An initial inspection was carried out by Burdekin Shire Council Workplace Health and Safety on the 14th August 2013, the inspection was carried out in accordance with The Australian Standard for building inspections 4349.1 -2007.

Asbestos Containing Material (ACM) as defined by legislation was identified at the time of the inspection of the building situated at the Giru Camping Grounds, 31 Luxton Street, Giru.

Note

All parts of the building were accessible on initial audit

GLOSSARY OF TERMINOLOGY

Asbestos Is defined as the fibrous form of mineral silicates belonging to the serpentine and amphibole groups of rock-forming minerals, including actinolite (brown or grey asbestos), crocidolite (blue asbestos), crysotile (white asbestos), tremolite, or any mixture containing one or more of these.

ACM Means any material, object, product or debris that contain asbestos.

Friable Non bonded asbestos fabric or material that is easily crumbled, pulverized, or reduced to powder by hand pressure.

Non-friable Material, not in its natural state, that is bonded by a cement matrix, vinyl, resin or other binding material.

Condition Is the physical state of the material in question.

Restricted work area an area/material identified during an audit as containing asbestos, where no work can be undertaken without utilising current State/National standards and/or guidelines for Asbestos Containing Material

GENERAL CONDITIONS

Good The product is in a sound, stable condition and should be maintained in its present condition and not disturbed

Average The product is generally in sound condition with some isolated areas of damage or deterioration.

Poor The product has deteriorated or been damaged/disturbed and should be removed or made safe. The material is partly or wholly unserviceable for its intended use.

Low Health Risks ACM unlikely to release airborne respirable asbestos fibres and if not disturbed constitutes negligible risk to health.

Medium Health Risks Minor deterioration of material is evident. Low levels of airborne respirable asbestos fibres possible. Elevated health risk possible with prolonged exposure however if not disturbed generally results in minimal exposure, which constitutes negligible risk to health.

High Health Risk Deterioration of material is evident. Elevated levels of airborne respirable asbestos fibres possible. Elevated health risk possible with prolonged exposure however minimal exposure generally constitutes negligible risk to health.

Immediate Health Risk Materials deteriorated to an unserviceable condition. Elevated levels of airborne respirable asbestos fibres probable. Elevated health risk probable with prolonged exposure, however minimal exposure is unlikely to constitute a serious risk to health. Requires immediate action to remove or make safe.

General Notes and Recommendations

All areas, materials, products, fixtures or fittings typical of or similar to the areas, materials products, fixtures or fittings from where the samples were taken and tested positive for asbestos shall also be deemed to contain asbestos fibres.

Before any works are carried out, personnel responsible for planning them must notify the Burdekin Shire Councils Workplace Health and Safety Officer who will also check the Asbestos Register for asbestos-containing material in the areas concerned. This applies to any work involving the potential disturbance of walls, floors, ceilings, etc., including scraping, screwing, cutting or painting.

The acknowledgement agreement form located in Appendix A must be signed by the worker/contractor before any works are to commence and returned to the Burdekin Shire Council.

It should be noted that the existing Asbestos Register is a visual inspection and will not always identify all asbestos and non-asbestos materials within the room/area. If there is uncertainty as to whether asbestos is present in any part of a structure or plant, this material must be treated as if it does contain asbestos. This Asbestos Register is linked with the Burdekin Shire Councils Asbestos Management Plan and is readily accessible upon request.

All asbestos related activities must be conducted in accordance with the Work Health and Safety Act 2011; Work Health and Safety Regulation 2011, How to Safely Remove Asbestos Code of Practice 2011, How to manage and control asbestos in the workplace Code of Practice 2011 and the Australian and New Zealand Standards.

RESTRICTED WORK AREAS

To ensure personnel are not exposed to as asbestos related health risk, the identified areas mentioned in the asbestos register are to be classified as restricted zones:

Any works that compromise the integrity of these areas may expose the asbestos, thereby creating an asbestos health risk. As such, any works that could disturb these areas is prohibited. Cutting, drilling, removal, or forming of penetrations through the aforementioned is prohibited. Should this work be deemed necessary then certified removal of the asbestos material is essential.
