This document presents the final results of the 2017 donor coordination survey carried out by Eurostat. The document provides a summary of recently planned, on-going and completed assistance projects in the field of statistics in the enlargement, Eastern European, Caucasus and Central Asian (EECCA) countries and Mongolia, and European Neighbourhood South Countries.

The purpose of the annual donor coordination survey is to allow better planning of assistance in the field of statistics, to benefit from the experience of implemented projects and to avoid overlaps of projects.

Introduction

Eurostat in cooperation with UNECE launched the 2017 donor coordination survey in November 2016 covering the enlargement countries, the European Neighbourhood and Central Asian countries as well as Mongolia.

The questionnaire was sent to the following countries: Albania, Algeria, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Egypt, Georgia, Israel, Jordan, Kazakhstan, Kosovo*, Kyrgyzstan, Lebanon, Libya, the former Yugoslav Republic of Macedonia, Moldova, Morocco, Mongolia, Montenegro, Palestine, Serbia, Tajikistan, Tunisia, Turkey, Turkmenistan, Ukraine and Uzbekistan.

The questionnaire was also sent to the EU Member States, EU delegations, EFTA countries and international organisations identified as possible donors. Data was collected for the first time via a web-questionnaire available in 3 languages (EN, FR and RU). Two separate questionnaires were designed – one for donors and beneficiaries and another for implementing agencies. For the first time this year the donor coordination survey report includes the activities of the implementing agencies, as a concrete response to the suggestions from users to give more visibility to their activities. Besides, the list of projects previously included in Annex II as text, is now for the first time available in Excel format, to better meet user needs.

The project status is, in general, defined as follows:

- completed projects: implementation terminated in 2016,

- on-going projects: implementation was in progress in 2016 and continued in 2017,

- planned projects: implementation is intended to start in the beginning of 2017 or later.

Interpreting the data

It is important to be aware that the results presented are not complete. Some projects are not fully reported, and the amounts of the projects are not always specified. Some project amounts might include components which are not related to statistics and in these cases the statistical component is difficult to be quantified even for the donor and beneficiary. Some donors provide the budget for the complete projects running for several years without breakdowns, while other donors provide information on one specific year in a multi-year project. Some donors include their own human resources cost, while others do not include this information. It is especially difficult for donors to quantify the amounts for planned projects. There are also some problems with identifying regional

projects, because the beneficiary often only knows its own part, while the donors sometimes consider several similar bilateral projects as regional. Some respondents requested that their responses were not published in the report.

The interpretation of the statistical topics should be handled with care, because it is not possible to identify the amount spent on each domain or to define the importance of each domain within a project. Tables 1 to 5 in Annex I show the amounts donated to statistical projects by donors and beneficiaries. Table 6a shows which statistical domains were supported by donors and table 6b shows the assistance in statistical domains by beneficiaries. Annex II includes detailed information on individual projects and is now available in Excel format in addition to the traditional paper format.

Donors

As tables 1a, 1b and 1c in Annex I show, completed projects amount to EUR 34 million (79 million in 2016), on-going projects amount to approximately EUR 161 million (compared to 123 million in 2016) in total for all the regions in this survey and planned projects amount to EUR 51 million (35 million in 2016).

Regional projects

Not all assistance is given to a single beneficiary only. Assistance is also given to projects covering several beneficiaries both within regions and across regions. Regional projects are a substantial part of the statistical assistance provided and in the 2017 survey regional assistance projects amount to over EUR 124 million (50 %) of the funds spread over 75 different regional projects. In 2016, regional projects constituted EUR 73 million (about 31 %) with over 60 projects. So, in 2017 an increased number of projects and budget could be noted. Regional projects include projects on standards and classifications and production processes that benefit several countries, and where the beneficiary countries can learn from each other’s experiences and best practices. Regional projects also include regional seminars, workshops, and funding participation in international conferences. Thirty six per cent of the regional assistance (in monetary terms) goes to the enlargement countries, with the EU and Sweden being the main donors of regional assistance to these countries. About 10 % of the regional assistance goes to ENP-South countries with the EU and IMF METAC being the largest donors whereas 6 % of the total assistance is allocated in countries in Central Asian, while ENP-East countries benefit from less than 1 % of the regional assistance. About 19 % of the regional assistance goes to cross-regional projects that may range across beneficiaries from all the areas covered by the survey, including Central Asian, Enlargement, ENP-East and ENP-South countries (with at least one enlargement country or at least one EECCA country). About 15 % of regional assistance goes to regional projects that include also countries not included in this survey (see the "other" column in the tables).

The EU is the largest donor of regional assistance funding over 41 % of the regional funds covered by this survey. Several EU funded regional assistance projects focus on supporting enlargement countries throughout the accession process. Other major donors are IMF, UK, Japan, Sweden, projects funded jointly by EFTA, EU and UNECE, the World Bank, the Russian Federation and the UN.

Implementing agencies

Fifteen institutions reported activities as implementing agencies, in total 83 activities were reported. This is the first donor survey that covers data on implementing activities separately.

Looking at the statistical domains, the activities reported concern all the statistical domains except the economic census. Implementing agencies reported most activities in general horizontal issues, demographic and social statistics and support to implementing Peer and Sector Reviews. In general only three implementing agencies reported support to census related activities Whereas most implementing agencies contribute with implementation in several different statistical domains, a few implementing agencies offered most of the support in one or two specific statistics domains.

When looking at the type of activities implemented, more than 60% of the reported activities are expert missions and study visits. SESRIC, Statistics Lithuania, Turkstat and GUS Poland implemented more than half of the reported activities.

Beneficiaries – an overview of assistance in the field of statistics

From Annex II it can be seen that there are currently 10 projects in different areas of statistics in Albania, with Sweden followed by EU being the largest donors. Sweden supports the Albanian Statistical Institute (INSTAT) in a wide range of statistical areas with the continuation of the partnership in statistics. INSTAT also receives support from the EU via a Twinning project that supports labour market and agriculture statistics in addition to improving dissemination and the IT infrastructure by developing a pilot data warehouse. Various UN agencies, and in particular UNICEF supported some specific analysis in demographic and social statistics.

Two projects concern Algeria and a number of donors is active in the country by providing technical assistance: EU, IMF and World Bank, UN Agencies and the League of Arab States. This multitude of donors mainly concentrates on a planned project on migration statistics, the so called Households International Migration Survey (Med-HIMS). France financed a bilateral co-operation project to introduce new information and communication technology to improve the overall quality of data.

‘Implementation of the National Strategy Program for Strengthening of the National Statistical System’ project, financed by the World Bank, is the largest project implemented in Armenia. The EU finances two large projects aiming at supporting the agricultural census, agricultural statistics and strengthening the National Statistics System of Armenia (second twinning).

The EU continues to be the largest donor in Azerbaijan. The EU finances a large twinning project, started in October 2015. Azerbaijan very actively uses TAIEX to finance expert missions, study visits and workshops. The other donors, which are active in the country, are UNICEF and UNFPA.

The largest project, implemented in Belarus covers demographic statistics. It is co-financed by UNFPA, UNICEF, and the Russian Federation. UNICEF and UNFPA finance a capacity-building project in the area of gender statistics. The EU is also active in the country supporting projects in the area of energy, tourism and environment statistics.

The EU is by far the largest donor in Bosnia and Herzegovina with a total of six projects completed, ongoing or planned as can be seen in Annex II. An important event for Bosnia and Herzegovina in 2016 was the publication of the results from the 2013 population and housing census, which was supported by the EU. The EU financed Twinning with Statistics Denmark which focused on national accounts, business statistics, financial accounts and ESSPROS was also

completed in 2016. Germany, the IMF and UNICEF are also providing statistical assistance to Bosnia and Herzegovina.

Egypt is a very active country with a total of twelve projects: seven projects were completed before the publication of this report while four more are still on-going and one is planned. The UN, through its agencies, is funding the biggest number of project in the country (six) in domains such as demography and living conditions statistics. The EU is active in the country with three projects related to energy statistics and water resources.

International donors are very active in Georgia. Sweden, UNFPA, USDA, USAID and EU are the largest donors in the country, supporting projects in the area of agriculture statistics, demography statistics, and demographic statistics.

Only one project is ongoing in Israel: a twinning with Statistics Denmark, supported by CBS Netherlands and the Central Statistical Office of Poland. The goal of the twinning is the improvement of quality and international comparability of official statistics provided by the Israel Central Bureau of Statistics. Five TAIEX missions were completed in the country covering environmental statistics, living conditions and population and housing census in cooperation with the UK and Germany NSIs.

Jordan benefits from international donors with projects worth over EUR 6 million. Jordan completed the General Population and Housing Census and the Med-HIMS survey in 2016. Other donors active in the country are UNICEF, supporting the statistical capacity of DOS, and the ILO with a project on child labour survey.

Now completed, KAZSTAT was the largest project in Kazakhstan supported by the World Bank. This capacity building project was implemented by the Federal Statistical Office of Germany (Destatis) in consortium with Statistics Finland, the Czech Statistical Office (CZSO), the Statistical Office of the Slovak Republic (SOSR), Statistics Korea (KOSTAT) and the Federal State Statistics service of the Russian Federation (ROSSTAT). The KAZSTAT project covered both structural improvements and a wide range of statistical domains.

The EU and Sweden are the main donors for statistical projects in Kosovo. An EU funded twinning project with Statistics Denmark was completed in 2016 and resulted in the introduction of quarterly accounts, improvement of the Statistical Business Register as well as a web-based dissemination platform. The long-term cooperation between KAS and Statistics Sweden continued and supported a wide range of areas including a management component, economic statistics, social statistics, agro-monetary statistics, IT, methodology, dissemination, economic and social statistics. Switzerland supports the development of tourism statistics in Kosovo.

The World Bank and Norway continue to be the largest donors in Kyrgyzstan. These donors support projects aiming at improving the capacities of the country’s NSS to implement the national strategy for development of statistics and the quality of statistical production and dissemination. Rosstat, CIS-STAT and UNFPA are planning to implement a large project in the area of demographic statistics.

The EU is by far the biggest donor in Lebanon that benefits of EU financing through its European Neighbourhood Instrument aiming to reinforce social cohesion in Lebanon by providing technical assistance to the Central Administration of Statistics in the field of economics, social statistics and cross-cutting issues. Lebanon also benefitted of TAIEX missions from Latvia and France in the domains of tourism and national accounts.

The EU is the only donor of statistical assistance in the former Yugoslav Republic of Macedonia. The support from the EU includes several IT related projects including supply of IT equipment, development of software and redesign of a data warehouse for national accounts. A twinning project with ISTAT aiming to enhance implementation of ESA2010, improve business statistics, R&D statistics, innovation statistics, labour market statistics and Statistics on income and living conditions has started. Another project supports the infrastructure for administrative data, by upgrading administrative registers and databases and improving their interoperability.

Sweden is still the largest donor in Moldova through its funding of a twinning project. The EU is the second largest donor with a project on regional statistics. UNFPA, Switzerland and Romania are supporting projects in the areas of demographic statistics, living conditions statistics, agricultural statistics and agricultural census.

The World Bank, UNFPA, UNDA and the Asian Development Bank are the largest donors funding statistical projects implemented in Mongolia. These projects aim at improving environment and energy statistics as well as strengthening general capacities of the NSS of Mongolia. The other donors, active in the country include IMF, Switzerland and UNESCAP.

The EU is the largest donor of statistical assistance in Montenegro. The largest project started in 2016 and covers a wide range of areas in macroeconomic, business, R&D and social statistics. In addition, MONSTAT collects data for TRANSMONEE supported by UNICEF while the GEF support includes GHG inventories, the IMF supports the development of price statistics and the ILO finances a survey measuring the transition from school to work.

The biggest project in Morocco is a joint project to provide updated information on the demographic and health characteristic of its population. France is also very active in the country with three ongoing projects benefitting the Haut Commissariat au Plan, the Office de change and the Ministries of Trade and Industries in the domains of structural business statistics. These figures can be found in Annex II.

Palestine is the country that hosts the biggest number of projects in the region (eighteen) covering most of the statistical domains. The biggest project in terms of funding was the "Core Statistical Program 2015-2017" financed by Norway, Switzerland and World Bank, now completed; the goal of the project was the overall improvement of Palestinian statistics in order to underpin evidence-based policies. The EU is the second donor of the country with the project "Supporting the National strategy for the Development of Official Statistics 2014-18" and the support on the 2018 population, housing and establishment census.

Among the enlargement countries, Serbia receives the largest support when it comes to statistical assistance and the majority of the assistance is funded by the EU. The largest ongoing project aims to upgrade the Serbian statistical system in terms of improved availability, quality, comparability and timeliness of statistical data in accordance with the European standards, and covers ICT upgrades, National Accounts and SDG indicators among other areas. Both Sweden and France have bilateral cooperation with Serbia. Whereas Sweden focuses on a wide range of statistical areas including environmental statistics, economic statistics, social and gender statistics, the support from France included macroeconomic indicators and income statistics.

Tajikistan benefits from a number of regional projects covering such areas as national accounts, price statistics, business statistics and data dissemination. These regional projects are financed by such donors as the UK, UNICEF, the EU and EFTA.

The main donors active in Tunisia are France, the ILO and the IMF covering statistical domains such as labour market statistics and national accounts. The biggest project in terms of amount is an EU funded twinning project with France and Italy for modernising the Tunisian INS.

The EU and the IMF are the only donors of statistical assistance in Turkey. The largest EU funded project aims to improve the ICT sector of TurkStat. The EU also supports alignment of government finance statistics with EU standards via a capacity building project with ISTAT. The EU also plans to support development of selected areas of social, business, macro-economic and environment statistics and in particular to develop selected producer price indices. The IMF also supported the area of national accounts to extend the annual GDP estimates for several industries.

The largest project in Turkmenistan, jointly financed by the Government of Turkmenistan, UNICEF and UNFPA is “Turkmenistan/MICS 2015- Multiple Indicator Cluster Survey”. The World Bank is planning to finance a project aiming at the improvement of the household survey questionnaire, collection of consumption and income data and adoption of international methodologies in measuring poverty and the middle class (including non-monetary aspects such as access to services and employment).

The EU continues to be the largest donor in Ukraine. The largest project, the EU plans to implement in the country is the “Development of a Web Portal in the State Statistics Service of Ukraine (SSSU)”. The USA, EFTA, France and Poland are also active in Ukraine.

The number of statistical projects, implemented in Uzbekistan, remains very limited. The IMF continues supporting the project on national accounts and prices statistics aimed at improving the quality of the GDP and the CPI in the country.

Annex I contains summary tables on monetary amounts by donor, beneficiary, regions and statistical topics and a breakdown of implementing agencies activities.

Annex II lists all the projects by beneficiary country and regional projects with a detailed description for each project in an excel file. This file contains one list of projects, one printer-friendly version of it and one list of the activities of the implementing agencies. The excel version of Annex II allows the user to sort, filter or table data according to their analytical needs.
