The Special Police Unit for women and children of Delhi police organized a function at India Habitat Center to launch awareness material on women and children issues namely “Stop Violence against Children” and “Aap ke Adhikaar”. At Special police unit for women and children, the nodal unit of delhi police on women and children issues, has over the past also come out with many innovative steps to reach out to the society to address issues of concern vis a vis women and children be it the launching of websites spuwac.com , dpjju.com , booklet “stop violence against women”, “apni hifazat”, handbook for juvenile welfare officers, “women’s rights at spuwac” to name the few. The booklet Stop violence against children is meant to inform the society at large on how they can contribute and seek help from police on stopping violence against the most vulnerable section of the society i.e., the children and thus making the society aware about the law and how it can be accessed on this issue. Booklet “aap ke adhikaar” is basically a citizen’s charter for our women folk on their rights at the Spuwac so that they can demand what is due to them and thus SPUWAC is adopting a rights based approach.1 Chief Guest for the occasion was Dr Kiran Walia, Hon’ble minister for education, social welfare, women and child development and languages who released the booklet “AAP ke Adhikaar”. Speaking on the occasion, she applauded the efforts of Special Police Unit for Women and Children. The guest of honor Proff Shantha sinha, chairperson NCPCR, an internationally renouned anti child labour activist and Raman Magsaysay awardee, released the booklet “ Stop Violence Against Children” and called on society to join hands in addressing the issue of violence against children. Six Criminal of Railways arrested and Jewellery and other articles worth lakhs recovered.

The staff of Railway Police have arrested 6 criminals in separate incidents and recovered jewellery & articles worth lakhs of rupees. Details of these criminals are as under:-

1. Raj Kumar @ Raju s/o Ashok Kumar r/o House No. 3642, Gali Ramnath Patwa, Pahar Ganj, Delhi, age 30 years.

2. Mohd. Israil @ Alam r/o Vill. Nai Basti, Post. Piprithan, PS Kulli Kot, Distt. Kishan Ganj, Bihar. 2nd Address C Block, Bhajanpura, Delhi, age 29 years.

3. Manoj Kumar s/o Mishri Lal r/o Gali No. 1, Shukra Bazar, Sangam Vihar, Delhi. (P.O. in case FIR No. 191/08, U/s 27 NDPS Act. PS NDRS) age 40 years.

4. Nargis Khan w/o Late Aslam Khan r/o Gali No. 3, Block No. 4, Ashok Vihar, Loni, Ghaziabad,UP, age 32 years.

5. Ravi @ Bambaia s/o Ganga Ram r/o Vega Bond, Yamuna Bazar, Delhi, age 24 years. Kalu s/o Birender r/o Jhuggi Yamuna Bazar, Hanuman Mandir, Lal Qila, Delhi, age 19 years.

1) Accused arrested at P.S. New Delhi Railway Station:-

(a) The staff of Police Station New Delhi Railway Station have arrested one accused Raj Kumar @ Raju s/o Shri Ashok Kumar r/o House No. 3642 Gali Ram Nath Katwa Pahar Ganj, Delhi-110055 and recovered the stolen jewellery of case FIR No. 17/13 u/s 379 IPC dated 16.2.2013.

On 16.2.2013 one complainant Smt. Sandeep Goswami d/o Mr. Indramani Goswami r/o D-3 Mahavir Enclave Rajpur Khurd Extension, Chattarpur, Delhi-68 had reported that her bag containing gold and silver jewellery had been stolen from the X-Ray Scanning Machine at Ajmeri Gate side. A case FIR No. 17/13 u/s 379 IPC was registered and investigation was been taken up. The CCTV footage of the incident was seen and the description of the culprit was noted. A small team consisting of HC Sunil Kumar, Constable Surender and Constable Subhash was formed to arrest the accused. The team was keeping a watch near X-ray Scanning Machine of Ajmeri Gate side. When they were on the watch, they noticed that one accused namely Raj Kumar @ Raju s/o Ashok Kumar r/o House No. 3642, Gali Ram Nath Katwa Pahar Ganj, Delhi-110055 aged 30 yrs was trying to steal the bag of another complainant Smt Anjum Qureshi d/o late Shri A Rashid r/o House No. 627/9 B Saket Nagar, Bhopal on 21.2.2013 at 01.30 AM. The accused was caught red handed. On interrogation the accused disclosed that he had also committed a theft with same modus operandi on 16.2.2013. Immediately the house search of the accused was done and jewellery items namely two gold rings, one mangal sutra, one pair ear ring , one silver payal and one Nokia mobile (total stolen property worth rupees 1,25,000/-) were recovered from his house. This jewellery belonged to the complainant Smt. Sandeep Goswami. The accused was arrested in case FIR No. 21/13 u/s 379/511 IPC and also in FIR No. 17/13 u/s 379/411 IPC.

(d) Accused Nargis Khan w/o Late Aslam Khan R/o Gali No. 3, Block No. 4, Ashok Vihar, Loni, Ghaziabad,UP,  age 32 years, was arrested and the stolen bag containing Rs.8,000/- and clothes were recovered from her house. The bag was stolen from the train on 29.01.13. The staff initially questioned her on suspicion and later she confessed to have stolen bag on 29.01.13. She was arrested in case FIR No. 22 dated 21/02/13 U/S 379/411 IPC PS NDRS. Efforts are on to arrest her associate Dilshad r/o Loni, Ghaziabad, UP.

2) Accused arrested in P.S. Old Delhi Railway Station.

(a) One accused namely Ravi @ Bambaia s/o Ganga Ram r/o Vaga Bond Yamuna Bazar Delhi age 24 yrs was found roaming near railway track Lal Qila under suspicious conditions. He was nabbed by alert track patrolling staff HC Sanjeev Tyagi and Ct. Praveen Kumar. One stolen mobile Phone Samsung G-5 was recovered from the possession of accused. He was arrested under section 103 DP Act at PS ODRS on 20.02.2013.

He is earlier involved in following cases:-

He has been arrested in Case FIR No. 152/12 dated 30.10.12 u/s 379/356/34 IPC PS ODRS, Delhi. A Laptop snatched from a lady in Ranikhet Express on 13.02.13

STOLEN JEWELLERY WORTH Rs. 20 LACS RECOVERED: ONE RECEIVER, A PART OF INTERSTATE GANG OF THIEVES & RECEIVERS ARRESTED: CASE OF THEFT IN TRAIN IN RAJASTHAN WORKED

With the arrest of one Mohd. Tousif, aged about 24 years s/o Mohd. Affaq r/o 1054, Phatak Ram Kishan Das, Bazar Chitli Qabar, Delhi, Central District Police has arrested a receiver of stolen property and jewellery worth about Rs. 20 lacs recovered from his possession.

INCIDENT & INVESTIGATION

On 21.02.2013, at about 11:30 PM, Inspr. Satender Mohan, SHO/Chandni Mahal, Inspr. Vinod Kumar, Inspr. Investigation, Inspr. Satish Malik, Inspr. ATO, SI Rohtash, HC Satish Chand, Ct. Jai Singh and Ct. Kanhaiya Lal were present at Tiraha Behram Khan in the area of Police Station Chandni Mahal, Delhi where a secret informer met them who informed that a man who has in his possession stolen diamond and gold jewellery worth several lacs will come near Chitli Qabar Chowk. The information was further developed and a trap was laid at the spot. At about 1:00 AM, the police team identified the suspect on the signal of secret informer and directed him to stop. However, this man tried to run away but was immediately overpowered by the police team. His personal search was carried out and from his possession two gold bangles studded with diamond and three gold rings studded with diamond were recovered. The suspect was questioned in detail but could not provide any satisfactory reply regarding the ownership of the jewellery recovered from his possession. He was arrested u/s 41.2 CrPC.

INTERROGATION

During interrogation, the alleged disclosed his identity as Mohd. Tousif s/o Mohd. Affaq r/o 1054, Phatak Ram Kishan Das, Bazar Chitli Qabar, Delhi. He disclosed that he used to buy stolen articles at minimal price. He had purchased this jewellery from one Andrew Roberts, a resident of Manipur who had stolen the jewellery from a passenger in Pooja Express train at Bandi Kui Railway Station, Ajmer, Rajasthan. On verification, a case vide FIR No. 08/13 dated 13.02.2013 u/s 379 IPC was found registered at Police Station Bandi Kui, GRP, Ajmer, Rajasthan in this regard. Further, it was learnt that the jewellery had been stolen on 13.02.2013 from the possession of one Sh. Vijay Saraf s/o Sh. Ratan Chand Saraf r/o 46, DBC, Gandhi Nagar, PS Gandhi Nagar, Distt. Jammu, Jammu & Kashmir. The approx. valuation of the jewellery is worth Rs 20 lacs in the market. Rajasthan police has already been informed in this regard.

Further investigation/interrogation is in progress and efforts are being made to apprehend the thief and his other accomplices.

The staff of Police Station Rajouri Garden, West Distt. has arrested two notorious & desperate criminal brothers namely Sandeep @ Panday @ Vicky @ Deepak (28 Years) and Sandeep @ Danny (25 years), involved in number of cases including Robbery, Rape, Theft, Snatching etc. One stolen Motor Cycle, one snatched golden chain, one country made Pistol along with one live cartridge and smack has been recovered. PS Rajouri Garden Delhi. and 88/13 U/s 21/61/85 NDPS Act PS Rajouri Garden Delhi have been registered in this regard and 6 cases of M.V theft & snatching have been solved.

In view of increasing incidents of snatching & auto theft in west District, A team was constituted under close supervision of Sh. Eish Singhal, IPS, ACP/Rajouri Garden to develop information about active criminals and to nab them. The team headed by Insp. Shiv Dayal SHO PS Rajouri Garden Delhi, consisting of SI Mahinder Singh , HC Sanjay , Ct. Jasbir & Ct. Rajesh, Ct. Ramavtar was formed in PS Rajouri Garden, for the specific purpose. The team worked relentlessly and developed information regarding active criminals of West District. Informers were sensitized and surveillance was mounted. On 20.02.2013, upon specific input and sensing movement of the criminals in the area of PS Rajouri Garden, checking through mounting barricades was initiated at Road No. 28, near Guru Gobind Singh Hospital, Raghubir Nagar Delhi. At about 3.15 PM, one Motor Cycle was stopped and the rider was overpowered, whose name was disclosed on inquiry as Sandeep @ Panday @ Vicky @ Deepak. On his cursory search, a country made Pistol along with one live cartridge was recovered from his possession. Later, on verification the motor cycle was found to be stolen from PS Rajouri Garden Delhi. From his interrogation, it came in to light that he along with his brother Sandeep @ Danny are active in chains snatching & purse. For the purpose of snatching they use stolen motor cycles. They also used to keep weapon to threat public for their easy escape. Further it was revealed that his brother Sandeep @ Danny will come near Tagore Garden Metro Station at about 5.00 PM from where both the brothers will go for snatching. On this information, a trap was laid at Metro Station Tagore Garden. The team acted swiftly and at 5.00 PM, Sandeep @ Danny was apprehended. From his cursory search 12 Gms. Of smack was recovered. From interrogation of accused persons, their involvements in other cases was revealed. Interrogation of accused and further investigation is continued.

Staff involved in good work is being rewarded suitably.

Painting competition - cum - commemorative function of Road Safety club-22 Feb. 2013

As part of Delhi Police Week–2013 celebrations, on the spot Painting Competition-cum-Commemorative function of Road Safety Club was organized at Princess Place, India Gate Lawns by Delhi Traffic Police in association with Society for Indian Automobiles Manufactures (SIAM), Hero MotoCorp, J.K. Tyres and others to create awareness amongst children about the importance of road safety norms and need for obeying traffic rules.

Shri Neeraj Kumar, Commissioner of Police, Delhi graced the occasion as Chief Guest. Shri Gautam Gambhir, an international cricket star and India’s opening batsman,

Speaking on the occasion, Commissioner of Police, Delhi called upon the schools and students to make

active contribution for the cause of road safety by spreading awareness. He stressed upon the students to obey

traffic rules, use zebra crossings, subways and foot over bridges to reduce pedestrian fatalities on road. He also

appreciated the Road Safety team for their active participation in imparting road safety education to school

children by visiting schools and advised them to continue it with same vigour in future as well.

Shri Gautam Gambhir speaking on the occasion stressed upon the participating children to obey traffic

rules and exhorted the need to wear helmet and seat belt while driving.

Road safety Best Rolling Trophy along with cash prize of Rs.15,000/- for best activities in the field of Road

Safety during 2012, sponsored by Society for Automobile Manufacturers (SIAM), was awarded by Commissioner

of Police, Delhi to Dev Samaj Middle School, Nehru Nagar, Lajpat Nagar, Delhi. Road Safety Club Rolling Trophy

for best activities in club during 2012 sponsored by Hero Honda was awarded by cricketer Shri Gautam Gambir

to Tinu Public School, Sangam Vihar, Delhi.

A team of jury comprising of faculties from Delhi College of Art and Department of Art - Jamia Milia

Islamia adjudged the paintings of about 600 participants from 25 leading schools and declared the prize winners

from Primary, Middle and Secondary groups, of the Painting Competition who were felicitated by the Chief

Guest. In the Primary category Kanika Bansal of Universal Public School,Patparganj in the Middle category

Pratibha Yadav from Universal Public School and in the secondary category Rahul Kumar from Govt. Boys Sr. Sec.

School, Nangloi were adjudged the best.

INFORMATION AND OPERATION

On 22.02.13, a team of officers of PS Kirti Nagar under the supervision of Sh. Eish Singhal, IPS ACP/Rajouri Garden led by Inspr. Ram Kishan Yadav, SHO/Kirti Nagar comprising of SI Prakash, SI Hari Prakash, HC Mahender, HC Ravinder and Const. Banwati was constituted on secret information about the movements of accused persons involved in burglary cases. In one of the case accused swas captured in CCTV cameras which were installed at shop F-49 MS Garden, New Delhi (place of occurrence). The photographs and CDs were shown to the informer and public. On receipt of this information, secret informers were activated in the area intense patrolling was started in the area. The painstaking efforts of the team paid rich dividends. On secret information, a raid was conducted near Kirti Nagar Metro Station in the area of PS Kirti Nagar where on suspicion one persons, who was carrying one plastic Katta was asked to stop. He tried to run away from the spot but was apprehended by the team after a chase and on checking of the plastic Katta, 5 Bundles AC Bronze Pipes were recovered. The accused disclosed that these bronze pipes were stolen from one shop of M.S. Garden Kirti Nagar and on further interrogation accused disclosed that he was lured in the crime and he had fallen in the habit of drug addiction and gambling. After verification it is found that the accused was previously involved in another 02 cases of PS Kirti Nagar. He used to target those houses/shops which are found locked and are without security guard. He break the lock/shutter with the help of house braking instruments and take away whatever he get from the houses/shops.

Staff involved in good work is being rewarded suitably.

A team of Police Station Badarpur, comprising of ASI Bhagirath Prasad No. 2526/SE, HC Joginder Singh 126/SE, Ct Ashok 1330/SE, Ct Sonu No. 3299/SE, under the leadership of Insp. Akhilesh Yadav SHO/Badarpur, under the overall supervision of Sh. V. K. Nayyer ACP/Sarita Vihar, has nabbed a desperate & notorious pick-pocketers namely Mohd. Yunus @ Chotu @ Bihari S/o Abdul Gani, R/o K-1451, Gali No. 19, Sangam Vihar, New Delhi, Age: 40 yrs, and Mukesh @ Moda @ Bhola S/o Ram Charan, R/o Jhuggi A-42, Sanjay Camp, Ambedkar Nagar, New Delhi, Age: 29 year. Both are the B.Cs. of their respective areas.

INCIDENT:

It is submitted that on 20-2-2013, complainant Sh. Bharat Singh Choudhary R/o B-49, New Township Colony, NTPC, Badarpur, New Delhi, who is an employee of NTPC, was coming from Sukhdev Vihar to NTPC. At around 12.30 pm when he tried to get down from the bus near Sethi Restaurant, adjoining to NTPC Badarpur, then he felt some movement in right side pocket of his Kurta. Suddenly he checked his pocket and found that his purse containing cash Rs. 4050/- was stolen and he saw that one person handed over his purse to his associate after stealing from the pocket. Immediately he made an alarm and on seeing that 3-4 persons got down from the bus and ran away towards the Gate No. 1, NTPC, Badarpur. The complainant also got down from the bus and chased them with shout. On seeing that, police team comprising of ASI Bhagirath Prasad No. 2526/SE, Ct. Ashok No. 1330/SE (in Police Uniform), and HC Joginder Singh 126/SE, & Ct. Sonu No. 3299/SE (in civil cloths), who were present near Gate No. 1, NTPC, Badarpur for arrangement duty of Bharat Bandh, overpowered both of them. The complainant reached at the spot and told the story to police team. On sursory searh of accused Mohd. Yunus @ Chotu @ Bihari, the stolen purse of the complainant was recovered from his possession. So, a Case FIR No. 61/13, dated 20-2-2013, U/sec 379/411/34 IPC was got registered at PS Badarpur, against both of the accused persons.

INTERROGATION:

On sustain interrogation accused, Mohd. Yunus @ Chotu @ Bihari S/o Abdul Gani, R/o K-1451, Gali No. 19, Sangam Vihar, New Delhi, Age: 40 yrs, and Mukesh @ Moda @ Bhola S/o Ram Charan, R/o Jhuggi A-42, Sanjay Camp, Ambedkar Nagar, New Delhi, Age: 29 year, disclosed that they were habitual of Pick Pocketing and chose the buses only for their crime. They added that so many time they had gone to jail. And only for the purpose of pick pocketing they came here and Mukesh had stolen the purse of complainant Bharat Singh and handed over it to his associate and gang leader Mohd. Yunus @ Chotu @ Bihari.

BLIND CASE OF ROBBERY & DOUBLE MURDER SOLVED BY THE STAFF OF OUTER DISTRICT IN LESS THAN 12 HOURS

HIGHLIGHTS:-

BRIEF FACTS:-With the arrest of one accused person namely Nadeem s/o Sh. Naseem Ahmad

R/o J-3/67, Jhuggi Wazirpur, J.J. Colony, Delhi, Outer Distt Police has solved a case of Robbery and Double Murder of PS Vijay Vihar, Outer District, Delhi in less than 12 hours of its commission.

INCIDENT:

On 21.02.13 at 2.15 PM, an information was received from PCR in Police Station Vijay Vihar regarding murder of one woman and one girl at H. No.46, C-Block, Sec-1, Rohini. The same information was lodged at police station Vijay Vihar vide DD No. 20A and the same was marked to SI Arun Kumar. The local police visited the spot and found one woman namely Yasmin w/o Aslam Ali R/o H No. C-46, Sec-1, Rohini, age about-35 years and one girl namely Sofiya D/o Aslam Ali, aged about-5 yrs dead in their house, whose name and address were established during interrogation. The dead bodies were inspected and was found that throught of both deceased were slit with a sharp edged weapon and the dead body of woman was found burnt and naked. The crime team was summoned at the spot for inspection of spot, photography and collection of forensic evidence.

Spot enquiry was conducted but no eye-witness was found. On the basis of contents of DD entry, inspection of dead bodies, prima facie an offence u/s 302 IPC was made out and accordingly a case Vide FIR No. 99/13 dated 21.02.2013 u/s 302 IPC was registered at PS Vijay Vihar, Delhi and investigation was taken up by Inspr. Sunil Kumar. During course of investigation husband of deceased stated that that one mobile phone and cash were also robbed.

During the course of investigation, team developed information regarding features of the suspect who was seen moving in the locality at the time of incident and collected the intelligence about the suspect. The suspect was identified as Nadeem who worked for a short period with the husband of deceased. Further on the basis of technical surveillance and on the instance of secret informer suspect Nadeem s/o Naseem Ahamad R/o J-3/67, Jhuggi Wazirpur, J.J.Colony, Delhi was apprehended from his house. During course of interrogation he did not reveal the truth. Finally by the sear wit and professional skills the investigating team extract the truth which corroborated with the chain of incidence. He finally broke down and confessed his crime. On the instance of accused Nadeem robbed amount Rs 1,25,000/-, One Samsung Mobile Phone (Mobile of deceased), weapon of offence knife, blood stained pant, Jacket and shoes were recovered. A motorcycle No. DL-8S-AS-0797 used in crime was also recovered. The accused was interrogated at length who disclosed that he was working with Aslam Ali and used to visit his house occasionally. He was in need of money and he knew about the availability of cash in the house of Aslam who is working as builder. With the intention to rob the house of Aslam, he entered into his house, child girl and her mother were present in the house. In the meantime, mother went to bathroom and he took out the money from the Almirah which was seen by girl child. So, he covered the mouth of child and slit her throat with a knife and kept waiting for the mother to come out from the bathroom. As she came out he strangulated her throat with the help of wire, and further slit her throat with the same knife and to make sure that she was dead he poured kerosene oil on her body and lit with the fire. Thereafter, he took the mobile phone and cash of the deceased and fled away from the house.

PROFILE OF THE ACCUSED NADEEM:-

1. Nadeem (23 years) s/o Sh. Naseem Ahamad R/o J-3/67-68, Jhuggi Wazirpur, J.J. Colony, Delhi studied upto class 10th. He started his carrier as a mobile repairer and later worked with Aslam Ali as a Munshi. His previous involvements in the crime are being verified.

BRIEF FACTS:

On 16.02.13, an incident of burglary was reported at PS Malviya Nagar. SI Somvir Singh met the complainants Sh. V.S. Verma, Sh. Arvind Srivastava, Sh. Ajay Kumar, Sh. Sanjay Gautam and Sh. D.D. Bhardwaj, who stated that in the intervening night of 15-16/02/13 some burglars committed theft in their offices situated in the Building T-88, C-2, Khirki Village, New Delhi. On 16/02/13 they found that Laptops, Tablet Phones, Digital Cameras etc. and some official documents were stolen. The burglars targeted the building which was not guarded by any security guard. In this regard, a case vide FIR No. 61/13 16/02/13 u/s 457/380 IPC was registered at PS Malviya Nagar and investigation was taken up.

INVESTIGATION:

During the course of investigation, a team comprising SI Somvir Singh, SI Deep Chand, HC Attar Singh No. 160/SD, HC Kanwar Singh No. 2299/SD, Ct. Vipin No. 2317/SD, Ct. Chhote Lal No. 3183/SD, Ct. Hemant No. 1184/SD, Ct. Rahul No. 2470/SD and Ct Pushkar No. 2866/SD was constituted under the close supervision of Inspr. Vijaypal Singh SHO/Malviya Nagar and Insp. (Investigation) Kuldeep Singh to apprehend the culprits.

The team members worked hard and geared up their resources to get clue about the criminals involved in such criminal activities. Besides, details of various jail / bail released accused persons analyzed minutely and criminal intelligence was developed, which yielded good results. The team members arrested two accused persons namely Arjun Bahadur S/o Kamal Bahadur r/o H. No. 119, Begumpur and Aditya @ Michael S/o Mohan Singh R/o H. No. 60, Village Begumpur, Malviya Nagar, New Delhi and apprehended two juveniles. At their instance, stolen 9 Tablet Phones, 7 Laptops, 6 Mobile Phones, 4 Digital Cameras, 1 Multimedia Player, 2 Wrist Watches, 7 Silver Coins and cash Rs. 55,000/- were recovered and worked out 7 cases of theft / burglary worked out.

INTERROGATION :

During interrogation, accused Arjun Bahadur and Aditya @ Michael disclosed that they along with their two juveniles associates used to target the building which is not guarded by

1. Arjun Bahadur (20 years) s/o Kamal Bahadur r/o H. No. 119, Begumpur, Malviya Nagar, New Delhi was born in Nepal. He is a school dropout. In the year 2005, he came to India with his parents. Presently, he is studying in 10th class in Begumpur.

2. Aditya @ Michael (19 years) s/o Mohan Singh R/o H. No. 60, Village Begumpur, Malviya Nagar, New Delh is a school dropout. His father is unemployed. His mother works as maid. He is married and works as Dancer in Bristal Hotel, Gurgaon, Green Sartaj Hotel, Sahara Mall, Gurgaon and Club and Pubs.

With the arrest of three desperate criminals, staff of STF, South District have worked out two cases of snatching and theft registered at PS Lajpat Nagar and Saket. Accused persons are desperate criminals who are previously involved in cases of murder, robbery, snatching and theft etc. of various police stations in Delhi.

BRIEF FACTS :

On 20.02.13, a secret information was received that some notorious criminals will come at Shantivan Park, Kishangarh Road to rob a builder. Accordingly, a team comprising SI Sashikant, SI Kuldeep Sharma, HC Naresh Kumar No. 575/SD, HC Vijay Pal No. 270/SD, HC Satender No. 49/SD, HC Vinod No. 398/SD, HC Ajit No. 401/SD, HC Tara Chand, 401/SD and Ct. Calendar No.1022/SD under the close supervision of Inspr. Sh. Rajender Singh, I/C STF South District was formed and a trap was laid at Car Market, Kishangrh, New Delhi. At about 5.40 PM, a white Wagon R car no. DL-5CF-2455 came there. On the tip of the secret informer, three suspicious persons were apprehended by the team and they were identified as Nitin Kumar Panchal, Amit Sen and Amit Kumar @ Resham. On search, two country made pistols, one button actuated knife and two mobile phones were recovered from their possession.

INTERROGATION :

During sustained interrogation, they confessed that they have committed several snatching and robberies in various parts of Delhi including snatching in the area of PS Lajpat Nagar and theft in Lado Sarai. These facts were verified from the concerned police stations and it came to notice that the trio is wanted in the following cases of snatching and theft:-

2. Case FIR No. 253/12, dated 20/10/12, u/s 356/379 IPC PS Lajpat Nagar, New Delhi.

Further on verifying the details of these criminals, it was also found that all the accused persons are previously involved in cases of murder, robbery, snatching and theft in various police stations of Delhi. They further disclosed that today also they had come to conduct reconnaissance in the area to rob a builder at Shantivan Park, Kishangarh Road, Delhi. Further investigation is on to probe into their previous involvements.

PROFILE OF ACCUSED ARRESTED :

1. Nitin Kumar Panchal (21 years) s/o Vijay Pal R/o C-2/801, Gali No. 17, Harsh Vihar, New Delhi is a school dropout. He is unmarried and works as part time insurance agent.

2. Amit Sen (25 years) s/o Sube Singh R/o H.No. 74, Dhobi Mohalla, Village Ajadpur, New Delhi is a school dropout. He is unmarried and unemployed. He has been previously involved in cases of robbery. He is previously involved in case FIR No. 972/08 u/s 394/307/398 IPC PS Loni.

3. Amit Kumar @ Resham (21 years) s/o Beer Singh R/o H. No. B-2/27, Saboli Extension, New Delhi is a school dropout. He is unmarried and unemployed. He has been previously involved in case case FIR No. 105/10 u/s 302/308/34 IPC PS Harsh Vihar.

RECOVERIES :

BRIEF FACTS:-

                   With the arrest of one accused person namely Nadeem s/o Sh. Naseem Ahmad R/o J-3/67, Jhuggi Wazirpur, J.J. Colony, Delhi, Outer Distt Police has solved a case of Robbery and Double Murder of PS Vijay Vihar, Outer District, Delhi in less than 12 hours of  its commission.

INCIDENT:

                   On 21.02.13 at 2.15 PM, an information was received from PCR in Police Station Vijay Vihar regarding murder of one woman and one girl at H. No.46, C-Block, Sec-1, Rohini.    The same information was lodged at police station Vijay Vihar vide DD No. 20A and the same was marked to SI Arun Kumar.  The local police visited the spot and found one woman namely Yasmin w/o Aslam Ali R/o H No. C-46, Sec-1, Rohini, age about-35 years and one girl namely Sofiya D/o Aslam Ali, aged about-5 yrs dead in their house, whose name and address were established during interrogation. The dead bodies were inspected and was found that  throught of both deceased were slit with a sharp edged weapon and the dead body of woman was found burnt and naked. The crime team was summoned at the spot for inspection of spot, photography and collection of forensic evidence.

          Spot enquiry was conducted but no eye-witness was found. On the basis of contents of DD entry, inspection of dead bodies, prima facie an offence u/s 302 IPC was made out and accordingly a case Vide FIR No. 99/13 dated 21.02.2013 u/s 302 IPC was registered at PS Vijay Vihar, Delhi and investigation was taken up by Inspr. Sunil Kumar. During course of investigation husband of deceased stated that that one mobile phone and cash were also robbed.

TEAM & INVESTIGATION               

                   To nab the accused persons a  joint team  of PS ViJay Vihar and Special Staff/OD comprising Insp. S.S. Rathi , Insp. Sunil Kumar,Insp. Sameer Kumar Jha, SI Arun Kumar ,  SI Sumit , ASI Satyavir Singh., ASI Pradeep,  HC Raj Kumar ,HC Neeraj ,HC Ravinder, HC Gulab, HC Narender, HC Sunil Dutt No., HC Parmender, Ct. Kapil , Ct. Ravinder  and Ct. Praveen was constituted under the close supervision of Sh. Ved Prakash, ACP/Rohini, Outer District, Delhi.

          During the course of investigation, team developed information regarding features of the suspect who was seen moving in the locality at the time of incident and collected the intelligence about the suspect. The suspect was identified as Nadeem who worked for a short period with the husband of deceased. Further on the basis of technical surveillance and on the instance of secret informer suspect Nadeem s/o  Naseem Ahamad R/o J-3/67, Jhuggi Wazirpur, J.J.Colony, Delhi was apprehended from his house. During course of interrogation he did not reveal the truth. Finally by the sear wit and professional skills the investigating team extract the truth which corroborated with the chain of incidence. He finally broke down and confessed his crime. On the instance of accused Nadeem  robbed amount Rs 1,25,000/-, One Samsung Mobile Phone (Mobile of deceased), weapon of offence knife, blood stained pant, Jacket and shoes  were recovered. A motorcycle No. DL-8S-AS-0797 used in crime was also recovered. The accused was

interrogated at length who disclosed that he was working with Aslam Ali and used to visit his house occasionally. He was in need of money and he knew about the availability of cash in the house of Aslam who is working as builder. With the intention to rob the house of Aslam, he entered into his house, child girl and her mother were present in the house. In the meantime, mother went to bathroom and he took out the money from the Almirah which was seen by girl child. So, he covered the mouth of child and slit her throat with a knife and kept waiting for the mother to come out from the bathroom. As she came out he strangulated her throat with the help of wire, and further slit her throat with the same knife and to make sure that she was dead he poured  kerosene oil on her body and lit with the fire. Thereafter, he took the mobile phone and cash of the deceased and fled away from the house.

PROFILE OF THE ACCUSED NADEEM:-

1. Nadeem (23 years) s/o Sh. Naseem Ahamad R/o J-3/67-68, Jhuggi Wazirpur, J.J. Colony, Delhi studied upto class 10th.  He started his carrier as a mobile repairer and later worked with Aslam Ali as a Munshi. His previous involvements in the crime are being verified.

RECOVERIES:-

         Cash Rs. 1,25,000/-

         One Sumsang Mobile Phone (of deceased Yasmin).

         One motorcycle NO. DL-8SAS-0797.

         One blood stained Knife which was used in the crime.

1)      And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

2)      And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

1. Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

2. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous person using the courier services for illegal activities.

3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec.144 Cr.P.C.,1973 (No.2of 1974) read with Govt. of India, Ministry of Home Affaire, New Delhi`s Notification No. U-11036/(i)UTL,dated 09-09-2010, I, Parkash Chander Mann, Assistant Commissioner of Police, Sub-Division, Vikas Puri west Distt., Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division Vikaspuri, Delhi shall:-

a) Maintain a register of courier senders and detail of goods to be sent through courier.

b) Keep copies of identification documents like election card, ration card, PAN card, Driving license etc. of the courier sender for access by the police as and when required.

c) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organisation.

d) Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.

e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where good are to be kept. The CCTV should monitor anyone coming for booking a courier.

f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

O R D E R

Whereas report have been received that due to the situation prevailing in the area of Police stations of North-East District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/North East District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenets so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I, B.S. Ahlawat, Asstt. Commissioner of Police, Sub-Div. Seema Puri, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated

09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub-Div. Seema Puri, North East District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

4. These orders shall come into force with effect from 20.02.13 shall effective for a period of 60 days up to 20.04.2013 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As this order cannot be served individually to all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies of the notice boards of the offices of District DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the MCD/NDMC.
