The Vietnam Building Energy Efficiency Code (VBEEC), introduced by MOC in 2013, could result in at least 30-40% buildings energy savings, provided good implementation.For VBEEC and other energy efficiency policies, having reference standards and guidelines is critical for ease and consistency of implementation.

VBEEC Section 2.1.2(3)(c): “OTTV values are determined using prevailing standards and technical guidelines.”

There are multiple OTTV versions and software being independently developed (VBEEC User Guide, VGBC, VACEE, etc.)

Standardizing a single set of instructions for OTTV calculations and develop a single OTTV software would greatly facilitate VBEEC implementation.
