Dear Sir/Madam:

CS Energy, LLC, on behalf of North Stonington Solar Center, LLC. (“NSSC”), is providing you on an update on its proposed 15 megawatt AC solar electric generating facility (“Facility”) in North Stonington, Connecticut. You are receiving this letter because you own property that abuts or is close to the proposed Facility.

By way of background, on October 26, 2018, the Connecticut Siting Council (“Council”) approved NSSC’s Petition No. 1345 for a Declaratory Ruling (the “Petition”) to allow for the construction of the Facility in North Stonington, Connecticut (the “Facility”). The Facility will be located on approximately 353 acres (comprised of four abutting parcels) located east of Pendleton Hill Road, north of the Pawcatuck River and south of Interstate-95. Access to the Facility will be from Ella Wheeler Road and there will be an associated electrical interconnection to Eversource Energy’s Shunock Substation west of Pendleton Hill Road.

The Council’s approval of the Petition was subject to certain conditions, including, the preparation of a Development and Management Plan. On June 18, 2020, NSSC submitted its “Request for Approval of Revisions to Project Approved in Petition No. 1345 and Approval of the Development and Management Plan.” In that filing, NCCS requested, in part, the Council’s approval of the following minor amendments to the Facility:

• reduction in the amount of clearing at the site from approximately 98 acres to approximately 84 acres, with 28 of those acres restricted from grubbing activities to maintain the woody understory and 7 of those acres subject to selective tree removal;

• reduction of the size of the fenced area of the Facility from approximately 118 acres to approximately 110 acres;

• reduction of the number of PV modules and a modification of the type used (61,000 PV modules reduced to 45,927 PV modules);

• interconnection wiring modified from underground to an overhead pole system to avoid wetland impacts;

• reduction in the amount of perimeter maintenance/access roads from approximately 26,000 linear feet to approximately 7,350 linear feet; and

• reduction in the energy produced in the first year of operation (31,500,00 Kilowatt-Hours of energy reduced to 30,343,000).

Dear Sir/Madam:

CS Energy, LLC, on behalf of North Stonington Solar Center, LLC. (“NSSC”), is providing you an update on its proposed 15 megawatt AC solar electric generating facility (“Facility”) in North Stonington, Connecticut. You are receiving this letter because you are a public official and/or agency affiliated with North Stonington.

By way of background, on October 26, 2018, the Connecticut Siting Council (“Council”) approved NSSC’s Petition No. 1345 for a Declaratory Ruling (the “Petition”) to allow for the construction of the Facility in North Stonington, Connecticut (the “Facility”). The Facility will be located on approximately 353 acres (comprised of four abutting parcels) located east of Pendleton Hill Road, north of the Pawcatuck River and south of Interstate-95. Access to the Facility will be from Ella Wheeler Road and there will be an associated electrical interconnection to Eversource Energy’s Shunock Substation west of Pendleton Hill Road.

The Council’s approval of the Petition was subject to certain conditions, including, the preparation of a Development and Management Plan. On June 18, 2020, NSSC submitted its “Request for Approval of Revisions to Project Approved in Petition No. 1345 and Approval of the Development and Management Plan.” In that filing, NCCS requested, in part, the Council’s approval of the following minor amendments to the Facility:

• reduction in the amount of clearing at the site from approximately 98 acres to approximately 84 acres, with 28 of those acres restricted from grubbing activities to maintain the woody understory and 7 of those acres subject to selective tree removal;

• reduction of the size of the fenced area of the Facility from approximately 118 acres to approximately 110 acres;

• reduction of the number of PV modules and a modification of the type used (61,000 PV modules reduced to 45,927 PV modules);

• interconnection wiring modified from underground to an overhead pole system to avoid wetland impacts;

• reduction in the amount of perimeter maintenance/access roads from approximately 26,000 linear feet to approximately 7,350 linear feet; and

• reduction in the energy produced in the first year of operation (31,500,00 Kilowatt-Hours of energy reduced to 30,343,000).
