Grayson Harvey (15), former Crescent Elementary student and currently a student at Abraham Lincoln, worked with other Troop 3 members to complete an Eagle Scout Project in the Crescent Nature Trail on Saturday, April 21st. Grayson designed and built an outdoor classroom for our students to use. In addition to benches and writing areas, the classroom also features a full size whiteboard and podium. We are grateful for Grayson’s generosity and classes were using the space the following Monday. We would also like to thank the volunteers who helped with the project as well as the Crescent Elementary PTO for helping with funding. Thank you, Grayson!

Outdoor Classroom!

Sunday, 4/29/12 — The day after the Crescent Beautification Day. I can officially say it was a successful and fun day. The volunteers filled half of a 20 yd dumpster with trash and cleaned both parks, spread mulch, cut trees and cleaned the outside of the community building and bridge in town. The most exciting thing for me is, we are building a stronger community. The many volunteers had a picnic at the Vet’s Monument park. Food was donated by Kief’s Full Throttle, Pink Poodle, Henry’s Diner and Denny’s Place. Mid American Energy donated the trash bags and gloves, plus $100 for expenses. I want to thank everyone who helped and donated! Next year will be bigger and better! —Thanks, Brian Shea

MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING April 2nd, 2012...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Shea called the meeting to order. The following Council members were present: Anderson, Clark, Jacobsen, Stokes. Morgan, absent. MOTION BY STOKES, seconded by Anderson to accept consent agenda. Anderson, Clark, Jacobsen, Stokes,all ayes. Motion carried. JOHN HITCHCOCK/SHERIFF CANDIDATE addressed Council with his goals should he be voted in. RESOLUTION 04022012 Water Rates outside City limits was submitted for approval. MOTION BY ANDERSON, seconded by Jacobsen to approve Res. 04022012 to go into effect July 1,2012. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. DUST CONTROL PROPOSAL from Husker Chem Sales submitted for approval. MOTION BY STOKES, seconded by Anderson to approve proposal from Husker Chem Sales. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. MANHOLE SPECS were discussed. Anderson stated that they have been reviewed by both Jim Campin and John Hamilton and that Anderson has been in touch with Olsson & Assoc. to begin the bidding process. Item description will be in the Nonpareil soon requesting bids and bid opening will be May 7, 2012 to award. SEVERAL ITEMS were submitted by Mr. Romeo in regards to the property off of Hwy. 988. ITEM 1. Parcel split of 5 acres on far west end of property and north side of Old Mormon Bridge Rd. MOTION BY CLARK, seconded by Anderson to approve parcel split. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. ITEM 2. Splitting remaining property into 1 acre parcels. There was discussion on this item and Council would like to see a plan. Each parcel split needs to come in individually after council has seen a preliminary plan. This item needs to be rephrased and will be revisited. ITEM 3. Approve a well permit for the above 5 acre parcel split with the understanding that once city water becomes available that the property owner would be required to tie into city water line. MOTION BY CLARK, seconded by Anderson to approve a well permit for this 5 acre parcel with the understanding that once city water becomes available that the property owner will be required to tie into city water line at property owners expense and according to city ordinances. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. ITEM 4. Approve a septic permit for the above 5 acre parcel split with the understanding that once city sewer becomes available that the property owner would be required to tie into city sewer line. MOTION BY ANDERSON, seconded by Jacobsen to approve a septic permit for the above 5 acre parcel with the understanding that once city sewer becomes available that the property owner will be required to tie into city sewer line at property owners expense and according to city ordinances and that when city sewer is available, Bob Romeo will provide at his cost a lift station if deemed necessary by the city’s engineer and placed at engineers discretion within six months of city sewer availability. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. ITEM 5. Approve preliminary building design proposed by Greg Morris. Item was tabled. ITEM 6. Approve building burn. This would be the old Romeo office building. He has offered this building for training purposes for the Crescent Vol. Fire Dept. Per Fire Chief Galen Barrett, IDNR permit requires that material must be tested prior to this being feasible. This would all be done at Romeo’s expense. This would provide an excellent training for all dept. members involved. MOTION BY JACOBSEN, seconded by Stokes to approve burning the building for training purposes subject to all rules, regulations of IDNR and that there is no cost and no liability to the city. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. MAYOR approached the Council requesting a tank only permit at OLHVM park. Volunteers would put this tank in and this would enable a restroom in the future at this park. There was some discussion about the fee and where the fee goes. Mayor will research this. MOTION BY JACOBSEN, seconded by Clark to approve tank only permit at this park after it is determined where the fee goes and what it is for. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. JIM CAMPIN/PARK reported that the park is open. The ball diamond has been reshaped and some of the teams are already full. Fence will be locked when the field is not able to be played on. Weeds have been sprayed. Campin would like to emphasize that COMMUNITY involvement is needed. The playground equipment is up and done. Sand will be added to this area soon. Volleyball stands will be coming soon, if you would like to sign up for leagues contact Jim Campin. A new purchase of picnic tables was made, so those will be coming soon. GALEN BARRETT/FIRE CHIEF reported that March consisted of 28 calls which brings yearly total to 68. Hazel Dell and Rockford Township fire/rescue contracts submitted for council signatures. RON OLSON/PLANNING & ZONING reports that there will be a meeting April 9th, 2012 @ 6:00pm. Fence applications for 701 Old Lincoln Hwy approved. Building application to move 3 storage sheds at 110 E. Florence St. were approved. Room addition at 1911 Old Lincoln Hwy was approved. CHUCK STOKES/MAINTENANCE reported that tubing is being installed behind the maintenance building which should solve the problem of run off onto the track. There will be a CITY WIDE CLEAN UP DAY on April 28th, 2012 from 9:00am to noon. A picnic at the Old Lincoln Hwy. Veterans Monument park will be held after the cleanup. There will be a school meeting April 16th at 7:00pm at the school. MOTION BY STOKES, seconded by Anderson to adjourn the meeting. Anderson, Clark, Jacobsen, Stokes, all ayes. Motion carried. Norma Rieck: I would like to have witnessed the shot that was heard around the world that started the American revolution. It was 4am, Wednesday, April 19th, 1775 in Lexington, MA. Emma P.: I wish I would have witnessed my mom and dad’s wedding. It would have been fun. I have never been to a wedding and would love to go to one like that. This is because she had so many adventures in her life, like when she and her sister Carrie almost got lost in the blizzard or when they almost got lost in the slough and met the Wilder boys. I would have liked to ride one of the ponies - they run about 76 miles per hour and switch off once in awhile. Faith S.: I wish I would have witnessed the invention of the first piano. What’s Up at CECC?Submitted by Linda Brewer

The six days off of school for spring break, at the beginning of April, gave our school-age kids time to do more activities than usual at the center. We did some Easter crafts and, of course, dyed eggs for our Easter egg hunt. We ended up hiding 150 eggs, and it only took about ten minutes to find them. Though we are still finding the occasional one in some out of the way spot. We have several people to thank for donating eggs: Scott Kepler, Roger Collins and Kim McKenzie. We also thank Troy Thomason for helping hide them and bringing some small ducks for the kids to see. It seems every month we are thanking Marvin Collins for fixing something, and again, he’s been working his way through our bikes. We are grateful for all the donated bikes, but if it weren’t for Marvin, we’d not be able to use many. Among a dozen bikes, there is always something wrong with one of

them, and Marvin keeps them in shape. We also thank JoAnn Allmon for donating books and other items. She is a retired teacher and even passes on lesson plans and teacher materials. When you’ve spent years and probably your own money developing these things for your classes, it’s hard to just throw them away! The kids thank Nicholas McKenzie for donating a pedal tractor and wagon. He told us he had just gotten too big but he wanted the “little kids” to have it. (He’s six.) Our preschool curriculum the last couple of weeks has been on plants, which is appropriate since it seems that all the plants around here just suddenly burst into leaf and flower. We’ve cut open seeds to look at the tiny plants inside. We are planting some in egg cartons to start them. Then we’ll move them to our garden and, hopefully, watch them grow. We’ve also been looking at the trees in

our yard and the neighbors’ yards. We have lots of kinds of trees, both broad leaf and evergreen, and all the kinds have different bark and leaves or needles. Our snacks have mostly been things that come from plants, and we’ve learned a lot about what plants do for us and why we need them on earth. Next, we will spend some time on music and instruments because we will be taking the preschoolers to the Omaha Symphony’s Mission Imagination concert for young children. It is a great way to expose them to classical music and orchestras, something not usually in their everyday lives. It’s hard to believe the school year is almost over. If you are thinking of enrolling a child for preschool next fall, we will start the day after Labor Day. Contact us for more information or to get the enrollment papers or if you would like to bring your child for a visit. Over the last few years we have written several grants that have helped us with many much needed improvements in the park. Including...

• New chain link fencing around the ball field.

• New all-weather ball field.• New dugouts.• New batting cage.• New lights for volleyball courts.• New referee stands, nets, adjustable

poles for volleyball courts.• New concession stands at west end

of park.• New upgrades to east concession

stands...including Crescent Roadrunners logo.

• New playground equipment installed between ball field and volleyball courts.

That being stated, we still have more to work on:

• Ball field lights.• Tennis court fencing.• Tennis court reconstruction.• Tennis court lights.• Ball field scoreboard.

As you can see, we have come a long way to a much improved park. It is becoming one of the best parks around!!

Crescent Parks and Recreation

We’re asking for the public’s help in obtaining a scoreboard so we may continue with other projects. The grants take time to write and there is no guarantee. A scoreboard is needed asap. We are on our second year with the revived little league town teams. Last year we had a U10 and U8 boys baseball team, as well as, U10 girls and tee ball teams! This year we have U12, U8 boys teams and also U10 girls and tee ball teams. So, you can see the need for a scoreboard!! We are setting up tournaments for all ages, also and the scoreboard would be nice. The cost for purchase and installation is $5000. So, again, we ask for your help in any donations you can make towards a scoreboard. You can ask for a receipt for tax purposes as well. Please help us continue with the upgrades at the park and make a donation as we will be forever thankful! Several parents, teachers and residents attended the meeting Monday, the 23rd at Crescent Elementary. District representatives are interested in making Crescent a Focus School for Science and Technology. To do so, it is up to us as a community to increase attendance. According to Martha Bruckner, Superintendent, we have top test scores, a state-of-the-art facility, top-notch teachers and support from the representatives. All we need are more students! We need to bring our numbers up by approximately 25 students. After much discussion a committee was formed to research ways of increasing enrollment. Crescent is now forming Daisy and Brownie Troops for Fall 2012. Daisies are Kindergarten and 1st grade. Brownies are 2nd and 3rd grade. Please Join Us - May 7th! Have you ever stopped in at Crescent School? If so, you were probably greeted by Roberta Van Buskirk, more famously-known as “Birdie” to all the students and staff. She will be retiring from Crescent Elementary this year. Please join us for a reception on Monday, May 7th from 4 - 6 pm in the school gym and wish Birdie the best of luck in retirement! Hit the Trail! Our April Family Outing was a bike ride down the Western Historical Trail. All students and their families were encouraged to bring their bikes and get some exercise! Living Loess Hills! Our May Family Outing will be to tour several of the Living Loess Hills attractions. We will be visiting Honey Creek Creamery, Harvest Studio, Gallaher Designs, and Loess Hills Workworks. All of these monthly family outings have been made possible by a Neighborhood Networking grant from Promise Partners. A Busy Spring! Our students presented spring concerts in April. The 5th grade Promise-to-Succeed program will be held May 17th. Kindergarten graduation is planned for May 18th. The talent show and field day are planned for the last day of school, May 24th. Any interested parents willing to help with field day are encouraged to contact the office. Help Us Collect! We continue to collect Box Tops and Labels for Education (Campbell’s soup labels and many more products) year round. These items can be dropped off at Crescent School or dropped in the bin at American National Bank in Crescent.

Interested in Scouting? Plans for a County-Wide, Multi-Use TrailSubmitted by Brian Leaders, Committee Chairman

The National Park Service (RTCA) and Pottawattamie County Conservation has partnered together to develop a county-wide trail plan for Pottawattamie County. This partnership began the process in January by inviting representatives from every community in the county and any residence that would like to be on the steering committee. After two meetings, the committee had a total membership of 55 people with representation from every community in the county. In addition to the communities and resident members, the committee has gained representation from community groups such as, County Supervisors, Iowa Western Community College, Alegent Health and the Natural Resource Conservation Services. Five “Listening Session” meetings were scheduled throughout the county. Four were held for land-based trails in Neola, Carson, Avoca and Iowa Western Community College. A fifth meeting was held at Botna Bend Park in Hancock to gather information about water-based trails. All meetings experienced good attendance with nearly 150 participants in total. Participants learned about the role of the National Park Service (RTCA) Rivers, Trails and Conservation Assistance Program in partnering with community groups to conserve rivers, preserve open space and develop trails and greenways. Participants also learned about the benefits of trails through quality of life, health and wellness, outdoor education, crime reduction economic gain, alternative transportation and safe routes to school for children. Participants were given an opportunity to express any concerns they may have and to ask questions. A large portion of the meetings included a planning session in which small groups discussed the potential for trails throughout the county. The small groups were given maps of the county and were asked to draw where they felt trails were most important and would benefit the county and its communities. These maps will be digitized into a computer and one overall map will be developed based on the suggestions. The most popular routes selected were Council Bluffs to Crescent to Hitchcock Nature Center and Council Bluffs to Underwood to Neola. Once the map is finalized by the steering committee, it will be presented to the County Supervisors, the residence of Pottawattamie County and other agencies throughout the county. A final plan is expected to be done by early June.

Annual Easter Egg Hunt with the Crescent Community of Christ and Crescent Optimist was held on Saturday, March 24, 2012 and it was a huge success with 58 children in attendance and not a cloud in the sky. Winner of the boy’s Easter drawing was Matterson McCoy, Winner of the girl’s Easter drawing was Anna Newby. Thank you for all who attended and we look forward to seeing you next year.

The Crescent Innovators held their March 20th meeting at Woodlands Community Bible Church. The meeting was called to order by Caye Schnackel at 7:10 p.m. Victoria Holcomb led the Pledge of Allegiance. Thirteen members were present and nine adults. New business discussed was the club’s spaghetti dinner for our fund raiser. The dinner was be held at Henry’s Diner in Crescent from 5-7 p.m. on Sunday, April 15. Victoria Holcomb talked about this year’s West Fair booth theme, “Brighten Your World”. Also, 4-Hers attended West Fair on April 22, to participate in Earth Day activities.
