Canada

• Considering Vietnam’s role in global value chains is important.Multinationals are committed to reducing their carbon footprint andthey will need to show more than compliance with minimumstandards, they need higher standards. Vietnam needs that tomaintainitsFDIandexports.

• EEcouldalsobeachievedbyfinancialsupport&guaranteesforloans,e.g.withblendedfinance.

• Vietnam already has regulations to tackle technical barriers forequipmentproduced in thecountry.Theenergy standardsare setbyMOST,MOIT;somemayneedtobeincreased.

• Low interest financing is important for encouraging clean technologybutnotyetapprovedbytheMinistryofFinance.

Finland:

• Vietnam should promote co-generation (steel, sugarcane); combinedheatandpowerplants.Buttheregulatoryframeworkissuchthatyouarepenalisedreenergytariffwhereasthatshouldbeincentivised.

• Yes, we must promote solutions that support heat and powergenerationanduseitefficiently.Incementandsteelwecanuseheatrecovery for power. In sugarcane we use the left over for poweralready(togrid),companiescomplainaboutthelowfeed-in-tariff(FIT)of5.8cents/kwHwhichislowcomparedtootherFITs.

• EE in agriculture has important potential but is not in the TWG 2workplanyet.

• Barriers to EC/EE include access to capital for enterprises and banksrequirescollateral;highriskaversionforenergyinvestment.

• TheWBisimplementing2projects(i)CreditlinetoMOF,throughBIDVandVietCombank -USD100million forEE lending toenterprises; (ii)arisksharingfacilitywithUSD86mGCFfinanceofwhich75mcreditsforguarantees, also managed in a commercial bank, and 11 million fortechnicalassistance(TA)(annualfeeformanagingfundis0.7%).

• Risk guarantee funds for loans to implement enterprise EE solutionsareconsideredontheGovernmentbudgetwhichisachallenge.

• Researchanddevelopmentof theenergyservicescompanies (ESCOs)market, including institutional arrangements, tax, tendering, benefitsharing(relatedtoMOF&MPIasMOITalonecannotsolvebarriers.

• TheWB is supporting research on EC/EE in the context of review ofVietnam’s nationally determined contribution (NDC) to the UNFCCC.WBwillshareNDCrelateddata.

• In June2018a consultation isplannedwith theWBof adraftof thenewVNEEP.

EC/EE regulations is weak. But we have e.g. energy labellingrequirementsfor15categoriesofequipment,LEDlamps,etc.

• EnergysavingforhouseholdswilluseGovernmentbudget.EUD

• The EU is supporting EE Operation &Maintenance (O&M) of hydro-power,withtheAFD.ThisandotheractionsareintheDPsurvey.

• Wehopetodiscussthefocusthemesfor2018forTWG#2andnationalprogramonEE(VNEEP).

Denmark

• Our energy partnership with MOIT is focusing on policyimplementation.LocalgovernmentEEcapacityisstillweak.

• Wealsostrengthenenergydata,andsupportMRV.• WeliketogetmoreinformationonWB'sNDCresearch.

UKEmbassy

• TheUK’sSoutheastAsiaProgram(2018-2021/2023)isongreenfinanceandEE.Wehopetosupportbenchmarking,EEpolicy,ESCOs,andthedevelopmentofefficientandefficientBankableprojects(tender9-10/2018).

GIZ

• GIZprojectholdsanEEdatabase;GIZisalsomanagingtheEU-VietnamEnergyFacility.

KFW

• KFWsupportEVNtodecreaseenergylossesinthegrid.• Wewouldliketodiscussthetopics,themesforthenextmeetings.

• Weareworking closelywithMOCandMOSTon EC/EE in buildings /construction standards. Also, we are working on the non-fired brickproject, promoting domestic LED production, and coordinating withMOITonlabellingofLEDsfrom2019andauditingofpaperindustries.

• We are supporting EC/EE in forest product processing, hotel andrestaurants.

• We can resend the project survey, also to NGOs, because what wehaveheardtodayisnotallincludedyet.

Conclusions,agreements,closingremarks

Co-ChairWeneedtoagreethenextsteps,includingtimingofmeetings:

• WeshouldtaketheopportunityoftheconsultationinJuneonthe(new)VNEEPasagroup,tomakesubstantiveinput.

• AlsotaketheopportunityoftheVEPGhighlevelmeeting[ate.g.the]endofSeptember.TWG2shouldmakepolicyrecommendations,soweneedapre-meetinginearlySeptember.ThetopicshouldbetheoutcomefromtheconsultationsinJune,withpolicyrecommendations.

• Wecanpickupafewareasthatareofmanypeople’sinterests,suchaso Financingschemesandmakinguseoftheminaneffective

manner.o Newtechnologiescouldbeatopicandspecialincentivesfor

that.o Specificstudieswerementioned,suchastheWBstudyonthe

NDC,ESCO&energy,andthereisalsotheUNDPCPEIR;studiescouldbepresented[toTWG2meetings].

ChairTodaywehadagoodvarietyofpartnersandreceivedmanyinterestingideas,sothismeetingwasofhighvalue.Somecommentsandconclusions:

• OnbehalfofdepartmentofEEwearehappytobethebeneficiaryofthesecondcomponentoftheGIZprojectandGIZalreadybriefedus.Itisnotyetapprovedbutthathopefullywillhappenshortly.

• ReUKsupport,wewillcooperatetofollowupontheASEANgreenfinance,ProsperityFundonGGandSD(tobebidfor).

• AgreewiththeKfWthatwemustimproveEEinconsumptionandalsoinproductionandtransmissionofelectricity,butleakageshavedecreasedfrom25%tolastyear7.24%sotransmissionanddistribution(T&D)efficiencyisgoingtowardsthesamelevelasadvancedcountries.WewillthinkaboutitintheVNEEP.TwoweeksagowediscussedthiswithEVNandwealsoworkwithMOSTonstandardsforefficiencyofthermalpowerplants(coal,gas).

• Topicsforfuturemeetingsalreadyexplainedbytheco-Chair.Throughthismeetingwehavesharedaboutongoingprojectsandprogrammesandexpressedviews.ThroughthisdialogueweharmonisesupportandhaveoptimalimpactforMOITandtheGovernment.

• ThanksGreenIDforsharingyourviews.WearereadytoincludeNGOsandtheprivatesectorinthedialogue.

• UNDPalsohasprojectsthatsupportMOCandVASTonpubliclighting,andLEDstandards,bricksthatwillleadtoclosureoftraditionalfurnaceswithfossilfuel,technologywithhighEEstandard.Willpromotenon-firedbricksandneedsignalfromuserswhethertheyuseit,betterthantheoldwayofmakingbricks.

• AFDsupportcreditwithoutgovernmentguaranteeisanimportantinitiativeandbusinesswillwelcomethat.MaybeAFDcouldteamupwithothersourcesanditbecomesattractivetocommercialbanks.

• WewelcomeFinlandtechnologyandenergysavingsolutions.EREAandwewillgotoFinlandandexpecttolearnonEEandwastetoenergy.

• WeexpectmoreEUsupportthroughEEproject,notonlyBudgetSupport,andalsohopethatitcouldhappenatawiderscalebesidesgrants,soleverageandinvestmentbybusinessestoimproveEE.

• IFCandWWFcooperationandsharingaboutproductsisverywelcomeandwecanharmoniseTAsystemsandcapacitybuildingofstakeholders.

• Theelectricitytariffswereadjustedto7.5centsinNovemberlastyear,notbecauseofGovernmentsubsidies.WehaveabundanthydropowerthathasbeendepreciatedandO&Mcostsarelow,whichleadstoalowprice.Butthelargeplantscanrunoutofsourcesandafter2022thereisnomorenewhydropowerandyetdemandisgrowing.Soweneedgas,coal,RE,andthepowerpricewillbehighersotheretailwillbeadjusted.ColleaguesatEREAareincharge.

• WithESCOswefaceatoughproblem.InMOFisfocalpointretax,calculationofprofit,andthebiddingprocedureiswithMPI.Wehadmeetingsandmadeproposalstotheminister.WehopethattheproblemwillbeaddressedthisyearbecausetheESCObusinessisalegitimateneedandwemustfollowtheinternationaltrendinthisregard.TentativelyinJune,WBandMOITwillhaveESCOworkshopandwillreportonstatusofESCOpotentialforsolutions.Allareinvitedandwecansharetheoutcome.

• TheVEPGSecretariatshouldalsosendtheprojectsurveytoNGOs.• InthenextTWGmeetinginearlySeptemberweshouldgetreadyto

feedrecommendationsintotheSCandHLM.

I. Status of energy consumption in Vietnam

• GDP increased by an average of 7.26%/year between 2001 and2010 and by 5.91% between 2011 and 2015.• Energy demand increased by 10% between 2001 and 2010,electricity demand increased by 13%/ year between 2001 and 2010and by 11% between 2011 and 2015.• Greenhouse gas emissions derived from energy accounted forabout 63% of total Vietnam’s GHG emissions by 2010 and willaccount for 83% and 86% by 2020 and 2030 respectively.• In the future, the primary energy sources could not meet energydemand of the economy. Vietnam has started importing coal forelectricity generation and will import LPG from 2023.

I. Tình hình tiêu thụ năng lượng tại VN

• GDP tăng trung bình 7,26%/năm trong giai đoạn 2001-2010 và5,91% trong giai đoạn 2011-2015.• Nhu cầu năng lượng tăng khoảng 10% trong giai đoạn 2001-2010,nhu cầu về điện tăng 13%/năm trong giai đoạn 2001-2010 vàkhoảng 11% trong giai đoạn 2011-2015.• Phát thải KNK từ ngành năng lượng chiếm khoảng 63% tổng phátthải KNK của Việt Nam năm 2010 và sẽ chiếm khoảng 83% và 86%vào năm 2020 và 2030.• Trong tương lai, các nguồn năng lượng sơ cấp sẽ không đáp ứngđược nhu cầu tiêu thụ năng lượng của nền kinh tế. Việt Nam đã bắtđầu nhập khẩu than cho phát điện và sẽ nhập khẩu LPG từ năm2023.

� Hơn 10.000 mẫu sản phẩm thuộc 15 nhóm sản phẩmmục tiêu đãdán nhãn năng lượng.

� Chỉ định các PTNHSNL trong nước, nước ngoài phục vụ kiểm soátmức HSNL tối thiểu cho các phương tiện, thiết bị sản xuất trongnước và nhập khẩu.

� Số lượng bóng đèn sợi đốt tiêu thụ hàng năm giảm mạnh từkhoảng 50-55 triệu bóng đèn năm 2011 xuống chỉ còn dưới 5 triệubóng đèn trong năm 2015.
