Respected President, and my beloved Comrades,I have great pleasure in welcoming you all for this CEC of AIBSNLEA-Chennai Telephones as a precursor to our All India Conference scheduled at Mysore from the 16th June 2016. At the outset, I tender my apology for not conducting the CEC as per schedule. This was due to the severe floods in Chennai during last December and consequent restoration activities that took all the time and energy of our colleagues for almost two to three months and then came the General Elections to the Tamil Nadu Assembly for which also our comrades took the leading role in coordinating and providing the necessary communications facilities.

On behalf of the Circle Body, I want to place on record our deep appreciation to all our Executives who toiled hard to maintain Telecom Services despite odd weather during the downpour and brought great credit to Chennai Telephones in the minds of general public.

Further, I am extremely pained at the sudden and untimely demise of our young and energetic comrade Sri.S.Shritharan, our Circle Finance Secretary. On behalf of this CEC I would like to convey our heartfelt condolences to the bereaved family. This CEC also place on record our appreciation for the excellent work done by the departed comrade both for the Association and to BSNL.

5th Circle Conference of AIBSNELA CHTD was held on 22-05-2015 and 23-05-2015.

  The fifth Circle conference of AIBSNLEA Chennai Telephones commenced at 09:45 Hrs on 22nd May 2015 as scheduled. The Flag hoisting ceremony was conducted wherein our Senior Comrade L.SUNDARARAMAN,Ex.CWC (M) TESA(I).  In his initial remarks, emphasized the need for unity amongst us and advised the Executives to be more vigilant as far as the services to our customers are concerned.

  After the flag hoisting ceremony, the Pre Conference CEC session started. The Circle Secretary Com.P.UdayaSuriyan presented his report for the period from 10-12-2014 to 22-05-2015 date and it was a comprehensive one covering all the activities of our Association.

  Interactive discussion with Com.PrahladRai our beloved GS was conducted and our GS congratulated Com P.Udayasuriyan and his Team of erstwhile AIBSNLOA for taking a pragmatic decision to amalgamate AIBSNLOA with AIBSNLEA CHTD that has virtually paved the way for more such amalgamations and mergers across BSNL. Our open session commenced in the Lawn of Hotel Asoka,Egmore,Chennai-8 with the Stage Management Committee & Reception committee members putting up a picturesque setting in the entire Area. After this the traditional lighting of KuthuVilakku by our Chief Guests took place to mark the beginning of a great event.

The presidential address by Com.K.Vaidayanathan was followed by a detailed but all-inclusive key note address (see our website) by our Circle Secretary P.Udayasuriyan who dwelt at length about the competition and the need for BSNL Management to be more proactive if we are to sustain growth.  While welcoming and assuring the   un conditional support of AIBSNLEA-ChTD for the initiatives by the new CGM Ms.S.M.Kalavathy that are aimed towards growth of BSNL, Our CS also requested the new CGM Chennai Telephones to bestow her personal attention to retain the Executives who are on continued extension in Chennai Telephones on a permanent basis in the overall interest of ChTD.

  Our CHQ President Com.P.Venugopal in his special address recalled the efforts initiated by AIBSNLEA for continued viability of BSNL by way of our considered inputs to the management on various occasions. The Sr.GM(North) Sri.R.Ramesh,ITS in his address appreciated the concern of our CS in tackling competition but at the same time mentioned that  only by active involvement of one and all we can overcome the hurdle from our competitor.

  Our CGM Ms.S.M.Kalavathy, ITS in her remarks detailed the present situation prevailing in BSNL with specific reference to Chennai Telephones and informed that only a dedicated involvement by Executives and the Non Executives can restore confidence in the minds of our customers about BSNL’ reliability with respect to service.  

Com. PrahladRai our beloved GS inspired the audience by his meticulous report on the entire issues affecting our BSNL as well as our cadre.  GS appreciated the efforts by EB wing of CHTD under the leadership of ShriR.GanesanSrGM.

 The session was also addressed by leaders from Former CS ComN.Veerapandian & Com S.Sivakumar,AIBSNLEA-TN.Circle, AIGETOA ComK.Senthilkumar,Jt.Secy, Com.S.Umachandran, CS and other representative unions including CS-BSNLEU, CS-NFTE, and CS-FNTO. The session concluded with rendering of National Anthem and the entire event was exquisitely compered by Com.S.Elango, SDE (ESP).

29-05-15:   CS appreciated to our Branch Office Bearers/Members for having paid the Subscription (July 2014 to June 2015) and CC fees as follows;100%- CO, Haddows Road, CPT, Broadband, Ambattur, Avadi&Ponnamalee, Chrompet, Tambaram, St.Thomas Mt.90%- Kush Kumar Rd,Kodambakkam, K.K Nagar, Flower Bazzar& NBA.

01-06-15: CS along with CEC Members met Ms.N.Poonguzhali PGM TN Circle who was looking after charge of CGM TN Circle and presented Bouquet and Shawl.

08-06-15: DHARNA PROGRAM JOINTLY AT CGM TN CIRCLE OFFICE, GREAMS ROAD, CHENNAI-06.

As per CHQ directions CS   discussed with CS TN circle about the Dharna programme and decided to conduct two days dharna on 09.06.15 and 10.06.15 in front of CGM TN Circle office, Greams Road,Chennai-06.

09-06-2015: Director (HR) called the representatives of Forum (AIGETOA& AIBSNLEA) for a meeting on 8/6/15. In view of ongoing Dharna, Director (HR) requested to withdraw the agitation programme. Forum requested Director (HR) for giving concrete time bound, written assurance for the resolution of long pending HR issues and immediate withdrawal of the MT recruitment. The talks were failed since Dir(HR) did not give written assurance and Dharna continues.

09.06.15:AGITATION PROGRAM OF FORUM OF AIBSNLEA AND AIGETOA DEFERRED ON THE ASSURANCE AND FIRM COMMITMENT OF CMD BSNL: CMD BSNL has recognized the genuineness of the issues raised by the United Forum of BSNL Executives’ association. CMD assured that he will take up and ensure withdrawal of MT Recruitment in the next Board Meeting scheduled to be held on 18th June 2015 and resolution of long pending HR issues. CMD-BSNL further requested us to defer the ongoing agitation and honoring the words and commitment of CMD-BSNL, United Forum of BSNL Executives’ Associations (AIBSNLEA & AIGETOA) decided to defer the ongoing agitation program till 18th June 2015. 

22-06-2015   OPINION LEADERS MEET: Opinion leaders meeting was held on 19.06.15 at HOI, Anna Road chaired by CGM ChTD .All the area GMs and GM (HR&Admn) also attended. Circle Secretary and Com Palani, Asst.Finance Secretary participated in the meeting on behalf of our Association. CS request that

1 All the officers& officials should maintain punctuality in attendance.

2. All the recreation clubs must be closed for at least 3 months and save Electricity and concentrate on customer complaints.  

3. AO TR and AO (C&A) should be in the same premises for avoiding unnecessary delay in processing all related bills like Water, Housekeeping, Hired vehicle etc since there is acute shortage of Gr’Ds cadre in all areas.

4. We are providing 2/4 MB speed for ULD 999 / ULD 1999 plan where as “ ACT” is providing 20/40MB speed limit for the same plan.CGM ChTD to take up this issue with BSNL CO for avoiding Broadband surrender.

22-06-2015 :  CS along with Com.P.Velu VP, Com.B.Ganesan CWC member met CGM STP on 22.06.15 and honoured him with shawl and memento in recognition of his contribution to Chennai Telephones during his tenure as Sr.GM North and wished him for promotion as CGM.

24-06-2015 : Agitation call by CHQ, for not settling the HR issues/Scrapping of MT exams even after assurance were given by CMD. Call for Lunch Hour Demonstration on 01-07-2015, 3 days hunger fast from 07-07-2015 to 09-07-2015 and indefinite Dharna from 22-07-2015 onwards.

29-06-2015 : CGM CHTD Appealed CS to withdraw Agitation programme.

29-06-2015 :  TAM and CHR Branch General Body meeting was held on 29-06-2015 at CHR exchange in connection with the superannuation of Branch President Com. S. Sankar AGM Extl CHR and Sr.Com Rama Subramanian DGM O&M CHR. CS attended and honored the retiring comrades with Shawl. 

30-06-2015 : Meeting was held on 30-06-2015 at chamber of Com V.T. Gunasekaran DGM NW, who was retiring on superannuation. CO bearers honored him with Shawl and CS presented Momento and remembered his valuable contributions to BSNL and our Association.  

07-07-2015 : Hunger Fast and Agitation activities were started nationwide demanding with drawl of MT exams and resolving HR issues.

08-07-2015 : Hunger Fast activities were deferred in the lime light of BSNL Managements decision to postpone MT exam for 6 months.

10-07-2015 : BSNL CO orders were released for postponement of MT Exams16-07-2015 : Com. V.K Paramasivam Advisor CHQ- was felicitated in the meeting held on 16-07-2015 Tallakulam, Madurai. The function was presided over by Com A.R.E. Roy DP. CS Tamilnadu circle took part in the function. CS AIBSNELA CHTD also attended the function and felicitated Com. V.K.P. 

16-07-2015 : AIBSNLEA consistent efforts yielded result in getting released order regarding educational qualification for promotion to the grade of EE (Civil/Electrical) - Degree in Engineering and its equivalence in note 2 under Schedule IB of BSNL MSRR-2009. AIBSNLEA was continuously trying to ensure the Diploma qualification to JTOs/SDEs (Civil/Electrical/Arch. Engineering wing) is allowed to get promotion to the grade of EE(Civil/Electrical/Arch.) finally achieved the goal.This is the outcome of our latest meeting with CMD BSNL, Director(HR) held on 13th July, 2015 & in today's meeting Director(HR) directed GM(Pers.) to issue order immediately.

17.07.15:    Informal meeting with   PGM (Fin) In charge (DGM-FC) was held. The following issues were discussed that1. Vacant place of CAO Posts in various Business Areas, IT Cell & TR areas.2. Vacant place of AO posts particularly in Central Settlement Cell(CSC).3. Request transfer cases especially our ACS (Accounts) on medical grounds.4. Retention case of AOs namely Sri. Thirumaran &  Sri.Mannu.5. Long pending Pay anomaly case of Com.J.Badrinarayanan DE. Assurance was received to settle the case before   23.07.15.23-07-2015 : Circle Secretary met DGM (F&A) SBA,CAO(IFA),DGM(C&A) & AGM(SW) and enquired about restless situation created by Service Union in the last three months in SBA. Detailed report was collected from the above officers. CS has assured to take up this issue with the Head of Circle shortly.25.07.2015: AIBSNLEA consistent efforts yielded result in getting released order regarding pay fixation of JAOs(Deptl)(40% quota) of 2010 Batch arising out of Non-Executives' Wage revision orders dated 7.5.2010 and subsequent clarification dated 18.5.2011.We are extremely thankful to CMD BSNL, Director(HR), ED(F), MF(FP), GM(EF) and all the concerned officers who helped in settling the issue.

27-07-2015:    Farewell function of our VP Com. P. Velu DGM O&M AMB was held on 21-07-2015 at Hotel Balajee Bhavan, conducted by AMB, PML& AVD Branches. Com V.Chandrasekharan Circle President CHTD, Com.L.Sundararaman (Ex.President) Rtd DGM, Com. M. Devarajan (Ex President-ARD), Com. P. Gangadharan (Ex President-ANR), Com G.Natarajan Ex ACS-TESA along with all the Circle Office Bearers were present in the function. CS Tamilnadu participated and felicitated with shawl to our VP. Branch members and office bearers enthusiastically conducted this function in superior manner. CS CHTD addressed the contribution made by VP to DoT/ BSNL and our Association. 

27-07-2015:      AIBNLEA CHTD paid Tribute to Dr.APJ Abdul Kalam who passes away on 27-07-2015.

29-07-2015:   On 28-07-2015 CS visited KKN & WBA for learning the grievance issues of members, and assured to find solution for the issue raised by members.   ACS Com V. Gabriel, Com P. Suresh FS-KKN, Com Sekaran ABS-KOD  and Com. Bhaskar JAO accompanied CS in the visit.

31.07.2015:  BSNL Corporate office has issued Retention order in the cadre of AGM/DE on 30.07.2015.As per this order Organizing Secretary South Smt.A.Kalaiselvi got retention upto 31st March 2016. Sincere thanks to GS.

04-08-2015:  Circle Office Bearers along with members of AIBSNLOA MP Circle has merged with AIBSNLEA. Com. GS & OS (West), CHQ welcomed all the new members in AIBSNLEA.

04-08-2015: Transfer and posting of AGM/DE issued by BSNL CO. The following officers are transferred and posted to ChTD. 1. Shri.S.Kannan from AP 2.ShriA.Saivaraj from CTD3.ShriM.N.Annal from NCNGN & 4.Shri G.Krishnan from NCNGN,ChTD. 

08-08-2015:   Our AGS Com Sai Baba visited Chennai on 6th Aug 2015. CS TN Circle & AGS met CS CHTD and CS honored him with shawl and discussed about the latest developments of CHQ.

12-08-2015:   After completing successful 37 years of successful service in DoT/BSNL with wonderful remarks, Com B. Arumugaraj BS Circle Office retired on VRS.

01-09-2015:As per decision taken in the CWC meeting held at Kolkata, AIBSNLEA extends its Solidarity Moral support to the General Strike on 2nd September 2015 by Central Trade Unions.

05-09-2015:    CS Report in CWC Meet at Kolkata on 25/8/15 (kindly see our site).CS presented Report on various points to be taken up by CHQ.

15-09-2015:  CS pursuing talks with DGM CA/CSC for avoiding penalty payment to TNEB.

      CS was repeatedly requesting CGM &DGM(Fin) to take steps for signing MoU with ICICI/IOB for avoiding delay in payments to TNEB and stop paying huge amount as Penalty. CS met  Sri. P.Balakrishnan DGM CA/CSC (Central Settlement Cell) and discussed the issue on 14-09-2015. CS is continuously pursuing the issue to stop leakage of BSNL money by means of payment of penalty amounts. 

18.09.2015:  Ambattur, Avadi  and PML Emergency Branch  meeting was held on 14.09.2015 Ponamallee in connection with the  Development activities to prevent disconnection of LL & BB . Com.N.Balasubramanian Ex.OS (North) and  CS attended the meeting. Members actively participated and expressed their valuable suggestions/opinions & grievances. CS acknowledged their grievances and promised to take up with Management to resolve the issues in appropriate time.

21-09-2015: Anna Road Branch meeting was held on 23.09.15 at First floor, Recreation club Anna Road old Building.Com V.Palani (AO TR) AFS will organize the meeting along with Branch Secretary Com. B.Appavoo (SDE). Member’s grievances, Felicitation for Com P.Padmanabhan (CAO) Branch President Superannuation on 30.09.15 were discussed.

29-09-2015: CS submitted letter to CGM on 25-09-15 mentioning the need of awarding GM LA to eligible DGMs for filling the vacant GM posts. The shortage at the highest level of Decision making in Field units especially in the Areas is not conducive to face the present competitive scenario and hence we request you to fill up these vacancies by awarding G.M Looking on for the remaining two additional GMs and also to the regular DGMs which is in tune with the BSNL CO guidelines. 

01-10-15:16th BSNL   day Message to all. From the safe and powerful zone of monopoly in Telecom service provider industry we are currently pushed to the core competition and we are fighting for survival now. We all can work together and bring back BSNL to its glory.06-10-2015: Stopping pay recovery: CS Submitted the letter to CGM and GM (Fin) regarding Stoppage of Recovery and restoration of the original pay of the affected Executives of 1997,1998 and 1999 JAO/AO Batch and AO(Offtg). As per the instructions of the Chennai Telephones, the pay of the Executives of 1997, 1998 & 1999 JAO Batches who have got AAO promotion on 26.12.2000, 1.4.2003 & 1.4.2004 respectively had been stepped down and recovery of excess Pay & Allowances drawn on account of pay protection on counting of past officiating spells in the AAO cadre was already initiated.

07-10-15 : Courtesy meet with GM (TR &   Finance   ) : Our Circle President Com.V.Chandrasekaran AO(TR),Finance Secretary Com.S.Shritharan OSD, Asst.Fin.Secretary V.Palani AO(TR) and Circle Secretary met GM Finance at her chamber on 29/09/15 and honoured and greeted with bouquet, Shawl and sweets for assuming charge as GM Finance.

1. We convey our thanks to GM (F) for posting CAO at WBA through our continuous persuasion. In the meeting we elaborately discussed about Chennai Telephones Accounts issues particularly shortage of AO/CAO and requested for giving LA to senior officers for filling remaining AO/CAO posts.

2. GM(Fin) has fixed and implemented 40,000 lines for one AO(TR).But our association strongly protested and refixed 30,000 to 32,000 lines for one AO(TR) after detailed discussion.GM(F) agreed to transfer AOs as per the new norms. 

3. Space constraint in VII floor of ARD (CBA) is discussed and insisted for sorting out the long pending issue and GM (Fin) agreed to solve this sensitive issue.

4. The Cash and Accounts section must be situated as per the arrangement existed before formation of Business Areas to avoid delay in processing bills and huge expenditure occurring due to various aspects.

5. MOU has to be signed for TNEB bills with ICICI or IOB or whoever is willing to accept to avoid huge amount of penalty to be paid to TNEB. Field officers can concentrate in field work instead of running to Central Settlement Cell (CSC) ,Kushkumar Road. Already this issue was taken and discussed with CGM also.

6. In Central Zone (CBA) work allocation of CAO/AO/JAOs are not uniform. Requested GM(Fin) to give instruction to DGM(F&A)  for proper justifying work allocation.

7. AO GSM (MR) transfer case also stopped. The same was informed to concerned officer.

 The above issues discussed with GM(Fin) was also intimated to DGM(HQ&FC).We had cordial and fruitful discussion with GM(Fin) and she has agreed to sort out the above issues.

26/10/2015: Meeting with CGM Chennai Telephones on 23.10.15

 KCM Branch Secretary Com. K.Guhan DE TXM, Finance Secretary & Circle Secretary met CGM  on 23.10.15 on urgent basis  and had detailed discussion on the following issues: 

1. SDE who have declined DE promotion to be given DE looking after at the earliest.

2. HR issues of Officers of Tiruvanmiyur division were discussed.

3. Smt. Sujannah DaminyaRajeswari SDE Tender GSM KK Nagar transfer order issued on 29.07.15 but not yet implemented. Highlighted CGM to resolve this issue very soon.

3. East Tambaram NGN Cutover was on 19.10.15.After that more than 500 LL& BB customer complaints received in Tambaram area. Requested CGM to intervene and sort out the problem without further revenue loss.

4. Mainly Transmission wing issues discussed elaborately viz Staffs, Splicing machines, contractor support and to reduce gap between transmission wing and Head of Circle.CGM immediately responded and verified with Development wing and informed us that tender for purchase of six splicing machine is in final stage. 

 As per our request CGM has called for meeting with TXM /TP/TXI on 28.10.15.Thanks to CGM for spending two hours with us only for developmental activities in Chennai Telephones.

26-10-2015: Letter given by CS to CGM CHTD with suggestions for service improvement. Common Areas where improvement is required like Call Drop, TXM issues, FTTH, GSM were pointed out in the letter.

28-10-2015:    Sorting out Pay Fixation issue of few left out JAO (Offtg):

 Few officials of Chennai Telephones who were given JAO(O) in 2002/2003 after clearing Part-I Exam and is still in NE Pay Scale have presented issue of Non Fixation of their Pay Scale. Already GS CHQ had presented such cases in BSNL CO/CMD

Level. CS CHTD assured to support their Appeal and to take up the issue again with GS in the present scenario, where pay fixation of TTA to JTO(Offtg) is sorted out.

31-10-2015: SUPERANNUATION

1.DGM- CM Marketing : Our Senior Com.K.VAITHYANATHAN, DGM-CM Marketing and   our CWC Member  retired on 31.10.2015.Circle Secretary  with Anna Road office bearers met  him  in his chamber and on behalf of CS our senior Com.V.Sunder DE (Rtd) honoured him with shawl.

2.Anna Road Superannuation meeting: Superannuation meeting   of Sri.A.Mani, DE ARD (Extl) was  held on 31-10-2015 at Anna Road Campus . GM Central, DGM ARD, External Officers and staffs attended the meeting .Our Branch Secretary Com.S.Appavoo & CS attended and addressed the gathering in this official meeting.  Circle Secretary praised about the valuable contributions made to DOT/BSNL in varies field by Sri.A.Mani DE in his 36 years of service. CS honoured him with Shawl and Com.T.R.Meenakshi presented memento on behalf of ARD Branch.

23-11-15: CS addressed issues in   Settlement of grievances of Finance Personnel to GM(F)

Letter given by CS to GM (Fin) regarding settlement of grievances of Finance Personnel mentioning the following points:-

1. Looking after arrangement from JAO to AO and AO to CAO on need basis after scrutinizing the justification in the respective Business Area, due to introduction of CDR and ERP.

2. Rotational transfer for JAOs of 2010 batch (Many of the JAOs who have completed more than 5 years in a particular seat requires change of work).

3. Transfer and posting in the Finance wing is lacking transparency and we are pained to state that at times even a senior Officer is transferred three times a year not even observing any formalities and even a courtesy of getting the consent from the affected Officers is not obtained. We kindly request our GM-Finance to avoid this sort of embarrassment to our senior and dedicated Executives hereinafter and follow a transparent procedure.

4. All kind of request transfers, especially medical are to be considered.5. Uniform procedure of creation of posts in business areas with respect to AO

(Pay) and AO (Personal Claims). For few of the BAs, AO (Personal claim) to be posted viz in SBA.

6. Shifting of CAO (GSM Planning) office from Flower Bazzar to R.K.Nagar for smooth and well-organized functioning of accounts wing pertaining to GSM-Vertical which will provide additional working space in Flower Bazaar COBA.

7. Strengthening of Defaulter pursuit cell by allotting a Vehicle and granting of Allowance to TRIs.

8. Posting an additional AO and JAO for pay process in CSC-KushKumar Road as per the norms given by ERP Gazhiabad.

9. It is brought to your kind attention that our earlier demand to go in for space Audit in the congested Anna Road Complex where our Finance Officers are cramped in a small work space specifically the sixth and seventh floor. A personal visit by the GM-Finance is requested once again to resolve this constraint.

24-11-15: CS written a letter to CGM and highlighted the points for improvement of service in Chennai Telephones... Some points mentioned are

1. The huge manpower of ChTD can be effectively utilized if our repeated request - namely a thorough work study is to be carried out and implemented without bias, which is a long pending demand from our side.

2. There is plenty of talent available in our District to take up the Area GM posts like TXM, Central, BROAD BAND and also the HR&ADMN. Hence, we request our CGM to consider giving Look After to the Regular DGMs (Officers promoted from TES-Gr.B cadre to Regular JAG status are not to be ignored considering their vast experience) and this action on your part will also boost the Morale of Senior Executives.

3. It is felt that the potential strength of Madhavam Area is to be analyzed and our suggestion to post a DGM for this section will definitely improve our growth.

4. Operational Planning wing is vital for any Circle to monitor and project its growth and demand to BSNL CO and there is an urgent necessity to post a DGM separately for OP-Wing.

08-12-2015:CS Letter to CGM CHTD regarding Performance of BSNL-Ch.TD during Hours of Crisis. Main points are while on the one hand our entire Team Chennai Telephones has worked for restoration of services, it is to be borne in mind that most of our employees and Executives suffered innumerable losses in the domestic front due to the havoc caused by the rain.

                In this regard, we appeal to our CGM to consider the following requests, which once approved and sanctioned will go a long way in motivating the strong workforce of BSNL ChTD to perform still more better in the days to come.

          1. Immediate Release of Funds to carry out repairs in Exchanges /Quarters.

          2. Grant of Flood Relief to the affected employees in our ChTD.

          3. Grant of liberal Flood advance to all the Executives/Non-Executives

          4. Grant of Special Casual Leave from 2nd to 4th December 2015.

5. Immediate Sanction of GPF Advance/Withdrawal without any restriction to meet the urgent need in view of damages caused by heavy downpour and flood.

09-12-2015 : AIBSNLEA and AIGETOA TN Circle & Chennai TD Office bearers met CMD during his Official visit on 09-12-15.

We requested the CMD to withdraw the MT recruitment notification (SRD) dated 05.11.2015 immediately, scrapping of the MT, DGM RRs and cancel the DGM(DR) Exam scheduled to be held on 13.12.2015 since it will drastically affect the  career progression of the young and talented executives of BSNL  and immediate implementation of the recommendation of the committee headed by ED(NB) on CPSU Cadre Hierarchy in BSNL and standard E2 & E3 scales for JTO, SDE Equivalent executives.

04-01-2016: CS gave letter to CGM regarding service improvement points. CS requested to fill 18 vacant DE posts in Chennai under various wings.

08-01-2016: BSNL Executive Diaries were started distributing among members in Chennai.

20-01-2016: AGB meeting of Ambattur, Avadi  and PML was held on 20.01.2016  at 17.30 hrs at Ambattur Telephone Exchange complex in a grand manner. Branch President Com.R.Jayaraman chaired the meeting. Branch Secretaries Com.S.Baranidharan (BSS) and Com P.Ramalingam AMB well organized the meeting followed by dinner and all the members attended the meeting. Sr Com.B.Ganesan CWC member, Com.N.Balasubramanian Ex.OS (North) and C.Ramesh Kumar (OS) North attended and addressed the gathering.

Accounts Comrades requested to arrange for ERP Training for all AOs/JAOs of TR and Works section for having knowledge to operate in SAP while going on transfer. Our CS assured to take up this long pending demand with the Management.

22-01-2016: Com C.S Devika DGM Kalmandapam and our CEC Member, who is retiring on superannuation on 31-01-2016 donated Rs.5000/-to AIBSNLEA CHTD fund to our CS in presence of Com B.Ganesan DGM (Rr) CWC Member and Com.Vasudevan DGM F&A(NE). The services she has rendered to BSNL and our Association is beyond words to comment.

26-01-2016: Republic day Celebrations in Chennai Telephones on 26.01.16 at CGM office….

National Flag hoisted by CGM Chennai Telephones and surprisingly all GMs attended the function. All union/Association representatives attended and addressed on the occasion of 67th Republic day celebration. Elaborate and excellent arrangement done by organizers  this year. Our CS addressed the gathering and raised the following issues are

1. For the upcoming huge flats in Chennai Metro, for giving LL and BB service on FTTH, EB wing is not taking initiative to approach the builder and sign MOU even though Customers are interested to get BSNL service.

2. EB wing is located in a remote place(Harbour) .It must be relocated to Anna Road or Kushkumar Road for easy access to the Corporate customers and others.

3. During this function, awards are given to the officials/officers for the commendable performance with Shield and Certificates. In addition if cash awards are given to the staff, it will boost their performance and it will earn more revenue to BSNL in future.

4. Broadband team has done tremendous work during the floods in Chennai, Kanchipuram and Tiruvallur without any sub staff for shifting and reinstalling the Equipments. But in this occasion Management has not recognized the valuable contribution made by BB team. When award are given to other sections atleast one special award should have been given to BB team.

5. In ChTD 250 GSM Towers are down at a time. In Annanagar West area no 3G network for the last two months and 2G service also is badly affected. CS complained to all the concerned officers of GSM. But the problem is not rectified till date.

6. GSM wing must be reviewed in all aspects. Area GMs must visit the sites under their jurisdiction and sort out the issues. Faulty Batteries and Power Plants   have to

be replaced/rectified in war footing manner to retain the 1.2 lakhs customers (SIM) obtained during the floods in Chennai.

7. CGM and GM (Fin) should take joint action to sort out long pending Area bills like contractors for giving better service to customers. CS addressed other issues also in this occasion.

27-01-16: CS addressed letter to CGM regarding allowing the Regular DGMs to function as LA GM.

05-02-16: GS discussed with GM(Pers.) regarding DE to DGM promotions and requested to fill up the vacant DGM posts. GM(Pers.) gave a good news that Competent Authority has approved today to fill up immediately 223 DGM(T) posts and informed that the order will be issued by tomorrow itself. GM(Pers.) also informed that by the end of Feb 2016 additional 400 DGM posts will be filled up. In addition to this, as assured by CMD BSNL to United Forum of AIBSNLEA & AIGETOA, total 1190 DGM posts will be filled up before 31st March, 2016.We extended sincere gratitude and thanks for the positive steps taken by BSNL Management in this connection.

09-02-16: CS met PGM (HR & Admn) in his chamber and discussed various Developmental and Maintenance Activities. The following are the salient features of discussion:

1. Rearrangement of DE Posts in NMS / CFA/ CM Marketing after thorough study.2. Filling up of DE posts in NSS/BSS on an Emergency basis to sustain Revenue

in CM Area.3. Filling up of posts like TTA/JTO/DE in Installation Wing fallen vacant after

retirement/promotion of incumbents since vital stores are maintained in mainly Switching Installation Unit.

4. Bifurcation of TXM as cables (South & North) and creation of one post up to DGM level for improvement of Transmission Media [system alone]. Transmission Maintenance and Installation also needs strengthening. – PGM appreciated this proposal and ensured that he will discuss with CGM.

5. Relocation of DE TXM TVR office to TVR Exchange for better monitoring of all SDCAs on a similar line like BSS KCM & DGM CPT.

6. Formation of a separate Team for FTTH under the control of one DGM. – An issue persistently raised by this Association for effective utilization of potential Areas.

7. Immediate Purchase of Splicing Machines & Power Meters as committed earlier but not fulfilled. – PGM replied that this will be sorted out by February’16 end itself.

8. All our quarters require continuous thorough monitoring since during rain in December’15 many quarters are affected and loss of life was also reported in Anna nagar Quarters.

9. Implementation of Transfer order of Estate officer at the earliest10.Immediate relieving of Shri.K.Sankaralingam SDE TXM splicing TAM to TN

circle as per order. – PGM replied that within a week this issue will be settled.11.Posting of DGM in Madhavaram Area a long pending issue that is solely

addressed with the aim to improve our Services in this vital Area. PGM agreed to look in to this issue.

12.Posting of a Full-fledged DGM for OP Section since this requires lot of interaction with BSNL CO, TERMCELL, etc., – PGM agreed to review this case.

13.Continued negligence of the Management in providing “Look After GM Posts “ to promote officers while almost all eligible Addl.GM are offered this post, our regular DGM is deprived of this promotion status leading to dissatisfaction amongst seniors in both Telecom Engineering and Finance Wing. Our association had represented repeatedly on this particular issue. – PGM responded positively and he assured that he will discuss with Head of Circle.

14.Request to implement Govt order endorsed by DOT & BSNL where by necessary benefit up to E5 Scale promotion must be extended to reserved category officers.-PGM wants time to discuss with TN Circle.

Apart from the above various other specific HR cases were also discussed. We also strongly requested for the need to have a separate GM/Sr.GM for HR & ADMN alone since Field issues could be better discussed and resolved.

29-02-16:Haddows Road Branch Secretary Com S.Sivakumar, Com UdayaSankar FS and CS honored our ACS Com V.Gabriel with shawl on his retirement function on 29-02-2016 at Haddows Road TE. Contributions given by Com M.V.R.Ravi to BSNL and our Association from 2004 were recollected by CS on this occasion.  AIBSNLEA CHTD Wishes Com MVR a healthy& wealthy retired life.

01-03-16: Combined General body Meeting of Corporate BA, North BA FBR & HBR Branches meeting will be held on 02-03-16  at FBR Canteen at 04.30 PM. All the Branch Secretaries are requested to organise the meeting in a grand manner. Our Circle President, Circle Secretary, CWC Member Com.B.Ganesan,DGM(Rr)NE , Com.S.Sangili DGM(Fin) and other office bearers will address the gathering.

05-03-16: Seventh District Conference of Cuddalore SSA was conducted in a grand manner at Cuddalore on 05.03.16 at Evening in Telephones Exchange Complex. Com.Periyasamy,DGM(F) -TN-CO, Com. BangaruKrishnasamy CP-TN, Com.S.Sivakumar,CS –TN and our Circle Secretary  attended and delivered special address. Com.P. Santhakumar DGM (Fin) who has retired on 29.02.16 was

09-03-16: Our Circle Secretary and Circle President met GM(Fin) and discussed various development issues, and letter regarding this was submitted. The issues were discussed across the table. Also request transfer case of Com. Kuberan was taken up. DGM (FC) also was also present and agreed to consider the issue.Subsequently CS and CP met CGM along with GM(F) and the following issues were discussed.

-BSNL CHTD put MoU with TNEB and ICICI Bank, for easier payment of EB Bills without fail. Our Technical people will get a great relief from every month EB Bill processing procedures.

-We requested shifting of Enterprise Business office from Harbor TE to Kush Kumar Road TE for the convenience of corporate customers and staff. CGM and GM(Fin) agreed to consider the issue after financial year closing formalities. 

Extension for transfer given to 5 DEs is ending on 31-03-2016. Retention of these DEs in CHTD was requested for betterment of services.

09-03-16: Farewell to Com. T.NagendranSDE ,Branch President of T&D Circle, Chennai who was transferred to Chennai Telephones was held at Raj Bhawan RSU Bldg  on 09.03.16.Com.S.Balakrishnan BS welcomed all and felicitated to Com. T.Nagendran.Our senior,dynamic,human and helpful officer- comrade Shri.V.Ganesan DGM [Inspection]also participated and gave momento to BP. Circle Secretary com.P.Udayasuriyan attended and addressed the gathering and presented shawl to  BP on behalf of Branch. During the Branch meeting Members expressed their main grievance of No Borewell water in First floor for the past 45 days. Concerned DGM requested GM South but issue was not solved.

Circle Secretary discussed this issue with SDE(Elec& Civil ),DE RBN/DGM SW.CS assured that he will take up this issue with GM South/PCE and solve the issue within 10 days.

31-03-16: Annual General Body Meeting of CHR & TAM was held on 31.03.16 during Lunch hour at CHR complex chaired by Sr Com.S.Kannan DE CHR.BS Com.J.Nambinachiar and FS Com. Indumathi well organized the meeting. Local and CHQ issues and All India Conference to be held at Mysore during June17 thto 19th were discussed. CS attended and addressed the gathering and answered all the queries raised by Members our beloved members.

Superannuation function of Smt.K.Seethalakshmi PA to DGM CHR was attended by CS. Circle Secretary praised about the valuable contributions made to DOT/BSNL  by Smt.K.Seethalakshmi PA in her 29 years of service. BS honoured her with Shawl and CS presented momento on behalf of CHR&TAM Branch.

31-03-16: Farewell party of Shri.D.Baskar DGM- Br.President KCM was well organized by BSNL ManammaghilMandram KCM. All officers/officials of various Unions/Associations attended and graced   the occasion. Circle Secretary honoured him with Shawl and momento. All the speakers praised Shri.D.Baskar DGM for his remarkable contribution from his post of JE to DGM to DOT/BSNL. He has earned tremendous revenue to BSNL by way of purchasing lands in Thirutani Division area for four Exchanges during his tenure as JTO, value of the land at present  is in crores . CS in his speech appreciated his contribution to our Association and organization. Scrapping of un serviceable items was done by him wherever he has taken charge in different cadre, earning huge revenue to BSNL.

02-04-16:

1. TTA to JTO (Offg) officers has completed Phase-I JTO Induction training, and undergoing 4 weeks Field training in CHTD from 28-03-16. 

2. Past service (that is service rendered under Armed Forces) of the Ex-servicemen in Group C is to be considered to the extent by which their service falls short of for

reckoning 7 years regular service towards eligibility for appearing in LICE conducted in the year 2013.After completion of field training they may be appointed as JTO against the vacancies for the year 2012-13 as they had appeared in the LICE in 2013 as per the provisions of RR 2001.Congratulation to all the Officers concerned. AIBSNLEA CHTD welcomes all the new JTOs to our Association.

06-04-16: Target for EB wing of ChTD was Rs.100 Crores  for the financial year 2015-16.EB wing has outperformed  and has surpassed the target by achieving 112 Crores revenue to our Department under the chairmanship of Shri.R.Ganesan PGM EB/HR&Admn/Central/TXM. Hats off to EB wing and our Association wholeheartedly congratulate EB wing for their tremendous performance. Keep it up.

  06-04-16:  All the pending bills of Vendor/Contractor/Tender etc of financial year 2015-16 inclusive of earlier period if any in Area should be submitted to DGM Finance concerned Business Areas for payment .SDE/DE/DGM of Areas should take responsibility of clearing the pending bills immediately. After ERP implementation, creation of liability cannot be done as per Accounts wing. Hence all the pending bills must be closed in coordination with respective Accounts comrades JAO/AO/CAO.

Circle Secretary Appeal to all the DGM Finance of Business Areas to give suitable advice to Engineering and Finance wing for clearance of pending bills.

08-04-16: Circle Secretary met DGM Finance (Hqrts) on 07.04.16 at 14.00 hrs. The following points were discussed in detail about the outcome of earlier meeting on 09.03.16.

1. JAO Posts are to be distributed evenly and in the places where there is requirement. Till date the problem is not solved.JAO to AO, AO to CAO LA arrangement was agreed in the last meeting by GM Finance.

2. DGM Finance replied that LA arrangement will be done at the end of  May 16 after accounts closing.

3. Shortage of 12 AOs will be filled up by this LA arrangement during fourth week of May16.

4. Shri.K.Mannu and Shri.Thirumaran retention case was discussed.5. Incoming AO will be replacing Shri.K.Mannu’s posts. Shri.Thirumaran Medical

case is requested by CS and is under consideration with BSNL CO.6. Pending transfer case of JAO/AO LA cases were discussed in detail.7. GSM Planning is functioning at RK Nagar.  8.  Hence GSM Plg & Works Accounts section at FBR has to be shifted to RK

Nagar for easy disposal of work and to avoid Manpower loss and time delay.9. DGM (FC) replied that officers are ready for shifting but staff problem is there

for shifting. Circle Secretary replied that he will take responsibility to sort out the issue with PGM (HR)/CGM.

10.Smt. Nitya Madavan and Smt. Porchelvi AOs medical cases was taken up. 11.Smt.NityaMadavan, AO case will be taken up after expiry of her leave period.

Before meeting with DGM (FC),Circle Secretary discussed the above issues with Circle President and ACS accounts. Circle Secretary requested to collect subscription from Members who have not given from July’20 14 to June’2015.Also requested to collect the subscription for the period from July’2015-June’2016 for remitting the CHQ quota for All India Conference to be held at Mysore on 17th June to 19th June 2016.

12-04-16: COBs meeting will be held on 12th   April 2016 at MambalamExch Complex at 17-30hrs. Discussed about All India Conference to be held at Mysore on 17th June to 19th June 2016.

25-04-16: Circle Secretary met Shri.V.Prabhakar GM(HR&Admn) on 23.04.16 and welcomed him on coming back to Chennai  and discussed about the developments of Chennai Telephones. CS insisted to convene Opinion Leader meet since it was not conducted for the past one year.

1. Marketing strategy for improvement of customer base2. Reviewing Customer Service centre activities for increasing LL and GSM

connections.3. Detailed discussion about Transfer and Posting of CPT SSA.4. Work study for staff and officers.5. Lengthy discussion on the points highlighted in the letter dtd 29.03.16 given

to CGM.6. Discussion on RF failure in Chennai Metro area.

CS conveyed that necessary support will be extended for forthcoming non-executives members verification Election to be held on 10th May 2016 and informed GM (HR&Admn)  that  our Association will extend support for any decision taken by Management for improvement of service and  ensured that it will continue to do so in his tenure as GM(HR&Admn).

27-04-16: Circle office Bearers meet was  held on 27.04.16 at Haddows Road complex. All the Circle office Bearers attended the meeting and chaired by Com. V.Chandrasekaran Circle President. Circle secretary presented the past events and highlighted the present CHQ and local issues. All the participants had detailed discussion and gave suggestions for increasing Membership for improvement and growth of BSNL. Agitation call given by CHQ was also discussed in detail. COBs expressed their opinion that Non-Executives Members Verification Election and TN Assembly Elections are going to be held in May’ 16.CS replied that after discussion with CS Tamilnadu, agitation programmes will be conducted jointly.

 All India Conference is to be held on 17th to 19th June16 at Mysuru (KTK).CHQ subscription Quota for two years is to be submitted before AIC. Hence CS requested Circle office Bearers to collect pending subscription from July’14 to June’15 & July’15 to June’16 before 05.05.16.As per COBs decisions are

30-04-16: Our Senior Comrade Smt. G.Lalitha DGM Adyar retired on superannuation on 30.04.16.Circle Secretary with CWC member Com.B.Ganesan DGM (NE) honored her with shawl during lunch hour at Madura hotel , Anna Road,Chennai-02.

-Our Circle Executive Committee Member Com.K.R.Ravinarayanan PA to DGM KKNagar retirement function was well organized at KKNagar complex. Irrespective of Union and Association, leaders attended the function and praised his valuable contribution to BSNL. In this meeting, CS presided over the function and honoured him with shawl and appreciated him for excellent contribution to our association. He was Circle secretary for PA/PS association. He played a vital role in merger of AIBSNLEA during 2004.In this occasion AIBSNLEA, ChTD wishes all the officers/officials who retired on 30.04.2016 for healthy, happy and peaceful retired life.

01-05-16: CS Wished Members on the foundation day of AIBSNLEA. Our Association was formed on 01-May-2004.

01-05-16: Association has taken efforts for retention/cancellation of transfer orders of 5 DE/AGMs to other circles. CS taken up with issue with local CGM and GS taken up the case with BSNL CO,ND. 4 out of 5 DE/AGM got retention at CHTD itself. Our Sincere thanks to GS for the timely intervention to resolve the case.

05-05-16: Branch Secretaries meeting is conducted Today at Haddows Road Complex at 13:00 hrs. All the Branch Secretaries attended and elaborately discussed the CFA & GSM issues in depth. The following resolutions are passed unanimously, for submission to Chief General Manger Chennai Telephones.

-CGM ChTD and GM(Fin) gave commitment that TNEB bills (MSU/RSU/DLC AND GSM Sites) will be effected through ECS(ICICI Bank) during earlier meet in Feb’2016.But this important issue is not yet resolved even after commitment by HOC. It was intimated during ERP Go Live on 01.11.2014 that legacy file are to be processed for one year only. But till date officers are taxed for processing legacy file also and files are sent to various levels of BAs/GMs/CGM repeatedly for approval. This practice is very much time consuming and wastage of Man power. Purpose of introducing ERP in ChTD is not fulfilled so far.

-After energizing new BTS sites and after handing over to concern GSM wing, further conducting/Extending FRAC must be done by GSM wing. This practice is not followed in Chennai Telephones as done in other Circles. Already CFA officers are overloaded with their assigned works.

Organizing Secretary Central Com.S.Elango explained in detail for collection of subscription and donation for Ail India Conference to be held at Mysuru during 17thJune to 19th June 2016.

Discussed elaborately about All India Conference in this forum.BS and BFS should collect the subscription due from members and to remit it before 20.05.16 to Finance Secretary or CS. CS personally appreciated Branch Secretaries for attending the meeting even in this scorching Sun.

12-05-16: Circle Office Bearers meeting was conducted at 17:30 hrs on 11.05.16 at Mambalam Telephone Exchange complex.

Meeting was chaired by Circle President. Com.V.Chandrasekaran.Our Senior Com.S.Sangili DGM (Fin) as special invitee attended and given valuable suggestion for improving Membership and forthcoming All India Conference issues.

 1. COBs discussed regarding the request transfer cases of JAOs and AOs and forthcoming vacant posts of DGM Finance to be filled in time. Circle Secretary replied that we have already discussed the transfer cases with GM (Fin) and genuine cases will be settled after mid May’16.

2. Specific areas has not paid subscription from July’ 14 .CS requested COBs to coordinate with BOBs and collect pending and current subscription upto June’16.

3. Before Friday delegate list for AIC to be submitted to CS. Each delegate should pay Rs.1500/- for AIC as per CHQ decision.

4. Branch Secretaries next meeting will be convened on 18.05.2016 Wednesday.

5. Allthe organizing secretaries shall coordinate with Branch Finance Secretaries and will collect subscription and donation for AIC .

6. Next COBs meeting will be conducted after Branch Secretaries meeting.

7. Circle Executive Committee meeting will be conducted in 1stweek of June’16.

23.05.16: Joint Hunger Strike activities at CHTD: All the  CO Bearers/ BO Bearers of AIBSNLEA CHTD are requested to co-ordinate the members for participating in the ongoing “Hunger Fast” activities at CHTD.

AIBSNLEA CHTD and TN Circle are jointly conducting the “Hunger Fast” infront of O/o CGM TN Circle on 25/5/16 at 10:00 to 18hrs, considering the non availability of space due to Rainwater Sewage/Drainage construction works doing by Chennai Corporation in front CGM CHTD office.

“Work According to Rules” with effect from 25th May 2016 (10:00 Hours) till the settlement of demands. ALL Comrades are requested to participate in the “Hunger Fast” and make it a grand success. Appeal by CHQ on 24/05/2016.

For Immediate implementation of the decisions taken in the meeting held on 14.12.2015 issued vide minutes of the meeting through letter no. BSNL/7-3/SR/2015 dated 14.12.2015 are

1. Immediate implementation of the recommendation of the committee headed by Sh. M. A. Khan, ED (NB) on standard E2 & E3 scales for JTO & SDE Equivalent executives and CPSU Cadre Hierarchy in BSNL, scrapping of the MT, DGM RRs altogether.2.  Extending 30% Superannuation benefit to the BSNL recruited employees.3.  Resolution of various other long pending HR issues like taking urgent necessary action for:a. Immediate conduction of various CPCs in all the disciplines to fill up the vacant Group-‘A’ and Group-‘B’ equivalent posts in a time bound manner, notional pay

fixation of all upgraded pay-scales w.e.f. 01.10.2000, one time relaxation to Steno Grade-III for their promotion to PA cadre, settlement of Pay Anomaly cases where junior executives are drawing more pay than senior executives, special recruitment drive for hard tenure/shortfall circles, FR 22(I)a(i) pay fixation to officiating JTOs, restructuring of AD (OL) cadres, finalization of new SDE RR 2014 in line with association suggestions.b. Settlement of Rule-8 transfer cases, Pay loss to JTOs/JAOs recruited after 01.01.2007 and fixation of pay in respect of departmental outsider (TTA) appointed as JTOs, extension of E1+ 5 advance increment benefit to JTO (SRD)/JAO 2013 batch, PA Cadre and diversion of 50% MT Quota CAO Posts to seniority quota and other long pending HR issues submitted earlier.

26.05.16:Hunger Fast agitations conducted by United Forum of AIBSNLEA and AIGETOA turns out to big success in Chennai Telephones. Even in the Agni Nakshatra- peak temperature also our comrades have energetically participated and made Hunger Fast a big success.

Chennai Telephones and Tamilnadu Circle jointly conducted HUNGER FAST at CGM TN Circle Office on 25-05-2016 and infront of CGM CHTD, on 26-05-20163 rd day Hunger fast is successfully going on at CGM TN Circle Office.

Circle President AIBSNLEA CHTD, Circle Secretaries AIBSNLEA- CHTD and TN Circle, Circle Secretaries AIGETOA- CHTD and TN Circle, Office Bearers, Branch Secretaries and Members were present in large numbers for extending their support to the ongoing agitations.   

Frustration of Employees against BSNL Management have reached its peak, in non resolving of long pending issues like E2,E3 implementation, CPSU cadre hierarchy, 30% Superannuation benefits for BSNL Recruitees, Other pending HR issues etc. Support for DR JTOs was extended by AIBSNLEA in fight for cadre wise Pay Scale implementation (CPSU Hierarchy) and TBP in each 5 years. Com S. Sivakumar CS AIBSNLEA TN Circle rendered a motivating speech by discussing details of issues faced by Employees of BSNL and emphasized that “ Future of BSNL is in hands of young JTOs”.

Com P.Udayasuriyan CS AIBSNLEA CHTD gave enlightened speech in the Hunger Fast meet on “Leaders Role in achieving the goal and importance of Work to Rule”. CS also addressed various points in the Agenda for Hunger Fast.Office Bearers/Senior Members also shared their views on the current Management Policies. 

27.05.16: BSNL MC and CMD agreed to resolve HR issues immediately and Agitational activities had come to successful end.

28.05.16: Demise Message Dear Comrades, Our Beloved circle FS Com S.Sritharan(47) OSD to CGM passed away today morning 02.30am due to cardiac arrest. Heart Felt condolences to comrade and his family.

31.05.16: 1.AIBSNLEA CHTD honored Sri R.Ganesan, PGM EB on the occasion of his retirement on super annuation on 31-05-2016 . CS honored him with Shawl and greeted him on the occasion. Com.B.Ganesan CWC Member, Branch Secretaries CO and SPD Branch, Com K. Guhan DE TXM, Com B.Manjunath SDE Welfare also wished retiring PGM EB. AIBSNLEA CHTD wishes a happy, healthy and peaceful retired life to Sri R.Ganesan.

2.Com A.Thangappan DGM SE was honored by CS AIBSNLEA CHTD with Shawl during his retirement on superannuation on 31-05-2016. Com M.NeduvelAnnal DE Ext MBM and Sri T.Thiagarajan DE MYL were also present in the chamber of DGM SE and wished greetings to DGM SE on his retirement. AIBSNLEA CHTD thankfully remembers cooperation extended to the Association by Com A.Thangappan and wishes a happy and healthy retired life to him. 

3. CS honored Com G.Muthukumar CAO (TR) with Shawl on the occasion of his retirement on superannuation on 31-05-2016. Com G.Sivaramakrishnan JAO and Com V.Palani AFS were also present with CS during the occasion. AIBSNLEA wishes a happy and healthy retired life to Com G.Muthukumar.

02.06.16:

 AIBSNLEA CHTD CS honored Com. Revathi Kumar SDE MMN with Shawl on her VRS on 01-06-2016 F/N. Com NarasimhaMoorthy Br.President CPT and Com.L.S.Lalitha BS CPT was present along with CS during the occasion. AIBSNLEA wishes a happy and healthy retired life for Com Revathi Kumar.

06-06-2016: Association Financial position review meeting was held on 06th June  2016 at Haddows Road at 17:30 hrs for All India Conference.Circle President,Circle Secretary , ACS (Accounts), Asst.Finance Secretary, Sr.Com.S.Sangili DGM (F&A), Com.R.S.Srinivasan AO TR Adyar, President & Branch Secretary, Haddows Road participated in the meeting and had detailed discussion regarding All India Conference to be held at Mysuru.

06-06-2016: Circle Secretary letter addressed CGM regarding transfer to CPT SSA issues against RTTC/CTTC guidelines.

06-06-2016 : Retention of Shri K.Guhan DE TXM HBR at CHTD and extension of transfer orders up to Dec 2016 was achieved due to the efforts of our GS. Thanking GS for the relentless support on behalf of CS.07.06.2016: Meeting with GM Finance : Circle President, ACS(Accounts) and Circle Secretary met DGM Finance and explained in detail regarding DGM ,CAO &

AO Looking After arrangements and JAO/AOs request transfer cases.Subsequently we all met GM Finance in connection with GSM Planning section shifting to RK NAGAR, and norms of SrTOAs, ERP policy decision, relief between TR & Cash and Accounts, AO,CAO, DGM LA arrangement before this month end.GM Finance patiently heard and positively reacted.

To conclude, comrades I have submitted a detailed report on various developments for the past one year, and it is expected that this august body will effectively deliberate and guide us further for still better performance. It is also requested to deliberate in depth on the points to be submitted in the ensuing All India Conference.

It is pertinent to observe that any Association can perform well only if the membership is intact and dedicated. In the light of the membership verification slated in September 2016, I appeal to one and all present here to carry forward this message and ensure our paid membership increases to attain the recognition.
