Vietnam: Typhoon NARI and update on Typhoon WUTIP Situation Report No. 2 (as of 21 October 2013)
This Situation Report is issued on behalf of the United Nations Resident Coordinator in Viet Nam. It covers the period from 18 October to 21 October 2013. The next situation report will be issued when significant new information is available.
Highlights Heavy rainfall after typhoon NARI has caused severe and
extensive flooding between 15 and 19 October in the three provinces of Nghe An, Ha Tinh and Quang Binh.
As of 21 Oct, there is still some localized flooding in Ha Tinh. Flood risks are under control in other provinces.
The Central government has managed rapid evacuation as well as response including food and non food relief, and is now preparing for early recovery efforts. So far the government has not called for international assistance for any of the 3 ongoing emergencies. Based on the available information, shelter and education are still in need of support.
No inter-cluster rapid assessment has been conducted yet for NARI affected areas. The UNDRMT and INGOs will meet further on 22 Oct to take decision on the next course of actions.
International NGOs present in the provinces hit by Nari quickly mobilized to respond to the emergency. Damages caused by Nari and subsequent flooding reported by the Central Committee for Storm and Flood Control (CCFSC) on 21 October 2013:

Situation Overview In the first 2 weeks of October, the central provinces of Vietnam have been severely affected by two Category 1 level
Typhoons, WUTIP on 30 September and NARI on 15 October.
Heavy rainfall brought by typhoon NARI has caused severe and extensive flooding between 15 and 19 October in the three northern-central provinces of Nghe An, Ha Tinh and Quang Binh. As of 21 October, the water has receded from most of the affected areas.
Water levels in rivers in Nghe An to Ha Tinh are decreasing in the coming days. Water levels from Quang Binh to Quang Ngai and in the Central Highlands are under control.

Humanitarian Response National Response On 17 Oct, leaders of Provincial People’s Committees (PPC)and CFSCs undertook field missions to the affected areas in
Nghe An, Ha Tinh and Quang Binh to support local governments in responding to the flooding, reservoir management and further evacuation of population in locations at risk of flooding.
Currently, PPCs and CSFCs are collecting damage information due to both typhoons and flooding. At the same time, they are working with local government to provide early recovery support and identifying measures for stabilization of local people livelihoods.
Vietnam Postal and Telecommunication Corporation and Vietnam Railway Cooperation will provide free logistics and delivery services of relief and recovery packages for all affected provinces via the coordination of Fatherland Fronts and Vietnam Red Cross.
VNRC has provided initial support to affected provinces from NARI. Specifically: o Deployment of its Provincial Disaster Response Teams (PDRT) in Quang Nam and Quang Ngai provinces. o In cash: 400 million VND to Da Nang and 600 million to Quang Nam. o Shelter kits: 130 to Da Nang and 400 to Quang Nam o Household kits: 600 to Quang Nam, Quang Ngai and Da Nang (200 per province); and 800 to Ha Tinh and
Quang Binh. o Water and sanitation: installment of one water treatment system with the capacity of 5,000 liter/hour
(Nomad) for one week in Quang Binh
National Institute of Nutrition started distribution of Ready-to-Use-Foods (RUF) and Micronutrient Powders targeting 200 children at risk of malnutrition for 2 months in Ha Tinh Province on 20 October. Distribution will be rolled out to a total of 700 children at risk of malnutrition in Thanh Hoa, Nghe An, Quang Binh and Quang Tri Provinces the coming days.
International Response United Nations
The UNDRMT has held emergency meetings on 17 October and again on 18 October together with INGOs and development partners to discuss priority needs, ongoing relief activities and possible gaps in the provinces affected by

Typhoon Nari. The UNDRMT members are on stand-by, and available if a inter-cluster assessment is to be conducted for the regions hit by Nari.
An Emergency Cash Grant of 50,000 USD has been released by OCHA at the request of the UN Resident Coordinator in Viet Nam to support relief operations in the Wutip worst affected areas. This funding supports a project implemented by Plan International to fulfill the gaps of humanitarian response for 10 affected communes in Quang Binh Province. The distribution will include supplementary food and non-food items.
The UNDRMT is supporting the coordination of relief and response activities in the provinces affected by typhoon Wutip and Nari, as well those affected by the subsequent flooding, through a consolidated matrix that maps out all on-going actions undertaken by different stakeholders. This matrix is constantly updated and widely shared among UN agencies, INGOs, government and development partners.
International NGOs
INGOs have been coordinating in monitoring the impact of the 2 typhoons and the flooding, as well as the ongoing response activities. On 18 October, an emergency meeting was held to share information on the situation in the affected provinces and to take decisions on possible deployment of the inter-agency assessment team. It was agreed that not enough information was available yet on the immediate gaps in relief activities, and another meeting was scheduled for Tuesday 22 October to decide on the next course of action.
International NGOs present in the provinces hit by Nari quickly mobilized to respond to the emergency. In particular:
Save the Children has conducted a rapid needs assessment in Quang Nam and in Da Nang provinces in the days following typhoon Nari landfall. However, because of the lack of access due to extensive flooding, some of the most affected districts could not be reached.
World Vision has already initiated the response in Quang Nam province (Phuoc Son, Hiep Duc, Nong Son, Tra My districts), with an operation of around 42,000 USD focused on distribution of shelter kits.
Adra is also planning to respond in Quang Nam province with an action of around 25,000 USD focused on distributing 1000/1500 food kits.
The activities in the provinces affected by Typhoon Wutip are ongoing as mentioned in the previous Situation Reports, and new actions are being implemented. In particular, Care International plans to support the population affected by Typhoon Wutip in Thanh Hoa province by distributing cash grants of 1,2 million VND to 100 households during the first week of November.
Funding UNDRMT is finalising its agreement with Plan International on the use of OCHA ECG for Quang Binh. Delivery is expected
to start in the next week.
General Coordination Education Cluster met on 18 October to discuss on the impact of the two typhoons in education and the priorities for
response by different stakeholders. The meeting was chaired by the Ministry of Education and Training.
Nutrition Cluster meeting is scheduled on 30 October at National Institute of Nutrition co-chaired by UNICEF.

Vietnam: Typhoon NARI and update on Typhoon WUTIP Situation Report No. 1 (as of 17 October 2013)
This Situation Report is issued on behalf of the United Nations Resident Coordinator in Viet Nam. It covers the period from 12 October to 17 October 2013. The next report will be issued on or around Monday 21 October (5 pm).
Highlights
Within the first 2 weeks of October, the central provinces of Vietnam have been severely affected by two Typhoons NARI and WUTIP.
After making landfalls on 15 Oct with a Category 1, Typhoon NARI kept its strength and moved to Laos and Thailand.
Heavy rainfall after the typhoon has caused severe flooding in three provinces Nghe An, Ha Tinh and Quang Binh
At least 123,686 people in 6 provinces were evacuated in order to minimize human loss from the typhoon on 14 Oct. In addition, at least 8,580 people in Ha Tinh and Quang Binh have been evacuated since 16 Oct because of flooding.
The Central Government has provided responsive support to the provinces. Two Deputy Prime Ministers have undertaken missions to the affected provinces to instruct and supervise the response activities with the local governments.
The UN Disaster Risk Management Team held an emergency meeting on 17 October with cluster leads to discuss on the typhoon, flood situation and course of actions. The team will meet again jointly with Disaster Management Working Group on 18 Oct to coordinate response actions to on-going emergency situations.

Situation Overview Typhoon Nari, the 11
th storm to hit Viet Nam this year, made landfall in Danang and Quang Nam areas with a Category 1
level on 15 October in the morning. Nari had reached Northern Philippines on Friday 12 October before moving towards Viet Nam. The typhoon brought strong winds with maximum wind speed of 194 km/h in the provinces from Quang Tri to Quang Nam. After hitting Viet Nam coastal areas, the storm moved westwards at 15 km per hour into Laos and Thailand.

The region affected by typhoon Nari in Vietnam includes the coastal provinces from Quang Binh to Binh Dinh, as well as Kon Tum province in the central highlands. According to preliminary information, the worst hit provinces are those of Quang Nam and Da Nang.
On 16 October, due to the heavy rain brought by the typhoon, extensive and severe flooding has occurred from 1.5 to 2 meters in some districts of Quang Binh and Ha Tinh. The flooding has caused major damages to housing (as reported below) and to several national as well as provincial highways. In Quang Binh, the most affected districts as reported by CCFSC are Tuyen Hoa, Quang Trach and Bo Trach. The same districts had also been hardly hit by Typhoon Wutip two weeks ago.
Flood risks are still high in Nghe An province with water level continuing rising (above the alert level 3). Flood water is slowly receding in Quang Binh and other rivers in central region and central highlands (as of 17 Oct).
There are concerns on reservoir safety particularly from Thanh Hoa to Ha Tinh due to the heavy rainfall. Since 9PM on 14 Oct most small reservoirs from Thanh Hoa to Ha Tinh were at full water storage capacity, from Quang Binh to Da Nang were at 60-80% water storage capacity, and from Quang Nam to Ninh Thuan were at 40-60% water storage capacity. Large and medium reservoirs from Thanh Hoa to Quang Nam were also at full water storage capacity and some were regulated for overtop or discharge since late 14 Oct.

Humanitarian Response
National Response By 8PM on 14 October, total 34,135 households/123,686 people in 52 districts and cities at risk of flooding, flash flooding
and landslides were evacuated due to typhoon NARI. o Quảng Bình: 07 districts - 60 households/300 people; o Quảng Trị: 10 districts - 7,493 households/23,409 people; o T.T. Huế: 09 districts - 7,544 households/26,031 people; o Đà Nẵng: 7 districts - 9,168 households/45,018 people; o Quảng Nam: 10 districts - 9,487 households/27,813 people; o Quảng Ngãi: 9 districts - 383 households/1,115 people.
As at 6PM on 16 Oct, total 2,110 households/8,580 people have been evacuated from high flood risk areas. o Ha Tinh: 1,450/5,940 o Quang Binh: 660/2,640
Deputy Prime Minister Hoang Trung Hai headed a delegation to the central provinces on 13 Oct to accelerate the preparedness and established an on-the-spot operation center in Da Nang to direct Government responses.
Since 15 Oct, 13 out of 20 hydropower plants in the affected provinces have been regulated for water discharge after the typhoon and are currently under control.

As at 4PM on 16 Oct, the CCFSC standing office issued Urgent Telegraph No. 79/CD-TW to instruct their offices in Thanh Hoa, Nghe An, Ha Tinh and Quang Binh to take immediate response measures to protect reservoirs at risk. CCFSC sent a delegation to Nghe An and Ha Tinh to support provinces in protecting the reservoir. Since late 14 Oct, all large and medium reservoirs from Thanh Hoa to Quang Nam were at full water storage capacity and have been regulated, either for water overtop or discharge.
On 16 Oct, Deputy Prime Minister Nguyen Xuan Phuc directly met with provincial CFSCs of Quang Nam, Quang Ngai, Da Nang, T.T.Hue. He received directly the requests from provinces for central support in recovery in the coming weeks. Priority needs are:
- Ensure basic food and non-food items, medicines for all affected population. - Provide shelters to the affected households - Environment cleaning and protection from diseases - Mobilize the local army and police forces, youth and other to support for debris clearance, particularly in schools
and health clinics. - In the medium and long term, provinces proposed support for livelihood recovery, accelerate and reprioritize
central support on provincial infrastructure development projects for protection of disaster risks, including transportation, sea dike and embankment.
Da Nang has established a Recovery Board right after the typhoon and put priority on food security, livelihood recovery and shelter. As reported by Da nang CFSC:
- The provincial electricity was partially restored in Da Nang central town by 1PM on 15 Oct. It is expected that the electricity for other districts will only be restored by 20 Oct
- Transportation was cleared by 15 Oct and 60-70% debris clearance (collapsed trees) was completed
Quang Binh sent 03 delegations to Bo Trach, Quang Trach and Tuyen Hoa districts to provide direction and technical support to the local committees.
Ministry of Health (MoH) sent officials with government delegation to affected provinces. The ministry has requested to the WHO for support for 2 million aquatab to replenish the medical stock.
National Institute of Nutrition has prepared an initial response plan focusing on prevention of malnutrition with distribution of micronutrient powders for children under five years in the five most affected provinces.
Vietnam Red Cross committed to provide initially 2 billion VND to support the affected population from NARI typhoon. Provincial Red Cross chapters sent their response teams for rapid assessment of the damage and needs.
International Response United Nations Nari
The UN DRMT has closely monitored typhoon Nari since 12 October when it hit the Philippines and moved westward to Viet Nam. An emergency meeting was held on 17 October comprising UNDRMT members as well as cluster leads in order to share updates on the impact of the typhoon and on the floods situation. Discussions were held on priority needs, ongoing relief activities and possible gaps.
UNICEF has supported National Centre for Rural water supply and environmental sanitation (CERWASS) and provincial CERWASS in Quang Binh, Ha Tinh and Nghe An with 2,000 kg of water treatment supplies (500,000 sachets, that can treat 5,000,000 liters of water) for the most affected families.
Wutip
To support the population worst affected by Typhoon Wutip, the UNDRMT has been liasing with UNOCHA and applied for an Emergency Cash Grant of 50,000 USD to be implemented by Plan International. This action aims at fulfilling the preliminary gaps of humanitarian response for 10 affected communes in 3 districts of Quang Binh Province (Le Thuy, Quang Ninh and Minh Hoa).

International NGOs Nari
The UNDRMT and INGOs have been coordinating in monitoring ongoing response activities to typhoon Wutip as well as the situation in provinces now hit by typhoon NARI and by subsequent flooding. Due to the gravity of the situation, an emergency meeting of the Disaster Management Working Group comprising UN agencies, INGOs and development partners is scheduled on 18 October in order to coordinate actions on going emergency situation as well as evaluate the need to deploy an inter-agency assessment team in the central provinces.
World Vision plans to provide emergency relief to 119 poor families who have small children in the province of Quang Nam. Shelter kits (constructions materials) will be provided to nine families whose houses were collapsed; the other 110 local families will receive iron sheets after their houses were totally unroofed.
Wutip
Relief activities in the provinces affected by Typhoon Wutip mentioned in the last Situation Report have continued by the Red Cross and INGOs.
Save the Children has mobilized resources to support relief and recovery in Quang Binh province, in particular: - Distributed 200 hygiene kits in Bo Trach district, and plans to distribute 100 more kits by the end of October. - Plan to distribute 100 cash grants for households repair as well as 500 cash grants for livelihood recovery in Quang
Binh province in November. - Distributed 200 education kits, and is planning to distribute 100 more in October. In November, support will be
given to repair and equip kindergarten and schools in Quang Binh (20 packages).
Plan International will support an estimated 1,800 households in the worst hit districts in Quang Binh Province, in particular with complimentary support of food and non-food items. Moreover, Plan has already distributed 180 cash grants for house repair.
IFRC is currently prioritizing the urgent needs of support for the unconditional cash grants which aim to support early recover in areas of shelter, food and essential household needs. IFRC/VNRC have planned to conduct an in-depth assessment by end of November to evaluate the recovery needs in the WUTIP affected provinces, particularly in terms of housing and livelihood.
Funding To support the population worst affected by Typhoon Wutip, the UNDRMT has been liasing with UNOCHA and applied
for an Emergency Cash Grant of 50,000 USD to be implemented by Plan International. The core team members are regularly sharing updates and Sitreps with their head quarters for response actions, if needed.
The UNDRMT is sharing relief matrix with some donors who are considering support to affected provinces on regular basis.
The IFRC on behalf of Vietnam Red Cross (VNRC) has launched international appeal seeking CHF 2,114,739 to support 7,500 families for ten months. At present the response to the appeal is very low with current soft pledges being 13% of the total.
ECHO representative from regional office is currently conducting a rapid assessment from Quang Nam to Quang Binh and may consider supporting INGOs to respond to the typhoons.
Several members of the UN DRMT will be on standby for the joint assessment, if required.
General Coordination A joint inter-agency assessment mechanism is in place between UN and INGOs, in close collaboration with the Government and development partners. The UNDRMT members are in close liaison with ministerial counterparts and provinces for regular update and monitoring.
