03. GRANT OF ANNUAL INCREMENT TO SMT. SUREKHA PAWAR, PART-TIME LIBRARIAN OF DR. AMBEDKAR MEMORIAL HIGH SCHOOL

To Consider the question of granting annual increment at the half rate of basic pay to Smt. Surekha Pawar, Part time Librarian of Dr. Ambedkar Memorial High School.

Note : Smt. Surekha Pawar was appointed as a part-time Librarian in Dr. Ambedkar Memorial High School w.e.f. 09.07.1998 on 50% Basic Pay per month in the then existing pay scale of Rs. 1200-2040/- plus allowances as admissible under the prescribed rules.

RESOLUTION NO. 3 : Considered. Recommended to grant annual increment at the half rate of basic pay to Smt. 04. CREATION OF A POST OF HEAVY DUTY OPERATOR, GRADE-I IN PUNE CANTONMENT BOARD

To consider the question of creating a post of Heavy Duty Operator Grade I of Water Resource Department, Irrigation Department under MCS (Revised Pay) Rules, 2009 (Sr. No. 100, Page No. 428).

Note : Shri. B H Rathod was appointed as Driver w.e.f. 28.06.2004 in the pay scale of Rs. 3050-4500. In August 2004, the Cantonment Board has procured a JCB Machine and since then Shri. B H Rathod is operating the same. Since the post of Heavy Duty Operator Grade I is not existing in the Cantonment Board, the matter was referred to the Board and the Board vide CBR NO. 1 dated 29.10.2012 have considered and resolved to grant pay scale in pay band of Rs. 5200-20200 + Grade Pay of Rs. 2400/- to Shri. B H Rathod as he has been operating the JCB machine since purchase, subject to sanction of the competent authority. Accordingly a proposal was submitted to PD DE. The PD DE have raised certain points to clarify specifically whether the proposal is for change of grade or post and also asked to provide the

training documents of Shri. B H Rathod alongwith the office order asking him to work as JCB in spite of being a driver. It is submitted that since the post of heavy duty operator Grade I is not available on the sanctioned strength of the Board, the said post is required to be created. The training documents of Shri. B H Rathod obtained in the month of March, 2012 may be forwarded alongwith the proposal.

RESOLUTION NO. 4 : Considered. Recommended to create a post of Heavy Duty Operator Grade I in Pune Cantonment Board. Necessary proposal alongwith training documents of Shri. B H Rathod, be forwarded to the competent Authority for obtaining necessary sanction.

05. UPGRADATION OF THE POST OF WIREMAN TO ELECTRICIAN

To consider the question of upgrading the post of wireman to Electrician working under PWD.

There are two posts of Electrician in Electrical Dept. lying vacant since 2010 due to retirement of permanent incumbents. To fill up these vacant posts the wiremen are proposed to be upgraded to that of Electrician on the basis of required qualification and experience as there are no further chances of promotion to the wireman. The pay scale of wireman is 5200-20200 ( GP 1900) & of electrician is 5200-20200 ( GP 2400).

Note : The post of Electrician is direct recruitment post as per CFSR. The required qualification for the post of Electrician is ITI – Electrician or ITI – Wireman having five years of experience in electrical field. As per Recruitment Rules of Public Works Department, Government of Maharashtra, Resolution No. BCS 1358-E (I) dated 30.09.1959, Electrician and Electric Mechanics – appointment shall be made either- (a) by nomination from amongst candidates who (i) are not more than 25 years of age (ii) possess certificate of competency awarded by the Licensing Board of the Public Works Department or equivalent recognized qualification and (iii) have worked for five years as Wireman in reputed firm carrying out electrical wiring works OR (b) by promotion from amongst Head Wireman and Wireman working in the Department with sufficient experience and proved merit.

RESOLUTION NO. 5 : Considered. Recommended to upgrade the post of wireman to Electrician working under PWD in the pay band of Rs. 5200-20200 Grade Pay Rs. 2400. Necessary proposal be forwarded to the Competent Authority for obtaining sanction,

The tenders were invited through public notice in local newspapers i.e. Indian Express clubbed Loksatta dated 25.04.2015. The tenders were received and opened on 18.05.2015 at 1230 hours in the presence of Vice President and Members present. The details of the tenders received alongwith comparative statement are as under:-

RESOLUTION NO. 6 (a) : Considered. The SE (Electrical) informed the committee the previous year accepted rate is Rs. 98,496/. The Committee

noted that the present quoted rate is on the lower side in comparison to the previous year accepted rate. Matter discussed. Recommended to approve the lowest rate quoted by Aadesh Electricals & Contractors at Rs. 96,000/- per annum for annual maintenance of 125 KVA DG Set installed at Cantonment Office.

Further the committee recommended that in all tenders, the previous years approved rates be shown on the agenda side.

RESOLUTION NO. 6 (b) : Considered. The SE (Electrical) informed the committee the previous year accepted rate is Rs. 94,500/. The Committee noted that the present quoted rate is on the lower side in comparison to the previous year accepted rate. Matter discussed. Recommended to approve the lowest rates quoted by M/s. Associated Engineers at Rs. 69,000/- per annum for annual maintenance of EPABX System in Cantonment office and SVP CGH.

RESOLUTION NO. 6 (c) : Considered. . The SE (Electrical) informed the committee the previous year accepted rate is Rs. 1,04,400/-. The Committee noted that the present quoted rate is on the lower side in comparison to the previous year accepted rate. Matter discussed. Recommended to approve the lowest rates quoted by Clean Environment Solutions at Rs. 97,200/- per annum for comprehensive annual maintenance of Air Conditioners in Cantonment Office and SVP CGH.

RESOLUTION NO. 6 (d) : Considered. . The SE (Electrical) informed the committee the previous year accepted rate is Rs. 1,08,000/-. The Committee noted that the present quoted rate is on the higher side in comparison to the previous year accepted rate. Matter discussed. Recommended to re-invite the tender for comprehensive annual maintenance of CCTV systems in Cantonment Fund Buildings

RESOLUTION NO. 6 (e) : Considered. SE(Electrical) informed the committee the rate quoted by the lowest tenderer are reasonable as per prevailing market rate and the work is being done for the first time. Matter discussed. Recommended to approve the lowest rate quoted by Real Electricals at Rs. 1,80,050/- for repairs & oil filteration of transformers & its accessories at Cantonment office, ETP & Electrical Crematorium.

RESOLUTION NO. 6 (f) : Considered. SE (Electrical) informed the committee that the rate quoted by the lowest tenderer is on the higher side. Matter discussed. Recommended to re-invite the tenders for maintenance, repairs and renovation of sound system in Cantonment office.

07. HIRING OF JETTING MACHINE MOUNTED THREE WHEELER VEHICLES FOR CLEANING OF PUBLIC TOILETS / URINALS & DRAINAGE CHOKES IN CANTONMENT AREA

To consider the question of inviting tenders for hiring of two Nos. of Jetting Machine mounted three wheelers for cleaning of public toilets / urinals and drainage chokes in Cantonment area in order to comply with the Rules of Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 as well to ensure cleanliness under the Swachh Bharat Campaign.

Note : Deployment of manual scavengers for cleaning of public toilets / urinals and drainage chokes are prohibited under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 and hence execution of the said work by mechanical process is necessary.

RESOLUTION NO. 7 : Considered. The committee discussed about the requirements of jetting machine and the committee also noted that there are number of public toilets in cantonment area and also can be used in Cantonment schools and in order to maintain sanitation and hygienic condition, the Committee recommended that instead of two jetting machines three Jetting Machines may be hired. Further recommended that the tender be invited for three years in order to receive competitive rates. Further the committee recommended that the concerned contractor has to maintain a register wherein the signature of the persons residing / present there during the use of jetting machine, has to be taken in order to ensure that the cleaning is done on regular basis and hygienic condition is maintained. This clause be added in the tender documents / work order.

08. E-TENDER FOR ENGAGING 9 EX-SERVICEMEN WITH ARMS AND 39 EX-SERVICEMEN WITHOUT ARMS FOR WATCH AND WARD SERVICE AT IMPORTANT SITES AND ESTABLISHMENT , TO THE SPONSORED AGENCIES, WITHIN THE LIMITS OF PUNE CANTONMENT AS PER THE NORMS OF D G R (DIRECTORATE OF RESETTLEMENT) .

To consider e-tender received from the sponsored agencies of Directorate of Resettlement through e-procurement for the work of engaging 9 Ex-servicemen with arms and 39 ex-servicemen without arms for watch and ward services at important sites and establishment within the limits of Pune Cantonment. The following names have been sponsored by DGR ( Directorate of Resettlement).

1. M/s Satwant Singh Labana Security Agency.2. M/s Rajeev kumar Singh Security Agency 3. M/s Gurmeet Singh Security Agency4. M/s Digamber Anandrao Patil Security Services.5. M/s Akhade Shahhikant Nivruti Security Agency

Out of the above mentioned tenderers only following two firms have submitted the technical bids for the subject work. The technical bids of these two tenderers were opened on 7th May 2015.

2. Akhade Sashikant Nivruti Security Agency.

Note : E-tender for the work of providing 9 Ex-servicemen with arms and 39 ex-servicemen without arms for watch and ward service at importance sites and establishment , to the sponsored agencies of DGR (Directorate of Resettlement), within the limits of Pune cantonment Board were inviting through e-procurement on web site. Out of agencies sponsored by Directorate of Resettlement , only Four agencies submitted their login ID for participating in the technical bid ,out of which only two tenderers submitted their technical bid.

Satwant Singh Labana Security Agency vide their letter dated 6 th May 2015 intimated that due to technical problem they were unable to upload their tender and only two technical bids have been received .

RESOLUTION NO. 8 : Considered. CEO explained that the rates for the subject tender have been called from agencies sponsored by the Directorate of Resettlement. Further CEO explained that there has been complaints received regarding technical problem of network at their place. He further stated that technical problem of website and server cannot be taken as a reference for cancellation / re-tender, as the tenderer can upload his bids from the date of publishing of tenders. Matter discussed. Shri. Vivek Yadav, Member stated that the ex-servicemen with arms may be engaged from the agencies sponsored by DGR, and the remaining security personnel’s may be engaged from local contractors/firms other than DGR as per Minimum wages rates as applicable. CEO stated that the personnel deputed by DGR are well-equipped, experienced and trained to handle any situation during their service. CEO further informed that the decision of engaging the security agency through DGR was decided by the Board and on the basis of that decision, the office took the initiative and after continuous efforts, the response from DGR are received. Matter discussed at length. Recommended that the matter be referred to the Board for consideration and finalization of the tender for the subject work. Further the committee recommended that the existing contractor may be granted extension till the finalization of fresh tender.

09. E-TENDER FOR ENGAGING 46 EX-SERVICEMEN WITHOUT ARMS FOR WATCH AND WARD SERVICE AT VARIOUS SITES AND ESTABLISHMENT, TO THE SPONSORERD AGENCIES , WITHIN THE LIMITS OF PUNE CANTONMENT AS PER THE NORMS OF D G R (DIRECTORATE OF RESETTLEMENT) .

To consider e-tender received from the sponsored agencies of Directorate of Resettlement through e-procurement for the work of engaging 46 ex-servicemen without arms for watch and ward services at important sites and establishment within the limits of Pune Cantonment. The following names have been sponsored by DGR ( Directorate of Resettlement.

Out of agencies sponsored by Directorate of Resettlement, only four agencies submitted their login ID for participating in the technical bid, out of which only two tenderers submitted their technical bid.

M/s Satwant Singh Labana Security Agencies have not submitted all the document for technical bid and vide their letter dated 6 th May 2015 intimated that due to technical problem they were unable to upload their tender. Col Gurmeet Singh of M/s Gurmeet Singh Security Agency was physically present on the day of technical bid opening (i.e 7th May 2015) who also mentioned that due to technical problem they are unable to upload their tender. M/s. Sun Security has not been sponsored by Directorate of Resettlement, but the agency has forwarded the technical document along with photocopy of letter from Govt of India Ministry of Defence, Dte. Gen. Resettlement, New Delhi, dt. 21st Jan 2004, stating applicability of D G R Exemption.

RESOLUTION NO. 9 : Considered. CEO explained that the rates for the subject tender have been called from agencies sponsored by the Directorate of Resettlement. 10. E- TENDERING FOR HIRING OF TIPPER VEHICLE AND HYDRAULIC HOOPER TEMPOS TO BE USED AS GHANTA GADI FOR DOOR TO DOOR COLLECTION OF GARBAGE FROM HOTELS, RESTAURANTS , EATARIES AND RESIDENCE OF CIVIL AREA WITHIN THE LIMITS OF PUNE CANTONMENT FOR A PERIOD OF THREE YEARS.

To consider E-tender for hiring of three (3) Nos. tipper vehicle and twelve (12) Nos. of Hydraulic Hooper tempos to be used as Ghanta Gadi for door to door collection of garbage from hotel, restaurant , eateries and residents of civil area within the limits of Pune Cantonment for a period of three years. The financial bids were opened on 4th June in the presence of Office Supdt. and Chief Health Supdt. through digital token. RESOLUTION NO. 10 : Considered. The Committee noted the rates quoted for three years for hiring of three (3) Nos. tipper vehicle and twelve (12) Nos. of Hydraulic Hooper tempos to be used as Ghanta Gadi for door to door collection of garbage. The Chairman of the committee stated that the contractor be informed that the area in which the Ghanta Gadi are being used for collecting of the garbage, the residents be made aware of the timings since there are frequent complaints from the residents. CEO stated that if Ghanta Gadi are going every day to the area specified to the contractor, the residents will be aware of the timing and secondly if the Ghanta Gadi has to be used for any other purpose, it should be used after door to door collection of Garbage. The Chairman and the member opined that the rates are reasonable and hence may be accepted. Matter discussed. CHS informed the Committee that earlier the Ghanta Gadi was working for 12 hours and the rates during the previous year has been accepted accordingly and now the rates have been quoted for 8 working hours. CEO stated that the Committee should consider the present tender keeping that aspect also into consideration. Matter discussed. The chairman and the Member stated that the number of Ghanta Gadi has been increased, considering the increase in fuel rate, labour rate etc, the rates quoted by the lowest tenderer are reasonable and may be accepted. Matter discussed at length. Recommended that the matter may be referred to the Board for final decision.

11. TENDER FOR DISPLAYING ADVERTISING HOARDING IN PUNE CANTT. AREA

RESOLUTION NO. 11 : Considered. The Chairman informed the committee that the Board has constituted a Hoarding Committee and the policies and decisions regarding the hoardings are yet to be finalized. Further the committee stated that even though the tenders have been called for the fifth time, the rates are on the lower side in comparison to the previous rates accepted, hence the tender may be re-invited once again. In the meantime, the Hoarding Committee will also submit their report. Matter discussed. RESOLUTION NO. 13 : Considered. The committee noted that the rates are being received for the eight time and in comparison to the previous year rate, it is on the higher side. Matter discussed. Recommended to accept the rate quoted by Shri. Dashrath Kanse at Rs. 40,500/- per month for Kumbhar Bawadi Maket and Rs. 1,020/- per month for Wanowrie Bazar Market.

14. ENGAGEMENT OF DRIVERS ON CONTRACTUAL BASIS

To consider the question of engaging the following five drivers on contractual basis on remuneration of Rs. 12,000/- per month for a period of 11 months w.e.f. 08.07.2015.

i. Shri. Bhau Saheb Goleii. Shri. Bablu Pandurang Raksheiii. Shri. Sagar Deshmaneiv. Shri. Santosh Ingalev. Shri. Mangesh Bhongale

The above individuals were engaged purely on temporary basis as there is acute shortage of drivers and their period of contract has expired on 31.05.2015. Their services has been discontinued w.e.f. 01.06.2015 to 07.06.2015. Further one month extension has been given to the above individuals due to urgent requirement of drivers.

RESOLUTION NO. 14 : Considered. The committee noted that one month extension has been given to the drivers considering the urgent requirement of drivers. Matter discussed. Recommended to engage the following five drivers for a period of 11 months w.e.f. 08.07.2015 on monthly remuneration of Rs. 12,000/-.

15. PURCHASE OF FIRE ENGINE : PUNE CANTT.

To consider the note received from Fire Brigade Supdt. for purchase of new Fire Engine. The Fire Engine bearing Regn. No. MH 12 UA 0444 was inducted into service in 1998, which has completed more than 16 years. The said chassis was re-fabricated in the year 2006 and that also has completed more than 9 years. Hence it is essential to replace the said fire engine. The approximate expenditure is Rs. 40.00 lakhs.

Note : The Cantonment Board is having two fire tender, one has been purchased in the year 1998 and another was purchased in 2006.

RESOLUTION NO. 15 : Considered. FBS explained the committee that the subject Fire Engine is 18 years old. As per RTO norms, the life of the vehicle has been expired. Matter discussed. Recommended to purchase a chassis on DGS & D / Special Government price & tender may be published for the fabrication of fire engine on the Chassis. Necessary Budget provision be made in the Budget estimates.

Note : The Board vide above referred resolution had resolved to invite fresh tenders for the said work and approve the same through Circular Agenda as the earlier rates for digitization of documents of size A4, which were received and accepted for the office of Directorate, DE, SC, Pune was Rs. 0.72 per page whereas the lowest tenderer had quoted Rs. 0.92 per page, which was on the higher side. Hence online E-tenders were therefore invited in two parts i.e. Technical Bid & Financial Bid through Central Public Procurement for e-procurement. The technical bids were opened on 02.06.2015 and scrutiny of the scanned and hard copies of documents submitted by the four firms was done to verify fulfillment of the criteria prescribed in the tender documents. RESOLUTION NO. 16 : Considered. The committee noted that the rate of Rs. 0.75 paise per page quoted by the lowest tender is reasonable. Matter discussed. Recommended to approve the lowest tender quoted by M/s. G A Content Solution at Rs. 22,57,750/- for the work of preparation of digital images of documents to be digitized for the office of Pune Cantonment Board.

17. RENEWAL OF ANNUAL MAINTENANCE CONTRACT FOR LIFT NO. L/77318 INSTALLED AT SVP CGH : PUNE CANTT

To consider the question of renewal of annual maintenance contract for the lift bearing No. L/77318 installed at SVP CGH, Pune as the existing contract period has expired on 31.03.2015.

M/s. Kone Elevator Pvt Ltd (original manufacturer of the lift) has submitted the contract papers for annual maintenance of the lift for a period of nine months commencing from 01.04.2015 upto 31.12.2015 amounting to Rs.70,765/- inclusive of all taxes.
