Section 1. Marriages

For the United States: National trend data. Marriage totals and rates for each State, division, and region. Marriage totals for each county or county equivalent. Monthly marriage totals for each State, division, and region.

For the marriage-registration area: Marriages classified by major demographic characteristics of bride and groom and .by characteristics of marriages performed in each participating State; marriage. rates specific for sex, age, and previous marital status.

Section 2. Divorces

For the United States: National trend data. Divorce totals and rates for each State, division, and region. Divorce totals for each county or county equivalent. Trend of national totals of children involved in divorce.

For the divorce-registration area: For each participating State, divorces classified by major demographic characteristics of husband and wife, characteristics of their marriage, and’number of children.

Section 3. Puerto Rico and Viin Islands (U.S.)

Marriage and- divorce totals for each county or county equivalent. Marriages classified by major demographic characteristics of bride and jcroom. For Virgin Islands only, divorces and annulments classified by char- acteristics of husband and wife, duration of ‘marriage, and number of children.

Section 4. Technical Appendix

Historical and contemporary sources of marriage and divorce statistics, design of the samples of marriages and divorces and annulments, varia- bility of sample estimates, .and uniformity and completeness of the reporting forms and the collected data. Tables of the population esti- mates used as bases for rates.

Sampling Variability of the Marriage Statistics

In the tables which present statistics based on data from probability samples of marriage records, .small frequencies have high sampling variability, which limits their usefulness. The sampling errors are shown in table 4-6 in the Technical Appendix. It is suggested that any number smaller than those shown be inter- preted simply as “small” rather than as any more precise value. The true number would very probably be within 60 percent of the figure shown below. Figures for States shown as “zero” ‘indicate that all records were tabulated and thus data are not subject to sampling variability.

Sampling Variability 6f the Divorce Statistics

In the tables which present statistics based on data from probability samples of divorce records, small frequencies have high sampling variability, which limits their usefulness. The sampling errors are shown in table 4-8 in the Technical Appendix. It is suggested that any number smaller than those shown below be interpreted simply as “smah” rather than as any more precise value. The true number would very probably be within 60 percent of the figure shown below. Figures for States shown’as “zero” indicate that all records were tabulated and thus data are not subject to sampling variability.

Geographic classification ’

Data are shown by place of occurrence. Totals are shown for the local a&s St. Croix Island and St. John and St. Thomas Islands (the latter two combined) in the Virgin Islands and for the primary geographic subdivisions, “municipios,” in Puerto Rico. Courts empowered to gmnt divorces are located only in a few mticipios in Puerto Rico; residents of other municipios obtain divorces in these courts.

Race and color

For 1971, brides and grooms are not shown by color for either Puerto Rico or the Virgin Islands. Husbands and wives divorced in I971 are classi- fied as white or all other for the Virgin Islands.

SOURCES OF DATA Registration areas

Marriage and divorce statistics currently are based on information from two sources: (1) Complete counts of events obtained from all States and (2) samples of marriage and divorce certificates from States meeting certain reporting criteria.

State and local officials ammally provide com- plete counts of marriages and divorces by county of occurrence and marriages by month of occurrence. From these counts, marriage and divorce totals are derived and rates computed for publication for each State, geographic division, region, and the United States. For marriages a total is also derived for the marriage-registration area (Ml&A).

Sample records are selected from microfilm copies of the original certificates received from the registration offices of States and areas comprising the marriage-registration area and the divorce-registration area (DRA). The statistical information on these rec- ords, including data on the characteristics of mar- riages and divorces and the persons involved in them, is edited, classified, transferred to tape for computer processing, and tabulated in the National Center for Health Statistics (NCHS). The marriage totals for the MRA and each State in the MRA. derived from sample data differ slightly from those obtained from the complete count described above. The two published divorce totals for each State in the DRA also vary slightly. Only one total for the DRA, based on sample data, is published.

Marriage and divorce statistics for the United States and for the registration areas are limited to events occurring during the year and registered within the specified area. Tabulations for States and other areas are by place of occurrence and include events occurring to nonresidents. Marriages or divorces of members of the Armed Forces or other U.S. nationals that occur outside the United States are excluded. United States refers to the 50 States and-the Dis- trict of Columbia. Alaska has been included in the U.S. tabulations since 1959 and Hawaii, since 1969. Data for Puerto Rico :and the Virgin Islands were processed separately from the rest of the M.RA and DRA and appear in Section 3 of this volume.

Sources of marriage and divorce data since 1867 are shown in table 4-1; a description of these sources can be found in Section 7, Volume III, Vital Statistics of the United States, 1960.

Registration areas for the collection of marriage and divorce statistics were established in 1957 and 1958, respectively. Similar in concept to the registra- tion, areas developed earlier to promote national na- tality and mortality statistics, they included States with adequate programs for collecting marriage and divorce statistics. Criteria for participation in the reg- istration areas are

1. A central file of marriage or divorce records.

2. A statistical report form conforming closely in content to the Standard Certificate of Marriage (figure 4-l) or Standard Certificate of Absolute Divorce or Annulment (figure 4-2).

3. Regular reporting to the State office by all local areas in which marriages or divorces are recorded.

When established, the MRA (figure 4-3) included 28 States and, in addition, all of New York except New York City, Alaska, Hawaii, PuertoRico, and the Virgin Islands. Nebraska was admitted to the MRA soon after it was established in 1957; Kentucky, in 1959; the District of Columbia, Indiana, and Massa- chusetts,. in 1961; Illinois and North Carolina, in 1964;’ New York City and West Virginia, in 1965; Missouri, in 1968; and Minnesota a+ South Carolina were admitted in 1971. By 1971, 41 States, the Dis- trict of Columbia, Puerto Rico, and the. Virgin Islands were participants. (Two independent registration areas, New Orleans and New York City, were part of the MRA in 1971. New Orleans and the rest of the State of Louisiana have participated in the MRA since it was established; New York State was a charter member, but the city’ of New York did not participate until 1965.) Table 4-2 shows when States and independent areas established central files and when they began participating in the MRA and DRA.

When established, the DRA (figure 44) included 14 States, Alaska, Hawaii, and the Virgin Islands. Maryland and Kansas were admitted in 1959; Michigan and Missouri, in 1961; Ohio, in 1962; Rhode &land, in 1963; California, Connecticut, Jllinois, and Vermont in 1968; Kentucky and New

York, in 1969; and South Carolina was admitted in 1971. Thus, 29 States and the Virgin Islands were included in the DRA by 1971.

In the statistical ‘tabulations in this vohime Marriage-registration area refers to the 41 States and the District of Columbia. Diuorce-registration area re- fers to the 29 States. Marriages in the MRA ac- counted for 81 percent of all marriages in the United States in 1971 and divorces in the DRA accounted for 61 percent of all divorces.

Standard certificates

The Standard Certificate of Marriage (figure 4-l) and the Standard Certificate of Absolute Divorce or

Annulment (figure 4-2), issued by the Public Health Service, serve as the principal means of getting com- parable data from documents used to collect infor- mation on marriages and divorces in the United States. These model reporting forms, prepared in close collaboration with the Public Health Conference on Records and Statistics, were first recommended to the States in 1954 for adoption January 1,1955, and stood without revision through 1967.

Revised standard certificates were recommended to the States for use beginning January 1,1968, New items added to the marriage certificate were educa- tion of bride and groom, date last marriage ended if previously married, and identification of the officiant as religious or civil. New items added to the divorce

certificate were approximate date couple separated, education of husband and wife, name of attorney for plaintiff, number of previous marriages ended by death or by divorce or annulment, and total number of living children.

Each State and independent registration area determines the form and content of its vital records. Consequently the records vary in certain details. Although modified in each State as required by parti- cular needs or by special provisions of State laws, the marriage and divorce certificates of most States in the MRA and DRA conform closely to the standard certificates.

Table 4-3 lists items on the Standard Certificate of Marriage and shows which States had the items on

their forms in 1971. Table 4-4 shows the same infor- mation for the Standard ‘Certificate of Absolute Di- vorce or Annulment.

Nationwide counts

In 1971 the total counts of marriages by State and county were furnished from central files ofmar- riage records for the.47 States maintaining them and for the District of Columbia. Counts. for the. five boroughs of the city of New York and for New Orleans were supplied by the registration officials of Manhattan and New Orleans, respectively. In the areas without central files the counts were obtained from l&al - officials. State officials reported for

Arizona and Oklahoma. NCHS obtained county totals directly from county officials in New Mexico.

Total counts of marriages performed were requested from local registration officials. However, aIl but two counties in Arizona and all of the counties in New Mexico reported the number of marriage licenses issued. Each registration official reported marriages performed in the other 48 States and the District of Columbia. The number ‘of marriage licenses issued is usuaIIy 1 or 2 percent greater than the number of marriages performed. (See page 2-1, Section 2, Volume I, Vitul Statistics of the United states, 1959.)

Total counts of divorces and annulments by State and county were furnished from central files of the

46 States maintaining them and from the District of Columbia. (Although Louisiana maintains central files, counts for some parishes of Louisiana were ob- tained by NCHS directly from IocaI officials.) For three of the States without cent& files of divorce records-Arizona, New Mexico, and Oklahoma-State officials conducted special surveys to obtain county totals. NCHS obtained county totals directly from local officials in Indiana. Divorces and annulments were not reported for one county or more in the following States: Indiana (19), Missouri (l), New A4exico (S), and Texas (12).

The national total of divorces and annulments in- cludes estimates for the 19 counties of Indiana and the 8 counties of New Mexico that did not report.

The estimates prepared by NCHS assume that the rate in nonreporting areas of the State was the same as that observed for the reporting areas.

Characteristics of marriages and divorces

Each year statistical information on characteris- tics of marriages and divorces is provided by the States participating in the registration areas. Items that are adequately reported are processed from the sample records of each State.

The items processed for marriages in the MRA in 1971 were State of marriage, month and day of week of marriage, and the following items relating to characteristics of bride and groom: State of birth,

date of birth or age, residence status, race, number of this marriage, and previous marital status.

For divorces in 1971 the items processed were State where divorce was granted, number of children, month and year of marriage (from which duration of marriage is obtained), and the following items relating to husband and wife: Date of birth or age, race, and number of this marriage.

Items on the standard certificates of marriage and divorce added after the 1968 revision were processed for 1971 but the tabulations were not included in this volume. For marriages the new items were date last marriage ended and education of the bride and groom.

total number of living children, approximate date couple separated, number of previous marriages ended by death, divorce, or annuhnent, and education of husband and wife. Tables using this data vvill be added to the annual volume when a sufficient number of the States in the registration areas have adopted an item and report it with a level of completeness that permits publication of the data for a group of States. Approximate date couple separated will be used to compute duration of marriage to separation and duration of separation to divorce.

Most of the items tabulated for marriages in 1971 were on the certificates of nearly all the States in the MRA. Items on age at marriage or date of birth and State of residence were included by every State,--and were well reported.

Information about previous marriages of the bride and groom is obtained from two items: Number of this marriage and previous marital status. For the Dis- trict of Columbia and the 36 States that requested both items on their marriage certificates, first mar& ages’ and remarriages could be identified if either item was stated. Idaho, Maryland, and Oregon’requested only the item on previous marital status. For these States the number of not stated cases for the missing item (number of this marriage) was reduced by the number of cases assumed to be first marriages because previous marital status was stated as single. Michigan and Ohio requested only ‘%mmber of times previously married.” Not stated cases for the missing item (previous marital status) were reduced by the number of persons assumed to be single because they had been previously married “0” times.

As an item; race is poorly reported on marriage certificates. The item appears on tb.e forms of all States except California, Maryland, Michigan, New York, and Ohio. Massachusetts discontinued reporting race during 1971 and consequently the item was not reported for about 40 percent of the marriages in that State. The race item appeared on the Illinois forms but the data was not recorded on 46 percent of the records. Due to an error in processing, race was not coded.for more than half of the Idaho records., AK in all, of the 1,770,654 marriages in the MRA in 1971, Tace or color was not stated for 649,757 marriages, about 37 percent of the total.

Sbme items from the divorce certificates were coded and tabulated but not published because the item was not answered bn many of the forms. These items are education df husband and wife and number of previous marriages that ended with death or with divorce. Tables 4-3, 4-4, 4-9, and 4-10 show which items appear on the records of the registration States and how well they are reported by each State.

Marriages and marriage rates with seasonal adjustments

For all years appearing in table l-4 the number of marriages and the marriage rates have been adjusted, as in previous years, for large seasonal fluctuations and for the effect of the number of Saturdays and Eridays in each month. Beginning in 1970 the adjust- ments for Lent were discontinued because of the lessening influence of Lent on marriages. Most religi- ous denominations have relaxed or abolished their rules against marriage during that period.

SAMPLE DESIGN

Obtaining the records

Each year the States participating in the MR4 and the DRA prepare and submit microfilm copies of their records to NCHS. Further processing, including sample selection, code pnnching, verification, and tabulation, is carried out by NCHS.

Marriages refer to all marriages performed in 19X1 within the MRA and divorces refer to all decrees of absolute divorce, dissolution of marriage, and annulment that were granted during 1971 within the DRA.’ Interlocutory divorce decrees (or “nisi” decrees, which grant the divorce to take permanent effect at a specific time in the future if the couple does not reconcile in the meantime) are included among the records of ‘the States that grant them, usually for the year in which they were granted.

Sampling marriage and divorce records for States in the registration areas was initiated in 1960. For ,ea$ier years data on characteristics had been com- piled from predesigned tables submitted by the States.

!&mpling procedures

The marriage sample was designed to yield estimates of State totals as well as frequency distributions. These estimates were made for the total MRA, each State in the MRA, Puerto Rico, and the Virgin Islands. A sampling rate was designated for each of the MRA States so that the selected,sample for it would consist of at least 2,500 records. Five different sampling rates were used: All records, l/2, l/5, l/10, and l/20. The overall ratio for the MRA in 1971 was l/9.

Sampling procedures for the divorce sample parallel those for the marriage sampIe. A sampling rate was selected so that the sample for each DRA State would contain at least 1,000 records. Four different sampling rates were used: All records, l/2, l/5, and l/10. Overall about l/5 of the records were selected for the DRA sample in 1971.

Although each State’s records were sampled in- dependently, each group of States with the same sampling rate was treated as a stratum for the. com- puting of sampling errors for the MRA and DRA. The sampling rates, number of events, and sample cases by State for 1971 are shown in tables 4-5 (marriages) and 4-7 (divorces).

ESTIMATINi;’ PROCEDURES

Area totals

The figures obtained from complete counts of events furnished by the State and local offices differ slightly from the estimated totals based on sample data. When possible, major differences between the sample totals ‘and the independent counts for each reporting State are reconciled before the sarnple’data are weighted and tabulated.

For marriages the 1971 complete count of the reporting States in the MRA and the sampIe estimated differed by less than 1.0 percent. For the individual reporting States the complete ‘counts and the sample counts differed by less than 1 percent for ‘33 States and the District of Columbia, by less than 4 percent for seven others, and by 6.7percent for Maine.

For divorces the 1971 complete count and the sample estimated differed by 0.3 percent. The differ- ence was less than 2 percent for each reporting State except Alabama where it was 2.7, and Utah where it was 5.6 percent.

Frequencies Procedures for estimating frequency distributions

for various characteristics were similar for the mar- riage and divorce samples. Frequencies were esti- mated in two steps. 1.

Each sample case was assigned a weight which was the reciprocal of the ‘sampling ratio used to select the case. If a marriage record was selected from a State with a sampling ratio of l/10, that record was assigned a weight of 10; if 100 percent of the records were processed from a State, each such rec&d was assigned-a weight of 1.

Tabulated counts consisted of summing the weights of the records. Thus each frequency dis- tribution such as age at marriage of first-married brides is a sum of the weighted sample cases in- eluded.

The weights for aB sample records are identical within each State. However, as shown in tables 4-5 and 4-7, the weights for marriage records vary from 1 to 20 and those for divorce records, from 1 to 10 among the registration States. Therefore, for the

MRA and DRA, any two approximately equal fre- quencies may have different sampling errors, varying with the proportion of cases from each stratum in- cluded in the estimate.

Percents and rates

Percents shown in the tables appearing in Sections 1 and 2 were computed from data excluding numbers of not stated cases. Rates appearing in Sections 1,2, and 3 were based on population data provided by the .U.S. Bureau of the Census (tables 4-11 through 4-14). Rates for 1940,1950, 1960, and 1970 are based on the population enumerated as of April 1 in the censuses of those years. Rates for all other years are based on the estimated midyear (July 1) population for the respective year. These population estimates include Armed Forces stationed in the United States but exclude the Armed Forces abroad, except for divorce rates for 194146.

Allocation

Because. States in the DRA vary radicaIIy in the extent to which items are reported on the divorce records, no allocations were made prior to tabulation of the divorce data. On the marriage records, values were allocated for ages of bride and groom and date of marriage. These items have been reported with 99 percent or more completeness since 1960.

SAMPLING ERRORS

Statistics for States where ah records were used have no sampling error. For other States each statistic has a sampling error (or standard error denoted a(x)). The sampling error is primarily a measure of variations that occur by chance because a sample of records is surveyed rather than the entire population. The sampling error can be computed because within each State or registration area the probability that a record is chosen for the sample is known (either l/2, 115, l/10, or l/20 shown in tables 4-5 and 4-7). For about 68 percent of all possible samples of equal size the estimate from the sample would differ from the value obtained from a complete census by less than the standard error. For about 95 percent of ah. samples the difference would be less than twice the standard error.

Sampling errors are shown in table 4-6’for mar- riages and table 4-8 for divorces. To facilitate com- parisons of sampling errors among registration States with widely varying totals of marriages or divorces. the sampling errors ‘for the registration areas and par- ticipating States are shown for frequencies expressed as percents of State or of registration area totals. For example, table. l-15 shows 182,979 brides under 18 years of age in the 1971 MRA. This estimated fre- quency is about 10 percent of all brides in the MRA. Entering table 4-6 under the column “10 or 90” in the row for the total MRA we find the sampling error 1,420. Thus, chances are about 68 out of 100 that the actual number of marriages of brides under 18 years of age is between 181,559 and 184,399 (182,979 + 1,420).

Estimated sampling errors can be calculated from the formula

In this formula we see that when the number of sample records, or, is the same as the total mar- riages, Ni, the numerator becomes zero and there is no sampling error for States that have a loo-percent sample. We also see that because the values of pii and qii are compIementary, their product (piiqii) remains the same if the two are reversed. Therefore, the esti. mated sampling error for an estimate of 5 percent is the same as the sampling error for 95 percent. Rather than having the same values for 5 and 95 percent they are listed once under the heading “5 or 95” (table 4-6).

The estimated sampling errors for marriages in the MRA and for divorces in the DRA, shown in tables 46 and 4-8, respectively, were computed using strata composed of groups of States with the same sampling ratio. These strata are shown in tables 4-5 and 4-7. Thus, the estimated sampling error for the MRA can be computed from the formula

Using the same formula, sampling errors for the DRA can be computed by summing over four strata instead of five.

Many of the tables in this volume show percent distributions rather than frequencies. The sampling error for such a percent can be computed by dividing the sampling error found in table 4-6 by the esti- mated total number of events for the area.. For ex- ample, table 1-24 shows that 5.0 percent of all Mary- land brides were previously widowed. In table 4-6 under the spread margin “5 or 95” the .Maryland sampling error is 147. Divide 147 by 50,800, the esti- mated number of marriages in Maryland as shown in the stub margin of the same table. The result is 0.3 percent, the sampling error for an estimated 5 percent of 1971 Maryland marriages. Thus, chances are about 68 out of 100 that the actual percent of previously widowed Maryland brides is between 4.7 and 5.3 per- cent (5.0 percent _+ 0.3).

The following formula is used to compute a sam- pling error for the proportion of events in a subclass of a population subgroup, where the number of events in the subgroup is ako subject to sampling error :

So, chances are 68 out of 100 that the actual propor- tion of previously married Ohio brides who were 20-24 years of age was between 19 percent and 21 percent.

To determine if ‘two proportions are significantly different statistically, divide the difference by the square root of the sum of the squares of their stand- ard errors. If the quotient of this division is greater than 2, the probability that the difference is due to chance is less than 1 in 20. The figure 2 is the rounded value of the normal distribution correspond- ing to a two-tailed S-percent level of significance, under the hypotheses that the difference between the two estimates is zero. For example, suppose we wish to compare the number of previously divorced brides in 1961 with that of 1971. Of 963,995 brides in the 1961 MRA, 137,900, or 14 percent, had been di- vorced previously. Of 1,770,654 brides in the 1971 MRA, 292,659, or 17 percent, had been divorced previously. The sampling errors are .003 and .OOl, respectively.

NONSAMPLING ERRORS

In addition to the sampling errors described above, there are several other sources of variation that are IittJe affected by the size or design of the sample.

Incomplete reporting

Nonresponse errors in marriage and divorce data arise from three sources: (1) An item is not on the certificate of a particular reporting area. For example, color was removed from the 1971 revision of the Massachusetts marriage record; (2) ,sometimes when a State revises its form to include additional iterns, copies of the old form are still extensively used by registration offices until a supply of the new version is received; (3) although the item may be on the form, there may be,no response or the response may

.be illegible or unusable; items on some forms are badly worded and do not elicit responses sufficiently precise to be classified.

Items not answered for any of these reasons are tabulated as “not ‘stated.” Tables 4-9 and 4-10 show the proportions of not stated cases for specified char- acteristics of marriages and divorces for 1971. Foot- notes to entries identify the specific registration area’ or State where an item was not on the certificate form (not report+e). “Not completed” cases are shown for the Mu or the DRA & a whole. These are the cases where a given item was on the form but the information was not recorded. A major proportion of the not stated cases for marriages were due to the absence of items on some of the reporting forms (not reportable). In contrast, the majority of not stated items on records o$ divorce or annulment arose from unanswered items (not completed). Personal informa- tion typically has been less completely reported on

the divorce records than information about the mar- Gage &d the decree.

Other sources of error

Inconsistent responses.-Occasionally, for both marriages and divorces, the responses to related items are inconsistent. For example, when age and date of birth are both reported, they may not agree. Or, previous marital status may not be consistent with the number of times married or number of this marriage. These differences are arbitrarily reconciled before tabulation.

Ambiguous wording of items.-Some of the items are worded so that they do not yield information easily classified in standardized categories. Wherever pos- sible these problems are handled by the application of special rules.
