•Founded with Law No. 5544 and dated 21/09/2006 with the objective of establishing and operating the National Vocational Qualifications System of Turkey •VQA has a status as a legal entity, administrative and financial autonomy and a private budget. •Established as the affiliated organization of the Ministry of Labour and Social Security
VQA’s main duties are;
the professions of medical doctors, dentists, nurses, mid-wives, pharmacists, veterinaries, engineers and architects as
well as any other professions requiring bachelor’s degree as a minimum
qualification and for which conditions for inception of respective professions are
regulated by law such as lawyer, notary, certified public accountant and etc.

Assessment and certification activities based on the national qualifications are carried out by awarding bodies authorized by VQA
VQA examines, audits and evaluates the institution’s management system as well as policies and procedures for assessment and
certification activities
VQA applies specific quality criteria for authorisation of assessment and certification bodies -Primary Criterion: ISO EN 17024 Accreditation (Conformity assessment; General requirements for bodies operating certification of persons) -Secondary Criteria: VQA Quality Assurance Criteria & Legislative Regulations

Several audits are carried out by VQA to the potential and actual Authorised Certification Bodies in order to maintain the quality
assurance of the National Qualifications System.

Although the accredited and authorised systems are individually operated the certification is standardized through VQA Web Portal System
Certificates are issued only to those who achieve a minimum standard against the national qualifications and who are enrolled to the system with their assessment results

Centralised Certification Printing System
is the national qualifications framework of Turkey that regulates the overall principles for qualifications acquired through general, vocational and academic
education and training programmes including primary, secondary and higher education as well as
other ways of learning
The TQF Legislation which has been prepared by VQA in cooperation with ministries, public authorities, vocational bodies, trade unions, employer associations, and relevant social stakeholders was published in the Offical Journal by 19 November 2015

Referencing TQF to EQF
Quality Assurance in the Scope of the TQF
All quality assured qualifications that have been acquired through education and
training programmes as well as other ways of learning shall be included in the
Turkish Qualifications Framework. Criteria for ensuring the quality assurance of the
qualifications shall be determined by the Authority.
Basic principles of quality assurance
Quality assurance policies and procedures shall cover all qualifications under the TQF
Designated institutions shall ensure that quality assurance of qualifications is a complementary part of their internal management
Quality assurance of qualifications shall be regularly evaluated by external monitoring and evaluation bodies
