Introduction
For practicing economic activities in another member state than
the one of origin in a profession for which there has been obtained a
professional qualification proven in his national territory, a law
package has been issued at Communitarian level, by which the
professional qualification shall be recognized in order to exercise the
profession, to keep certain services or to provide the detachment of
the workers. In this sense the European legislation in the field1 is
enabling the reciprocal recognition of the professional qualifications
between the member states. But, from juridical point of view, each
member state is free, in the limits of the internal market regulations,
to provide the access to a certain profession conditioned by the
possession of a certain professional qualification or of some specific
requirements, referring to gained or necessary competences.
In concordance with the specific objectives of the project

Qualifications in Romania (IMI PQ NET România)”2, there has
been elaborated, in its framework, the present guide for certification
and recognition of qualifications for the veterinary technician
profession, aiming:
The assistance of the Competent Authorities (CA) in Romania in
the efforts of standardization the certification and recognition
processes of the regulated professions, which are in their
administration, by informing these authorities (CA) concerning
the practices in other member states of the European Union;
The information of the persons, who obtained qualifications in
veterinary field in Romania, who wish to practice the profession
of veterinary technician in another country of the European
Economic Area.
This guide addresses to competent authorities, social partners
and natural persons interested in the certification and recognition of
the veterinary technician profession within the territory of the
European Union, assuring attention to the following member states:
Austria, Bulgaria, Czech Republic, Denmark, Germany, Italy,
Slovakia and Romania.

In order to realize the guide for certification and recognition of
the qualification for exercising the named profession the following
has be performed:
researches and documentary studies (concerning the European
and national legislative particularities, necesary competences,
qualification titles, etc.) for the veterinary technician profersion in
each countr, the processing of information in the szstem of
information of the internal market, etc.;
field research by gathering information from the competent
authority (ANSVSA).
For the methodology used in the realization of the certification
and recognition guide for the exercising of the veterinary technician
profession the results of the workshops with the working members
of the target group of the project IMI PQ NET have been taken into
consideration.
I. Situation of regulating the profession of veterinary
technician in Romania and in other member states of
the European Union.

For the exercising the veterinary technician profession in the
European Union in another state (host) than the one of origin, the
interested citizens must verify the situation of the regulation of the
profession in the country in which they wish to work. For this they
must get in touch with the national/Sole Contact Points or direct with
the competent authorities liable for the professions regulated in each
member state. In this sense the can get general pieces of information
concerning the statute of the profession, the national legislation
governing the exercising of those professions or specific pieces of
information concerning the certification of the competences, the
recognition of the professional qualification and the exercising of the
profession in the host country.
Generally speaking, the recognition of the professional
qualifications is not an essential condition for the exercising of the
non regulated professions. The persons, who obtained a professional
qualification in the origin country, can apply for workplaces and can
work on the labor market without recognition of the qualification, by
exercising a non regulated profession.
The exercising of regulated professions in veterinary field is
possible only after the recognition of the professional qualification

and the registration at the competent professional authority, assigned
by the respective European state. The recognition of the professional
qualifications obtained in other member state of the European Union,
other than the host country, observes the provisions of the Directive
2006/36 concerning the recognition of the professional
qualifications. For the exercising of a regulated profession it is
necessary to validate or certify the competences for the recognition
of the professional qualification and the access of the person on the
labor market. In such case the certification of the competences is
performed by taking into account the results of the education,
defined under form of knowledge, skills and competences.
Also, a difference must be done between the two professions,
the one of veterinary nurse and, respectively, veterinary technician,
due to the fact that these are different, both by competences,
necessary to obtain the qualification, the qualification title, and by
the type of activities, which can be performed. The regulation
situation of the two professions in the European Union is different,
and for that reason each profession will be presented in a separate
guide.
In certain countries, as Austria, Italy, Spain and Germany
the veterinary technician profession is not regulated. There are also

other veterinary professions which are not regulated and which are
presuming the performance of specific tasks (with activities specific
for veterinary technicians), namely the ones of insemination
technician (for artificial insemination) in Austria or technician for
pets in Romania. The veterinary technician profession is regulated in
five member states of the European Union, namely: Bulgaria, Czech
Republic, Denmark, Slovakia and Romania.3
In Czech Republic there are many professions regulated in
veterinary field, which are assuming the performing of activities
reserved for veterinary technicians, namely:
1. Manager in reproduction programs (technician for artificial
insemination) / Osoba odborně způsobilá pro provádění
inseminace a vpravování embryí inseminační technikou
2. Manager in swine reproduction programs / Osoba odborně
způsobilá pro činnost chovatelského podniku prasat
3. Manager in reproduction programs - associations accredited by
breeders / Osoba odborně způsobilá pro činnost uznaného
chovatelského sdružení

4. Veterinary technician - for testing and evaluation of animals /

In Danemarca there are also many professions regulated in
veterinary field, which are assuming the performing of activities
reserved for veterinary technicians 4, namely:
1. Veterinary technician/ Veterinær tekniker,
2. Inseminator for bovines / Kvæginseminør,
3. Insemniator for animals with fur / Pelsdyrinseminør,
4. Inseminator for swines / Svineinseminør,
5. Inseminator for horses / Hesteinseminør.
As mentioned above, in case in which the profession of
veterinary technician is not regulated in a member state, the previous
recognition of the qualification, respectively the certification of the
professional competences, is not binding. Even if the profession of
veterinary technician is not regulated in certain states, it is preferred

that the professional qualification shall be recognized, as a voluntary
process, this one conferring the national a competitive advantage in
obtaining a job. More than that, if the recognition of the professional
qualification is not binding by a national or European legislative
instrument, the employers in the host states may demand the
validation of the qualification or may enforce other requirements for
the workers (i.e.: professional experience or work test).
As an example, the veterinary technician is a non regulated
profession in Germany, but according to the law concerning the
validation of the professional qualification (BQFG5), any person who
has obtained the professional qualifications in a member state of the
European Union and who intents to perform a paid activity in
Germany, may request the recognition of the qualification, without
being granted a qualification title. It must be mentioned that the
profession of veterinary nurse / assistant in veterinary technique
(veterinärmedizinisch-technische(r) Assistent(in)) is regulated in
Germany, profession which initially has been translated / introduced

in the Directive 2005/36 concerning the recognition of professional
qualification, as being veterinary technician6.
The situation of the regulation of veterinary technician
profession in Romania and in other member states of the European
Union is presented In Table 1, by mentioning the denomination of
the profession regulated in the origin country and the professional
competent authorities, corresponding for each member state included
in the study, the recognition regime and the qualification level
(according to the Directive 2005/36/EC, concerning the recognition
of the professional qualifications).

As it can be remarked in table 1, there are two professions
regulated in Slovakia, in the field of veterinary technique, namely
the one of veterinary technician (Veterinárny technik) and expert in
artificial insemination of animals (Odborník v oblasti inseminácie
hospodárskych zvierat). Excepting Slovakia, where the checking of
the qualification level corresponding to each veterinary profession is
necessary, the regime of qualification recognition7 is performed in
the other member states, where the profession of veterinary
technician is regulated, by the general recognition system.
Concerning the obtaining / certification of the competences and
the qualification level, the profession of veterinary technician needs
training, for which the education duration is inferior to the duration
of 3 years of higher education.
Excepting Romania and Bulgaria, the minimum level of
qualification corresponds, in the other member states where the
profession of veterinary technician is regulated, with high-school
education and the finalization of a secondary education cycle is
needed. The requirements concerning the professional qualification

varies in Czech Republic based on the craft for which the veterinary
technicians choose to work.
According to the pieces of information mentioned in table 1,
the veterinary activities are performed either under aegis of the
competent authorities in "Agriculture" field or under the aegis of
authorities in "Health" field. Due to this considerate the veterinary
field is approached, from the point of view of the reserved activities,
exclusively or shred, according to the national veterinary legislations.
The veterinary technicians must have professional
competences, allowing them to perform activities of diagnosis and
assistance in veterinary field, both for prevention and treatment,
under the veterinary surgeons. The veterinary technicians (per se) are
performing al the activities of this profession and the technicians for
artificial insemination (inseminators) are involved only in technical
activities for artificial insemination, eventual for the named
categories (species) of animals.
In Romania a veterinary technician8 is a graduate of high-
school, postgraduate or master workman education, under leading
stuff or specialists/veterinary surgeons. The veterinary technician

fulfills tasks with technical character and/or connected to research, in
veterinary field (life sciences / veterinary medicine professions). He
can perform activities with technical character in research field and
application of concepts, theories, principles and methods specific to
sciences in veterinary medicine.
The legislative particularities concerning the recognition of
professional qualification and exercising the profession of veterinary
technicians in Romania are established in the following documents:
- Law no. 200/2004 concerning the recognition of diploma
and professional qualifications for professions regulated in Romania
- Governmental Emergency Ordinance no. 109/2007 for
amendment and completion of Law no. 200/2004 concerning the
recognition of diploma and professional qualifications for
professions regulated in Romania,
- Law no. 117/2008 concerning the approval of the
Governmental Emergency Ordinance no. 109/2007 for amendment
and completion of Law no. 200/2004 on the recognition of diploma
and professional qualifications for professions regulated in Romania,
- Law no. 9/2011 for the amendment of Law no. 200/2004,
on the concerning the recognition of diploma and professional
qualifications for professions regulated in Romania

- Government Decision no. 1.415/2009 on the organization
and functioning of the National Sanitary Veterinary and Food Safety
Authority and of the agencies operating under this one (Official
Gazette, 1st Part, no. 834, dated December 3, 2009, with the
subsequent amendments).
Out of the analysis of Law no. 200/2004 on the recognition
of diploma and professional qualifications for professions regulated
in Romania, with the subsequent amendments 9
we can observe that
the legislative package includes juridical provisions concerning:
access conditions, professional qualifications, regulated training and
professional experience for the recognition of the qualification as
veterinary technician. This law is applied to any citizen of a member
state of the European Union or of the European Economic Area, who
wishes to exercise in Romania the discussed profession.
In table 2 are included pieces of information concerning the
legislative framework of the others member states of the European
Union, where the profession of veterinary technician is regulated.
The national regulations in the member states have been
harmonized with the provisions of the Directive 2005/36/EC

concerning the recognition of professional qualifications, by
amending and completing accordingly the national legislative
documents.

It is difficult to estimate the circulation of the workers for the
exercising the veterinary technician profession in the member states
of the European Union and the European Economic Area. At this
moment no adequate statistics are available in the internal marker
information system, concerning the number of demands, respectively
the number of decisions taken for the recognition of the professional
qualifications as veterinary technician.
II. Proceedings for validation/certification of
competences applied by the competent authorities in
the countries where the profession of veterinary
technician is regulated
The certification of the competences can offer a competitive
advantage 11
on the labor market and is necessary in the recognition

process of the professional qualification. There are accredited
institutes, which are certifying the fact that a person has professional
competences defined in a certain field (complying with the
requirements foreseen in norms, standards, legislation). The
document, issued following the certification process, is named
certificate or attest of professional competence12
.
The process for certification of professional competences is done by
complying with a series of basic principles, namely:
• the certification of the competences is an optional process,
not a binding one. But there can exist institutional policies
imposing the certification of the competences of their
members as a requirement to be member of the respective
organization;
• the evaluation of the professional competences can be done
by the same organization, which has certified the
competences, or by another organization;
• in general, the professional competence is certified in its
integrity and not parts of it;
• the certification of the professional competences is a
process separate from the professional training, but the

bodies for professional training may enable the
certification process of professional competences by
partnerships and agreements with the organizations
certifying the competences.
According to Art. 2(1) of Law 200/2004 concerning the
recognition of diplomas and professional qualification for
professions regulated in Romania, the migrant has to have, for the
access or the exercising of the profession of veterinary technician in
Romania, a document attesting the level of professional training.
In Romania, the competent authority for the validation of the
competences and the recognition of the qualification in order to
exercise the profession of veterinary technician is the National
Sanitary Veterinary and Food Safety Authority (NSVFSA).
Analogically, in Table 1 are mentioned the authorities competent for
the validation / certification of competences and recognition of the
qualification as veterinary technician in the other member states, in
which this profession is regulated.
The education level for the recognition of the profession pf
veterinary technician in Romania is 3, according to the National
Qualifications Framework (NQF). The specific professional training
assumes the graduation of specialty high-school (veterinary profile)

and eventual, the completion of the training with post-secondary
education, with an education duration inferior to the 3 years duration
of superior education.
For the time being the professional training as veterinary
technician in Romania is performed in profile high-schools, the
education plan being approved by the Ministry of National
Education. In the field of veterinary technicians can perform their
professional activities both the veterinary technicians (defined in
general sense) and technicians for pets. In Table 3 are presented the
specialty study modules corresponding to the qualifications as
veterinary technicians.13

The professional training consists in other countries out of theoretical
training (specialty culture) and practical training 15

/ veterinary profile high-schools or at work. This kind of professional
training is performed in Germany in dual system.
In case in which the profession of veterinary technician is not
regulated in a member state of the European Union (i.e.: in
Germany), the certification of professional competences is optional.
This means that the training of the persons in order to perform
veterinary activities, respectively in order to obtain the professional
competences specific for veterinary technician, needs a theoretical
and practical training, but not a certification of the competences by a
diploma or qualification title in the host country.
Excepting Bulgaria and Romania, where the education level
for veterinary technician is equal to postgraduate training in
veterinary profile, in the other member states of the European Union,
where the profession is regulated16

needed, which is proved by a competence certificate, issued by a
competent authority in the respective countries.
A different kind of approach of veterinary technician is in
Czech Republic; according to what veterinary profession is chosen,
respectively recognized, the technician has to prove in Czech
Republic that he has a qualification level appropriate to the
respective profession: graduation of secondary education completed
according to a technical specialty course, graduation of postgraduate
education or graduation of up to 4 years education equivalent to
superior education.
For the certification of professional competences appropriate
to the qualification level foreseen in legal norms, in Bulgaria is
issued a diploma attesting a training at postgraduate education level
with a duration of at least three years and no more than four years or
with an equivalent duration in case of partial attendance, within a
superior education institute / universities and the professional
training, which is eventual supplementary needed in comparison with
the respective cycle of postgraduate education.
The conditions for recognition are foreseeing, also, that the
level of professional qualification certified in the origin country shall

be at least equal with the immediately inferior level of the one
needed in the host country.
Workers in veterinary field who are performing activities
specific to veterinary technician must have professional competences
adequate to the profession. Aspects concerning the proceeding for
validation of professional competences equal to the regulated
profession o veterinary technician in Romania are stipulated in Table
4.

the European Union, where the profession is regulated, contains
certain commune elements, namely:
1. The assignment of some persons of the Competent Authority,
who will be liable for the process of validation / certification of
competences or the setting up of a Committee for attesting /
validation, by order of the leader of the respective competent
authority;
2. The elaboration by the applicant (migrant) of a file and its
submitting to the Competent Authority
3. The analyzes by the committee (persons assigned for this) of the
file's documents and the requirement to complete it (if necessary);
4. The examination of the attesting / validation decision based on the
existent competence proofs;
5. Presentation of a contestation in case the application is rejected,
followed by the examination of the contestation and the
announcement of the final result.
After issuing the document by which the competences as
veterinary technician are certified / validated, a registration in a
register will be performed.

III. Processes for recognition of the qualifications
obtained in member states of the European Union used
in the study
The process for recognition of the qualifications obtained in
other member states of the European Union17
for the exercising the
profession of veterinary technician in another country of the
European Union (named host country) is binding in host countries in
which the profession is regulated and is optional in the other member
states, where the profession is not regulated. If the profession is not
regulated, the recognition of the qualification is not necessary in the
host country. The profession can be exercised under the same
conditions as the ones for the citizens of the host country.
Therefore, in order to exercise the profession of veterinary
technician in Austria, Germany and Italy, countries where the
profession is not regulated, the recognition of the qualification is not
regulated, but the process can be done upon the request of the
migrant, without being granted a qualification title.

It must be mentioned, that there is a difference between the
professional recognition and the academic recognition, these
processes having different objectives, imposing different approaches
and instruments. Further, we will refer ourselves only to the
recognition of the qualification having as aim the exercising of the
profession of veterinary technician in another state than the one in
which the named qualification has been obtained.
In order to work as a veterinary technician on any of the host
countries Bulgaria, Czech Republic, Denmark, Slovakia or
Romania, the migrant has to submit an application to the competent
authority responsible for the profession in the respective country,
offering the proof of his qualifications. The authorities responsible
with the recognition of the professional qualifications, obtained in
the member states of the European Union, the European Economic
Area and in the Swiss Confederation by the citizens of these states,
who wish to exercise the regulated profession of veterinary
technician in another member state (i.e.: in Romania), have been
mentioned under Table 1.
The professional recognition is performed according to a
methodology. The evaluation process for the recognition of the
qualification is taking into account the qualification level mentioned

in the diploma / qualification title and the obtained or needed
professional experience. The general system of recognition of
professional qualifications is applied for this profession, based on the
following principles:
- principle of reciprocal trust between the member states of the
European Union;
- absence of harmonization of the professional training for exercising
the mentioned profession. Each member state decides the access
conditions for exercising of the profession in its territory, the content
and training level for exercising of the mentioned profession;
- the existence of compensatory measures in case of substantial
differences between the content of professional training of different
member states. The compensatory measures usually target the
promotion of a skills tests (work test) or of finalization of the test
period (adaptation stage) of the applicant. The decision of
recognition shall be taken after the application of the compensatory
measures.
- the evaluation process must be impartially and the evaluation
mechanisms must be conceived so that every type of conflict of
interests shall be avoid.

The process for recognition of qualification as veterinary
technician can be divided in several sub-processes. The map of the
sub-processes, offering the pieces of information necessary for the
optimal development of the recognition process, targets:
- the fulfilling of the requirements for the access to the evaluation
in order to obtain the recognition of the professional qualification
(conditions for initial training, specific training modules, seniority
conditions, etc.);
- the elaboration and submitting of the application file (application,
education documents, fees, medical investigations, special
requirements, etc.)
- the per se evaluation (includes specific tests, inclusively the part of
contesting the evaluation - reevaluation, as the case may be)
- the certification (issuing of a document which certifies that the
person promoting the evaluation tests is able to practice the
respective regulated profession, inclusively the validity period of the
document);
- the application for continuous training according to the legal
provisions and the code of good practices of other similar competent
authorities of the European Union countries.

In case of a favorable decision of the recognition of the
veterinary technician qualification, following the development of the
process for recognition of professional qualification, the applicant
will receive a document / conformity certificate or a certificate from
the competent authorities and the person will be registered at the
respective professional authority.
The comparative study concerning the recognition of
professional qualification obtained for the exercising of the
veterinary technician profession in other member stated of the
European Union, where the profession is regulated, has evidenced
certain similarities and differences concerning the development of
this process.
A) Similarities concerning the recognition of professional
qualifications for exercising the regulated profession as
veterinary technician in the 5 member states of the European
Union (Bulgaria, Czech Republic, Denmark, Slovakia and
Romania):
The process of recognition of the professional qualification as
veterinary technician is performed in all the countries of the study
according to the same proceeding, consisting out of the following
stages:

a) information of the migrant
b) transmission / submitting of the application file / application at the
competent authority appointed for the solving / recognition of the
qualification;
c) processing of the file (per se evaluation by checking the content of
the file, analysis of the documents, validation, etc.);
d) elaboration of the decision of recognition or rejection and, as the
case may be, the application of compensatory measures;
e) issuance of the certificate / conformity certificate, in case of a
favorable decision of the recognition of the qualification, and the
registration in the register of the respective authority.
As an example: if you, as citizen of the European Union,
have obtained the qualification title as veterinary technician in the
origin country (Romania), and if you wish to exercise the profession
in another member state of the European Union / European
Economic Area (host), you have you inform yourself, at the national
contact points concerning the regulation situation in that state, the
competent professional authorities which you have to contact and,
subsequent, the legislative framework indicating the access
conditions for the recognition of the professional qualification (as the
case may be).

After getting these pieces of information and if you find out
that you are fulfilling the access conditions, you have to elaborate the
application file and to submit the documents according to the
requirements stipulated by the competent authority of the host
country. The documents required by each member state can be
different as form and content (see point B). Your application file for
the recognition of the qualification, containing the documents
required by the competent authority, will be submitted in electronic
form or by mail.
The representatives of the competent authority will verify the
content of the file (if this one includes all the documents in the
required form) and will analyze your application. If the file is not
complete the missing documents or those proofs, necessary for a
adequate processing of the data, will be required. In this sense, the
per se evaluation consists out of the analysis of the documents /
proofs in the file and the comparison of your professional training
with the professional training required in the host country,
inclusively the professional experience. If significant differences are
established between the qualifications you have and the ones which
are necessary, the recognition is conditioned by the application of

some compensatory measures (adaptation stage or skills / work
tests).
In the stage of processing the application can appear at least
two situations: the profession is not regulated in the origin country
(i.e.: Italy), but it is regulated in the host country (i.e.: Denmark); the
profession is regulated both in the origin country and in the host
country (i.e.: Romania and Czech Republic). If neither the exercising
of the profession, nor the training in the profession, for which the
recognition is required, are not regulated in the origin country, the
Competent Authority may require the applicant to have a
professional experience of at least 2 years in the last 10 years. This
requirement is not valid anymore in case in which the diploma or the
qualification title proves a regulated training (meaning a training
supervised / regulated by an authority) or completed by a
supplementary training or professional practice stage.
Concerning the professional experience, the representatives
of the competent authorities, who must analyze your file, must check
if the eventual professional experience can cover totally or partially
the knowledge, skills, abilities necessary for the validation and
recognition of the qualification.

A veterinary technician must observe the requirements
imposed by the sanitary - veterinary legislation in the host country,
due to the fact that by practicing this profession he can influence the
health of animals, the public health and the consumers' protection.
This is why, in such case, the checking of the qualification shall be
done also for temporary or occasionally services, for persons who are
able to prove they have at least 2 years of relevant professional
experience in the last 10 years or for who the profession is regulated
in the origin country.
The competent authority has at its disposal 1 month to solve
the application and to take a favorable, neutral decision or to reject it.
The decision will be communicated to the applicant (to you) and the
response will be transmitted in IMI system.
In case in which the Competent Authority gives a favorable
answer for the recognition of the qualification, it will issue a
certificate and you will be registered in the register of the respective
authority.
If the Competent Authority establishes significant
differences between the qualifications level and/or the
required/necessary professional experience and the ones gained by
you, the decision will be neutral, meaning that the recognition of the

qualification is dependent to a compensatory measure; such a
decision for compensatory measure must be very good justified. The
competent authority can impose only one of the compensatory
measures, subject to your individual situation, namely: proof of a
professional experience, finalization of a practice stage or skills
(work) test. On a regular bases, the compensatory measures foreseen
for the veterinary technician profession are: work (skills) test or
professional experience obtained in the origin state or in another
member state.
After fulfilling the compensatory measures the application
will be reanalyzed in order to take the final decision - favorable or
reject.
The decision with rejecting the recognition of the
qualification must be very good motivated and it must be able to be
sustainable in case of appeal.
In case of misunderstandings generated by the not adequate
application of the Communitarian / internal market legislation by the
public authorities, referring to the certification of the competences,
concerning the professional qualification d or the performed services,
every European citizen (from the European Union / European
Economic Area) is able to use the SOLVIT network in order to solve

Further are presented the particularities of the processes for
recognition of qualifications obtained in other member states in the
European Union. The main differences are at the establishing of the
access conditions and/or necessary proofs.
Usually, at the submitting of the application file, proofs of
identity and/or citizenship, obtained qualification or other documents
attesting the accumulation of competences through professional
training and professional experience, medical certificate, linguistic
competences, payment documents for processing fess are requested.
In the case of this profession no member state demands the
obligation to set-up or participation at a financial guarantee or the
conclusion of insurance.

The documents necessary for the validation of the competences
and recognition of the qualification by the Competent Authority
(NSVFSA) are:
a) application form
b) the copy of the document which attests the holding of the
qualification

condition;

In the case of the application for the recognition of the
qualification for the long time exercising of the profession (for
establishing) there are not special requirements for: citizenship,
domicile, exam of Romanian language of national legislation. There
are automatically accepted the certificates issued in other member
states in which the profession is regulated, based on a non-certified
translation. No fees are paid.

2. The exercising of the profession of veterinary technician in
Bulgaria is performed based on the National Law no. 87 on
November 1st, 2005 on the veterinary activity, with the subsequent
amendments. 20 The professional recognition process of the
qualification of veterinary technician is performed based on the
Bulgarian law, observing the provisions of the Directive
2005/36 on the professional qualifications recognition.
The recognition procedure of the qualification of
veterinary technician in Bulgaria is applied based on the
general recognition system, the application file being sent
directly to the competent authority or to the Sole Contact Point
and it will be subsequently processed at the National
Veterinary Service in the framework of the Bulgarian Agency
for Food Safety / Ministry of Agriculture and Forests.
3. In the Czech Republic, there are 6 regulated professions in
the field of the veterinary technique, which need the recognition of
the qualification (see the information from tables 1 and 2): manager
in reproduction programs (technician for artificial insemination),

manager in reproduction programs of the swine, manager in
reproduction programs - associations accredited by breeders,
veterinary technician – for the testing and evaluation of the animals,
veterinary technician – laboratory animal testing, veterinary
technician.
For the veterinary technician per se the competent authority is
the Chamber of Veterinary Surgeons of Czech Republic. For the
technicians involved in artificial insemination activities (managers in
reproduction programs) and the veterinary technicians for the
laboratory animals testing, respectively for the testing and evaluation
of the animals, the responsible authority is the Ministry of
Agriculture.
The documents necessary for the recognition of the veterinary
qualifications of technicians in the Czech Republic are:
a) application form
b) copy of the document which attests the holding of the
qualification and /or the evidence of other acquired
competences – with the clear specification of the qualification
level (the documents must be translated in the Czech language,

except the case in which an international treaty or the Czech
legislation establishes otherwise).
c) copy of the identity card / proof of the citizenship;
d) Criminal Record Certificate (only for the veterinary
technician),
e) the document which confirms the payment of the
administrative fees.
In the case of the veterinary technician (per se), for the
recognition of the professional qualification there are requested
evidences of the professional performance under the form of
documents of veterinary expert, obtained based on the decisions of
the veterinary regional administration and under the supervision of a
veterinary surgeon.
Compared to other countries (Romania, Denmark), in the
Czech Republic, it is not requested a medical certificate or other
documents regarding the right to practice, etc. In the eligibility
criteria there are no requirements in order to have a certain
professional experience. Also, for the veterinary professions of
technician in the Czech Republic, it takes place no suspension or
forbidden of the exercising of the profession in case of professional
misconduct.

4. In Denmark, the recognition procedure of the professional
qualification differs for the situation in which the respective
profession is regulated only in Denmark or in Denmark and in the
country of origin, in this case Romania. In the concrete case of the
discussed domain, the profession of veterinary technician being
regulated both in Romania and also in Denmark, the recognition
procedure is simplified.
The recognition of the qualification of veterinary technician is
performed based on the Order of the Minister no. 1167 on October 4,
2007 on the authorization of the veterinary technicians, amended
through the Order of the Minister no. 1323 on December 15, 2009
(see table 2), considering also the Danish Law no. 433 / 2004 on the
veterinary surgeon, amended through Laws no. 401/2010 and
402/2010. And for the workers in the insemination of the animals it
is applied the Danish legislation regarding the artificial insemination,
namely: Order no. 1292 on December 15, 2009 regarding the
permission for insemination of the farm animals for the inseminators
from certain countries, Order 1270 on December 13, 2004 on the
insemination of the bovines, Order no. 598 on June 29, 1992 on the
swine seminal material, etc.

The documents necessary for the recognition of the
qualifications of veterinary technician and inseminator technician in
Denmark are:
a) copy of the identity card / citizenship proof;
b) documents (copies of the certificates) which attest the
holding of the qualification (certificates, diplomas) (the
documents must be translated in Danish / English, excepting
the documents issued in the English, Norway or Swedish
language, sometimes there are accepted also translations in
French or German).
c) any relevant proofs for the acquired professional
competences or information which may influence the
evaluation of the professional education or experience
regarding the qualification of veterinary technician (Curriculum
Vitae, etc).
d) information regarding the contact personal data (surname,
name, address, telephone or e-mail) or the contact data of the
person / company which sends the application file in the name
of the applicant (you).
Additionally it is requested a certificate from the competent
sanitary authorities (issued in English language), which must confirm

that you have the legal right to work in the profession of veterinary
technician („Certificate of Current Statuts Professional/Good
Standing”), a document which will be sent directly to the Danish
competent authority from the competent authority from the country
of origin (or where you previously worked) (the validity of the
document – 3 months).
Compared to other states, in Denmark there is no application
form, and the application file which contains the justifying
documents must be accompanied by a letter of intent in which you
mention the profession for which you request the recognition and
explain that you want to exercise the profession of veterinary
technician through the permanent settlement in Denmark. The
submission of the file can be performed at the Danish Veterinary and
Food Agency (the competent authority for the veterinary professions)
or at the Sole Contact Point. No fees are paid.
5. In Slovakia it is necessary the application of the recognition
procedure of the professional qualification for the regulated
profession of veterinary technician. The performed comparative
study underlined the fact that in Slovakia, compared to other member
states of the European Union (Romania, Czech Republic, etc), there
is a certain equivalence between the profession of veterinary

technician and, respectively, of veterinary technician nurse; also,
there are other regulated veterinary professions, as the one of expert
in the artificial insemination of the farm animals. This is why, at the
moment of the recognition of the professional qualification it is
verified the qualification level, starting from the recognition and
validation of the diplomas / graduation certificates of the studies
from the education system.
The recognition procedure of the qualifications of veterinary
technician and expert in the artificial insemination in Slovakia is
performed based on the national legislation, observing the provisions
of the Directive 2005/36 on the recognition of the professional
qualifications. The application file for the request of the recognition
of the professional qualification is submitted through the Sole
Contact Point or is sent directly to the competent authorities (1-3):
1. The State Breeding institute (Štátny plemenársky ústav);
2. The State Veterinary and Food Administration (Štàtna
veterinára a potravinová správa);
3. Ministry of Education of the Slovak Republic, Centre for
Recognition of Evidence of Education (Ministerstvo školstva SR,
Stredisko na uznávanie dokladov o vzdelaní).

IV. The exercising of the profession of veterinary
technician in the European Union
As it was noticed from the previous chapters, the profession of
veterinary technician is regulated in certain member states of the
European Union (Bulgaria, Czech Republic, Denmark, Slovakia and
Romania), while in other European countries (Austria, Germany,
Italy, Spain, etc) this profession is not regulated. In the member
states from the European area in which the profession of veterinary
technician is not regulated, it is not necessary the recognition of the
professional qualification, but this recognition process is compulsory
for the exercising of the profession in the countries in which the
veterinary technician is a regulated profession.
For instance, in Italy, the profession of „veterinary technician”
is not regulated, not being a certain legislative act which includes the
requirement for the exercising of this profession. In this case, the
professional competences for the profession of „veterinary
technician” are described only at the educational offers of the
education institutions or on the websites for manpower request. The
description of the professional qualification of veterinary technician

is similar to the one in our country. In Italy are especially needed
technicians for pets, which work in private veterinary cabinets.
In most of the countries in which the profession is not
regulated, the employers (the representatives of the veterinary
cabinets) are the ones who establish the professional competences,
respectively the qualification level their future employees must have
– veterinary technicians.
Even if certain regulated professions in the veterinary technique
are similar from the point of view of the access conditions, the
effective exercising of the technician profession in the veterinary
field may involve different specific tasks; for instance, the Czech list
is explicit in this sense.
In the Czech Republic, in Denmark and in Romania, there are
no special requirements regarding the professional experience for the
recognition of the qualification of veterinary technician. However, at
the moment of the exercising of the profession, most of the
employers prefer workers with experience or the employment is
conditioned by a work test.
In the member states in which the profession of veterinary
technician is regulated, the establishing conditions for the exercising
of the profession foresee the registration of the veterinary technicians

in the registers of the competent authorities from the countries where
they exercise their profession.
The exercising of the profession of veterinary technician may
have an impact over the health of the animals, public health and food
safety. From this cause, the workers from this field must observe the
requirements imposed by the sanitary-veterinary legislation from the
host country, the movement of the veterinary technicians being
subjected to certain specific access conditions, additionally to the
legal labor conditions21
form the respective host country.
Even if in the process of recognition of the professional
qualification of veterinary technician there are not specified the
requirements regarding the language competences, no matter if the
profession is regulated or not in a certain host country, for the
exercising of the profession it is necessary to know the official
language from the respective country.
The profession of veterinary technician may be exercised by an
European citizen from another member state of the European
Economic Area than the one in which he obtained the professional
qualification as employee. The veterinary technicians work under the

supervision of the veterinary surgeons in veterinary clinics, in
education institutions and/or veterinary research institutions, in
sanitary-veterinary laboratories.
For the veterinary technicians there are no additional conditions
of performance, as: obligations regarding fees, professional
insurances, compulsory courses, etc.
Any citizen who is legally settled in a member state of the
European Union, may perform veterinary services with temporary or
occasional character in other member state, with his original
professional title, without being necessary to request the recognition
of the qualifications it has. In the case of the veterinary technician, at
the first performance of the veterinary services in a host country in
which the profession is regulated (Czech Republic, Denmark,
Romania, etc), it is necessary for the national to inform the
competent authority from the host country through a written
statement. In the statement it must be indicated the profession and it
must be explained the intent to perform temporary and occasional
services in the host country. Usually, the written statement (which is
usually renewed) is accompanied by a file consisting of:
contact data (surname, name, legal domicile, phone and e-mail),
proofs of the nationality / identity (copy),

certified copies of the professional qualification documents
(qualification title, competence certificate and/or professional
experience certificate, etc).
In countries as Denmark it is additionally requested a document
which proves that you are legally settled in the host country and a
certification of the professional practice right22
.
The documents are sent to the competent authority, but it is not
compulsory for the competent authority to verify the professional
qualifications of the services provider.
If the host member state requests a pro forma registration at the
competent professional association, this is automatically done. At the
receiving of the previous statement, the competent authority must
send the file of the applicant to the professional organization or body.
In the case of the performance of veterinary services with
temporary or occasionally character in a host state in which the
profession of veterinary technician is not regulated, the national must
prove the professional experience of two years in the last 10 years.

This guide of certification and recognition of the qualification
for the profession of veterinary technician includes a study regarding
the main aspects with respect to:
the situation of the regulation of the profession of veterinary
technician in 8 member states of the European Union, namely,
Austria, Bulgaria, Czech Republic, Denmark, Germany, Italy,
Slovakia and Romania.
the validation or certification of the professional competences
by the competent authorities from the countries in which the
profession of veterinary technician is regulated;
the similarities and particularities of the recognition processes
of the professional qualifications of veterinary technicians in the
member states of the European Union in which the profession is
regulated;
the exercising of the profession of veterinary technician in the
European Union, for the studied countries.
The analysis regarding the aspects of the regulation of the
veterinary technician profession in the eight studied European
member states underlined the legislative particularities at national

level, the legal framework being harmonized with the principles of
the Directive 2005/36/EC on the recognition of the professional
qualification, which would facilitate the free movement of the
veterinary technicians in the European Economic Area, for the
exercising of the profession in another member state than in the one
in which he obtained the respective qualification title. However, the
existing statistics show a very reduced mobility of the workers from
this sector.
The veterinary technician profession is regulated only in 5
European countries (Bulgaria, Czech Republic, Denmark, Slovakia
and Romania23
), the recognition of the professional qualification
being performed based on the general recognition system. The
training level differs from a country to another and depends on the
specific tasks / activities a technician must fulfill (per se veterinary,
veterinary for pets, for artificial insemination.
The qualification level for the veterinary technicians
corresponds to level 3 CEC, the proof of the qualification being

underlined through diplomas or graduation certificates of the
secondary studies or post-graduate studies of veterinary profile. The
validation / certification procedures of the professional competences
are simplified, the responsible authorities being different.
The recognition process of the professional qualification of
veterinary technician was approached from the perspective of the
framework procedure of recognition of the qualification, being
underlined the particularities regarding the access conditions or the
documents necessary for the recognition of the qualification in the
host countries. Also, it is mentioned the SOLVIT network and the
specific requirements for the exercising of the profession of
veterinary technician or veterinary services performance in the
studied countries.
