INTRODUCTION : The Veterinary Council of India (VCI) is a statutory body established by an Act of Parliament viz Indian Veterinary Council (IVC) Act, 1984 under the Department of Animal Husbandry Dairying, Government of India for regulation of veterinary practice, veterinary education, preparation and maintenance of Indian Veterinary Practitioner's Register. VCI in exercise of the powers conferred by section 66(1) read with section 22(1) and section 21(1)(b) of the IVC Act, 1984 and in supersession of earlier Regulations with the previous approval of the Central Government framed VCI - Minimum Standards of Veterinary Education- (B.V.Sc.&A.H.) - Degree Course Regulations, 2016. As per Regulation 7(8) of VCI - Minimum Standards of Veterinary Education - Degree Course (B.V.Sc. & A.H.) Regulations, 2016 that 15% of the total number of seats of each recognized veterinary college as included in the First Schedule to the Indian Veterinary Council Act, 1984 and veterinary qualification recognized before the commencement of academic year 2019-20 shall be filled up on all India basis through Common Entrance Examination. INFORMATION BULLETIN

ONLINE COUNSELING FOR ADMISSION TO B.V.Sc.& A.H. DEGREE COURSE

UNDER 15% SEATS IN RECOGNIZED VETERINARY COLLEGES EXCEPT THE

STATE OF JAMMU AND KASHMIR DURING 2019-20

1. INTRODUCTION :

The Veterinary Council of India (VCI) is a statutory body established by an Act of

Parliament viz Indian Veterinary Council (IVC) Act, 1984 under the Department of Animal

Husbandry Dairying, Government of India for regulation of veterinary practice, veterinary

education, preparation and maintenance of Indian Veterinary Practitioner's Register.

VCI in exercise of the powers conferred by section 66(1) read with section 22(1) and

section 21(1)(b) of the IVC Act, 1984 and in supersession of earlier Regulations with the

previous approval of the Central Government framed VCI - Minimum Standards of Veterinary

Education- (B.V.Sc.&A.H.) - Degree Course Regulations, 2016.

As per Regulation 7(8) of VCI - Minimum Standards of Veterinary Education - Degree

Course (B.V.Sc. & A.H.) Regulations, 2016 that 15% of the total number of seats of each

recognized veterinary college as included in the First Schedule to the Indian Veterinary Council

Act, 1984 and veterinary qualification recognized before the commencement of academic year

2019-20 shall be filled up on all India basis through Common Entrance Examination.

In pursuance of letter No. No. K-12052-6/1/2107-LH dated 27.11.2018 issued by the

Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture and Farmers

Welfare, Government of India, Veterinary Council of India will use National Eligibility cum

Entrance Test (UG)-2019 (NEET (UG)-2019) qualified Merit List for admission of students to

B.V.Sc. & A.H. Degree course during the academic year 2019-20 for filling up of seats in

recognized Veterinary Colleges (except Jammu and Kashmir) under 15% All India Quota. The

other criteria for admission/selection of students for admission to B.V.Sc. & A.H. Degree course

shall be as per Veterinary Council of India - Minimum Standards of Veterinary Education -

Degree Course (B.V.Sc. & A.H.) Regulations, 2016.

2. DURATION OF COURSE :

The duration of B.V.Sc. & A.H degree course is spread over five and half complete

professional years including a compulsory rotating internship of one year duration.

3. NO. OF SEATS UNDER 15% ALL INDIA QUOTA

Total number of seats under 15% All India quota : 510

The details of total number of 15% seats available under 15% All India Quota for the

academic year 2019-20 at the Veterinary Colleges are placed at Annexure -1. However,

College/Category wise number of seats/seat matrix along with reservation of seats shall be

made available on Council’s website (www.vcicounseling.nic.in). Total number of seats

under 15% All India quota as shown in the Seat Matrix are subject to change at any

time.

4. ELIGIBILITY

(i) NATIONALITY:

Candidates should be Indian Nationals. The candidates from State of Jammu &

Kashmir are not eligible for admission to B.V.Sc. & A.H. course under 15% All

India quota since the provisions of the Indian Veterinary Council Act, 1984 have

not been extended to the State of Jammu & Kashmir. However, the candidates

who are residing in the State of Jammu and Kashmir and not domiciled of Jammu

and Kashmir and appeared in NEET (UG) 2019 desire to take admission to

B.V.Sc. & A.H. course under 15% All India quota shall have to submit an

Affidavit as appended at Annexure-5 to the allotted Veterinary College at the time

of admission.

(ii) OVERSEAS CITIZEN OF INDIA /PERSON OF INDIAN

ORIGIN

The Department vide letter No. 12052-9/132017-LH dated 10th August, 2018

has informed the decision for allowing OCI/PIO for online counsel under 15%

All India quota.

In view of the same, it is informed that the Overseas Citizen of India (OCI)

card holder/Person with Indian Origin (PIO) will be eligible for online

registration for counseling for admission to B.V.Sc. &A.H. Degree course

against 15% All India quota. However, such candidates will be considered

under general category for all purposes and responsibility of Veterinary Council

of India is limited to allocation of seats only.

(ii) AGE:

He or She has completed the minimum age of 17 years on or before the 31st

December, 2019. Further, maximum age should not exceed 25 years on or before

31.12.2019. There shall be relaxation of maximum age by five years for

Scheduled Caste (SC) or Scheduled Tribe (ST) or Other Backward Class (OBC)

candidates.

(a) 01/01/1990 to 01/01/2003 (SC/ST/OBC/PH Category)

(b) 01/01/1995 to 01/01/2003 (General Category)

(iii) ESSENTIAL QUALIFICATION :

He or She has passed the qualifying examination as defined under VCI - MSVE

Regulations, 2016 with the subjects of Physics, Chemistry, Biology or

Biotechnology and English (as a core course) and obtained marks as specified under

regulations (7) or an examination equivalent to intermediate science examination of

an Indian University or Board recognized by the Association of Indian Universities

taking Physics, Chemistry and Biology including a practical test in each of these

subjects and English.

As per MSVE Regulations, 2016, A candidate under General Category for

admission to the BVSc&AH degree course shall have to qualify in each of the

subjects of English, Physics, Chemistry, Biology or Biotechnology, and obtained

50% marks in aggregate of these subjects, at the qualifying examination. In respect

of candidates belonging to the SC or ST or other special category of students as

specified by the Government from time to time, marks required for admission shall

be 5% less than that prescribed for general category i.e 47.5 %.

Admission of students to BVSc&AH degree course shall be made only on the basis

of his or her merit obtained in the Merit of NEET –UG-2019 subject to fulfillment

of the other criteria as laid down above including qualifying examination and no

other merit or weight age shall be considered for admission to BVSc&AH degree

course.

NOTE (i) The candidates who are educated abroad – A certificate from

Association of Indian Universities is required to this effect that the

examination qualified by the candidates (in the subjects of Physics,

Chemistry, Biology/Biotechnology and English) is equivalent to class

12th

examination is required to be produced at the time of admission

at allotted College of the University.

(ii) Candidates whose result/marks sheet is declared in grade

(CGPA/OGPA) at 12th

Standards or equivalent examination shall fill

up the equivalent marks obtained in the individual subjects and their

corresponding maximum marks in Online Registration Application

Form and a certificate of conversion formula of marks shall be

produced from the concerned authority at the time of admission to the

allocated college/University.

(iv) PHYSICAL DISABILITY

A candidate shall not be allowed admission to BVSc&AH degree course

including those admitted under 15% reserved quota of VCI if he or she suffers the

following disabilities, namely:-

(a) disability of total body including disability of chestorspine more than 50%,

(b) disability of lower limb of more than 50%,

(c) disability of upper limb,

(d) visually handicapped candidates and those with hearing disability,

(e) candidates with progressive diseases like myopathies etc.

(f) disabilities which otherwise would interfere in the performance of the duties of

a veterinarian.

Note : The disability shall be certified by a duly constituted and Government

authorized Medical Board comprising of at least three specialists out of which

two shall be of the specialty concerned and the candidate has to present him

or her-self before the Medical Board and the last valid disability certificate

of the candidate from a Medical Board shall not be more than three months old

from the date of submitting his or her certificate for disabled candidates.

5. RESERVATION OF SEATS IN VETERINARY COLLEGES UNDER 15% ALL

INDIA QUOTA:

(a) 15% seats are reserved for SC candidates,

(b) 7.5% seats are reserved for ST candidates,

(c) 27% seats are reserved for non-creamy layer OBC candidates in Central Educational

Institutions only as per Hon’ble Supreme Court order dated 10.04.2008. Reservation

would be applicable to the castes mentioned in the Central list of OBC. Thus, the

candidates falling in this list may mention OBC in the Category Column in application

form. Candidates from creamy layer and do not come under Central List of OBC

are advised to mention his/her category as General.

(d) 5% seats in each category are reserved for Physically Handicapped candidates as

defined in physical disability in the Minimum Standards of Veterinary Education -

Degree Course (B.V.Sc. & A.H.) Regulations, 2016.

Note : Seat Metrics as per above reservation in respect of vacant seats in recognized

Veterinary Colleges under 15% All India Quota has been uploaded on the

Council’s website. (www.vcicounseling.nic.in)

7. FEE FOR ONLINE REGISTRATION AND SECURITY DEPOSIT FOR MOP

ROUND

Fee for online registration is Rs.1000/- for General/OBC candidates and Rs.500/- for

SC/ST/PH candidates. Fee for OCI/PIO candidate is Rs. 1000/-

Online Registration Fee neither refundable nor transferable.

FOR MOP ROUND COUNSELING :

Online Security money of Rs. 5000/- for General/OBC candidates and Rs.2500/- for

SC/ST/PH candidates have to be deposited to block the seat allotted to the candidate as

per merit and choice. Security Money for OCI/PIO candidate is Rs. 5000/-

Online Security money will be refunded only if the candidate admitted to the allotted

College within stipulated time as prescribed in the Counseling Schedule and

confirmation to this effect is received from the allotted College. Security money shall

be returned to the same account from where the money has been received.

Online Registration fees and Security Money mentioned above does not include service

charges, processing fees and any other charges. Bank charges if any shall be paid by the

student other than fee prescribed by VCI.

The payment of fee shall be made through Debit/Credit Card only. No payment through

Net Banking.

While proceeding to fill up the online registration form for Counseling, the candidates

are advised to ensure that the fee applicable is remitted for online registration through

Debit Card/Credit Card.

In the event of non receipt of fee in the VCI account as mentioned above, the

candidature of the candidate shall be liable to cancelled.

Similarly in the event of Non receipt of Security deposit in the VCI Account in Mop up

round of counseling as mentioned above, the candidature of the candidate shall be

cancelled and seat shall be allocated to another candidate as per merit and availability

of seat.

Security Money of Rs. 5000/- or Rs. 2500/- as the case may be shall be forfeited in

case, the candidate do not report for admission to the allotted College within the

stipulated time and such candidates shall have no right to claim seat under 15% All

India quota.

(i) The online counseling for admission to B.V.Sc.& A.H. degree course under 15%

seats in recognized Veterinary Colleges on All India basis shall be conducted by VCI

and College shall be allotted to the candidate according to the choice and availability

of seat at his/ her rank subject to fulfilling criteria in terms of nationality, age,

essential qualification etc. as laid down in this Information Bulletin.

(ii) The allocation of seat to the candidates for admission to BVSc & AH degree course

under 15% seats on All India basis shall be applicable only to the recognized

Veterinary Colleges [Government and Private) in India (except from and to Jammu &

Kashmir State).

(iii) The fees for private veterinary college will be as decided by the State

Government/University concerned/College for which this Council shall not be

responsible. Hence, candidates are advised to confirm the details about the fees

and other charges before filling up the choices at the private Veterinary

Colleges. The Veterinary Council of India does not have any role for deciding

the fee structure of the private Veterinary College in any State.

(iv) The eligibility criteria, various documents etc. of the candidate shall be verified by

the allotted College/University at the time of reporting/admission and the decision of

the college/university in the matter shall be final. However, in case of any dispute,

the candidate shall inform the matter to the VCI in writing within 2 days from the

date of reporting and he/she shall ensure that the intimation in this regard has been

received by the VCI. The decision of the Secretary, VCI in the matter of dispute shall

be final.

(v) The conditions relating to start of academic session, tuition and other fees, deposit

and refund of fees, if any, may vary from College to College and shall be applicable

as per rules and regulations of the respective College/University/concerned State

Government for which VCI shall not be responsible except for the Security Money

deposit for Mop Up Round of counseling. The candidate has to abide by the rules and

regulations of the concerned College/University/State Government during his/her

studies in B.V.Sc. & A.H. course.

(vi) The seats once allocated shall be final and there shall not be any re-allocation of seat.

The candidate once allocated a seat shall not be considered for any other phase of

counseling.

9. MOP UP ROUND COUNSELING

(i) Mop up round of counseling shall be conducted in One, Two and Three sub-round

subject to availability of vacant seats as per details given in the Schedule of Counseling

mentioned above.

(ii) Under Mop up Round, seat shall be initially allotted provisionally to the candidate

according to the choice made at the time of registration for counseling and availability of

seat at his/her rank subject to fulfilling criteria in terms of nationality, age, essential

qualification etc. as laid down in this Information Bulletin. Final allotment shall be subject

to payment and receipt of Security money from the candidate within the stipulated time as

prescribed in VCI counseling schedule mentioned above.

(iii) The candidate who has been allotted seat under Mop Round is eligible for refund of

Security Money on joining the allotted College and receipt of his/her confirmation for

admission from the allotted College/University.

(iv) The candidate who has been allocated a seat and paid the Security deposit but fails to

report/take admission in the said College within the stipulated time as prescribed in the

VCI Counseling Schedule; his/her Security money shall be forfeited by the Council

and No correspondence under any circumstance in this regard shall be entertained.

(v) The Security deposit shall be refunded in the same account from which the amount has

been received.

10. IMPERSONATION :

The online self declaration of the candidate and other documents will be verified at the

time of admission by the allotted University/College and if found to be false at any time,

the candidature/admission of such candidates shall be cancelled and criminal proceedings

may be initiated against them as per law by the authorities of concerned

Universities/College.

11. IMPORTANT INSTRUCTIONS

(i) The allotment of seats shall be made through online as per detail schedule given

on the Council’s website (www.vcicounseling.nic.in).

(ii) No separate intimation regarding counseling will be sent to the candidates

individually.

(iii) The candidates are advised to visit Council’s website (www.vcicounseling.nic.in).

regularly for latest instructions from time to time.

(iv) Allotment/counseling will be held as per the Category Rank (UR/SC/ST/

OBC/URPH/SCPH/STPH) only and the seats will be allotted to the candidates

and reservation policy of the Government of India shall apply.

(v) The allotment of seat shall be made on the basis of merit of NEET (UG) 2019

subject to fulfillment of other criteria as laid down and subject to availability of

seats in particular Veterinary College.

(vi) The Allotment/Counseling of OBC candidates shall be done along with the

candidates of Unreserved (UR) category i.e. Unreserved + OBC category

candidates shall be considered together as per their category rank only.

(vii) Mere registration for counseling on the website of the Council shall not

automatically guarantee any seat for admission to B.V.Sc. & A.H. course under

15% All India quota.

(viii) The candidate who fails to register his/her name for Counseling on the Council’s

website (www.vcicounseling.nic.in). within the stipulated time shall not be eligible

for allotment of seats and he/she has no right to claim for a seat under All India

Quota.

(ix) Fee structures are regulated by the concerned State

Governments/Universities/Veterinary Colleges as the case may be. VCI does

not regulate any fee at any Government or Private Veterinary College.

Hence, students are advised to contact concerned Universities/Veterinary

Colleges with regards fees structure and opting of seat in private Veterinary

College under 15% All India quota.

(x) The candidate who fails to report/join the allotted college/University as per

scheduled time given in the Public Notice shall loose his/her claims for any seat

under 15% All India Quota, thereafter no claim thereof shall be considered under

any circumstances.

(xi) There shall not be any re-counseling of candidate who have been allotted seat in

any particular college.

(xii) In case of non reporting for admission to the allotted College or leave the College

after joining by the candidate, he/she shall forfeit his/her claims for a seat under

15% All India Quota.

(xiii) Candidate should report for admission to the Dean/Associate Dean/Principal of

the allotted Veterinary College/University with the prescribed period as shown in

Schedule at para -6.

(xiv) Under no circumstances candidates without ORIGINAL certificates/ documents

shall be allowed to take admission at the allotted College/University.

(xv) The College/University authority has the responsibilities to check the eligibility

and authentication of the candidate and his/her documents before admission. The

authorities of concerned College/University shall be wholly responsible for

ascertaining the authenticity and genuineness of the candidate.

(xvi) While exercising choices for Colleges, candidate can interchange their opted

choices number of times. But once the choice is locked and saved by candidate

he/she cannot change or unlocked the option. After filling up online registration

form and locking the choice(s) made by the candidate, a print of the same may be

retained for future reference.

(xvii) Once the choice is locked by candidate, the list of selected Veterinary Colleges as

per his/her choices will appear on the screen for printing of choices and for

process for allotment of seats.

(xviii) The seats will be allotted to candidates for admission to B.V.Sc. & A.H. course in

the recognized Veterinary Colleges according to their rank and in order of choices

opted by them and availability of seats under particular category.

(xix) The candidate can check his/her result of allocation of seats on Council’s website

detail of allotted College to candidates as per his/her merit of choice and rank.

(xx) After allocation of seat, there is no provision for re-counseling and change of seat.

(xxi) The selected candidate shall have to report for admission to BVSc & AH course at

the allotted Veterinary College/University as per schedule time and submit a copy

of the report for admission to BVSc&AH course as provided by the College to

VCI through e-mail ([email protected]) on or before the last date of reporting as

shown in Schedule at para 6 for each round of counseling. If the copy of the proof

of reporting to the College is not received from the allotted candidate within the

prescribed time, it will assumed that candidate has not reported for admission at

the allotted College and seat is vacant. In such circumstances, VCI may at

discretion shall allot the seat to another candidate in order of merit.

(xxii) In the matter of allotment of seat of candidate to respective College/University,

the decision of the Secretary, VCI shall be final.

(xxiii) Canvassing directly or indirectly for allotment of seats or adjustments thereafter

would disqualify the candidate for admission. Influencing the staff by unfair

means would lead to serious consequences for all concerned. The candidates or

their relatives visiting VCI, New Delhi for seeking change of the allotment would

face disqualification; such visits would be treated as trespassing. Adopting unfair

means at any stage shall be disqualified for counseling and allotment of seat for

admissions.

12. DOCUMENTS REQUIRED FOR VERIFICATION AT THE ALLOTTED

COLLEGE AT THE TIME OF REPORTING/ADMISSION.

The candidates allotted seats should produce the following documents in original

along with self attested copy of the documents for verification at the allotted

College/University at the time of reporting/admission failing which they shall not

be entitled for admission at the allotted College.

- 10+2 Mark Sheet (Qualifying Examination Mark Sheet)

- 10+2 Certificate or Provisional Certificate (Qualifying Examination

Certificate).Provisional Certificate is permissible for those candidates

who had passed in the year 2019 only.

- Character Certificate from the School or College last attended.

- Six passport size coloured Photographs (same as uploaded on the Online

Application Form in NEET UG -2019) and One Postcard size coloured

photographs (same as uploaded on the Online Application Form in NEET

UG -2019).

- In case of OCI/PIO candidate, he/she has to produce OCI/PIO card issued

by the appropriate authority.

- The students educated abroad, equivalency certificate from AIU should be

produced

The candidate should also produce the following certificate in original, if applicable,

at the allotted College at the time of reporting/admission.

(i) SC/ST Certificate as per format given in Annexure 2 issued by the

competent authority and should be in English or Hindi. If it is in regional

language then it should be translated in English/Hindi and should be

attested by Class I Gazetted Officer. Sub-caste should be clearly

mentioned in the certificate.

(ii) OBC Certificate as per format given in Annexure -3 should be issued by

the Competent Authority and should be in English or Hindi. If it is in

regional language then it should be translated in English/Hindi and should

be attested by Class I Gazetted Officer. The sub-caste should tally with

the Central List of OBC. OBC Candidates should not belong to Creamy

layer.

(iii) The disability should be certified by a duly constituted and authorized

Medical Board comprising of at least three specialists out of which two

should be of the specialty concerned and the candidate has to present

him/her – self before the Medical Board. The last valid disability

certificate of the candidate from a Medical Board should not be more than

three months old from the date of submitting his/her certificate for

disabled candidates. The format of Locomotor Disability Certificate to be

(iv) The candidates from Jammu & Kashmir who have uploaded Self

Declaration claiming their eligibility under 15% All India Quota shall

have to submit an affidavit as per Annexure -5 on Non-Judicial Stamp

Paper of Rs. 10/- duly attested by Metropolitan Magistrate/First Class

Judicial Magistrate.

13. PROCEDURE FOR REGISTRATION FOR ONLINE

COUNSELING/ALLOCATION OF SEATS.

(a) The candidate has to first create login ID as indicated in the User Manual for the

candidate. Thereafter proceed for registration as per User Manual.

(b) The Counseling for admission to 15% All India Quota seats shall be conducted by the

Veterinary Council of India and the decision of the Secretary, VCI shall be final.

13. LEGAL JURISDICTION

All disputes pertaining to the conduct of counseling and allotment of seats shall fall within the

jurisdiction of Delhi only. Further, any legal question arising out of the Counseling shall be

entertained only when raised within 30 days from the allotment of seats.
