Greenwood VFW elections are Tuesday, April 18

Greenwood VFW’s annual elections will be held on Tuesday, April 18. Nominations will begin on Tuesday, April 4 at 7:30 p.m. and will be continued to the Tuesday, April 18 meeting. A written ballot will be cast on April 18 and various members will be selected to verify the

count and report to the membership. Those positions open for election include: Commander, Sr. Vice

Commander, Jr. Vice Commander,

Quartermaster, Chaplain, 3-year House Committee Member, and 3-year Trustee. Any other positions are appointed by the incoming Commander. There are approximately 16 other positions which are appointed. The Post can always use help. If you’re interested, please let us know. To vote, a member must be current with his or her dues and must vote in person on Tuesday, April 18. An up-to-date list of all current members will be on hand the evening of the election to verify that those participating in the vote are a paid member as of that date. Message from the Commander . . .

VFW and Auxiliary Members: The Post’s 2017-2018 VFW and Auxiliary elections will be held on Tuesday, April 18 beginning at 7:30 p.m. If you are receiving this newsletter and haven’t paid your dues, please consider doing so to participate in the annual elections. As always, it is important to review the candidates and vote for the individual or individuals who you feel can and will get the job done. There are a multitude of tasks and other things that need to be completed on a daily, weekly and monthly basis. As “senior officers” our most important job is to mentor the younger veterans and help prepare them to accept the “baton and run with it”. We have a good core of younger veterans who will be ready to lead us into the future. Each position you will vote on is an integral part of VFW 5864’s make-up. Please review those individuals seeking the positions and make your Commander Steve Milbourn

Ernie Pyle, an Indiana hero and journalist

Ernie Pyle killed 72 years

Ernest “Ernie” Taylor Pyle was killed by enemy fire on April 18, 1945. After his death, President Harry S. Truman spoke of how Pyle “told the story of the American fighting man as the American fighting men wanted it told.” He was buried in his hometown of Dana, Indiana, next to local soldiers who had fallen in battle. During World War II, journalist Ernie Pyle, America’s most popular war correspondent, was killed by Japanese machine-gun fire. Ernie first began writing a column for the Scripps-Howard newspaper chain in 1935.

Ernie Pyle, an American Hero Eventually syndicated to some 200 U.S. Photo copyrighted and owned by WTHI-TV newspapers, Pyle’s column, which related the lives and hopes of typical citizens, captured America’s affection. In 1942, after the United States entered World War II, Pyle went overseas as a war correspondent. He covered the North Africa campaign, the invasions of Sicily and Italy, and on June 7, 1944, went ashore at Normandy after Allied forces landed. Pyle, who always wrote about the experiences of enlisted men rather than the battles they participated in, described the D-Day scene: “It was a lovely day for strolling along the seashore. Men were sleeping on the sand, some of them sleeping forever. Men were floating in the water, but they didn’t know they were in the water, for they were dead.” The same year, he was awarded the Pulitzer Prize for distinguished correspondence and in 1945 traveled to the Pacific to cover the war against Japan. In 1983, he was awarded the Purple Heart—a rare honor for a civilian—by the 77th Division's successor unit, the 77th Army Reserve Command.

Ralph D. Napier Scholarship application available

Greenwood VFW Post 5864’s annual Scholarships to assist a deserving young man or woman pursue their education after high school, will be awarded to three graduates of the class of 2017. The applicants must be from an accredited Indiana high school. The sum of $1,000, to be applied as the recipient wishes to the cost associated with continuing education at any technical school or degree granting college or university within the United States. The scholarship will be paid in two equal amounts, one payment per semester. A grade report for the semester and the registration for the second semester is required to receive the

second payment. Eligibility for the Scholarships is as follows: Applicant must be a resident of Indiana who is currently a senior in high school in the class of 2017 or enrolling in an accredited university or college. The applicant must be the child, stepchild, grandchild or step-grandchild sponsored by a member in good standing of VFW Post 5864. If the sponsor is deceased, he or she must have been a member in good standing in VFW Post 5864 at the time of death. The VFW

membership number of the sponsor must be provided on the application for verification. Selection criteria includes: -- Academic achievement (e.g., GPA, official academic transcript requires)

-- Leadership and participation in school and/or community activities -- Honors (e.g., academic, church, community, Scouting, etc.) -- Community Service -- Patriotic Involvement -- A biographical essay including the above selection criteria (i.e., leadership, participation, and service in school, church, or community; honors received), the responsibilities of citizenship in a democratic society, and the personal goals for the future. The essay shall be the original work of the applicant. Any other material must be footnoted. The essay shall not be less than one page or longer than three typed pages, and will be formatted with one inch margins, 1.5-line spacing and 12-point font. This essay will be reviewed and graded based on grammar, spelling, originality, context and content at a level consistent with exceptional academic work. A grade report and course registration must be submitted to receive the second payment of the scholarship if the applicant is selected. Send all required material and supporting documentation to VFW Post 5864, 333 S. Washington St., Greenwood, IN 46143, Attention: Scholarship Committee. Please include your name, address, phone number and email address for contact information. Applications must be delivered to the VFW Post 5864 by May 31, 2017. The decision of the Scholarship Committee Judges will be final and all applicants will receive written notification that a decision has been reached. The winner will be notified by telephone. Presentation of this award will take place on the evening of July 18, 2017 at the VFW Post 5864 meeting.

VFW is continuing carrying two “Craft Beer”

Monarch Beverage is currently carrying “Craft Beers” through Sun King Brewing Company. Sun King is an Indianapolis-based craft brewery with a focus on continually

creating traditional seasonal and unique specialty beer. Wee Mac Scottish-Style Ale is an enticing and malty brown with caramel, cocoa and hazelnut characteristics balanced with toffee undertones. Sunlight Cream Ale celebrates the American brewing tradition by balancing smooth malt complexity with a crisp, clean finish.

The “Craft Beer” at the VFW was first suggested by the local Sertoma Club which meets three times a month. A 12-ounce can of the “Craft Beer” is $3.50 which is extremely competitive with other bars and lounges in the Marion and Johnson County areas.

Golf meeting will be held Tuesday, April 11

The Post’s meeting of the Golf Committee for 2017 will be held on Tuesday, April 11 at 7:30 p.m. Dennis Ellis, a co-chairman for 2015-2016 is continuing in that capacity. Additionally, we need another co-chairman for the upcoming event. We plan to host a maximum of 25 teams or 100 golfers and we will again be at Smock Golf Course on Saturday, June 10. Our sign-in time will be 8 a.m. and golfing will begin around 9 a.m. If you wish to help in the effort to pick-up additional golf sponsors, call Steve Milbourn at 317-525-7291

VFW to visit Domiciliary April 13 to aid veterans

Winter donations are needed for the VA Domiciliary. Please bring any items that you may have to the VFW by Tuesday, April 11, for everything to get organized for the visit on Thursday, April 13. Please contact the Post at 317-888-2488 for any donations. The Domiciliary’s new address is just west of Ivy Tech at 9045 E. 59th St., Indianapolis, on the old Ft. Benjamin Harrison campus. The Domiciliary Care Program is the Dept. of Veterans Affairs (VA) oldest health care program. Established through legislation passed in the late 1860's, the Domiciliary’s purpose was to provide a home for disabled volunteer soldiers of the Civil War. Domiciliary care was initially established to provide services to economically-disadvantaged Veterans. The Domiciliary has evolved from a "Soldiers' Home" to become an active clinical rehabilitation and treatment program for male and female veterans and domiciliary programs are now integrated with the Mental Health Residential Rehabilitation and Treatment Programs. Bingo is played and snacks are provided. Volunteers are always needed. The Domiciliary houses both men and women veterans who are homeless and in need. The Domiciliary actively encourages them to find work and improve their situation. T-Bone Steak night at VFW will be Friday, April 7

Please plan to eat a great T-Bone Steak meal on Friday, April 7 at Greenwood VFW Post 5864. The cost is $12. The meal includes T-Bone Steak, baked potato,

“Old Fashioned” Fish Fry on Good Friday, April 14

Greenwood VFW Post 5864 has scheduled Good Friday, April 14 as a fish dinner night. The cost for the dinner is $10 each. The meal includes fish, roll and butter and a choice of two of the following: baked beans, cole slaw, or potato salad. The dinner begins at 6 p.m. and ends at 8 p.m. Karaoke begins at 8 p.m. The public is invited to attend this event. The Post is located at 333 S. Greenwood VFW Post 5864 will host “Regular menu” items on several Fridays except those meals on the calendar this month. The Sandwich Menu is as follows – Breaded Tenderloin; Breaded Chicken Sandwich; Cheeseburger – Fresh; Double Cheeseburger – Fresh; Hamburger – Fresh; Fish Sandwich; Grilled Cheese and Chicken Salad. The Basket Menu is as follows – Chicken Drums – 16 pieces; Chicken Drums – 8 pieces; Chicken Drums – 4 pieces; Chicken Strips – 3 pieces with 6 oz. Fries; Shrimp – 6 pieces with 6 oz. Fries; Fish – 2 pieces with 6 oz. VFW Auxiliary welcoming all qualified males

The VFW, by a resolution amending their National By-Laws at the 116th National Convention in 2015 began allowing male spouses and family members to join the VFW Auxiliary. This became effective August 21, 2015. Subsequently, the Men’s Auxiliary was also dissolved effective Dec. 31, 2016. Many

members of the VFW Men’s Auxiliary have joined in the new VFW Auxiliary. Males who wish to join the VFW Auxiliary will be required to complete a membership application, provide proof of eligibility, and their application will be voted on just as females who wish to join. If you wish to join or know of someone interested in joining, please

provide a copy of a DD-214 of the individual you would be coming in under and complete an application. VFW Auxiliary applications are at the bar in the Post.

Girl Scouts to benefit

VFW 5864 Auxiliary collecting plastic bottle caps

The Auxiliary is in the process of collecting plastic bottle caps from water bottles and other containers (please see photo at left).

The caps, once collected, will be turned into durable plastic benches that will be installed at several Girl Scout camps in 2017. They will replace wooden benches, some of which are showing their age. Needed are clean plastic caps and lids from medicine bottles, soda pop bottles, milk jugs, yogurt and cottage cheese cups, peanut butter and

mayonnaise jars, detergent bottles, toothpaste and ointment tubes, ice cream buckets, butter tubs, hair spray and deodorant cans, cream and cheese and butter tubs. Caps and lids needed should be marked with recycling numbers 2, 4 or 5. In the days ahead, several collection points in the city will be announced. The first is VFW Post 5864, located at 333 S. Washington St., in Greenwood. Not wanted for the drive are drink bottles, plastic bags, trigger sprays, food containers, soap pumps, lotion bottle pumps, grocery bags, fast-food drink lids and any caps with silicon/rubber lining. Will you please help our local Girl Scouts?

Military exchanges opening on-line to millions

The Defense Department (DoD) announced earlier this year that veterans will soon be able to shop online at military exchanges. As many as 16 million veterans stand to benefit. The policy change will extend limited online military exchange shopping privileges to all honorably discharged veterans of the military, DoD officials said in a news release. The shopping benefit will be effective this Veterans Day, Nov. 11, 2017. While shopping privileges exclude the purchase of uniforms, alcohol and tobacco products, it includes the Exchange Services’ dynamic online retail environment known so well to service members and their families, according to reports. The change follows careful analysis, coordination and strong public support, officials stated. “We are excited to provide these benefits to honorably discharged veterans to recognize their service and welcome them home to their military family,” said Peter Levine, performing the duties for the undersecretary of defense for personnel and readiness. “In addition, this initiative represents a low-risk, low-cost opportunity to help fund morale, welfare and recreation programs in support of service members’ and their families’ quality of life. And it’s just the right thing to do,” Levine added. The online benefit will also strengthen the exchanges’ online businesses to better serve current patrons. Inclusion of honorably discharged veterans would conservatively double the exchanges’ online presence, according to DoD officials, thereby improving the experience for all patrons through improved vendor terms, more competitive merchandise assortments and improved efficiencies. “As a nation, we are grateful for the contributions of our service members,” Levine said. “Offering this lifetime online benefit is one small, tangible way the nation can say, ‘Thank you’ to those who served with honor.” __________________________________________________________________________

Greenwood VFW Auxiliary News . . .

Bar Bingo: The final night of Bar Bingo will be April 24. There will be a summer break and it will start up again in the fall. A menu of the food that is available is posted inside the canteen.

Coach Bingo: The VFW Auxiliary 5864 has scheduled the Spring Coach Bingo for Thursday May 4 at the Greenwood Moose Lodge. Tickets are available at the Post. Donations of Raffle Baskets would be greatly appreciated if anyone knows of a business that would donate or if someone wants to make one to donate. Receipts can be provided for tax tracking purposes.

Kentucky Derby Day: We will be having a pitch-in the night of the Kentucky Derby, Saturday May 6, 2017. Bring your best Derby food! There will be HAT decorating contest, HORSE RACES, raffles, and Karaoke.

Bake Auction: Another Silent Bake Auction for Saturday June 10. Donations of baked items are greatly appreciated and are the key to this being a successful event. Please have all donated baked goods at the Post by 10 a.m. on June 10. We will start taking bids at 11 a.m. and high bid will be final at 3 p.m. All proceeds will go to the Auxiliary Cancer fund.

Banquet Room, Shelter House are available

The VFW’s Banquet Room and Shelter House are both available for rental throughout the year. The Shelter House is typically rented in the summer and fall for outdoor events, etc. the Banquet Room seats approximately 140 people, has a separate bar area, separate entrances and exits, and two adjoining restrooms.

There is plenty of parking and on-site management. The building is air conditioned and heated and is a non-smoking facility. Alcoholic and Non-Alcoholic beverages are available. Military history over the years in April . . .

1778 – Oliver Pollock, a New Orleans businessman, created the “$” symbol. 1789 – The U.S. House of Representatives held its first full meeting, in New York City. Frederick Muhlenberg of Pennsylvania was elected the first House Speaker. 1823 – Simon Bolivar Buckner (d.1914), Lt. Gen. (Confederate Army), was born. 1826 – Samuel Morey patents the internal combustion engine. 1833 – The Convention of 1833, a political gathering of settlers in Mexican Texas to help draft a series of petitions to the Mexican government, begins in San Felipe de Austin.1853 – Cincinnati became the first U.S. city to pay its firefighters a regular salary.

1861 – Colonel Robert E. Lee turned down an offer to command the Union armies. 1861 – Battle of Harpers Ferry, VA. 1863 – First wartime conscription law went into effect in the U.S. 1884 – Florence Blanchfield, an American nurse who was the first woman to become a fully ranked officer of the U.S. Army, was born. She was the first woman to receive a commission in the Regular Army. In making the presentation of her commission in a ceremony in 1947, Gen. Dwight D. Eisenhower paid tribute to the heroism of the Army nurses. The War Department credited Colonel Blanchfield, who

at the time had spent 30 years in the Army Nurse Corps, with being “largely instrumental in securing full military rank for nurses.” 1893 – Navy General Order 409 of February 25, 1893 establishes the rank of Chief Petty Officer as of this date. 1941 – U.S. Navy took over Treasure Island in SF Bay. 1943 – An aircraft carrying the Commander of the Japanese Combined Fleet, Admiral Yamamoto, is shot down by P-38 Lighting fighters over Bougainville. Yamamoto is killed. This action is the result the interception of a coded Japanese message announcing a visit by Yamamoto. The Japanese fail to deduce that their codes are insecure. 1945 – The U.S. 1st and 9th Armies link up at Lippstadt, cutting off the German forces in the Ruhr which consist of 325,000 men mostly from German 15th Army and 5th Panzer Army of German Army Group B (Field Marshal Model). Other elements of US 1st Army capture Paderborn while US 9th Army units take Hamm. To the north, forces of British 2nd Army have crossed the Mitteland Canal near Munster and are advancing to Osnabruck. 1953 – Operation Moolah is initiated by U.S. General Mark W. Clark against Communist pilots in the Korean War. Operation Moolah was a United States Air Force (USAF) effort during the Korean War to obtain through defection a fully capable Soviet MiG-15 jet fighter. Communist forces introduced the MiG-15 to Korea on November 1, 1950. USAF pilots reported that the performance of the MiG-15 was superior to all United Nations (U.N.) aircraft, including the USAF’s newest plane, the F-86 Sabre. The operation focused on influencing Communist pilots to defect to South Korea with a MiG for a financial reward. 1961 – In a nationally broadcast speech, Cuban leader Fidel Castro declares that he is a Marxist–Leninist and that Cuba is going to adopt Communism. 1961 – President John F. Kennedy called off the CIA air strikes in Cuba. The message did not reach the 1,511 commandos headed for the Bay of Pigs. 1965 – President Johnson agrees to send more US ground forces to Vietnam and to allow them to take offensive action. Public statements do not mention this change in policy. 1966 – The command, US Naval Forces Vietnam established 1966 – The Vietcong set off a 200-pound bomb at a Saigon hotel housing US troops. The building is heavily damaged. Three US and 4 South Vietnamese troops are killed. 1967 – Helicopter squadron HAL 3 activated at Vung Tau. 1968 – The Pentagon announced the “Vietnamization” of the war; troops to come home. 2003 – In the 14th day of Operation Iraqi Freedom American soldiers on the road to Baghdad fought bloody street-to-street battles with militants loyal to Saddam Hussein. 2003 – Pfc. Jessica Lynch, 19 years of age, and part of the 507th Maintenance Company was captured on March 23, 2003, was rescued in a U.S. commando raid on an Iraqi hospital in Nasiriyah. Eleven bodies were also recovered and 8 were identified as U.S. personnel. It was later reported that Iraqi troops had already left the hospital. Mohammed Odeh al-Rehaief, a former Iraqi lawyer, disclosed Lynch’s location to U.S. forces and provided detailed information prior to her rescue.

Outstanding Citizen of the Year

Dr. Kent DeKoninck came to the Greenwood School System just over four years ago. When he arrived, he hit the ground running and hasn’t slowed down. Dr. DeKoninck has become very actively involved in the community as a member of the Greenwood Rotary Club, Johnson County Development Board member, C-Chair of Aspire Johnson County, and is a board member for the Greater Greenwood Chamber of Commerce. As you can see, Dr.

DeKoninck is actively involved in our community. Dr. DeKoninck can be seen, daily, on his Twitter account promoting numerous school activities and public events. He is seen in many of the schools visiting the teachers and classes every day. He has been a very supportive proponent of many city related activities. One of the first projects he tackled, was the proposal and approval of the new Greenwood Middle School. With his positive attitude and approach of this project, he was able to get this approval done without the need for a public remonstrance.

Dr. DeKoninck has been a champion for the Greenwood Schools and the City of Greenwood. He always goes above and beyond to help in any situation and is a true leader in our community.

Outstanding Paramedic of the Year Jordan Shaffer, Paramedic with the Greenwood Fire Dept. was named 2017 Outstanding Paramedic of the Year. One of Jordan’s co-worker’s stated “I have never felt a more calming presence at an incident scene with any other Paramedic. Jordan truly takes charge of the scene and calmly manages an EMS scene. He has a way of instilling confidence in his crew and making sure they are confident in their skills as EMTs Medics”. Jordan is a very aggressive medic and truly puts the patient's needs first. He treats every patient with the utmost respect no matter the appearance or frequency of the call. If he sees that a skill can be improved, Jordan would professionally take us aside after the run and show us a better way to perform our skill. July 16, 2016 a 58-year old man became unresponsive due to an apparent cardiac arrest at church. A bystander performed CPR. Jordan arrived and worked for over 20 minutes, called for a dual sequential defibrillator, got a pulse back and transported the man to the hospital. The rest is a made for Hallmark channel miracle. December 4, 2016, he delivered a baby girl into the world and on December 10, 2016 there was a stabbing and gunshot. He took care of the stabbing patient and absolutely saved her life.

Outstanding Firefighter of the Year John Mulinaro was named Outstanding Firefighter of the Year. He has an insatiable yearning for knowledge and he is constantly looking for classes to improve his skill set. He perfects his craft on a daily basis by continuous training. Caregiver benefits legislation before Congress

Recently legislation was introduced to both chambers of Congress that would expand caregiver benefits to veterans who served before Sept. 11, 2001. The Military and Veteran Caregiver Services Improvement Act has received bipartisan support in the Senate from sponsors Senators Susan Collins, R-Maine, and Patty Murray, D-Wash., both of whom have received the VFW’s Congressional Award. The bill has already received 25 bipartisan co-sponsors in the House. Additionally, the Dept. of Veterans Affairs has expressed support for the expansion of the program. This legislation is a major priority for the VFW and its Auxiliary.

Congress oks “bill” honoring Vietnam Veterans

The House of Representatives passed a bill which would amend the flag code to include National Vietnam War Veterans Day on the list of days that Americans should fly the U.S. flag. March 29 of each year is the designated day. The bill now goes to the President’s desk for signature.

Nathan Rhinehart is State VFW Teacher of the Year

Greenwood Middle School teacher Nathan Rhinehart was named “VFW Post 5864 Teacher of the Year” at the recent Community Awards program. And, this past weekend, he was named State VFW Teacher of the Year for Middle Schools. Mr. Rhinehart has taught at the school for the past 13 years. “Each one of these years”, according to Middle School

Principal Chris Sutton, “he has trans his love and excitement of history to his students. He has taught the history of Ancient Egypt to the intricacies of the Civil War”. The curriculum focuses on the settlement to reconstruction of the United States. The students’ year comes to a fever pitch in May as his love of the Civil War resonates throughout his lessons. He has created a museum of relics, memorabilia and documents of that time period. Mr. Rhinehart is able to bring alive the struggles and importance of this war that tore

Throughout the day, students experience and learn various aspects of the Civil War. He incorporates community members and veterans to lead stations that focus on different facets of the war. Students learn how a Civil War surgeon in 1862 took care of wounded soldiers, taste the food of soldiers, witness the live firing of a 12-pound mountain Howitzer and a reenactment of a battle as well as several other experiences. Once school ends for the summer, Mr. Rhinehart organizes a trip to Washington, D.C. and Gettysburg. This trip exposes students to the rich history of our country and the selfless accomplishments of our veterans. As he guides students through Arlington National Cemetery, he points out the sacrifices of the men and women who are buried there. The tour highlights the changing of the guard at the Tomb of the Unknown Soldier. His walk-through Gettysburg with the students is filled with passion and knowledge. Finally, when Mr. Rhinehart is not leading the effort to raise funds for the Indy Honor Flights, he is creating a curriculum for a new class based on Indiana history for our students. His love and passion for history truly inspires and resonates with his students.

Congress and VA update Camp Lejeune exposure

For years, the VFW has worked with Congress and VA to establish a streamlined disability compensation process for veterans who suffer from health conditions associated with exposure to toxic water at Camp Lejeune. Recently, VA began to implement a rule which established a presumptive service-connection for veterans, reservists and guardsmen exposed to contaminants in the water supply at Camp Lejeune from Aug. 1, 1953, through Dec. 31, 1987, who later developed one of the following eight diseases: adult leukemia; aplastic anemia and myelodysplastic syndromes; bladder cancer; kidney cancer; liver cancer; multiple myeloma; non-Hodgkin’s lymphoma; and Parkinson’s disease.

College owners to pay $4.5 million and get jail time

Colleagues and Fellow Veterans, Over the past few years you may have heard us using phrases like, “safeguarding the integrity of GI Bill benefits” and “protecting our beneficiaries from bad actors,” – but what does this really mean? Unfortunately, not every school/institution out there has Veterans’ best interests in mind, so we have been working diligently to ensure that our GI Bill beneficiaries don’t fall victim to schools that employ fraudulent, misleading, or deceptive practices. Just recently, we had a major “win” that we hope will set a precedent for the future: Because of a student complaint in our GI Bill Feedback System, the owners of the College of Beauty and Barber Culture in Chesapeake, Va., were sentenced to jail time and required to pay $4.5 million in restitution. The school, which enrolled hundreds of Veterans since 2011, only had a handful pass their licensing exam. The investigation also revealed that many students did not receive the required hours of instruction, which contradicted information submitted to VA. More information about the case can be found here. We take our Veterans’ education benefits very seriously, which is why we encourage them to conduct thorough research before choosing a school. To assist them, VA is constantly updating the GI Bill Comparison Tool with the number of complaints a school receives, and we add caution flags highlighting important information such as investigations, settlements, accreditation issues, or financial issues. GI Bill beneficiaries, family, and friends can play a part in helping keep schools honest. Reporting Principles of Excellence violations and fraudulent schools through the GI Bill Feedback System can help other Veterans and dependents to avoid bad actors and protect the integrity of the GI Bill education programs. Students can also call the VA Office of the Inspector General hotline at 1-800-488-8244. In both cases, it’s up to you if you want to provide contact information or remain anonymous. We will continue to work hard to provide the most accurate and timely information to our beneficiaries. As we navigate these sometimes turbulent waters, we will remain dedicated to providing the best GI Bill experience possible for those who fought for us.

Pin-Ups on Tour returns to VFW on Friday, May 19

Pin-Ups on Tour has been extremely busy since visiting VFW Post 5864 last June. They have performed for Veterans in over 36 states across the United States. Dixie Mae Rebel, a spokesperson for the group recently remark- ed, “It is because of the generosity of supporters like your Post that we have been able to visit and perform for so

many hospitalized Veterans as well.” The group hails from California and has traveled throughout the U. S. volunteering their time to bring smiles and laughs to those in attendance. Their appearance was remarkable. Pin-Ups on Tour is a good time for a great cause. From the moment guests enter the event, they will be treated to something special. Their goal is to recreate the magic of the Hollywood Canteen that operated during the 1940's as a club offering dancing, drinks and entertainment for servicemen, usually on their way overseas. The evening will feature dancing showgirls, Comedy, Variety Acts, Soulful Lounge singers, raffle-ticket selling beauties and more than a few surprises! With entertainment and atmosphere around every turn, guests will feel like they stepped into another era. They are committed to providing low or no-cost entertainment for veterans as part of their "Morale Boosting Mission." In addition, proceeds from our shows go to support their work entertaining our nations veterans inside and outside our nations VA hospitals. Since Pin-Ups on Tour started two (2) years ago, they have performed for Veterans in 37 different states across the U.S.! The organization has been able to bring over 7,000 people together to support our troops, has been able to donate over 2,100 tickets back to our military heroes, and has been able to entertain close to 2,700 Active Duty and Veteran Service Members in our nations VA Hospitals. Doors will open at 7 p.m. and the show will be from 8 to 10 p.m. After the program is completed, “Super Dave” will play karaoke on the “bar side” that evening. A reminder for volunteers working at the VFW Post 5864 Bingo games – tipping is not allowed per the rules and regulations of the Indiana Gaming Commission. As the holder of the gaming licenses, VFW Post 5864 can be fined, placed on probation and our licenses can be suspended. Please remember, if individuals wish to offer a tip, as a volunteer worker, you cannot accept it under any circumstances.

“Reunion Band” to play at VFW Friday, June 23

The “Reunion Band” is looking forward to being a part of the Freedom Fest and their band playing “sock hop” music on Friday, June 23. Their music lends itself to dancing, and people should be on their feet most of the night. The “Reunion Band” is a combination of two bands from Seymour High School class of 1963-1964. Some of the members of the bands collaborated for their 40th class reunion, with the expectation of being a one and done performance. Much to their delight they kept getting invitations to play class reunions. They have added other venues. That was 15 years ago. The band is made of 8 or 9 performers, Bill Pfaffenberger on the keyboard, Donnie Meyer on the drums, Jim Darnell on the sax, Paul Kranning on the electric bass, Ed Banta and Bill Foster lead guitar, and Janos Bingham, Tom Pfaffenberger and Larry Boggs vocalists. The members have spread out across the state, even as far away as Oklahoma City, the town along the famous Route 66. Some of the songs we feature this year are: Old Time Rock N Roll, At The Hop, California Dreamin’, Louie-Louie, Wooley Bully to name a few.

Credit cards now being accepted at VFW 5864

Greenwood VFW Post 5864 accepts American Express, Discover, MasterCard and Visa. The VFW doesn’t charge a surcharge for a patron to use their card.

Accepting credit cards has increased the Post’s revenue stream. We reviewed the money being taken out of the ATM by customers at this same time a year ago, and it was close to the same as the previous year, so members and guests are spending more money. Currently, nearly every business accepts credit cards. As we continue moving into the future, it is very important that we

become more in line with what everyone else is doing.

Greenwood VFW Post 5864 holds Bingo every Wednesday evening. Please contact Steve Milbourn, at 317-525-7291 or e-mail him at [email protected] for further information. The Indiana Gaming Commission forbids any entity holding a Bingo License to pay individuals for working at the Bingo games. It is also not allowed to tip volunteer Bingo workers or staff. VFW’s weekly Bingo games continue to grow at the Post. However, there continues to be a need for additional workers to keep things flowing and keep the attendance up. Bingo begins each Wednesday with an “Early Bird” game at 6:30 p.m. Bingo is open to the public and provides an evening out for all. Southeast Asia Fact-Finding Trip: VFW Senior Vice Commander-in-Chief Keith Harman returned from a two-week POW/MIA fact-finding trip to Southeast Asia recently in which he was able to meet with U.S. military and diplomats assigned to U.S. Embassies in Thailand, Cambodia, Vietnam, and the People’s Republic of China, as well as host-country officials. He also visited an MIA recovery site west of Danang, Vietnam, to personally thank the 17 U.S. military and DOD civilians working hard on a 45-degree slope and in 90-degree temperatures to recover and return a missing American soldier home to his family. It was the senior vice commander’ first trip back to Vietnam since he departed it in 1969.

Hearing on VA Recruitment and Retention Authorities: The House Veterans Affairs Subcommittee on Health held a hearing to discuss ways to improve VA’s ability to recruit and retain high quality health care professionals. The members of the subcommittee explored ways to expedite the hiring process to ensure candidates aren’t required to wait months to be hired by VA. VFW National Legislative Service Director Carlos Fuentes submitted testimony urging Congress to give VA direct hiring authority for frontline staff, who currently wait up to six months for an entry level job. VA testified on its challenges with human resources staff and agreed that having more direct hire authority for health care staff would improve its ability to deliver timely and high quality care to veterans.

Hearing on DOD Civilian Personnel Reform: The Senate Armed Services Sub-committee on Personnel held a hearing to discuss needed reforms of the Department of Defense’s (DOD) civilian personnel system. Former Acting Under Secretary of Defense for Personnel and Readiness Peter Levine and other former senior officials testified on hiring, training, and performance issues within the DOD civilian workforce. VFW National Security and Foreign Affairs Director Sarah Maples submitted testimony expressing VFW’s objections to DOD’s new Reduction in Force (RIF) policy, which reduces the value of veterans’ preference and failed to meet a congressional mandate to base DOD’s RIF policy on performance. – Continued to page 17

Defense Advisory Committee on Women in the Services: The VFW recently attended the quarterly meeting of the Defense Advisory Committee on Women in the Services (DACOWITS). Created in 1951 by then Secretary of Defense George C. Marshall, DACOWITS provides advice and recommendations to the Secretary of Defense on matters and policies relating to the recruitment, retention, treatment, employment, integration, and well-being of women in the Armed Forces. This meeting’s topics included: retention, propensity to service, physiological gender differences, and boxing programs at the Military Service Academies.

Mattis-Dunford Budget Testimony: Secretary of Defense James Mattis and Chairman of the Joint Chiefs of Staff General Joseph Dunford testified before the Senate Appropriations Subcommittee on Defense. Testimony focused on a three-phased multi-year approach to restore readiness in the military, with fiscal year 2017 funding focused on filling readiness gaps, FY18 funding on restoring balance caused by sequestration and continuing resolutions, and FY19 funding on returning to a sustained, high quality force prepared to meet the current security environment. Secretary Mattis said: “Failure to reverse sequestration would bring about a need to recalibrate our approach to asserting U.S. influence around the world.”

Social Media Scrutiny: Congress continues its inquiries in the wake of the “Marines United” scandal, where naked images of female service members were posted online accompanied by denigrating comments. Anthony Kurta, Performing the Duties of the Under-secretary of Defense for Personnel and Readiness in the Office of the Secretary of Defense, and representatives from the Personnel directorates of the Army, Marine Corps, Navy, and Air Force testified on their respective social media policies. Testimony focused on the steps each Department is taking to address this issue, including the creation of task forces and providing additional assistance to victims, as well as possible changes to the Uniformed Code of Military Justice to make it easier to punish those who engage in such behavior.

State of the Air Force: Senior officials from the Air Force testified to the House Armed Service Committee Wednesday on the impact sequestration and unpredictable funding have on readiness and modernization. Testimony focused on the critical shortage of nearly 3,400 maintainers and 2,900 pilots across the Total Force, including 723 fighter pilots in the active force; the increased demand for Air Force assets over the last 15 years, including a 1,200 percent increase in the demand for Remote Piloted Aircraft; and the desire for another round of Base Realignment and Closure in order to reduce unnecessary infrastructure costs. Additionally, a 38 percent decrease in end strength since 1991 has increased reliance on civilian personnel - increasing their numbers to 26 percent of the Total Force. With the hiring freeze, however, the Air Force now has more than 8,000 civilian vacancies.

Hearing on Use of Union Time: The House Veterans Affairs Subcommittee on Economic Opportunity held a hearing to discuss how much time VA employees should be allowed to spend on union activities, known as official time. Subcommittee members argued whether official time detracts from VA’s ability to provide care to veterans or if it serves to improve quality of care. AFGE Local 390 President Shirley Parker Blommel testified that she uses official time to address problems at the St. Cloud VA Health Care System which interfere or impede delivery of care to veterans. VA supported a bill introduced by chairman Arrington which would limit how much time VA employees can spend on official time to ensure VA health care personnel can spend more time caring for veterans rather than union duties.

Greenwood VFW Gaming and Pull-Tab rules

As a reminder to those individuals who play Bingo and / or purchase gaming tickets or pull-tabs at the VFW, the following rules are in effect: All Pull-Tabs or other gaming tickets which are deemed to be winners by the VFW, must be cashed in by the close of business on the day the sale was made, otherwise the ticket will become null and void. No gaming tickets are to leave the VFW’s building under any circumstances. Pull-Tabs have Serial Numbers and the VFW is required to keep a record for the Indiana Gaming Commission and therefore the VFW has the date each set of Pull-Tabs is sold. Bingo players must be 18 years old or older to play or purchase any Bingo tickets or Pull-Tabs. These rules have been in effect for several years. The Post wanted to reiterate them. Long-time VFW member Ed Chaney, Jr. passes away

Edward Chaney Jr. 88 of Greenwood, Indiana passed away March 27, 2017. He was born October 23, 1928 in Pulaski Co., Kentucky to the late Christopher C. and Miranda M.

McCallister Chaney. Edward served in the U. S. Army, National Guard and was very active in American Legion 252 in Greenwood, Masonic Lodge # 514, Scottish Rite and Johnson County Shrine Club. He was also a Life Member of VFW Post 5864 in Greenwood. Edward is survived by his daughter, Ginger (Skee) Hipszky; brother, Glen (Alisha) Chaney; two grandchildren, Shane (Jennifer) Chaney, Michelle (Justin) Burns; two great grand- children, Ty and Jasper and a good friend, Ginny Anthony. A celebration of Edward's life was held March 31 at Wilson St. Pierre Funeral Service & Crematory, Greenwood Chapel. Burial was in Greenwood Cemetery.

Vandals destroy men’s toilet at least four times

Over the past two or so months, vandals have taken the working parts out of the tank on the handicap toilet in the men’s bathroom. House Committee member Roger Green has made repairs on the toilet each time. In fact, Roger has donated the cost for the parts each time.

Commander Steve Milbourn remarked, “It is sad we have an individual coming into our Post that is acting in this manner. We have no idea whether it is a member or a guest”. Other members have also helped with the repairs including twice replacing some minor parts. Milbourn continued, “I would hope that if the individual in question has an issue or a problem, they would bring it to the House Committee

so they could discuss it”. What is more interesting is that more than likely the individual would have to hide the parts under their coat or someplace. If anyone does see anything out of the ordinary, you can report it to a member of the House Committee or an officer.

Understanding VFW Auxiliary Membership

for Divorcé/Divorcées and Widowers/Widows

VFW Auxiliary National Headquarters Membership Development Coordinator

One of the questions that VFW Auxiliary National Headquarters commonly receives is how a divorce from an eligible veteran, or the spousal death of an eligible veteran, affects a person’s membership status. As outlined in Section 107 of the 2017 VFW Auxiliary Bylaws and Ritual:

• A member who obtains a divorce shall not have their entitlement to membership questioned, as long as they continue to be a member in good standing.

• A member who is separated by divorce from their spouse, under whose eligibility they entered the Auxiliary, and who is subsequently dropped from the rolls of membership for any reason recognized by these Bylaws, cannot re-enter the organization under said eligibility.

• A widower/widow of an eligible veteran who is already a member of an Auxiliary is entitled to retain their membership even though they marry a person not eligible to the Veterans of Foreign Wars of the United States.

• A person who was widowed from an eligible veteran may join the Auxiliary even though they have remarried.

VFW, Auxiliary members with recent health issues

It is very important for us to recognize those individuals who are sick and/or hospitalized. Many times, our members, VFW and Auxiliary become ill, need serious medical care or even hospitalization. Sometimes our lives become complicated by things we think are important. There is nothing more important than making sure those in our “VFW Family” are being taken care of and visit them or at the least, get a card signed by those who come in our VFW and deliver it to those individuals. __________________________________________________________________________

Auxiliary reaches 100% in membership for 2017

The Veterans of Foreign Wars of the United States (VFW) Auxiliary has announce that it has achieved more than 100% in membership for the second consecutive year. Nearly 470,000 male and female members representing all 50 states, the District of Columbia and foreign-based Auxiliaries stand united in their support of our nation’s veterans, active-duty service members and their families. “Membership is the foundation of our organization’s success,” said National President Colette Bishop. “This milestone is a testament to our organization’s relevancy and ability to serve veterans, military service personnel and their families as only we can. We are thrilled to have surpassed last year’s historic achievement and will keep up this momentum by continuing to grow our organization and add more and more members who support our mission of helping veterans. This is just a start. I know we can do this and much more.” “National President Bishop and I are so very proud of each and every one of you,” said National Membership and Leadership Ambassador Leona McDermott. “Thank you for all you have done to help us achieve our goal of attaining more than 100% in membership. Annual VFW golf tournament getting underway

Veterans of Foreign Wars Post 5864 will host their 10th Annual Golf Tournament on Saturday, June 10, 2017 at Smock Golf Course. The net proceeds of the tournament will be used to fund the VFW’s Military Assistance Program, financial help to veterans and their families and many of our local charitable programs which include the Patriot’s Pen for junior high school students; Voice of Democracy for high school students; Boy and Girl Scouts of the Year; Teacher of the Year in elementary, junior and senior high school categories; and at least three $1,000 college scholarships every year paid twice annually. VFW Post 5864 awards plaques to the Outstanding Citizen of the Year; Policeman of the Year; Fireman of the Year and EMT of the Year in the City of Greenwood. We help our community by providing assistance to Indiana homeless veterans; and assisting local veterans and their families in financial need. VFW Post 5864 acts as a resource to veterans

by locating other organizations as needed to help the veteran confront the issues they may be facing today. You can join with VFW Post 5864 to achieve the mission of helping veterans by becoming a sponsor of our 9th Annual Golf Tournament. If you are unable to provide a sponsorship with a cash donation, please consider donating merchandise to be awarded as prizes to our players.
