HUGE QUANTITY OF SPURIOUS GHEE RECOVERED

The Outer District police of PS Shahbad Dairy has unearthed godown of spurious desi ghee in vill. Prahladpur, Delhi and has recovered 60 tins of spurious desi ghee with

different brand names, One Omni Maruti Van, one packing machine, two dyes, 500 empty tins and thousands of fake labels of different brand names of desi ghee have been recovered.

BRIEF FACTS,INVESTIGATION AND INTERROGATION:

On the direction of DCP/Outer District a special drive was launched regarding tenant/servant verification in the area of PS Shahbad Dairy. On 19.8.09, during tenant verification in the area of Prahladpur, HC Suresh, No. 1462/OD and Const. Bhupinder, No. 1362/OD detected a godown in Khasra No. 86, Vill. Prahladpur in which some persons were found indulged in illegal activities of transportation of adulterated Desi Ghee with brand names of Ashoka, Dairy premium and Dairy plus. Insp. Dinesh Kumar, SHO/Shahbad Dairy and Shri S.S.Malik, ACP/Bawana were informed. Accordingly a joint raid with Preventive officers of food adulteration staff was conducted. On conducting raid, 60 tins of spurious desi ghee with different brand names, One Omni Maruti Van, one packing machine, two dyes, 500 empty tins and thousands of fake labels of different brand names of desi ghee were seized. During sustained interrogation of two persons namely 1) vinod Gupta s/o Omprakash, and 2) Umesh s/o Sat Narain, both resident of D-30 Begam Vihar, Begampur have disclosed that they are the workers, who packed the desi ghee from the tins to the plastic cans of different weights and stick labels of different branch on them for sale in the market at cheaper prices. They also revealed the names of owner i.e. Pawan Kumar Garg and Subhash, both resident of Ashok Vihar. A case u/s 2(1) a,b,c & m Rule 44( C ) 61(1)A of prevention of food adulteration was in process by Enforcement Department. Further investigation is in progress.

FOUR ACCUSED DUPING INNOCENT PEOPLE IN THE DISGUISE OF SUPPLIERS OF MADE SERVANTS ARRESTED: SEVEN MOBILE PHONES AND STOLEN HOUSEHOLD ARTICLES RECOVERED

With the arrest of four criminals South District Police has busted a gang of cheats working in disguise of suppliers of maid servants, who were cheating innocent people in different place in Delhi and NCR region. Seven mobile phones, sunglasses, digital camera, printed receipts of different placement agencies and police verification forms were also recovered from their possession.

4. Neetu Kujur age 19 years d/o Simon Kujur r/o District- Gumla, Jharkhand.

INCIDENT, TEAM AND ARREST

On 17.08.09, Dr. P. K. Malik, r/o H.No. 2 type-IV, NCERT Campus, New Delhi reported that he noticed an advertisement in the name of ‘Premi

Placement’ in an English Daily and contacted them for a maid servant through telephone. The placement agency promised to supply the maid at Shahpur Jat crossing and at the given time one boy along with one maid came on the spot and handed over the maid to the complainant. The supplier took Rs. 8,000/- as advance and commission. Next day, when the complainant came out of bathroom, he found the maid missing from the house. Some household articles including a digital camera and cash Rs 40,000/- were also found stolen. A case vide FIR No. 302 u/s 420/380/34 IPC was registered at police station Hauz Khas and investigation taken up. A team consisting of Insp. Virender Jain, SI Chander Shekhar, WSI Rita Budakoti, HCs Islamuddin, Sanjeev Kumar, Hukum Chand, Dara Singh, and Constable Kishor was constituted under the supervision of Inspector Atul Kumar, SHO/Hauz Khas and Shri Mehar Singh, ACP Hauz Khas to solve the case and bust the gang involved in the crime.

During investigation the address given by the placement agency was found bogus and the phone numbers were switched off. After thorough investigation, a person, who helped the placement agency in giving advertisement agency was traced and through him another number of the placement agency was taken and their whereabouts were located. Thereafter, the members of the police team requested the placement agency to provide maid over telephone and this time, they promised to come with the maid at Munirka-R.K. Puram T-.Point. A trap was laid by the police team and above named two suppliers and two maids were arrested. The complainant of the case Dr. K.P. Malik also identified one of the supplier and the maid, who had slipped after committing theft in his house.

INTERROGATION MODUS OPERANDING AND PROFILE

During sustained interrogation they disclosed that they used to give advertisement in news papers giving falsely procured contact numbers and bogus addresses. They used to get the mobile numbers on fake identity proofs and carry it only for two three days. After cheating two three families, they used to switch off the mobile phones. They also disclosed their involvements by adopting the similar modus operandi in various parts of Delhi and adjoining districts. The complainants are pouring in from different quarters.

Accused Raj Kumar is the master mind of the gang. He came from his native place in search of job and worked as casual labour and servant in Kothis. Presently, he was residing in Harkesh Nagar, Okhla. Nairain Sahu was presently staying in Chirag Delhi and had worked together with Raj Kumar and Urmila in Neha Placement Agency in Daxin Puri. There they developed the idea of providing maids, who would work for a short period and then vanish from the house with valuables. Neetu had also came to Delhi in search of job through Urmila, who put her in the criminal activities. Raj Kumar has previously been arrested in one case of cheating in police station Lajpat Nagar.

RECOVERIES

7 mobile phones, sunglasses, digital camera (Minolta), printed receipts of different placement agencies and police verification forms, etc.

The investigation is in progress and more recoveries are likely to be effected at their instance in next few days. The team members are being rewarded suitably.

THREE MEMBERS OF INTER-STATE GANG OF ECM THIEVES ARRESTED: 60 STOLEN ECMs/STEREOs WORTH RS. 8 LACS RECOVERED: MARUTI

CAR AND AUTO RICKSHAW USED IN COMMISSION OF CRIME ALSO RECOVERED. 68 CASES OF ECM/STEREO THEFTS SOLVED.

INTRODUCTION:

With the arrest of three persons namely Sakib, aged 18 years resident of Welcome ii) Dildar, aged 20 years resident of Shastri Park, Seelampur and iii) Sandeep, aged 23 years resident of Babar Pur, Welcome, Delhi, the South District police has busted a gang of ECMs ( Electronic Computer Module) thieves operating in Delhi and other satellite towns around Delhi. 54 ECMs of various types of vehicles and six car stereos have been recovered so far. Two vehicles i.e. one Maruti car and an auto rickshaw used by the members of gang for committing crime and an instrument called as “Salai Daaw” used in opening Maruti cars and Maruti Vans by inserting it inside car through the rubber bidding has also been recovered.

INCIDENT:

For the last many months there has been spurt in the incidents of thefts of Electronic Computer Module or Engine Compute Module commonly known as ECM. Maruti Car and Maruti Van were the preferred targets for the criminal gang. In the Government colonies most of the cars and vans are parked outside the house on pavements. The criminals would come in either car or auto rickshaw in a group of 2-3 persons and remove the ECMs fitted under the

dashboard and other parts of the car by simply opening two screws. They would also open the gate of the car by using a self made iron instrument ‘loop type’ which they usually call ‘Salai Daaw’. The whole exercise takes hardly 3-4 minutes. The gang would remove ECMs from many cars in one instance in the night. For the last two months many such cases were reported from Lodhi Colony area and other areas of South district viz. Malviya Nagar, Sarojini Nagar, Vasant Vihar, R.K. Puram, Defence Colony, Kotla Mubarak Pur, Mehrauli etc. were also affected with the activities of such ECM thieve gangs.

INVESTIGATION, TEAM AND ARREST:

In order to prevent these incidents and to bust the gang involved in South Delhi area, a team of police station Lodhi Colony consisting of SI Saroj Tiwari, ASI Anand Prakash, HCs Suresh, Zakir and Consts. Manjeet, Kauhlendra, Pradeep, Dara Singh and Asgar Ali under the supervision of Inspr. Rajender Singh, SHO/P.S.Lodhi Colony and Sh. Vikramjeet Singh, ACP/Def. Colony was formed. The team activated its sources and also worked out for many days in the Trans Yamuna area where most of the gang members were having their abode. On 18.8.09 in the evening above named three accused were apprehended from CGO Complex area where they were roaming in a TSR and in a car. The preliminary enquiry revealed that they had come there to steal ECMs from the Maruti cars/vans parked there in a large numbers and also to dispose off other stolen ECMs to a notorious receiver supposed to meet them in Nizamuddin area. 54 stolen ECMs were recovered from both the vehicles on search. They all were arrested in the cases of thefts registered at P.S. Lodhi Colony . INTERROGATION & MODUS OPERANDI AND PROFILE:

On sustained interrogation the arrested accused persons have disclosed that they had committed several incidents of ECM thefts in every nook and corner of the city and also visited far flung areas outside Delhi i.e. Lucknow, Banaras, Jaipur, Ajmer, Rai Bareilley, Dehradun, Nainital, Chandigarh, Agra, etc. They have further disclosed that there are more than 100 criminals putting up in Delhi who are involved in the thefts of ECMs in Delhi and other States in India. Some receivers of stolen ECMs have also come up in large numbers in Trans Yamuna area and Old Delhi. The approximate cost of these ECMs is around 15,000/- but the thief would sell it just in Rs.2000/- to the local receiver who would further sell it in Rs. 4000-5000/- to the main receivers having shops in Jama Masjid, Maya Puri, Ajmeri Gate, Chor market Gokulpuri . Some notorious receivers namely Imran, Mumtaz, Subhan, have so far been identified and action is being initiated against them on the information provided by these arrested criminals.

Some gangs of ECMs thieves have also been identified who go out side Delhi even to distant States and satellite towns along with their hired paramours

and their children and check in hotels there and commit crime for two three consecutive nights and come back with a good number of stolen ECMs. Sometimes these gangs hire the services of women involved in flash trade and living in jhuggi clusters. They pay them money around Rs. 1000/- per night for their visit and bear other expanses. They also hire vehicles from their locality on hire basis and owner of vehicle also charges handsome amount for letting their vehicle on hire for such purposes.

It has further been disclosed by these criminals that school going children with the age group of 16-18 are also involved in the theft of ECMs to meet their day expanses. The criminals would always carry two instruments to commit this crime i) a screw driver which they would use to unscrew ECM fitted with two screws underneath the dashboard; ii) a self made “Salai Daaw” made of spoke of cycle wheel. The spoke is turned into a loop from one end and inserted through the driver side rubber bidding of Maruti car to pull up the knob. In their criminal world, they use to call the ECM ‘Bheja Dibbi’ and ‘Magaj Mari’. It has also been learnt that criminals who were so far indulging in pick pocket crime have now switched over to this crime finding it more easy and lucrative job. The criminals arrested in these ECM theft cases have come of lower middle class families and have also been indulged in ECM thefts earlier.

RECOVERY:

1. 54 ECMs ( related to different vehicles);2. 06 Stereos;3. One Maruti Car;4. One TSR;5. One Screw Driver and6. One “Salai Daaw”.

The investigation is in progress and more recoveries are likely to be

effected at their instance in next few days. The team members are being rewarded suitably.

Kite flying has been a passionate sport in Delhi. For kites flying, mainly two types of threads, known as “manjha” in common parlance, are used-i.e. ordinary ‘manjha’ and special ‘manjha’. Earlier, the special ‘manjha’ was made of a thread coated with local adhesive and fine dust of glass which acts like a razor to cut the ‘manjha’ of other competitors.

2. Whereas, of late, a new type of ‘manjha’ with metallic powder coating, is available in the market. This type of ‘manjha’ is not only very strong but also a good conductor of electricity. Due to a fine metal coating, whenever such ‘manjha’ entangles/comes in contact with overhead electricity supply cables, including high voltage lines, electric current runs through the manjha thread, resulting in danger of electrocution of the kite flyer or unsuspected passer-by and also causing disruption of the power supply system;

3. And whereas, it has been found that the threads with metallic powder coating, being used for kite flying are good conductors of electricity and are dangerous to electrical installation, as well as to the persons using them as it may cause flash over the overhead transmission lines and electrocution of the individual;

4. And whereas, is necessary to take suitable measures to prevent danger to the electrical installations, annoyance to the public, danger to human life and safety and the disturbance of the public tranquility;
