Mission of Virginia Congress Across the Commonwealth The Mission of Congress Across the Commonwealth is to provide competitive and non-competitive educational experiences to Virginia teens and the adults who work with them, helping them to develop life skills and leadership abilities to become contributing citizens in their communities.

Goals of Congress Across the Commonwealth

1. Provide a high-quality educational experience using a virtual platform for 4-H youth ages 14-18;

2. Promote 4-H as a major statewide educational youth program; 3. Provide educational and social experiences for youth that would not normally be

available at the unit or district level; 4. Enhance skill development through all Congress Across the Commonwealth activities; 5. Recognize competition and award winners; 6. Promote an understanding of the value of diversity among Congress participants; and 7. Enhance each delegate’s sense of personal and social responsibility through a virtual

environment that fosters independence, accountability, leadership, decision-making, and time management.

Format for 2020

Due to the COVID-19 crisis, this year’s Congress will be very different than normal. However, we are still going to have a wonderful event that all 4-H’ers can enjoy! Virtual Platform Instead of traveling to the campus of Virginia Tech, Congress Across the Commonwealth will utilize a platform provided by TEAMTRI that will enable you to connect with your peers around the state, participate in fun events and challenges, take part in educational workshops, and have access to over 200 hours of leadership development workshops you can complete at your own pace!

Our virtual platform is mobile friendly for any desktop/laptop, tablet, or smart phone! Keeping All the Things You Love About Congress Just because we are moving to a virtual format, doesn’t mean you’ll miss out on your favorite aspects of Congress. We will still be featuring:

• Live opening ceremony • Weekly events and activities • State 4-H Cabinet Elections • Educational workshops

Dates / Times We surveyed 4-H’ers from around Virginia to learn what kind of a Congress experience you wanted in this new format. We received lots of feedback from past Congress participants who told us that they didn’t want to have to sit in front of a screen all day, that they wanted things to look forward to, and that they wanted the ability to work at their own pace. To accommodate this, Congress Across the Commonwealth will take place from July 1 – 31, 2020. But, don’t panic! We aren’t going to be doing activities all-day everyday for an entire month! You will have access to our virtual platform the entire time to do work at your own pace. We will be offering live events or workshops at least once per week. If you can’t participate at that time, everything will be recorded and you can watch whenever you get the chance. We will be offering an average of 1-2 hours of live programming each week through the month of July.

Workshops Each Tuesday at 10:30 AM we will offer one live workshop. Each week the workshop will focus on a different 4-H pillar area: Agriculture, Civic Engagement, Healthy Living, or STEM. Workshop are as follows: Tuesday, July 7, 2020; 10:30 AM

VA 4-H All Stars… What’s in It For Me. A Session on Civic Engagement Hosted by Alexa Mitchell, Youth In Action Award Winner Presented by the Virginia 4-H All-Stars and Alexa Mitchell

During this interactive workshop, participants will be introduced to who/what VA 4-H All Stars are and represent: SERVICE to 4-H and our communities… the epitome of civic engagement. All Star Scholarship winners as well as local, chapter and state All Stars will share their service experiences, opportunities and many varied ways to evoke engagement. During the interviews of these younger member All Star leaders, participants will learn what events, projects and leadership roles they can participate to be engaged as well. Co-Facilitator and Youth in Action Award winner, Alexa Mitchell will provide leadership and details of his/her success as an award winner and civic leader.

Tuesday, July 14, 2020; 10:30 AM Healthy Living: Fun with Yoga! Hosted by: Martina Essert, Virginia Youth in Action Award Winner

Yoga is a great way to improve flexibility, balance, and strength through simple exercises while having FUN! It can also help improve concentration/focus, self-esteem and listening skills in youth. PLUS…no

yoga experience is needed to participate in this workshop! We will be using curriculum designed by the University of Arkansas Extension which incorporates using our Head, Heart, Hands, and Health in a low pressure, positive, and supportive environment for all participants. You won’t want to miss this workshop!

Ever wonder how a cow gets pregnant? Wonder no more with our Bovine Reproductive Technologies Workshop! We will explore the cow’s reproductive tract anatomy and physiology, and learn about different reproductive technologies, such as pregnancy diagnosis with ultrasonography, artificial insemination, and embryo transfer!

Tuesday, July 28, 2020; 10:30 AM STEM in Sports Turf Management: The Hidden Science Behind Lane Stadium’s Worsham Field Hosted by: Eli Price, Virginia Youth in Action Award Winner Presented by Dr. Daniel Sandor, PhD, Collegiate Assistant Professor, Turfgrass Science, Virginia Tech

Come see how the various aspects of STEM core principles are used to manage Worsham field by VT athletics grounds crew. We will demonstrate how math is critical for in maintaining the playing surface, how new technologies help turf managers determine how much water is applied to the field, and how to provide a safe playing surface for student-athletes. We will provide a dynamic, inside look into some big differences between natural grass and artificial playing surfaces and how these fields are constructed (e.g., “engineered”) compared to the average neighborhood home lawn.

Registration

REGISTER ONLINE AT https://tinyurl.com/4-HCongress Registration closes THURSDAY, JUNE 25, 2020 at 5:00 PM!

Registration Cost Registration for Congress Across the Commonwealth is only $10.00! The registration price is the same for youth and adults. What Do You Get? All registered participants in Congress Across the Commonwealth will receive:

• Access to the virtual Congress platform online from July 1 – 31, 2020 • T-Shirt mailed directly to your home • Access to any supplemental materials • Participation in all assemblies, workshops, events, and elections • Access to state competition platform (if eligible)

T-Shirts Everyone who registers for Congress Across the Commonwealth will receive a code to order a free Congress T-Shirt online which will then be mailed directly to your home. Information will be sent in a separate email later in June, and all orders must be placed by 11:00 PM on July 1. The t-shirt will be a 100% cotton shirt in kelly green, with the Congress Across the Commonwealth logo (the one at the beginning of this packet) on the back.

Paying for Registration Registration will take place online (see the link above) and WILL NOT be sent to the Unit office this year. Payment should be made through a major credit card online. If necessary, payment may be sent by check. New users will need to create an account in the “checkout” process. Scholarships/Unit Paying A limited number of need based scholarships are available. Contact your Unit office for more information BEFORE you register online. If receiving a scholarship, you will be given a discount code to enter into the online registration system which will waive your fee. If your Unit is paying your registration fee, indicate that you are paying by “Other methods – Check” and not by credit card. Competition Registration There is no separate or partial registration for those only participating in competitions this year. Everyone must register for Congress, but competition participants MUST indicate that they are participating in a competition on the online registration form in order to receive the correct information.

2020 STATE 4-H AREAS OF COMPETITION

Held virtually during Congress; Congress registration required Submission Deadline for Entries: July 15th, 2020 Competitions Format for 2020: Competitions will be held virtually for 2020. Once you have registered for Congress Across the Commonwealth (and checked the box that you will be participating in competitions), more information will be sent to you prior to July 1 with specific information on competition submission. This will be a different format than previous years. Competitions will use two types of format depending on category. First is pre-recorded; these competitions will be videos captured by the competitor and uploaded into the system on or before July 15th. The second will be “live sessions”. Most of these sessions will be recorded live, but will be judged based on the recording. Competitions are listed below:

State 4-H Congress Competition Policies and Guidelines 1. Participants have a responsibility to review the rules, resource documents, and score sheets which

can be found on the state 4-H website at http://ext.vt.edu/topics/4hyouth/competitions/index.html.

2. State contests will use the rules, score sheets, etc. posted only on the competition’s web page listed above, regardless of how qualifying county and district contests are run. Local units and districts are encouraged to adopt and abide by the state rules out of fairness to youth participants. For contests in which there is a national event, contestants should check the national rules for any differences at that level of competition.

3. 4-H Congress (and therefore state level competition at Congress) participation is limited to senior age 4-H youth, those ages 14-19 as of September 30 of the 4-H year. Mixed-age acts that competed at the unit or district level will be ineligible at the state level. (Example: four young people in a Share-the-Fun act where at least one is age 13 or less would not qualify.)

4. For this year, participating in qualifying event is not mandatory. It is HIGHLY recommended

that all participants meet and work with their county/city agent on preparing and finalizing their presentation.

5. A list of sample topics is provided for additional information only. Participants are not limited on

subjects, but do have to fit into one of the above categories. Contestants should be prepared to show judges the connection/correlation to the category area. Judges’ or contest managers’ decisions are final.

6. Competition scoring will follow the Danish Awards System (Blue: 90-100; Red: 75-89; White: 74 and below). Overall high score blue ribbon winner in each category will receive a medal. Modifications have been made for competition categories where the total score is greater than 100 points.

7. A 4-H member can participate in only one competitive event during Virtual Congress even if

he/she qualified in more than one contest at previous levels of competition.

8. A unit may send more than one participant in all competition areas for 2020 Virtual Congress. For example, a unit may send more than one 4-Her to compete in public speaking, fashion revue, presentations, etc. Check specific team contest rules for the number of teams and the number of participants on a team allowed in state competitions.

9. Once a youth is the overall state winner in a competition category, he/she cannot compete in that

category again at the state level. For instance, if a youth is the overall winner in vocal, he/she cannot compete in vocal again, but could compete in another category such as instrumental, variety, forestry, or foods, etc. State medal winners should not repurpose their act in order to try to fit into another category in another year.

10. State competition contestants must register for Congress Across the Commonwealth in order to

compete. Pre-registration is required; see Congress information for deadlines.

11. For 2020, all competitions will take place in a virtual format. Additional information or supplemental rules for each competition may be sent at a later time.

Elections Elections for State 4-H Cabinet positions will still take place during Congress Across the Commonwealth, and all registered participants will have a chance to take part in the election process. For anyone wishing to run for a State 4-H Cabinet position, election materials have been distributed to Unit offices. Contact your local Extension Agent for more information on how you can run for an office!

Digital Recognition / Leadership Certificate All 4-H’ers participating in Congress Across the Commonwealth will have the opportunity to earn digital recognition/badges for successful participation in certain events and workshops. Those who are able to earn a certain number of badges will be awarded with a Virginia 4-H Leadership Certificate! More information will be provided prior to the opening session.

Join Us For Our Opening Session: July 1, 2020 at 2:00 PM You won’t want to miss our opening session! Congress Across the Commonwealth kicks off at 2:00 PM on July 1 with messages from Extension Director Dr. Ed Jones, State 4-H Leader Jeremy Johnson, Congress Coordinator Chad Proudfoot, representatives from Farm Credit, and your own State 4-H Cabinet. We will also have renowned keynote speaker Michelle Cummings to lead us all in a virtual interactive activity. If you aren’t able to join us that day at 2:00 PM, everything will be recorded so you can view it later.

TRUSTWORTHINESS, RESPECT, RESPONSIBILITY, FAIRNESS, CARING, AND CITIZENSHIP — these six core ethical values, which the CHARACTER COUNTS!SM program calls "Pillars of Character," provides the basis for what Virginia 4-H stands for and what each member, leader and staff member should strive to practice. These six Pillars should guide all Congress participants’ thoughts and conduct. These core beliefs help us to distinguish right from wrong. Additionally, the principles represented by these six pillars act as filters through which to make decisions. So, being trustworthy is not enough — we must also be caring. Adhering to the letter of the law is not enough — we must accept responsibility for our actions. In holding others to be accountable - we must not forget to be compassionate. Character really does count! In personal relationships, at school, at the workplace, at Congress Across the Commonwealth – in life – who you are makes a difference. Character is not hereditary, nor does it develop automatically; you must consciously develop it. So, while you are participating in Congress Across the Commonwealth and even after the event is finished, put your head, heart, hands and health into living by the Six Pillars of CharacterSM and the principles they represent. • Trustworthiness - Be honest - Keep promises - Be loyal • Caring - Be kind - Express gratitude - Forgive others • Respect - Follow the Golden Rule - Be tolerant of differences - Deal peacefully with anger, insults and

Clover Connection is written and edited by the Virginia 4-H Cabinet Connectivity Committee and the Virginia 4-H Teen Leaders Committee.
