CIDC – Activities: Interactive meet of Construction Industry Review the state of construction

Activities, Minutes of meeting held on 18th June 2015 at Hotel Avasa, Hyderabad.

In view of the ambitious National Plans to develop the world class Infrastructure in the Nation and to achieve a double digit economic growth resulting in creation of employment opportunities for the youth, and therefore the need to develop an integrated action plan for the construction Industry, a high level consultative meet was organized on 18th June in Hyderabad, jointly by Construction Industry

Development Council New Delhi and Builders Association of India (A.P&T.S) .

Participants:

It is noteworthy to mention that almost 65% of the major Infra companies have their headquarters in Andhra Pradesh and Telangana State or and past one decade has seen them emerging as large National Corporates & therefore the first Interactive meet was held at Hyderabad.

CIDC – Activities: While addressing the participants Dr. P. R. Swarup stressed on the need of making a realistic assessment

of the capabilities of Indian Construction Industry, identify major impediments being faced by the Industry to meet the stipulated targets, and make necessary recommendations to the Hon'ble Prime Minister of India.

Expressing the impediments being faced by the construction companies, Shri. Ramkotaiah, Chairman A.P & T.S BAI centre highlighted the need to seek relief in following areas.

a) Simplifying the taxation structure. b) Introducing the mechanism for early resolution of disputes. c) Harmonizing & making the contract conditions more equitable. d) Enhancing the availability of Institutional finances from Banks & F.Is. e) Resolving workers P.F. issues.

He also stressed at the need to bring in self reforms to be exercised by the Industry.

CMD, Madhucon Ltd, conveyed to the participants about the hike in the interest rates & participants also mentioned about a large segments of construction Industry going in for CDR due to their indifferent financial health.

Construction activities are administered by several Ministries both at the central as well as state government’s level and for effective integrated action the issues need to be dealt at apex level.

Expressing concern over diminishing capabilities of the Industry due to several systemic impediments such as prevailing taxation structure, inequitable procurement practices, delayed resolution of contractual disputes and several more, the participants resolved to develop a white paper on the state of Industry, comprising of the solutions to resolve the impediments and submit the same for action by the Government.

It is noteworthy to mention that the declining trend of consumption of steel cement, & construction equipment as well as indifferent financial health of the service providers causes worry and requires an immediate attention.

During the meeting following was resolved

i. There is a need of holding another meet, where larger number of participants may join & therefore it was decided that a sequel of this meeting shall be held on 27th June 2015 at the same venue at 4.PM.

ii. Four core working groups shall be constituted to take up following issues

a. Media relations b. Group to interact with the legislators. c. Group to collect inputs for preparing a white paper. d. Delegation to meet the VVIP.

CIDC – Activities:

iii. It was also decided to develop the representation in a professional manner with only key issues & to seek the services of a reputed management consultancy organization.

iv. It was further decided to invite, Banks, representatives of the F.Is/ Insurance Companies &

technical consultants to provide vital inputs for compiling an effective white paper.

The meet was succeeded by a Media meet held on 19th June, which was very well attended.

UNECE - CIDC Centre of Excellence for PPP Projects in Roads and Highways :

We have successfully conducted Module 1 on 25th May, 2015, Module 2 on 8th June, Module 3 on 22nd June, 2015 &

Module 4 on 6th July, 2015 in which delegates from Niti Aayog, UP State Govt. Deptt. , banks, PSUs, PWD Karnataka,

Industry and academia actively participated.

CIDC-UNECE courses on PPP in Roads & Highways - Module 5 "An Overview of Issue related to Public-Private

Partnerships and Sustainable Development - How can PPPs deliver sustainability?” is scheduled to be

held on 20th July, 2015 & Module 6 "A Guide to the preparation of an outline Business case" is scheduled to be

held on 3rd August, 2015.

MOA signing ceremony between Airports Authority of India and Construction Industry Development Council

MOA Signing:

Tentative Airports Authority of India (AAI) signed an MOA with Construction Industry Development Council (CIDC), New Delhi for “Project for Employment Oriented Training and Skill Development Programme for SC/ST/OBC/Women & EWS of society for 1000 persons under the CSR initiative through Construction Industry Development Council (CIDC)”.

The MOA was signed by Shri R. N. Srivastava, Executive Director (HR) of AAI and Shri Ashutosh Bhardwaj, (Director – Corporate Affairs) of CIDC. Also present during the signing were Shri. B. N. Rao, Sr. Manager of CIDC & Shri. Debashish Ghosh, Assessing General Manager (HR), Shri Rajiv Gupta, AGM of AAI and other members of HR department of AAI.

The program is aimed at providing job oriented skill development and training to the marginalized and economically weaker sections of the society in five zones namely South, West, East, North and North Eastern.

CIDC – Activities: The training shall be provided to the beneficiaries in CIDC centres and will help provide job oriented

training to rural youth, women, SC/ST/OBC and other marginalized sections whereby they can be gainfully employed.

A direct resultant will be poverty reduction, rise in self-esteem of the individuals and value addition to their skills. The resultant skilled workforce translates to capacity enhancement in the construction sector helping in smooth implementation of construction and infrastructure projects leading to nation building. The initiative also helps in livelihood promotion for people from backward and remote areas as well as help the people gain meaningful employment leading to their social and economic upliftment.

Bachelor Of Vocation courses in Eastern UP:

The University Grant Commission (UGC) has launched a scheme on skill development based higher education as part of college/university education, leading to Bachelor of Vocation (B.Voc.) with multiple exits such as diploma/advance diploma. This would enable the graduate completing B.Voc. to make a meaningful participation in accelerating India’s economy by gaining appropriate employment, becoming entrepreneurs and creating appropriate knowledge. This could be achieved through intense industry participation and academia therefore Construction Industry Development Council & Teerthanker Mahaveer University, Uttar Pradesh has joined hands. To introduce the B Voc program in eastern UP, CIDC Gorakhpur center has contacted colleges and students who are willing to search career opportunities in a new field of vocation.

Vocational Training for School Children (VTSC) in Eastern UP.

National Skill Development Corporation (NSDC) focuses primarily on supplementary skill development and strives to create seamless tracks within the education system. The challenge of skilling / up-skilling 150 million by 2022 requires both fundamental education reform across primary, secondary and higher education and significant enhancement of supplementary skill development.

The Prime Minister of India launched a skill development program-“SKILL INDIA.’’ This program aims at providing training and skill development to 500 million youth of our country by 2020, covering each and every village. The emphasis is to skill the youths in such a way so that they get employment and also improve entrepreneurship.

CIDC – Activities: In respect of that CIDC, Gorakhpur centre is organizing vocational training for school children in eastern

UP. In vocational training, our trainers are emphasizing on imparting vocational skills to school children for enhancing their skill and working knowledge:

CIDC- Training activities

1. Phase - I (2015-16) : Under TNSDM training program 3500 candidates to be trained across the state of Tamilnadu. 3200 No of candidates have been trained under this training program. 2. Phase - II (2015-16) : Under TNSDM training program 3000 candidates to be trained across the state of Tamilnadu. As on date 145 candidates have been trained under this training program. 3. Under CIDC-PFC Phase-III program 1451 candidates have been trained, from them 1091 have been

placed as on 01st July 2015, and another 16 are under training. 4. Under CIDC-RECL Program 656 candidates have been trained, from them 342 have been placed as

on 1st July, 2015 and another 269 candidates are under training. 5. Under CIDC - Southern Eastern Railway program 44 candidates have been successfully trained in

the trade Mason & Carpenter at Kharagpur, West Bengal. 6. CIDC has signed MoU with Airport Authority of India (AAI) for training of 1000 candidates from

Northern, Eastern, North East, Southern & Western region. Training of candidates under this training program shall commence from July, 2015 at our Faridabad, Gorakhpur, Sidhauli & Amethi training centres in different trades.

7. In-house Training of Trainers Program Bachelor of Vocational (B.Voc.) has commenced from 10th

July, 2015 at head office Nehru Place. 8. CIDC is launching Bachelor of Vocation (B.Voc.) program in association with Teerthanker

Mahaveer University (TMU) from 3rd August, 2015 at TMU Campus & all CIDC training centres.

Ashish Kumar Pal belongs to Uttar Pradesh and was being trained at CIDC, Ghaziabad Training Centre in Land Surveyor trade in CIDC/EIL training program. He attended the training regularly and successfully completed his training. After completion of training he was interviewed and selected in Designing Solutions Pvt. Ltd. at their site at Chandigarh. He has joined in Designing Solutions Pvt. Ltd as Assistant Land Surveyor.

SUCCESS STORY OF MR. SURAJ KUMAR MUNDARI

Training Program : CIDC/PFC Name of the candidate : Mr. Suraj Kumar Mundari Father Name : Shri Susharmd Mundari Trade : Plumber Employer Organization : U.R.C Construction Pvt. Ltd. Suraj Kumar Mundari belongs to Odisha and was being trained at CIDC, Ghaziabad Training Centre in Plumber trade in CIDC/PFC training program. He attended the training regularly and successfully completed his training.

After completion of training he was interviewed and selected in U.R.C Construction Pvt. Ltd. at their site at Tamil Nadu. He has joined in U.R.C Construction Pvt. Ltd. as Assistant Plumber. He belongs to a very poor family & after getting placement he is very happy & satisfied.
