsa binibiling mga produkto). Tapos ngayon, may nag-iisip na naman sa pamahalaaan na magkaroon ngbagong batas na naglalayong dagdagan ang bayaringbuwis ng mga mamimili. Kaya, mali ang ideyangito.

Sa kasalukuyang sitwasyon, hindi solusyon angkaragdagang buwis dahil (1) sinadya ng nakalipasna pamahalaan na palakihin ang deficit kaya hindidapat singilin ng bagong pamahalaan ang mgamamamayan, (2) P22 lang idinagdag sa sahod ngmga manggagawa sa Metro Manila [kaya malapitdito ang itataas ng sahod sa bang rehiyon], at (3)patong-patong na buwis sa iba’t ibang produkto naang nagbabayad naman ay ang mga mamimili athindi iyong mga negosyante.

Ang problema kasi ng mga nasa pamahalaan,napakabibilis isangkalan ang taumbayan kapag mayproblema sa pondo ang gobyerno. Kung kaunti angkoleksiyon ng pamahalaan sa paniningil ng buwis,ang awtomatikong ilalatag na solusyon ay dagdaganang binabayarang buwis ng mga mamimili. Kapagibinandila sa midya na masyadong malala angkurapsiyon sa Pilipinas, sisisihin ang mgamamamayan dahil sa pakikipagtransaksiyon nitosa mga fixer. Kapag nabanggit ang fixer, ibig sabihin‘pera-pera ang laban’ para mapabilis ang pagpo-proseso ng mga papeles.

Pero, kung umento sa sahod ang iuungos na isyung mga mamamayan, latag na latag ang pagigingbingi at pipi ng mga opisyal ng pamahalaan.

Kapag naniningil naman ang mga mamamayansa ipinangako ng pamahalaan sa kanila, parang mayamnisya ang mga opisyal ng gobyerno. Walangnaaalala kahit isang salita.

Pero kung may problema ang gobyerno sa bulsanito, wala nang isip-isip pa. Kaagad dagdag buwisang igiit na solusyon.

Tingin kasi ng mga opisyal ng pamahalaan, lalolang silang magkakaproblema kung pag-aaralan panang mabuti at malaliman ang problema. Kaya paramabilis, gumawa ng panibagong buwis ang mgamambabatas.

Dagdag Buwis na naman?!

THE World Bank has approved a grant to sup-port a project designed to enable targeted rural com-munities to cope with the impact of climate change.

In a statement released by the Washington-basedlender said the $4.97-million grant for Climate ChangeAdaptation Project (CCAP) aims todevelop and demonstrate cost-effec-tive adaptation strategies in agricul-ture and natural resources manage-ment and strengthen the country’sinstitutional framework for climate change adapta-tion.

The Philippines has one of the highest exposuresto climate change risks — including typhoons, floods,landslides, and droughts—of any country in theworld.

In late September and early October 2009, tropi-cal storm “Ondoy,” followed closely by typhoon“Pepeng,” caused massive flooding, landslides, dam-age to infrastructure, loss of crops, and loss of hu-man life in an area reaching from Metropolitan Ma-nila to northern Luzon.

These two typhoons — the worst on record — dis-rupted the lives of an estimated 7 million people,caused hundreds of deaths, and damaged crops andinfrastructure.

The country is also periodically affected by the ElNiño phenomenon, which createsstrains on water resources due to lowwater inflows into major watershedsand reservoirs.

During severe El Niño-drivendrought, water for agriculture has, at times, been to-tally cut in favor of domestic and industrial watersupply, causing severe losses in agriculture and morehardships for the rural poor.

Bert Hofman, World Bank country director, saidthe project will enhance rural communities’ capac-ity to adapt to climate change by improving farmmanagement capability under conditions of climaterisks, enhancing access to information on weatherforecasting and climate patterns, and improving ac-cess to risk management options such as weatherindex insurance, among others.

Hofman said the primary beneficiaries of this grantinclude poor farmers who often suffer climate-relatedlosses, and other vulnerable groups that depend onnatural resources for their livelihoods.

“This project is consistent with the government’spriorities with respect to poverty reduction and sus-tainable development, particularly given that thepoorest segments of the Philippines’ population de-pend on agriculture and natural resources for theirlivelihoods,” Hofman said.

“It will help increase the resiliency of poor ruralcommunities to climate change impacts, improve foodsecurity, and maintain the integrity of ecological sys-tems,” he added.

The grant for the CCAP will come from the GlobalEnvironment Facility (GEF) Trust Fund being imple-mented by the World Bank.

The project will also be supported with US$40.45million co-financing from the Participatory IrrigationDevelopment Project (PIDP) and another US$10 mil-lion from the Environment and Natural Resources Man-agement Project (ENRMP), two ongoing governmentprojects which are also financed by the World Bank.

yesterday took his oath of office and deliveredhis message to all the Filipino people that hewould stop corruption, excessive travel andspending, patronage politics and even the irri-tating show of power by politicians such asthe blaring of “wangwang” or sirens.

Aquino told the nation that the march to-ward change will be realized because his bossare the Filipino people.

“Kayo ang boss ko, kaya’t hindi maaaringhindi ako makinig sa mga utos ninyo. (Youare my boss, I have to follow your orders).Wewill design and implement an interaction andfeedback mechanism that can effectively re-spond to the people’s needs and aspirations,”Aquino declared.

Aquino said he would not renege of hiscampaign promise of change in the next sixyears and called on the people to also swearto act together in achieving the aspirationsof the nation.

“The people who are behind us dared todream. Today, the dream starts to become areality. Sa inyong mga nag-iisip pa kungtutulong kayo sa pagpasan ng ating krus,isa lang ang aking tanong—kung kailan tayonanalo, saka pa ba kayo susuko? (To thoseof you who are still thinking of carrying thenation’s cross, I have only one question –

now that we have won, would you stop par-ticipating in nation-building?” Aquino asked.

“My parents sought nothing less and diedfor nothing less than democracy, peace andprosperity. I am blessed by this legacy. I shallcarry the torch forward,” Aquino said.

Police estimated some 500,000 to 600,000people witnessed the oath taking of the twohighest official of the land at the QuirinoGrandstand.

Aquino also vowed not to follow the foot-step of his successor, former President GloriaMacapagal-Arroyo who had been one of themost unpopular leaders in the history ofPhilippine governance for her alleged abuseof power, spending and other privileges.

"We shall defeat the enemy by wielding thetools of justice, social reform and equitablegovernance leading to a better life,” he said.

Aquino also said to those who sinnedagainst him, he had already forgiven them.But, to those who have sinned against theFilipino people will not be forgotten and mustface justice.

Aquino swore in before Associate JusticeConchita Carpio Morales at about 11:54 a.m.,a few minutes earlier than scheduled. Su-preme Court Justice Renato Corona, who re-placed former Justice Reynato Puno, was alsopresent during the inauguration rites.

FORMER President Gloria Macapagal-Arroyo will notbe called “Mrs. President” in the House of Representatives,Quezon City Rep. and aspiring Speaker Feliciano Belmonteyesterday said.

Mrs. Arroyo will be called “the lady from second districtof Pampanga,” Belmonte told reporters in Malacañang.

However, he assured that “no one will get out of his wayto harass her.”

Belmonte was in Malacañang to witness the oath-taking ofnew Cabinet members while Arroyo was in Lubao, Pampangato be formally sworn into office as congresswoman.

Belmonte also expressed confidence that he will get thespeakership, saying he has the numbers.

If elected to the top House post, Belmonte added he wouldtry to make the chamber “more orderly and more congenialand hopefully not so partisan.”

equal branch of the government,Supreme Court (SC) Chief JusticeRenato Corona yesterday at-tended and witnessed the inau-guration of President-electBenigno Simeon “Noynoy”Aquino III as the 15th Presidentof the Republic of the Philippines.

Corona was appointed as thecountry's 23rd Chief Justice byoutgoing President GloriaMacapagal-Arroyo. His appoint-ment was questioned by Aquinofor being violative of Section 7,Article 15 of the 1987 PhilippineConstitution which states that theincumbent President cannot makean appointment, except on tem-porary nature, in the ExecutiveDepartment two months prior tothe next presidential electionsuntil the end of the President'sterm.

It was earlier reported thatCorona may not attend the inau-guration of the President-elect

because of the hectic schedule ofattending to the oath taking ofsome 20 newly elected officialsat the SC.

The oath taking of the officialsstarted at 8 a.m. until 9 a.m. andresumed at 2 p.m. until 4 p.m.

Among those who took theirrespective oaths of office beforeCorona were Senators Manuel"Lito" Lapid and Vicente "Tito"Sotto III, seven congressmen,mayors and vice mayors, gover-nors, councilors and some pro-vincial board members andpartylist representatives.

Militant group questionssome of Aquino appointees

MILITANT group Bayan hasquestioned most of the appoint-ments made by President Benigno“Noynoy” Aquino III.

Although the group has wel-comed some, Bayan secretarygeneral Renato Reyes said manyof the appointees are either closeassociates of Aquino or have beenactive campaign supporters dur-ing the last May 10 presidentialelections.

As Bayan lauded the appoint-ment of former Human Rightscommissioner Leila de Lima tothe Department of Justice, they,however, slammed the retentionof Alberto Romulo as Foreign Af-fairs Secretary.

The group said Romulo neverresigned from the Arroyo cabi-net and has never shown any re-morse for the blunders he com-mitted.

“He should have been sackedafter he was rebuked by the Su-

preme Court when he allowed thetransfer of convicted rapist USMarine Corporal Daniel Smithfrom the Makati City Jail to theUS embassy. He is a member ofthe VFA cheering-squad and anunapologetic American boy,”Reyes explained.

Reyes stressed that Romulo’sappointment seemed to be basedon his support for Aquino dur-ing the campaign.

The group also questioned theappointment of Finance SecretaryCesar Purisima, a proponent of theexpanded value added tax (EVAT)law in 2005 and was among thebig contributor to the Aquino cam-paign; Tourism Secretary AlbertoLim of the Makati Business Club,Energy Secretary Jose Almendras,former president of Manila Water;and Transportation and Commu-nication Secretary Jose de Jesus,former president of Manila Elec-tric Company.

Graft charges to be filedagainst Arroyo today

ON the first day she lost herimmunity from charges,Pampanga Rep. GloriaMacapagal Arroyo, who tookoath as Pampanga’s 2nd dis-trict representative, is facingcriminal charges to be filed to-day in connection with the 2007alleged graft-tainted nationalbroadband network deal.

Bayan Muna Rep. TeodoroCasiño said the charges willbe filed before the Departmentof Justice which is now headedby former Commission onHuman Rights chair Leila deLima.

Casiño said Bayan Munawill charge Arroyo "mainly for

violation of the Anti-Graft andCorrupt Practices Act.”

On the other hand, de Lima,during a press briefing inMalacañang later in the after-noon, said the DOJ will helpthe Truth Commission, an in-dependent body formed byPresident Benigno Aquino IIIto look into the corruption al-legations hurled against Ar-royo.

The truth commission,headed by retired Chief JusticeHilario Davide, Jr., will basi-cally tackle the corruption is-sues, human rights violationcases and other excesses of theprevious government.

HOUSE Speaker ProsperoNograles has urged the law-makers of the 15th Congressto continue to respond to thechallenges facing the countyas he bade goodbye to the14th Congress.

He said their time hascome to an end as they didtheir part in the task ofnation-building.

“I have no personal regrets.But all good things must cometo pass,” said Nograles.

According to Nograles,the 15th Congress willbuild from where they leftoff and their hope is thatthe new House (of Repre-sentatives) members willrespond to the challengesfacing the nation and thenew administration.

Nograles cited the ac-complishments of the 14thCongress including theimprovements in the physi-cal structure of the LowerChamber, which accordingto him, “have restored thedignity of the House.”

He also cited the con-struction of a new building,which he said was the“most extensive rehabilita-tion of the complex in 33years,” provision of newfacilities, scholarship grantsto deserving House staff, andadditional compensationand benefits to employees.

The participants revealed in theirpost assessment that the Philippinesis an important site for birdwatching,in terms of the number of rare andendemic species, safety, culturalclimate, local bird guide expertise,transportation and road networks.The quality of accommodations andfood likewise exceeded their expec-tations.

THE Philippine Information Agency (PIA)has presented the Presidential Library andMemorabilia Project that aims to provide acomprehensive source of materials on the Phil-ippine Presidency.

The project, which was initiated in 2007by outgoing Secretary and PIA Director-Gen-eral Conrado A. Limcaoco Jr., was intendedto create a central repository, in digital do-main, of multi-media materials and docu-ments on President Gloria Macapagal-Arroyo’s major official activities for preser-vation purposes.

International cataloging standards forarchival description and digitalization ofdocuments of various formats were used inthe project.

Project Director Belina SB. Capul said thatthe compilations include photos, audio, vid-eos, publications, print and other specialmedia materials that were produced by thedifferent partner agencies under thegovernment’s information sector.

The project partner offices are the PIA, Of-fice of the Press Secretary (OPS), Radio-Tele-vision Malacañang (RTVM), Bureau of Com-munication Services (BCS), Philippines NewsAgency (PNA), Bureau of Broadcast Services(BCS), National Broadcasting Network-4(NBN-4), the National Library and the Presi-dential Close-in Photographers Office (PCPO).

The compilation likewise includes morethan 3,000 photos that depict the country's14th Chief Executive with the First Family,relatives and friends, as Senator, Vice Presi-dent and President of the Republic.

Capul said the photos were personallyhanded by President Arroyo to SecretaryLimcaoco over a period of time and are nowset in 38 photo albums.

Although the initial project plan was forthe creation of a website that will contain allthe digital information, Capul said that timeand logistical constraints had confined theproject to come out with two initial outputs.

The first is My Electronic Album, a copyof the digital information of the multi-mediarecords and documents about the Presidentthat was uploaded into a laptop computerfor easy and exclusive access and use of Presi-dent Arroyo.

It is an abridged version of the originalplan that creates President Arroyo’s librarymemorabilia from the time she assumed thePresidency in 2001 up to her last days inMalacanang in 2010. It includes multi-me-dia collections in the form of film, audio re-cording, printed publications, video tapes ofPresidential speeches, news clippings, fam-ily photos, TV and radio appearances, statevisits, official and private activities, campaignads and other significant items.

The second is the reorganized presentationof the more than 3,000 photos in 38 photo al-bums according to subject classification andstoryline. The digital version of these photos werealso included as part of My Electronic Album.

Capul said that the laptop and the photoalbums will be turned over to President Ar-royo at the end of her term.

III’s marching order to new Jus-tice Secretary Leila de Lima toprepare cases against govern-ment officials who committedoffenses against the nation is awelcome move, said the militantgroup Bayan.
