INFORMATION FOR CANDIDATES

Background

iDoc is a new online healthcare solution, developed by Fidelity Health Ltd, which is due to be launched in early 2017. This global online service seamlessly connects consumers with medical professionals and clinical services, via a unique digital health platform, making healthcare more immediately accessible anytime, anywhere. The service is accessed by customers using any smart device such as mobile phone, laptop or any PC connected to the Internet.

Access to clinicians in general and GPs in particular is a constant source of frustration to many people in the UK, a problem exacerbated by over-stretched NHS funding, shortages of GPs and other clinicians, longevity of the population, patients with more complicated health needs, and health tourism.

The expectations of the public are also changing with people of all age groups enjoying the instant accessibility and convenience of online services to facilitate their busy lives. These days, people want to be in control of their own health and want confidential and specific medical advice whenever needed, even if it is just for reassurance or signposting to a pharmacy or other services. People are becoming frustrated by the difficulty accessing their registered NHS primary care service for the simplest advice or by being offered appointments at times which are inconvenient to them. The number of people who travel for work or pleasure is increasing all the time and these people find it particularly difficult fitting their activities around accessing NHS primary care services when needed.

The direction for the Department of Health in the Five Year GP Forward View stipulates that the healthcare profession must embrace technology in order to improve the patient experience. Recent initiatives including access to online and video consultations, repeat prescriptions and online access to medical records all support the way of things to come. Patient consultations via video technology have been the focus of a number of NHS and private commercial pilots.

The Fidelity Health senior management team, who have developed the iDoc technology, have spent years investigating intelligent solutions for the healthcare sector and understand the problem. Their IT team have developed a cloud-based online healthcare mediation platform to support the iDoc telehealth service.

The solution is simple and efficient: a 24/7/365 service giving patients face-to-face access to a GP (or therapist or other specialist) from any device, anytime, anywhere. Patients can arrange video consultations at their convenience through a secure telehealth portal with immediate advice from a GP or nurse, follow up treatment, arrangement of appropriate medications or referral to a consultant or other healthcare specialist.

Following rigorous testing and as a result of the continuing access issues to NHS GP services, as well as the increasing use and awareness of smart phones and mobile apps, the timing is now right to launch the iDoc service.

It is estimated that by 2020, at least 10% of GP consultations – both NHS and private - will be conducted online. This equates to over 37 million online consultations and iDoc has forecast a 12% market share, i.e. 4.5 million consultations. Approximately 50% of GP consultations do not require a medical examination and therefore lend themselves to tele-medicine.

The objective is to build iDoc into a leading global consumer telehealth brand, facilitating 28 million appointments per year across the EU by 2020 and a $1 billion+ value business in approximately 5 to 6 years’ time. There are plans to develop a number of other services including online access to nurses, counsellors and other therapists, as well as an online store to purchase subscriptions for iDoc and purchase healthcare devices and medicines.

Recently, there have been several UK competitors developing similar start-up online health services including Babylon Health and Dr Now whose presence has stimulated and validated the online primary care telehealth market. Fidelity Health considers its technology to be superior to any other in the market place with further applications in development. This really is “cutting edge” technology!

In order to access iDoc services, consumers will simply download an app on to their phone, laptop or PC which can then automatically direct patients to the next available clinician without the need for discussion with an administrator. There will be two apps - one for mobile users and one for website and laptop users. A small team of nurses will also be available to discuss medical problems and provide a triage option if preferred. In addition, iDoc is developing a self-care portal including a symptom checker.

Patients will be able to access services on a ‘pay-as-you-go” basis or via a monthly or annual subscription with reduced membership fees for additional family members. The service is pitched at a very affordable price structure.

When the service goes live, access will be provided daily 08.00-22.00, and as demand increases, the service will extend to 24 hours, 7 days a week. Patient records will be maintained on a confidential and secure central data centre, with the option to share information with the patient’s registered GP practice via secure links.

To draw as many consultations as possible to a successful conclusion, iDoc is developing partnerships with private consultants and private hospitals to direct patients at the point of accessing iDoc. This will extend to a planned iDoc visiting healthcare service, initially for the London area.

The technology has also been developed to embrace remote patient monitoring using real time monitoring via mobile apps, wireless sensors and wearable devices to track vital signs and location to alert family members, carers or clinicians to deteriorating situations but also allowing elderly patients to remain in their own homes for longer.

The Opportunity

We are looking for a new Clinical Director and a new Medical Centre Manager to support the iDoc head office team to mobilise, develop and grow this exciting service. This is a rare opportunity to be ‘in at the start’ and play a significant role in a fledgling entrepreneurial organisation as it launches into a largely untapped market. Fidelity Health is a vibrant, flexible and supportive organisation which values and develops its staff and encourages collaborative working across all functions of the business.

The Clinical Director and Medical Centre Manager will help to create a flagship health clinic for the company in the form of a real “medical practice” situated in state-of-the-art premises in the Victoria/Westminster area of London. The clinic will not be too dissimilar from practices providing GP services to patients all over the country, the main difference being of course that iDoc patients will not enter the premises in person but will be seen and managed remotely using highly developed technology.

Investors in Fidelity Health will be able to see what a modern tele-medicine clinic looks like and how it functions. The patients will feel like they are “virtually” visiting a GP practice, without the need to travel and at a time convenient to them. The clinicians will feel that they are working in a professional, high quality and safe environment surrounded by the support of colleagues, both clinical, technical and managerial, and using the highest specification of technology to facilitate their work.

It is anticipated that the ‘team’ providing the iDoc service at start-up will comprise four full time GPs (or equivalent) with the support of two full time nurses and two full time administrators. The nurses are likely to monitor much of the clinical quality control and audit functions for the service. The recruitment of this team will take place simultaneously with the recruitment of the Clinical Director and Medical Centre manager. The clinic doctors and nurses providing the iDoc service will be experienced and proficient clinicians with excellent communication skills, business-orientated and IT-competent. They will support the Clinical Director and Medical Centre Manager to help grow the tele-health service. The administrators will work under the Medical Centre Manager with delegated duties, such as rota management, records management, quality assurance and customer satisfaction. As demand increases, it is anticipated additional sessional GPs will be employed to support the permanent team and work from their homes, remotely managed by the Clinical Director and the Medical Centre Manager.

The mobilisation timeline envisages the Clinical Director and Medical Centre Manager being in post by the end of February 2017 with the remaining clinic team joining around the same time to launch the service as soon as possible following the necessary induction and training.

During the course of 2017, Fidelity Health’s senior management team and back-office functions will relocate from their current offices to the new HQ, Operations and Medical Centre so that all facets of the company, including support functions for technology, marketing, HR and finance, will work in harmony in one purpose-designed modern building. The on-site facilities supporting the iDoc service will include four consulting rooms/video studios, training suites for the induction and training of clinical and non-clinical staff, and offices for the Clinical Director and Medical Centre Manager. The company promotes an ethos of team-working and the iDoc staff, particularly the Clinical Director and Medical Centre Manager, will work in project teams with colleagues from different functions of the company to develop and grow other company services.

Both the Clinical Director and Medical Centre Manager will be largely based on site and therefore ideally the successful candidates will live within a reasonable commute of Central London. There may be the option/need to work from home from time to time.

As well as a competitive salary and other benefits, the Clinical Director and Medical Centre Manager will also be able to take advantage of a share option scheme operated by Fidelity Health. Both roles will develop strong working relationships with the senior management team (see Appendix A). The Clinical Director will report to the Chief Medical Officer, Dr Simon Chaplin-Rogers. The Medical Centre Manager will report to the Clinical Director.

The Clinical Director will be a suitably qualified and registered clinician and is likely to have had senior clinical experience with responsibilities for quality assurance and clinical training. The person appointed will demonstrate a keen entrepreneurial flair and business interest supported by appropriate business training.

The Medical Centre Manager is likely to have extensive experience of managing a successful public or private healthcare service and have a business degree or similar. There are synergies with this role and that of a practice manager of an NHS or private GP surgery.

Apart from development of the day-to-day service, the focus for both roles will be management and training of the team, records management and quality assurance including monitoring the patient experience and outcomes. Back office support will be provided by the Fidelity Health team, including finance, HR, data analysis, marketing and facilities management. Onsite IT and telephony technical support will be available during hours of service operation. CQC registration is at an advanced stage and should complete before the end of December. It is hoped that by embedding many of the back-office functions with the iDoc team, it will allow the Medical Centre Manager and Clinical Director to focus on providing ‘excellence’ in team performance and patient services.

The staff appointed to these two senior roles must be confident and self-motivated individuals with experience in all the relevant areas of management, particularly general and clinical staff management, operations management and quality assurance. They must be able to demonstrate strong leadership, excellent communication and organisational skills, numeracy skills, and be confident users of IT systems.

iDOC CLINICAL DIRECTOR

JOB DESCRIPTION

Role Summary

The Clinical Director will provide a dedicated clinical leadership role for a new online healthcare service giving patients rapid access to high quality medical advice through embracing advances in digital technology. Working closely with the Medical Centre Manager, the post holder will be responsible for the day to delivery and management of the clinical service, ensuring that all patients receive an excellent and safe care experience. In addition to responsibility for all aspects of clinical governance, training and quality assurance the post holder will be expected to play a strategic role in shaping and developing the business in response to patient demand. The post holder will be supported by the Fidelity Health team who will provide many of the necessary back office support functions including: facilities, technology, finance and HR support.

This is a full time post but there may be the possibility of working less than full time for the right candidate. There is an expectation that the post holder will at least initially spend some of their sessions working as a clinician within the service.

Accountability

Accountable to the iDoc Board of Directors, reporting directly to the Chief Medical Officer.

Location

The post is primarily based at the iDOC Medical Centre in Central London (Victoria/Westminster).

Ensuing that all clinicians are suitably qualified and trained and are competent and capable for their role and responsibility.

Working with the Medical Centre Manager to oversee the induction, training and mentoring of new clinical staff.

Ensuring that the clinical workforce is compliant with appraisal, revalidation and indemnity requirements. Providing an annual perfromance review for permanent clinical staff and providing supporting information on performance for all clinicians.

Developing strategies and policies related to the service, including the implementation of legislative requirements and risk management; For example, a safe and effective e prescribing policy.

Undertaking the roles of CQC Registered Manager, Safeguarding and Information Governance Lead

Working with the Medical Centre Manager to investigate complaints about the service and manage performance concerns relating to clinicians working in the service.

Quality Assurance and risk management

Leading a culture of continuous quality improvement by:

Monitoring day to day service performance through a process of audit and review. And developing a range of key performance indicators with the Chief Medical Officer to be reported to the iDOC Board

Identifying, sharing and maintaining clinical best practice within the service, keeping abreast of new clinical research and developments

Leading regular quality assurance meetings for the service including significant event and complaint meetings

Leading quality improvement initiatives within the service. Ensuring risk assessments are regularly carried out and acted on

Business Development

Working with the iDOC Board to develop the business model, generate growth and develop new markets

Working with the Medical Centre Manager to ensure appropriate financial governance is in place and that the service operates within budgetary forecasts.

Representing the service externally to relevant stakeholders including NHS and private healthcare organisations and regulatory bodies

Employment Terms

Salary:

The starting salary will be in the region of £130,000-150,000pa depending on qualifications and experience. Salaries are paid monthly in arrears. As a senior manager in the Fidelity Health team, you will also be entitled to a car allowance, pension contribution, private healthcare cover and

membership of the company’s Enterprise Management Incentive (EMI) share option scheme. These benefits will be introduced following your probationary period.

Hours of work:

It is envisaged that this role will be full-time and your normal working pattern will be 35 hours a week, 9.00am to 5.00pm, Monday to Friday with an hour for lunch. However, for the right candidate, there is the possibility of working part-time such as three or four days a week with pro rata salary and other benefits. You will be expected to work outside these normal hours on occasions, such as in the evenings or at weekends, so that you can understand fully the operation of the service at all times of the week. Any such variance in your working hours will be made up with an appropriate adjustment of your working hours elsewhere in the same week, or taken as time off in lieu. Reasonable out-of-pocket expenses will be reimbursed such as relating to travel or accommodation.

Annual leave and study leave:

You will be entitled to six weeks annual leave plus bank holidays (pro rata for part-time hours). Reasonable time off to attend relevant training courses and updates will be approved in agreement with the Clinical Director.

Probationary period:

There will be a 12 week probationary period, during which time the period of notice will be one week on either side.

Notice period:

Once the probationary period has been completed, there will be a three month period of notice on either side to terminate the employment.

Robert Condon BSc - Founder, Chief Executive Officer. Robert specialises in wireless, Internet and mobile technologies. He has over 30 year’s leadership experience in the international telecommunications and ICT industry. Robert has held C-level positions in several pioneering communications and Internet companies including Cable and Wireless, Hutchison Telecom and Comcast. He has considerable experience in exploiting new technologies in both large organizations and start-ups and founded several wireless, mobile and healthcare businesses including Atlantic Telecom, Broadnet, Fidelity Wireless and Fidelity Technologies. Previously CFO of biotech start-up through to exit (8 years). Raised £14m from VC syndicate. Prepared for IPO; included restructuring of complex corporate and share structure to enable flotation. Considerable exposure to devising & implementing strategy, planning, restructuring, fund-raising, M&A, exits, including IPO preparation. Chartered Accountant (KPMG, 1992), MBA (Cranfield, 2000), currently studying to become a Chartered Director.

Dr. Simon Chaplin Rogers BDS (ULond), LDS, RCS (Eng) MBBS (ULond) - Chief Medical Officer. Simon's first degree was in Dentistry at University College, London. While undertaking his dental hospital jobs in London, he was awarded a place to read Medicine. This led to general medical training in London Teaching Hospitals before undergoing training as a general practitioner in Putney, South West London. As a dentist, he purchased his first practice in Putney, selling it some 8 years later as a vibrant 3 surgery site. This was repeated in Winchester in two further practices, the last selling for one of the highest prices paid for a practice in the UK. As a general practitioner, he is the senior partner of a 9-partner practice on two sites. He sits on the dental executive for Hampshire, supporting practices in difficulty, and sits as one of the medical advisors to the Wessex Nuffield Hospital.

Nicholas Edwards – Head of Commercial and Business Development. Nicholas is an experienced financial, commercial and business development executive. He has spent over 30 years in the financial markets working in investment banking and asset management for James Capel, BZW, Barings, Societe Generale Group and Charlemagne

Capital. He has built and run his own award-winning fund management company – Alternative asset Management and for much of his recent career he has focused on private equity corporate finance projects and business development.

Paolo Ursino Dr Eng. MBA – Chief Technical Officer. Paolo is a highly qualified and accomplished engineer with more than 20 years of experience in small R&D organisations as well as large corporates in a variety of roles, from software engineer to senior manager and director. He is a specialist in wireless, mobile, Internet and IOT/M2M technologies. He started his career working in industrial automation and robotics at Automata before moving to 3Com and then Samsung Electronics where he lead the design team that developed the first Samsung 3G phone. He then moved to Broadcom to head up their mobile and wireless group business unit in the UK, with full site responsibility and project teams in India and the US reporting to him. Before joining Fidelity, Paolo founded ConneXM and led the development team that designed and built their Internet-of-Things/Machine-to-Machine communications platform - now part of Fidelity. Paolo has a Dr. Eng from Bologna University, Italy and an MBA from CASS Business School, London.

Kate Meek – Chief Marketing Officer. Kate is a passionate marketeer; She has spent her whole career in research, planning and the execution of marketing strategies, initially in the property industry before moving on to education where she worked on the development and delivery of Southampton University’s digital communications strategy. From education Kate moved to Healthcare where she worked alongside Dr Simon Chaplin-Rogers as Marketing Manager at Medcare, a private medical health company, responsible for research, planning and delivery of a range of private medical health products and services. Kate has brought a considerable amount of knowledge and experience from the healthcare industry to our management team.

Simon Condon BA Hons – Head of Operations. Simon is an IT professional with a successful career working in the design and deployment of large scale communications networks. He has gained broad sales, technical and project management experience with leading international technology companies including: Fujitsu Siemens, Network Associates and Reliance Communications. He is highly focused, driven and confident of his abilities in relation to team leadership, customer relations, project management, problem solving and retention. He has a proven ability to co-ordinate resources effectively and to achieve targets with stringent deadlines and budgets. Good account/project management skills coupled with a wide knowledge of IT, telecoms and Internet infrastructure, managed services, cloud systems, software systems, and Internet of things technology.
