One who is well acquainted with the hamlet's charms is 101- year-old Virginia Munger, the 2019 grand marshal at Saturday's (Feb. 9) parade. She arrived here in 1925 from New Mexico. There was no Interstate 10 at the time and her family had to use the Old Plank Road to make their way to Holtville. Like many settling in the Golden State, they sought a better life. She married Willis Louis Munger and had four chil- dren, all of whom graduated from Holtville High School. Munger said being named grand marshal was an honor and came as a surprise. She was selected unanimously to be the 72nd Parade Grand Marshal by the Holtville Chamber of Commerce board. "I was so excited, I thought they'd made a mistake, bless their hearts. I think they just went down their list and got the oldest one," Munger said. Munger said she most enjoys the marching bands, and said that the parade is for youngsters. "When I was a teacher's aide at Finley (School), I walked with the little ones in the parade," she recalled. "They're so enthused and I enjoyed the beautiful music. And you see old friends you haven't seen in quite a while, so it's like a family reunion. Waiting for the parade to kick off in a camp chairs was Brittany Bye and her family. Brittany said she loves the horseback riders and the veterans' float. Her hus- band, Jeremy, is an English teacher at McCabe Elementary in El Centro and they were there to support the marching band. WILLIAM ROLLER PHOTO Calexico Council Green Lights Rehab Change Order, Boosts City Manager's Fiscal Authority BY WILLIAM ROLLER Cross-border traffic could flow more freely this spring as the Calexico City Council approved more funds for the Cesar Chavez Boulevard improvement project. The lanes added by widening Cesar Chavez Boulevard are aimed to expedite traffic headed to the West Port of Entry and relieve congestion on Imperial Avenue, said Lilly Falomir, pub- lic works manager. "We're still within our budget because the contractor, Pyramid (Construction Aggregate Inc.), came in with such a low bid," she said. "The change order came about because of the recent rains; we saw how storm run-off flood- ed the street." Despite an additional $252,000 for pipe installation, retention basin and drywell con- struction, plus $2,650 for a Welcome to Calexico sign, a Department of Transportation grant the city received will cover the added costs, also known as a change order. "We don't have a welcome sign yet and this one will be placed at the traffic signal light at Second Street and Cesar Chavez Boulevard so anyone crossing the border is greeted as soon as they arrive," Falomir said. The additional work had not been anticipated during the design phase and the drainage improvements at Pierce Avenue and Cesar Chavez Boulevard will likely save money in the future with preventive maintenance now. In other city business, the council: "Authorized an increase of fiscal powers of the city manager with a 4-0 vote. The action increased his authority to make city purchases from $10,000 to $25,000. City Manager David Dale supported the move, explaining that one of the mis- sions of city administration is to provide the most efficient servic- es possible. "If we call a special meeting every time we have a warranted expenditure, it costs the city extra money," he said. At its Tuesday, Feb. 12, meeting, the board unanimously approved a resolution supporting a $200 million federal contribution to address the critical agricultural and environmental con- cerns facing the Salton Sea. District 3 Supervisor Mike Kelley said the county signed a memo- randum of understand- ing with IID agreeing that there will be no more water transfers. He said that in the meetings between the county and IID there has been no discussion about the drought contingency plan. "I would like to hear a recommendation other than the IID for the county as how to pro- ceed on the transfer of our water," Kelley said. He added that he thinks the water transfer to Lake Mead will be more beneficial to other dis- tricts and not so much to Continued on page 4 BY WILLIAM ROLLER The Calexico City Council chose a well- known merchant to fill the seat on the board left vacant by former Mayor Pro Tem Jesus Escobar, who resigned after he was elected as Imperial County District 1 super- visor. Morris Reisen, owner of Sports International since 1979 who has since left the business, was appointed to the council by a 4-0 vote. He will be sworn in at the next City Council meeting Feb. 20. Reisen was an unsuccessful council candidate in the November election. "I was very surprised at the unanimous vote," he said. "It shows they have trust in me." Reisen said his first priority is to get together with the rest of the coun- cil and conceive a way to attract 40,000 local residents and 1 million Mexicali residents to shop downtown Calexico. "We have to bring in anchor stores - Ross Dress for Less," he said. "I want to contact JC Penney headquarters in Texas and see if they'll come back." Continued on page 3

No matter how far nativesons and daughters wander fromhome, Holtville's Carrot FestivalParade is the clarion call to makethem take the return journey totheir small town.

One who is well acquaintedwith the hamlet's charms is 101-year-old Virginia Munger, the2019 grand marshal at Saturday's(Feb. 9) parade.

She arrived here in 1925 fromNew Mexico. There was noInterstate 10 at the time and herfamily had to use the Old PlankRoad to make their way toHoltville. Like many settling inthe Golden State, they sought abetter life. She married WillisLouis Munger and had four chil-dren, all of whom graduated fromHoltville High School.

Munger said being namedgrand marshal was an honor andcame as a surprise. She wasselected unanimously to be the72nd Parade Grand Marshal by

the Holtville Chamber ofCommerce board.

"I was so excited, I thoughtthey'd made a mistake, bless theirhearts. I think they just wentdown their list and got the oldestone," Munger said.

Cross-border traffic couldflow more freely this spring asthe Calexico City Councilapproved more funds for theCesar Chavez Boulevardimprovement project.

Pop culture celebrities andlocal comic artists and writers, acosplay contest, video game tour-nament and live panel discus-sions were just a few of the high-lights at the 2019 Imperial ValleyComic Con, a two-day event heldat the Ricochet ConventionCenter in El Centro on Saturdayand Sunday, Feb. 9 and 10.

The event was organized byMetahumans comic shop ownerRuben Najera.

Marvel Comics artist Josef

Rubinstein, best known for draw-ing the characters Wolverine,Thanos and Gambit, was avail-able for autographs. Rubinsteinalso provided the cover art for theofficial Imperial Valley ComicCon 2019 preview comic book.Two versions of the IVCC 2019comic were available, one featur-ing Rubenstein's version ofMarvel Comics' Venom and theother with Thanos.

Various actors from thePower Rangers television fran-chise were also on hand. WorldWrestling Entertainment iconVickie Guerrero posed for pic-

tures and signed autographs forfans. Nick Palma, who works as astuntman in major motion pic-tures, was also a strong presenceat IVCC 2019.

"I played Michelangelo in'Teenage Mutant Ninja Turtles 2'and did some parts as Donatelloin ('TMNT 3'). I was also in themovie 'Stargate.' 'The Rundown'with the Rock, I was in that. I wasalso in 'Ted 2' and 'John Carter ofMars,'" Palma said. "The originalMichelangelo costume I worewas created by Jim Henson. I'mcurrently working on my ownprojects and movies."

Local comics legend DaveGarcia and newcomers fromaround the Imperial Valley wereat IVCC 2019 promoting theircreator-owned comics.

Garcia, creator of "PandaKhan" and "Shadow of the West,"who drew for both "The Tick"and "Teenage Mutant NinjaTurtle" comics, is a Holtvillenative and longtime comic artistwho was featured at IVCC 2019.

"I started my professionalartist career at the HoltvilleTribune. Quentin Burke had medraw some stuff for the paperwhile I was still in high school.He hired me again when I got outof the Army. I did the covers forhis 3-D magazine stuff. He alsodid this Jeep book he was pub-lishing, about the care and main-tenance of old Jeeps. I did theillustrations."

When asked about any advicehe had for up-and-coming artists,Garcia said, "Draw if you want tobe an artist. Draw. It's a job.There's no better way of doingsomething than doing it. Maybeyou'll fail, but at least you'll learn

something."Michael Angelo Romero of

El Centro was signing copies ofhis comic, "Little Sea Monster.""I was extremely bored in mathclass in high school, so I did acomic strip and I showed it toeveryone and they liked it. So, Icame up with this comic charac-ter, Little Sea Monster," Romero

said. "Actually, my character'sfirst published appearance is inthe IVCC 2019 preview comicbook. People at the conventionhave read it and then have comeback to buy a copy of the firstissue of my comic."

Romero said he first came outwith the comic with digitalreleases in 2015. He said herecently restarted the Instagramfor the comic, which has gone

Winners' Circle Of Talent Awes Grateful Carrot Fest GoersBY WILLIAM ROLLER

Despite threatening skies,runners were out in force, whichthrilled the crowd braving theelements to cheer on competitorsjust after sunrise Saturday, Feb.9, to kick off the 72nd CarrotFestival Parade.

The event began with a 4K

walk/jog that saw some competi-tors pushing strollers. RaePolkinhorn from El Centro wascompeting in her fifth event.

"The 4K is lovely; you gounder the railroad trellis and goby the park - much easier on thefeet," Polkinhorn said.

Other races included a quartermile for ages 8 and under, a halfmile for ages 12 and under, an

open one mile and a 5K. In thelatter, Holtville High School run-ners took the top-three spots.Finishing first was EddieQuintero; second, FabianRendon; and third, Alan Jimenez.Last year's winner, AutumnPlourd, returned to try and repeat.

"I've run this event at leastfive times," she said. "I'm train-ing for Iron Man in Tempe,Arizona, in November, so thiswill give me plenty of lead time."

At the conclusion of theparade, Anita Martinez, chiefexecutive officer of the HoltvilleChamber of Commerce,announced the winning paradeparticipants among the 84 entries.In the vehicle entry, it was theBorder Patrol El Centro Sectortaking first; second was DonStewart; and third was Maria andMario Martinez. For the equestri-ans, first was the Hole-in-the-Wall Gang; second, Valle del losCaballos; and third, VictorianRoses Ladies Riding Society.

For the car clubs, first was theBlu Knights Imperial Valleychapter; second was theSunrunners; and third was theHoltville Car Club. In the ele-mentary school drill team catego-ry, first was Westmorland Mini

Dance Team; second, FinleyASES; and third, Desert GardenElementary School of El Centro.For junior high schools, first wasMeadows Union of El Centro. Inhigh schools, first went toCalexico High School, with sec-ond going to the Calexico NavyROTC.

In the marching band catego-ry for middle schools, first was

Holtville Marching Warrior PrideBand; second, McCabe Union ofEl Centro; and third went toMeadows Union. As for highschools, first was the CalexicoHigh School Bulldog MarchingBand; second, Holtville VikingsBand of Pride; and third, BrawleyWildcats Marching Band.

"I didn't even know they hada drumline competition, thatsounds awesome," Bye said."We'll probably stay for the foodand maybe eat too many snacks."

Irene Gonzalez arrived fromCalexico, where she formerlytaught physical education at DeAnza Junior High School. "I lovethe bands," she said. "We'll stayfor the drumline competition.Calexico has one of the best. Andwe want to go to the carnival toride the Zipper."

Her companion, CathyMorales, said, "It's my first time

at the parade. My husband and Ilike to do all the festivals. Thelast one we did was theBeaumont Cherry Festival (inRiverside County)."

Joel Rendon, a formerHoltville resident, was here tosupport his younger sister whoplays clarinet in the HoltvilleHigh School Viking Band ofPride.

"I'm here to see my little sis-ter, Jacqueline," he said. "I defi-nitely enjoy the food, tacos. Andwe'll stay for the drumline com-petition - it's a must."

Rufino Contreras Honored On The 40th Anniversary Of His DeathBY MARIO CONDE

The murder of RufinoContreras is one of the darkestmoments in the United FarmWorkers strike of the 1970s thatmarked a turning point in thefight to give farmworkers betterworking conditions in the fields.

Contreras was rememberedSaturday, Feb. 9, a day before theanniversary of his death, atMountain View Cemetery inCalexico, where his family andthe community gathered for aprocession and a memorial serv-ice led by Deacon Marco Lopez.

Contreras was 27 years oldwhen he was shot and killed Feb.10, 1979, when he entered a fieldto speak with strike breakers.Three foremen of Mario Saikhonfarms were booked on suspicionof murder but were all releasedon bail. No one was ever convict-ed for Contreras' murder.

Forty years after his death,Contreras is still remembered byhis family and those who knewthem. Rufino Contreras' daugh-ter, Nancy Contreras, was 4 yearsold when her father died and thiswas the first time she spoke pub-

licly about him."My mother told my father

after he died, 'Go in peacebecause I will take care of yourchildren' and I can tell you thatmy mother has fulfilled thatpromise taking care of us andnow looking over his grandchil-dren," Nancy Contreras said. TheContreras family resides inMexicali.

"My father was heartbrokenwith Rufino's death and alwaystook it very personal since he val-ued life and he was heartbrokenwhen this happened, and he madeit a point to stay in contact withthe family and was always con-cerned about the kids. My fatherwas a big humanitarian and allloss of life touched him personal-ly," Paul Chavez said.

Chavez told those assembledhow Rufino's work during theUFW strike and sacrifice haveinspired the movement that is stillgoing on to protect workers'rights.

Chavez, echoing the senti-ments of his father 40 years earli-

er, said the work improvementsfor farmworkers related to med-ical benefits, shades, retirement,unemployment insurance, lunchbreaks and many more have beenachieved thanks to RufinoContreras.

"My father always said thattrue wealth is not measured inmoney or status or power. It ismeasured in the legacy that weleave behind for those we loveand those we inspire. Rufino wasa wealthy man by leaving a lega-cy of love with his wife and chil-dren," Chavez said.

"When I see the picture ofCesar Chavez it felt really goodbecause Cesar was always therefor us," Nancy Contreras said.

According to the CalexicoChronicle's archives, the UFWorganized a series of memorialobservances in February 1979 inCalexico, including a memorialcandlelight vigil through thestreets of downtown and a memo-rial rally at "El Hoyo" inCalexico at the EmploymentDevelopment Department fieldoffice. Then-California Gov.Jerry Brown and Cesar Chavezattended the funeral services.

Contreras is with them," Chavezsaid according to transcripts ofhis eulogy. "Rufino lives amongus. It is those who have killedhim and those who have con-spired to kill him that have died;because the love, the compas-sion, the light in their hearts havebeen stilled."

Another issue dear to hisheart are park improvements. Henoted there are 8,000 childrenwithout a nearby park. He is alsofocusing on helping rehabilitateReisen Field, which has threebaseball diamonds and recentlyreceived new back stops andfencing but still needs lighting.

"I'll use my contacts to helprepair the parks through in-kindbenefits," he said. "It'll saveCalexico thousands of dollars.There's so many things to bedone. We need to bring in moreindustry, I'd like to get moremanufacturing."

Another candidate under con-sideration for the appointmentwas Camilo Garcia, who brieflyaddressed the chamber audience.Garcia said Calexico faces manychallenges yet also affords manyopportunities.

"We need to diversify theeconomy," he said. "And we must

sit down with our school districtsand higher education institutionsto prepare our young people for afuture. People are our greatestasset. Let's provide our councilwith the tools they need to suc-ceed."

Added his wife, Hortensia:"His ideas are not all talk, but heis committed to make a differ-ence. And the only thing he owesis a dedication to make Calexicoa better place."

Council member DavidRomero, who sat on the ad hoccommittee that vetted the 13 can-didates who submitted a letter ofinterest, explained why he votedfor Reisen.

"What he brings is an entre-preneurial background and aknowledge of downtown, whichwe're trying to rebuild.Downtown is his specialty, buthe's a versatile person. He wasoften there for youth sports. Both

Pop Warner and Bulldog highschool football."

Council member Bill Hodge,also on the committee, praisedReisen for seeing through onproblems that were solved andcontinuing to advocate for thoseunresolved.

"He's very keen to knowwhat's good for Calexico andwhat needs to be worked on,"Hodge said. "He doesn't sitaround and pontificate. He getsout in the community. I look for-ward to working with him."

Many residents on daily errandshave likely encountered thehomeless assembled in enclavesacross El Centro, which is a chal-lenge the City Council is attempt-ing to resolve.

Whether it is across from theImperial Valley MedicalTreatment Clinic at Fifth andState Street, the downtownTransit Center, alleyways offMain Street or near Desert TrailsRV Park, homeless camps havesprung up in recent years, butcouncil efforts offer hope.

Mayor Edgard Garcia noted it isan issue among towns across theUnited States and currently thecity is exploring options for fund-ing and how most effectively touse those funds. He added gov-ernment alone cannot resolve theissue but needs the assistance ofthird-party organizations in pub-lic/private partnerships.

Homelessness is definitely agrowing concern, said councilmember Cheryl Viegas Walker.But efforts are moving forwardwith a federal grant obtained inthe fall through Imperial County,which is designated as the leadagency for what is known as theImperial Valley Continuum ofCare Council. The Continuum of

Care Council was establishedwith the sole purpose of address-ing homelessness.

The IVCCC was awarded a$4.8 million HomelessEmergency Aid Program (HEAP)grant through the U.S.Department of Housing andUrban Development, a portion ofwhich can go to El Centro nowthat the council has passed a res-olution declaring a shelter crisis.Yet one of the difficulties is whatto do with the homeless ratherthan have the police push themfrom one neighborhood to anoth-er, Walker said.

"Until we have places to relo-cate the homeless, we don't havea solution," she said.

The IVCCC Point-in-TimeCount noted there were 1,493homeless persons in ImperialCounty in 2018 with more than300 in El Centro, the most in thecounty. Yet compounding theproblem is there are only about150 shelter beds available andmore than half of those are forwomen only, Walker said. Otherconcerns are addiction, domesticviolence, affordable counselingand job training to return thehomeless to a path of independ-ence, she stressed.

Council member Jason Jacksonmaintains many homeless in ElCentro are from other counties or

out of state who arrived here forrehab or became stranded here.He advocates providing thehomeless with a makeover, achange of clothes as well as a busticket to reunite them with theirfamilies.

"I've solicited funds from pri-vate business and nonprofits suchas Spread the Love (a charityfocused on providing help to thehomeless) to support the effort,"he said. "A lot of them don't wantto be here. But I'd venture about100 have been reunited with theirfamily. Let's address that first."

Jessica Solorio, founder ofSpread the Love, explained it isonly when a property ownercomplains do police investigate,and typically the homeless areasked to leave. But if a homelessindividual is found to have war-rants or in possession of stolenproperty, such as a shopping cartmarked "Vons," then they are inpossession of stolen property andcould be arrested.

"The police are not arrestinganyone for vagrancy," Soloriosaid. "Still, many of the serviceswe can refer them to are free. Yetit is up to an individual to take theinitiative and depends on how farthey want to go through theprocess."

In the prior 16 months, Spreadthe Love has had moderate suc-

cess in helping 19 individuals totransition from the streets tohousing. "We got them into stu-dio apartments by supplementingtheir move-in costs," she said."But there's definitely not enoughshelter beds."

One who also embraced theeffort is El Centro Police ChiefBrian Johnson. He is a boardmember of IVCCC and has spe-cific recommendations of howthe issue can be dealt with.

"I'm a firm believer in the rapid-rehousing model, which encom-passes three things," he said. "Itstarts with affordable drug treat-ment through the grant (HEAP),getting people into shelters andfamily reunification is critical toget individuals back on theirfeet."

Anna Garcia, code enforce-ment department officer, hasengaged with a private propertyowner near the Desert Trailsencampment and informed himhe is accountable for what hap-pens as a result of the homelessstaying there.

"This is private property andthis is something the owner isresponsible for," she said. "Weonly ensure the property is not aneyesore and it has negligibleimpact on neighbors. The proper-ty owner has been cited for non-compliance."

Johnson noted IVCCC canaccess HUD resources for trans-portation to help reunification,but added nonprofits, faith-basedgroups and state government arepart of the solution. As far as thehomeless encampment nearDesert Trails is concerned, policeare working in tandem with thecode enforcement department.

Code enforcement has informedthe homeless they are trespassingand cannot stay indefinitely. Thehomeless are spread over severalparcels in the area belonging tothe state Department ofTransportation, ImperialIrrigation District and a privateproperty owner who are collabo-rating with police.

"We'll have a plan within 60days to update the City Councilwith," Johnson said. "We knowprecisely who's responsible foreach parcel and where theencampments are located."

In downtown, police are con-sidering abatement methods thatcan include camera systems andother tools (locks on trash con-tainers) to prevent crime,Johnson said.

"It is not illegal to be homeless,of course," he added. "But it isillegal to use or sell drugs pub-licly. We'll address those issues asalways."

Caltrans contractors beganwork on Wednesday of this weekto resurface three intersectionsalong State Route 98 at ColeRoad, Andrade Avenue andEncinas Avenue in the City ofCalexico. The paving and strip-ing work will result in long last-ing repairs needed to sustain areliable and safe transportationsystem for the users who dependon these routes.

SR-98 is known as BirchAvenue within the city limits ofCalexico.

Work will take place at ColeRoad/SR-98 Wednesday,Thursday and Tuesday, Feb. 19from 4 a.m. to 7 p.m. each day.The crews will move to AndradeAvenue/SR-98 through the end ofFebruary and then to EncinasAvenue/SR-98 for the first part ofMarch.

SR-98 will be reduced to onelane in each direction and accessto and from Cole Road, AndradeAvenue and Encinas Avenue will

be closed to vehicle traffic duringwork activity at each location.

Motorists can expect delaysand are urged to plan their com-mutes accordingly. Detour signsto use city streets and one-waytraffic control will be employedduring project work.

Imperial County Officials Working To EnsureStability With Local Emergency Ambulance Services

Imperial County officialsannounced late last week that thecounty received an early termina-tion notice from SchaeferAmbulance, doing business local-ly as Gold Cross, effective July14, 2020. The current agreementwith Gold Cross runs throughDecember 31, 2022. Since receiv-ing the notice, local officialsbecame aware of the financial dif-ficulties the service provider isexperiencing affecting the practi-cality of meeting the early termi-nation date.

County officials have beenclosely monitoring the situationto ensure that all efforts to reme-dy the situation are pursuedincluding ensuring a stable work-force and the emergency responseneeds of the community. In addi-tion to the County’s contingencyplanning, County officials arealso aware Schaefer and anotherambulance service provider arehaving private discussions totransition ambulance services forour community. County officialsare confident with this ambulance

service provider’s capabilities toprovide a robust emergencyambulance system focusing onproviding high quality emergencymedical care; however, no furtherdetails are yet available.

“It is important for the publicand our partner agencies to knowthat the level of ambulance serv-ices will continue,” said RyanKelley, Chairman, ImperialCounty Board of Supervisors.“The number one priority at thispoint for the County of Imperialis the public’s health and safety.”The County is closely monitoringGold Cross Ambulance opera-tions, including the staffing anddeployment of ambulances, andresponse time standards to ensurecurrent system demands are met.These monitoring efforts haveshown Gold Cross has continuedto meet the response standardsidentified in the current agree-ment. The EMS Agency is alsoworking closely with first respon-ders and other emergency systempartners to ensure that the actual“on the ground performance” of

ambulance services is workingeffectively.

The County is actively work-ing to ensure a long-term stabilityplan for emergency ambulanceservices and is ready to imple-ment emergency plans to main-tain ambulance services. ChrisHerring, Emergency MedicalServices Manager stated, “I feelconfident that the contingencyplans that we have in place willcover all areas of the county andwill ensure ambulance servicesremain at levels our communityrequires and deserves.”

On Jan. 17, IID requested

$200 million in funding from theU.S. Department of Agriculturethrough the 2019 Farm Bill toaddress the critical agriculturaland environmental concerns fac-ing the Salton Sea anticipated tobe caused by ongoing droughtconditions on the Colorado River.

IID Intergovernmental AffairsDirector Antonio Ortega said atotal of $400 million is needed forthe first phase of the Salton Searestoration plan. There is already$200 million banked from the

state. Ortega said the additional$200 million IID is asking for aspart of the DCP will help pay forthe remainder of the first phase ofrestoration efforts.

"If this is approved, this willbe a testament of the strong part-nership to the citizens that boththe IID and the county represent,"Ortega said.

County counsel clarified thatthe board will only be supportingthe $200 million and the DCPitself.

All lanes of traffic at Sixthand Main streets have beenclosed up to Union Bank, accord-ing to the release. All traffic lanesin the 100 block of North Sixth tothe alley directly behind theBrooks Jewelry building areclosed as well.

"The businesses immediatelyadjacent to the building willremain closed until furthernotice. The businesses across thestreet and Union Bank remainopen. The sidewalk to the southand to the west remains open andthese businesses fronting MainStreet and Sixth Street on thewest remain open," the releasestates.

Then morning of the fire,three fire engines arrived onscene at 3:37 a.m. to find heavysmoke coming from the rooftopand second-story windows. Fireattack crews faced rapid firegrowth and were forced to drawback to safer positions, Cesenasaid.

"Fire crews checked adja-cent businesses and deemed thefire was contained to the buildingof origin. But a coordinated fireattack prevented any further firespread to other properties,"Cesena said.

Mutual aid resourcesresponded to the incident with 13fire personnel from El Centro and27 personnel from multiple firedepartments from throughoutImperial County as well as othercooperating agencies.

Chief Ken Herbert noted theBrooks building was the onlybuilding to sustain fire damage."There's varying degrees of waterdamage from the water (firehoses) spilling down on the busi-nesses on the first floor," he said.

The Brooks Jewelry site isnow occupied by El DoradoPrinting and the Bujwah store.

Herbert said the fire depart-ment will do a structural inspec-tion in a day or two to assure

neighboring businesses are safefrom collapse. There were nodeaths or injuries reported.

Meanwhile, according to apress release from the El CentroPolice Department, officials areasking for any information fromthe public. A man with a ladderwas seen leaving the building ona BMX bike around the time thefire broke out, according topolice.

A press release stated that theman was seen wearing blackclothing and leaving the scene ina northerly direction on SixthStreet.

It was an El Centro patrol ser-geant who followed a smoke trailto the Brooks Jewelry buildingand saw a shattered plate glasswindow on the west side of thebuilding. A second-story was onfire inside the structure and thefire department was summonedto assist, stated El Centro policeCmdr. Aaron Reel in an emailTuesday.

"Based on circumstances andevidence at this time, arson issuspected," Reel stated.

"The second floor of BrooksJewelry looks like it's gutted,"McManus said. "I sure hope theyrebuild it because it was a classicbuilding, like the Barbara WorthHotel when it caught fire in 1964.I'll have some roofers check outall our property as soon as the firedepartment says we can get backin."

Main, contacted by phone,explained he was alerted to thefire by his alarm company whenthe fire department pried open hisbusinesses door. He did not knowwhat the emergency was but went

to the scene immediately."I pulled over on Broadway

and Sixth Street and could seeflames 20 feet high," Main said."I was nervous about our busi-ness when it appeared the flamesspread to our roof, but they didnot. There was no fire damagethat I observed at the time."

He also noted fire fightershad sprayed a lot of water on theroof of his business in order tokeep it cool. Later the fire depart-ment told him ceiling tiles camedown and there was a lot of waterdamage. When the fire depart-ment gives its OK, he will exam-ine his business premises, he saidthe day of the fire.

"I'll get an appraiser toinspect the damage and for whatit costs for repairs I'm sure it'll beexpensive," he said.

Marco Nevarez, anemployee at the Center forEmployment Training on ThirdStreet, a few blocks away, arrivedat the scene at 11 a.m. He saidwhen he arrived at work fivehours earlier, he saw smoke bil-lowing in the air some distanceaway.

"I had no idea where the firewas burning and didn't hear thefire trucks arrive," he said. "Butabout 10 minutes later the smokedisappeared. I just got here to usethe bank but it's closed now."

Although Eric Cox is in thecatering business and has cookedsince he was a child, he had notprepared a wing until the CarrotFestival inaugural Wing Cook-off.

But for Cox, whose BiggenBBQ prepares private in-homechef services barbecuing every-thing from tri-tip to pork, hisgrilled wings took flight at theWing Cook-off, the closing day ofthe 72nd Carrot Festival, Sunday,Feb. 10.

"Once you learn to cook, it's notmuch of stretch to branch out," hesaid. "Everything we prepare ishomemade, from seasoning tosauces … to the love we put in thefood, baby!"

The wings he prepared were

battered in a sweet Asian rub,"but it's got a kick to it," he cau-tioned. He served his wings witha basic Sriracha sauce blendedwith ranch dressing, honey andother proprietary ingredients tem-pered with a "low 'n slow" cook-ing philosophy.

Evidently the Wing Cook-offjudges were feeling the love asBiggen BBQ's Champion Wingstook first prize and a $750 purse,which Cox donated to theDogwood 4-H Club.

"We always deliver five-starservice with our traditionalAmerican barbecue," Cox said.

Working on a grill designed byhis father, Matt Hester ofTorrence’s Farm Implements,explained he likes to volunteer atall the cook-offs since his daugh-ter is active in 4-H. He was part ofthe Verde 4-H team put together

by Kim Grizzle.The grill he was cooking on was

an old propane tank the Torrenceshop fabricator welded into a grillmounted on a wheel axle with atrailer hitch.

"The nice thing about it is whenwe're done we just hook it up tothe truck and haul it off," Hestorsaid. "If it can be barbecued, it'sbeen on this grill. And it's muchbetter than a Weber (grill)because it's got much more sur-face area."

Two months after a fire closedformer operations at the SantoTomas Swap Meet, vendors havelittle faith in the Calexico CityCouncil, city manager or assis-tant city manager to move for-ward on reopening their prioroperations.

Since the Dec. 8 fire, vendorshave been moved to a parking lotsouth of the stalls where they pre-viously operated when about 60of 180 stalls were destroyed byfire and numerous others sus-tained smoke damage.

In an email sent to this paperFeb. 6, City Manager David Dalestated the city will allow the stallsto reopen if the owner of theswap meet obtained a $5 millionbond as insurance against anyfuture disaster as well as meeting

other conditions. The require-ments were discussed at a forumheld at Rodney Auditorium onSan Diego State University-Imperial Valley campus on Feb.4.

There were three vendors -Alberto Alvizu, Cesar Figueroaand Pedro Ortiz - selected by themore than 80 other vendors torepresent them. But the three rep-resentatives declined the foruminvitation because they main-tained the city "was all talk andno action." However, about 35vendors did attend the forum andAlvizu explained he was finewith any vendor who desired toattend.

"Santo Tomas administratorssay city officials are not com-pletely honest and they do nottrust the city anymore," Alvizusaid. "We (representatives) heardabout the bond. The city sent out

a letter Jan. 23 telling SantoTomas administrators they had toget the bond."

Dale briefly summarized otherconditions that would allowreopening of the swap meetstalls. He cited a 1992 site planagreement for Santo Tomas. Itstates, "All merchandise shall beremoved from swap lots afterbusiness hours."

Current operations in the southparking lot of the swap meet alsorequire vendors to dismantle allmerchandise and any temporaryfixture display or racks everynight, yet numerous older ven-dors complained of the physicalhardship it causes.

But Dale noted the city wouldlike to solve the problem byallowing storage in designatedmetal containers or trucks.

"These are all just proposals atthis time," Dale said. "We are

exploring these and other storageoptions."

Yet if vendors are to return totheir original stalls, additionalrequirements must be met, Daleindicated. For future stalls, ven-dors will have to have concretefloors, code-compliant electricalwork, flame-retardant canopiesand dust-free stalls.

The permit allowing operationsin the south parking lot expiresFeb. 28. If needed, it can beextended another three months,Alvizu said. But Dale counteredthat no decision on this issue hasbeen reached at this time.

"In talking with other ven-dors, I have heard from somewho have contacted lawyers andwant to sue the city, but the lawrequires they file a lawsuit withinsix months of the fire," Alvizusaid. "None of us are looking for-ward to a lawsuit. Our priority is

to go back to work (in the stalls)."Santo Tomas administrators are

open to redesigning the stalls tocomply with city code, Alvizuexplained. But since the Feb. 4forum vendors have heard noth-ing from the City Council.

"But Santo Tomas administra-tors said, there's no way they canafford a $5 million bond," Alvizustressed. "And there's a lack oftrust by them and vendors for thecity doing the right thing. We'replanning a press conference, butwe're still working on an agenda,time and place to meet."

City Clerk Gabriela Garcia in aFeb. 11 email notified this paperthe report on the cause of theswap meet fire is still beingreviewed and will be forwardedonce a final copy is released.

Local government applicantsfor recent bicycle/walking infra-structure projects that were notaccepted by the Imperial CountyTransportation Commission haveshrugged off disappointment byseeking funding elsewhere.

Six applicants were competingfor an $840,000 grant from theCalifornia TransportationCommission (disbursed throughSouthern California Associationof Governments) at ICTC's Jan.23 meeting. These were propos-als for the Active TransportationProjects supporting walking andbiking construction.

The six finalists had earlier lostfunding submittals in July at thestate level and then applied forthe SCAG regional grant. Yetonly two projects were recom-mended by ICTC because theywere the only ones that fell underthe $840,000 budget cap. One ofthose, the First Street Promenade,was not initially on the finalistlist.

One finalist denied funding wasthe New River Parkway inCalexico. Council member BillHodge said in a phone interviewTuesday, Feb. 12, the projectaims to build sidewalks, curbsand gutters as well as stripe a por-tion of the roadway as a bikelane. It is along Second Streetacross from Gran Plaza adjacentto the former Vons location.

"For whatever reason, the NewRiver Parkway was not success-ful to obtain the CTC grant,"Hodge said. "The first phase forthe ATP construction requires $2million and we identified CalEPA(Environmental ProtectionAgency) as a funding source,according to our Assistant CityManager Miguel Figueroa."

A second phase will build a fil-tration system at the internationalborder to screen out toxins fromthe New River explained Hodge.

But Phase 1 expects to go out tobid by summer and an estimatedconstruction date is for the fall.

"It's a beautification project weneed, as Calexico uses alternativetransportation for a sustainablecommunity," he said. "ATPallows options, which improvesair quality, so we fulfilled criteriafor the CalEPA grant."

Mark Baza, ICTC executivedirector, said he alerted city andcounty executive officers that ifsubmitted projects could not befully funded by the CTC grant,then local governments mustcome up with the share balance.He added CTC stated partiallyfunded projects would not beconsidered.

The five proposals denied fund-ing were Imperial County'sHeffernan Avenue from 11thStreet to Sixth Street, the county'sHeber Avenue from 10thStreet toFawcett Road and the county'sOrchard Road bike lane fromInterstate 8 to Holtville city lim-its. Also denied was the NewRiver Parkway and Calipatria'snonmotorized safety project.

Virginia Mendoza, ICTC seniortransportation planner saidImperial County had one of itsHeffernan Street projects accept-ed. "So, in essence they didachieve a measure of success,"she said. Baza added, for any ofImperial County's lost appeals, itneeded to come up with another$500,000 to $1 million per proj-ect and for Calipatria, another$3.5 million.

Since the winning applicantHeffernan Avenue from 14th to10th Street cost just $640,000, ashare balance of nearly $200,000remained. Therefore, ICTC alsorecommended the First StreetPromenade for funding eventhough it was not among the orig-inal finalists.

Desert Yoga and Wellnessbrought world-renowned yogainstructor Natasha Teran to ElCentro earlier this month to lead ayoga class.

Lisa Romero, owner of DesertYoga and Wellness, said, "Someof the teachers at our studio in ElCentro decided to do a 21-dayyoga challenge. Students commit-ted to practicing Ashtanga yogafor 21 days consecutively."

The 21 days is selected for thechallenge because that is howlong it takes to form a habit.

Ashtanga yoga is the mostintense form of physical yoga. Itsroots can be traced back thou-sands of years. The specific yogasequence practice in Ashtangayoga appears to be more like amarathon to the uninitiated than arelaxing meditation.

The sequence takes nearly twohours to complete. It begins with10 "sun salutations," which arepracticed in most styles of yoga.Next, the sequence covers a dozenstanding yoga postures. This isfollowed by a seated sequence offorward bends, hips opening andtwisting postures. The marathonfinishes on high gear with a myri-ad of back bends, shoulders standsand the king of yoga postures, theheadstand.

Patthabi Jois was the first East

Indian to teach yoga toWesterners. In 1986, Jois beganauthorizing Western students toteach by certifying Tim Miller asthe first American to teach yoga.

Tim Miller said, "It is excitingto see a strong interest inAshtanga yoga in the ImperialValley. When people practiceyoga together, they improve theirown health and the well-being ofthe community they live in."

Three of the first yoga instruc-tors in the Imperial Valley, JaunieFederowicz, Debbie Hanson andJayson Barniske, were all certifiedby Miller's teacher training courseat his studio in Encinitas. Becauseof the early influence of theseteachers, it is safe to say themajority of yoga studios in theImperial, Mexicali and San Luisvalleys have been inspired andinfluenced directly by Miller'sdevotion to yoga.

Natasha Teran is fromVenezuela and now resides inEncinitas. She is Tim Miller'smost senior instructor and wasalso honored as the keynoteinstructor at Mexicali's first YogaFestival in 2018. Teran has morethan 20 years' experience inAshtanga yoga and is recognizedas an authority in the practice.

Teran said, "I travel through-out South America to teach yogaseveral times a year. Jayson and Ibegan talking about doing thisclass for over 10 years ago. It was

a special experience for me tofinally come here. I love this com-munity and I plan to come andteach here every other Wednesdayuntil I leave for my next journeyto South America. Please comeand take a class with me."

Romero said, "We started thechallenge shortly after the newyear. Nearly 30 students partici-pated. We had students travel asfar as San Luis, Mexico, and evenJacumba to participate."

Romero added, "The icing onthe cake was being able to bringNatasha to our studio on Feb. 3.She is amazing. I practiced withher once in Mexicali and it was anexperience I will never forget."

Romero said, "Our localAshtanga guru Jayson Barniskehas been a student of Tim's forover a decade. He broughtNatasha to teach a traditional firstseries of Ashtanga yoga class atDY&W. The last day of the chal-lenge was Sunday, Feb 10. Abouta dozen of our students made thepilgrimage to meet and practicewith Tim and Natasha at their stu-dio in Encinitas."

Gabriella Schultz lives andteaches yoga at the Desert ViewTower in Jacumba. She made thecommute to participate in theyoga most of the time and prac-ticed at home on the days shecould not drive to El Centro.

She said, "It is a real blessingto be able to meet and practice

yoga in such an authentic form.Tim Miller has been practicingand teaching for over 40 years.His wisdom shows up in histeaching. It is easy to see howmuch yoga has transformed thecommunity of Encinitas. Now it istime we do that here in theImperial Valley."

Schultz added, "Another very

special experience we enjoyedafter the yoga class in Encinitaswas visiting the Self-RealizationFellowship Meditation Gardens inEncinitas. The beautiful botanicalgardens overlook the ocean. Whatan amazing way to end our intense

21-day yoga challenge. I feelinspired and ready for more."

Jesus Lopez said, "If you dothe 21-day challenge, you form ahabit and you do it on your own.Yesterday the challenge was overI did not go to yoga class, but Iknew I would continue the prac-tice, even if I had to do it on myown. And surprisingly, after 21

days, it was a lot easier than Ithought it would be."

"We just use a salt and pepperrub with a little bit of mustard,serve it up with a wing or barbe-cue sauce and that's it," Buscagliasaid.

The City Clerk has prepared the following summary of Ordinance Number 1196.

Ordinance No. 1196 - An Ordinance of the City Council of the City of Calexico, California, Amendingthe City of Calexico Purchasing Policy and Procedures to increase the Purchasing Authority of the CityManager from $10,000 to $25,000.

The Ordinance would adopt the Amended the Purchasing Policy and Procedures and increase thespend-ing authority of the City Manager and Finance Director to $25,000. The Ordinance would adopt theAmended Purchasing Policy and Proceduressupplanting and replacing the existing Purchasing Policy.Among other things, the Amended Purchasing Policy would make the following changes:

1. Increase the spending authority of the City Manager to $25,000;2. Authorizes the Finance Director to approve purchases up to $25,000;

The purchasing policy adopted shall supersede and replace the prior purchasing policy that was adoptedby the City Council on October 20, 2015.This Ordinance shall become effective thirty days after its adop-tion; the City Clerk shall certify the adoption of this Ordinance and cause it to be published as requiredby law.
