Executive Summary
Stride Treglown Management Ltd has been commissioned to carry out a BREEAM Multi-Residential assessment of the new Vine Court Halls of Residences at the University of Liverpool.
This report outlines the performance of Vine Court Halls of Residences against the current BREEAM Multi-
Residential 2006 criteria. The building currently achieves a score of 70.74%, which is a BREEAM Multi-
Residential rating of Excellent. The assessor has determined this rating using an auditable trail of
evidence, all of which is referenced throughout this report.

Introduction
Stride Treglown Management Ltd has been commissioned to carry out a BREEAM Multi-Residential Multi-
residential 2006 assessment of Vine Court Halls of Residences for the University of Liverpool.
BREEAM Multi-Residential
BREEAM Multi-Residential is part of the BREEAM family of environmental assessment methods (BRE’s
Environmental Assessment Method) and is a voluntary scheme that aims to quantify and reduce the
environmental burdens of buildings by rewarding those designs that take positive steps to minimise their
environmental impacts.
BREEAM Multi-Residential was launched in September 2005 reflecting the need to assess buildings that
are beyond the scope of the standard EcoHomes scheme. BREEAM Multi-Residential uses a standard set
of criteria applicable to student halls, key worker accommodation, sheltered housing, hostels such as
emergency accommodation and other types of multi-occupancy residential buildings.
Projects are assessed using a system of credits. The credits are grouped within the following categories:
• Management
• Energy
• Transport
• Health and Well Being
• Water
• Materials and Waste
• Land use
• Site Ecological Value
• Pollution
The assessment process results in a report covering the issues assessed together with a formal
certification giving a rating on a scale of PASS, GOOD, VERY GOOD and EXCELLENT.
BREEAM Multi-Residential Scoring
Within each of the BREEAM Multi-Residential categories outlined above, there are a number of credit
requirements that reflect the options available to designers and managers of buildings.
The assessment splits the building into function categories including: self contained flats; individual
bedrooms; kitchen & catering areas; general communal areas; offices; meeting rooms; leisure areas; health
areas; laundry and all other occupied spaces. Credits are applicable to different function categories within
the building for example HW3, Glare Control which is only applicable to offices, meeting rooms and study
bedrooms. Other credits are applicable to the whole building. To reflect this, credit scores are area
weighted according to the floor area within the building that the credits have been achieved. This

recognises the environmental benefits of achieving a credit in an area that represents a large proportion of
the building compared to where a credit is achieved in only a small proportion of the building.
An environmental weighting is applied to the scores achieved under each category, as shown below, in
order to calculate the final BREEAM Multi-Residential score. The weighting factors have been derived from
consensus based research with various groups such as government, material suppliers and lobbyists. This
research was carried out by BRE to establish the relative importance of each environmental issue.

Detailed Assessment Information
The following section summarises each of the credit requirements, and the information that has been provided relating to Vine Court Halls of Residences against each credit, to allow the appropriate number of credits to be awarded.
Management
M1 Commissioning 2 of 2 credits achieved
Credit criteria
One credit where evidence provided demonstrates that an appropriate project team member has been
appointed to monitor commissioning on behalf of the client to ensure commissioning will be carried out in
line with current Building Regulations and (where applicable), best practice.
One credit where the above credit has been achieved and evidence provided demonstrates that seasonal
commissioning will be carried out during the first year of occupation, post construction (or post fit out).
Credit validation
Commissioning:
A copy of the M&E specifications has been provided by White Young Green. The Section A90 provided
details regarding commissioning.
It has been stated that the commissioning will be carried out according to the CIBSE / BSRIA guidelines
and the commissioning and seasonal commissioning will be carried out as per the BREEAM guidelines.
A number of simple and complex systems are listed in the document.
The document and the report from WYG confirmed that a specialist commissioning agent will be appointed
for pre commissioning, commissioning and any re commissioning of complex systems and an appropriate
team member will be appointed for pre commissioning, commissioning and any re commissioning of simple
systems.

Seasonal commissioning:
The section A90 of the M&E specification confirmed that the Contractor must provide seasonal
commissioning during the first year of occupation, post construction (or post fit out) in line with BREEAM
requirements.
As part of this there must be a review of the thermal comfort, ventilation and lighting at 3, 6 and 9 month
intervals after occupation, either by measurement or occupant feedback.

site management principles.

Credit validation
The email from Ocon stated that they have registered with the Considerate Constructors scheme. Ocon
have had the first inspection by CCS, and await the score for that visit. It is confirmed that they intend to get
in excess of 32 marks on average which will give 2 credits.
A copy of the CCS inspectors first visit report is provided. It can be confirmed that the site achieved a total
score of 35.5 with at least 4 points in each section.

One additional credit where evidence provided demonstrates that all site timber is responsibly sourced.

The email from Ocon confirmed that all items except item b are being sought. The fourth credit is also being
sought.
Items a and c:
A letter from Ocon confirmed the following:
• Monthly energy use, water use, and diesel deliveries are recorded and displayed on site, within the
Construction Resource Monitoring Report.
• Appropriate project and average monthly target levels will be set and displayed;
• Monitoring will include checking the meters / diesel deliveries, and displaying a graphical analysis in
the CRM Report in the site office, to show consumption over the project duration and how actual
consumption compares to the targets set;
• Steve Jerams as site manager will be responsible for this.

A template sheet that is being used for achieving the items is provided by Ocon.

Items d and e:
The letter from Ocon confirmed the following-
• The site’s construction waste will be monitored, both on site, and via regular updates from our
Waste Management Contractor;
• A Site Waste Management plan has been produced in order to help to manage the site construction
waste produced, records from the Waste Contractor will also be collated;
• Waste projections have been made to benchmark performance;
• Waste will be sorted on site and collected for recycling by a specialist waste management
contractor;
• As can be seen from the SWMP documents, construction waste will be sorted into a number of
waste streams such as ceramics, inert, metal, packaging, plastics, concrete, etc. where produced,
and reused/recycled as appropriate.
An extract from the SWMP is provided to support the above confirmations. A copy of the environmental
plan has been provided which discussed the principles.
Items d and e achieved.
Item f:
The letter from Ocon confirmed that the following procedures will be used on site in order to minimise air /
dust pollution:
• ‘dust sheets’ will be used on stockpiles of friable materials,
• regular damping down of the site will occur in dry weather,
• Skips will be provided with covers.
• This will form part of the site induction by review of the Environmental Plan.
A copy of the site induction form is provided and points 17 and 22 specifically refer to the above. Section
6.4 of the environmental plan confirmed the above procedures.

Item g:
The letter from Ocon confirmed that the site procedures have been set up to minimise water pollution by
following the site applicable best‐practice guidelines outlined in the following Environment Agency
documents, these guidelines have been extracted and incorporated within the project specific
Environmental Plan:
• PPG 1 – General guide to the prevention of pollution;
• PPG 5 – Works in, near or liable to affect watercourses;

It is stated that this will form part of the site induction by review of the Environmental Plan.

6.5 and 6.6 of the environmental plan confirmed the above procedures.

Fourth credit:
The letter from Ocon confirmed that 80% of timber used during construction, including formwork, site
hoardings and other temporary site timber used for the purpose of facilitating construction, is to be procured
from sustainably managed sources, independently certified by one of FSC or PEFC.
In addition it is confirmed that all timber utilised on site will be legally sourced.

and/or action has been taken as a result of the above consultation process.
Credit validation
First credit:
The extract from the planning report has been provided, which confirmed that various stakeholders were
identified including directors, vice-chancellor, head of various departments of the University, ALO,
University’s technical team representatives from various departments, local residents, Art and Heritage
committee, access consultants etc.
In addition to the above various documents have been provided with a brief report explaining the following:
1. Consultation pamphlet - Pamphlet inviting the local community and University groups to the
Consultation session is provided.
2. Key Users
The main consultation has been with the key user to ensure all operational objectives have been
met, based on actual experience of running accommodation on and off campus and understanding
the growth needs of the University in the current market against the changing needs of the student.
In addition they have had and maintain close relationship with the Management School whereby
they discussed the proposed project and identified potential impacts and required mitigation. The
benefits have been the potential release of space in the Management School currently used as a
cafe which will be replaced by the new build. In addition, some of the accommodation will be aimed
at Management School graduates.
3. Public Consultation
Public Consultations were held to allow the UoL to brief the wider staff & student community who
live and work on campus and also the local community from the surrounding areas. Constructive
feedback was obtained from the process, and a clearer understanding of what the project actually
involved and how it would affect the surrounding area was more accurately portrayed.
4. Georgian Quarter Community Group
The University attends the Georgian Quarter Community Group whereby great neighbourhood
relationships have been developed and the community have been able to further develop an insight
to the needs of the University and similarly we have developed a greater understanding of the
issues faced by our neighbours.
5. Construction Community Group
There is a construction community group meeting held between Ocon and a representative of the
local community reviewing works as they progress and any neighbourhood issues they may arise.
6. Project Control Group
The Project Control Group is a collective forum including the Guild of Students reviewing the
development and delivery of the scheme against its strategic objectives, meeting every month.

The appearance was discussed and reviewed extensively during design reviews with the
University, with the wider Community and University Students at the Open Day (see Open Day
comments schedule), with the Planners (see Planning Committee Report) and CABE (see CABE
Consultation)

The Open Day consultation included the proposal that the Restaurant and Cafe would be
accessible to the local Community. See the Consultation Boards.
8. Consultation with Local Bodies
It has been confirmed that the Local Authorities have been extensively consulted. Please refer to
the attached Planning Committee Report document.
9. Feedback to Consultation Groups
A document has been provided by the design team which is the Response to Residents Objections
that was issued to everyone who attended the Consultation Open Day.

It has been stated in the report extract that the project brief was tweaked following consultation with the
technical teams and directors of the University.
It is also stated that about three meetings took place with Liverpool City Council and a number of issues
such as height and massing, access, materials, design, urban principles, public realm etc were discussed.
It has been stated that as a result of these meetings and a series of consultations with other bodies and
local residents, the building heights were reduced from 8 stories to 4-5 storey buildings.
CABE was also consulted and a result of which, the elevations and materials were changed. The details

The offices and student services areas are provided cooling through refrigerant based system, which
interacts with the AHU. It is stated that the local control will be provided as described above for the VRVs.
An email and associated marked up drawings from the architect to the assessor, confirmed any area which
is more than 7m from an external wall. These areas are minimal and form the entrances to rooms. Entrance
areas can therefore be excluded from this requirement. The email from WYG confirmed that all rooms are
individually controlled with controllers sited within 7m of the outside walls.
The specification T31 confirmed that the restaurant and reception areas are provided with LTHW under
floor heating system. It is stated that temperature sensors with an adjustable set point provision will be
provided to each space.

The acoustic report from White Young Green considers that an increase of 3dB may be required for sound
insulation on the basis of achieving the associated credits.
The report confirms that the proposed measures for Chatham Street Residences, are capable of meeting
Requirements E1, E2 and E3 of Approved Document E of the Building Regulations along with achieving
+3dB for sound insulation and -3dB for impact sound insulation, provided that the recommendations
contained within the report are implemented and that suitable design detailing is used.
The email attachment from the architect confirmed the recommendations of the WYG Acoustic Report are
being followed. The detailed drawings indicating the details of internal walls, extracts from the Specification
noting the internal wall construction, the acoustic underlay for the floors and the floor build-up for the
penthouse units are provided.
The document provided also confirmed that the Building Control has approved the schedule of pre-
completion testing provided within the report. It states that the Building regulation Part E requires more
tests then BREEAM, column B and no of sub – groups are required. Therefore by meeting the tests

One credit where evidence provided demonstrates that protection is given to vulnerable parts of the building such as areas exposed to high pedestrian traffic, vehicular and trolley movements.
Credit validation
The email from the architect confirmed that the West Block of the project will operate as student residential
accommodation during term time and conference accommodation during student holidays. This means that
the building management will be servicing the rooms in a similar manner to serviced apartments for the
conference accommodation i.e. housemaid trolleys, linen trolleys etc. The East Block will only ever operate
as student accommodation.
It has been confirmed that all internal plasterboard walls within residential areas, have been rated as severe
duty (as per BS5234-2). Protection rails are therefore not mandatory.
The clusters that incorporate wheelchair user bedrooms will include stainless corner guards as added
impact protection.
Kick plates have been specified for all doors, accessible rooms and living in clusters. Accessible rooms will
also incorporate mid-rail places to prevent damage from wheelchair users. Accessible bedrooms and
kitchen/living rooms will incorporate wall corner protection.
Internal walls to non-residential areas will consist of blockwork walls with painted plaster finish to office
areas. There will be a paint finish directly onto blockwork for plant and service areas. Internal doors to
service areas will be steel doors. All timber internal doors to incorporate kick plates. Plant external doors
will also be steel doors, with all other external doors to be powder coated aluminium.

fitted into an aluminium bladed carrier frame, Gradus Esplanade Plus with Boulevard 6000 secondary
carpet. The communal corridors, bedrooms, offices etc. then have a Desso Neo carpet tile floor finish. The
details of the types of flooring have been provided.
Landscape drawings have been provided confirming that no delivery areas within 2m or car parking areas

the table on the drawing. It can be confirmed that a total capacity of 35l has been specified for the recycling
bins, in addition to the 30l general waste bins.
A further drawing showing typical elevation for the kitchens has been provided, which confirmed that the 3
recycling bins are provided under the counter. Thus even though they are free standing, they are not stand
alone.
In response to the query 14848, the BRE stated that Bins should be a fixture of the dwelling rather than a
fitting which can be easily extracted by moving tenants. Although not necessary as evidence, assessors
should check whether one of the following criteria applies to the bins before awarding credits:
- The bins are screwed down and thus annexed to the building
- Removal of the bins would cause damage to the fabric of the property (screws being pulled out etc)
- The bins have been included on any itinerary pertinent to the dwelling as a fixture.
In a letter the University has confirmed that when operational the flat clusters and study bedrooms will have
an inventory, which will include recycling and waste bins.
Thus the third option has been complied with.

LE4 Mitigating ecological impact 2 of 2 credits achieved
Credit criteria
One credit where evidence provided demonstrates that the change in ecological value of the site, as a
result of development, is less than zero and equal to, or greater than, minus nine species, i.e. a small
negative change.
Two credits where evidence provided demonstrates that there is no negative change in the ecological value
of the site as a result of development, i.e. equal to, or greater than, zero species.
Credit validation
WYG are appointed as suitably qualified ecologist for the site. The ecology report provided by WYG
confirmed that the report was based on a walkover survey and Phase 1 habitat survey carried out prior to
any construction activity on site. The report is prepared by Hazel Robson and Rachel Kerr.
It is stated that Rachel Kerr is a full member of IEEM and with degrees in Environmental science and
Environment Management. She has four years experience in the same field and thus qualifies as a SQE.
Details of the vegetation plot types and their areas before and after the development have been provided. A
document from Stride Treglown ltd confirmed that the areas in the ecologist’s reports are superseded due
to updated design and the plan to include additional species for the green roof.
The assessor has calculated an increase of 6.73 species in LE4 and LE5 calculator tool.

appointed a professional to advise on enhancing and protecting the ecological value of the site; and

WYG are appointed as suitably qualified ecologist for the site. The ecology report provided by WYG
confirmed that the report was based on a walkover survey and Phase 1 habitat survey carried out prior to
any construction activity on site. The report is prepared by Hazel Robson and Rachel Kerr.
It is stated that Rachel Kerr is a full member of IEEM and with degrees in Environmental science and
Environment Management. She has four years experience in the same field and thus qualifies as a SQE.
The ecology report confirmed that recommendations are provided for protection and enhancement of the
site ecology. Inclusion of green roof, brown roof and bird boxes are recommended to comply with LBAP. It
is stated that any tree removal should take place outside the bird nesting season. The landscape plans and
email from the contractor confirm the compliance with these recommendations.
The email from the architect confirmed that the general recommendations of the ecology report will be
implemented.

Mandatory requirements:
WYG are appointed as suitably qualified ecologist for the site. The ecology report provided by WYG
confirmed that the report was based on a walkover survey and Phase 1 habitat survey carried out prior to
any construction activity on site. The report is prepared by Hazel Robson and Rachel Kerr.

All relevant UK and EU legislation relating to protection and enhancement of ecology is to be complied with
during the design and construction process. Specific reference has also been made to the bird nesting
season due to the plans to remove trees from the site. The email from the contractor has been provided
along with site photographs to demonstrate that the site clearance took place outside the bird nesting
season. Thus the recommendation of the SQE was complied with.
A five year management plan has been provided and address:
• Management of any protected features on site
• Management of any new, existing or enhance habitats,
• A reference to the current or future site level Biodiversity Action Plan
The management plan provided in the annex of the report details a commitment to provide information for
the building occupants. Upon completion, the report is to be a practical guide and provide a basis for the
following:
• Scope of the management plan
• Key responsibilities and with whom these responsibilities lay e.g. owner, landlord, occupier, FM etc.
Mandatory requirements have been complied with.
Additional requirements:
Four additional requirements have been noted within the management plan and supporting information has
been provided as below:

provision of automatic refrigerant pump down is made to a heat exchanger (or dedicated storage tanks)
with isolation valves, or where there are no refrigerants specified for the development.
Credit validation
Technical information has been provided on the manufacturer for the air conditioning units. The data was
sent to the BRE for clarification. As per the BRE’s response to the query and the information provided by
the design team, it is clear that an automatic refrigerant leak detection system is specified, which is not
based on the principle of detecting the concentration in air.

Is confirmed in the literature that the refrigerant volume of the complete system is calculated from the
following data:
• outdoor temperature
• reference system temperatures
• reference pressure temperatures
• refrigerant density
• types and number of indoor units
When activating the refrigerant containment check, the unit switches into cooling mode and duplicates
certain reference conditions based on memory data. The result indicates whether or not refrigerant leakage
has occurred.
A BREEAM additional information document stated that Leakage is detected at each condenser i.e. each
circuit which is monitored for pressure and refrigerant content. Alarms are raised and are connected to a
dedicated head end and the BMS for remote monitoring.

Ground source heat pumps, solar hot water heating and rainwater recovery have all been suggested as
renewables to aid offset of carbon and provide the reduction of energy required for the project.
A copy of part L report, along with SBEM model and EPC certificates have been provided. The study was
carried out using IES software, whose primary author was Lisa Collins. Her qualifications and CV are
provided. Lisa has now left WYG and any revisions (i.e. current BRUKL and EPC) are revised by Steve
Gallacher, who also has left WYG. An email from WYG confirmed that Steve’s professional qualifications
include GradEI and GradCIBSE.
A further email from WYG confirmed that ASHP and solar hot water systems have been specified and
these are used in the calculations as stated above.
