The HIMSS New England chapter held a one-day HIE Conference on October 10 The event wasfocused on a theme that is top of mind to many of you ldquoHIErsquos Evolution to Intelligent InformationExchange Meeting the Increased Stakeholder Demand for Valuerdquo The meeting covered a variety oftopics including a review of interoperability standards and initiatives that will impact HIEs includingTEFCA information blocking and FHIR as well as Carequality and Commonwell
Of most interest to us was the presentation on ldquoThe Future of HIEsrdquo given by industry leader andDiameter Health customer Laura McCrary Laura is Executive Director Kansas Health InformationNetwork (KHIN) and President and CEO KONZA Inc which runs HIEs in 7 states in conjunctionwith medical societies
Laurarsquos thesis was that HIEs must provide services that go beyond their original charter to continue toadd value For example some traditional HIE services may appear duplicative of EHR vendorcapabilities especially in the light of health system consolidation By continuing to ldquouse data in wayswe couldnrsquot beforerdquo HIEs can successfully provide services that are unique to their position as anaggregator
One such initiative she explained was working with Diameter Health to compute quality measuresusing patient data collected from all exchange members If you are computing quality measures andlooking only in one EHR she explained your metrics will not reflect the true quality of care for thatpatient Further the PCP responsible for making sure a patient gets a mammogram (for example) isunfairly penalized when the patient gets the test down the street at the local hospital since the testwould not be documented in their local EHR
Laura also introduced the audience to blogger and former CTO of the US Department of Health andHuman Services (HHS) Susannah Fox Susannah created the visual below and the associatedanalogy to categorize the world of health data The ldquocheeserdquo is the data and the ldquokniferdquo belongs tothe innovators and entrepreneurs with the tools to impact peoplersquos health Those who hold both thecheese and the knife are the ldquoData Eliterdquo According to Laura HIEs can move from being DataHolders to the Data Elite by partnering with Diameter Health

FIRST ANNUAL CUSTOMER FORUM A SMASHINGSUCCESSAmy Krane Director of Product Marketing
On October 2-4 the Diameter Health team had the privilege to engage with over 30 of DiameterHealthrsquos customers and partners at our First Annual Customer Forum which we hosted in DedhamMA south of Boston Participants hailed from all over the US and represented health informationexchanges (HIEs) health plans and health IT vendors
By all measures it was a great success The energy was high The information shared by DiameterHealth on industry trends and the product roadmap was appreciated The range of use caseshighlighted by our customers and their willingness to share best practices was remarkable
Here are a few of my takeaways from the event
Customers are the Pioneers Diameter Healthrsquos technology is doing the dirty work of cleaningclinical data Customers in turn are using our technology to support the delivery of data-rich solutionsto their stakeholders CliniSyncOhio Health Information Partnership (OHIP) shared how they aredelivering Consolidated CCDs (Continuity of Care documents) back to providers who can makebetter decisions because they can see an unduplicated view of the care that patient has receivedacross the region not just in their own facility SacValley Regional Medshare is connectingparamedics responding to emergency calls with just-in-time information Indiana Health InformationExchange (IHIE) and other customers deliver valuable standard supplemental data to payers toimprove HEDIS rate calculations
Quality Reporting is a Team Sport Data from a single EMR is simply put not indicative of the carethe patient is receiving These data may be limited in terms of the patient experience andthe eCQM calculations may be incorrect This was the key message ndash backed by study resultsndash from the customer panel on Quality Reporting featuring the Kansas Health Information Network(KHIN) the Quality Health Network (QHN) and Clinical Connect Health Information Exchange(CCHIE) These innovators are changing the quality reporting paradigm from provider- to patient-centric by processing data in Diameter Health and then using the Quality application for measurecalculations and quality reports The whole ldquoteamrdquo wins when providers are reimbursed or a healthplan is rated based on the total care the patient receives
ldquoWhere you share risk you share datardquo This key insight was shared in a hallway conversation Ihad with one of our expert contributors to the PayerHIE Collaboration panel This bodes well for thefuture as we move to value-based reimbursement models both from CMS and commercial payersPanelists from United Healthcare (UHC) Optum Advisor Services and OHIP explained thecomplexities and constraints such as data use rights that impact sharing data in todayrsquos world as wellas how HIEs can play an important role as intermediaries and data aggregators And consider thiswhat about a future in which retrospective claims supplement timely clinical data rather than the otherway around
ldquoWe Need to Liquify and Liberate Datardquo Sarah London Optum Ventures and a Diameter Healthboard member set the tone with her keynote a smooth combination of data nerdiness and passionldquoWe need a way to truly liquify and liberate healthcare datardquo she explained if we are to get anywherewhen it comes to improving healthcare Sarah reached into her data analytics background andproduced this eye opening anecdote A CMIO of a Midwest health system once told her hersquodidentified 18 codes in his systemrsquos EMR for identifying diabetes Her consulting team found 123unique codes after an analysis Sarah later recounted this conversation to an executive at a leadingEHR vendor who promptly laughed at her ldquoWe have more like 10000 ways across our installedbaserdquo she said (For more on Sarahrsquos views on Diameter Health and the importance of refiningclinical data visit Sarah London On Liberating Clinical Data)
Diameter Health is a True Partner Donrsquot get me wrong as a long-time member of the health ITindustry I donrsquot think therersquos anything wrong with being a vendor But itrsquos great when you hear acustomer unprompted say ldquoI think of Diameter Health as a partner not just a vendorrdquo We heard thatmessage in various ways including that although we are not perfect we listen to our customers andldquotreat us all the same not the little guys and the big guysrdquo
See you next year at the 2nd annual
Some might quibble with ldquofirst annualrdquo because they say you canrsquot use that expression until anevent has been repeated In this case however we can say with certainty that it was a valuableexperience for all and we will be sure to repeat it So ldquoFirst Annualrdquo it is

ldquoThere is not a magic bullet in interoperability Itrsquos hard work Itrsquos diggingditches That is what we do Itrsquos here We are building the infrastructure

Given the popularity of John DrsquoAmorersquos overview of these issues during the 1st Annual CustomerForum the slide deck is available on the Clinical Data Map website and we will be providing more
