This Newspaper article was written in Dec. 1993. Take a moment and read the headline. Our Louisville newspaper headline read, “Murder victim not told suspect was out on bail”. The response to the murder of Mary Byron was the driving force behind the development of the VINE system. Sadly, Mary’s story is not unique. Mary Byron ended her relationship with her ex boyfriend. He began stalking Mary and assaulted Mary in the basement of her parents home. After being raped by her ex boyfriend, Mary’s parents had him arrested by our local police department. Mary was moving on with her life, and on her 21st birthday, as she was finishing up her workday at a salon in Louisville. Mary did not know that her assailant had been bailed out of jail. As Mary was walking to her vehicle, her ex boyfriend shot Mary several times and killed her. Mary’s parents (Pat and John Byron) immediately began working with local officials, in hopes of derailing this type of tragedy for other victims. One year later, VINE was developed specifically to reduce the risk of these incidents everywhere. VINE (Victim Information and Notification Everyday) is an information and notification delivery system focused on an entirely new experience for victims of crime. With the increasing prominence of mobile, social, web services and smartphones, New York VINE will provide victims access to critical services. VINE focuses on serving victims of crime in the digital age by leveraging technology and training. Spreading awareness and educating your community about VINE is important!

The success of VINE relies on a VINE Workflow, beginning with booking records. After the arrest, Booking Occurs – Educating booking staff on the VINE system is priority and has an impact on VINE’s success. As a result of booking data being entered, a Victim can Access VINE – VINE provides offender custody status information to victims and the public at no cost. Accessing VINE is anonymous and confidential, and provides reliable information for custody status changes. Next, if a Victim chooses to Register a phone number, email address, text number, TTY for hearing impaired, or chooses the In-App notification method, VINE will confirm the registration, with an automated phone call, email, text, or In App message. Registering to Get Notified takes only a few minutes. As a result of the Jail or Prison Updating the Custody Status of the offender, registered victims and others in the community, will receive an Automated Notification from the New York VINE service. Examples of status changes include release, transfer, escape, death, probation, parole, or court event changes. By a show of hands, who among you are familiar with VINE?

There are many resources available for victims, yet we’ve all heard the statistic that fewer than 1 in 10 victims of serious violent crime receive assistance from a victim service agency. There are many advocates, state coalitions, hotlines, shelters, community service providers and even state resource directories available. With all these resources, why is the number of victims receiving assistance so low?   One issue Appriss has identified is that today there is currently no central website or mobile application that lists services for all types of crime.   One driving force behind launching a NEW version of VINE is to impact this statistic by adding new features that will connect victims to service providers of all types. The new release of VINE will provide access to unified resources from a central place and make it easier for a victim to locate assistance.   This should positively impact current VINE registrants, as well as, new registrants.   We hope to break the isolation that many victims feel. When victims come to the new version of VINE, they will see that there are Service Providers to help.  We’re hoping that VINE will help bridge the gap with victims.

Enhanced VINE National Coverage

Some of the features you’re about to see are unique. The new version of VINE embraces the latest technological advancements to improve the notification services VINE provides today, and brings together victims and service providers in a way that hasn’t been done before. Appriss has focused on Key Initiatives, as determined by customer feedback and “voice of” groups. We’ve spoken with Program Managers, Service Providers, victims/survivors, Department of Corrections, and other groups, and determined these were the most important: Empowering Victims through Self-Advocacy The new VINE will transform the user experience by enabling victims to find the help and resources they need. Bridging the Gap between Victims and Service Providers Victims and survivors can reach out to service providers and even engage them using VINE, if they desire to do so. Enhanced Search Experience The search experience will be simpler and easier to use. And registrations will be linked to follow the offender throughout custody status changes/updates. Empowering Victims When a victim chooses to access VINE thru VINELink, they can create a verified VINELink User Account, or enter as a Guest. Profiles: If a victim creates an account, the user’s account is secured by a username and password that the victim determines, along with the ability to view all of their registrations and registration types in one central location. A victim may also choose to create a profile within their account and determine what information is shared from their profile, and with whom the information is shared. Profiles will stay in the system even after a registration is no longer active. One thing to note, you do not have to create a registration in order to create a profile. Quick Escape: VINE is focused on Safety and protecting victims and their privacy. Features like the Quick Escape option allows users and guests to select “Escape”, to immediately close down www.vinelink.com, or the VINELink app, and exit the application, to the users default web browser - Google.com.

VINE is bridging the gap between victims and Service Providers. VINE provides information and descriptions of available services for victims to consider and evaluate service provider offerings. We are building both state and national Service Provider lists. Victims can search across a state and national level directory to view information and description of services published by approved service providers. The Service Provider Network creates a single, centralized location, available to victims, according to geographic region, by both crime and service type. Approved Service Providers will be able to post content for victims who choose to opt in to receive these communications. Victims will have the ability to communicate directly and confidentially with a Service Provider.

• By invitation only

• Service providers are invited by the VINE state Program Manager to join the directory 3-4 months before go live date

• Service providers complete an online survey to be included in the directory

• Information is reviewed for accuracy before being loaded into the directory

• Providers are responsible for maintaining accuracy of profile
