especially in llwse cases where the raw material was prod need ]()(·nlly. A!'ter the signing of the Annistice there was, for u ,hurt p<'riod, a falling olt'. Thi~, it is said, was <:aused by the disinclination of purelwscrs to order heyoml imnu diHte rcquire­ments. In some cRscs ortlers were eanccllrd in the expectation thnt there woulu be a sudden fall in prices, but the t;,ll has not so fnr heen renlized. Progress in the Engineering and Jron Trades was hampered by the shortage of necessary rnw material and hy the l>:ngincPring strike. A marked d<•creasC' has tnkcu plael' iu tlre ;\gri­cultural Implement trade owing to the smaller area put under crop.

Th~re was a ~hortage of .skillt·d labour in all trades owing to the nnmher of men on aeth•e service. Tmdes pat·t.icularly aifected in this way were :-Brick­making, Ctmrhhuilding, Fumitnl'<', Wicker and Clothing Trades. The difficulty in obtaining sufficient la'HJHr fin· the Clothing Trades 'vas acecntnated through there hadng hePll a dcmaml owing· to w;tr conditions fol' female lahour in :t numher of oecupHtions in whidt maiL''-' had ltit.hert.o heen &!most exdusivelv employed.

The decline of gold mining at Bendigo and sevet·al country towns, nnd the closing tlown of mines at lhll:tmt. threw many n1iners out of work, and in consequenee shopkeepers at those plae~s experienced a filllilfg off in husiness.

The rnincipal st•·ikt>s in Victoria were :--(I) The strikl' in the engineering and hmssworking trade wa'! h!'ought

about hy the employers refm;ing to grant a demnnd by the Amalgnmltted Societ_y of Engineers for a 10 pet· c<'nt. itH·t·ense in wages. It affeeted 104 firms and 1,384 employee,;. The repreSelltntivp,.; of the employers on the Engineering Hoard offered an increase of l.s. per day---tl•e SllllH! ll' that which had heen granted to the iron· tnoulder.s-···nnd to g;,.,, the inerem;c fmm the llth August, although the legn.l Detr•t·minntion eonld not con1c into fot·ce until l}th Septemher. These concessions were refused oil hehalf of the ll\Pil. and, in accordance with an ultimatum issued, they eenscd work ou tl1e 9th "\U)<USt. After protmetcd negotiations, the men accepted pt·oposals tormulnted hy t.lJe Secretary for Labour, and work w.as resmncd on 19th :\ov!•nth!•J·. The tcnlls of settlcmcut provided for a reconstruction of the Engineers Jllld tl1e Br:Bsworkers \V ages Boanls and fur retrospective pa,vment from 18th Novemher, l!llR, of Hn.t' l•ig·her wnges gmnted b1· the reeollstituted Boards.

(2) The displll<' in the metmpolit:m district slaug·htering trade, which extended from the 26th No,·puJhcr to tlw ~lOth i'\ovember, 1918, nntl affected 50 firms and 187 hands, was settled IH' negotiations· and agreement betw~en representatives of the parties. The slaughtet'llll'll demaudcd £5 pe1· wct•k, 11·ith a reduction of hours from 48 to ·!4 per week, nnt! also :l'ked to be gmnte<l as n right, and not as :t privilege, two twc"nty-minute •· smoke-ohs" per day. The wage prior to the dispute was \lOs. for slaug!.termen, and C(h. for labourers. A" increase of l O.s. per week and "smoke-ohs" on the two long davs were granted, but the hours of work per week were unaltt·red.

(3) The tlispnt<' in the saus.tge-casing indu.str_y only lasted two da.vs (2l:th and 2ith Novemhc•r, 1 K\h ), hm nftected 3 firms and 150 hands in the metropolitan district and shire of Bmybrook. The di~putc was settled by the acceptance of :t 2" per cent. iuerease iu the eaBe of tlte hoys, and an ine.r<•a:H.:. of 21'3. tu adults, making a flat rate of l3s. to all ndultH. The employ0rs also undc'rtonk to provide reasonable cleansing and drinking conditions where same were laeking.

In the sccoud part of Appendix A the classification, &c, of shops is given. ParticularB of wagPs are gi,·en in Appendices Band C. The following figures show the numher of shops and the workers therein since

the registration of sbop:; eame into force in Mm·ch, 1915:-

26,40 l shops, c!llploying 25,632 persons, were registered in Hll5. 25,G35 shops, employing t:i,/41 persons, were registered in 1916. 25,912 shop.,, employiug 26, 79J persons, were registered in 1917. 25,920 Ehops, employing 27,520 per:;<?ns, were registered in 1918. The aboYc tahle shows that there was a decrease during 1918 of 22 shops and

an increase of 725 elllployees.

LIST oF SPECIAL BoARDS.

Resolutions in favout· of appointing four new Special Boards were carried in both Houses of the Legislature during 191 S .

. The new Boards are :-Cement Board, Cement Articles Board, Manufacturing Chenusts Board, and .Musical Instruments Boanl.

The powers conferred on the t<>llowing Boards were t'e-<lefincd in new resolutions passed by Parliament, vir.. :-Hu blwr Trade Board, Painters Board, and Woodworkers Board.

Under tl1e powers conferred h.v Section 133 of Act 2050, the Governor in Council nppointed the J<:ngineers and Brassworkers Skilled and Unskilled Boards in lieu of the Brass workers Board und Engineering Bo3l'd, nml also extended the scope of the powers of the Country Woodwork<>rs Board and the Hotel Employees Boaed.

On 31st December, 1918, there were 153 Special Boards existent or authorized affecting n hout 150,000 employees. Two of tlwse Boards l1ave not hcen coustitnted viz., the Slaughtering for Export Beard and Felt Hatters' Board.
