Introduction

To facilitate the carrying out of professional activities in a

member state of the European Union (EU) while observing the

principles of free movement of citizens within the EU and/or within

the European Economic Area (EEA), a suitable legal framework has

been elaborated at Community level regarding: the IMI Regulation

(EU) no. 1024/2012, the Directive 2005/36/EC on the recognition of

professional qualifications, Directive 2006/123/EC on services,

Decision 2009/739/EC on administrative cooperation through the

intermediary of IMI for the Directive on services, Directive

96/71/EC concerning the posting of workers, Recommendation

2001/893/EC o principles for using SOLVIT etc.1 Thus, the process

of mutual recognition of professional qualifications between the

member states has been facilitated in order to ensure the mobility of

persons within the European Economic Area.

This certification and recognition guide for the profession of

“veterinary nurse” has been drafted in accordance with the specific

objectives of the project “Competent Authorities Network for

Professional Qualifications in Romania”.2 The main regulatory

aspects of the profession and the certification and recognition

particularities of the qualification in order to work as a veterinary

nurse in various member states of the European Union, of the

European Economic Area and of the Swiss Confederation have been

taken into account for study purposes, with emphasis on the current

situation in the following countries: Czech Republic, Denmark,

Swiss, Germany, Italy, Great Britain, Norway and Romania.

The methodology used in preparing the qualification

certification and recognition guide for practising the profession of

veterinary nurse a consisted of:

documentary research (European regulations, national

legislations, types of qualification titles etc.) for the relevant

profession in each separate member state, processing of information

accessible online regarding the internal market and comparative

studies at the level of the European Union for the relevant field;

field research by gathering information and conferences with

the representatives of the competent authority (ANSVSA),

members of the IMI PQ NET workgroup.

This guide provides useful information for:

Supporting the competent authorities of Romania in their

efforts for standardizing the certification and recognition

processes regarding the regulated professions they manage;

Improvement of the transfer of information between the social

partners interested in veterinary qualifications;

Informing persons having acquired veterinary qualifications in

Romania and wishing to practice the profession of veterinary

nurse in some other member state of the European Union/the

European Economic Area (from among the states presented in

this guide).

I. Regulatory status of the profession of veterinary

nurse in Romania and in other member states of the

European Union, of the European Economic Area and

of the Swiss Confederation

To work as a veterinary nurse in some other member state of the

European Union or EEA than the one where the qualification was

obtained, European citizens must know whether in the host country

the profession they wish to practise is regulated or not and whether

the access to it or the methods of practising it are, legally speaking,

conditional on holding or on the recognition of certain predetermined

professional qualifications.

This guide provides a comparative presentation of the regulatory

status of the profession de veterinary nurse in eight European

countries. The profession of veterinary nurse is regulated in seven

member states of the European Union and of the European Economic

Area, i.e.: Czech Republic, Denmark, Swiss, Germany, Great Britain,

Norway and Romania. In Italy this profession is not regulated.

It is possible to practise the regulated profession of veterinary

nurse after the recognition of the professional qualification and after

registering with the competent professional authority of the relevant

European state. In the event that the profession of veterinary nurse is

not regulated in a member state of the European Union (e.g. – in

Italy, in Spain etc.), the prior recognition of the professional

qualification is not mandatory in order to practise the profession.

A distinction must be made between two veterinary professions,

namely that of veterinary nurse and that of veterinary technician –

the difference between them consists in the required competencies

for obtaining the qualification, in the qualification level, in the

qualification title, in the type of activities that can be carried out

(reserved on a shared basis), in the access methods and the

professional status. Also, the regulatory status of the two professions

in the European Union is different. Nevertheless, sometimes the

same name is used for both professions (particularly in translations

into English)3, but the description of the relevant activities and

professional duties clearly delimits them. For example, in Germany

the profession of veterinary nurse (veterinary technique assistant /

veterinärmedizinisch-technische(r) Assistent(in)) is regulated; this

profession was originally translated4 in Directive 2005/36 on the

recognition of professional qualifications as veterinary technician; in

the database – the Internal Market Information System (IMI) – the

correct translation appears, i.e. veterinary nurse.

After analyzing the two professions based on the

aforementioned criteria (professional competencies, qualification

level, etc.) it was noticed that there are countries where the specific

duties for practising the profession of veterinary nurse cannot be

partly taken over by the veterinary technician if the qualification

level of the technician is higher or the professional qualification

proofs are adequate (i.e. based on the professional competencies and

on the acquired/certified professional experience, the national can

have access to specific professional activities, exclusively reserved

for or shared with the relevant profession).

For example, in Slovakia, the regulated profession is that of

veterinary technician, but it has been translated as technician or

veterinary nurse since the qualification level must be checked

accordingly for each separate national (qualification recognition

application). Depending on the recognized qualification, the migrant

will be able to properly carry out his/her activity, with precise

professional duties.

A similar situation is in Bulgaria, where the regulated

profession is that of veterinary technician. After studying the

Bulgarian legislation, the conclusion is that a veterinary technician in

Bulgaria may carry out several veterinary activities as compared to a

veterinary technician in the Czech Republic, in Denmark or in

Romania; however, the professional qualification requirements a

Bulgarian must meet are higher as compared to those in the other

aforementioned countries.

Also, in the Czech Republic there is the regulated profession of

veterinary technician for testing laboratory animals (Práce se zvířaty

pro laboranty, techniky a ošetřovatele), the equivalent professional

activity in Romania belonging to the veterinary nurse. However, if

we analyze the requirements regarding the professional competencies

and the activities that a skilled worker has to carry out in the Czech

Republic, we notice similarities in the regulation of the veterinary

profession as compared to the reserved professional activities.

however, the veterinary nurse in Romania, having a higher

qualification, may work in more fields of business (reserved

professional activities) than the veterinary technician for testing

laboratory animals in the Czech Republic.

In other countries, such as the Netherlands, there is another

regulated veterinary profession, i.e. the paraveterinary

(Dierenartsassistent), with a training level corresponding to post-

secondary studies (suitable for the veterinary technician), but who

has specific duties, the scope of professional activities the

paraveterinary carries out being more limited than for the veterinary

nurse.

The training level required for a paraveterinary depends on the

professional duties he/she must fulfil, by also taking into account the

veterinary medicolegal framework of the country he/she works in.

For example, the Government Decision no. 1921/2004 modifying

Annexes nos. 2, 3, and 5 to Law no. 200/2004 on the recognition of

diplomas and professional qualifications for the regulated

professions in Romania, mentions the professional training cycle

with a special structure that a national having obtained qualification

in Romania and wishing to practise the relevant profession in the

Netherlands must follow.

In the paramedical field in the Netherlands, a paraveterinary

(Dierenartsassistent) must follow a professional training cycle

composed either of 3 years of professional training in a specialty

school (MBO programme), or of 3 further years of professional

training, in accordance with the dual apprenticeship system (LLW),

both ending with an examination.

In conclusion, depending on the profession status and on the

veterinary legal framework in the host country (being part of the

European Economic Area), a veterinary nurse may carry out certain

professional activities, correlated with his/her training level and

accumulated professional experience.

Table 1 shows the regulatory status of the profession of

veterinary nurse in Romania and in other countries of the European

Union, mentioning also the name of the regulated profession in the

country of origin, as well as the competent professional authorities of

each member state where the profession is regulated, the recognition

regime, and the qualification level (in accordance with Directive

2005/36/EC on the recognition of professional qualifications).

The name of the profession in Romania, in Swiss and in Norway

is “veterinary nurse”, whereas in Denmark and Great Britain –

“listed veterinary nurse”.

In the Czech Republic there are several regulated professions

for the occupation of veterinary nurse, namely:

1. worker (person in charge) in laboratories and sanitary-veterinary

centres / Laboratorní a jiná veterinární diagnostická činnost,

provozování asanačního podniku

2. nurse for sick animals / Osoba odpovědná za péči o

handicapovaná zvířata

3. person in charge with a veterinary laboratory / Provozování jiné

veterinární asanační činnosti

4. person in charge with a veterinary laboratory (for animal

slaughter) / Utracení zvířete (Pod kontrolou VŠ)

As shown in Table 1, for a recognition of the professional

qualification in the countries where the profession of veterinary

nurse is regulated, the graduation of at least post-secondary specialty

studies is required. In Romania, the legislation requires formation

consisting of at least 3 years of university studies (diploma issued by

a university college/university). In Swiss, the qualification level

required for the profession of veterinary nurse needs to be checked.

The profession of veterinary nurse in Czech Republic is described in

detail. Here, for carrying out certain precise professional duties, there

is a well-defined qualification level, with the determined

qualification requirements (see chapter II).

The regime of recognition of the professional qualification of

veterinary nurse in the European Union / European Economic Area /

Swiss Confederation is achieved through the general system for

recognition, in accordance with the provisions of Directive

2005/36/EC on the recognition of professional qualifications.

A veterinary nurse carries out his/her activity in private

veterinary clinics and centres, in laboratories (including for

manufacturers of pharmaceutical products of veterinary use), in

hospitals, in education and/or medical-veterinary research

institutions, in animal care centres or in zoological gardens, in animal

welfare and charity organizations5

or in other governmental

organizations, together with and/or under the supervision of the

veterinary surgeon. He/she participates in the following activities

reserved for the profession:

• veterinary medical care in preventing and fighting disease,

• veterinary medical care during veterinary surgeries.

The veterinary nurse practises his/her profession according to

the acquired qualification level and in the aforementioned conditions,

in the following areas of competence:

a) animal health;

b) veterinary laboratory supervision and diagnostic;

c) coordination of the identification and registration of animals.

The particularities regarding the specific professional activities

that a veterinary nurse must conduct on the territory of certain

European countries (from among the countries taken into account for

study purposes) are also presented in chapter IV.

As shown in Table 1, veterinary nurses may practise their

profession under the protection / supervision of the competent

national authorities, namely: sanitary-veterinary and food safety

authorities or agencies, veterinary associations and boards, or other

bodies within the jurisdiction of the relevant ministry – Ministry of

Agriculture.

To practise as a veterinary nurse, one must observe the state

laws applicable in the host country, as well as the provisions of the

competent authorities in the host country regarding the legal

framework for practising the profession.

Table 2 includes several pieces of information regarding the

harmonized national legislative framework for the regulation of the

profession of veterinary nurse in the member states of the European

Union that were taken into account for study purposes.

Certain legislative particularities regarding the recognition of

the professional qualification of veterinary nurse and practising this

profession in Romania are pointed out as follows:

Law no. 200/2004 on the recognition of diplomas and

professional qualifications for the regulated professions in

Romania, as subsequently amended and supplemented;

Government Decision no. 1.415/2009 on organizing and

operating the National Sanitary Veterinary and Food Safety

Authority and the units subordinated to it, as subsequently

amended.

Government Decision no. 931/2010 on appointing the

coordinators of the internal market information system IMI and

approving the administrative cooperation rules and procedures

through the intermediary of the IMI.

Although the legal framework within the member states of the

European Union and of the European Economic Area allows the

mobility of veterinary nurses from one country to another, currently

the internal market information system does not provide any

statistics regarding the number of applications or the number of

decisions taken for the recognition of professional qualifications of

veterinary nurse.

II. Competency validation/certification procedures

applied by the competent authorities of the countries

where the profession of veterinary nurse is regulated

After analyzing the regulatory status of the profession of

veterinary nurse in several European countries, it has been

acknowledged that this profession is regulated in seven member

states of the European Union, of the European Economic Area and of

the Swiss Confederation6. This means that, in order to practise the

profession of veterinary nurse in the relevant (host) countries if the

qualification was obtained in some other state (country of origin),

one must ask the competent authorities to recognize the professional

qualification (see chapter III). To that effect, one must have proof of

the professional qualification, the first step being a validation or

certification of the acquired professional competencies.

If the profession of veterinary nurse is not regulated, the

validation/certification of the competencies and the recognition of

the professional qualification are not prerequisites to practising in the

veterinary field in the host country. Persons having obtained a

professional qualification in their country of origin may apply for

jobs or work on the labour market in the same conditions as a

national of that country.

For example, in Italy a veterinary nurse must prove he/she has

the capacity to use suitable knowledge, abilities, and attitudes in

specific labour situations for professional development, but such

competencies do not require validation and certification if they were

obtained in some other member state of the European Union. In this

case, the professional competencies of the veterinary nurse are

described by Italian employers on job search websites or can be

found in the schooling offers of education institutions, there being no

Italian legislative act specifying the requirements for practising this

profession. The description of the professional qualification of

veterinary nurse and/or the required qualification level are similar to

those in Romania.

In conclusion, the validation or/and certification of

competencies are optional processes in the European countries where

the profession of veterinary nurse is not regulated and become

mandatory in the member states where the same profession is

regulated.

Regardless of the professional status 7 in a member state of the

European Union, to practise the profession of veterinary nurse in the

European Economic Area, the person must hold a document

certifying his/her professional training level.

Admittedly, the knowledge, the abilities, and the competencies a

person has acquired and is capable of showing after completing the

learning process in a formal, informal or non-formal context can be

assessed based on predefined criteria. The conformity of the learning

results with the requirements of a standard is confirmed by a

competent body through validation. The certification process takes

place after assessing and validating the learning results.

There are accredited institutions for certifying that a person has

professional competencies defined in a certain field (meets the

requirements set forth in rules, standards, legislation). The document

issued following the certification process is called a professional

competency certificate or attestation.

The professional competencies certification process is

conducted in observance of a set of basic principles, namely:

The certification of competencies is an optional process, not a

mandatory one. However, there may be institutional policies

imposing the certification of the competencies of its members as

a requirement for being part of the relevant organization;

The assessment of professional competencies may be conducted

by the same organization that certified the competencies or by

some other organization;

As a general rule, the professional competence is certified as a

whole, not by parts;

The certification of professional competencies is a process

separate from professional training, but the professional training

centres may facilitate the certification process of professional

competencies through partnerships and agreements with the

competency certification organizations.

The procedure of validation or certification of the competencies

for the regulated profession of veterinary nurse in the member states

of the European Union and of the European Economic Area includes

certain common elements, namely:

1. Appointment of persons within the competent authority, with

specific duties8

, which are responsible for the competencies

validation/certification process;

2. Preparation, by the applicant (migrant), of a file and lodging it

with the Competent Authority;

3. Analysis, by the commission (persons appointed to that effect), of

the documents included in the file and request for additions (if

applicable);

4. Expressing the attestation/validation decision based on the existing

proofs of competency; in case of a favourable answer, the competent

authority will issued the document attesting/validating/certifying the

migrant’s professional competencies.

5. Lodging of a complaint in the event that the request is rejected,

followed by the examination of the complaint and the declaration of

the final result.

This attestation of competencies and the issue of the

professional competency certificate or attestation is based on the

professional training documents issued by the management of the

higher education institutions, of other education units or suppliers of

professional training or competent authorities.

Here follow certain specific aspects and particularities

regarding the training and validation/certification of professional

competencies in the member states of the European Union, of the

European Economic Area, and of the Swiss Confederation where the

profession taken into account for study purposes is regulated.

1. For the validation/certification and recognition of the

profession of veterinary nurse in Romania the competent

professional authority is the National Sanitary Veterinary and Food

Safety Authority (ANSVSA). The competent authority grants:

a) the right to use the professional title issued in Romania which

corresponds to this profession;

b) the right to use the title conferred by the document attesting

the training of the applicant/migrant in the member state of

origin.

The professional training consists of the theoretical instruction

(for the acquisition of specialty knowledge and professional

competencies) and practical training (in view of forming abilities,

attitudes, etc.). According to the Government Emergency Ordinance

no. 109/2007 amending and supplementing Law no. 200/2004 on the

recognition of diplomas and professional qualifications for the

regulated professions in Romania, the profession of veterinary nurse

is regulated and requires at least 3 years of university studies, ending

with a diploma issued by a university or a university college.

It is worth mentioning that due to the restructuring of the

education system in Romania after years 2004...2006, the schooling

offers for the training and assessment of veterinary nurses in

Romania have been drastically reduced.

2. In the Czech Republic a veterinary nurse may practise

several regulated professions, with reserved professional activities

(see also chapters I and IV). For the validation/certification and

recognition of the profession of veterinary nurse in the Czech

Republic, the competent professional authorities are mentioned in

Table 1.

After analyzing the qualification recognition conditions for

practising the profession of veterinary nurse on the territory of the

Czech Republic, the specific requirements in terms of education and

training have been noticed. Tables 3 and 4 include information on the

minimum acceptable qualification level (according to the provisions

of Directive 2005/36/EC on the recognition of professional

qualifications) and the training requirements for each regulated

profession within the veterinary nursing field on the territory of the

Czech Republic.

3. The competent authority for the validation/certification of

competencies and recognition of the profession of veterinary nurse in

Denmark is the Danish Veterinary and Food Administration.

A veterinary nurse who wishes to practise in Denmark must

hold a certificate (SEC) attesting:

- the completion of a general studies high school cycle,

complemented by a studies cycle/professional training and/or

professional practice in the veterinary field

or

- the graduation of a technical or professional high school

(veterinary branch) complemented by, as the case may be, a studies

cycle or by additional professional training and/or by professional

practise in the veterinary field.

4. The validation or certification of competencies and the

recognition of the professional qualification in view of practising the

profession of veterinary nurse in Swiss falls within the competence

of the Federal Department of Economic Affairs, Federal Office for

Professional Education, as the competent professional authority. For

the recognition of diplomas, the qualification level for each separate

application must be checked.

5. In Germany, for the regulated profession of veterinary nurse

(veterinärmedizinisch-technische(r) Assistent(in)) there are special

training requirements. According to Directive 2005/36/EC on the

recognition of professional qualifications, for the validation/

certification of competencies and the recognition of the qualification

of veterinary nurse in Germany, practical training at the workplace or

a professional (practice) internship is additionally required, unless

the person has a proven professional experience in the veterinary

field of at least 3 years cumulated during the last 10 years.

6. In Great Britain, the competent authority for the recognition

of the acquired qualification of veterinary nurse is the Royal College

of Veterinary Surgeons. The qualification level required for the

recognition of the qualification of listed veterinary nurse in Great

Britain, according to the provisions of Directive 2005/36/EC on the

recognition of professional qualifications corresponds to obtaining a

post-secondary degree education diploma (DSE) (see also table 1),

complemented by a professional training cycle with a special

structure. Education through post-secondary study programmes and

professional training in the veterinary field must ensure for the listed

veterinary nurse obtaining of accredited qualifications of level 3 or 4,

according to the National Qualifications Framework in Great Britain9.

In Great Britain, the certification of competencies and obtaining

of qualifications is made possible through the Royal College of

Veterinary Surgeons, either after the professional Scheme of the

veterinary nurse (Veterinary Nurse Scheme - VNS) or after

graduating a studies cycle10

/ professional training of veterinary

nurses. Also, veterinary nurses must be hired by a veterinary centre

that has been authorized as a professional training centre.

The veterinary nurse must be capable of fulfilling a wide range

of various duties (complex, technical or specialized) in various

situations, which involve an important degree of personal liability

and autonomy. In Great Britain, the professional competencies a

veterinary nurse must have are linked to the field of activity at the

workplace. Therefore, the type of diploma and the relevant

qualification level vary depending on the professional activities. For

example, a veterinary nurse for small animals may hold a certificate

corresponding to the qualification level 3, whereas a veterinary nurse

for large felines must acquire a diploma corresponding to the

qualification level 4. Also, a distinction is made between the

qualification titles and the qualification level for veterinary nurses

authorized to work either in private centres, or in hospitals, or in

research.

7. In Norway, the competent authority for the qualification of

veterinary nurse is the Norwegian Food Safety Authority. The

required qualification level for the validation/certification of

competencies and the recognition of the professional qualification in

view of practising of the profession of veterinary nurse in Norway is

similar to the one in Great Britain, only it does not require a

professional training cycle with special structure.

The veterinary nurse must have graduated post-secondary studies

and hold a post-secondary education diploma (DSE), with a

minimum duration of one year or with an equivalent duration of part-

time studies and, if necessary, follow an additional professional

training cycle.

III. The recognition processes for qualifications

acquired in the European states taken into account for

study purposes

The recognition processes for qualifications acquired for

practising the profession in the member states of the European

Union/EEA and of the Swiss Confederation taken into account for

study purposes (Czech Republic, Denmark, Swiss, Germany, Italy,

Great Britain, Norway, and Romania) show a series of similarities

and dissimilarities, depending on the status of the profession of

veterinary nurse in those countries, as well as on the legal framework

where such processes are conducted.

In Italy, a country where the profession of veterinary nurse is

not is regulated, the recognition of the professional qualification is

not necessary, which is why this process is not applicable in general.

On the territory of the other European states taken into account

for study purposes, the recognition process for professional

qualifications in veterinary nursing shows similarities in terms of the

applied procedure. For all these states, the recognition of the

professional qualifications for veterinary nurse takes place through a

non-automated recognition process, as part of the general

qualifications recognition system.

Also, there are similarities as regards the settlement of certain

issues on the internal market, which are connected to the recognition

of the professional qualification. In this respect, the SOLVIT

network needs to be mentioned.

The main dissimilarities refer to how the requirements

regarding the necessary documents for the applicant’s file are

formulated, namely the access conditions.

A) Similarities regarding the recognition of qualifications in

view of practising the regulated profession of veterinary nurse in

the European states taken into account for study purposes:

The procedure according to which the recognition process for

the professional qualification of veterinary nurse is conducted in all

the countries taken into account for study purposes consists in going

through the following stages:

a) Information of the migrant (through the national contact points or

by requesting information directly from the competent authorities11

);

b) Electronic transmission or lodging12

of the migrant’s qualification

recognition application file; the file can be submitted directly to the

competent authority or forwarded to the relevant authority through

the intermediary of the national/unique contact point; the file can be

lodged or registered by the migrant or by another legal person (for

example, an employer) on behalf of the applicant;

Usually, when an application file is lodged, proofs of identity

and/or nationality, proof of the acquired qualification (including

professional experience), and possibly the proof of having paid the

relevant charges, are required. In any case, the access conditions and

the documents each member state of the EU/EEA requires may vary

in terms of form and content (see section B).

For the professions in the field of veterinary nursing, no

competent authority requires obligations to form financial guarantee

or take out insurance policies. Also, the access conditions set forth

no linguistic requirements, although most of the employers demand

linguistic knowledge from the future employee (at least at

conversational and specialized terminology level).

c) File processing by checking the content of the file, followed by the

evaluation per se – analysis of the documents, equivalence of

qualifications, etc.;

If during the file processing it is acknowledged that additional

documents or information are required for the evaluation, but that

they have not been included in the file, the complementing of the file

may be requested.

The file processing per se consists of an analysis of the filed

documents/proofs and of comparing the professional training

acquired by the migrant with the professional training required in the

host country, including the professional experience.

If significant differences are acknowledged to exist between the

qualifications that the migrant has acquired in his/her country of

origin or in some other member state and those established in the

host country, the recognition of the qualification will be conditional

on the application of compensatory measures (going through an

additional training cycle or an adaptation internship or an aptitude

test / work test).

There is a certain pre-established time interval for processing

the applicant’s file. In most of the countries taken into account for

study purposes, the recognition process for the professional

qualification of veterinary nurse may last up to 60 days (2 months)

since the moment the file is complete.

d) Wording of the recognition or rejection decision and, as the case

may be, application of compensation measures; the decisions

imposing a compensatory measure or rejection must be well-

grounded;

The decision will be communicated to the applicant and the

answer will be submitted to the IMI system as well.

e) Issue of the certificate of conformity, if the qualification

recognition decision is favourable, and registration in the registry of

the relevant authority.

The qualification rejection decision must be well motivated and

be able to stand up against an appeal in court. There is a possibility

that the misunderstandings caused by the inappropriate application of

the de community legislation by the authorities during the

recognition process for professional qualifications be settled using

the SOLVIT network, without resorting to a court of law. The

settlement of cross-border problems using the SOLVIT network

between a national (migrant) and a public authority is achieved

through a procedure available at http://ec.europa.eu/solvit/site/. Table

5 shows the SOLVIT national centres in the member states of the

European Union/ EEA taken into account for study purposes.

1. The recognition method for the professional qualification of

veterinary nurse in Romania is simplified. The necessary documents

for the validation of competencies and recognition of the

qualification by the competent authority (ANSVSA) are the

following:

a) standard application form

b) photocopy of the document attesting the qualification;

c) photocopy of the identity document;

d) criminal record certificate, issued not later than 15 days

before the application lodging date;

e) medical certificate attesting the physical and psychic

condition, issued by a specialized medical unit;

f) a colour photograph, format ¾;

g) one envelope folder;

According to the applicable legislation, ANSVSA (as the

competent authority in the host country) may invite the migrant to

provide information regarding his/her professional training, so that it

may determine a potential substantial difference from the required

national training. If the applicant is not able to provide such

information, the Romanian competent authority will approach the

from the member state of origin.

2. In the Czech Republic there are 4 regulated professions in

the filed of veterinary nursing requiring qualification recognition.

The competent authority for the worker (person in charge) in

laboratories and sanitary-veterinary centres and for the person in

charge with a veterinary laboratory is the Chamber of Veterinary

Surgeons of Czech Republic, whereas the Ministry of Agriculture is

the authority responsible for the nurse for sick animals and for the

person in charge with a veterinary laboratory (for animal slaughter).

As compared to the documents required in other states, the

competent authorities in the Czech Republic do not require proof of

the health or mental condition or proof of the professional reputation

or a criminal record certificate.

The necessary documents for the recognition of the

professional qualification in view of practising the professions of

veterinary nurses in the Czech Republic are the following:

a) standard application form (requiring the following

information: surname and forename, date of birth, nationality,

mailing address; the regulated profession and the form of practicing

the regulated profession in the Czech Republic).

b) photocopy of the documents attesting the qualification

(qualification titles, proof of professional training, etc.) or/and proof

of other acquired competencies – clearly specifying the qualification

level (including the length and content of the professional education

and training received);

The documents must be translated into Czech, unless an

international treaty or the Czech legislation establish otherwise. The

professional qualification proofs are produced in original or as

certified photocopies or notarized documents only when the

competent authority cannot check the authenticity of the documents

by administrative cooperation. The documents lodged in original, the

certified photocopies or the notarized qualification proofs must be

returned by the competent authority within 15 business days as of the

official announcement of the recognition decision.

c) photocopies of the identity document and proof of

citizenship;

d) the document confirming payment of the administrative

charges.

The administrative charge for lodging the standard application

form for the recognition of professional qualifications amounts

to CZK 2.000,-, to which the charge for the recognition of

(according to the regulations of the relevant Order) is added.

3. In Denmark, the recognition procedure for the professional

qualification of veterinary nurse is simple, the application file being

processed by the competent authority, namely by the Danish

Veterinary and Food Administration. As compared to other states, in

Denmark there is no standard application form, but the justificatory

documents must be accompanied by a letter in which the migrant

specifies the profession for which he/she applies for recognition and

explains his intention of practising the profession of veterinary nurse

by settling permanently in Denmark.

The necessary documents for the recognition of the

qualification of listed veterinary nurse in Denmark are the following:

a) photocopy of the identity document/passport/proof of

nationality;

b) documents (certified photocopies) attesting the qualification

(certificates, diplomas); for the qualifications obtained in some

other member state where the profession is regulated (e.g., in

Romania) the attestation/certificate of professional

competencies or the certificate of conformity can be lodged,

issued by the competent authority in the country of origin, or

migrant to practise the regulated profession. Also, information

is requested regarding the total length of studies and the studied

objects, specifying the time allotted for each object or the

number of ECTS points, and, as the case may be, the ratio

between the theoretical part and the practical part.

The documents must be translated into Danish/English, except

for the documents issued in English, Norwegian, or Swedish

(sometimes translations into French or German are accepted).

c) any relevant proof for the acquired professional

competencies or information that might influence the

assessment of the professional education or experience

regarding the qualification of veterinary nurse (Curriculum

Vitae, information regarding the continuing professional

training, seminars, and all the training forms that the migrant

has followed besides the original training, etc.);

d) information regarding the personal contact data (surname,

forename, address, telephone or e-mail) or the contact data of

the person/company submitting the application file on behalf of

the applicant;

e) certificate issued by the competent sanitary authorities (in

English language) confirming that the migrant has the legal

right of working in the profession of veterinary nurse

(“Certificate of Current Professional Status/Good Standing”),

that he/she has not been disqualified or is not subject to any

interdiction or suspension of the professional practise; the

document will be submitted directly to the competent Danish

authority by the competent authority in the country of origin

and is valid for 3 months.

4. Any person wishing to practise the profession of veterinary

nurse in Norway must hold a license/authorization issued by the

Norwegian Food Safety Authority. The applicant will draft an

application file accompanied by an application mentioning the

veterinary activity he/she intends to carry out at the workplace (there

must be precise mentioning of the “main field of activity” for which

the access to practising the profession is requested – e.g.: in animal

food manufacture activities, hygiene, veterinary nursing for small

animals or for horses, research, education, diagnosis, or public

administration).

For a national of the European Economic Area, the necessary

documents for the recognition of the qualification of veterinary nurse

in view of practising the profession in Norway are the following:

a) authorization or license application

b) photocopy of the identity documents (identity

card/passport/marriage certificate, etc.), providing information

on the date of birth, national identity number, change of name

and nationality;

c) documents (photocopies certified by a public servant or

notarized) attesting the qualification – certificates or other

documents issued by education institutions and showing clearly that

the migrant has graduated adequate training courses;

d) medical certificate (only for the animal health personnel,

after the age of 75);

5. The qualifications recognition particularities in Germany

refer mainly to the access conditions. The applications from abroad

may be sent directly to the relevant authority or to the Central Office

for Foreign Education (ZAB), which will redirect the applications to

the competent authorities. The documents required upon lodging the

professional qualification recognition application are the following:

a) Identity proof (photocopy of the identity card/passport);

as any remunerated job up to the present;

c) Proof of professional qualifications;

d) Proof of relevant work experience;

e) Other competency certificates (e.g. continuing professional

training);

f) Declaration that no other application has been lodged to

determine the equivalence.

The responsible authority may request photocopies of

certificates or original documents. In some cases, the authority may

accept non-certified photocopies of the documents. The documents

must be translated into German by public interpreters appointed and

authorized / translators from Germany or from abroad.

6. In Great Britain, just like in Norway, there will be a clear

mention of the specific veterinary activity the migrant wishes to

carry out on the territory of this country and the targeted job. For

example, it will be mentioned that the application is for the

recognition of the qualification for veterinary nursing for small

animals or for large animals, for practising the profession in private

veterinary centres or in veterinary hospitals. The necessary

include:

a) standard application form;

b) photocopy of the identity document/passport/proof of

nationality;

c) proofs of the professional qualification – diploma or

document attesting the completion of the necessary training

form for obtaining the access to the regulated profession,

proof of having completed an internship or registration with

a similar body in the country of origin;

The justificatory documents regarding the professional

qualification and expertise must allow comparison of qualifications

in terms of: qualification level, size and content of the qualification,

difficulty level.

d) proof of the professional experience;

e) medical certificate;

f) certificate regarding the professional reputation, issued by

the competent authority din country of origin (“Certificate

of Current Professional Status/Good Standing”).

In Great Britain charges are collected. As compared to other

states, the maximum deadline to issue a decision is 4 months as of

lodging the complete file.

IV. Practising the profession of veterinary nurse in the

European Union

The profession of veterinary nurse may be practised by a

national in the European Union and in the European Economic Area

in the legal conditions of the relevant country and in accordance with

the community provisions on the mobility of persons on the internal

market, recognition of professional qualifications, etc.

There is a distinction between the conditions for practising the

regulated profession and those for practising the non-regulated

profession, as well as for the recognition of professional

qualifications for settlement, or for providing the services on an

incidental and temporary basis.

Moreover, to have access to the labour market in certain

countries, such as Denmark and Great Britain, the national must

currently obtain a residence permit or a work authorization/permit.

Veterinary nurses may work in some other member states than

the state they have obtained their professional qualifications in, as

employees - in private veterinary centres, in veterinary clinics and

hospitals, in centres for animals or in zoological gardens, in

education and/or veterinary research institutions, in sanitary-

veterinary laboratories, in public administration.

A veterinary nurse must meet the requirements imposed by the

sanitary-veterinary legislation in the host country. By practising the

profession, the veterinary nurse may influence the animal health, the

public health, the food safety and consumer protection. That is why,

in this case, the professional qualification may be checked15

, even for

a temporary or incidental provision of veterinary services.

In the member states where the profession of veterinary nurse is

regulated, the settlement conditions for practising the profession

require registration of veterinary nurses in the registries of the

competent authorities in the countries where they practise the

profession. The competent authorities will ensure a proactive

exchange of information regarding the relevant person about any

serious deeds capable of causing suspension or interdiction to

continue practising the profession on the territory of that country.

The actual practicing of the profession in the field of veterinary

nursing requires various, specific duties, depending on the field of

activity. For example, the Czech nomenclature is explicit in this

respect. In the Czech Republic there are 4 regulated professions in

the field of veterinary nursing, the responsibilities of which are

clearly established:

1. The worker (person in charge) in laboratories and sanitary-

veterinary centres in the Czech Republic may carry out the following

specific activities and duties:

Laboratory diagnostic of infectious and non-infectious

diseases in all animal species - microbiologic and serologic tests

on blood and organs; parasitological, biochemical, and

hematologic tests;

Histological dissections and tests;

Laboratory tests regarding food safety (food products and

water);

Laboratory tests regarding animal feed safety and testing

various biological materials.

Determination of the conditions for collecting, transporting,

and subsequent processing of animal waste.

2. In the Czech Republic it is mandatory that in any animal

rescue station there is a nurse for sick animals. This nurse is

responsible for the following specific duties:

capturing and transporting sick animals,

providing a suitable environment for keeping a crippled

or sick animal,

meeting the breeding and dressage requirements for

handicapped animals in accordance with the specific

regulations,

training of the other employees in activities connected

with breeding handicapped animals.

3. The person in charge with a veterinary laboratory

(Provozování jiné veterinární asanační činnosti) must carry out the

following professional activities:

collection, transport, harmless disposal and handling of by-

products of animal origin,

sterilization, disinfestation, deodorization of premises and

equipment,

rat extermination, installing traps for abandoned animals and

placing them in quarantine or in isolation.

4. The person in charge with a veterinary laboratory (for animal

slaughter) (Utracení zvířete (Pod kontrolou VŠ)) in the Czech

Republic is involved in professional activities having to do with

animal slaughter.

As compared to Great Britain, in other countries (Czech

Republic, Romania,...) there are no special requirements regarding

the professional experience for the recognition of the qualification of

veterinary nurse. To practise the profession of listed veterinary nurse

in Great Britain it is essential that the future employee has

professional experience in a veterinary practise and previous

experience in working with animals. The duties of a veterinary nurse

working in the United Kingdom and Scotland include:

• administration of medicines, anaesthetics and injections,

• preparing animals for surgeries,

• immobilization of animals during surgeries and monitoring animals

during surgeries,

• preparing the pre- and post-surgery equipment (maintenance,

sterilization,...),

• cleaning the room and the equipment after a surgery,

• conducting diagnostic tests,

• preparing and sending samples to the laboratory,

• making of X-ray radiographs,

• nursing of animals to improve their physical condition (exercises)

and preparations for copulation between animals,

• providing consulting (advice) to owners of animals on nursing and

reproduction of pets,

• other activities (writing and submitting of reports, keeping records,

receptionist in veterinary centres and hospitals, etc.).

Practising the profession, including the recognition of the

qualification of veterinary nurse in Great Britain, will consider the

actual field of activity and duties of the job.

In the countries where the profession of veterinary nurse is not

regulated (such as Italy), employers establish what kind of

professional competencies veterinary nurses must have, most of the

times the employment being conditional on the proven professional

experience or on aptitude tests. In Italy, veterinary nurses

specializing in pets are particularly needed in order to be hired in

private veterinary centres.

Nationals of the European Union who are legally settled in a

member state may provide services on a temporary or incidental

basis without having to apply for the recognition of their

qualifications.

When providing veterinary services for the first time in a host

country where the profession is regulated (the Czech Republic,

Denmark, Romania etc.), the national must inform the competent

authority in the host country through a written declaration. The

declaration must indicate the profession and motivate his/her

intention of providing services on a temporary or incidental basis in

the host country. Usually, the written declaration is accompanied by

a file consisting of: contact data (surname, forename, legal abode,

telephone and e-mail), proof of nationality / identity (photocopy),

notarized photocopies of the professional qualification documents

(qualification title, attestation of competency and/or professional

experience etc). The national must hold a qualification allowing

him/her to practice the regulated profession in the state of origin or,

if the relevant profession is not regulated in the state of origin (for

example, in Italy), the services provider must prove he/she has

professional experience of at least two or three years during the last

10 years.

Moreover, in Great Britain, persons must usually carry out their

activity on the territory of another member state of the European

Union (proven professional experience), and this right must not have

been forbidden to them by the authorities of that state.

Similarly, in Denmark, a document attesting the professional

practice right is additionally requested.

The temporary provision of the services is possible only after

notifying the competent authority in the host country.

A particular case is that of Great Britain, where requirements

may include producing documents regarding the practise of the

profession in the country of origin, passing an aptitude test, or a

going through short adaptation period, even for a temporary

provision of services. Also, as long as services are provided, one

must use the professional title existing in Great Britain and observe

the professional regulations imposed by the competent professional

authority.

Conclusions

A national may practise the profession of veterinary nurse in the

European Union and in the European Economic Area taking into

account the following:

the profession may be regulated or non-regulated in a member

state; in the event that a regulated profession is practised, a

certificate of competencies is required for the recognition of the

professional qualification of that person;

the certification of competencies and the recognition of the

qualification may be achieved on distinct qualification levels and

the access conditions vary from one country to another;

the practising conditions vary between the nationals applying

for a recognition of the qualification in view of settling in the host

country and the persons providing services on an incidental

and/or temporary basis.

The study on the regulation of the profession of veterinary

nurse in several member states of the European Union and of the

European Economic Area has shown that the profession in question

is regulated in the Czech Republic, in Denmark, in Swiss, in

Germany, in Great Britain, in Norway, and in Romania. In Italy, the

profession of veterinary nurse is not regulated. Also, there are several

regulated professions in the field of veterinary nursing, with

reservation of professional activities.

The qualification level varies from one country to another and

is correlated with the field of activity and with the specific activities

that a worker in the field of veterinary nursing must carry out. The

analysis regarding the training requirements and validation/

certification of competencies has shown that veterinary nurses must

be graduates of post-secondary or university studies; in certain

countries such as Great Britain or Germany, additional requirements

are imposed in terms of training or professional experience.

The recognition of the professional qualification for veterinary

nurses is based on the general recognition system, the access

conditions and the documents requested by the competent authorities

in order to conduct this process varying from one member state to

another. The recognition procedure for the professional qualification

for practising the profession of veterinary nurse is simplified in

certain countries (such as Romania), whereas in other countries (such

as Great Britain) the procedure becomes more complex.
