COVID OR NO COVID, 31 COUPLES TIE THE KNOT IN MASS CIVIL WEDDING. On September 28, 2020, LGU-Ormoc joining the nationwide celebration of National Family Month (NFM) 2020, hosted another mass civil wedding at the Ormoc City Superdome with social distanc-ing and wearing of facemasks.
A total of 31 couples officially wed that day under NFM’s theme, “Pagbugkos sa Gugma, Tulay sa Lig-on na Pamilya Taliwala sa Pandemya”.The event was made possible in cooperation with the city’s Integrated Population Gender and Development Office (IPGDO) that has for its vision
eliminating “living-in” arrangement and illegitimacy of children. Mayor Richard I. Gomez administered the wedding ceremony and serving as witnesses were Vice Mayor Leo Carmelo L. Locsin, Jr. and City

Archdiocese of Cebu, PLDT-Smart join hands for PH celebration of 500 Years of Christianity
TACLOBAN CITY – The In-teragency Task Force (IATF) has recommended extending a General Community Quaran-tine (GCQ) in October in order to curb the coronavirus disease (COVID-19) in this city.
However, Mayor Alfred Ro-mualdez has already allowed the sale of liquor starting October 1 but bars and restaurants are still prohibited from serving alcohol in order to avoid social gatherings.
“We are allowing the sale of liquors but (they are) not allowed in bars and restaurants. We only allow the consumption at home and not in public,” Romualdez maintained.
The mayor has also ordered the barangay executives to strictly moni-tor and discourage social gatherings.
He added that they should strictly monitor those who are un-der home isolation in order to help the city’s bid against COVID-19.
Atty. Aldrin Quebec, the city administrator, said only positive cases and symptomatic close contacts will be isolated in hotels.
“Other close contacts will be swabbed and if they turn positive, that’s the time that we will isolate them in hotels or isolation facilities. Asymptomatic close contacts will be under home quarantine,” he explained.
The official also said that cem-eteries will be closed from October 29 to November 4 for the observance of ‘Undas’ or All Soul’s Day, how-ever, they will allow a maximum of 50 percent capacity to visit their departed loved ones per day, two weeks prior to the said dates.
“We might put QR code scan-ners to ensure that no close con-tacts of positive cases can enter the cemeteries,” Atty. Quebec said.
Furthermore, the citywide curfew will still be imposed from 9 P.M. to 4 A.M. while the city of Tacloban is under GCQ.

TACLOBAN CITY – Fol-lowing reports of palay (unhusked rice) in Eastern Visayas being bought by local traders for as low as Php 13.50, the Department of Agriculture (DA) has urged farmers to sell them to the buying stations of the National Food Authority (NFA), as this amount is far from the average price of well-milled rice, which is at Php 1,800-Php 2,000 per sack.
Accordingly, small
farmers are compelled to sell their harvest to local traders at a low price be-cause most of them have no means of transporting their harvest to the buying stations. Some of them are not even aware that there are existing buying stations in their province.
Lino, a farmer from Dagami, Leyte was disap-pointed to find out that his palay was only bought for Php 13.50 per kilogram
from his almost one-hect-are land. He said that he needed the money for his children’s school needs for the opening of classes.
“The buying station is far from here. We need the money already so we have no choice but to sell them at a low price,” he lamented.
The NFA-8 has opened more buying stations for palay just in time for the peak harvest season for the farmers who planted in
May and June, in order to help them earn more from their harvest.
There are two in Ormoc City and one each in Taclo-ban City and Baybay City, Hilongos, and Alangalang, all in Leyte; one each in Maasin City, St. Bernard, and Hinunangan in South-ern Leyte; one each in Bo-bon, Laoang, and Catubig in Northern Samar; one

THE BAYBAY CITY Divi-sion of the Department of Education (DepEd Baybay) in partnership with LGU-Baybay launched on Oc-tober 2, 2020 at the Baybay City Division Learning Center the DepEd Baybay sa Kahanginan and Oplan Balik Eskwela Inter-Agen-cy Task Force.
The DepEd Baybay sa Kahanginan is a simultane-ous airing of lessons, spe-cifically the most essential learning competencies, via television channels as pro-vided by the LGU.
Accordingly, it is a sup-plementary learning material for learners from kindergar-ten up to Grade 12 in support to the DepEd’s Primary Mo-dality, which is the Modular Distance Learning.
Per the DepEd, the main objective of the DepEd Baybay sa Kahanginan is to develop videos in each subject and grade level as supplementary learning material to the modules. Secondly, to provide al-ternative delivery of ba-sic education to learners. Thirdly, to deliver the most
essential lessons through TV channels. Lastly, to pro-vide stakeholders impor-tant information, issues and concerns, and updates amid the COVID-19 crisis.
Accordingly, only the city of Baybay has adopted television as a supplemen-tary learning modality.
“We are trying to look for ways to deliver the same quality of education,” Dr. Raul Agban, Schools Divi-sion Superintendent; and that according to him, this will not be possible with the modules alone, that’s why they approached the LGU to help them out if they can supplement the modules with videos to be aired in a local television channel.
Thankfully, he added, the LGU responded and that it will be the LGU that will negotiate with a televi-sion station and DepEd will work on the production of the materials to be aired.
Accordingly, work on this is now ongoing; and that the airing in their choice TV channel will be from 7:00am to 7:00pm. (Contributed by Joanna Grace Dueñas)
ORMOC CITY – Leyte 4th District Representative Lucy Marie Torres-Gomez led the turnover ceremo-nies of 2 units of sewing machines and a steamer to the women-members of the KALIPI (Kalipunan ng Liping Pilipina) – Kapit Bisig Vendors Association of Barangay Brgy. Camp Downes, which came from her congressional liveli-hood fund, on September 28, 2020, Monday.
In a message to the women, she said that she likes giving sewing ma-chines because she knows that sewing skills will en-able women, wives and mothers to stay at home but somehow would allow them to work and earn. “Hopefully, with the sew-ing machines they would
be able to come up with products to sell; the bigger dream is for them to be able to make maybe pillowcases, if the time will come that all hospitals in Ormoc or the isolation facilities in Ormoc will need sheets and linens for the bed. Ang ako lang ma-promise nila na as long as they have the skills and
as it upgrades, we will also upgrade their machines. For now, put it to good use and that it will not just be a ma-chine that will be placed to dust in the corner,” added the good congresswoman.
The recipients, mean-while, expressed their gratitude to the Congress-woman, as accordingly the

Newly refurbished tennis court finally turned over to OMTC ORMOC CITY – Mayor Richard I. Gomez finally turned over the newly re-furbished and rubberized city tennis court to the Ormoc Midtown Tennis Club (OMTC) last Sep-tember 29, 2020.
With him at the turn-over ceremonies were City Councilor Vincent Rama, OMTC President Dr. Benkol Rodriguez, Rommel and Erwin Brodeth, and a few OMTC player-members.
MRG led the ribbon-cutting of the said ten-nis court situated along Mendiola Street and men-tioned that the city is very big in supporting sports programs and events, just like Congresswoman Lucy Marie Torres-Gomez who has been wanting to pass the Philippine National Game (PNG) Bill.
The PNG, according-
ly, is going to be super-vised by the LGU, Mayors and the Governors and the National Sports As-sociation. He added that the Congresswoman also filed a Bill to make Or-moc City as the regional sports hub in the Visayas and is hoing that it will pass in Congress and the Senate. “Sana it will pass in Congress and then in the Senate, then it will be taken by Sen. Manny Paquiao or Sen. Bong Go who shall sponsor the Bill,” MRG added.

Palompon council passes Resolution, seeks investigation of alleged “illegal dumping” of infectious wastes

T A C L O B A N C I T Y – The municipal council of Palompon, Leyte has sought an investigation for alleged illegal dump-ing of infectious wastes coming from the quaran-tine and isolation facilities of the municipality.
A resolution has been signed by the municipal council addressed to the Department of Environ-ment and Natural Resourc-es-Environmental Manage-ment Bureau 8 (DENR-EMB 8), Department of Health 8 (DOH 8), and their respec-tive secretaries appealing for an immediate investiga-tion following reports and social media posts in the first week of September of the alleged dumping of in-
fectious wastes in Barangay San Miguel of said town.
Photos have also cir-culated online of individu-als wearing personal pro-tective equipment (PPEs) dumping wastes in an open dumpsite. They were on board a vehicle purport-edly owned by the local government unit with its logo on it.
Section 37 of the Re-public Act 9003 prohibits the use of open dumps for solid wastes by any person, including local govern-ment units (LGUs).
Section 38 of the said law also provides that an environmental compliance certificate (ECC), including permits and other clear-ances, must be first ob-
tained before construction, operation, and expansion of a solid waste manage-ment facility.
Last week, an envi-ronmental suit was also filed against DBSN Farms Agriventures Corporation (DBSN) allegedly owned by Vice-Mayor Ramon Oñate of Palompon.
The said complaint seeks for the issuance of a Writ of Environmental Protection Order, Clean-up, Restoration, Rehabilitation of the affected environment with Prayer for Temporary Environmental Protection Order against the official and the Environmental Management Bureau as an unwilling complainant for its alleged failure to enforce
its decision finding various environmental violations committed by private re-spondent since 2017.
The case s temmed f ro m a d u m p i n g s i t e owned by DBSN in Ba-r a n g a y S a n J o a q u i n , P a l o m p o n , L e y t e , a s s o m e r e s i d e n t s h a v e complained of suffering from vomiting and diar-rhea due to the flies and pungent odor coming from the wastes in the dumping site.
One of the complain-ants alleged that wastes such as chicken dung, car-casses, and blood placed in drums, plastics bags, or sacks are transported to the land owned by DBSN. By Marie Tonette Marticio

The said training, which ran from October 1 and 2, aims to provide information and ad-ditional knowledge to the participants regarding the law enforcement needed for the imple-mentation of ENR laws and programs; gain suggestions, experiences and other ideas useful for the implementation of ENR programs; establish collaborative partnership between City LGU, BLGUs and stakeholders in the implementation of ENR rules and regulations as well as the protection of forest, wildlife and cave resources and; to deputize Barangay Local Gov-ernment Units (BLGUs) and Environmental Officers for the protection and conservation of natural resources. PSA issues advisory on status of EV Census enumerationAS OF 1 October 2020, census enumeration in Eastern Visayas is 79.80% underway. Out of the 6,569 enumeration areas (EAs) in the region, 5,242 EAs were completely enumerated since 1 September 2020.
By province, Leyte (excluding Tacloban City) completed 95.92% or 2,401 out of 2,503 EAs; Biliran 92.74% (230 out of 248 EAs); Southern Leyte 91.50% (635 out of 694 EAs); Eastern Samar 87.45% (676 out of 773 EAs); Northern Samar 86.05% (722 out of 839 EAs); and Samar 36.86% (453 out of 1,229 EAs).
In the highly urbanized City of Tacloban, 44.17%
or 125 out of 283 EAs were completely enumerated. Census enumeration did not start yet in areas where there are localized lock-downs due to reported COVID-19 cases.
Following the passage of Executive Order No. 2020-04-019 dated 24 Au-gust 2020, “Extending the Strict Implementation of Critical, Urgent and Ap-propriate Responses and Measures to Mitigate the Spread of the virus in Taclo-ban City”, some barangay ingress were already bar-ricaded preventing early on, any census activity in the area.
The Philippine Statis-
tics Authority Regional Statistical Services Office VIII (PSA-RSSO 8) does not allow any enumerator to enter any barangay or area placed under localized lock-down unless cleared by the Barangay Chairperson to conduct census. PSA imple-ments stringent measures against COVID-19 and the traditional face-to-face in-terview has been innovated to entail physical distancing and observing DOH-pre-scribed safety guidelines.

Eating insects as food
Christmas thru eons of time
WHEN GOD drove away Adam and Eve from the Garden of Eden, He told the Ser-pent thus: “I will put enmity between thee and the woman. She shall crush thy head and thou wilt wait for her heel.”
The woman in this story could be any of the women in the Bible. There is Sara, Bathsheba, Monica, Magdalene and many more, but the woman could not be any other than Mama Mary, which is pointed out in the last book of the Bible: Revela-tions. It is here that we will see the end of the road for the Devil.
Mama Mary has to be exempted from Original sin because God cannot allow His Son to be in the womb of a sinner. This is the reason of the dogma of the Church about the Immaculate Conception. Even the choice of Christmas to be in December 25 was the choice of God. The Annuncia-tion is the time when the Angel told Mama Mary that she was going to be the Mother of Jesus is celebrated on March 25 so that nine months after or December 25 is the day that Jesus will be born.
As it is, Christmas turned out to be big busi-ness. Thousands of Christmas trees are sold out and the other items that go with it. Wines and hams and cheese have become choice items.
God had others things in mind because of the propensity of man to sin. There was the time that God punished man for sin-ning too much. We therefore saw the local punishment of the destruction of the twin cities of Sodom and Gomorrah. A memento of this is the Dead Sea. Another time man again sinned and God was so mad that He caused the total destruction of man in the Great Deluge. Only Noah and his family were spared. They were safe in the Ark that God made Noah to build. The whole world was under water for more than 5 months. When the flood subsided, the Ark landed on Mount Sinai, which is the mountain that God gave the Ten Commandments to Moses.
Since then, God took another approach. He went the opposite way. He sent His only begotten Son to teach man not to sin but to love. Jesus replaced the Ten Commandments to only one word: LOVE. So long as you make Love supreme and to answer hatred with love, there could not be turmoil. How can we be angry if we slap our neighbor and he only answers with a smile? What did Jesus do after He was Crucified on the Cross? The first words that He uttered was to ask the Father to forgive them. He therefore for the ransom of the whole world. Wow!!! He was beaten up, He was made to carry the Cross, He was given a cross of thorns because they said that He was a King.
We can only wonder how Jesus was able to carry it all. Maybe it was because He was in the prime age of 33.
Let us therefore welcome Christmas with this information in mind. It is not alto-gether revelry and wine and fruits and nuts but also that Jesus is the price of glory. More so now that we are in a pandemic. Some of our neighbors will have no Christmas at all.
CONSUMPTION OF FOODS of insect origin is encouraged as an answer to the environmental impact of meat production. Foods made from insects have a relatively low ecological footprint, and due to their high nutrition content, they can be a sustainable supplement to our existing sources of protein.
At VSU, we started promoting the eat-ing of insects more than four decades ago not only as a method of pest control but also as an alternative source of nutritious food. After all, it is not uncommon to eat the grubs of rhino beetle in Mindanao or the June beetle in Northern Luzon and even locusts during a swarm. And in many parts of Asia, insects are openly sold in markets as food, cooked or raw.
But in Western countries, insects are not traditionally regarded as food, and consumers’ willingness to eat foods of insect origin is weak. But the likelihood of accepting insects as food tends to increase with consumers’ awareness of the environ-mental impact of food production.
Researchers examined consumers’ in-tentions to consume foods of insect origin among vegans, non-vegan vegetarians and omnivores. They examined the attitude, subjective norm, perceived behavioral control and food neophobia toward the consumption of foods of insect origin.
Vegans held the most rigid negative attitude toward consuming foods of insect origin, and their subjective norm to eat insects was weaker compared to that of omnivores and non-vegan vegetarians. Vegans’ perceived behavioral control over
their eating of insects was stronger com-pared to that of omnivores and non-vegan vegetarians. Vegans were also significantly more determined than others that they would not eat foods of insect origin, even if they were nutritious, safe, affordable, and convenient. Vegans’ poor intention, nega-tive attitude, and low willingness to eat insects in the future exhibit their different diet identity compared to that of omnivores and non-vegan vegetarians.
Non-vegan vegetarians, on the other hand, held the most positive attitude toward eating insects, and both non-vegan veg-etarians and omnivores thought that insect consumption is wise and offers a solution to the world’s nutrition problems. By contrast, vegans thought that insect consumption is irresponsible and morally wrong.
Vegans see insects as living beings, just like any other animals. It was also high-lighted in the vegans’ survey responses that eating insects in the West doesn’t solve the world’s shortage of food, especially when edible food goes to waste all the time.
But the findings cannot be oversimpli-fied for all people representing the studied dietary categories. The researchers used convenience sampling, which has probably created a selection bias in terms of a more positive attitude toward insect consumption among the respondents compared to that of the population in general. Besides, the respondents were mostly women, highly educated, and city dwellers, a demographic profile known to influence food choice.

Some ignored the invitation and went away, one to his farm, another to his business. The rest laid hold of his servants, mistreated them, and killed them.

YES, WHY NOT? We should throw away the notion that when we have troubles, we should be troubled and sad. No. It does not have to be that way. If we have faith in God, if our spiritual life is strong and healthy, we know that after all is said and done, God will always take care of everything.
Yes, we may not be spared from pain and suffering, physical, emotional, mental, etc. But then if our Christian faith is working, we would know how to handle all these and still manage to be happy and serene in a way that goes be-yond the physical, emotional and mental, etc.
There is something in us that can accom-modate the prescriptions of God’s grace that solves everything, even those things that we ourselves, with our human powers, are unable to solve. God’s grace can take care of everything! What is impossible with us is always possible with God.
We have to learn how not to be overly or even unduly affected by the unavoidable troubles we are going to have in this life. To be sad, depressed, worried, discouraged, etc., is simply not a healthy state for us to be in. We are meant to be happy, which does not mean that we simply ignore our problems and troubles.
Sadness restrains if not prevents us from do-ing our best in whatever we do. It’s a drag, a very toxic state to be in. It paints the world and life itself in dark, gloomy colors. It tends to make us hide, feel lonely and not face our responsibilities. It has to be eliminated early enough before it becomes worse, affecting our very soul.
Sadness can adversely affect our cogni-tive powers, our memory, our ability to make decisions. It can also affect us physically and our over-all health. It can leave us stressed and drained out.
To overcome sadness, we have to see to it that we feed our soul properly with prayers, strengthening our faith, hope and charity, so that all the assurances and ever-reliable promises of God would not be lost in us. When our soul is animated with the spirit of God, nothing can actually disturb or trouble us. And we can afford to be cheerful and at peace even amid huge difficulties.
With that outlook, we can see things more clearly, we can penetrate into the sphere of the spiritual and supernatural, we can work better. In fact, we would be in a much better condition to deal with our problems and troubles. There just are many advantages that we can enjoy when we man-age to be truly happy and peaceful.
Everyday, we have to spend some time putting ourselves in a state of joy and peace. We have to take note of all the possible sources of troubles during the day so that we would be better prepared to deal with them without compromising our joy.
This, of course, will not spare us from some pain and suffering, and so we just have to learn to suffer by having the same spirit and attitude Christ had toward his passion and death. It is important that we meditate often on Christ’s pas-sion, death and resurrection, so we would have a complete picture of things and understand better why there are troubles and why there is hope.
Let’s remember Christ saying, “In this world you will have trouble. But take heart, I have overcome the world.” (Jn 16,33)

“At the onset of the coronavirus disease (COVID-19) pan-demic, we closely coordinated with the local government units (LGUs) for them to assist NFA in buying locally produced rice under our ‘Buy Local, Eat Local’ Program,” Francis Rosaro, DA-8 information officer shared.
He said that the NFA buying stations procure clean and dry palay at Php 19 per kilogram as part of the national government’s mandate.
The official added that NFA is also exploring mobile buying stations by picking up palay right from the farm instead of the farmers transporting them to buying stations.

EXPLANATORY NOTEWHEREAS, RA No. 7160, otherwise known as the Local Government Code of
1991 provides the local Government units all the power to deliver and/or regulate basic services and facilities including primary and secondary tourism enterprises;
WHEREAS, Section 37 of Republic Act No. 9593, otherwise known as the Tour-ism Act of 2009 states that LGUs in consultation with stakeholders, are encouraged to utilized their powers under Republic Act No. 7160, otherwise known as the Local Government Code of 1991, to ensure the preparation and implementation of a tourism development plan, the enforcement of standards and the collection of statistical data for tourism purposes.
WHEREAS, The Department of Tourism has developed its licensing regulatory powers over the operations and maintenance of aforesaid establishments.
WHEREAS, the pre-requisite for accreditation by the Department of Tourism of the aforesaid tourism enterprises is the licensed or permit to operate from the local government unit;
WHEREAS, the tourist arrival statistics data show the tourism situation of the province to gauge economic impact and viability in evaluating tourism events, celebrations or activities and is considered as a basic requirement to support proposals for tourism development projects particularly in accessing possible financial resources;
WHEREAS, under the 2018 list or requirements for the grant of Seal of Good Lo-cal Government (SGLC) for provinces, cities and municipalities is the establishment of Tracking System of Tourist Data (at the minimum: tourist arrivals and tourist enterprises)
Be it enacted by the Sangguniang Panlungsod of the City of Borongan in session assembled:
SECTION 1. TITLE – This ordinance shall be known as “(BTSO) Borongan’s Tourism Statistics Ordinance”
SECTION 2. DECLARATION OF POLICY – It is mandatory to ensure that quality tourist service is provided thus there is accurate statistics needs to be generated. Tourist statistics data is established to:
a. Provide the City of Borongan statistics reports on tourist arrivals, reflective of the actual tourism situation of the city, to be used as basis in determining and evaluating the economic impact and viability of tourism programs, events, celebrations and activities in the City of Borongan.
b. Make available the tourism arrival statistics for continuous conduct of tourism education and seminars to front desk officers and staff of all various hotels, pension and lodging houses in the city.
SECTION 3. DEFINITION OF TERMS Tourism Entities – are establishments like (hotels, resorts, apartelles, tourist inns,
motels, pension houses, home stay operators, and the like), Travel and Tour Services (travel agency operators, and tourist and land transport operators), Tourism Front liners (tour guides, eco guides), and Tourism Related Entities (Agri-tourism/farm sites, museums, pilgrimage sites, restaurants).
Primary Tourism Enterprises (PTE) – facilities and services that are directly related to tourism such as, but not limited to, travel and tour services: inbound travel agencies and tour operators, local tour operators, ecotour operators and tour guides; tourist transport services whether for land, sea and air transport exclusively or majority of its seats are for tourist use, including airport taxis and tourist drivers; accommodation establishments such as, but not limited to, hotels, resorts, apartment hotels, tourist inns, motels, pension houses, private homes used for homestay, ecolodges, condotels, serviced apartments, and bed and breakfast facilities; hotel and tourism estate management services; meetings, incentives, conventions and exhibition organizers and facilities; sports and recreational facilities such as, but not limited to, dive shops, amusements parks, adventure and ecotourism facilities; foreign exchange dealers and such enterprises as may be identified by the Secretary, after due consultation with concerned sectors.
VAS forms – Visitor’s Arrival Survey; a standard tourist statistics data format from the City Tourism Office.
RA 9593 – An act declaring a national policy for tourism as an engine of invest-ment, employment, growth and national development, and strengthening the department of tourism and its attached agencies to effectively and efficiently implement that policy, and appropriating funds thereof.
DILG Memorandum Circular 2019-17 – Primary Tourism Enterprises (PTEs) such as hotels, resorts, inns, and other accommodation establishments are required to secure accreditation from the Department of Tourism (DOT) for issuance of license or permit to operate.
SECTION 4. SUBMISSION OF REGULAR MONTHLY REPORTSAll Tourism Entities which include Accommodation Establishments in the City of
Borongan are hereby required to submit regular monthly report on tourist statistics data to the City Tourism Office as requirements, among others, for mandatory accreditation with the Department of Tourism;
a. The reports shall be submitted for each month beginning on or before the 5th of the month following the effectivity of this ordinance. Such that January reports shall be submitted on February 5 and so forth for the other succeeding months.
b. All tourism entities shall be provided with a standard tourist statistics data format from the City Tourism Office using the official Visitor Arrival Survey forms (VAS Forms) of the Department of Tourism to ensure concise and comprehensive report.
SECTION 5. VISITOR’S ARRIVAL SURVEY a. Primary Tourism Enterprises please see attachment ANNEX A of this ordi-
nance. SECTION 6. BUSINESS PERMITS – No business establishment in the City of
Borongan shall operate as tourism entity without the business permit or license issued by the Mayor’s Office and the accreditation by the Department of Tourism as mandated in Republic Act 9593 and pursuant to DILG Memorandum Circular 2019-17.
SECTION 7. FUNDING – Funding for this ordinance shall be sourced from available fund appropriated for the City Tourism Office.
SECTION 8. PENAL PROVISIONS – In violation of this Ordinance, the offender shall be meted with the following penalties.
FOR 1st OFFENSE – written warning with order to comply with the requirements.FOR 2nd OFFENSE – a fine of Four Thousand Pesos (P 4,000.00).FOR 3rd OFFENSE – a fine of Five Thousand Pesos (P 5,000.00) and/non-renewal
of business permits.SECTION 9. SEPARABILITY CLAUSE – In the event that a provision of this Or-
dinance is found or decreed to be invalid or unconstitutional all other provisions hereof not affected by such pronouncement or decree shall remain to be in full force and effect.
SECTION 10. REPEALING CLAUSE – All ordinances, rules and regulations, or parts thereof, in conflict or inconsistent to the provisions of this ordinance are hereby repealed or modified accordingly.
SECTION 11. EFFECTIVITY CLAUSE – This ordinance shall take effect in ac-cordance with the applicable provisions of the Local Government Code of 1991.

Explanatory Note:WHEREAS, Trafficking in Persons especially women and children, is a global
concern that needs a proactive and coordinated response at all levels;WHEREAS, the Philippine government declared its full support to the worldwide
campaign to fight trafficking in persons when Congress passed the Republic Act 9208, otherwise known “Anti-Trafficking Act of 2003” which was formally signed into law by the President in May 26, 2003;
WHEREAS, the Sangguniang Panglungsod passed into law City Ordinance No. 45 Series of 2010 to fill the gaps not addressed by the Republic Act 9208;
WHEREAS, Information dissemination is an important avenue to educate the public that the City will not tolerate human trafficking;
WHEREAS, the City Government recognizes the need to tap the support and coop-eration of the Private sector in fighting Human Trafficking within the jurisdiction the City;
WHEREAS, the City Inter Agency Council Against Trafficking (CIACAT) noticed that one of the areas where human trafficking can be committed are in these establishment engaged in the hotel industry; and;
THEREFORE, the Sangguniang Panglungsod of Borongan in regular session assembled, hereby ordains, that;
SECTION 1. SCOPE. – This Ordinance shall apply to all establishment doing business in the City that are engaged in the Hotel industry; (such as boarding house, lodging house, beach resorts, pension houses, ktv bars, apartments, etc.)
SECTION 2. POLICY. – It is the policy of the city government to take a firmer stance against trafficking in persons by penalizing certain acts or omissions that can be considered as violation of this Ordinance.
SECTION 3. DEFINITION OF TERMS. – Human Trafficking – refers to the re-cruitment, transportation, transfer or harboring or receipt of person with or without the victims consent or knowledge, within or across national borders by means of threat or use of force or other forms of coercion, abduction, fraud, deception, abuse of power or of position, taking advantage of the vulnerability of the person, or the person, or, the giving or receiving of payments or benefits to achieve the consent of a person having control over another person for the purpose of exploitation which includes at a minimum, the exploitation or the prostitution of other forms of sexual exploitation, forced labor service, slavery, servitude or the removal or sale of organs.
Hotel Industry – is all form of business relating to the provision of accommodation in lodging, food and drinks and various types of other services that are interconnected and form intended for public service, both of which the use of lodging facilities or simply use or the production of certain hotel services.
SECTION 4. COMPLIANCE OF POSTER. Covered establishment are required to put up a poster or notice against human trafficking. The size of the poster shall be 15”x22”, font size shall be no less than 48 (Arial Bold). The inscription in the poster shall state “Zero Tolerance for Human Trafficking”. We will report any suspicious activity and cooperate with the law enforcement in the investigation of cases. PNP hotline number 09066655665 and DSWD hotline number 09475625575.
The poster shall be placed at the entrance door of the establishment and should be visible enough to the public.
To give sufficient time to all affected establishment, they are given sixty (60) days from the effectivity of this ordinance to comply with the same.
Section 5. PENALTY. For the first violation of non-compliance, the establishment shall be reminded in writing that they should put up the poster. For the succeeding viola-tion, the establishment shall be fined a penalty of 5,000.00 per visit. For every infraction, a formal notice shall be sent by the CIACAT and the establishment shall be given five (5) days to comply. Failure to heed or comply after the third visit will result to a continued assessment of penalties and/or recommendation for closure of business to the office of the Mayor for appropriate actions.
SECTION 6. REPEALING CLAUSE. All ordinances, resolutions, executive issu-ances, or rules and regulations or parts thereof, whose provisions are inconsistent with or contrary to the provisions of this Ordinance are hereby deemed repealed, amended or modified accordingly.
SECTION 7. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this ordinance is held unconstitutional or invalid, the other sections or provisions not affected thereby, shall remain valid.
SECTION 8. EFFECTIVITY. This ordinance shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
