Update on Health IT Policy
David Muntz, Former Principal Deputy Director,
Office of the National Coordinator on Health Information Technology
David Muntz is the principal deputy national coordinator at the Office of the National Coordinator for Health Information Technology (ONC) in the U.S. Department of Health and Human Services. In this role, Muntz works with the National Coordinator to oversee the activities of the four offices within the ONC: the Office of the Deputy National Coordinator for Programs and Policy; the Office of the Deputy National Coordinator for Operations; the Office of Economic Analysis, Evaluation, and Modeling; and the Office of the Chief Scientist.
Prior to this role, Muntz was the senior vice president and chief information officer for the Baylor Health Care System. Muntz was responsible for more than 730 information services employees, who cared for a delivery system with more than 280 points of entry. Prior to joining Baylor, Muntz worked at the Wadley Research Institute and Blood Bank in Dallas, Texas, beginning as a biostatician and working his way up to the role of CEO. Muntz was in this role for 18 years before returning to healthcare information technology at Texas Health Resources, where he functioned as Senior Vice President and CIO for 15 years.
Dr. Alice B. Aiken, Director, Canadian, Institute for
Military and Veteran Health Research
Is the Director of the Canadian Institute for Military and Veteran Health Research, she is also an Associate Professor in the School of Rehabilitation Therapy, Faculty of Health Sciences at Queen’s University in Kingston, Canada. She does health services / health policy research in the area of innovative models of care and disability policy as well as novel methods of knowledge translation. She has a unique focus on military and Veterans in much of her research. She lectures in clinical orthopedics and military and veteran health. She received her PhD and Master’s from Queen’s University in Kingston, her Physical Therapy degree at Dalhousie University in Halifax, Nova Scotia and a BSc in Kinesiology at the University of Ottawa. She also proudly served in the Canadian Forces for 14 years, first as a ship’s navigator in the Navy, then as a physiotherapist.

LTC Jeff Yarvis, Chief Family Behavioral Health Sciences, Carl R. Darnall Army Medical Center
Dr. Jeffrey S. Yarvis, Ph.D., LCSW, BCD currently serves as the Chief of Social Work and Outpatient Psychiatry at the Carl R. Darnall Army Medical Center at Fort Hood, TX. A well published scholar in the field of traumatic stress, he recently published book on Subthreshold Posttraumatic Stress Disorder in Veterans. He has presented on, treated, and researched the mental health concerns of military beneficiaries worldwide for 27 years. A distinguished military officer, he was recently selected for promotion to the rank of Colonel. Dr. Yarvis achieved the "alpha" proficiency designator, the highest academic rank an officer can achieve in the military and he was also inducted into the Order of Military Medical Merit. For his humanitarian efforts under fire in Iraq, Dr. Yarvis was decorated with the Bronze Star Medal and Combat Action Badge and was named both US Army and Uniformed Services Social Worker of the Year. For these efforts, he was also inducted into his high school hall of fame (Randolph, NJ). For his work in disaster relief he was previously named Mental Health Professional of the Year by the Bell/Coryell County, Texas Chapter of the International Critical Incidence Stress Foundation and received the US Army Social Work Consultant to the Surgeon General's Special Commendation. Dr. Yarvis serves on the Council of Social Work Education and National Association of Social Work's working groups on military social work. Dr. Yarvis recently departed Fort Belvoir, VA where he stood up a 250 person interdisciplinary psychiatry, traumatic brain injury, and addictions department that cares for over 20,000 soldier encounters a year and established a research partnership with Harvard University and the National Intrepid Center of Excellence for Traumatic Brain Injury and Psychological Health. Dr. Yarvis holds an academic appointment as a clinical associate professor for the University of Southern California. Dr. Yarvis earned a Ph.D. from the University of Georgia, MSW from Boston College, M.Ed. from Cambridge College and BA from Indiana University. Dr. Yarvis has a wife Laura and two children Jacob and Olivia who serve with him.

Dr. Amy Bowles, Chief, Brain Injury Rehabilitation Service, San Antonio Military Medical Service
Dr. Bowles grew up in Houston, Texas and graduated from Rice University in 1995. She was a Rice/Baylor Medical Scholar and received her medical degree from Baylor College of Medicine in 1999. She then stayed at Baylor to complete her Internship in Internal Medicine. Dr. Bowles finished Residency in Physical Medicine and Rehabilitation through the Baylor College of Medicine and University of Texas Health Science Center Alliance in 2003. She is Board Certified in PM&R.
After completion of her Residency, Dr. Bowles moved to San Antonio to become the Medical Director of the Brain Injury Program at Reeves Rehabilitation Center, University Health Systems. During this time, she was also an Assistant Professor in the Department of Rehabilitation Medicine at the University of Texas Health Science Center – San Antonio and an Attending Physician at the Audie L. Murphy Veterans Affairs Medical Center.
In August 2007, Dr. Bowles moved to Brooke Army Medical Center where she is the Chief of the Brain Injury Rehabilitation Service. She has led the clinical and administrative development of the BAMC Traumatic Brain Injury (TBI) Program which is among the first military TBI programs to follow a rehabilitation model. Dr. Bowles has been a co-author on a number of peer-reviewed papers as well as the VA/DoD Clinical Practice Guidelines for the Management of Concussion, and she regularly participates in national forums where military TBI care is discussed. She has twice received the Commander’s Award for Civilian Service and is listed in the Top Doctors in America database.

Miriam Hammerle, Physical Therapist, San Antonio Military Medical Service
Miriam Hammerle moved to San Antonio in 1972 after living throughout the US as the child of an Air Force fighter pilot. She graduated from the University of Texas San Antonio in 1985 with a Bachelor of Arts in Criminal Justice and soon realized that this was not the career path she was meant to take. She graduated in 1993 with a Bachelor of Science in Physical Therapy from the University of Texas Health Science Center in San Antonio, and she began her physical therapy career at the University Health System in San Antonio. During that time period, she participated in the opening of Reeves Rehabilitation Center and specialized in the treatment of persons with Spinal Cord Injury, Traumatic Brain Injury, and Stroke in the inpatient rehabilitation setting. There, she also gained experience in acute rehabilitation, outpatient rehabilitation, and wound care. She moved to the BAMC Brain Injury Service in September, 2008. During her time at BAMC, she passed a certification course in Vestibular Rehabilitation through Emory University. She has also pursued multiple courses on the treatment of headache and spinal manipulation. 2013 was her 20th anniversary as a physical therapist.

Healthcare System
Professor of Psychiatry at University of Michigan, and Research Scientist in the Department of Veterans Affairs Health Services Research and Development Service and the Serious Mental Illness Treatment Research and Evaluation Center, VA Ann Arbor Healthcare System.
Dr. Valenstein has extensive experience in the clinical care of Veterans. She also has experience in assessing the quality of mental health care for Veterans with depression and serious mental illness. She has been instrumental in implementing innovative programs to improve the care of patients with depression and other mental health disorders within healthcare systems and to identify and connecting community residents with need to appropriate treatment resources. One of her recent projects has involved peer linkage to care for newly returning National Guard Soldiers. She will soon be implementing a newly funded foundation grant to develop a Peer Support Intervention for College Student Veterans and a VA funded study assessing mental health and academic achievement among a representative sample of College Student Veterans

Barclay Butler, Director, DoD/VA Interagency Program Office
Barclay P. Butler, Ph.D. is the Director of the Department of Defense/Department of Veterans Affairs Interagency Program Office (IPO). As Director of the IPO, Dr. Butler is the Program Executive for the integrated Electronic Health Record (iEHR) and the Virtual Lifetime Electronic Record (VLER) Health. He leads all IPO initiatives to acquire, develop, and integrate major joint DoD-VA Health IT capabilities for iEHR and VLER Health and prescribes the Departments’ design, development, integration, evaluation, and deployment strategies for iEHR systems, capabilities, and initiatives.
With over 31 years’ experience as a military and civilian information technologist supporting the delivery of healthcare services, Dr. Butler is a recognized leader in military and civilian healthcare technology.
Prior to joining the IPO, Butler was vice president of operations for healthcare solutions at Harris Corporation where he lead initiatives focused on solving the IT healthcare challenges faced by military organizations, including research, technical product development, system delivery and service, and the application of innovative technologies. He retired from the U.S. Army with the rank of colonel after a distinguished career. As Chief Information Officer (CIO) for the Army Medical Department he led IT support for the DoD’s largest integrated delivery system, comprised of eight academic medical centers and 30 hospitals. Dr. Butler also served as the medical CIO for the U.S. Army Medical Research and Materiel Command, the Walter Reed Army Medical Center and garrison, the North Atlantic Regional Medical Command, and for field forces supporting the 18th Medical Command under U.S. Forces Korea and the 44th Medical Brigade under the 18th Airborne Corps.

Dr. Andrea L. Behrman, Professor recently joined the University of Louisville, Department of Neurological Surgery, Louisville, KY following her prior appointments as Professor at the University of Florida, Department of Physical Therapy and as a Research Scientist at the Veterans Affairs Brain Rehabilitation Research Center, Malcom Randall Veterans Affairs Medical Center. Dr. Behrman is a co-director of the Christopher and Dana Reeve Foundation NeuroRecovery Network that provides standardized activity-based therapies for individuals with spinal cord injury at seven national rehabilitation centers in the United States. As a physical therapist, her research focuses on developing therapeutic interventions to promote recovery after spinal cord injury in both children and adults, using principles of activity-dependent plasticity and an understanding of walking neurobiology. She partners with basic scientists as a collaborative team conducting two-way translational research from bench-to-bedside back-to-bench. Behrman has published her research in scholarly journals and presented her work at the American Physical Therapy Association Combined Sections Meetings, International SpineCare Conference on Innovation and Practice in Childhood Spinal Conditions, the Howard Steel Pediatric Spinal Cord Injuries and Dysfunction Conference, and the World Congress of Neurorehabilitation. In 2006, Behrman received the American Physical Therapy Association Neurology Section Research Award for contributions to recovery of function after spinal cord injury. In 2008, she was awarded the first Duke University Physical Therapy Program Alumni Award for Clinical Practice. The American Physical Therapy Association recognized her as a Catherine Worthingham Fellow of the American Physical Therapy Association in 2009; the highest honor of the APTA for “contributions to the profession through leadership, influence, and achievements that demonstrate frequent and sustained efforts to advance the profession.” She was also recognized in 2009 as a “Distinguished Alumni” by Furman University and received the first Annual J. Brooks Brown Research Award by Brooks Rehabilitation Hospital. Behrman earned her Bachelor of Science in biology from Furman University, Master of Science in physical therapy from Duke University and PhD in exercise science from the University of Florida.
